Dear all Eco Challenge readers, this special issue marks “the 50th Anniversary of the I-EA-T,” a significant milestone we all at the I-EA-T are proud of. We are gathering and sharing our success stories over the five decades, as well as the memorable moments at the 50th anniversary party and the I-EA-T’s powerful vision for the future.

Even more special, we have added new columns with contents based on surveys of Eco Challenge readers’ opinions and satisfaction throughout the year 2022, such as national and global investment trends, and updates on I-EA-T’s key projects. We hope these new columns will be beneficial and applicable for business operators and readers.

Many of you may remember the historic date of the I-EA-T’s establishment and its great success over the past five decades in many regions across Thailand. For those of you who are not very familiar with I-EA-T’s history, Eco Challenge this issue presents I-EA-T’s key milestones on the path in serving as a governmental mechanism to drive the industrial development to provincial areas throughout Thailand by working alongside industrial/business operators and local communities over half a century.

Turning Back Time to the Beginning of I-EA-T, Laying Foundation for Thai Industrial Growth

After its establishment as a state enterprise under control of the Ministry of Industry, the I-EA-T has undergone three major transformational eras, as follows:

I-EA-T was responsible for the development and establishment of Thailand’s first industrial estate, Bangchan Industrial Estate. Originally a rice field, the land was developed as an industrial estate and the surrounding communities has later prospered with good transportations and growing economy as we have seen today.

Bangpu Industrial Estate was established.

The Industrial Authority of Thailand Act B.E. 2522 was enacted.

Northern Region Industrial Estate was established in Lamphun province, as Thailand’s first regional industrial estate.

Eastern Seaboard Industrial Estate was developed under the 5th National Economic and Social Development Plan (1982-1986), comprising Lamchabang Industrial Estate in Chonburi province, Map Ta Phut Industrial Estate in Rayong province and Map Ta Phut Industrial Port in Rayong province.

EA-T implemented the Map Ta Phut Industrial Estate and Industrial Port Project.

I-EA-T started to operate joint-management industrial estates with private companies.

Then HRH Crown Prince Maha Vajiralongkorn, as a representive of HM the King, presided over the opening ceremony of the office inside the Map Ta Phut Industrial Estate, Rayong province.

Realizing the significance of sustainable development, I-EA-T started applying the concept of Eco-Industrial Development into industrial estates across the country. The international environmental management system, ISO 14001 was implemented.

The construction of Map Ta Phut Industrial Port started.

The Industrial Authority of Thailand Act B.E. 2522 was amended and re-enacted as the Industrial Estate Authority of Thailand Act (No.4) B.E. 2550 to classify industrial zones into two type: “general industrial zone” and “free operation zone”, allowing private sectors such as GUSCO/GETCO/GEM to engage in public utility service operations in industrial estates.

I-EA-T specified five dimensions and 22 aspects of standard criteria for eco-industrial estates.

2013

Special Economic Zones were initiated by the government to promote investment in border areas and capitalize on becoming part of the ASEAN economic community. I-EA-T was assigned to develop three projects in three provinces :

Industrial Collaboration for Sustainable Future

Today, there are 67 industrial estates in operation across 16 provinces, over 60 of which are operated by I-EA-T and the rest are jointly operated with developers. I-EA-T is employing 926,262 workers in 4,864 manufacturing plants on 182,273 rai of land, with an investment value of 5.59 trillion baht.

For next step, I-EA-T is ready to thrive in the future with the vision to “INSPIRE”, driving Thai economy and industry towards

international standards, attracting investors through innovative operations such as joint ventures with private companies in energy management field, related businesses including sale agency and I-EA-T Academy. Other key tasks include amendment of regulations to be in line with the government’s policies on environment conservation, community care, and the national goal on CO2 emission reduction.

Furthermore, I-EA-T continues to put an emphasis on good quality of life of customers and stakeholders in all sectors, and to drive national economic growth for proper balance among social prosperity, and industrial sustainable growth.

Impressive moments on celebration of the I-EA-T’s 50th anniversary

The 13th December 2022 was a super special day for the Industrial Estate Authority of Thailand (I-EA-T) as it celebrated its 50th anniversary, with many distinguished guests including top executives of leading organizations from the government and the private sector attending the event. The organization was highly honored with their presence.

The IEAT generally celebrates its Foundation Day that falls on December 13 every year since its inception.

Conceptualized by Industrial Collaboration for Sustainable Development, this special event was also attended by representatives from companies that developed the industrial estate, a group of investors and entrepreneurs who are I-EA-T’s joint developers. While the leading media also joined the event to cover the happy moments.

In the morning, the I-EA-T hosted a Buddhist merit-making ceremony and gave food to 9 monks who were invited to attend the ceremony, arranged at its headquarters. It was followed by a team of the organization’s executives welcoming guests including top executives from the government sector and the industrial estate developers to the event. This year, the I-EA-T encouraged guests not to mark the special occasion with bouquets of flowers as gifts but make a contribution to Priest Hospital, the Ramathibodi Foundation and the Siriraj Foundation to help patients in need.

The dinner celebration, meanwhile, was filled with joy created by honorable guests and attendees in a welcoming atmosphere. The highlight was an exhibition on the I-EA-T’s success over the past 50 years. It tells the organization’s history timeline and key milestones which demonstrated its roles and how it drives Thailand’s economic and industrial growth as well as the social and environmental development over the past half century.

A speech by the I-EA-T’s governor Dr. Veeris Ammarapala was also another highlight. He talked about the organization’s future plans with a super impressive theme “Inspire” that focuses on pushing Thailand’s economy and industry for global growth. The governor also annouced the IEAT’s strategic plan, aimed at drawing the attention of the local and foreign investors to invest in the country and building trust amongst them as well as Thailand’s readiness for becoming production base and giving support to employment and income generation. In addition, he covered plans regarding improvement of its customers’ and stakeholder’s quality of life and how the IEAT will continue to drive the country’s economic and industrial development and growth in the future.

It was an impressive event to celebrate success. Now, the I-EA-T is ready to move forward and welcome all future challenges with confidence. The organization will continue to work closely together with its alliances, entrepreneurs, the local communities and the Thai people to boost the country’s economic development and its industrial field as well as empower the government to develop the country in a balanced way in order to achieve sustainable growth.

After the relaxation of lockdown measures and control of tourism. We have seen the Thai economy start to recover slowly. For 2023, the Thailand Development Research Institute (TDRI) forecasts that the Thai economy will expand by around 3.5% due to the supporting factor from the recovery of household consumption and tourism income, especially Chinese tourists who are expected to expected to return in the second half of 2023, as well as being driven by private investment and the relocation of production bases to Southeast Asia and Thailand. Many of the industries that will move to invest in Thailand are in the high-tech sector such as automobiles and parts. including electric cars, electronics, petrochemicals, as well as information technology and data centers (Data Center).

Can be said Thailand is leveraging its strength as a leading digital infrastructure provider in ASEAN. Including being an environmentally friendly and low-carbon production base. to attract foreign investment as a major driver for the recovery of the Thai economy.

In the fiscal year 2022 (September 2021 – October 2022), I-EA-T has sales/rental of industrial estate areas of 2,016.24 rai, an increase of 65.1% from the previous year. The Map Ta Phut Industrial Port Development Phase 3 Project is one of the urgently needed infrastructure development projects in the Eastern Special Economic Zone (EEC). and the capacity to transport natural gas and liquid products for the petrochemical industry. Being one of these important projects makes I-EA-T, a developer.Committed to various activities in order to achieve success according to the plan which will build confidence in investors to invest in the relevant targeted industries

And the following are the important timelines as well as the progress of the development of the Map Ta Phut Industrial Port Development Project, Phase 3 that many people would like to collect and present in order to follow closely.

• The total investment value of the project is 64 billion baht, divided into private investment of 52 billion baht and public investment of 12 billion baht.

February 28, 2022, I-EA-T held the opening ceremony of the project. at the Industrial Port Office (SorTorRor.), Rayong Province and via Zoom system, with General Prayut Chan-o-cha, Prime Minister presiding over the opening ceremony of the project.

• Dividing the operation into 2 phases: Phase 1 is a joint venture between I-EA-T and Gulf MTP LNG Terminal Co., Ltd. to expand the area in Map Ta Phut Industrial Estate. It is a land reclamation area of 1,000 rai (the area behind the pier and in front of the pier is ready for use 550 rai and the sediment retention area is 450 rai).

On August 7, 2022, I-EA-T organizes a seminar to listen to opinions from private investors (Market Sounding) to understand the interest of investors. and creating a correct understanding in order to gain confidence in making investment decisions Including receiving complete necessary information to use in preparing private selection documents (Request for Proposal: RFP)

February 15, 2023, completed the basic structure design and detailed design work. There is a progress of 38.53 percent, 1.10 percent faster than the plan, while the construction of the sand dam can be completed in the core rock 100% and started the dredging test.

All Phase 3 projects are expected to be completed by the end of 2026 to the beginning of 2027.

UNDER THE ISO 26000 STANDARD, I-EA-T HAS BECOME A MODEL STATE-OWNED ENTERPRISE IN CSR IN PROCESS.

In the past, most Corporate Social and Environmental Responsibility, or CSR, often focus on social contribution activities which may not be related to business activities such as donations, planting forests, volunteer activities, helping to take care of the underprivileged in society, etc. We call doing CSR in this way “CSR after Process”.

I-EA-T and CSR in Process

I-EA-T attaches importance to showing sustainable social responsibility. Therefore, the principles according to the ISO 26000 standard have been applied for all 7 main processes as a framework for showing social and environmental responsibility and as a guideline for formulating strategies and plans in the operation of social and environmental responsibility (CSR) of the I-EA-T since the end of 2019.

By paying attention to every detail of the policy design. To be able to reflect values, culture, talent in business operations that are unique. And identity in showing social responsibility of I-EA-T (Corporate CSR Image), which is the only one in Thailand.

As for the type of CSR that focuses on business operations. There are activities that affect stakeholders and the environment, such as taking care of employee welfare. Production that does not harm the environment, responsibility towards customers, efficient use of natural resources, extending to stakeholders related to the chain of operations, etc. We call it “CSR in Process”, which is what government agencies and organizations around the world are giving importance and are determined to do activities like this because “CSR in Process” is a principle according to the international standard ISO 26000 (Corporate Social Responsibility: CSR in Process) that has been accepted as one of the tools that help businesses grow sustainably.

Designed for sustainability, an example of CSR in Process that is unique to I-EA-T.

The thing that indicates the identity and business operations of the I-EA-T is the most obvious. “Industrial Estate Management”, which was used as the main problem in the design of CSR in Process until it came out to be an operation under the 6-dimensional framework of the Industrial Estate Office. (Community Involvement and Development; category 7 of the ISO 26000 standard,) with examples of activities such as in the dimension of education and culture. In the dimension of employment and skill development, I-EA-T has participated in skill development activities. and vocational training according to local wisdom to support the community to have income able to raise a family. In the dimension of development and access to technology, I-EA-T organizes activities to invest in technology or jointly with the private sector in research and development of technology to support the generation of income for the community, etc. In the dimension of wealth and income creation, I-EA-T Provide an opportunity for local suppliers and partners to acknowledge and access information on the organization’s procurement completely and transparently. Healthcare Dimension I-EA-T organizes appropriate health promotion activities regularly every year. Including developing community hospitals. In the social investment dimension, I-EA-T arranges investments in important infrastructure. to lead to economic development and community income, etc.

In addition to carefully designing activities, I-EA-T has also organized training courses on CSR in Process operations according to the ISO 26000 guideline for I-EA-T personnel and stakeholders continuously. So that everyone can participate in driving CSR in Process operations of the I-EA-T to achieve sustainability. This will result in the I-EA-T becoming a model state enterprise in showing social responsibility. and the environment in the process under ISO 26000 standard.

I-EA-T Governor Veeris Ammarapala led a ceremony to receive the ISO 45001 certification, the international standard for occupational health and safety, and the ISO 9001 Quality Management Systems standard from BSI Group (Thailand) Co on behalf of four pilot industrial estate offices--Northern Region Industrial Estate Office, Bangpoo Industrial Estate Office, Map Ta Phut Industrial Estate Office and Office of Map Ta Phut Industrial Port—and I-EA-T’s head office. The certifications demonstrated the offices’ commitment to elevating their occupational health and safety, as well as I-EA-T’s head office’s quality services in granting approval/ permits for business operators. I-EA-T Governor Veeris Ammarapala, Jullapong Thaveesri, DirectorGeneral of Department of Industrial Works, and Tawan Rodjit, Director of Enforcement Division of Bureau of Customs Department, jointly presided over a ceremony to “incinerate refrigerants under supervision of Customs Department using an environmentally safe method” at Bangpoo Environmental Complex, Soi 3B Bangpoo Industrial Estate. The ceremony was organized to eliminate 10,080 cylinders with storage volume of 147 tons of refrigerants, which helped reduce GHG emissions by an equivalent of 1.2 million tons of CO2-more than halfway to hitting the 2023 emissions reduction target of 2 million tons of CO2 Not only was the cooperation crucial and praised internationally, but also in line with Thailand’s goal of becoming carbon neutral to reach net zero emissions. Also joining the event were Secretary to Japanese Ambassador to Thailand, executives of Dowa Eco-System and executives of Waste Management Siam.

I-EA-T signed a three–year memorandum of understanding (MOU) on innovation study and development with Chiang Mai University, National Institute of Development Administration (NIDA) and Burapha University. The agreement was signed by I-EA-T Governor Veeris Ammarapala, Prof. Emeritus Dr. Sanchai Jaturasitha, Director of Science and Technology Research Institute, Chiang Mai University, Assoc. Prof. Dr. Ploy Suebvises, Dean of Graduate School of Public Administration, NIDA, and Assoc. Prof. Dr. Yuwadee Rodjarkpai, Dean of Faculty of Public Health, Burapha University. The agreement seeks to study and develop innovation that can be used in various areas of the I-EA-T’s operations e.g., innovation development to promote bioeconomy/ circular economy/ bio-circular-green (BCG) economy, technology for GHG emissions reduction, energy and safety. Also joining the ceremony as witnesses were I-EA-T senior executives and top administrators of the three institutions.

I-EA-T Governor Veeris Ammarapala gave an opening speech at a public forum to hear opinions on the development of registration process for Smart Industrial Estate and Smart Park, as part of the efforts to enhance I-EA-T’s industrial estates. Assoc. Prof. Wongkot Wongsapai, an expert in energy economics and planning from Chiang Mai University served as an advisor for this project aimed at drafting criteria for the establishment of Smart Industrial Estate and Smart Park.

Attending the forum were I-EA-T senior executives including Tada Soontonphan, Deputy Governor (Operation Function 2), Pratheep Aengchuan, Deputy Governor (Operation Function 1), and Nalinee Kanchanamai, Assistant to Governor (Administration), together with representatives from Board of Investment Office (BOI), developers of industrial estates and I-EA-T staff.
