That NERC ultimatum to Discos

R

ecently, the Nigerian Electricity Regulatory Commission (NERC) gave the 11 electricity distribution companies (Discos) in the country a four-month deadline to provide meters to all the maximum demand (MD) consumers under their networks or face sanctions. The commission said the ultimatum was in line with the agreement reached with the Discos on the metering conditions of the MD consumers. It then added that failure to comply would attract severe penalties from December 1, 2016. According to the agency, the maximum demand (MD) consumers that fall in this bracket include commercial business plazas; small-scale industries and others. We are totally in agreement with this directive from NERC, especially against the background of claims by the Discos that they had installed sizeable numbers of electricity meters for consumers since they took over the firms in November 2013. It is sad and fraudulent for distribution companies to continue subjecting Nigerians to untold hardship through their nefarious estimated billing for services not rendered. Furthermore, it is even more painful that over the years, they have refused and resisted all calls and entreaties to install pre-paid meters to enable their customers’ track their electricity consumption. Of course, the Discos are not the only ones to blame for this penchant to inflict more hardship on the already famished consumers. This is because those responsible for checking their excesses had been looking the other way while the Discos continue ripping off their customers. Rather than focus on ensuring that every customer gets pre-paid meter, which should be the first step to take, there has been a morbid fixation on

tariff increase, which the Minister for Power, Works and Housing, Babatunde Raji Fashola, described as a bitter but necessary pill. We may ask what it takes to appropriately install meters to all electricity consumers in the country. It is even sadder that nearly three years after the agreement between NERC and the Discos, more than 70 percent of customers across the country are yet to be metered. The oft-adduced reason by Discos is that meters are not manufactured locally and had to be imported. Such argument is not only puerile, it smacks of contempt on the capability of Nigerian companies to manufacture such low-end technology product like electricity meter. We know there are companies capable of manufacturing meters in Nigeria and can supply on demand if allowed to do so. It is unfortunate that for long the NERC has kept quite in the face of the extortionate tendencies of the Discos. From the onset, these financially handicapped successor companies have been enjoying the protection of the government, which ought to checkmate their excesses. For example, every deadline to ensure an improved service delivery has come and gone without sanctions. When the new power discos came on board, Nigerians expected that they would have identified the challenges of the sector, and be prepared to address them before acquiring the assets. However, all that consumers are being saddled with are sky-high tariff in addition to other unconventional practices. All along, we have maintained that provision of pre-paid meter should be mandatory to halt the extortionate tendencies of the Discos. NERC must therefore stand up to greedy and incompetent power providers who are only out to fleece consumers of their hard earned money without commensurate service.

Ogun community raises the alarm over land grabbers Abiodun Taiwo Abeokuta

nity of Abeokuta North Local Government Area of Ogun State have raised the alarm over influx of land grabbers in the community, appealing to the state government to come to their aid before the situation get out of hand. Speaking on behalf of the community, the traditional ruler of the ancient town, Oba Moses Olabode at a press conference held in his palace in Imala town, said the activities of the land grabbers has continued to affect the security of lives and commercial activities in the area. His words: “The present day adventurous tendencies of land grabbers has continued to affect the daily activities of the residents and if not checked may cause serious security threat to the entire town. The royal father urged the state governor, Ibikunle Amosun not to allow what he termed ‘recolonisation’ of his people, due to the attempt of the land grabbers.

“The willingness of the people to co-habit peacefully should be respected otherwise the land grabbers will be recolonising people. I must say it categorically and historically that Imala do not share any boundary with Afon, but Imeko. If you like you may investigate this truth. The boundary is at Mile 17 on Abeokuta-Imeko road at Idi-Ayin, 2 kilometres from Obada market”, the monarch said. The monarch called on his subjects to remain peaceful in the face of all provocation and staggering opposition, assuring that the governor will do justice to the issue. I’ve not received salary since August - Aregbesola ÏÏÏAs a means to ensure devel-

opment of Osun State, Governor Rauf Aregbesola has said that he stopped receiving salaries since August, 2010. He said this while hosting journalist on special Iftaar at the Government House, Osogbo, late Tuesday night. The governor noted that, though that was a tough decision for him, he had to take the decision for the state to develop. He subsequently noted that the state government would ensure the payment of salaries to workers before Eid-fitri. Aregbesola said that he only enjoyed free accommodation, fuelling of his vehicles and the provision of security aides by the state government since emergence of office as a governor. While urging Nigerians to bear with the current government over economic challenges, Aregbesola said the economic condition of the country during the civil war was not as biting as what Nigeria experienced now. troleum Corporation (NNPC) has said that oil production will reach a target 2.2 million bpd before the end of 2016. The Group Executive Director (upstream) of the Corporation, Engr. Rabiu Bello made the disclosure recently during a public hearing organised by the Senate Committee on Finance in Abuja.

He said that Nigeria currently produces 1.8m bpd, falling short of the expected target due to security challenges in the Niger Delta. Rabiu, however, stated that as the situation improves following the ceasefire agreement between the Federal Government and the Niger Delta Avengers (NDA), it is hoped that daily output will rise to 2.2million barrels per day when the pipelines in the region are secured and damaged ones

Although the NNPC had earlier expressed concern on the repatriation of proceeds accruing from the joint oil companies, it agreed with the Senate committee on finance to enforce relevant laws that will ensure that all profits are brought back to Nigeria before they are repatriated. Federal Government on Wednesday reacted to separate statements by Senate President, Dr. Bukola Saraki and his Deputy, Senator Ike Ekweremadu regarding their ongoing trial for forgery, saying the two should not drag the National Assembly as a body into the case as this would be totally unwarranted. Secretary to the Government of the Federation (SGF), Babachir Lawal, in a statement, said the Senate is not on trial for forgery, but Saraki and Ekweremadu. However, the Senate in a swift reaction by its spokesman, Senator Aliyu Sabi Abdullahi maintained its earlier stand that it is the “target of the present attempt to intimidate

the legislature to force a leadership change in the Senate.” The statement by the SGF was in reaction to the allegation by Saraki on Monday that a “cabal” had hijacked the government of President Muhammadu Buhari, and also to the statement by Ekweremadu on Tuesday that Buhari was exhibiting dictatorial tendencies. The SGF described the statements as unfortunate, stating that the federal government was not deciding the trial of the duo. Saraki and Ekweremadu are being tried before an Abuja high court for allegedly forging the Senate Standing Order, 2015. The charge against them was instituted by the federal government. Lawal stated: “Since the arraignment of the president of the senate, Senator Bukola Saraki and, his

deputy, Senator Ike Ekweremadu before the federal high court on Monday, June 27, 2016, the two leaders of the senate, have issued two separate press statements conveying messages that are far from being complementary to the person and government of President Muhammadu Buhari. “Senator Saraki in his statement clearly insinuated that Mr President is not in control of his administration and that a cabal now runs the federal administration. On the part of Senator Ekweremadu, he insists that President Buhari is exhibiting dictatorial tendencies that can derail our democracy. “From their statements, the two leaders of the senate also gave this erroneous impression that by their arraignment, it is the entire senate and indeed, the legislative arm of

government that is on trial. They want the public to believe that their prosecution is utter disregard by the executive arm of government for the constitutional provisions of separation of powers and that preferring the forgery case against them is a vendetta exercise. “Since this case is in court, the judiciary should be allowed to do its job. Economic and Financial Crimes Commission (EFCC) on Wednesday arraigned a former Chief of Air Staff, Air Marshal Adesola Amosu Nunayon (Rtd), before a Federal High Court in Ikoyi, Lagos. He was docked with two senior serving Air Force officers and eight companies on a 23-count charge bordering on Fraud, money laundering, and stealing. The two serving senior Air Force Officers arraigned alongside Amosu are: Air Vice Marshal Jacob Bola Adigun and Air Commodore Gbadebo Owodunni Olugbenga. The companies are: Delfina Oil and Gas Limited, McAllan Oil and Gas Limited, Hebron Housing and Properties Company Limited, Trapezitrs

Bureau De Change, Fonds and Pricey Limited, Deegee Oil and Gas Limited, Timsegg Investment Limited, and Solomon Health Care Limited. The accused persons were alleged to have committed the offences between March 5, 2014, and May 4, 2015. The three Air Force Officers were alleged to have converted several billions of Naira belonging to the Nigeria Air Force (NAF), to their personal use. They were also alleged to have between May 5, 2014 and 4 May 4, 2015 in Lagos, indirectly converted the sum of N5, 291, 306, 950.28, property of the Nigerian Air Force which sum they reasonably ought to have known forms part of the proceeds of an unlawful act, to wit: stealing. Amosu, Adigun and Olugbenga, were alleged to have between July 17, and September 16, 2014, used the Brit-

ish Pounds Sterling equivalent sum of N663, 443,291 removed from the accounts of the Nigerian Air Force to purchase for themselves two properties situated at 50-52 Tenterden Grove, London (NW41TH) and 93B Shirehall Park, London NW4 2QU, United Kingdom. The EFCC further alleged that Amosu and his co-accused had between March 3, 2014 and March 12, 2015, used the sum of N202, 920, 200 which they removed from the accounts of the Nigerian Air Force, to purchase for themselves a property situated at 1, River Street, Wuse II Abuja. Air Marshal Amosu and Air Vice Marshal Adigun were also alleged to have between January 8, and April13, 2015, used the sum of N1,701,400,570 removed from the accounts of the Nigerian Air Force to purchase for

themselves a property situated at Agobogba Street, Parkview, Ikoyi, Lagos. The offences according to the EFCC prosecutor, Rotimi Oyedepo Iseoluwa, are contrary to sections 18(a) of the Money Laundering (Prohibition) (Amendment) Act, 2012, and punishable under Section 15(3) of the same Act. The accused persons pleaded not guilty to the charge. The prosecutor, Rotimi Oyedepo, urged the court for accelerated hearing, and also applied that the accused persons be remanded in prison pending the determination of the charge. Justice Mohammed Idris while ruling on the submissions of both parties ruled; “in view that there is no counter-affidavit to the bail applications, the court hereby admit bails to the accused persons in the sum of N500 million with two sureties in like sum.

Ekiti lawmakers protest freezing of Fayose’s Account, block highway Gbenga Sodeinde Ado Ekiti

Ekiti State House of Assembly on Wednesday joined other groups to rally in support of the embattled Governor of the state, Mr. Ayo Fayose, over the freezing of his account by the Economic and Financial Crimes Commision, (EFCC). The Assembly members, who occupied and blocked the major highway leading to Ado Ekiti, the state capital, in a special sitting, which they called sit-out protest at the middle of the road for about three hours, along Okesha, Ado Ekiti, with placards, said they were staging the protest to debunk the rumour that members have escaped the country to Ghana and Dubai for fear of arrest, adding that the rumour was a lie. The lawmakers, who said they were also protesting against what they described as Federal Government intimidation against Fayose, who they described as their ‘benefactor’, declared that they embarked on the action to show that they are resolute and determined to support the embattled Governor in his travail.

in Rivers, Imo, Kogi and Kano States will be conducted before July 31, this year, the Independent National Electoral Commission (INEC) has assured. The Chairman of INEC, Professor Mahmood Yakubu gave the assurance Wednesday while speaking at the opening of second quarterly

meeting with Resident Electoral Commissioners (RECs) in Abuja Prof. Yakubu specifically disclosed that the Commission will fix the dates for the suspended rerun elections today (Thursday). The commission has already commenced consultations with relevant stakeholders, including leaders of political parties and security agencies on the issue. The rerun elections, which were ordered by the court, were later suspended by INEC following outbreak

of violence. According to the INEC Chairman, “There are a number of issues to be discussed, though this is a regular meeting, notably, the preparations for the forthcoming elections, the conclusion of rerun in Rivers, Kano, Imo and Kogi states. “We have started the processes of consultation to determine the date for the conclusion of the rerun elections in the four states that I have mentioned not later than July 31. We have met with political parties and

security agencies. “Today, it is the turn of Resident Electoral Commissioners (RECs) and thereafter tomorrow (Thursday), we shall have the national stakeholders forum involving political parties, candidates involved in the elections, the security agencies, Resident Electoral Commissioners, the Civil Society Organisations and the media, to fix a date for the exercise. “Secondly, we are also going to discuss preparations for the forth-

coming end of tenure governorship elections in Edo on September 10 and Ondo on November 26”, he said. This is sequel to the constitution of a joint 14-member negotiation committee with the labour union to address lingering issues responsible for the delay in the payment of outstanding salaries and pension, which led to the ongoing industrial action. The state Commissioner for Information, Culture and Tourism, Mr Toye Arulogun, who disclosed this at a press briefing at the end of the maiden state executive council meeting, presided over by Governor Abiola Ajimobi said the committee comprised seven representatives each from the side of state government and the labour union. Listed as members on the government side are Secretary to the State Government, Mr. Olalekan Alli; Commissioner for Finance and Budget, Mr. Bimbo Adekanmbi; Head of Service, Mr. Soji Eniade; as well as permanent secretaries in the ministries of finance and budget; establishment and service matters, local government and chieftaincy matters, as well as the AccountantGeneral. serving the National Secretary with a written copy of the proposed amendment two months before the convention, which the Secretary was also required to circulate among state Secretaries of the party a month before the convention. The judge stressed the need for the party to strictly adhere to the provisions of its constitution. He noted that the insertion of the clauses in section 66(2) and(3) was to deepen democracy in the party and that they constituted conditions precedent that must be first fulfilled. The plaintiff had argued that this provisions offends the true position of PDP Constitution 2012. According to him, the true position is that “section 47 sub-section 6 of PDP Constitution, 2012, provides that where a vacancy occurred, the appropriate executive committee of the party will appoint any person from the zone or area of the officer that left the office to fill the vacancy to serve out the tenure of the officer. Sheriff was appointed by the National Executive Committee of the PDP to complete the tenure of Adamu Muazu which elapse din 2018. However, the plaintiff approached the court challenging the 2014 amendment on the ground that the section upon which Sheriff came to power did not follow due process as stipulated in the party’s constitution. The court agreed with the submissions of Jero’s counsel Uche Mnadi and held that Sheriff ’s ascension to office was unlawful as it was based on amended provision of the PDP Constitution..

Justice Ashi dismissed argument by lawyers to the PDP, including Okere Kingdom to the effect that the appointment of the party’s chairman was an internal affair of the party which the court should not dabble into. The judge held that although the issue was an internal affair of the party, the court had jurisdiction to determine whether the party complied with its own constitution and regulations. Former National Secretary of the Peoples Democratic Party (PDP), Professor Adewale Oladipo has described the judgment of the Abuja High Court that purportedly sacked the former National Chairman, Senator Ali Modu Sheriff as a misrepresentation of fact. Oladipo, one of the core loyalists of Sheriff, said this in a statement on Wednesday in Abuja. According to him, the court only heard and delivered judgment on a matter concerning certain amendments in the PDP constitution, which has nothing to do with the election of Senator Ali Modu Sheriff as the National Chairman or even that of his predecessor, Alhaji Adamu Muazu. The statement reads in part: “This is completely false and a clear misrepresentation of the ruling of the court as it never gave any ruling ousting the National Chairman”. According to Oladipo, Sheriff was elected as National Chairman of PDP and has not been removed by any court. “We therefore, urge those misleading the media and the unsuspecting public to desist from such. The media is also urged to always cross-check their facts before going to press,” he advised.

on Wednesday expressed satisfaction with the ongoing military operations in the North East against Boko Haram insurgents, charging the military to sustain the operations tempo. Buhari gave the charge while commissioning the Nigerian Army Resource Centre, NARC, at the Mambilla Barracks, in Abuja. The President, represented by Defence Minister, Brig-Gen. Mansur Dan-Ali (rtd), said that the military policy thrust of his administration

was the enhancement of capacity of the armed forces towards maximum operational achievements. Buhari said that he was prepared to do more in ensuring a conducive environment for the Nigerian military to perform and rank amongst the best in the world. “I appreciate the successes in the counter-insurgency war in the North East. I urge you to sustain the tempo”, the President declared. He said he was aware of the enormous benefits inherent in the establishment of the Centre, which

would serve as a think tank to provide solution to the problems of the Nigerian military. The Centre, which was formerly known as Nigerian Army Museum, was upgraded under the Civil Military Department of the Nigerian Army, to serve as a resource centre. While its extension has about 13 offices with a reception, the main building houses about 30 offices and conference rooms, with a Gallery, where monuments and artifacts of the Nigerian Army are showcased. Born on 6th May, 1945, he hailed from Ohafia, Ohafia Local Government Area of Abia State. He bagged LL.B Hons from the University of Nigeria (UNN) in 1972. He was until his death, the Secretary of the Board of Trustees of the Peoples Democratic Party (PDP), the party he once served as National Secretary in 2005. Maduekwe was variously Federal Minister of different ministries (Transport) (2000-2003), Culture & Tourism (1999-2000), and Foreign Affairs (2008-2010). He also held various positions including Legal and Constitutional Adviser to President (2003-2005), Member, National Assembly (Second Republic), Member, Constituent Assembly (1978-1979), Member, National Constitutional Conference (1994-1995), Adviser to Social Democratic Party (SDP) Chairman (1990-1992), Adviser to Minister of Foreign Affairs (1993-1995), Member, National Boundaries Adjustment Commission (1997 -1998) and was an Elected Senator. If I was a DISCO, I won’t deliver power

I

n 2005, President Olusegun Obasanjo signed into law the Electric Power Sector Reform Act (EPSRA). The intendment of government was to solve the perennial problem of erratic electricity supply in Nigeria. Government’s intention was of course noble and praiseworthy. No country can develop without electric power. You cannot point to any country in the world that has developed without regular electricity. Electricity is the bedrock of any meaningful development. But intention, no matter how noble, is not enough. Be that as it may, EPSRA was the government’s strategy to bring power to Nigeria. The crux of the strategy was privatization of the electricity sector. But it took seven years before government could even hope to begin the privatisation process. A major obstacle was labour. Organised labour within the electricity industry would not budge. Eventually, after a series of very difficult negotiations, government and labour agreed in December 2012 to an arrangement that allowed government to privatize and labour to be paid off terminal emoluments. In 2013, government privatised the generation and distribution sub-sectors of the power sector. Government also handed over the transmission subsector to a Canadian company to ensure that that electricity generated by the generating companies got to electricity distribution companies who supply it to electricity consumers. The arrangement looked perfect. Unfortunately, events since the privatisation agreement was reached have shown that privatization has brought more woes than electricity. Things appear to be getting more and more challenging by the day. The easy scapegoat for the failure of privatisation to date is the dearth of gas to power the machines that generate electricity. And this non availability has in turn been blamed on various factors and actors. The newest excuse for power shortages has been the disruption of oil and gas production by nascent Niger Delta militants – the Niger Delta Avengers (NDA). The NDA acronym itself is ironic. The original meaning of NDA was Nigerian Defence Academy, an institution where young soldiers were trained to defend the country. The new NDA has taken up arms against Nigeria, at least, that is one way

of looking at the new NDA. Of course, students of Nigeria and the Niger Delta would see a deeper meaning in the new NDA other than portraying them as enemies of Nigeria. A more sophisticated way to conceive the new NDA is as a symbol of the unresolved Nigerian crisis. A crisis of development triggered by the annexation local minerals and mineral oi resources to the Nigerian federal account, a situation that has continually underdeveloped the Niger delta which contributes, lopsidedly, most to the revenue of the country from its federally annexed mineral oil resources. The writer personally believes that while one cannot possibly support violence, the underlying causes of any dissent must be critically scrutinized and addressed holistically. One personally believes that the problem of Nigeria is totally tied to the federal theft of local resources. In the Niger Delta, it is oil. In the Middle Belt or North Central, e.g. in Kogi State, it is limestone, it is coal. This happened when the federal government of Nigeria via retrogressive laws such as the Petroleum Decree of 1969; the Minerals Act, as well as

section 44(3) of the 1999 constitutions, all of which are military era laws, took away ownership of local resources from the local state governments within whose jurisdictions the resources are located. When the original union agreement of the Nigerian peoples, as clearly encapsulated in the 1960 constitution, notably, sections 130-139 of the 1960 constitution, is restored, a new Nigeria will emerge. That new Nigeria will be similar to the fast developing Nigeria of the mid-1950s to the mid-1970s. Indeed, in those days, power was regular and therefore industries were numerous. In order words the ultimate solution to lack of electricity in Nigeria is in restoring the original agreement between the various peoples of Nigeria, which agreement drove development from the grounds up. Electricity generation and distribution are not space technologies. Therefore, in spite of the legal challenges’ to adequate electricity and development outlined above, it is still possible to generate and supply electricity in Nigeria. This is especially so in the new regime of privatized electricity. The writer’s take is

that if the new buyers and owners of Nigerian electricity are serious businessmen, then we should have new strategies to have electricity. But our topic today was triggered by the thought expressed in one or two places, that the new electricity owners may be more interested in easy access to money that the current electricity regime provided more than the actual business of electricity supply. The comment we found most interesting was framed by one of our interlocutors. She asked: “Why would an electricity distribution company (DISCO) bother about supplying electricity to consumers when they can get money from the consumers without supplying one single watt of electricity? She reminded us of a notorious fact, to wit, that whether or not you get their service, a DISCO can bill you monthly, especially if you do not have a prepaid meter. And even if you have a prepaid meter, in which case you may not be billed erratically, you still have to face the increased cost of electricity imposed by the new tariffs. So, I ask the reader: If you were a Nigerian DISCO, would you bother supplying electricity?

Appraising Abia Town Hall meetings

he recent town hall meetings in Abia State afforded both the government and the people numerous opportunities. There was no better platform to explain the challenges faced by the government. A state with federal monthly allocations as low as N1.8billion deserves to convene such forum on the way forward. The policy thrusts and directions of the government need to be appraised for the people to be carried along. Such policy as the recently launched Free School Meals Initiative, which has generated divergent opinions, requires explanation to the letter. Abians are entitled to know that rather farmers, partners, and not government fund the programme. The explanations accommodated the fact that the programmme aims at promoting the nutritional state of these children, encourage school enrolment and discourage school dropout. It will enhance the implementation of the Child’s Right Ac. It will expand their opportunity to reach their full potential, and enhance academic performance. It will boost the state’s agricultural economy and thereby creating employment opportunity .It will be re-

The town hall meetings provided the opportunity to explain government’s efforts in salvaging the dilapidated state of public schools. In addition, through the Friends of Abia School Adoption Initiative (FASAI), some schools have had donation of desks and rehabilitated by some well- meaning citizens. The Governor, Okezie Ikpeazu, was able to explain the emphasis on infrastructural development of the major cities, especially Aba. If Aba is fixed, the entire Abia State is fixed. In all, the meeting allowed all segments of the society representing various interests an unfettered access to the governor. One of the beneficiaries of this opportunity was the disabled person. This group is relegated in the scheme of things due to their perceived unfortunate situation. However, in Abia, their narrative has changed. Responding to their demands, the

governor directed the local government chairmen to employ two disabled persons as assistants. Throughout the town hall meetings from Ohafia to Isuikwuato, Umuahia South, Isiala Ngwa North, Ukwa West, and Aba North, attention centred on areas, like youth empowerment, agriculture and rural development. In Abia, emphasis is now on “ teaching the youths how to fish”. This philosophy drives the concept of the establishment of the multi- skill acquisition in the three senatorial zones. The centre will expose the youths to skills such as carpentry, masonry, block moulding, among others. Besides, Ikpeazu has promised that the youths will execute contracts from the N4 billion grants for rehabilitation of schools. Some Mexicans and Filipinos would handle the centres. Similarly, the National Directorate of Employment ICT Skills Acquisition Centre at Osieke in Ugwunagbo LGA has commenced training. Ikpeazu also promised to place the first 125 intakes into the scheme on N25, 000 monthly stipend. To engage the youths meaningfully, the government is providing employment opportunities for them. This motive drives the current efforts to

revitalise moribund industries in the state. The International Glass Industry (IGI), Aba has already rebounded and Golden Guinea Breweries is waiting in the queue. Government has created agencies such as the Traffic Indiscipline and Management Agency of Abia State (TIMAAS). Another is the Public Infrastructure Management Agency, saddled with the responsibility to maintain and protect public facilities in the state. The administration has also constituted the Abia State Rural Infrastructural Development Initiative (ASTRIDE), charged with providing at least one project in each of the 184 INEC wards in the state. The ongoing agricultural revolution in Abia State has received a boost. The state has secured a N1 billion loan from the Central Bank of Nigeria (CBN) to boost agricultural production. Indeed, the Abia town hall meeting was a huge success and Abians are yearning for more. Ukegbu, a public policy analyst, writes from Umuahia.

Zamfara: Enhancing development through water supply

rom time immemorial, philosophers and scientists have linked development to safe clean drinking water. In fact, the availability of and access to potable water is one of the strongest indicators for development in any society. It is therefore not surprising that 37 percent of the 884 million people in the world who lack access to safe water supplies live in Sub-Saharan Africa. As water is linked to development, so is it linked to poverty? Not only are people without access to clean water burdened with poverty and underdevelopment, their health and education are also affected. Worldwide nearly 1 out of every 5 deaths under the age of 5 is due to a water-related disease and in developing countries, as much as 80% of illnesses are linked to poor water and sanitation conditions. Half of the world’s hospital beds are filled with people suffering from a water-related disease, leading to more than 840,000 deaths each year. With these searing statistics, it becomes almost impossible to not view what Dr Abdul’aziz Yari Abubakar

has achieved in improving access to potable water in Zamfara State. Most state governments in Nigeria pay close to zero attention to provision of potable water. Whatever is done in that sector is hardly regarded as an achievement. Nevertheless, Governor Yari Abubakar has spent time and resources bringing lasting solution and succour to Zamfara State. When his administration assumed office in 2011, Abubakar hinted that water provision would be his priority. He kicked off by ensuring the speedy completion of the N636million KauraNamoda water treatment plant to ease water scarcity in Kaura-Namoda Local Government. One year into office, Yari Abubakar has awarded a N6.7 billion contract for a water treatment plant at Talata Mafara. On completion, it will provide five million gallons of treated water to Talata Mafara, Maradun, Bakura and Maru Local Government Areas (LGAs). The true test of Yari Abubakar’s leadership ethos came when while he was away, the Deputy Governor of Zamfara State, Ibrahim Wakkala, inspected this monumental project and ordered the demolition of part of the water treatment plant over non-adherence to contract specifica-

tions. The engineering consultants handling the projects had raised observations over the contractor’s violation of contract agreement, and the Deputy Governor, said the government would not compromise quality in line with its principle of transparency and accountability. In 2013, Yari Abubakar continued with his vision of executing at least one major water project each year. The dredging of the Gusau water barrage and provision of two underground fresh water plants and reservoirs were classified as priority projects. Two years in, the administration had spent N7 billion to improve water supply in the state. Seeing the commitment of the Zamfara State government to the provision of adequate water supply, international organisations in 2015 partnered to achieve even more. The governor signed a Memorandum of Understanding with the United Nations International Children Education Fund (UNICEF) in conjunction

with the Department for International Development (DFID) to enhance the provision of water and sanitation in the state. He also approved N85 million counterpart funding for the projects to be executed under the MoU. Birnin Magaji, Tsafe and Gusau were selected as piloting local government areas to benefit.

He said that the ministry had directed the institute to produce pencils. ``We consume pencils in millions, considering the number of primary school pupils, artists and architects that use pencil. Prospects and challenges of creating new LCDAs in Osun Victor Adeoti The journey towards the creation of Local Council Development Areas (LCDAs) in Osun started on Dec. 16, 2013. On that day, Gov. Rauf Aregbesola presented a bill to the State House of Assembly, seeking the creation of 31 LCDAs from the existing 30 local government areas of the state. The bill’s presentation was sequel to the submission of the

report of the Local Government Creation Committee, constituted by the state government and chaired by Prof. Mojeed Alabi, a former speaker of the state’s Assembly. Aregbesola explained that the bill, captioned: ``Local Government Areas (Creation and Administration) Bill 2013’’, would increase the number of local government administration units in Osun and ensure rapid development across the state.

The new LCDAs will coexist with the existing local government areas, he said, which are specified in the 1999 Constitution. On May 25, 2015, the state Assembly passed the bill on the creation of 31 LCDAs in the state. create jobs. ``If you bring in the machines and the parts from outside, you are not creating jobs. If you have to process, add value to our own locally available raw materials; then, you will create a large pool of jobs. ``After that is done, we will now look at those machines that we can redesign and produce in Nigeria. ``Through that way, we can also create a new set of jobs,’’ he said. Onu underscored the need for Nigeria to adopt modern technological applications in its efforts to diversify its sources of revenue and economy. The governor said that the decision to create the LCDAs was informed by the appeal of the citizens of the state regarding the need to expand the local government’s platform in order to enhance their participation. ``The people’s requests for new councils have been granted; all constitutional requirements have been met and the prescribed procedure followed to the letter,’’ he said. Aregbesola said that the new LCDAs would be administered via the parliamentary system which ``is compact, efficient and better, in the present financial circumstances. ``The beauty of this new system is its parliamentary nature, which requires the election of chairmen and vice-chairmen by the councillors from among their own ranks, thereby saving cost. ``In addition, the same number of staff will still run all the councils, as no new appointments will be made to complement existing ones. ``We shall make the most judicious use of our revenues in such a way that increasing the number of councils will not constitute any financial burden,’’ he said. Driver diverts 33,000 litres of diesel, sets tanker ablaze

Stories by Joy Anyim A 24-year-old tanker driver who diverted his employer’s loaded diesel and set the tanker ablaze on Abuja-Lokoja road is now telling the police what led him to the illegal deal. Osas Uwagie, of Edo state origin and a tanker driver with a Lagos based oil and gas company regretted that bad company and poverty led him to sell off 33,000 litres of diesel belonging to his employers. Osas was driving en-route to Abuja to supply the said diesel when he diverted the tanker to Okene in Kogi state, where he sold

off 400 litres to one of his clients for N230,000 cash, and the remaining 32,600 litres he sold to a filling station in the same location for N1.5 million; the second buyer however, did not have cash to pay but promised payment into the driver’s account. The Daily Times gathered that after selling off the content of the tanker, Osas and his accomplices drove the tanker along the AbujaLokoja road and set the tanker ablaze. Information had it that when the company could not locate Osas, the matter was reported to the police at State Criminal Investiga-

tion Department, Panti in Yaba, Lagos where investigation was instantly launched into the matter, and the move paid off as Osas who had absconded was arrested in Kogi State. In his confessional statement, Osas said he is from a very poor background, therefore could not go to school due to this financial constraint. “When I grew up, I had to find something to take care of myself. I met a friend who was a tanker driver and I started following him. He thought me how to drive a tanker and I was absorbed in the same company where he was working.

“My friend is currently in prison for also diverting a tanker. He was the one who talked me into diverting the tanker as well as selling off the content. “On the day of the incident, I had loaded the tanker with 32,000 litres of diesel I was supposed to supply to a filling station in Abuja. I however saw it as an opportunity to perfect the plan I and my friend in prison had. “I drove to Okene in Kogi State, stopped at a particular location there and sold off 400 litres for N230,000. While I was driving out I was stopped by the police who asked me few questions I couldn’t answer properly. They became suspicious that I had diverted the tanker. I had to come out straight and told them the truth. “I had bribe them with N200,000 to let me go, leaving me with only N30,000. I then contacted an old time friend called Kabiru to connect me to people who could buy all the goods. Kabiru sent one of his boys called Joseph Kola to take me to a filling station where I could get a buyer. “On getting there, the filling station owner asked why I wanted to sell the diesel and I told him that the management of the company I work with had authorised me to do so. The man then told us he didn’t have money to pay. So I instantly called Kabiru who asked me to wait there that he would send someone else to take me to another possible buyer.

Driver diverts truck load of cement A man identified as Kayode Adeyemi has been arrested by the police in Lagos for allegedly diverting a truck loaded with 800 bags of cement from UNICEM company in Calabar. Kayode who had disguised himself and applied as a truck driver with TABS Company in Calabar was employed alongside one other after distinguishing him during the job test. Little did the management of the organisation know that Kayode who had applied with a fake name Olomi Water, was on a mission to kill, steal and destroy. Kayode who was given a guarantor’s form was also alleged to have given the form to his accomplice who later worked with him as a conductor to fill. Barely two months after his employment, Kayode found the opportunity to strike. The Daily Times gathered that after diverting the truck to Abia State in December 2015, Kayode sold the bags of cement to one chief Alexon. He was however arrested after the company had reported the case to the police who swung into action and through the Intelligence gathered, was able to arrest Kayode in Lokoja, the Kogi State capital. Speaking to The Daily Times said, “I am from Owo, in Ondo state. This is my first time to divert a truck, I actually came to TABS company with the purpose of someday diverting a truck. “Yes, I used a fake name as Olomi Water and gave them a fake address, phone number and my partner in the whole deal signed as my guarantor. So when we found the opportunity to strike, we did not hesitate. The assignment was to deliver the bags of cement in Lagos. We however diverted it to Abia. Although the truck had a tracker, we succeeded in disconnecting it.

the forthcoming meeting of the Board of Governors of the African Capacity Building Foundation, Nigeria has pledged continued support to the Foundation in its task of developing human and institutional capacity for advancing the continent. Nigeria’s Finance Minister, Mrs. Kemi Adeosun, made the pledge at a meeting last weekend with the Executive Secretary of the Foundation, Prof. Emmanuel Nnadozie, who was in Nigeria to brief the Minister of the BOG meeting taking place in Abidjan from 30 June to 1 July. Hoodlums vandalise 14 BRT buses in Lagos ÎÎÎHell

The incident occurred along the busy Ikorodu Road at the city centre. Some eyewitnesses say that the trouble started after a street hawker, who was evading arrest by Kick Against Indiscipline (KAI) officials was knocked down by an articulated vehicle at Maryland Bus Stop. No sooner than the incident occurred, the suspected

hoodlums pounced on the mass transit vehicles to vent their anger over the death of the street hawker. But reacting to the report, the Lagos State Government denied that a BRT bus knocked down the hawker, saying that the hawker, who was trying to evade arrest from the KAI official, “had attempted to cross the road before being hit by a truck, which was erroneously thought to be a BRT Bus,” as contained in a statement issued by Commissioner for

Information and Strategy, Steve Ayorinde. Mr Adedeji Adeosun, a driver with the company, whose vehicle was vandalised said: ``I was in traffic for about 20 minutes at Maryland. ``Then I saw some people running from Maryland and I opened the door to see what was happening. ``I heard shouts from people that we should come down, so, I immediately removed my uniform. ``I saw about 100 of the

hoodlums otherwise called `area boys’ coming with stones and so I ran away. ``All the passengers on board my bus also came down and ran for dear life. I was hit by a big stone’’. Another driver, Mr Michael Onabolu, said: ``I saw people running and shouting that I should come down from the bus. ``And all of a sudden, I saw some guys surrounding the buses and asking my passengers and I to come down. ``Before I knew it, one of

them hit the bus with a big stone and I could not move because of the traffic. I was wounded on my hands and my tights with stones’’. He said that a passenger sitting beside him was also hit by a stone, adding that all the passengers were moved to other buses to reach their destinations. A commuter, Mr Elijah Omotayo, who was attacked in the process, said that the mob told the driver to open the door which the passengers asked him not to do.

The release issued by Ayorinde continued, “It wasn’t any of our buses that killed him (hawker), it was a soft drink company truck that unfortunately crushed the boy while he was trying to escape from KAI officers who were on patrol trying to rid the street of street hawkers and traders. “But hoodlums now took advantage of that to start destroying government assets, including several of the brand new BRT buses,” he said.

ing for further devaluation of the Naira, with some saying the fair value of the currency should be above 300 Naira to one US dollar. Recall that the Central Bank of Nigeria (CBN) approved new foreign exchange regime which kicked off on June 20, 2016 saw the naira moving from 197 to about 283 against the dollar on the official side. The naira has lost over 30 percent of its value to the dollar since the start of the new regime, but many foreign investors are not convinced, and they are seeking more devaluation of the local currency. Prior to the start of the new regime, investors had asked that the CBN devalues the naira to reflect market realities.

able coming back.” Meanwhile, Nigeria’s he oldest domestic airline operator, Aero Contractors has suspended its Lagos-Accra operation due to inadequate aircraft and inaccessibility to foreign exchange. Aero is the oldest Nigerian airline operating the route from Lagos. The company has been engulfed in managerial crisis before now which led to Asset Management Company of Nigeria (AMCON) taken over the airline for repositioning. However, in a swift response, the Managing director of Aero Contractors, Captain Fola Akinkuotu, told our correspondent that the airline suspended its operations to Accra as a result of

not having enough aircraft on various routes. Akinkuotu said some of their airlines have gone for maintenance and was avoiding a situation whereby passengers will be stranded as a result of lack of operating aircraft. Also, a new entrant on the Lagos-Accra route, Dana Air has suspended operations to Accra as a result of harsh forex. Confirming the situation, Managing Director and the Chief Executive of the airline, Jacky Hathiramani, said it was due to high cost of foreign exchange and some other factors. Dana started the Accra route late last year and only recently introduced promotional airfares to Accra in order to encourage passengers.

Ogunbiyi is also seeking protection from human rights organistions, following alleged violation of his fundamental rights by men of SARS and members of the Odua People’s Congress (OPC), over a property that is situated at No. 1, Gbajumo Street, Balogun Idumota, Lagos. Speaking through his lawyer, Ogunbiyi said that he was introduced to the former owner of the plaza on No1. Gbajumo Street, one Mr. Amadasun, who was trying to lease the property to someone, who would manage it for some years, in 2013, and they agreed that, he (Alhaji Oguns) will manage it for five years and that the sum of N60million would

be paid to him (Amadasun). “After receiving 50% of the agreed price, Mr. Amadasun kept breaching the agreement and had also attempted to take over the plaza through dubious means. He accused me of threatening his life and I was arrested and detained at Ebute-Ero Police Station for malicious and illegal demolition. I was arraigned before a Magistrate Court and granted bail by Magistrate A.O. Lawal. “Thereafter, there have been constant harassment and unlawful arrest by police and members of OPC who all claimed to be acting on Mr. Patrick’s instructions”, he said. According to Ogunbiyi,

Four men arraigned in court for stealing Rachel Akomolafe

police were, on Wednesday, arraigned before a Lagos State Magistrate Court, presided over by Magistrate Aje Afunwa. The accused, identified as Wasiu Folaranmi, Aremu Afeez, Akanbi Ismaila and Ege Rafiu, were said to have broken into a warehouse on Plot B, Maria Road, Alakoso Avenue, on 28th May 2016, and stole 197 pieces of iron plates worth N5, 319,000, a property of GBNT Global Limited. The defendants’ counsels craved the indulgence of the Magistrate to grant them bail. This was however supported by the prosecuting counsel, who admitted that the offence was a bailable one. The accused were granted bail of N500, 000 with two sureties, whose address and tax payment receipt must be verified. The matter has been adjourned till 23 September, 2016 for report of service of proof of evidence.

Chris Kwakpovwe, has asked Mr. Justice Samuel Candid-Johnson of a Lagos High Court, Igbosere, to dismiss a N22 million suit brought by a lawyer, Miss Tamara Egbedi, over her broken teeth, stating that she is a gold digger. Miss Egbedi, a lawyer in the Aelex law firm, Ikoyi, Lagos, had instituted the suit No. LD/359/2011 and joined the Registered Trustees of the Chapel of Liberty, also known as the Voice of Liberty Ministries with the clergy who is also the publisher of Our Daily Manna,

as defendants. She asked the court to award damages for the teeth injury sustained by her during a fast anointing service organised by the church at the National Stadium in the following sum: N1, 454, 000 being special damages, N20, 000, 000 being general damages and N1, 000, 000 being the cost of completing her medical treatment when she fell into a gutter during the programme. However, at the resumed hearing of the matter, Dr. Kwakpovwe, a trained pharmacist, led by his lawyer, Anthony Mukoro, adopted his sworn statement of defence and

told Justice Candid-Johnson under cross-examination that the claimant might have conspired with others to obtain money from him taking advantage of the benevolence of the church towards act of charity. He said about 12,000-15, 000 people came for the crusade programme which was held at the Indoor Sports Hall of the National Stadium for the first time and that there was arrangement for controlled outside sittings such as nursing mothers, the sick and it was well organised. Niger NLC rejects 30% salary slash

The Niger State Chapter of Nigeria Labour Congress (NLC), on Wednesday, totally rejected the state government’s offer of 70 per cent of federal allocation to pay salaries of civil servants. This was made known by the state Chairman of the NLC, Alhaji Idris Ndako, during a rally in Minna organised by the state labour with over 9,000 workers in attendance out of a total of 29,000 workers in the state. Ndako said, “We vehemently reject proposal by Niger state government to slash workers’ salaries by offering them 70 per cent of the state monthly allocation from the federation account. “How can we collect 70 per cent of monthly allocation to the state which is about N1.7 billion? It will not be enough to pay salaries. It means that the workers will go home with little or nothing. “The status-quo of 100 per cent salary remains. So government is given two weeks ultimatum to pay all outstanding salaries from February to May, 2016. Burundi’s human rights record is under scrutiny at the U.N. Human Rights Council over the objections and anger of that country’s government. The council said it is alarmed at the rise in rights violations in Burundi since last year’s political crisis. It wants the violations to stop, because it fears an ethnic conflict with devastating consequences for all of central Africa. The United Nations and the government of Burundi have polar opposite views on what is happening in the country, a year after President Pierre Nkurunziza was elected to what his critics call an unconstitutional third term. While the government accused the U.N. of a campaign of distortion, U.N. human rights chief, Zeid Ra-ad al-Hussein, expressed great concern over the terrible reality that is playing out. In a report submitted to the U.N. Human Rights Council, Zeid accused Burundi government agents and associated militia of killings, disappearances and arbitrary arrests. He said he is alarmed at the prospect of an escalation in ethnic violence. “In the past six weeks, a number of members of the defunct armed Forces of Burundi, or ex-FAB, have been murdered, possibly because of their Tutsi ethnicity. Excerpts: Presently, fruits and vegetable farms in Nigeria are having a holocaust of tuta-absoluta locally known as tomato Ebola. As an expert, can you explain what tuta absoluta is, how it attacks vegetables and precaution needed to stop its spread before the solution arrives?. Tuta-absoluta is an intelligent insect that has a distinctive sur-

vival instinct, it’s a pest that destroys tomato crops and it has been prevalent in this country for 50 years , but just discovered few years back . The attention is just coming up now because of the intensity of the attack that is being experienced. It is a soil born pest, Tuta absoluta (Meyrick), is a micro lepidopteran moth belonging to the Gelechiidae family and is considered as

one of the most devastating pest that feeds on tomatoes , garden egg, aubergine, potatoes, and tobacco plants. Tuta absoluta pest spreads very quickly, it has a high reproductive potential and a life cycle that can take between 24 to 76 days, depending on the environmental conditions. Adults are silvery gray with black spots on the fore-wings . Their activity is concentrated

in the early morning and dusk; during the rest of the day they remain hidden among the leaves. Adult lifespan ranges between 10 and 15 days for females and 6–7 days for males. The female lays the eggs mainly on the leaves, although they can also be found on stems and sepals. Eggs are laid isolated, thus facilitating their distribution on the crop. The number of eggs per female is usu-

ally between 40 and 50 and may reach 260. This is just a nominal description of Tuta absoluta and I think we need to deploy different approaches to solving the problem. First is the approach of attacking the insects itself at the reproduction stages from the egg to adult. It’s not about attacking at the point of attack, but killing the egg before hatching,

What is the meaning of carcinogenic? That means cancer; it causes cancer in the body so we have to be very careful. An expert from the ministry of agriculture suggested that they use the protocol of insecticide which means once you use one insecticide today, tomorrow you use another one, it’s dangerous which means the insect is developing a resistance to that protocol. Another approach is the biological approach that is finding parasites that feeds on the insects; we have to have a different approach to this rather than the normal insecticide approach. If you are getting the parasites to feed on them, how then do you bring a contact? You have to study the lifecycle of that insect and know the stage it uses to attack the fruits, and send the parasite during this stage to kill it completely and study the parasites so that it would not be injurious to the plant, so you know it’s a two way approach so as not to bring about another problem to the plant itself. What should the government do to have an all encompassing proactive approach to protecting our food and crops? The most lacking thing in crop harvest in this country is post-harvest technology, management and packaging, these are very essential and important in any nation. This is what gives the developed economy edge over us,they believe in technology a lot and they spend money on research. You can’t import a technology that was made for a country with different climate to a country that has a very strong climate. Any problem in this coun-

try has its own solution here and not a borrowed solution it might solve the problem temporarily. What does this mean sir? I am unequivocally saying that I can solve this Ebola tomatoes outbreak locally in synergy with other indigenous plant protection experts. I did my Doctorate degree thesis on post-harvest pathology. I spent every day of my life for six years researching on different fruits and vegetables pathology. I don’t need to go to heaven with dollars or pounds to solve these outbreak. We are blessed in this country with world class brains. As a Nigerian, I won the best oral presentation at the 2nd All African Horticulture Congress (AAHC) ‘Horticulture for humanity’, Shukuza, South-Africa in 2012 with participants from all over the world. I think we should look at the post management of these crops , study the physiology of the crops and know when it is mature. Our culture here is that we eat ripened products but the right practice is to harvest the physiologically matured crop and subsequently transfer to a cold room with a specific temperature suitable for the crop. At what stage? For example the tomato has six stages, it is harvested in the second stage which is the green crop stage then it is put in the cold room at a temperature not more than 13 degree centigrade or else the crop would have chilling damage. Every fruit contains a gas called endogenous ethylene,(ethanol) it can be injected too. It hastens ripeness in tomatoes and gives you a very good fresh tomato.

The IRMS facility at Ipaja, Lagos covering the South-West geo-political zone is one of such stations strategically located in various parts of the country as security surveillance to monitor radio broadcast activities, so as to guide against illegal use of the radio frequency airspace for unauthorized broadcast by proscribed groups, political and ethnic motivated dissidents. The Federal Ministry of Communications has adequately appropriated for rehabilitation works on the IRMS facilities across the country in the 2016 Federal Government budget and has consequently warned against any illegal occupation and acquisition of any fraction of land on which these infrastructures are located. “Because of the strategic importance of these infrastructures, the general public is warned against purchase or acquisition of any part of the monitoring stations,”a statement from the ministry warns. MTN Nigeria wins 2.6 GHz band auction The Nigerian Communications Commission (NCC) on Wednesday declared MTN Nigeria as the winner of its latest auction for a 10-year frequency spectrum license for the 2.6GHz band. This is contained in a statement by MTN Nigeria Chief Executive Officer, Mr Ferdi Moolman, and made available to the media in Lagos.

The statement quoted Moolman as saying that the spectrum would guarantee superior performance for wireless networks, especially 4G LTE services. He said that NCC had earlier confirmed that MTN’s bid was in full compliance with the relevant provisions of the Information Memorandum (IM) for the exercise in which MTN emerged as sole approved bidder.

He added that although Nigeria was one of 28 African countries that currently offer 4G/ LTE services, the rate of penetration was restricted to a few major cities. The MTN boss said that as such MTN’s success in this auction was a big boost to its plan to deliver global mobile broadband and LTE 4G services to over 60 million customers in Nigeria.

He said that it also planned to use FDD networks in addition to its existing WIMAX over TDD networks, as this would provide greater consistency with existing 2G and 3G deployments. ``After complying with all the requirements for the 2.6GHz auction and making the license payment of N18.96 billion to the NCC, MTN has been issued a letter of award.

``With the 2.6 GHz band, we expect to roll out and provide the full range of LTE services to Nigerians, empowering Nigeria with the latest mobile broadband technology,’’ he said. This is just as the BDCs operators are waiting anxiously on the likely creation of a special window for them, with an indication that the CBN is considering to admit them into the newly introduced forex market. Speaking at an interactive session between BDCs and CBN,

The Senate Committee on Trade and Investment has charged the Financial Reporting Council of Nigeria (FRC) to carry out investigations into Aviation Intervention funds to banks Bank of Industry (BOI) and other Deposit Money Banks (DMBs), tasking FRC on ensuring that the banks present proper accounts of the funds. The Committee Chaired by Mrs. Fatima Raji Rasaki gave this directive to the FRC during its oversight visit to the Council’s office in Lagos recently. Rasaki explained that there is

a need for further investigations into the circumstances surrounding the aviation intervention funds given to some banks, adding that explanation given so far on the application of the funds was not satisfactory and therefore the need for the Council to re- investigate the matter with a view to getting a detailed accounts of what was given and received and how the funds were applied. Although, she commended the FRC for the good work it has been doing despite the limited resources available to it and urged the Coun-

cil to do more in ensuring that a credible financial and accounting reporting that meets international best practices is entrenched in our country. Equities market reverses three day loss; gains 0.80% Afolabi Adesola Equities trading on the Nigerian Stock Exchange (NSE) regained 0.80 percent on Wednesday as All Share Index settled at 29,812.91 basis points, an improved performance when compared with previous day’s decline of 0.89 percent to close at 29,575.24 points. Market capitalisation added N82 billion to close at N10.239 trillion, compared to N91 billion lost previously to close at N10.157 trillion, bringing the NSE’s Year-to-Date (YTD) returns to +4.09 percent. Market breadth closed positive with 24 gainers to 18 losers. Wema Bank Plc led the gainers chart with an advancement of 8 percent or 6 kobo to close at 81 kobo per share. Julius Berger Plc followed with a gain of 4.99 percent or N2.42 to close at N50.93 per share, Berger Paints Plc added 4.92 percent or 36 kobo to close at N7.67 per share, while Skye Bank Plc and UPL Plc appreciated by 4.81 percent each or 5 and 21 kobo respectively to close at N1.09 and N4.58 per share respectively. On the other hand, Fidson Health Care Plc topped the day’s

losers with a decline of 6.97 percent or 17 kobo in its share value to close at N2.27 per share. Ashaka Cement Plc shaved 5.00 percent or N1.05 to close at N19.95 per share, Champion Breweries Plc closed at N4.46 as it lost 23 kobo representing 4.90 percent, while UAC- Property Plc also depreciated by 4.89 percent or 22 kobo to close at N4.28 per share and Transnationwide Express Plc dropped 4.73 percent or 7 kobo to close at N1.41 per share. Market turnover closed positive as volume moved up by 19.78 per cent against 31.97 per cent decline recorded on Tuesday. Transnational Corporation of Nigeria Plc was active in boosting turnover, measured by volume as it staked 52.97 million shares, followed by Access Bank Plc that traded 45.58 million shares, while Guaranty Trust Bank Plc and Nestlé Nigeria Plc top market value list as they traded shares worth N829.1 million and N362.6 million respectively. At the end of equity trading on the Nigerian Bourse on Wednesday, 305.8 million of shares worth N2.9 billion exchanged hands in 4,640 deals.

Seni Adetu, former CEO of Guinness Nigeria PLC has joined the management board of Fidelity Bank Plc as an independent director. According to a regulatory report, filed by the bank with the Nigerian Stock Exchange, Adetu’s appointment took effect from 22nd of April, 2016, following approval by the Central Bank of Nigeria (CBN). Adetu is a corporate icon of immense private sector experience; having had a distinguished 30 years non-stop working career with multinational companies at home and abroad.

He joined Diageo (the parent company of Guinness) in August 2006 and after a short stint in the UK office, again became the first ever African Managing Director/ CEO and Vice Chairman of Guinness Ghana breweries Ltd, based in Accra Ghana. In July 2009, Mr Adetu was appointed Group Managing Director/CEO of East African Breweries Ltd – EABL (Diageo East Africa). APCON without Council, who suffers the pains? It is a known fact that businesses use advertising to accomplish varied goals, and companies place those ads in diverse media. Besides advertising products in traditional mediums such as newspapers and general interest magazines, businesses advertise in media that reach specific markets. For example, a portable communications device is advertised on a social media site that reaches younger customers. Like any other industry, the issue of moral and ethics is important to advertising. To this end, government often come out with legislative measures to ensure that the interest of the larger society is protected. Understanding this fact, the federal government of Nigeria established the Advertising Practitioners Council of Nigeria (APCON) by the Advertising Practitioners Act No. 55 of 1988, as amended by Act No. 93 of 1992 and Act No. 116 of 1993 (now Advertising Practitioners Registration Act Cap A7 of 2004) with the sole mandate to vet all ads before they are exposed to public domain. However, this institution that is supposed to be a watchdog in Nigerian media landscape is suffering from lots of challenges that mitigate against its core objective. Daily Times findings revealed that one of the challenges APCON is faced with is that of fund. According to the Registrar/CEO of APCON, Allhaji Garba Bello Kankarofi, “the council is faced with the challenge of inadequate funding for its operations, saying that with appropriate legal empowerment, APCON could generate enough funds to finance its operations.

Another issue that appears to be an uphill task for the council is that of council reform Daily times has learnt. The reform which has been gazetted by the Federal Government is supposed to provide an avenue for the growth and development of advertising practice in Nigeria. Though, there are fears that the code may be circumvented by some interest groups that are picking issues with foreign shareholding in Nigeria advertising business, those in the reform vanguard believe it will protect professionals from losing their jobs, enhance local content and talent development and prevent over Westernisation of creative ideas. Reacting to this issue, the former chairman of APCON, Lolu Akinwunmi said, “the birth of the reform came with a price, noting what he went through while in office. He said: “First, when I was appointed by President Goodluck Jonathan in 2010 for a three-year tenure, I had been advised by one or two very senior practitioners that I should simply concentrate on the traditional role of vetting adverts, and endeavour to avoid potentially troublesome issues like the constant disagreements between the two major breweries, among others. I however disagreed because I felt the economy and the industry were at a stage where we needed to strongly intervene and strengthen the structures of APCON, so that the federal regulator would be further empowered to play its role more effectively, and do more than just vetting and setting syllabuses for higher institutions. This led us to embark on the review of the fourth code, which culminated in the fifth Code.

Mercedes-Benz boasts worldwide double-digit growth in May Stories by Chukwuemeke Iwelunmo Mercedes-Benz has reported a remarkable increase in sales this May with unit sales increasing by 12.9% to 170,625 vehicles. In the period of January through May, 818,175 vehicles with the three-pointed star were delivered to customers (+12.3%), more than ever before in the first five months of a year. This Stuttgart-based company achieved record unit sales in each of Europe and Asia-Pacific last month. Mercedes-Benz was the market leader in the USA, Japan, Canada, Australia and

Taiwan in May. “Our double-digit growth in Europe and Asia-Pacific made a major contribution to the strong unit sales of Mercedes-Benz in May,” said Ola Källenius, Member of the Board of Management of Daimler AG, responsible for Mercedes-Benz Cars Marketing & Sales. Sales in Europe increased by a strong 14.2% yielding a sale of 74,268 units in May while there was a 24.2% increase in the Asia-Pacific region with a total of 57,438 vehicles handed over to customers in May. This increase was primarily due to double-digit growth in the major markets of Great Britain, Italy,

Spain and Belgium. In Germany, the domestic market, 23,343 vehicles were delivered to customers (+4.9%). Also, in China, the biggest market, Mercedes-Benz achieved a new record of more than 38,000 vehicles sold (+38.9%) while the company’s leadership was continued in Australia, Japan and Taiwan. In the NAFTA region, 34,323 units of Mercedes-Benz models were sold in May of which 29,299 of those automobiles were delivered to customers in the USA thus maintaining the market leader status among the premium manufacturers in May.

Mercedes-Benz Unit Sales by Model Sales of Mercedes-Benz compact cars increased to a new record this May with a total of 53,618 units delivered to customers (+15.6%). How do you like performances, Live Music or the DJ mix? I am a lover of live music performance because through that you appreciate the artiste handling the microphone so much; my love for live music cannot be measured; it makes you loosen up and connect to the audience much easy better than when you do the regular DJ Mix.

What’s your take on people who are of the opinion that live music is dead in Nigeria? Let me say something: When you say live music is dead, it is not true. Live music will be live music forever, live music cannot be dead. If you don’t bring it to the forefront, it’s still there living somewhere. There are lot of places that if you want to listen to live music, you can get them, you know, so if you are not putting it on a major show, it’s all loss. You know for me as an artiste, I do not feel myself when I perform without my band, I do not feel myself, I’m not inspired, I’m not motivated and I feel like I’m short-changing the people listening to me. So for me, I would rather play live music.

Your kind of music is usually timeless, how have you been able to achieve that? It all boils down to God’s blessing and favour over me and my career in the past years and now. If I say I can explain how I have been able to do it, it is all lies. Allah has been very wonderful to me.

How do you feel with the reception you have gotten since the release of your song ‘Hello Baale’? That song is like six years old and I brought it back to life with video and that song was released on my album and that album was “Back from the Future”. So anybody that can think deep will understand that I came through 2016 in 2010 to make a song and I sold it to you in

For my artistes, everybody is working really hard, like my new artiste, Cam or Blaka. Blaka has a new video out featuring Iyanya and a young girl. It’s a very wonderful video. And I have something in the work that I don’t want to disclose yet that people will find out much later. Of course, our music production was wonderful. It’s sold, we must tell say that we made money from our music.

You are not pushing the brand as you ought to? What brand? The Naija Media brand especially the music brand!

The record label? Yes, the records label…. I want you to understand that the label is more of an incubator. By the time we get the full service of what we are trying to work, you would have forgotten that you were dancing to Sound Sultan. Most of the artistes I’m grooming now, I don’t want to start making noise. Let your work speak for you; I always tell people, do not make noise but let your work speak for you. It is very delicate for the interviewer to say ‘ha I don’t know when so and so’. You have to go sieve information because if you have your DJ playing 120 songs per minute, you will never hear my music, that’s what I will say. You need to on your own make researches and for I cannot overstretch the emphasis on the fact that you already know that music is one dimensional in Nigeria right now. After your joint movie with your brother ‘Head Gone’, any plan of another movie production? Like I just gave people the edge on Hello Baale and people were like, wow, my brother is in Sweden. He should be back soon and we start production later in the year hopefully. Head Gone is just a stepping stone, you will definitely be getting more from us.

The deal was signed at the Victoria Island corporate office of the company between the CEO of TMC, Idris Olorunnimbe, and Mavin boss, Don Jazzy. With a team of experienced

Celebrities and their health ..How health conscious are our superstars?

It is disheartening at the rate in which this country, Nigeria and the world loses talented and promising celebrities to the cold hands of death. It is now rare for a week to pass without a celebrity’s death being reported. It is so painful that just in this month of June, 2016, different celebrities were reported dead. Starting from Henrietta Kosoko in the first week of June to former Super Eagles Coach, Stephen Keshi, who died two days later, to another erstwhile coach of Super Eagles, Amodu Shuaibu, who died few days after Keshi’s death and now OJB Jezreel, who died after a kidney failure on June 14. Although, the cause of some celebrities’ death still remains unknown but it is a great loss to the country. You cannot blame a dead man for his death but a living soul who cannot watch after his health should be warned. In recent times, the common saying ‘health is wealth’ is often taken with levity by a lot of people and celebrities and some who are aware of that fact choose to ignore. They end up treating their bodies like ‘machines’ with less or no care to their health even when there are symptoms of illness until it becomes serious. Their busy schedule is often the excuse given for not visiting the doctor. They forget that the inner body is what keeps us moving and it should be monitored else, it becomes weak. Celebrities should learn to take care of their health as much as they do to their outward appearance. The health which is very important, should not be neglected. The death rate this year seems to have increased as some sicknesses that could have not led to death if it was diagnosed and treated on time now kills because people are too busy chasing after one thing or the other leaving less or no time for their health.

Knowing fully well that they do give little or no consideration to what they eat or drink and how it affects the body either positively or negatively because the money is available. Instead, this should give them enough reason to go for regular check-ups. Also, some celebrities do work round the clock while some of them push themselves too hard, making no time for themselves or families. Celebrities in this category should learn to unwind to relieve themselves of stress. They should make time out of no time to visit a physician so as to get treated of those illness that are bound to occur. One’s life is more important than fame because a dead man cannot think of that, only a living can. There are some celebrities who are having serious health issues but prefer covering. Hiding health issues because you want to keep your private life private would only lead to you endangering yourself. In the past, there were situations where celebrities who needed funds for their therapy or cure bills came out to the public to ask for help, in the end got assisted and were treated. Imperfection is human’s reality, so total perfection should not be expected. There are some female celebrities who could go to any length to achieve their desired shape and look without considering how those things affect them. Some either use drugs, starve themselves in the name of diet or go for surgical operations, ignoring the risk involved. It is advised that celebrities pay more attention things that matter like their health, making time to visit the hospital. Self-medication should be minimised or avoided if possible.
