I

f any topic has dominated discussions in the country in the past two months, it is that to do with the increasing menace of itinerant Fulani herdsmen. In fact, the issue has become so divisive that it is threatening to divide Nigerians along ethnic and religious lines. For long, the unwholesome activities of Fulani herdsmen, especially in the North Central and southern geopolitical zones have been reason for concern. Such concerns stem from the fact that these cattle herdsmen are not only a menace to their host communities, they are taking the law into their hands by destroying farmlands and crops, pillaging, raping and brutalising those opposed to their destructive tendencies. No day passes without news of these cattle rearers causing mayhem in one part of the country or another. The conflict between cattle heredsmen and their hosts usually arise when the former invade the farmland with their animals and let them graze unrestricted both on cultivated and uncultivated land, thereby destroying valuable food and cash crops. In trying to resist them, and request their exit, the Fulani herdsmen become violent and attack any one standing in their way. It is unfortunate that this level of impunity is happening in a sovereign state with a constitution, which declares that the security and welfare of the citizens shall be a major responsibility of the state. We condemn in its entirety the criminal activities of these herdsmen who constitute threats to lives and properties in the guise of grazing their animals. The authorities must take immedi-

ate action to end the destructions of Fulani herdsmen. There is no doubt that if nothing is done to stem the menace, temptation is that some of the ethnic nationalities may be left with no option than to constitute militias to defend themselves and their land. We are aware that as pastoralists, Fulani herdsmen are always on the move, especially in search of fresh grazing fields for their flock. However, their activities should not be at the detriment of other Nigerians who are entitled to protect their land and other means of livelihood. We submit that the Federal Government consider the activities of cattle herdsmen as a threat to national security much the same way it views those of Boko Haram and kidnappers. Nevertheless, we cannot continue wringing our hands and looking helpless in the belief that nothing can be done to reform the ways of Fulani herdsman. By accepting the category of nomad, we are vicariously denying these citizens of the benefits of settled human civilisation, which include the right to a place to call home, the right to own land and other property as other Nigerians. It is therefore otiose on the authorities to device more ingenious ways to help the cattle herders live a more settled life with their animals. In doing so, the states and federal ministries of agriculture must come out with a deliberate policy to carve out ranches solely for foraging in different states of the federation. We advice they study how other countries practice such animal husbandry with a view of implementing them here

ruling by an Igbosere High Court in Lagos on Friday which declared as illegal and unconstitutional the appointment of caretaker committees over local government councils in the state has once again brought to the fore the need for state governors to allow democratically elected officials run the affairs of the third tier of government. The court presided over by Justice Abdulfatai Lawal held that no governor is empowered by the constitution to take over the administration of local governments through sole administrators or caretak-

er committees. Not a few had hoped that Lagos State government which claims to be at the forefront of promoting democracy and rule of law would swiftly comply with the judgement. Curiously, however, and to the disappointment of many, the Lagos State government hours after the ruling said it would appeal the judgement, describing the ruling as faulty. Granted that the Lagos State government is entitled to appeal the ruling, fact is the practice of appointing caretaker committees to run the affairs of local government councils by state governors is unknown to the 1999 constitution (as amended). Many state governors, Lagos inclusive, in a bid to circumvent the constitu-

tion, and with the active connivance of the House of Assembly in their domain, have enacted laws that sought to legitimise the appointment of caretaker committees to run the affairs of local government councils. But such legislation, to the extent that they are at variance with the provisions of the 1999 Constitution (as amended), remain null and void and of no effect. So, rather than continue in the path of illegality and unconstitutionality, state governors need to listen and comply to the latest by the Igbosere High court in Lagos. They should allow democracy to take root at the local government councils. Only then will they prove that they love democracy.

FG files fresh charges against Dasuki Continued from page 1 which formed part of the proceeds of an unlawful act contrary to section 15 (2)(d) of Money Laundering Prohibition Act 2011. Dasuki, who was escorted to the court by three former civilian governors and a retinue of former ministers and top government functionaries, pleaded not guilty to the fresh five count charges. Using his discretion, the trial judge, Justice Ademola Adeniyi, admitted the ac-

cused to bail and allowed his previous bail terms which has been met by the accused to apply. However, the Federal Government on Monday applied to the high court to conduct the trial of the former NSA in secret and not in an open court. In a motion on notice argued by the prosecution counsel, Mr. Shuaibu Labaran, the Federal Government explained that the secret trial if granted would guarantee the safety of its wit-

nesses who are billed to testify against the accused. The application was brought pursuant to section 36(4) of the 1999 constitution and section 232 of the Administration of Criminal Justice Act 2015. The prosecution also sought order directing that the names and addresses of all its witnesses should not be disclosed in any record or report of proceedings that may be accessible to the public. That the witnesses be per-

mitted to use pseudo name in the course of proceedings and that prosecution witnesses be given access to a non-public route to and from the court premises and court rooms as well as to allow them use private witnesses’ room. Apart from lawyers and accredited journalists, the prosecution asked the court not to allow any member of the public to witness the trial and that the witnesses be permitted to wear facial masks while giving evidence

against the ex-NSA. Labaran, who argued the motion, submitted that the trial will suffer setback as the witnesses were not willing to testify in the open court for fear of reprisal from undisclosed places. However, counsel to the accused, Mr. Joseph Daudu, SAN, has asked the court to dismiss the application for lacking merit and for being frivolous. He told justice Ademola that the names of the witnesses were already in the public domain at the instance of the prosecution, adding that the application was a mere academic exercise that should not be granted by the court. Justice Ademola reserved ruling on the application till tomorrow (Wednesday). The fresh charges are that the accused was on July 17, 2015 at his house, No. 13, John Khadiya Street, Asokoro, Abuja found in possession of various range of firearms without requisite licence, an offence punish-

able under section 27 (1)(a) of the Firearms Act Cap F28 LFN 2004. He was also accused of retaining $40,000, N5 million and another $20,000 in the same house and same date contrary to section 15 (2) (d) of Money Laundering Prohibition Act 2011. Besides, the accused was said to have on July 16, 2015 at his residence at Sultan Abubakar Road and Sabon Birni Road, Sokoto retained another $150,000 and N37.6 million being part of proceedings of unlawful act contrary to Section 15 (3) of the Money Laundering Act 2011. Meanwhile, the accused person through his counsel has filed an application for temporary release of his travelling documents from the court to enable him travel abroad for medical attention. The medical check-up was said to have been over-due since July but that he could not travel due to seizure of his passport. The application will be argued on Wednesday.

But Ogboru and Emerhor approached the three-man tribunal alleging that the election was conducted in substantial breach of the Electoral Act and guidelines for the election, as well as corrupt practices. Delivering judgement in

petition number EPT/DT/ GOV/23/2015 between Ogboru and Okowa, Justice Gunmi averred that the petitioners failed to prove allegations of corrupt practices, breach of Electoral Act, over voting and manipulation of election result. He said there was no credible evidence provided by the petitioners to support the allegations and held that the petition “is bound to fail, and has failed. It is hereby dismissed. The petitioners are to pay cost of N50, 00 each to the three set of respondents.” In Emerhor’s petition marked EPT/DT/ GOV/32/2015, the tribunal also held that the petitioners

relied heavily on the use of card reader as basis for nullifying election result. According to the tribunal, the petitioners were unable to prove that the first respondent (Okowa) was credited with votes in excess of accreditation during the election. The tribunal held that the petitioners were also unable to discharge the burden of proof placed on their shoulders by the provisions of Sections 136 and 137 of the Evidence Act. “The petitioners having not proved the toxic votes credited to the first respondent, the issue of whether Continued on page 12

The Rivers Tribunal had, on Saturday, ordered Nyesom Wike to vacate the Governor’s seat and the Independent National Electoral Commission. Mimiko observed that the judgment was suspicious and asked why the tribunal refused to wait for the decision of the Supreme Court over its jurisdiction before passing a verdict on the petition. “Our mindset is that the tribunal judgment can go either way, but the Rivers own is particularly embarrassing. We all know the circumstances surrounding the Rivers State tribunal. You recall now that for unjustifiable course, that tribunal was not allowed to sit in Port Harcourt, it was taken to Abuja – and, somewhere along the line, the chairman of the Tribunal got changed. “Now we challenge the jurisdiction of the Tribunal and it has gotten to the Supreme Court. The Supreme Court will give judgement in the next few days. The Abuja Tribunal continues to sit. On Thursday, nine written addresses were adopted,” Mimiko said

Oyo guber: Tribunal decides Ladoja, Ajimobi fate today ÏÏÏExpectations are high in the

camp of both the All Progressives Congress (APC) and the Accord Party (AP) on the likely outcome of the tribunal’s judgment today on the winner of the April 11, 2015 governorship election in Oyo State. The Governorship Election Petitions Tribunal, sitting in Ibadan, the state capital, after four months of legal fireworks, fixed today, to decide on who actually won the poll between former governor of the state, Senator Rasheed Ladoja and the incumbent, Senator Abiola Ajimobi. But dissatisfied with the outcome of the election, Ladoja, who contested on the platform of AP, challenged the validity of the victory of Ajimobi of the APC, before the tribunal, joining the APC, the state Resident Electoral Commissioner and INEC in the petition. The Director General, Ladoja Campaign Organisation and former Speaker of the state House of Assembly, Hon. Adeolu Adeleke, said, on Monday, that “We are expecting the declaration of Senator Rashidi Adewolu Ladoja as the duly elected governor by the tribunal in April 11, 2015 governorship

election.” The Director of Publicity and Strategy of the APC in the state, Mr. Wale Shadare, said Ajimobi and APC were sure of victory, though not pre-empting the judgment that would be delivered today. He described Ladoja as a comedian, saying he raised so many issues, that he could not prove before the tribunal. The tribunal was inaugurated in June, with Justice F.C. Obieze as chairman, and Justices I.M Muhammad Karaye and J.E. Ikede as members. But the tribunal did not commence the pre-hearing session before Justice Obieze proceeded on retirement as a result of attaining 65 years. The pre-hearing session commenced in July when new the chairman, Justice Mohammed Mayaki, who was appointed by the President of the Court of Appeal, resumed to lead the panel. Ladoja, who claimed that he scored the highest number of votes with 25 per cent in 22 of the 33 local government areas of the state, asked the tribunal to declare him winner of the election or or-

der a rerun. The lead counsel to Ladoja, Mr. Richard Ogunwole (SAN), in the petition marked EPT/IB/ GOV/22/2015, contended that election took place in 23 local government areas and in some units in the remaining 10 local governments, adding that the election was fraught with non-compliance with the Electoral Act 2010 (as amended). He alleged that there were cases of non-accreditation of voters, deliberate refusal to use the smart card readers, over-voting, multiple thumb-printing of ballot papers, ballot-stuffing, snatching of ballot boxes and so on. He tendered close to 200 exhibits and called many witnesses in support of his petition during the hearing session.

Nigeria said it has opened talks with the Nigeria’s Communications Commission (NCC) over a record ban of $5.2 billion (N1.02 trillion) for noncompliance with deadline set by the commission to disconnect all non-registered sim cards. A senior official of the company disclosed this last night, expressing the hope that they hoped to

resolve the matter soon. MTN Nigeria, one of the largest phone providers in Nigeria also said it was studying the letter sent to it by the regulator and would respond soon. NCC yesterday fined MTN Nigeria a record $5.2 billion for noncompliance with a deadline set by the commission to disconnect all non-registered sim cards. The move follows accusations by mobile phone users that the

regulator had failed to bring operators to account for poor services to subscribers. Subscribers in Nigeria have been clamouring for the regulator to address poor network signals provided by telecoms companies in the country. They want more sanctions on telecommunications firms to encourage them to improve signals and the quality of service in the country.

lower court was a judicial error. A Kogi State High Court sitting in Koton Karfe had on December 9, 2014, nullified the May 4, 2013 council elections that produced the chairmen and their councillors. According to the Judge, the appeal brought by the appellants had merit and “It is hereby allowed. “The Court has perused the substance of the matter and left without an option but to nullify the dissolution carried out by the governor.

“Having considered the appeal urging this court to reinstate the 21 Local Government Council Chairmen and their Councillors from Kogi State back to their offices, the penal is obliged to do so. “The Kogi State Government is hereby ordered to immediately, without delay, reinstate the appellants back to their jobs”. It’s about five months that President Muhammadu Buhari has been on the saddle and opposition party is crying that his anti-corruption war is one sided. How do you see the corruption war? I would say that is not true; the former governor of Zamfara State who is a member of APC has been arrested, and the corrupt people they are talking about are about 80 % of those controlling the resources are within the PDP and who used to be in governmental. We should like to know, how many of Maduekes we have in APC? How many of Oduahs do we have in APC? And Oduah is in the senate, and in a decent society Oduah should not be in the senate but is there. Kashamu is wanted in the US and he is in the senate. The tribunal has made it clear that there will be another contest for that position but that notwithstanding he should not have been there. So, there are several of them like that who have been shielded in the past so i believe those who are in charge are pursuing those whom they have information about, if they don’t

have information about anybody, they would not pick on you. They have information about Akpabio for instance ,and he was invited last week. If there are others like that and they have the opportunity, let those who are saying it mention names and send the EFCC to take care of him. Chief Adebanjo who was saying two days ago that the anti-corruption style of Buhari is the same as Obasanjo, that it is selective; I disagree with him.

For you, is it on course? It is on course and he (Buhari) has sent a signal to the system unlike the time of Obasanjo, people are now cautious, like thinking deep about what they want to do. We should not comment on the man that has died but I believe it is part of this action. The man who turned to be a woman and escaped from Britain and the British people were annoyed. Would they say it is Buhari that is after him? Buhari is

not helping him. The US that is asking for Kashamu, is it Buhari that is asking US to pick Kashamu? They have been asking for Kashamu all along but those who were there refused. I believe he is not going to let that happen and if he allows that, he has failed. In terms of governance sir, it’s been five months that the new government has come on stream; people have been feeling that he is slow in decision making?

What actions do they want him to make? This government did not make the 2015 budget, the other government made the budget. Let us start with the budget and the other government that made the budget got the National Assembly to approve it. When you look at totality of the appointments that are down and the new ones that are made, you will find out that this question of nepotism does not arise. The APC government is controlling The National Assembly but since coming into power, there have been some sort of crises between the federal government and the senate particularly over the appointment of officers. Do you think it is normal in this era where a government in power controls the majority of the National Assembly and yet, they are still having conflict in the National Assembly? We are evolving a change in the country, many parties come together, the way they come together

That is when you will recall your senses that there is an error and commitment to the people are what they need in the senate. I saw a bit of no commitment in the part of some people who are elected who thought it was going to be Jonathan forever. When they were screening,

the type of questions they were asking. When Fashola was in the box as one of the nominees and Abarebe was asking him why they dispersed south easterners from Lagos; he knew that the case had been settled; why should he come and ask him at that occasion, what has that got to do performance of Fashola as a minister and the issue which his own party were making in Lagos, but the man explained that he doesn’t sign a cheque. Such are the types of things that will make our own senators to sit up, they will use a little opportunity they have to ridicule us unless we stand as a government. In the House of Representatives I think they are getting things right and in any setting, give and take is important. When they talk of Senate rules, does it supersede the constitution because most of the thing they are doing is rule of the senate. Can the rule of the senate be higher than the rule of the constitution? The ongoing trial of the Senate President Saraki, do you think its a punishment for him for disobeying the directives of the party? I don’t know what informs that case, i see it as a Pandora box. When he finishes with his own allegations and goes whichever way, there are many others who have not made declaration, and they have to pounce on them if they don’t expose them. Corruption war: Why African nations should copy Nigeria, by Anyiam-Osigwe The Osigwe Anyiam-Osigwe Foundation has declared that African nations will continue to be vulnerable to imperialist incursions and manipulations unless Nigeria’s experience at tackling corruption is embraced by co-African leaders. This was the view of Coordinator-General of the foundation, Mr. Charles Anyiam-Osigwe at the colloquium on corruption held in Ibadan. The paper was titled “A synergistic potential towards Africa’s Development -A reflection on Anyiam-Osigwe’s perspective.” The conference with the theme: “The Predicament of Corruption and the Quest for Holistic Development in Africa” attracted several members of the academia within and outside Nigeria. According to the foundation, “… we note that except the present government of President Muhammadu

There have been rumour that the former governor of Lagos State and Asiwaju Bola Tinubu are quarrelling but eventually he was nominated as a minister and he has been cleared by the senate. Do you think that if there is a war between Fashola and Asiwaju, Buhari would have nominated him as a minister? I don’t know who nominated him, Buhari said this before that he doesn’t need anybody to nominate for him that he picked those he think that are fit for each state; but that aside, the issue of quarrelling, Asiwaju had cleared what people are rumouring. The first one was when a book was launched, that book was not written by Fashola, I text him complaining why I was not there and asked for some copies because people around me were asking me for books and he replied that he didn’t write any book, that it was Akeem Bello who wrote the book and he invited those he wanted to invite that he will try to get me some copies. That was when they started; But Tinubu sent somebody there who extolled the virtues of Fashola. When accusations were made against Fashola, Tinubu supported him, saying half of the blame was his. So therefore, people should forget it, because he and Fashola are one and the same that he has nothing against him that they are not fighting. Then I went to him, we

were discussing other party matters then I said that I saw your statement and I was very happy, is there any quarrel, if there is, we can settle it. He said there can never be any quarrel, the boy who did well in government, can we be quarrelling? That was his answer to me and I don’t think I want any other answer from him The new man in Lagos (Ambode) do you think he will perform well as Fashola did taking Lagos to a better place? First, I want to say that the take off of Fashola is different from the take off of Ambode; Fashola was part of Asiwaju government as Chief of Staff, he was the member of the executive council. He had a lot of things in his head when he was nominated, you know that time it was not real primary at all, it was the question of Asiwaju wanting him to succeed him and eventually he convinced all the party leaders and they agreed. So Fashola had that advantage of knowing what they were doing and how to improve on it. In the case of Ambode, it has to take months now to study the situation, to fashion out what method he will use and I believe that’s why some people think he is not fas. what he would use to be able to do as much and possibly than Fashola did and I think he is on it. Yes Fashola handed over to him, it is on paper, to me, he is laying his

own foundation and from the look of things, I believe he is going to do very well. The budget he met is still the budget of Fashola not his own, so the people will allege that he is slow, he is not doing anything, some roads are not being handled, some projects have being abandon. No, I have made enquiries and i am aware that he is not abandoning any project, he is going to start on many them, he had already started in some areas and by the time he positions himself with executive council he choose two days ago, I believe he is going to do well but you know we cannot start predicting if he will do better or not which is our hope that he does more than Fashola has done. In view of disaster that PDP led Nigeria into, no payment of salaries and others like that. How do you want to advise Nigerians with the new government that have been into place? There is one governor for instance, Taraba State who appointed 112 aids, and what is he going to do with them? Lagos is generating about 30 billion per month, it is only River state that talks of 34 billion per annum, some other states are praying to get 1 billion per annum and yet, they want to do what Lagos, River and Akwa-ibom are doing, it is not possible. They want to have a long list of convoy made up of jeeps, bulletproof jeeps. Some of them re-

alize that some of these states are using helicopters; they don’t even know that some of them hire it they don’t buy. Many of them are over trading, the fedral agency that fixes salaries should stop fixing uniform salaries. what the California governor get is not what the governor in Maryland takes, even in Texas that is very big not to talk of New York and their tax rates are different even in Maryland. Like Lagos Island LG and the Ibeju Lekki LG chairman having the same salaries with all the service pressures on Lagos. What is the service pressure in Ibeju Lekki and the IGR of Lagos Island is able to meet whatever salaries and allowances to pay to who are serving them where as the Ibeju Lekki, I just pick Ibeju Lekki not that anything is wrong there, they would wait for Abuja, Badagry LG is far inside there and there is nothing like IGR but the executive chairman is going to have the same salary with the man in Eti-Osa. The same thing goes to states, they should stop giving same recognition in terms of salaries and allowances to those who run the affairs of the state. That will be the first step of running down the government if they continue like this. So Nigeria can only hope to continue running all the governments successfully if this approach is examined critically not to start making salary the same, allowance the same.

former governor of Rivers State, Rotimi Chibuike Amaechi, of being cleared by the Senate for a ministerial appointment brightened on Monday as the Presidency said his screening by the Senate without debating a report on petition filed against him was in order. President Muhammadu Buhari’s Senior Special Assistant on National Assembly Matters (Senate), Senator Ita Enang, disclosed this in Abuja during an interactive session with correspondents.

Controversy has been trailing last week’s screening of Amaechi by the Senate even as the Peoples Democratic Party (PDP) Senators faulted the process with insistence that the Senate should have debated the report on Amaechi before screening him. The Senate Ad hoc Committee on Ethics, Privileges and Public Petition which should have laid the report during plenary mid last week had said it could not probe the petition against Amaechi because a case against him is still pending in court. However, Ita Enang said

the step the Senate took on Amaechi was in order, stressing that Senators acted within their constitutional right and in line with their own proceedings. He said: “The constitution authorises the Senate and the House of Representatives and every legislative House to regulate its own proceedings including managing matters that are brought before them. “Therefore, what the Senate did is domestic to the Senate and I am not in a position to speak about it but they are within their constitutional right. “They are within their

constitutional right to regulate their own proceedings”. Ita Enang, however, commended the manner the Senate handled the screening of ministerial nominees so far, stating that the Senators deployed maturity, experience and understanding while handling the screening exercise. He added: “Senators have shown in the handling of the matter on the floor of the Senate, their personal experiences, interaction and maturity. They have shown the candour and the real characteristics nature of matured Senate. “I want to really appreci-

Buhari’s healthy jab for civil service

s the Senate concludes the screening of Ministerial nominees, those interacting with Federal civil servants would have noticed that their morale has been boosted by the pronouncements and actions of President Muhammadu Buhari, which gave credence to the relevance and importance of the civil service as a key instrument in public sector governance. It may be recalled that the President had told a French television station in an interview on September 16, 2015, that Nigerian civil servants are there, working to ensure continuity in governance despite the delay in appointing ministers, the political heads and Chief Executives of government ministries. The context was that the television anchor wanted to know whether the delay in appointing ministers had negative impact on governance. The President explained that: “… The civil service provides the continuity; the technocrats are the ones that do most of the work. They are there to provide the continuity, dig into the records and then guide us. They have been there, some for 15 years, some 20 years,” the Presi-

dent said. The morale-boosting Presidential comments came at a crucial time when civil servants were inundated with chilling, but unfounded, rumours of a possible retrenchment or rationalisation of the service in line with the envisaged reduction in the number of federal ministries. A newspaper report had claimed that the administration has directed the retirement of officers who have less than two years to have spent 35 years in the service or to attain the fixed retirement age of 60. The story was false and the Office of the Head of the Civil Service of the Federation issued a statement debunking it. Soon after the strong moraleboosting presidential remarks during the television interview in France and the dismissal of the early-retirement rumours, President Buhari issued a directive for the payment of all outstanding salary arrears and allowances to federal civil servants immediately. This measure further lifted the spirit of the civil servants, who for once jubilated loudly in public. It can be recalled that some weeks earlier, millions of civil servants in 27 states of the Federation who were owed salaries and allowances, in some cases running into many months, celebrated the

announcement of a financial bailout by the Federal Government for paying them. Through the arrangement, the states concerned are accessing a Central Bank of Nigeria (CBN) facility worth N388 -13824 for offsetting the backlog of workers’ salaries and allowances. The bailout was key to ending unhappy periods of pro-longed strikes by teachers, health workers and other government employees, thus causing public discomfort, as services rendered by the workers were no longer available to meet the needs of the populace. The pronouncement and action of the President had equally resulted in less number of staff reporting to work late or closing early. This was reinforced by the just-concluded early-morning surprise visits to ministries by the immediate former Head of the Civil Service of the Federation, Mr. Danladi Kifasi. It is also evident that staff confidence and self-esteem have risen; they are highly motivated to work harder, the gain being improvement in commitment and service delivery by the Ministries, ExtraMinisterial Departments and Agencies (MDAs). As for other institutions such as the Military, Nigeria Customs Service and the Nigerian National Petroleum Corporation, the praises

and clear guidance and directives the President issued to them have served as a jab that reinvigorated them. Nigerian military in particular, which is getting the highest-level political support and the requisite logistics backing from the administration, are doing what is expected of them – the repelling insurgents that in the past seemed hard to defeat. It is also certain that the government’s desire to attain some measure of self-reliance in the acquisition of weapons and other hardware for the armed forces by proposing to establish a modest domestic military industrial complex, has renewed and deepened the sense of pride in our uniformed compatriots. Similarly, the steps taken by the administration to ensure the welfare of officers and soldiers in the theatres of battle against Boko Haram and other armed groups, have contributed in the battlefield successes. There is no doubt that the presidential expression of confidence in the civil service of the federation and other institutions such as the Military and the Nigerian Customs Service among others, has the positive impact of rekindling the inherent patriotism of the staff of those institutions.

overnments in Nigeria operate under motor park atmosphere. The motor park is not the best place to choose for meditation. Hindus choose real isolated places at top of Himalayas, where they will be able to have clarity of thought and vision. Individual Nigerians thrive in chaos. Go to our markets and see. It is not a place for serenity. It is not a place for contemplation. Every available space has an occupant wanting to sell something. The pedestrian walks leading to our markets are all occupied by ‘tenants’,seeking to sell something. Somebody thought there was need for loading bay in one of the Kano markets. For where, the loading bay became a ‘market’ itself. On the road passing by the frontage of an old hospital in Kano is a partition, separating the lanes. Pedestrians could wait on it in order to cross the lanes safely. Who will allow them? It was converted to a ‘market’. Life generally is not serene, but to get certain results, you must create serenity. To really develop, you must be able to put a screen between governance and politics. Here they

are always in a bear hug, politics smothering governance. How many summits, seminars, round tables, has Nigeria conducted, all seeking to find solutions to our problems? The doors of political office holders are always being knocked, incessantly, demonic ally, each with right to be heard. Someone will come and advice to plant rice. They will give directives to get it planted. Then someone says, no, plant yams. Meanwhile rice is forgotten. Then someone will say phased importation of rice is the answer. Someone then says, conduct a summit on agriculture, to find a way how best to boost it. Before any digestion takes place, it is time for summit on industries, on small and medium enterprises, on commercial agriculture, on Boko Haram, on Chibok girls, on gender equality, on MDGs, on climate change. Don’t forget the UN will come with its day of washing hands, day for gays, till it exhausts all the three hundred and sixty five days. The reader may sense some absurdity in the examples, but that is the intention precisely. A political office holder’s day will be choked up with all these daily, such that he

or she cannot really be focused to remember all the commitments, all agreements, talk less of outcomes. The civil service ought to be trusted to follow any initiative to its logical conclusion. Nothing retards us more like our inability to chart our destiny. Whoever comes calling, particularly light – skinned people, they set an agenda for us. In addition, there are so many of them. The head of an executive will be revolving, nearly 360° trying to keep track. Nevertheless, it is precisely for this reason that others waste time to develop periodic plans, most frequent being five – year plans. Since we have four-year executive term, ideally, a political party seeking office should have prepared it’s plan before elections. If it wins, it starts implementation immediately. Some will say it has to wait for handover notes. But a political party should have kept eyes on what it’s opponent was doing in office. That is why the parliamentary system is better for governance. While in opposition you are still in Parliament, you have shadow cabinet. Nobody will come to grill you for being suitable for Cabinet position or not. So, if you really know where you

are going you do not wait for others to show you the way. Then you have no executive time to spare to listen to expert on yams or maize, unless they are all part of the plan. Protocols should not burden an executive without consulting the Planning Ministry. What is the visitor coming for? If what they are coming for is not within this year’s plan, then let them save their ticket cost. Sometimes, they come with counterpart funding proposal. We still apply the same criteria. Is it part of what I already planned? Say someone comes to you with a packet of cigarettes. He asks you to shoulder 50 percent of the cost while he shoulders the balance. Worse, you are to do the smoking! Is the loser difficult to identify? Is it not same with NGOs, particularly those funded from outside? You think you are getting cheap, free funds and service. You are not. What they have done is to recruit agents within your nation, pay them well, and instruct them to work against you. A people are best to determine their destiny. Where you shirk such responsibility, where you think others are there to develop you, then you really qualify to be their slave.

“financial misstatements.” In a report released by the FRC yesterday, the council suspended four directors of Stanbic IBTC and KPMG Professional Services, its audit engagement partner, until their innocence is ascertained. The four directors suspended are Atedo Peterside, Sola David-

Borha, Arthur Oginga and Dare Owei. The bank is alleged to have misstated its financial reports for the 2013-2014 fiscal year and ceded its banking application rights to Standard Bank of South Africa against the directives of National Office for Technology Acquisition and Promotion (NOTAP). According to FRC, the schedules supplied to the council by Stanbic IBTC said the total fee paid to KPMG Professional Services for non-audit services was inconsistent with what was disclosed in the financial statements for the years under review.” The bank was also alleged to have flouted a number of financial regulation, including a regular flouting of CBN regulations. “In 2014 for instance, a total penalty of N28,000,000 was imposed on the group. Among the contraventions was improper disclosure of public sector deposits in 2014,” FRC said in the report. “Stanbic IBTC seems to have a penchant for poor disclosures which further corroborates the

findings in this report.” In view of all the allegations established by the FRC, the council decided that the CBN assist by taking regulatory disciplinary actions against those expected to guarantee the integrity of the aforementioned financial statements in order to safeguard the interest of stakeholders of Stanbic IBTC. “We are convinced that once the monies are properly accounted for and used to shore up their Tier 1 capital, the institution shall become stronger,” FRC ssid. “The Federal Inland Revenue Service is requested to ensure that the related taxes are paid and the government is not unduly short changed.“ The EFCC is requested to assist in this effort by questioning those involved in the concealment and sale of the banking application software that was developed in Nigeria which, other than the financial implication, has also robbed Nigerians of national pride.

Charles Okonji Total deposit of one of the oldest banks in the country, First Bank of Nigeria Plc, has dropped by a whooping sum of N1billion, which represents a decline of about 1.7 per cent of the corresponding period in 2014. This is contained in the FBN Holdings Plc unaudited results announced yesterday for the nine months ended 30 September 2015. The report showed the bank’s operating expenses also increased by 4.4 per cent y-o-y (-18.5 per cent q-o-q) to N169.2 billion

First Bank’s total deposit drops by N1billion (Sept 2014: N162.2 billion), which is not healthy for the bank. The implication is that investors’ capital is at risk since the economic depression facing the country’s economy is yet to record a positive healthy movement. According to the report, other drivers of cost include operational and other losses and outsourced cost21, which increased by N3.8 billion and N4.1 billion respectively in Q3 2015.

However, the report revealed a an upwards shift (increment) in the interest expense, which grew by 35.6 per cent y-o-y (-8.0 per cent q-o-q) to N107.5 billion. The increase in interest expense y-o-y has been primarily driven by the high interest rate environment following increased cash reserve requirements (CRR) and heightened competition for deposits among financial institutions. At the September MPC meet-

ing, the harmonised CRR was reduced to 25 per cent from 31 per cent. Interest expense on customers’ deposit, constituting 85.6 per cent of total interest and similar expense, grew by 31.5 per cent yo-y (-8.1 per cent q-o-q) to N92.0 billion. In addition, interest on borrowings closed at N12.8 billion (57.5% y-o-y, -41.8% q-o-q) on reduced utilisation of borrowings from corresponding banks to finance letters of credit for international trade.

Dangote Cement African projects drive revenue to N366bn in 3qtr Adeesola Akindele Aggressive African expansion projects by Dangote Cements have started yielding positive fruits as the company for the nine months ended September 30, 2015 recorded a turnover of N365.5 billion, a 17.8 per cent increase over its corresponding year’s figure. The company, in the same period exported 3.7 million metric tonnes of cement to neighboring countries. The export underscores the fact that Nigeria is now self-sufficient in cement production. The Chief Executive of the company, Onne Van der Weijde said: “I am pleased to report that sales from outside Nigeria have contributed nearly 29 per cent of volumes so far this year and 39 per cent in the third quarter, which demonstrates that we are diversifying successfully and quickly gaining market shares in new countries.” He said the company has just acquired 2,000 new trucks to help improve its logistics capabilities and enable it enhance its export of cement to neighbouring countries, adding that: “Our key target will be Ghana, where we already have an import terminal that is at present supplied from outside the ECOWAS region.” The nine months unaudited results released on the floor of the Nigerian Stock Exchange (NSE) recently showed that the cement giant’s earnings per share rose by 18.6 percent to N9.80. Profit before tax at N166.9 billion for the nine months ended 30th September 2015 represents an increase of 8.4 percent compared to N154 billion in the 2014 corresponding period. A breakdown of the results indicated that the cement group posted an operating profit of N173.5 billion, 6.8 percent higher than N162.5 billion generated in 2014. Nigerian operations accounted for N162.7 billion, West & Central Africa N2.9 billion, while South & East Africa did N7.4 billion.

Boeing through its President, Boeing International, Marc Allen recently wrote the past Director-General of the Nigerian Civil Aviation Authority, NCAA, Dr. Harold Demuren and seek an audience with him on how its business could be propelled forward in the continent. The letter dated 19th October, 2015, and signed by its Managing Director, Africa, Miguel Santos declared that Boeing has decided to undertake a fact finding mission to Africa with stops in four major Sub-Sahara Africa cities including Lagos, Nigeria. Allen stated that the company intended to in each city meet with political, business leaders and hear, first hand, their views on the political and economic prospects of the continent in which it felt the former helmsman of the regulatory agency would be useful to it to achieve its set goals not just in the country, but in the continent as a whole. Ex-destination inspectors lobby Ali over scanners at seaports

Stories Funmi Coker Former Destination Inspection Agencies (DIAs) at the port are currently seeking to take over maintenance and provision of scanning services at the port, two years after their contracts expired and functions transferred to the Nigeria Customs Service (NCS). This is coming against the backdrop of increasing concerns over the poor state of the scanning machines at the nation’s seaports. Comptroller General of Customs, Col. Hameed Ali (rtd) who dropped the hint when he visited the scanning site at the Lagos Port Complex, Apapa during his familiarization visit to the various Customs formations in Lagos recently said one of the former DIAs made its intentions known when its officials visited him in at the Customs headquarters in Abuja recently. “I met with officials of Cotecna and they told me that they want to take over the scanners and I had wanted to ask when I came here to know if they were managing the scanners well when they were in charge,” he said.

Ali who was taken through the rudiments of operations of the scanners had expressed satisfaction at the speed the scanners could examine containers but expressed concern over the poor state of the scanners which have since been grounded. Some stakeholders have however kicked against the proposed plan by the former service providers to take over scanning operations at the ports noting that the scanners have all packed up because the service providers handed over obsolete scanners to Customs. Others blamed customs officials for poor maintenance of the scanners. President, National Association of Government Approved Freight Forwarders (NAGAFF), Eugene Nweke said that the DIAs deliberately handed over obsolete scanners to Customs. “The whole handover process was geared towards them coming back because prior to the handing over of destination inspection to Customs, the management of NCS consulted the manufacturers of those scanners and they undertook an audit to evaluate the scanners and the report they came out with

That should be enough for Customs to acquire scanners. Let us accept our own and believe we can do it better than engaging people making money from the ports,” he added. Factional President, National Council of Managing Directors of Customs Agents (NCMDLCA) Lucky Amiwero, had in a letter he recently addressed to President Muhammadu Buhari also noted that the scanners had all collapsed. He said that in effect, the risk assessment system of the Customs under destination inspection regime has also collapsed due to non-functioning of the scanners. Amiwero argued that apart from the delay as a result of the lack of scanners, there was also the security risk involved. He called on the Federal Government to investigate the Nigeria Customs Service on the state of the destination inspection scheme. He said, “The scanners handed over to Nigeria Customs Service have all collapsed, as all process relating to scanning in the ports are now done physically, bringing us back to complete manual era with lengthy, cumbersome and costly process in the ports.”

NOA warns Nigerians against imported poultry products National Orientation Agency (NOA) has advised Nigerians against consumption of imported poultry products. The advice was contained in a statement signed by the agency’s Director in Lagos State, Waheed Ishola. “These products are not matured for consumption. A recent study showed that the products are often injected with special chemicals to boost their sizes. “Sometimes too, they are sprayed with formaldehyde (formalin), a very dangerous chemical used to embalm dead bodies.’’ “In view of the high risk in the consumption of the prod-

ucts, the country has unfortunately been rated as having the highest rate of cancer and kidney diseases in Africa.’’ “This is revealed in a recent study which showed that Nigeria has the highest poultry consumer market in Africa because of our population,” he said. He said the agency would embark on series of advocacy visit to traditional rulers, market leaders, Churches and Mosques to sensitise people on dangers of consuming such products. Ishola said the agency would also organise town-hall meetings with community leaders, students and other groups to sensitise people on the issue.

Customs alerts Nigerians on cyber crimes Nigeria Customs Service (NCS) has again warned members of the public to beware of criminal elements that open fake Facebook accounts of the Comptroller General, Col. Hameed Ali with the intent of defrauding unsuspecting job seekers and those looking for overtime cargoes and contracts. Customs spokesman, Wale Adeniyi who gave the warning at a recent media interactive session with the Customs boss said that the Col. Ali does not have a Facebook account and anyone dealing with him on that platform is dealing with a fake Customs CG. He said both recruitment and auction of overtime cargoes have remained suspended till further notice, adding that the clarification became necessary as many people have called to get clarification on the auction of cars, containers and recruitment into the service. “Customs is not presently recruiting and again auction of seized or overtime cargo remain suspended till further notice. This reminder is necessary to prevent people from being defrauded by

MIGA, World Bank, Seven Energy back Nigeria’s gas sector Stories Opeoluwani Akintayo In a bid to develop Nigeria’s gas sector, Multilateral Investment Guarantee Agency (MIGA), the political risk insurance and credit enhancement arm of the World Bank Group, alongside Seven Energy International Limited (Seven Energy), yesterday announced their involvement in delivering gas to three power stations and two manufacturing plants in the country. MIGA is providing a guarantee of $200 million against the risk of expropriation to Seven Energy’s wholly-owned subsidiary, Accugas Ltd. The investment has a strong environmental profile, as Seven Energy’s operations will reduce gas flaring and displace more-polluting fuels such as diesel and biomass. The collaborators are expected to have a significant development impact in a country such as Nigeria as it suffers from a severe energy shortage due to the lack of infrastructure to bring gas to the domestic market. As widely known, most international oil and gas companies in Nigeria focused on offshore oil, seeing gas as a byproduct and re-injected, liquified for export, or flared. Yet, despite the country’s enormous natural gas reserves, only one third of power is supplied from the national grid. Those connected to the grid face multiple daily power cuts and 55 percent of the population has no energy

access. In response, the Nigerian government created the Gas Master Plan in 2009 to increase the gas supply and jumpstart investments in gas infrastructure through market-based pricing, strengthened regulation, increased contract enforceability, and better-aligned incentives. MIGA’s backing of Seven Energy forms part of new generation of jointly developed World Bank Group solutions. In addition to MIGA’s insurance, the World Bank supports the country’s sector reforms while the IFC itself and an IFC-managed fund have jointly invested in Seven Energy in Nigeria. Speaking on the development, Chief Executive Officer of Seven Energy, Phillip Ihenacho said MIGA’s goal is not only to boost business in Nigeria and to also improve the economy. “MIGA’s involvement is an important part of the financial security package that enables us to invest for the long term in Nigeria’s gas sector—a decision that we expect will be good not only for our business, but also for Nigerian citizens, companies, and the economy as a whole,” said Phillip Ihenacho, Chief Executive Officer of Seven Energy. “On energy, Nigeria is at a crossroad,” said the agency’s Executive Vice President and CEO, Keiko Honda. “MIGA is very pleased to be part of the country’s efforts to reduce its negative impact on climate change by moving toward cleaner energy and reducing gas flaring.”

Polio eradication: We'll sustain momentum, says Buhari

Abuja ÏÏÏPresident Muhammadu Buhari on Monday declared that his administration would sustain the current momentum aimed at eradicating polio virus from the country. He said government would, to that extent, provide the needed funding for operations and vaccine procurement, as well as reintroduce the Presidential taskforce, in order to provide the political direction. The President spoke at a brief ceremony at the Presidential Villa, Abuja, where he received an official report on the delisting of Nigeria as a polio endemic country by the Worlh Health Organisation (WHO). The status report was handed to him by officials of the WHO led by the body’s Regional Director for Africa. Dr. Matshidiso Moeti who represented the Director-General of the organisation, Dr. Margaret Chan, in company of Federal Min-

istry of Health officials. The delisting of Nigeria from the wild polio virus endemic nations, following one year none discovery of any fresh case, is a precursor to the final eradication and certification of the country as polio-free in 2017. Buhari said: “I want to assure you that there will be no complacency, as we will maintain and improve on our surveillance system as well as raise the childhood population immunity against the polio virus to avoid any spread of the disease. “The federal government will sustain the current momentum and we shall continue to regard this campaign as an emergency until we are declared polio-free in the next two years. "I would like to re-interate the federal government’s commitment towards the achievement of a polio-free Nigeria in 2017. “The Government will sustain the needed funding for operations and vaccine procurement for the

programme. Also, the Presidential Taskforce on Polio Eradication will be reconstituted under the leadership of the Federal Ministry of Health to provide political direction and oversight in order to avoid complacency and relapse.” He said, it was important that the fight against polio and other communicable and non-communicable diseases, was anchored on a strong health system for sustainability. "The National Health Act has made provision for a universal access to basic healthcare with a focus on the poor and the vulnerable, as well as the basic healthcare provision funds to support its implementation. I have already instructed the Federal Ministry of Finance to provide for the basic healthcare provision fund under the 2016 Budget. We are also working on a revised National Health Policy which would have the achievement of Universal Health Coverage as its main ultimate goal,” President Buhari added.

He warned that any police of-

ficer caught would not be spared and cited what happened to the police officer who allegedly killed an innocent citizen at Idimu area of Lagos without provocation. He said the officer was instantly tried, dismissed and charged to court. Hassan emphasised this during a visit to the Lagos State Police Command headquarters, in Ikeja. He said, “Extra-judicial killing must stop. You don’t have to catch a thief and leave him like that; if you charge him to court, you must follow it up to reduce the rate at which we lose cases. If you kill an armed robber, we will recommend

your promotion, but if you kill an innocent citizen, you will be dealt with. We are not happy arraigning our men in court. We are happy if it does not happen at all. The human right is sacred. The human right commission is there, so if you do anything wrong, the officer in charge of legal affairs will not follow you to Abuja. So, be careful about extrajudicial killing. The IGP is highly against it.” Speaking on distress calls, the AIG Hassan said the response time to any distress call should be within five minutes latest.

less than 20,000 nurses in its payroll, adding that over 25% of the figure would attain the mandatory retirement age within the next two years and, therefore, disengage from active service. and platforms would soon be presented to them. He said that at least 220 roads across the state has been rehabilitated in the last four months just as he has mandated and empowered all the Local Government Areas and the Local Council Development Areas (LCDAs) to construct a total of 114 roads. Justice delayed doesn’t support lawyers to write petition against Judges -Etiaba Emeka Etiaba SAN, read law at the University of Jos, Plateau state and was called to the Nigerian Bar over two decades ago. Emeka, whose late father, wife and two siblings are also lawyers was admitted to the Inner Bar in September, 2015. In this interview, he told PETER FOWOYO, that although he is not in support of capital punishment against corrupt politicians, government must put in place measures that would deter public office holder from looting the treasury.

‘‘There are some proven cases of corruption and the National Judicial Council dealt with such cases, sacked those Judges involved or in other cases suspended but that is not enough to criticize the judiciary as being corrupt, one case, two cases, even ten cases is not enough to say the judiciary is corrupt.’’ Etiaba

At a time when the world is trying to put a stop to capital punishment, the Nigerian Labor Congress seems to be calling for it against corrupt politicians. Do you support capital punishment? No I don’t. I think it is a call that goes to the extreme but that again can only be blamed on the desperate desire of the citizens of Nigeria to bring in measures that will dissuade people from continuing to loot the public funds. That may not at the end of the day be the innermost desire of those calling for capital punishment but that is just an expression, the desires of Nigerians for the government to take extreme measures against corruption because for too long we hear that those who embezzled our money are arrested, investigated, charged to court and that is the last you hear of such cases.

Although I am not in support of capital punishment, I am in support of serious measures being put in place which include the jail term even when plea bargaining comes in like in the case of James Ibori who still went to jail in London after plea bargaining. What do you mean by plea bargaining and is it known to our jurisprudence? Plea bargaining is actually a situation where a suspects concedes to judgment on the understanding that rather than go to jail, he or she will bring out the loot instead of being jailed. But in civilized world, plea bargaining goes beyond returning what you have stolen, for example in the case of James Ibori in England, plea bargaining was employed but after he volunteered to return what he had stolen, he was still sentenced, the only difference was that the sentence was a bit light, it wasn’t as it would have

been. In the case of Nigeria, somebody steals N1billion, you tell him to pay N700, 000.00 and then the person walks home. A lot of criticism has gone through it when the situation arose in FCT Abuja. Now, with the new Criminal Justice Act, plea bargaining is known to our jurisprudence and that is why everybody is shouting we don’t stop at the exchange of money as a place for sentencing, you collect the loot but, go ahead and sentence the person. It is known to our jurisprudence now but it shouldn’t stop at that. It does not mean the person should not go to jail. One of the reasons why corruption has continued to thrive is because the laws are weak and the judiciary being a product of the society is also corrupt. Do you share this view? Everybody says the judiciary

is corrupt but nobody comes up with the evidence of corruption. Everybody keep shouting the judiciary is corrupt but nobody has come up with evidence, even the Chief Justice of the Federation has called that if you see any corrupt Judge do a petition against that Judge. Are you saying the judiciary is not corrupt? I cannot sit here and tell you the judiciary is corrupt, if there are particulars of corruption then I can come up with it. There are times judgments are analyzed by people who never read the whole judgments and they will say this Judge must have taken bribe that is not enough evidence. There are some proven cases of corruption and the National Judicial Council dealt with such cases, sacked those Judges involved or in other cases suspended but that is not enough to criticize the judiciary as being corrupt, one case, two cases, even ten cases is not enough to say the judiciary is cor-

rupt. So, don’t make a blanket labelling of the entire judiciary, one or two people may be bad eggs but not all that is the truth, you really have to search for those bad eggs and deal with them. Nobody is saying there are no bad eggs. Then you talked about the laws yes, the system is bad, the laws are not too good that is why the new Act came into being and with the introduction of the new Act, criminal trials are supposed to go on day to day like the election petition tribunal, it is not like come today and take an adjournment for another three months no, it is now day to day, the interlocutory appeals cannot stop trials, there is nothing like stay of proceedings anymore, those are the things that delayed trials. But also remember that Nigeria is a place where people shout you stole, you now called them as witnesses that they should come and testify, the same people will go and collect money and will not come to court to testify, in some of the cases they will not come to testify because they are afraid. It is not only the failing of the lawyers or the Judges, lawyers will not go into the witness box to testify, it is the people who witnessed the act complained against that will stand in the box and testify, sometimes they will not come for some reasons. Again, another problem we have is that because we don’t have enough Judges to sit over these matters, you now find out that in one day a Judge sits over 30 cases, sometimes it is up to 45 in some courts, how does a Judge, one man cope with 30 cases from 9am? So we need more Judges to deal with cases. Some people said we also need Judges who are specialized in criminal matters that is the theory propagated by some people but, the truth about it is that I believe they don’t need special training to handle cases of crime. The case of Ghana is different from the case that you have in Nigeria. Like I said before, where are the witnesses? In Ghana they have the CCTV camera showing where the Judges were taking bribe, who has ever produced such in Nigeria? The NJC meets, they look at the petitions, if it has merits they would call on the Judge to respond and call on the petitioners to come and establish their claims but unfortunately, the Ghanaian experience you just mentioned, they brought CCTV to show their claims, who can do that in Nigeria? What Nigerians do and I must tell you especially lawyers, is to now convert cases that should go on appeal to a petition issue. I go to a court, the court makes pronouncement that I am not satisfied with, rather than going on appeal, I now write a petition or asked my client to write a petition that the Judge is biased, he takes bribe, in some cases, they would tell you he accepted $50,000. Were they the ones that brought the money? How did they know that the money is $50,000? Most times, the people who writes petition don’t have evidence but they just write to frustrate the case because the Judge will say: “a petition has been written against me, I will withdraw, I will not handle the matter anymore”, some petitions are targeted at achieving that. NJC is doing the most it can in the circumstance, they are human beings, they are not machines and human beings work based on evidence availed them, evidence has to be made available. For the much they have done, they were able to achieve it because evidence came at the appropriate time. Don’t you think lawyers or their clients writing petitions are justified because the system does not encourage them go on appeal? I mean would you subscribe to an appeal that stays in court for 10 years and beyond before it is determined? Will the fact that you are hungry justify going to steal? It can never justify going to steal, the fact that your appeal may be delayed will not justify putting pen to paper that somebody acted in an unprofessional way. But are you not aware that justice delayed is justice denied? The delay of justice, if there is anything like that does not support any human being writing a petition against a Judge. You

have to draw a distinction between a Judge acting corruptly and a Judge making mistake or being unable to appreciate the circumstances of the law. The fact that you make mistakes justify the establishment of the appellate courts, Court of Appeal will not exist if all judgments from the High Courts are proper and correct that is why that court exists so that you can go and have a second verdict. But when a Judge corruptly transgresses the law and justice then you can now write a petition, the petition you’re writing cannot be factored into the appeal because the ingredients of bias, the ingredients of corrupt practices is not what you put in the appeal. That has its own channel. The National Assembly is in process of enacting a law that gives immunity to its principal officers. How do you see this? I don’t think that is the proper thing to do, I don’t think they are entitled to that because the whole essence of immunity goes to the reasoning that somebody who enjoys executive powers should not be distracted by unreasonable petitions, court matters because the stake is very high, they should focus on governance and not on frivolous things. If you allowed people in executive power such as the President, Vice-President, Governors and Deputy-Governors, if you remove that immuni-

ty you will find out that every God given day, they will be in court to answer one question or the other and that means they cannot function well in that office. For the legislators, theirs is different because you have 10 people who can function at the same time, if the Senate President is sued; his deputy can go on in that position. Any day you don’t see Bukola Saraki preside, his deputy will preside, it is well known and nothing is wrong with that, we have quite a lot of people in the National Assembly but for governorship and presidency, they are limited and don’t forget that the work of the legislator is not an everyday work unlike the Governor or the President, legislator work is part time work, the Governor does not work and go, he sits permanently for the period of four years. What is your take about a Senator who said the deputy Senate President, Ike Ekweremadu, cannot take over from Bukola Saraki during the screening of ministerial nominees because the deputy Senate President is from the opposition party? Anybody can say anything but, the constitution remains sacrosanct. The constitution provides that in the absence of the Senate President, the deputy takes over, it does not behooves or align in the mouth of anybody to say this

The constitution does not recognize which party the deputy must belong, once you’re voted into the office of a Senate; the function of that office does not recognize a political party. There are calls for the lawmakers’ job to be on part time basis. Would you subscribe to that? The call is just a call stating the obvious, they are doing part time. How many times have they sat this legislative year? It is all part time, we are the ones that are cheated because they are paid monthly and that virtually take care of their everyday sitting, the call is just stating the obvious, it should be part time and payment should be made on those specific days they sat, not like they are civil servants. You will realize that the cost is enormous on the people. There was a radio programme that was discussing House of Representative that they have 96 standing committees that is what is called cost of governance, why will they have such a number of committees? Is it not part of the wastage that we are complaining about? The cost is enormous and in these austere times one should be more inclined to cut the cost. Lawmakers who are lawyers in the Senate and the House of Representatives said they should be considered for

the title of Senior Advocate of Nigeria (SAN). What is your take? Senior Advocate of Nigeria that name does not suggest that lawmakers should be considered. Nigerians are funny people, you want to be Senior Advocate why going to become legislator? You cannot be in the National assembly, far away from litigation and you want to become senior advocate. A large percentage of students failed the 2015 final Bar examination. What do you think is responsible and what is the way out? It didn’t come as a surprise because last year was the same, quite a lot of them failed and what it means is that the quality of education in the universities keep dropping by the day because Law School is an institution that has standards, it has never gone on strike, its standard remains good but, if the people who come in as students are unable to cope with the standard then you find what is going on. It still boils down to the university system being repaired so that the people they send to the Law School will be able to cope with the course. In most times if you listen to a lawyer talking or write, you will be shocked at what they write or speak and you will wonder if it is the same institution that you went through. How can the war on corruption be fought and won? The war on corruption can be fought and won if proper system of accountability is put in place, if laws are put in place so that people will not abuse it because like a lot of people say, all you need in Nigeria is to steal enough to be able to compromise the system with the best of lawyers there for you but, if the legal system is tightened I am very sure that people will think twice before committing atrocities. We also need to regenerates our hearts, growing up, I remember we had moral instructions in school, I don’t know how much of that goes on and with the advent of the internet today it is bad, tomorrow it is likely to be worse because there are no boundaries anymore, your parents cannot to actually determine what you hear, what you watch. In our own days, it was easy but these days, not even my little boy can be under 100 per cent control because of the influence of internet so, things are likely to grow worst rather than go better because of the internet and the moral standard. We really have to tighten our belt and live right.

INTERVIEW Gennaro Gattuso has never been known to shy from a battle. Whenever the going got tough, this famously combative midfielder would invariably get going, with few in world football able to match his tigerish tenacity. He ended a glittering playing career having won the UEFA Champions League on two occasions, earned 73 caps and conquered the world with both club and country. Now, this scrapper supreme faces a different kind of battle in trying to establish his credentials as a top-level coach. Spells in charge of Sion, Palermo and OFI Crete have been short and less than sweet, and there were some who wondered whether Gattuso would ever return to the dugout after resigning his post in Greece last December. Before long, the same determination that marked Gattuso’s playing career resulted in him grasping a post in Italy’s third tier, committing himself to reviving Pisa while proving himself as a coach of substance. That objective is discussed in this exclusive interview with FIFA. com, in which Gattuso also reflects on his playing style, the midfielders he admires most and memories of Germany 2006. Excerpts:

WORK, PROFESSIONALISM KEY TO PLAYER’S SUCCESS

ennaro, how are you enjoying life at Pisa? I’m getting on very well. I work for an illustrious club that had some fantastic times for so many years. The city is beautiful, and it lives and breathes football. You’re unbeaten so far this season and sit third in the league. Are you happy with the way the team is taking shape? Well, we started late. We’ve been working together for barely a couple of months, but we hope to continue the way we’ve started. Ten players arrived in the final days before the transfer window closed: some weren’t regular starters, others had little or no preseason under their belts. But I’m very pleased with the business we did. We can remember Pisa, prior to its financial problems, featuring frequently in Serie A during the 80s and 90s. Do you believe those heights can be reached again? I think we have everything it takes to do that. A lot of money has been spent in recent years, but to do well in football requires not just money, but also the right expertise - people who know how to crunch the numbers, who know how to spend wisely and especially how to buy the best players. With Fabrizio Lucchesi as chairman I think all of this is achievable. The main objective is to grow and get as high up the league pyramid as possible. First and foremost, we have to become a group and I’d say that we’re on the right track. But we have to keep working.

How have you found the experience of overseeing a match from the dugout as coach, rather than being at the heart of it all as a midfield general? They’re two completely different jobs. Having been a good player can help you, but a coach’s job is much more complex. I’m no longer a student now; it’s my turn to teach football. You were a famously passionate, hard-working and determined player. Do those same characteristics mark you out as a coach? How would you describe your style of dealing with players? I demand a lot from myself, I’m picky and, above all, I’m someone who goes about things with a lot of professionalism and wants to do them properly. I’m a tough nut too and this flaw, if you want to call it that, has stayed with me as a coach. But in recent years I’ve changed my attitude with the players. I used to be tough on them too, whereas now my priority is to prepare the team in the best way possible. Once all the work is done I let the players have their own space; I’m not breathing down their necks all day. You played under some truly great coaches. Is there any in particular you feel you learned most from? Any closest to you in terms of style? With my personality it’s difficult to copy someone or adopt certain approaches. I have my own way of doing things and I have to convey that to my players. As a footballer I was lucky enough to play for big clubs and,

when I got there, I knew exactly how to behave and what to do. As a coach I’m now working with a lot of young people, some of whom are coming straight out of the youth ranks: with them I can’t behave in the same way that my coaches behaved with me. I have to make them understand the importance of the work and professionalism it takes to get to the top. Many Italian players and coaches stay in Italy their whole careers, but you have moved abroad on several occasions – starting when you were just 19, signing for Rangers. Do you feel you’ve benefited from your experiences in Scotland, Switzerland and Greece? Those experiences had a big and very positive influence on me. Whoever watches me working on the pitch immediately notices that my methods are slightly different from the Italian way - they’re closer to the English style. For example, I like to work at a very high tempo and on the day after a match I prefer to get straight back into training. Going abroad enriched me as a player, but also as a coach. Please tell us about the 2006 World Cup. What do you remember most, and what was the key to Italy’s success? I have so many memories of that experience. I mean, for me, wearing the national shirt was always something special. When I was there in the middle of the pitch and I heard the national anthem, I got goose-bumps and thought back to my beautiful childhood. But perhaps my biggest

impression of that World Cup was on our arrival at the training camp in Duisburg. In my 12 years in the national side, that was the only time that our training camp hotel didn’t have five stars and maybe that was one of the most important factors. But the key to our success was definitely Marcello Lippi: he was our leader, we relied on him, he had charisma and made us feel valued and protected. The chief architect of that World Cup victory was him. As part of an AC Milan team that won two Champions Leagues, do you see Rossoneri and Italian teams in general winning this prize again in the near future? To win major trophies like the Champions League you have to have champions in your team. At Milan in those years, we could afford to have the likes of Alessandro Costacurta, Jaap Stam, Rivaldo, Rui Costa and Filippo Inzaghi on the bench. We had a squad consisting of 22 to 23 top-level athletes. In order for Milan - and Italian football as a whole - to get back into contention, we have to start investing again. We need the economy to recover, new stadiums to be built and big personalities in the mould of Silvio Berlusconi, Massimo Moratti or Andrea Agnelli to make major new investments. Zlatan Ibrahimovic said of you: “He gives everyone the motivation they need. On the field he is an animal - without him we cannot do it.” Do you feel Milan and Italy could do with such an animal these days?

I think that Daniele De Rossi can play this type of role in the national team. He’s a player who’s been in the frame for years, a champion who always puts his heart and soul into things and demands respect. At Milan, I like Nigel De Jong: he’s a silent leader, unlike me, but has all the qualities to become a key man. You were seen as one of the greatest defensive midfielders of your era. Who do you admire playing your position these days? I really like Radja Nainggolan. Although we aren’t that similar, because he’s definitely better than me technically, I consider him to be one of the strongest players in that role. He knows how to link up the defensive and attacking phases of the game in a balanced way. Was there one central midfield partner in particular you feel you linked up with and complemented especially well? I’d have to say Andrea Pirlo. I played with him for ten years at Milan, I went through the whole national set-up with him, from youth level to the senior side. We must have played more than 500 games together. In the last few years we only needed to look at each other to know what the other was thinking. He started out as an attacking playmaker, then Carlo Mazzone and later Carlo Ancelotti had the foresight to stick him deeper in midfield. I think I was important to him; in the same way, he made my own job in midfield that much easier.

Why can’t Delta pay salary? (3)

rayed the financial spine of Delta State. We found it unjustifiably diseased. The summary of our findings and submissions is that Delta State should not be so financially handicapped that it cannot pay her workers. Delta’s inability to pay salary is not justifiable. Specifically, any good business, whether private or public that can deploy 1.5 trillion naira in 48 months, as Delta State did, should not be begging to pay staff salaries. Something is fundamentally wrong. Delta has no single reason to be poor nor have unemployed youths. We concluded by examining what could be done to reverse the decadence: prudence and diversification of revenue sources. In this closing part, having come hard on past leadership of Delta State, it is only fair to let the immediate past governor, amiable Dr. Emmanuel Uduaghan, have the last word in this discussion. We represent here a statement from his administration’s site. Dr. Uduaghan: “The entrenched and endemic abuse of basic rights and freedom under the military culminated in bottled up agitations, tension and pent-up emotions... Having

identified the root causes, my administration concluded that massive government investment in infrastructure, eliminating corruption at all levels and a sustainable improvement in the general standard of living of the electorate would significantly help to arrest and ultimately eliminate the spate of insecurity.... I quickly empowered the Delta State Oil Producing Areas Development Commission (DESOPADEC)... to go down to the rural, oil-producing communities to create jobs, stem the growing army of unemployed youths and provide the much-needed infrastructure in designated host communities. 50% of the 13% derivation accruing to the state or about approximately $222.5 million annually is passed on to the commission... We...rehabilitated 42 high schools... we began...‘Delta Beyond Oil’.... the need to understand that oil and gas are finite assets and exhaustible resources... Correspondingly, we conceived and designed a new comprehensive economic development framework with investment strategies and approaches that ensured that other sectors of the economy in the state are brought on stream.... the

step up power generation and distribution in the state. Delta State has embarked on several projects to modernise and upgrade agricultural production in the state. Other strategies and programmes include the promotion of commercial and industrial entrepreneurship through the funding of micro-level entrepreneurs to grow into small and medium scale commercial and manufacturing enterprises. In total, over 100,000 people have benefitted from the microcredit scheme. Also important is the development of the tourism sector. Because of our drive, a lot of tourism and hospitality industries are now springing up in the state. The biggest is the $240 million Delta Leisure Park by a private investor in partnership with the state government. We

are also encouraging medical tourism by improving on the quality of secondary and tertiary hospitals and encouraging private investment in healthcare. ... Pursuit of local and foreign investors and expertise was implemented and we recorded encouraging results. The most recent example of large scale investments being attracted to the state is the plan by Transcorp Hilton Hotels to establish two five-star hotels in Delta State – Asaba and Warri respectively. In addition, Heirs Holding, a big private sector firm in Nigeria, plans to establish a $1.4 billion dollar fertiliser plant in Burutu, one of the riverine communities in the state. The Federal Government of Nigeria working closely with the Delta State Government is also building a multi-million dollar landing jetty in Okwagbe... the state has targeted two constituencies. These are Deltans in the diaspora who are given special incentives to bring investments in their areas of expertise and other foreign investors that are invited to invest in critical sectors of the state economy that will generate broad economic activities and employment opportunities while securing high returns. ... to attract and retain domestic and foreign investors to the state, the state decided to establish... the Warri Industrial and Business Park, the Koko and Ogidigben Industrial Park/Export Free Trade Zone and the Asaba Information and Communication Technology (ICT) Park.” That was Dr. Uduaghan. Finally, having weighed

both sides, the reader can make an informed opinion on Delta State. More importantly, the new Delta administration can shape even better policy. Incredibly beautiful Delta State deserves the very best. We must not let her down. This is the concluding part of this study of Delta State. Having looked at Kogi, Lagos and Delta, we would pause for a while and return later to examine the financial spines of other states. In the mean time, we want to focus for a while, beginning next week, on a related albeit more national topic – Nigerian Vision 20_2020, Nigerian federal government’s economic roadmap for the next five years. The two focal analysis, states and federal governments, are of course related. As things are presently, the federal government would appear to be doing what ought to be left to states. There are of course strong reasons, albeit negative ones, for this bowlegged approach to the economy in Nigeria. But that discussion can await our fuller analysis of both state and federal financial situations and economic projections respectively. Next week, I will begin in this column a series titled Nigeria Vision 20-2020 Mirage? It is five years to go to achieve our dream of being in the league of the twenty (20) most developed nations in the world. What would make it not happen? What would make it a dream come true? After that series, I will resume the analysis of the economic spines of individual states in Nigeria.

A statement from European football’s governing body confirmed Infantino’s candidacy, but that does not mean the end of Michel Platini’s continued participation in the contest to succeed Sepp Blatter. Platini is currently banned from football, and an investigation into an allegedly “disloyal payment” he received from FIFA remains ongoing, but sources close to the Frenchman say he will “absolutely not withdraw” from the race and has vowed to clear his name. It now seems likely that if Platini is cleared, he will be UEFA’s candidate and Infantino will drop out of the race. If however Platini is not cleared, then Infantino can stay in. There are now eight candidates in the election and there could yet be a ninth entry to the contest before Monday night’s 11pm deadline - Brazilian great Zico. All candidates need five letters of support from FIFA member nations, and he currently has four. He is now desperately seeking one more so he can enter the race. A UEFA statement on Infantino read: “The forthcoming election for a new FIFA President represents a crucial moment in the governance of the game and the future of FIFA itself. “We believe that Gianni Infantino has all of the qualities required to tackle the major challenges ahead and to lead the organisation on a path of reform to restore FIFA’s integrity and credibility. “Gianni has done a great job at UEFA, has a proven track record as a top class administrator and built positive relations with football stakeholders around the globe. “He has been a long-time advocate of the need for change and renewed development at FIFA and would bring a refreshing and informed voice to the top table of football’s world governing body. “We are delighted that Gianni has agreed to stand and he knows that he has our full support in his campaign to become FIFA President. to perform with just myself and my DJ a few years ago, but made the decision to form a band for my live performances about two years ago. Performing with my band just gives me way more freedom to improvise throughout my set. When you play with a backtrack you are confined by the length of however long the track is. With a band i can turn a 3minute song into a 5 minute song and so forth. The way my band plays the music just makes the show so much more dynamic and enjoyable for the crowd. It’s an experience. We are WORLD CLASS.

What should your Nigerian fan base expect from you at the loud and live event - will you perform with any of your Nigerian artist friend? My fans can expect one of the best shows they’ve ever seen. We take so much pride and preparation into our performances and we have a lot of fun up on stage. I don’t want to name any names but i will definitely have some of my friends there with me. What is your perspective about the Nigerian music market? I have always been a huge fan of the Nigerian scene? Not only do i love the culture and the music but I also love the people and the city of Lagos. There is such a great and inspiring energy going on in your country right now. I am very blessed to have such a loyal fan base in Nigeria. Your recent winning at MAMA awards. Did you see it coming - how was the experience? All Eyes On Me was a huge song at the time so I’m not going to say I didn’t see it coming, but overtime I win an award it’s always a humbling experience. The Mamas are always an awesome celebration of African talent. To be a performer and to win is always the icing on the cake. What can you say about the xenophobia happening in SA? It’s important to remember two things and that is one is long over and done with and also is that what happened in our country a while back is not a true reflection of our attitude towards our brothers and sisters on the continent because it was committed by a very small minority of people. Unfortunately the bad apples will make it look like it is the country as a whole when in fact it is a small group of people with the wrong attitude. Ask any Nigerian, Kenyan, Zambian, Tanzanian or wherever else Artist … South Africa is a beautiful, friendly, welcoming country.

Emotional infidelity occurs when you or your partner become emotionally connected with someone outside of your relationship. But how is emotional infidelity hazardous to a marriage or committed relationship? One way of looking at emotional infidelity is that it is very dangerous, because it not only takes away time and energy from the marriage or relationship, it also leads to sexual infidelity and possibly to the end of marriage or relationship. Another way of looking at it is that it is a symptom of problems that already exist within a relationship, when the primary relationship is not emotionally and physically intimate, each person may be vulnerable to a form of infidelity-either emotional or physical. Rather than blaming the affair on the problems, why not address the real problem? Emotional affairs are compelling, because it is so easy to be close to someone with whom you have no shared responsibility like money issues, chores. It is easy to share your deepest feelings with someone with whom you have no conflict. It is easy to get the good feelings you get when someone who doesn’t live with you and doesn’t see all your issues thinks you are wonderful. The relationship system that develops when neither partner takes responsibility for his or her own feelings, grinds down the love until each person feels disconnected from their partner and lonely in the relationship. This is when they are susceptible to emotional infidelity. Why waste what might turn out to be a wonderful relationship, why not deal with your fears in your current relationship? Instead of looking for someone else to fill up your emptiness and help take away your loneliness, why not learn to do this for yourself so that you can break your dysfunctional patterns and become the loving human being you are capable of being? Imagine the wonderful relationship you and your partner might have if both of you were to learn how to take responsibility for your own feelings and your own ability to love! There are signs to alert you to take action to protect yourself and your relationship from emotional infidelity as listed below:1. Treating them as a confidant, sharing intimate issues Sharing thoughts and deepest concerns, hopes and fears, passions and problems is what deepens intimacy; it builds an emotional bond between two people, time better used in marriage relationship. Giving this away to another person, regardless of the justification, is infidelity, a betrayal of trust. This is especially true when you consider that emotional intimacy is the most powerful bond in human relationships, much stronger than a sexual one. 2. tough times Patience Ekanem What makes some teenagers display angry and aggressive behaviour, while others are calm and in control? Too much stress and too little support can lead to increased depression. Teens can inherit a tendency toward anger and aggression through aggressive genes. This predisposes a teen to anger, violence, and depression. Some parents finds it pretty hard in controlling their teenagers especially those with hot temper. The teens of today has grown to be more adamant and gets flared up at the slightest provocation, and parents are finding it difficult to control them. Parenting a teen is not an easy task. They seem hard to appease, especially those with hot temper. But what really makes them get flared up easily? Let’s take a look at some of the reasons why they gets annoyed so easily: Oppression: During teenage years, a child is becoming more independent and views most authority as oppressive—yes, cruel control of their individuality and expression. They are trying on a variety of personalities to see which actually works and fits for them and are faced with a lot of opposition from authority. They are more interested in what their peers are doing, they want to feel among, thinking and choosing during this time because they are going through the same things and can relate. Socialized confusion: We are all born as who we are. As children we get to

discover the world around us in the way of our natural instinct and true personality directs. Once a child begins school, and becomes exposed to difference and socialization, they are taught in various ways to become stifled. As teens, they are now expected to be more responsible and are evaluating the way things are differently. This leaves them to consider the mixed messages of self, parental guidance, society and peer groups. Awkwardness: Teens are making that transition between being a child and becoming an adult. They’re still attracted to childish amusements, and yet feel they feel they can act like adults. They now are surrounded by physical and emotional attractions by their peers and may feel some themselves. They don’t know what to do, they become miserable and embarrassed at times. Responsibility and accountability: At this stage lots of things are expected from the teenagers, lots of responsibilities are being placed on them like house chores, getting good grades, acting appropriately, not giving in to temptation and social pressures, making the right decisions, being cooperative, showing initiative, getting a job etc. Teenagers have a mind-set of their own now: This is when your child is becoming an adult. They form their own thoughts and opinions. Teenagers have individual desires and aspirations because they are their own person, just like you are. They don’t understand why you just won’t let

them be who they are, and they get angry about it.

Meditation: Close your eyes, and communicate to God, He is always there to listen to you when you call on Him. Go back to your childhood memories: Recollect state when you were angry. Hug this child and say: “All is ok. I am here. You are a good child. I love you and I will not leave you. Your values: What is the most significant thing in your life? Who are the most important people in your life? What kind of person do you want to be? Think and accept that point that you are living your life, and you are living your values.

IT industry doubles GDP contribution to 10% – Jack Stories by Tony Nwakaegho The Director-General of the National Information Technology Development Agency (NITDA), Mr. Peter Jack said that the contributions of the Information Technology (IT) industry into the Nigeria’s Gross Domestic Product (GDP) has double over the last five years from 4.5 per cent to 10 per cent, thereby accounting for about N50 billion of the N500 billion of the Nigerian economy. NITDA, NEPC partner to propel export of Nigerian content National Information Technology Development Agency (NITDA) and Nigeria Export Promotion Council (NEPC) are set to form a synergy that will propel the export of Nigerian content, promote the development the nation’s products and services to the world. Director General NITDA, Mr. Peter Jack, made this remark when he received the Executive Director of NEPC, Mr.Olusegun Awolowo, and his team, recently at the NITDA headquarters in Abuja. Jack said, two components of NITDA’s mandate are IT development and standards, guidelines and regulations therefore we are willing to partner with NEPC for the capacity development of its staff and development of a portal for effective management of export procedures. He added that it is in adherence to the pursuit of its mandate that NITDA now set up the Office of Nigerian Content Development in ICT to promote local content in the IT sector. Low capacity utilization of bandwidth worrisome- Stakeholders Stories by Tony Nwakaeho

Stakeholders in the telecom industry are worried that in spite of huge bandwidth capacity brought into the country by the various undersea cable infrastructure providers only 10 per cent of the capacity is been demanded by subscribers of the commodity. Daily Times findings shows that the entire capacity undersea cable infrastructure brought into the country stood at 8.0 terabyte per second bandwidth, while the breakdown indicated that Glo has 1 2.5Tb/s; Mainone 1.28Tb/s; WACS 3.84Tb/s; and SAT-3 340Gbit/s. Consequently, only about 10 per cent of these bandwidth are in demand, while the rest are inactive. President, Association of Telecommunications Companies of Nigeria (ATCON), Engr. Lanre Ajayi, said that “we are using less than 10 per cent of capacity of the bandwidth that lands at our shores. Investors in the undersea cables are lamenting over low level of capacity utilization”. General Counsel, MainOne Cable, Kazeem Oladepo, said:

“Today in Nigeria, we see latent demand rise slowly but steadily. Currently, I doubt if there is any operator in Nigeria exhausting up to 10 per cent of the capacity they have on their submarine cable, meaning that the investment is at least 90 per cent underutilized, a constraint, of course, on their ability to generate revenue to recover not only its cost; but also earn margin on the investment. “When compared with developed markets such as the United Kingdom, operators that are largely tier I operators these include, AT&T, TATA, Interoute, PCCW, among others, their wholesale prices in Europe are far lower as these operators do not have the constraints that are peculiar to our market. The transmission cost of moving traffic from location to location is almost nothing, since you do not need to move the capacity 7,000 kilometers away from the tele-house”. According to him, the biggest issue is infrastructure to support the delivery of the services in reality, stressing that “Availability of this infrastructure and the price of access to it, are still

not competitive. Connecting a customer in Abuja remains far more expensive than the cost of connecting Lagos to London as we have maintained and this will remain so until we have the

appropriate regime to force anticompetitive pricing of terrestrial infrastructure down and compel open access to the infrastructure”. Commenting on the low utiliza-

tion of bandwidth, chief executive officer, Spectranet, a 4G LTE internet service provider, David Venn, identified factors responsible for low bandwidth capacity utilization thus: “pricing has a big role to play. There are two factors, pricing and accessibility. Although price is dropping on the international market but it is still expensive to deliver service to end users which in turn result to increased broadband penetration. The most challenging of the cost is on the national circuit that has hindered operators like us from expanding to other cities of the country. For instance, 20 gigabyte of internet cost N7, 000, this is affordable to some people and not affordable to everybody”. He urged Nigerian Communications Commission (NCC) to come out with regulation on the pricing of national circuit required to deliver internet on national network. “Although they are doing work on this with the help of a consultant, but there is no result yet, when this is done, it will encourage competition in this area and drive down price. We the internet service providers are expecting this, but it has not been delivered yet. For undersea cable side from where ISPs buy from, there is competition and market forces are driving down prices though it is still high,” Venn added.

landscape. Chief Executive Officer, Teraco, Lex van Wyk, said the open access conversation is critical: “Since the mid 2000’s ICT organisations have been discussing the importance and the determinant role of infrastructure sharing in

the development of ICT markets in Africa. Unfortunately it has not been enough and while it led to many organisations working on the concept, reality is that the open access approach has not been fully embraced, nor is it completely understood.” Van Wyk explained that the reality is that shared infrastructure is a significant enabling mechanism to stimulate broadband access in South Africa: “If sub-Saharan Africa wants to ensure its competitiveness, we need to be decisive and have a clear-cut plan to fully embrace and utilise an open access approach.” The Open Access event will take place in Cape Town during the annual ICT gathering alongside the Global Carrier Community Meeting (16-17 November) and AfricaCom (17-19 November), and aims to literally open the door to key ICT delegates and create a neutral platform for dialogue and discussion. According to the CEO, FibreCo, Arif Hussain, “the open access model allows all enterprises and service providers to benefit from the cost efficiencies and bespoke service levels previously available

only to incumbent operators. This aggregation of demand provides the incentive for FibreCo and Teraco to invest further in extending their infrastructure” Hussain insisted that if ICT players want to keep up with rapidly growing demand, open access is a key consideration and also makes sense when trying to deploy next generation fibre networks quickly and affordably in rural and underserved parts of the country. Daily Times gathered that the Open Access event is a great opportunity for ICT players to meet and collaborate in a relaxed and informal environment, providing an excellent opportunity to foster and hopefully grow the open access movement. 2014 Open Access event was a huge success with over 840 delegates attending from 32 different countries representing over 350 organisations. FibreCo and Teraco look forward to another successful networking event this year and more importantly, hope that the open access movement will gain momentum and become more of a reality in 2016.

We need to have a high level investment plan as a country that will cearly spell out what needs to be done, and allocate responsibilities and timelines if we are to meet the broadband targets by 2030. “Government-driven capital expenditure in rural areas is a civic undertaking that will stimulate

the local economies, create muchneeded jobs and create a new ecosystem that is underpinned by availability of high speed broadband services,” Chetty added. He disclosed that MTN has made significant progress since the beginning of the year in deploying its fiber network. In June 2015, MTN connected a significant number of customers to its fiber to the home network (FTTH) network in Gauteng, and is currently trenching in more areas in the province. MTN plans to connect over 1 000 homes in the Western Cape to its FTTH network by the end of this year, and the operator has

invested R1.2 billion for network upgrades in Kwa-Zulu Natal which will fund the expansion of its FTTH network, with the first set of homes expected to go live at the end of October 2015 in La Lucia. “We are now building for the future. ITU approves standards for advanced audio broadcasting technology Stories by Tony Nwakaegho ITU membership have unanimously approved open standards, Recommendation ITUR BS.2088-0, for advanced audio broadcasting technology with the aim at delivering advanced sound for broadcasting services that will create a listening experience that is closer to real life. The new global standards will facilitate the production and exchange of advanced audio files by allowing a single file to carry a complete audio programme containing audio samples as well as metadata for any combination of object, channel and scene-based audio. The new file format was developed based on the existing and widely used RIFF/WAV file format in order to facilitate its application and implementation. Sound is an indispensable part of television and radio. In

real life, we hear sound from all around us like a bird above us, a car behind us, and a voice ahead of us. Emulating this same experience in the media will be ‘immersive audio’. Coupled with new high quality Ultra High Definition Television (UHDTV), which offers enhanced image rendition, immersive audio will lift the television experience to an entirely new level, further blurring the line between physical reality and virtual or digital simulation. Future technical capabilities for audio will also allow viewers to select their own menu of services. They will be able to decide on and adjust the level of immersive sound in their living rooms, creating dynamic sound imaging. These features become possible with ‘object based coding’, which will allow viewers to personalize their viewing and lis-

tening experience ‘at the point of consumption’. This could include setting language and dialogue levels and selecting different aspects or sections of programming, which could also bring added benefits for people with disabilities. “The ITU global standard for immersive audio sets an important step for an exciting new age of ‘sound’ for broadcasting,” ITU Secretary-General Houlin Zhao said. “The advanced audio systems will provide additional features and performance well beyond those available today. “The role that sound plays in the media is under-estimated. The work of ITU, along with other standards bodies, is creating a very exciting future for audio production, delivery and programming,” Director of the ITU Radiocommunication Bureau, François Rancy, said.

he Nigeria Football Federation (NFF) has approved extra amount of money as performance/qualification bonus for the victorious home-based Eagles and their officials. The reward came following the superlative performance of the team in their drawn game against Burkina Faso’s Etalons at the Stade August 4 on Sunday, which sent Nigeria into the draw for the Rwanda 2016 African Nations Championship. olden Eaglets Head Coach Emmanuel Amuneke has admitted that their FIFA U-17 World Cup Chile 2015 Round of 16 opponent, Australia would be a hard nut to crack on Wednesday at the Estadio Sausalito in Vina Del Mar. The Aussies showed some remarkably tenacity to advance from the tournament’s supposed group of death (Group D) where they lost 4-1 to Germany, drew goalless with Mexico and edged Argentina 2-1. “We have been looking forward to the team we are going to play and on Sunday, we realized it would be Australia.
