Youth Rowing School 2020 St. Catharines Rowing Club Learn to Row Program - This beginner program is designed to teach boys and girls ages 10 – 14 the basics of rowing in an 8 person shell with coxswain, focussing on rowing techniques along with on water instruction. When the weather is inclement fitness and rowing oriented on-land activities will be provided. Advanced Program: This program, with a low student to instructor ratio, is designed for boys and girls ages 12 – 17 who have participated in at least 2 years of the Learn to Row program or similar, or by recommendation of a rowing coach. The Advanced Program focuses on sculling and small boat instruction as well as training and conditioning for rowing and racing. The program is designed for those who want to further build their rowing skills and fitness level and athletes preparing for secondary school competitive programs. Secondary school athletes who want to develop sculling and small boat sweep skills are also invited to attend. One 3 week session and two 2 week sessions for summer 2020 are offered for both the Learn to Row and the Advanced programs.

Each program runs for 3 hours from 9 a.m. to 12:00 noon Monday to Friday. Staff will be available from 8:30 a.m. until 12:30 p.m. for supervision for drop-off and pick-up. Swim test – “A swimming safety test, held on the first day of each session, is required. Learn to Row athletes will be required to roll sideways into the water then tread water for 4 minutes and swim 4 lengths of the Port Dalhousie pool wearing rowing clothes and a banana belt. They will be required to put on and take off a PFD while in the water. Trails Fun Fact The Lake Ontario Waterfront Trail stretches 900 km from Niagara-OnThe-Lake to the Quebec border.

Explore the Garden City Our trail network ranges from paved, multi-use surfaces, such as the Welland Canals Parkway Trail, to stone dust pathways, like the Participark Trail. Residents can also enjoy sections of the Bruce Trail, a meandering footpath that follows the Niagara Escarpment through St. Catharines.

• Always pass on the left (when possible) • Cyclists yield to in-line skaters and walkers • In-line skaters yield to walkers • Always pass other trail users with care and caution • Leave the trails cleaner than when you arrived • Respect the privacy of those living along the trails • No motorized vehicles on trails • Dogs must be leashed. Clean up after your dog

• Pedestrians always have the right of way on a trail • In areas where a trail crosses a roadway, all trail traffic
must yield to vehicular traffic • When travelling on the roadway, cyclists must obey traffic laws. Pedestrians must use the sidewalk or travel on the shoulder of the road facing oncoming traffic • Under no circumstances should anyone trespass on train tracks • Always read and follow signs on trails • Call Citizens First at 905.688.5600 to report trail maintenance concerns

These works are displayed throughout the city and include fine art, photos, outdoor art and war memorials, significant plaques and the historic wooden animals of the Carousel.
The Lakeside Park Carousel stcatharines.ca/Carousel The hand-carved wooden animals of the carousel were created by Charles I.D. Looff and Marcus Illions between 1898 and 1905 in Brooklyn, NY. In 1921, the carousel was purchased for St. Catharines from the original owners in Scarborough. It is comprised of 68 animals: horses, lions, camels, goats, giraffes and four chariots. 2714 Decew Rd. Morningstar Mill is a picturesque heritage site located at Decew Falls. It is a popular spot to enjoy hiking, photography and nature. The site, restored to its 1932 appearance, features the Morningstar family home and a working grist mill with a water-powered turbine. Morningstar Mill is operated in partnership with the Friends of Morningstar Mill.

Almost time ‘fore’ hitting the links Spring is finally here, and that means birdies in trees and birdies on the golf course. It also means golfers will be able to hit the links at the Garden City Golf Course when it opens for another season in mid-May. Tucked away at 37 Lincoln Ave., the par-60 executive course is owned and operated by the City of St. Catharines. From those new to the sport, to loyal regulars, the course offers the opportunity for an enjoyable experience for all levels of golfers. “The Garden City Golf Course is a great place to serve golfers of all abilities,” says Phil Cristi, the City’s director of Community, Recreation and Culture. “It’s a great course to practice your short game, and is a really good spot for those learning the game, and for novice or intermediate players.” The municipally run course has been operating for more than 40 years and has become known for its value. From April to May and September to closing, green fees are $11.80 for nine holes and $22.60 for 18 holes during weekdays, and $15.30 for nine holes Sign up at stcatharines.ca/eNewsletter
and $23.70 for 18 holes on holidays and weekends. During the prime season (June to August), green fees for 18 holes are $24.75 for adults (18+) on weekdays, $22.60 for juniors (17 and under) and older adults (60+) on weekdays, and $26.85 for all ages on weekends and holidays. Green fees for nine holes for the prime time of the 2020 season are $15.30 for adults on weekdays, $14.20 for older adults on weekdays, $13.70 for juniors on weekdays and $16.30 for all ages on holidays and weekends. The City also offers a variety of deals throughout the season, including Twilight Golf, a weekday golf and ride special, and there are also activity packs for 10 rounds up to 45, helping you save money in the long run. The course also boasts a licensed pro shop and patio to enjoy some food and beverage, a putting and chipping green, and practice driving cages. The City of St. Catharines has launched a simple, secure and convenient way to manage your property tax and water bills. With our new e-bill portal, residents can access their water and tax bill information anytime, anywhere. Whether you’re paying bills from the comfort of your home, or wanting to track transactions, water consumption or view property tax instalment dates, it’s a chance for residents to quickly and easily access their information, and also saves time, money and benefits the environment. Residents will find an access code on their property tax or water bills, and can register an account. Once registered, you will receive email notifications when your bill is ready to be viewed along with being able to access a variety of information on your online account. Don’t have an access code yet? Just find a copy of your last water bill or final tax bill, then head to the website for instructions on how to register for the portal. Sending e-bills saves time, money and benefits the environment. By eliminating paper mail, you decrease your carbon footprint with lowering the number of trees being cut down and energy spent creating paper. Head over to our e-bill portal and sign up today. Emergencies: Plan, Prepare, Know In the event of an emergency, seconds count. A little planning, preparation and knowledge can go a long way. Emergencies can come in a variety of forms, but they all constitute a major danger to both people and property. With climate change certain types of emergencies, once thought uncommon or even impossible, are becoming increasingly likely. Preparedness is more important than ever. In the case of an emergency the City and various emergency organizations will leap into action, each enacting their own procedures and plans to minimize the risks when disaster strikes. Like those emergency professionals, you, and your family, should also have a plan, the knowledge and the preparation necessary to react to any disaster. If you’re prepared it doesn’t only help you. Being prepared means emergency responders can prioritize those who need help most.
Plan
Seconds count in an emergency, and having a plan means your family will know what to do and when. You won’t waste time making decisions, or second guessing yourself in the moment. Your home emergency plan should include: • Designated meeting areas • Communications plan, including emergency contacts • Home escape plan
Did you know? During an emergency you can call 2-1-1 for important nonemergency information such as road closures, evacuation centre locations, and availability of services.

In the event of an emergency you could be without help for days as emergency workers prioritize the most urgent injuries and incidents. Food, water and other necessities might not be accessible or available. It’s important you have enough to get you, and your family through the first 72 hours. Most importantly your home emergency supply kit should include enough non-perishable food and water (four litres per person, per day) for every family member to last 72 hours. It should also be stocked with emergency supplies like a first aid kit, copies of identification, battery radio, flash light and more.

Emergencies can come in a variety of forms, from floods to droughts to health emergencies like epidemics, each presenting their own risks and hazards. You could be ordered to evacuate, or shelter in your home. Luckily a little knowledge can go a long way and knowing a bit about any possible hazard, be it fire or sub-zero temperatures, can help your family prepare and weather any emergency event. When Lisa Vandenberk opened her business four years ago, she was looking for support to help build and grow her startup. She found exactly what she was looking for while doing her research - the St. Catharines Enterprise Centre. The centre provides information, resources and tools that Niagara’s entrepreneurs need to launch and grow their businesses.
The free business courses and mentorship helped grow my business, LV Physiotherapy, from a small treatment room inside a wellness center to an independent facility with a team of qualified health care professionals providing optimal physiotherapy care. I have stayed in contact with the Enterprise Centre as my business has grown and am proud to be able to volunteer in the Summer Company Program. The Enterprise Centre is a unique partnership between Ontario’s Ministry of Economic Development, Job Creation and Trade, and the City of St. Catharines’ Economic Development and Government Relations division. Part of a network of 47 Small Business Enterprise Centres and other business support services, the centre engages with more than 500 aspiring startups and existing small-business owners each year. “We have a wide variety of services to help support business owners, but most clients start by attending a series of seminars including a recommended series of short and interactive lessons on important business topics,” says Rob Belchior, small business consultant.

Services offered at the centre include: • Access to start-up information • Programs and funding information • Information sessions, seminars and workshops • Business plan development and review services • Sales and marketing plan assistance • Networking events • Referrals to qualified business professionals • Consulting services and much more! Seminars include topics such as Steps to Starting a Small Business, Creating Your Business Model, Introduction to Market Research, Marketing 101, Business Plan Basics and Cash Flow Forecasting, as well as other topics ranging from book keeping and accounting to social media management, and more. Howard Hyman is another client who has utilized the services offered by the Enterprise Centre, and says they have been key supporters as he launched Absolute Soccer Life in January of 2018. “I have found the information invaluable,” says Hyman, “and I came away feeling like I have a source of support and information going forward.” Providing those supports is central to the mission of the centre, says Belchior.

This summer, work for the best boss ever, YOU! Summer Company is a program to help you go beyond a typical summer job and turn an idea into a business. If you have ideas for a company this summer, and you’re a student 15 to 29 years old in Ontario, you can turn those ideas into a real business this summer. The Summer Company program provides up to $3,000, hands-on coaching and mentoring to help you start and operate your business. If your application is accepted, you’ll be eligible to receive up to $1,500 and 12 hours of business training and mentoring to get you started. Volunteers give informative tours about the four Welland Canals and the early days of St. Catharines. Training is provided. • Museum collections and registration volunteers are part of a team who catalogue and preserve the City’s story for the education and enjoyment of present and future generations. Friends of Malcolmson Eco-Park • Care for display gardens and help plant native trees, shrubs and wildflowers. You can also assist with educational school activities at the park. If you have computer skills, help produce a newsletter twice a year, or help maintain digital files. Friends of Walker's Creek • Share your enjoyment of gardening by assisting with maintenance of pollinator gardens. Take part in guided walks and assist with special events. Become a steward of the parks along the trail and help keep it safe and beautiful by reporting concerns and vandalism. Clean City Committee seeking volunteers to assist with annual spring Pitch In Day The Clean City Advisory Committee is inviting residents to join in the effort to keep the Garden City clean. Committee members and other volunteers from across St. Catharines will be cleaning up litter from City parks and public spaces during the annual Pitch-In Day Spring Clean City Clean Up. Pitch-In Day is scheduled to take place Saturday, April 25, from 9 a.m. to noon, and those wishing to participate are asked to register in advance online at stcatharines.ca/ PitchInDay. The clean-up effort will focus on several designated sites across the City, including Montebello Park, the Lake Street and Ontario Street
highway overpasses and the CNR spur line. Members of the Clean City Committee lead the cleanup efforts at each site. The City provides the gloves and garbage bags, and volunteers provide the community spirit. Volunteers can also help cleanup their own neighbourhoods or favourite parks. Get a group together and call 905.688.5601 ext. 1630 to register and to let us know where you’ll be cleaning up so we can arrange to pick up the garbage. The City can also provide some supplies. Staying above the tide: flood prevention and preparation Our weather system is changing, a climate crisis is impacting our lives everyday, including increased risk of flooding. We’ve already seen dramatic swings in the weather, bringing with them historically high water levels on Lake Ontario. Precipitation is only set to increase, with projections pointing to a 163mm increase over the next three decades. The duration and intensity of rainfall patterns are expected to change, which can lead to flooding caused by localized rainstorm events. Knowing how to safe guard your home, protect your property and personal valuable items are important to think about now in order to be prepared.
Reporting a basement flood Report basement flooding to the City by calling 905.688.5600 and contact your insurance provider ASAP.
Be prepared to answer th following questions as best you can: Where is the water coming from? When did it start? How much water is there? What is the clarity of the water?
Reduce your risk: spring thaw Here are some things you can do in advance of the spring thaw to prevent against basement flooding: Clear your eavestroughs and downspouts of snow and ice. Doing so will ensure water drains properly. Make sure your downspouts are draining water away from your foundation. Ideally have them drain into your lawn, garden or rain barrel. Clear sewer grates and ditches between properties to help water enter the storm sewer. Make sure it is safe to do so before you begin.
Protect your home from basement flooding
Avoid pouring fats, oils and grease down the drain because they can clog pipes. Avoid flushing hygiene products down the drain because they can also clog pipes. Keep food scraps, plastic wrap and other solids from going down the drain. Seal cracks or openings in walls, floors, windows, foundations and window wells.
Disconnect downspouts from the sanitary sewer system. Repair/replace damaged weeping tile systems. Know the location of your water shut-off valves.
Flood Alleviation Program (FLAP) The City provides grants up to $3,500 to help cover the costs of installing protective devices such as a sump pump and backwater valve. These devices can help provide basement flooding protection and decrease the volume of rainwater discharged into the sewer system. Sign up at stcatharines.ca/eNewsletter

Private Swimming Lessons (3+ years) Ideal for swimmers who want a little more practice. Not eligible for Starfish, Duck and Sea Turtle levels. Adults and older adults: Please call Citizens First 905.688.5600 for details on private lessons.
Semi-Private Swimming Lessons Expand any available private lesson to a two-person class (you bring / arrange the two participants). We recommend the participants be within one swim level of one another. Sign up for semi-private swimming lessons via ePlay using the steps below: • Register one of the participants in the desired class. • Speak with a staff member to register the second participant and make your final payment.
Instructor Requests Contact Guest Services to request a specific instructor. Note: while all requests are considered we are unable to guarantee that any specific requests will be granted.
Evaluation Process Each child receives a progress card at the end of each session and a sticker / badge when a level is completed. Progress reports and report cards are kept on file for one complete session. Don’t know which level to register your children in? Free evaluation screenings are available at City pools during leisure swims. Simply ask a staff member at the pool.

Registered Aquatic Programs
Participants can register anytime during the season while moving through the Red Cross Learn to Swim program at their own pace. Select the starting level based on your child’s current swimming ability and watch your child improve on their swimming skills. Evaluation of swimming skills is done on a continual basis, with reports and badges given when a level is completed. 30-minute sessions provided.
Angel Fish (4 to 14 years) This program focuses on developing water safety habits and basic swimming skills for children with learning, physical or intellectual difficulties. Each child must be accompanied in the water by a caregiver or volunteer.

Terms and Conditions Fees • All fees listed in the guide include HST • Fees are waived for support persons who accompany a person with a disability for the purposes of participation, communication, mobility, personal care, medical needs or access to service • Included in all aquatic programs is a $2.30 (HST included) per participant, per program surcharge Family Rates • Registering two or more children: first child pays at full price, each additional child receives 20 per cent discount. Children must be from the same family, living in the same household and registered in the same session • Valid for: Recreation programs, Red Cross Swim Lessons, Rookie, Ranger and Star • Excludes private and semi-private swim lessons and registered aquatic leadership programs • Participants registering online must request their discount at any registration centre within three months of the program start date Aquatic Leadership Programs Refund Policy Refunds will only be issued 14 days prior to the start of the program. No refunds will be issued after this time. Refund Policy and Program Transfers • If a participant leaves a program before the third class begins, the participant will be given a pro-rated rebate based on the number of classes held • No refunds or transfers will be issued once the third class has been held • A Program Withdrawal Refund Request Form must be completed and approved by a City recreation supervisor. Program Wait List You may ask to go on a wait list for any program. If an opening occurs you will be contacted and given 48 hours to confirm your interest. Program Changes The City of St. Catharines reserves the right to change the time, location, instructor or fee if required. All programs, facility information, rates, dates and times advertised in the Leisure Guide are subject to change. Class Cancellation Low registration numbers may result in the cancellation or changing of classes. A full refund will be given if a program is cancelled by the City of St. Catharines Make Up Classes There will be no refund or make-up class for any programs due to absenteeism, thunder, lightning, pool foulings and emergency or maintenance-related facility closures. If there is a pool closure during a swim lesson, children are still encouraged to attend and will be taught water safety.
