Mayor’s Message Welcome to the 2019/20 fall and winter Leisure Guide. As you flip through the pages of this guide you will see that St. Catharines is a city where everybody can play – in all seasons. After a great summer exploring our city, it’s time to take advantage of our recreation centres, arenas and indoor pools to help you live a healthy and active lifestyle. There is a variety of accessible and exciting recreation activities for all ages, interests and skill levels. Festivals and community celebrations continue in the colder weather including Pumpkinville, the Santa Claus Parade - stay tuned for new updates - and the annual New Year’s Day Levee. Local history buffs can take advantage of the downtown ghost walks, the September guided spirit walks at Victoria Lawn Cemetery or visit the St. Catharines Museum and Welland Canals Centre to learn more about our city and take advantage of their great events and programming. Head downtown to cheer on the Niagara IceDogs at the Meridian Centre. FirstOntario Performing Arts Centre has produced another excellent line up of shows and events for the 2019/20 season. Explore by trail Our trail network ranges from paved, multi-use surfaces, such as the Welland Canals Parkway Trail, to stone dust pathways like the Participark Trail. Safety first! Trails aren’t groomed (or plowed in the winter), so be careful of your footing when using them.

• Always pass on the left (when possible) • Cyclists yield to in-line skaters and walkers • In-line skaters yield to walkers • Leave the trails cleaner than when you arrived • Respect the privacy of those living along the trails • No motorized vehicles • Dogs must be leashed. Please clean up after your dog
Leash-free dog parks Burgoyne Woods and Catherine Street Park both offer leash free areas for dogs. Dogs must be supervised and kept under control at all times. Full rules are posted at both parks. The leash free areas are open from dawn to dusk.

City approves arena strategy
Preparing for the 2021 Summer Games
The Garden City Complex property would be repurposed or declared surplus when there is a replacement facility.

The City of St. Catharines is making a $10-million investment, with conditions, towards the 2021 Canada Summer Games to ensure Niagara puts its best foot forward on the national stage. St. Catharines Council provided unanimous approval for up to $10 million in funding towards the Canada Summer Games infrastructure plan, including the Sport and Ability Centre, a facility based around a twin-pad arena. The legacy project, which would be located on the grounds of Brock University, is one of the preferred options identified in the City’s arena strategy to meet current and future needs of all users. Approval is conditional on satisfactory funding and contributions from upper levels of government and other partners, including Niagara Region, its municipalities, and Brock University, as well as the development of terms and conditions of an operating agreement and model, which would require City Council approval. from upper levels of government and Niagara municipal partners will mean the City’s investment is leveraged to secure a total of $98.8 million in community infrastructure across Niagara. In addition to the 2021 Canada Summer Games, the infrastructure projects will also allow Niagara to host other international, national and provincial sport competitions. “This is a once-in-a-lifetime opportunity to build a major legacy project by leveraging funding from other partners, which will be a worldclass facility at a much more fiscally responsible price,” said Sendzik. Work is now ongoing with all partners to determine the future operating model and what the usage allocation would look like to meet the needs of the City’s arena users. Niagara Region won its bid for the 2021 Canada Summer Games in March 2017. More than 5,000 athletes will compete from Aug. 6 to 22, 2021, across the Niagara Region.
St. Catharines Council approved a new arena strategy in June. The document was developed through community feedback, combined with a study of the arenas and their usage, as well as a review of comparable municipalities and industry standards. Recommendations include pursuing the Canada Summer Games Sport and Ability Centre partnership, with the decommissioning of the Garden City Complex for ice-pad usage.
The strategy details several scenarios based on growth needs through 2041. All scenarios include replacement of Garden City Complex, either as part of the Canada Games partnership or a new ice pad recommended to be located north of the QEW. About $15.8 million of capital requirements are anticipated for the City’s arenas over the next 15 years, with nearly half of that attributable to major upgrades required at Garden City Complex. While focused on ice sports, the arena strategy also touches on dry-floor activities, including a recommendation to define capital and operating costs associated with retaining surplus ice arenas as dedicated dry-floor facilities. Winter Control Whether you want to think about it or not, the reality is that winter is only a few months away. The City is prepared for whatever winter throws our way.
What we do before a winter storm In some instances, crews apply a layer of brine to main roads prior to an anticipated storm. The brine causes the snow and ice to melt and prevents them from bonding to the road surface, which makes plowing the snow more effective. What we do during a winter storm • Main roads are cleared to bare pavement before snow removal begins on other roads. This means some main roads could be plowed several times before plows move to secondary roads. • Once main roads are cleared to an acceptable level crews move to secondary roads and residential roads. • Residential roads are plowed to a centre bare condition, meaning the plow will create one lane for vehicular traffic. Some notes about plowing • Salt is applied to main roads and designated secondary roads. • Sand is applied on residential roads. • Plows have nowhere to push snow except to the curb or the shoulder of the road. Often times, this includes any driveways in their path. When you shovel your driveway, place the snow downstream (right side when facing the road) so your driveway won’t be filled in when the plow comes by. • If you have a fire hydrant on your property please ensure it is accessible in case of an emergency. Prior to the winter, City staff will attach a flag to the hydrant to identify its location.
S’No Parking • The City will declare S’No Parking to be in effect when Environment Canada forecasts a minimum of 10 cm of snowfall within a 24-hour period. • During S’No Parking residents are urged not to park their vehicles on the street. • Residents should plan for off-street parking for at least 72 hours while S’No Parking is in effect. Sidewalks • Property owners are responsible for clearing the full width of sidewalks in front of and/or beside their property to bare concrete within 24 hours after a snow or ice event. • Snow and ice not removed within 24 hours is subject to be removed by the City at the property owner’s expense. Follow these tips to make sidewalk snow removal easier. • Shovel as soon as possible after a snowfall. Once snow becomes packed down it is difficult to remove. • Spread salt onto the sidewalk to prevent snow from adhering to the concrete. • In low temperatures (below -12°C) salt does not work as effectively. Spread sand instead.

Emergency planning
In St. Catharines we enjoy a typical Canadian winter. However, if you’re not ready for it, that snow day everyone is hoping for can turn out to be more of an inconvenience than you bargained for. Weather conditions can change in an instant, and winter weather can arrive unexpectedly. Ice and snow can cause a number of issues, including power outages, and snowed-in streets. Even on a small scale, a snow storm can shut down the city for most of the day. Be ready for winter by making sure your home emergency preparedness kit has the following: • Food and water for everyone in the home (72-hour supply) • Battery or crank radio • First-aid kit • Flashlights (safer than candles) • Basic toiletries and nonprescription drugs • Cash (in case ATMs aren’t available) • Change of clothes for each person
• Copies of important family records and documents • List of medications • Basic tools • Blankets • Paper and pen • Playing cards (or some form of entertainment) • Make sure everyone in your household knows where the emergency kit is stored

Heat your home safely Cozying up by the warmth of a fire can make winter temperatures easier to bear. However, an open flame can be dangerous even when heating your home with wood-burning or portable fuel-burning appliances if you’re not careful. Always use a utility lighter or long match to light fireplaces and extinguish when leaving the room or turning in for the night. Never refuel a fuel-burning appliance inside or while in use. Ensure appliances are on sturdy surfaces. Crack a window to ensure there’s always a fresh supply of air.

General safety tips • When cooking never leave food on the stove unattended. • Don’t use the stove, barbecues, propane heaters or other outdoor fuel fired appliances to warm your home. • Ensure space heaters have proper ventilation, as applicable, and clearance from combustibles. • Avoid overloading electrical systems. • Ensure all entry / exits to your home are cleared from snow to ensure you can get out in case of an emergency. Snow Removal Service for Older Adults and Persons with Physical Disabilities stcatharines.ca/SnowRemovalHelp Older adults and residents with disabilities who are unable to shovel snow and ice from their sidewalks can apply for assistance from the City of St. Catharines. The City will aim to clear snow and ice from city sidewalks in front of and beside their properties within 24 hours after snowfall, depending on conditions. To be eligible for the program applicants must provide a doctor’s note stating they are not physically
able to shovel their sidewalk themselves; own and reside at the property they require assistance for; and have no one else living at their home who is able to shovel sidewalks. To take a picture of your own child please speak to a lifeguard • No glass containers, food or beverages are allowed in the pool area or the area surrounding the pool • Do not enter the pool if you have an open sore, rash, experiencing nausea, vomiting or diarrhea • Patrons who do not have bowel control must wear plastic pants or swim diapers underneath their bathing suits. No regular diapers • Bring indoor sandals when you come to the pool. Street shoes and strollers not permitted on pool deck

Semi-Private Swimming Lessons Expand any available private lesson to a two-person class (you bring / arrange the two participants). We recommend the participants be within one swim level of one another. Sign up for semi-private swimming lessons via ePlay using the steps below: • Register one of the participants in the desired class. • Speak with a staff member to register the second participant and make your final payment.

Evaluation Process Each child receives a progress card at the end of each session and a sticker / badge when a level is completed. Progress reports and report cards are kept on file for one complete session.

Participants can register anytime during the season while moving through the Red Cross Learn to Swim program at their own pace. Select the starting level based on your child’s current swimming ability and watch your child improve on their swimming skills. Evaluation of swimming skills is done on a continual basis, with reports and badges given when a level is completed. Thirty-minute sessions provided.

Puffer Fish (3+ years) The Puffer Fish program is a personalized program developed for children, youth and adults with accessibility requirements to help achieve swim goals. Terms and Conditions Fees • All fees listed in the guide include HST • Fees are waived for support persons who accompany a person with a disability for the purposes of participation, communication, mobility, personal care, medical needs or access to service • Included in all aquatic programs is a $2.29 (HST included) per participant, per program surcharge Family Rates • Registering two or more children: first child pays at full price, each additional child receives 20 per cent discount. Children must be from the same family, living in the same household and registered in the same session • Valid for: Recreation programs, Red Cross Swim Lessons, Rookie, Ranger and Star • Excludes private and semi-private swim lessons and registered aquatic leadership programs • Participants registering online must request their discount at any registration centre within three months of the program start date Aquatic Leadership Programs Refund Policy Refunds will only be issued 14 days prior to the start of the program. No refunds will be issued after this time. Refund Policy and Program Transfers • If a participant leaves a program before the third class begins, the participant will be given a pro-rated rebate based on the number of classes held • No refunds or transfers will be issued once the third class has been held • A Program Withdrawal Refund Request Form must be completed and approved by a City recreation supervisor. Form is available at the St. Catharines Kiwanis Aquatics Centre. The program receipt must be presented when making this request • All refunds and transfers are subject to an $11.95 administration fee (per person, per registration)

Program Wait List You may ask to go on a wait list for any program. If an opening occurs you will be contacted and given 48 hours to confirm your interest. Program Changes The City of St. Catharines reserves the right to change the time, location, instructor or fee if required. All programs, facility information, rates, dates and times advertised in the Leisure Guide are subject to change. Class Cancellation Low registration numbers may result in the cancellation or changing of classes. A full refund will be given if a program is cancelled by the City of St. Catharines Make Up Classes There will be no refund or make-up class for any programs due to absenteeism, thunder, lightning, pool foulings and emergency or maintenance-related facility closures. If there is a pool closure during a swim lesson, children are still encouraged to attend and will be taught water safety. St. Catharines Kiwanis Aquatics Centre Closure Dates • September 6 and 7 (maintenance and training) • October 14 (Thanksgiving) • December 25 and 26 (Christmas and Boxing Day) • January 1 (New Year’s Day) • Tentative - March 25 and 26 (maintenance) FAIR (Fee Assistance in Recreation) All residents should have the opportunity to realize the physical, social and emotional benefits provided by recreation regardless of their financial situation. FAIR offers confidential fee assistance for adults, families and older adults using group recreation programs, swim passes and older adult centre memberships.
