ANALYSIS : CLIMATE CHANGE Peddocks island would not be able to avoid the impact of the sea level rise. Fortunately, the island will remain with mere connections between each head. Also as inundation occurs, the area that will be threatened by storm surges will be expanded. Land loss is expected to accelerate as the speed of climate change is quickening. The master plan of future Peddocks Island should follow the estimated number of the sea level rise, but it accounted for tidal flow around the island which affects both the program and possible land erosion.

: RESOURCES It is located in the center of the whole Boston harbor area. Geographically, there is a possibility that it can serve as a central hub that connects the outer area and the mainland. Boston Harbor Islands are important for both natural habitat and SLR research. Not only it serves the natural habitat, its mid connection from the mainland to further the ocean to explore endangered species such as birds and turtles. Historically, after the whole area has been absorbed as National Park, the island served recreational functions like fishing, hiking, and camping. WILDLIFE & VEGETATION 2

STRATEGY

Based on the research around the island, Peddocks island has many advantages to maintain a research hub for wildlife and forthcoming sea-level change. Also, if appropriately planned, it can hold active educational programs.

The mid and west heads of the island will be open to the public providing various activities including kayaking. Extended from the east head, two parts will be holding programs for teenagers about vegetation and the history of the island.

Half of the east head will be restricted with the public approach. As to tour and visit lab and sanctuary, visitors must go through educational programs provided on the island. Public facilities on the east head will be delivering educational programs about wildlife and climate change.

To support a longer stay on the island, the tidal energy system will be constructed on the north side of the island. A circular dike between the east head and the mid head is planned to collect landfill which moves with a tidal wave.

PROGRAM The new plan aims for Peddocks Island to serve as a research hub in the middle of Boston Harbor Island. Along with abundant vegetation and easy access to marine life, the saltwater marsh is one of the unique geographical features around the region. Sea level rise might harm the island in many ways, saltwater marsh, which is located between the mid head and the Westhead, will greatly expand and allow rare species to flourish.

Also, Peddocks is open to the public as a recreational area based on abundant natural resources. The program follows the activities that now remain on the island. The future plan lets visitors stay longer explore further down to the Westhead. Floating trails and land reclamation dikes are planned to elongate the activities from the threat of sea-level rise. They are not the ultimate tools for Peddocks to completely survive from inundation. The intention is to extend the life of Peddocks and allow visitors to enjoy their time there. 4

EAST HEAD

Peddocks Island

The east head functions as the grand plaza of the Peddocks. The only pier allowing people to board on the island is located on the east head. To serve all the visitors including staff, the East Plaza needs to be planned with the calculated number of people that can stay on the east head. In addition to the function as a reception of the whole area, the east head holds the research hub of wildlife. The tool to manage the level of access allocates the right amount of people on the northern side of the island.

From the pier to the grand hall, trees and plants are exploited to give a notion of the restricted area. Instead of building a solid wall or wired fence, natural elements should greet people as the East plaza is the central area for all regardless of their purpose of visit.

The Adaptive Island

Among various species around the Peddocks, the sanctuary is mainly focused on two main wild animal groups. Those groups are picked to embrace both animals that live upon sea and land. Turtles are one of the most endangered species all over the world. Here in Boston, they are not an exception. On the contrary to the tortoise, birds land on the island naturally. Even though they are not at high risk like turtles, they lose habitat each year. Species vary by season, so the plan prepared a vegetation plan for them.

BATTERY WHITMAN

Peddocks Island

EXISTING CONDITION As a part of Fort Andrews, Battery Whitman was built in 1902 during WW1. They were planned to place mortars and needed powder to activate them. It was deactivated in 1942. It is mainly constructed with concrete, brick, and stucco. The wall thickness ranges from 2 feet to 10 feet. The ceiling is shaped like a peaked roof under the ground. Abandoned for more than 50 years, trees grew tall and the land is indurated above. WHY BATTERY Battery Whitman is the connecting structure between experts and visitors. The location between the existing Quartermaster building and the Grand Hall allows the visual interaction between the two groups. Also, not easily observed, but it stretches from the edge of the north drumlin. POTENTIAL VALUE The Battery Whitman is the in-between structure in many ways. Geographically, it is located between spaces mainly dominated by two main groups. Spatially, it doesn’t divide inside and outside. Phenomenologically, the structure is taking by nature. With unique aspects and importance of the location, the battery holds the potential ability to serve as the key architecture along with the master plan.

COURTYARD On the contrary to the inside the battery, this main yard lets sunlight shine through tilted-arch skylight on the roof. The roof follows the level of the ground that covers the middle corridor of the battery so that the whole center can be absorbed into nature.

VETERINARY The rescue center needs expanded interior space in an extension of the battery. The empty yard on the western side will be turned into the main room holding a general check-up area and care tanks. It is the closest section from the Quartermaster building with wide glass doors next to the wall originally only connected a small storage area

CONCENTRATED CARE AREA The battery is formed with a minimum of 2 ft to 10 ft thick concrete. Since it is not constructed for people to stay inside, the condition of the interior is not suitable nor spacious to serve as a veterinary. However, the perfectly enclosed and isolated situation lets staff control the condition for extreme care.

While one southwestern open space is transformed into an interior space holding concentrated care, the courtyard, which is located on the opposite side of the battery, serves an outdoor shelter. As turtles get better, they are transported outdoor and to the release dock. The outer aquariums hold entities that are about to be released to nature. They can be carried along with the circular lamp. At the end of the lamp, staff and turtles meet the sea level and meet the last stage of the care. This is the moment that the new intervention faces climate change on Peddocks Island. The lowest level deck meets the edge of the current shore of the high tide. The dock adopts the future rise of the sea level by intersecting lamps that extends from the elliptic structure.

HABITAT RESTORATION

Birds are the species that naturally migrate on the island seasonally. What they need is not the rescue plan like for turtles. For their species to flourish, they need better conditions to feed diet and rest on the way to their destinations. The habitat restoration plan is coordinated by the heights of each species diet. The restoration plan not only brings diverse species but also allows observers to experience various viewpoints along the route.

BIRD WATCHING SHELTER Shelters are needed for visitors to observe wild birds protecting species. The shell of the shelters is mimicking the shape of the forest using lumbers. Bird watching shelters are allocated along the edge of the drumlin. They remain at the same level except for the first shelter the visitors meet as they follow the exploration route.

EXPLORATION ROUTE Instead of caging animals, the Peddocks sanctuary limits visitors’ behavior. After the orientation at the gymnasium, visitors enter the restricted area for the protection of species on the island. The route lets them observe the main species of wild birds and turtles resting in the rescue center. The vertical lumber hides human figures from wild species. The route introduces visitors to an opportunity to observe turtles on the top of the courtyard holding turtles.
