As we go to print, it was just about this time last year that the world was plunged right back to the dark ages of war. The Gulf war, "Operation Desert Storm", was a war where might was deemed to be right yet proved to be wrong - epitomised in the violation of pre-war UN resolutions (still valid) and epitomised wrong again when contrary to all war conventions retreating troops were indiscrimately slaughtered, apart from the sad massacre and mutilation of over 100,000 people according to Greenpeace, possibly over 200,000. In the' age of "technical warfare" and man's computerised capability of "precision killing", what is the difference between 1 and 200,000 - the human factor is not a dimension and neither was it in the sanitised television relay and replay of the war unfolding without the blood and guts of it all. There were no winners only losers The Kurds are still a lost and fearful people, , many still refugees and Sadam Hussein is still in situ while the Iraqi people face death by starvation through a manmade famine while sanctions are still in place against Iraq. Apart from the appalling brutality of war - the loss of life and limb, the homelessness, famine and hatred there was the impact of militarism on the environment - the whole environmental devastation of the Gulf. However, the United Nations failed in its efforts of diplomacy in avoiding the Gulf War and through the members of the Security Council, notably the U.S. it sanctioned the war and was demeaned by the failure to steer by its very founding principle -' to save succeeding generations from the scourge of war'. There is hope for tomorrow and the United Nations with the forthcom ing United Nations Conference on Environment and Development known as The Earth 'Summit to be held in Brazil this year. It is the singularly most important calendar event of the year and there will be participation by environmentalists and politicians, governmental and non-governmental organisations - it will be the largest environmental conference ever held in the ( world. There will be new ocean and biological conventions arising from it. The Earth Summit is a follow-up on the Bruntland Report of the UN's World Commission on Environment and Developmentwhich proposes a 'sustainable society' built on 'sustainable development'; it calls for changes in politics, economics and agricultural policy.
