Saya menyambut baik penerbitan buku “Profile Kerja Sama Kota Denpasar”. Menurut hemat saya buku ini hadir pada saat yang tepat pada saat Kota Denpasar ingin untuk meningkatkan hubungan kerja samanya baik secara nasional maupun internasional.

I greet the publication of the "Denpasar’s Cooperation Profile" book. In my point of view, this book comes at the right time when the city of Denpasar wants to improve cooperation relationships both nationally and internationally.

Sejak dilaksanakannya otonomi daerah, pemerintah daerah semakin dituntut untuk meningkatkan kemampuannya dalam kemandirian baik itu pendanaan maupun sumber daya manusia serta meningkatkan kemampuannya dalam memberikan pelayanan publik kepada masyarakatnya. Untuk itu pemerintah daerah harus senantiasa kreatif dan inovatif untuk melihat dan menggali potensi serta mengetahui kebutuhan daerahnya. Hal ini dapat dilakukan melalui “Kerja Sama”. Kerja sama merupakan langkah strategis, karena dengan kerja sama tersebut dapat ditemukan mekanisme yang applicable dan dapat memecahkan permasalahan yang ada di daerah. Profile kerja sama Kota Denpasar ini memuat beragam informasi tentang potensi, program yang sedang dikembangkan, maupun kebutuhan Kota Denpasar yang nantinya dapat dijadikan sebagai gambaran kondisi Kota Denpasar secara umum.

Thus, the local government must always be creative and innovative to observe and explore the potential and know the needs of its region. This can be done through the "Cooperation".

Denpasar's cooperation profile book contains a variety of information about the potential, the program is being developed , as well as the needs of Denpasar that can be used as a picture of the general condition of the city of Denpasar .

Overview of Denpasar

Denpasar merupakan ibu kota dari Provinsi Bali, yang terkenal sebagai daerah tujuan wisata. Pada mulanya Denpasar merupakan pusat Kerajaan Badung yang kemudian berkembang menjadi pusat pemerintahan kabupaten daerah Tk. II Badung dan pada tahun 1958 Denpasar dijadikan pusat pemerintahan bagi Provinsi Daerah Tk. I Bali dengan status Kota Administratif.

Namun, pada tanggal 27 Februari 1992 dengan lahirnya UU No. 1 Tahun 1992 tentang Pembentukan Kota Denpasar, status Kota Denpasar sama seperti kabupaten/kota lainnya. Sebagai ibu kota provinsi, Denpasar pun berkembang pesat dan menjadi pusat perdagangan, pendidikan, industri, dan tentunya pariwisata. Kota Denpasar memiliki 4 kecamatan yakni: Denpasar Barat, Denpasar Timur, Denpasar Selatan dan Denpasar Utara dan 43 Desa/Kelurahan. Wilayah ini berbatasan secara langsung dengan Kabupaten Badung disebelah utara, barat dan selatan, dan Kabupaten Gianyar di sebelah timur. Kota Denpasar termasuk daerah beriklim tropis, yang memiliki musim kemarau dan musim hujan diselingi musim pancaroba. Suhu di Kota Denpasar pada umumnya panas dengan suhu minimum 24,4oC terjadi pada bulan Desember dan terendah pada bulan Agustus yakni 21,8oC. 2,

Denpasar city is categorical as tropical climate, which has a dry season and the rainy season interspersed by transition season. The temperature in the city of Denpasar is generally hot with the minimum temperature of 24.4째C occurred in December and the lowest in August of 21.8oC. The total area of Denpasar is 127.78 km2, only 2.18 percent of the total area of Bali. Based on the projected, the population of Denpasar City in 2012 reached 833,900 inhabitants. Selain hal tersebut, pembayaran rekening air Perusahaan Air Minum Daerah (PDAM) yang dapat dibayar langsung melalui anjungan tunai mandiri (ATM). PDAM juga meningkatkan kinerja pengoperasian sumur bor, dengan menggunakan teknologi remote control , dimana apabila listrik mati maka alat tersebut secara otomatis akan memberikan informasi berupa pesan singkat.

Program penanggulangan bencana di Kota Denpasar terdiri atas: 1) Pra Bencana yang ditangani oleh Bidang Pencegahan dan Kesiapsiagaan 2) Saat Bencana ditangani oleh bidang kedaruratan dan logistik 3) Pasca Bencana ditangani oleh bidang rehabilitasi dan rekonstruksi.

Untuk pelayanan di Puskesmas ini, pemerintah memberikan fasilitas pengobatan gratis bagi masyarakat yang memiliki Kartu Tanda Penduduk (KTP) Kota Denpasar. 2 Puskesmas dan 1 Rumah Sakit Daerah tersebut sudah memperoleh ISO 9001:2008. Masih banyak pelayanan publik lainnya yang telah diberikan oleh Kota Denpasar antara lain: pencatatan perkawinan, melaksanakan job fair, menyediakan website bursa lowongan kerja, pos pengaduan dan pelayanan penyelesaian sengketa lingkungan hidup (P3slh), penyelesaian sengketa konsumen, pendidikan politik bagi pemilih pemula, dan lain-lain.

Bandara Internasional Ngurah Rai terletak di sebelah selatan Bali, tepatnya di daerah Tuban, Kuta, Badung sekitar 13 km dari Denpasar. Sebagai tujuan wisata yang telah mendunia, tentu Bali sangat padat dan ramai oleh wisatawan hampir setiap harinya, sehingga bandara Ngurah Rai menjadi bandara tersibuk kedua setelah Bandara Internasional Soekarno-Hatta. JALAN BY PASS dan TOLL Untuk mengurangi kemacetan, pemerintah membangun jalur by pass. Jalur ini menghubungkan lingkar luar Kota Denpasar, sehingga masyarakat tidak harus melewati pusat kota. Saat ini terdapat 5 by pass di Kota Denpasar, yaitu: by pass Mahendradata, by pass Malboro (Teuku Umar Barat), by pass Ngurah Rai, by pass Sanur, dan terakhir by pass Prof. Ida Bagus Rai Mantra.

Hari Raya Nyepi jatuh setiap tilem kesembilan. Pada hari ini masyarakat Bali yang beragama Hindu, melakukan catur brata penyepian yang terdiri dari Amati Geni yakni Tidak menyalakan api Amati Lelanguan yang artinya tidak berfoya-foya atau bersenang-senang Amati Lelungan yaitu tidak boleh berpergian, dan terakhir Amati Karya tidak bekerja. Hal ini menjadikan Pulau Bali menjadi Pulau yang sangat sepi, tidak ada aktivitas sama sekali dan sangat gelap ketika malam.

Keris dibuat dengan cara ditempa. Proses pembuatan satu bilah keris mencapai 6 bulan bahkan ada yang sampai 3 tahun.

Keris is made by forged. The process of making the keris takes about 6 months up to 3 years.

Kualitas keris ditentukan dari semakin banyak tempaan, karena material yang tercampur semakin padat, sehingga guratan pamornya juga semakin halus. Material logam yang digunakan dalam pembuatan keris berupa, besi, baja dan logam dari meteor yang jatuh ke bumi . Pada proses awal, berat material yang dibutuhkan bisa mencapai hingga 50 kilogram. Dalam jutaan kali tempa, material logam akan menyusut dengan sendirinya sampai beratnya tak lebih dari satu kilogram dan menjadi sebilah keris. Untuk pembuatan keris diperlukan suhu mencapai 1.500oC. Dalam filosofi Bali, keris merupakan simbol pertemuan antara langit dan bumi dalam sebuah peleburan di Perapen (tungku perapian). Keris di Bali mewakili tiga unsur yang terdiri dari api, angin dan air atau wujud dari Sanghyang Tri Sakti. Karena filosofi yang ada di balik pembuatan Keris, kerispun masuk dalam UNESCO sebagai warisan budaya dunia tak berwujud.

Wayang merupakan salah satu kesenian tradisional Indonesia yang mengkombinasikan secara unik ritual, pelajaran, dan hiburan. Pada pementasan wayang, yang dilihat oleh penonton adalah bayangan wayang sehingga wayang disebut juga sebagai shadow pupet.

Setelah perjuangan lebih dari 12 tahun, Sistem Subak di Bali dan konsep Tri Hita Karana diakui sebagai “World Heritage” oleh UNESCO .

Secara teori, Denpasar seharusnya memiliki 60 unit truk sampah.
