The Vallejo housing market is heading into the stratosphere, being pushed there by what’s happening to real estate in the rest of the Bay Area, experts say. Two separate studies released this week show the Vallejo area remains the nation’s hottest real estate market and that rents here are also sharply on the rise. “The steep rise in Vallejo’s rents is likely a ripple effect caused by the expensive rents in San Francisco,” said Apartment List’s Andrew Woo. “As renters get priced out of San Francisco, Oakland, and Berkeley they are moving to cities that are a little further away and less expensive. Rents are increasing elsewhere in the East Bay as well.”

Realtor.com’s May Data Preview ranks the VallejoFairfield area No. 1 on the May Hotness Index of the top 20 national markets, company officials said. While realtor.com’s list of the country’s 20 hottest real estate markets in May still features nine from California, six of those have dropped at least two spots since April, the report shows. Solano Association of Realtors President Linda Daraskavich said she sees both trends are intimately related.
The most recent monthly report by Apartment List, which tracks rent growth, median prices, and market trends, finds Vallejo’s rents rising faster than many other areas.
“As the price of homes rise, so do rents, and unfortunately, that (could make things harder) for renters,” she said. “We really need more rental inventory.”
While rents here have declined .2 percent over the past month, they have increased significantly — 5.1 percent — compared to a year ago.
But, inventory alone won’t keep some people from being priced out of the local real estate and rental markets, Daraskavich said.
Median rents in Vallejo stand at $1,090 for a onebedroom unit and $1,380 for a two-bedroom, the report shows. Vallejo’s year-over-year rent growth leads the state and national average (3.9 percent, and 2.6 percent, respectively).
“It may make it impossible for renters to live here,” she said. “I’m not sure that it will be a bad thing for the city, but I do think that the city should make it easier to change zoning and permit processes so that more rentals could be made available.”
But, everything, including rent, is relative, Woo said.
Vivas said the housing market nationwide is on fire.
“For people who are moving from San Francisco, rents (in Vallejo) may seem inexpensive, but for those already living in Vallejo, rent increases will be steep,” he said. “We’re seeing this trend in other cities outside of core cities that had large rent increases; for example, Tacoma, Wash. (outside of Seattle) and Arlington, Texas (outside of Dallas). This trend is discussed in our national rent report.”
“This is officially the most competitive, fastest-moving spring housing market in decades,” he said. “Some places like the Bay Area have become too hot to handle — and now a lack of inventory and affordability are allowing other markets to catch up.”
Javier Vivas, economics research manager for realtor. com, says his firm’s latest report shows a similar trend. “Vallejo has retained first place in the realtor.com hotness rankings for the last four months, benefiting from spillover demand from the Bay Area and other adjacent markets — where the lack of affordable homes for sale continues to push buyers into outlying areas,” he said. “In May, the median list price in Vallejo reached $440,000, less than half the price tag of an equivalent home in San Francisco. This continues to drive interest from pricedout buyers, particularly those looking for starter homes, making Vallejo a very attractive option financially.” As is the case with most California markets, homes in Vallejo are in short supply, and when they do go on the

Monument Crisis Center is a communitybased non-profit family resource center for Central and East Contra Costa County. Located in Concord, the Center offers nutritious food, quality resources and referrals to low-income individuals and families in order to help them become stable and secure in our community. In 2003, a small group of concerned citizens banded together and founded the Monument Crisis Center. The center opened its doors on August 19, 2003. They worked out of one single office and food “closet” and served 84 families on the first day of food distribution. From that day forward, their client base has only continued to grow; adding approximately 1,300 new families each year. Today, they have more than 15,000 households signed up in our Food Distribution Program and we serve between 80-120 families at each distribution. Their programs and services have evolved and expanded in order to meet the needs of their growing clientele, though food distribution remains their primary objective.

In this sophisticated apple pie, a subtle, rosemary-infused caramel sauce does double duty: First, it's mixed in with tart apples for the filling, and then it's drizzled on top toward the end of baking to form a delectably gooey topping. The all-purpose, no-fail pastry crust uses lard for flakiness and butter for flavor. Make it your go-to crust for any pie. This recipe comes from Bang Bang Pie & Biscuits in Chicago.

SERVES 8-10 | 5 HOURS, 20 MINUTES FOR THE ALL-PURPOSE, NO-FAIL PASTRY CRUST • • • • • • •
3 cups (13 1⁄2 oz.) all-purpose flour 2 1⁄2 tbsp. sugar 1 tsp. kosher salt 3⁄4 cup (5 1⁄2 oz.) chilled lard or vegetable shortening, cut into 1⁄2-inch cubes 12 tbsp. chilled unsalted butter, cut into 1⁄2-inch cubes 5 tbsp. ice-cold vodka 5 tbsp. ice-cold water
FOR THE CARAMEL AND FILLING • • • • • • • • • •
2 cups heavy cream 8 tbsp. unsalted butter 4 sprigs rosemary 1 2⁄3 cups (12 oz.) sugar 1 cup light corn syrup 1 large egg, lightly beaten 2 1⁄2 lb. tart apples, such as Gala, peeled, cored, and diced (about 6) 3 tbsp. cornstarch 1 tsp. kosher salt Flaky sea salt, to garnish
• Vanilla Ice Cream, for serving INSTRUCTIONS Make the pastry crust: In a large bowl, whisk the flour with the sugar and salt. Using your fingers, rub the lard and butter into the flour until they form pea-size crumbles. Add the vodka and water and stir until the dough just comes together. Divide the dough in half and flatten each half into a disk. Wrap each disk in plastic wrap and refrigerate for at least 1 hour before using. Meanwhile, make the caramel: In a small skillet, combine the cream with the butter and rosemary. Heat over high and cook for 3 minutes. Remove the cream from the heat and keep warm. In a small saucepan, combine the sugar and corn syrup and heat over high. Cook the sugar, without stirring, until golden, 7 to 8 minutes. Remove the pan from the heat and pour the warm cream into the caramel, and stir until the caramel dissolves. Let the caramel stand at room temperature for 2 hours to infuse flavors, and then remove the rosemary. Heat the oven to 375°. On a lightly floured work surface, roll 1 dough disk into a 12-inch circle. Fit the circle into a 9-inch deep-dish pie plate, trim the edge with a knife, leaving a 1-inch overhang, and brush the edge with some of the beaten egg. In a large bowl, combine 1 cup of the rosemary caramel with the apples, cornstarch, and salt and scrape the filling into the pie crust. Roll the remaining dough into a 12-inch circle and place over the apples. Trim the excess dough, and fold the overhang under to form a thick edge. Crimp the edge with your fingers to seal. Brush the top of the pie with the remaining egg and, using a knife, make 4 slits in the top. Transfer the pie to the oven and bake until golden, about 1 hour. Pour 1⁄2 cup of the remaining rosemary caramel over the top of the pie, and continue baking until the caramel is lightly set, about 15 minutes more. Remove the pie from the oven and transfer to a rack. Sprinkle with sea salt and let cool to room temperature. Serve warm slices of pie with ice cream on top, if you like.

SERVES 4-6 | 2 HOURS, 15 MINUTES INGREDIENTS • • • • • • • • • • •
2 tablespoons olive oil 1 cup finely chopped onions 2 cups finely chopped roasted turkey 1 teaspoon cumin 1 teaspoon kosher salt 3 teaspoons minced canned chipotle chile in adobo sauce (use more if you want it spicier) 4 teaspoons fresh lime juice ½ cup minced fresh cilantro 2 cups sharp cheddar cheese, shredded 2 (14.1 ounces) packages refrigerated pie crusts (see Notes) 1 egg, lightly beaten
INSTRUCTIONS
In a large skillet, heat olive oil over medium heat. Add onions and sauté until softened. Add turkey, cumin, salt, and chipotle chile. Mix until warmed through. Remove from heat and let cool slightly. Then stir in lime juice, cilantro and cheese. Preheat oven to 400 degrees. Line 2 baking sheets with parchment paper. Unroll 1 piecrust onto a cutting board or other work surface. Using a 4¾-inch cookie cutter, cut out three rounds. Gather scraps and reroll dough 2 more times to get 2 additional rounds. Repeat procedure with remaining piecrusts, making 20 circles total. Working with one round of dough at a time, place 1-2 heaping tablespoons of filling in the center of the dough. Using your fingers, brush the edges of the dough with the beaten egg (this will help seal the empanada). Then pinch the opposite edges of the round together so they meet in the center. Gently pinch around the edges to create a semi-circle and seal the empanada closed, compacting the filling as you go. Lay the empanada on your work surface and firmly crimp the edges with a fork. Transfer the empanada to a prepared baking sheet and repeat with remaining filling and rounds of dough. Lightly brush the tops of the empanadas with any leftover beaten egg. Bake the empanadas until golden brown, 14-16 minutes. Makes about 20 empanadas (if using a 4¾-inch cutter).
Notes Be sure to get the refrigerated pie crust that comes in a box and is not already in a pie plate. I used Pillsbury - Just Unroll! Pie Crust. You will need 2 boxes of pie dough for this recipe. I used a 4¾-inch plate to cut out the rounds and could get five empanada disks per round of dough by gathering the scraps and re-rolling the dough twice.
