INTRODUCTION Make roads safe is a global road safety campaign established with the aim of securing political commitment for road traffic injury prevention around the world. And to safe-gaurd the property of government and public, to decrease the emotional losses and to provide a good safety for road users and to get good life. More than 90% of the Indian roads and cities were designed & built hundreds of years before the advent of vehicles. By the turn of the 20th century after Second World War there had been a revolutionary change in the production of motor vehicles and millions of vehicles are rolling out of factories into streets. “India suffers from the highest number of deaths - around 1,05,000 in absolute terms annually- due to road accidents in the world owing to poor infrastructure and dangerous driving habits”, the World Health Organization said As "road traffic crashes take the lives of nearly 1.3 million every year, and injure 20-50 million more" in the world, India along with China are listed among countries with the highest number of deaths. Poor road infrastructure, failure to comply with speed limits, growing drinking and driving habits, and refusal to use proper motorcycle helmets and use child car seats, are among the main factors contributing to deaths from road crashes, WHO said in its report on 'Decade of Action for Road Safety 2011-2010'. Despite strong laws and regulations, India has been unable to prevent the growing number of accidents on its roads. With around 1, 05,000 death deaths annually, the country has overtaken China. With growing middle class which is encouraged to buy new and latest vehicles, the youth- people aged between 15-29 years - have become the main victims of injuries. More disturbingly, a large number of deaths from road accidents are borne by "vulnerable road users" such as pedestrians, cyclists and motorcyclists. Around 13 per cent of the victims from road-related deaths are pedestrians in India as compared to 15 per cent of accidents from passenger cars and taxis and 27 per cent of riders of motorized two-or-three wheelers. The road traffic crashes, which result in the grief and suffering, contribute to

economic losses to victims, their families, and nations as a whole, to the tune of 1-3 per cent of their respective gross national product, the report noted. The “head quarter” Hassan city is developing day by day. The area of Hassan City was limited to a smaller area a few years back now it has expanded and extended its limits manifolds. Setting up of new industries, New higher educational institutes, inflow of students from other districts and states to these institutes and industries has complicated the structure of the city further. The population of the city is increased from 3,04,673 in 2001 to 3,76,763 in 2011. With this the traffic on roads has increased to 4 times. By studying comprehensively on the level of “AWARENESS OF ROAD SAFETY AND I.M.V.Acts & RULES AMONG ROAD USERS in Hassan city”. We planned to find the status of awareness among the road users in the city, level of compliances & respect of Traffic rules, percentage of violations, numbers of casualties, and amount of losses of property and life …and to analyses the findings to suggest remedies to the problems. For this research we decided to select the Hassan revenue City area. And collect the statistics by three methods. 1. Two days Observation on the Behavior road users. 2. Collecting information from various concerned Govt. departments. 3. Conducting a detailed survey on the level of knowledge of I.M.V Act among road users. All the collected information and data would be analyzed thoroughly to find out the real causes of lack of awareness. And to suggest solutions for improving the road awareness level among the road users so as to reduce the accidents and save the loss of lives and property.

SYNOPSIS To find out the following. PURPOSE 1. 2. 3. 4.

Do the users are in the knowledge of road safety rules and IMV act. How many of them are do really practice the rule To know the problems of road users. Collect data from the authorities on the number of accidents, casualties, loss of property and penalties, fines collected from the violators in recent years. 5. To conduct a survey to know the level of knowledge of I.M.V Act among road users. 6. To analyses the collected data and arrive at conclusions 7. To offer suggestions for the improvement of the road safety.

METHODS 

OBERVATION.

An eight hour continuous observation will be held on three busy areas in the city namely…. 1. N.R. Circle 2. Mahaveera Circle 3. Dairy Circle  Observation will be done on the following practices of the road users. 1. Those following the existing road rules. 2. Those who violate the rules. 3. Signal jumping 4. Overloading. 5. Riding on wrong side of the road 6. Over speeding. 7. Using mobiles awhile driving 8. Parking in wrong places

METHODS We visited some main sports in Hassan city like N.R Circle, Mahaveer Circle, Dairy Circle Here we observed the behavior of road users and their driving habits like use of Mobile, Erotic stop, No signal etc…for 5 hours In our observation we found that out of one hundred road users , 80% of them violated either one or the other traffic rule like, Jumping the Signal, Giving no signals, Rash & erratic driving. One of the interesting finding is that the well trained KSRTC bus drivers practiced a lot of erratic stops. Auto rickshaw drivers also followed the suit. In this type of violation. About 20% of the were using Mobile phone, Over Load etc….. COLLECTING DATA FROM VARIOUS EPARTMENTS We visited some of the department like regarding to our Research we collected some information &statistics from a various department like 1. S.P OFFICE 2. R.T.O 3. TRAFFIC POLICE STATION SUPER INTEDENT POLICE OFFICE

We got the information about the detailed Accident cases last 5 years, Accident videos of Hassan captured in C.C camera points, present traffic situation in Hassan by super intendment police R.T.O

Here we got the detailed information about issued of Learner License during 2011-12 also the during License issued during 2012-13, Total number of Driving License issued up to the present, the strength of the vehicle in category wise & Taluk - wise vehicle statistics in the year 2008 to present TRAFFIC POLICE STATION

     

With the help of traffic police staff in that station, we got data like Structure of collecting fines from the road users for violating the traffic rules Statistics on the collection of fines for violating rules from past 5 years Number of One way roads in Hassan city Number of and location of accidents zones in the city Number of accidents cases from past 4 year, number of deaths from last 3 years Number of accident injuries from last 3 years COLLECTING INFORMATION BY CONDUCTING A DETAILED SURVEY OF ROAD USERS


We conducted the survey of 300 members belonging to various groups of road users such as graduates, under graduates & college students. By asking some basic questions about the traffic rules & procedure of getting D.L, BADGES, Registration of vehicle.


OBSERVATIION We went for some spots in Hassan city to observe the “� observation were made the result was 80% of the people will not follow he traffic rules in these areas. They break the rules in these areas. They break the rules like, using of mobile, not giving signals, erratic drive, erratic parking, rash drive, over load etc., in this use of mobile not using signals are in first position. The below graph gives the % of braking traffic rules in Hassan city.

NARASHIMMA RAJA CIRCLE (N.R. Circle) As circle is the hectic place in Hassan and called as the heart of the city here the traffic will be more and even the braking of traffic rules too more this shown in the graph below.


MAHAVEERA CIRCLE Due to the existing of market, theater, park, bus stand, library, etc., traffic is more the violating of rules is shown in the graph below.

DAIRY CIRCLE This circle is composed of four roads where the place is very hectic because there it has a dairy, L.V.Polytechnic, R.T.O office. As there are more working place is there more number of people will travel around this area. So even many bus travels for Bangalore more traffic will be there .the violation of traffic rules is given in the graph below.

ROAD ACCIDENT STATEMENT FOR THE MONTH OF YEAR WISE


Suggestions One simple vehicle has more than 15,000 parts, where the weight of the vehicle is approximately one tone. Its strength is equal to 200 horses. We usually more dependent on vehicles & we spend more for its repair and maintaince, so now let us see how to get safety.

The steps should be followed by everyone.


1. The below format is used for daily checking of vehicles.

Zebra crossing: zebra crossing are those lines which we can see on the road to facilitate the pedestrians to cross the road

FALLOW ME………..


Glowing green light : permits you to proceed further Flickering red light : warns you to stop and slowly proceed further at the specified spot. Flickering yellow lights: warns you to reduce your speed and proceed slowly. GUIDANCE FOR SAFE DRIVING The increase in number, size, volume, variety and speed of the automobiles has brought in its wake serious traffic hazards. It must be remembered that accidents do not occur, they are caused. Studies on road accidents have shown that human factor is responsible for a majority of them. Analyses of road accidents shown than 80% of the accidents are due to human error i.e., faulted of Drivers, passengers and pedestrians. A minority of accidents are also due to bad roads and bad weather. MAIN CAUSES OF HUMAN ERROR RESPONSIBLE FOR ACCIDENTS. 1. Over speeding: To avoid accidents, you must maintain the speed of the vehicle, keeping in view, several factors such as road surface, intensity of light, weather conditions, type of vehicles. 2. Tail gating: Means following too closely the vehicle ahead of you. Causing accident, as tailgating leaves no space to stop safely. The higher the speed, the longer is the stopping distance required. 3. Dangerous overtaking: wrong overtaking without safe clearance or on hills, turns and bends, often leads to a major disaster which may involve several vehicles and pedestrians. 4. Wrong lane cutting: while driving, you must use your lane only and changing lanes suddenly and moving b/w vehicles in different lanes is dangerous and may cause accidents. 5. Not maintaining proper lane: Driving outside your designated area is dangerous, especially when approaching or crossing facing oncoming traffic. The other drivers may lose control and become nervous seeing your unexpected behavior. 6. Ignoring signs and lights: Ignoring traffic signals and signs and over speeding, specially on intersections, are common factors of accidents. 7. Pedestrian intrusion: Due o sudden appearance of pedestrians, especially small children, cattle etc., on the highways, where vehicles move faster. Drivers may lose control leading to accidents. 8. Inattentiveness: While driving, one must concentrate on the same. Failure to keep one’s attention on road and the traffic may lead to accidents.


OVERTAKING  Most of the accidents occur while overtaking.  A driver either directly hits another vehicle coming from the opposite direction or involve others while overtaking dangerously.  Hence, one should not overtake if he has slightest doubt.  It is necessary to judge the speed of the vehicle you are overtaking and the speed and capacity of your vehicle.  Always overtake from the right side of the vehicles you are passing but no at roundabouts and in lined carriage ways; when the driver of the vehicle in front of you indicates that he is turning right.  Signal your intension of overtaking. Blow horn or flash headlights to draw attention of the driver being overtaken and when he gives signal clear to overtake only then overtake.

Everyone should have a knowledge about the road signs and traffic rules. Should make the awareness among school children. Should play road skit to make awareness among the people in villages Should make the campaign among school children. In N.R. circle we have to place a statue or inland in the middle because to have smooth ride, have put divider from N.R. circle to railway station to get a uniform way. Have put a give way in all four roads. Have to make a auto stand near the church in N.R. circle, all the buses coming from Bangalore should be stopped near hotel Asoka. Mahaveera circle here have to place this island in the center and then have to put the divider up to salagame road. The market road should be enlarged. Dairy circle we need traffic police to control traffic. Snathepette circle have to place a statue or island in middle, have put a give way to have a smooth ride. Should put speed breakers in less traffic roads. Should put the sensor based signal gates in signals. Have to put zebra cross on roads.

Will traffic be a serious problem in future? Hey stop and think for a second…………. • If we will not take it seriously we will be seeing and facing – more road accidents – more people getting hurt or dying on roads – More doctors, more ambulances, more medicines – More fighting and abusing…… Who is responsible for our safety? We ourselves • There is no survival without safety, if we are not safe there is no surety of our survival.


SURVEY In this we interviewed some common people about the traffic rules like, what are the procedure for getting license?, what are all the basic rules you will fallow while driving? Etc., among these 60% of graduates, 40% of non-graduate, 20% of college students have knowledge about the rules. More than 35% of students driving their vehicles without license. The below graph shows % of awareness among the road users.


The suggestions given by public :         

In signals one should give the place for free left passers One should care for others The wide road should be made into 2ways by putting dividers. Circle has to be wide. Should install the signals in roads like M.G Road, B.M Road, Railway station. Leveling of roads. Helmet should be made compulsory. Should not left the vehicle into market. Police should not be partial.
