Scout builds gaga ball pit in Lonergan Park

By Ashley M. Casey Associate Editor Kids visiting Lonergan Park in North Syracuse can now go gaga thanks to Clayton Lukowski. The member of Scouts BSA Troop 157 built a gaga ball pit for his Eagle Scout project. Eagle Scout is the highest award in Scouts BSA. Between 4% and 7% of scouts make it this far, and more than 2.25 million scouts have achieved the rank of since 1912. Gaga is a “kinder, gentler version of dodgeball,” according to GagaCenter.com. The game, said to have originated in Israel and brought to Jewish summer camps

in the United States, is played with a foam ball in an octagonal pit. Lukowski, who will enter ninth grade this fall, learned about the game through Scouts and the YMCA. “My Eagle mentor and my parents and I brainstormed a bunch of ideas. I liked this one because I play gaga a lot,” he told the StarReview. “It’s a competitive game and it’s just really fun.” Lukowski approached Village of North Syracuse Parks and Recreation Director Tony Burkinshaw about the idea. “He was excited for the project,” Lukowski said. Film shoot pushes American High’s anniversary bash into the fall By Russ Tarby Contributing Writer

After postponing its summer film festival, the American High film company instead scheduled a fifth anniversary celebration for Aug. 20. Then on July 25, Heath Cottingem – director of operations at American High’s Academy at Syracuse Studios – appeared before the village planning board on and announced that the anniversary celebration was being postponed to sometime in the fall, possibly October. In a telephone interview, Axelle Azoulay, co-director of the outdoor all-day birthday party, said she was disappointed but understood the reasons for the postponement. “We’ve got an important film shoot here this summer,” she pointed out. Last week, Cottingem presented the planning board with a 13-day shooting schedule for a comedy-horror film, from July 29 through Aug. 26. Cameras will roll Aug. 1, 2 and 3 at 412 Cypress St., and all subsequent scenes will be shot at the American High building at 800 Fourth St. That property, which American High CEO Jeremy Garelick purchased in 2017, includes 6-plus acres of land along with the former Liverpool High School building, constructed in 1929. According to this summer’s shooting schedule, the planned scenes involve special effects, pyrotechnics, stunts, prop weapons and child actors. While filming on Aug. 25 at 800 Fourth St., an animal wrangler will oversee the performance of a goat. Azoulay declined to name the film’s title or stars at this time.

Hoops stars to take part in BCANY Tourney by Phil Blackwell

One of the many summer sporting events back on the calendar is this weekend’s Basketball Coaches Association of New York Summer Hoops Festival. Started by BCANY as a replacement for the Empire State Games, the Hoops Fest had grown into an annual showcase for top high school boys and girls players from across New York State in the late 2010s. Now, after the 2020 and 2021 events were called off due to COVID-19, the

event has returned, again taking place near Binghamton at various schools in Johnson City. A handful of area boys and girls basketball players are taking part for the Central region teams, including three from Liverpool and one from Cicero-North Syracuse. Andreo Ash is a key player on the Central boys team. Ash, averaging more than 16 points per game, led the boys basketball Warriors to the Section III Class AA championship, including a triple-overtime win

over CBA in the semifinals and a comefrom-behind victory over top seed West Genesee in the title game. Many players whom Ash faced during this title run – WG teammates Christian Amica and Christian Cain, plus CBA’s Braeden Burns – are also on the Central squad. And so is C-NS’s Reece Congel, who last winter averaged 12 points and six rebounds per game, helping the Northstars to a 15-5 regular-season record of and also stood out on the C-NS boys volleyball team.

For the Central region girls team, Liverpool teammates Naveah Wingate and Gianna Washington will take part. Wingate averaged nearly 19 points a game before the Warriors fell in the sectional Class AA semifinals to C-NS, the eventual champions. Wingate announced last month that she will attend St. John’s University in the fall of 2023, while Washington is just a sophomore this fall, having averaged nearly 10 points per game as a freshman for the Warriors, second only to Wingate.

Mayor Gary Butterfield and the village board of trustees recognized Lukowski at their July 28 meeting. “The gaga pit is a big hit with the summer camp kids,” Deputy Mayor Pat Gustafson said in a comment on the North Syracuse Parks Facebook page. “I’d like for the kids that play to like gaga like I do and to give the community

an opportunity to go outside,” Lukowski said. Lukowski offered advice to other Eagle Scout candidates. “Start getting the Eagle required merit badges as soon as they can because [it’s] a tough process to get them,” he said. “If you wait, you’ll be super stressed.” Lonergan Park is located at 524 S. Main St. in the village of North Syracuse. John was a beloved husband, father, son, brother, grandson, cousin and friend. His sweet smile, blue eyes, tender heart, sense-of-humor, good looks, excellent cooking skills and musical talent will be sorely missed by all of those who knew him. John was a graduate of Skaneateles High School and an electrician by trade. Donald W. Cotter, of Skaneateles, passed away on July 22, 2022. He was 68 years old. Donald was born Jan. 13, 1954, in Valley Stream, N.Y., to William and Alice Cotter. He grew up in Valley Stream and Skaneateles. He graduated from Skaneateles Central Schools and attended Marist College in Poughkeepsie. He worked in the local television industry for many years. He was General Manager of Newchannels cable company in Rome, N.Y., and also worked for Time Warner Cable news channel and at WSYR TV in Syracuse. Donald is survived by a daughter, Emma Halley Rector and husband, Adam; a son, Zachary Hanlon Cotter and fiancé, Jennifer Ritter; and grandson, Emmett Rector, all of Keene, NH. He’s part of our doggy playgroup, but he would like to be the only dog. He’s been a beloved pet, but he finds himself in the shelter. Ryder is only about 1 year old, and he weighs 55 pounds. He found himself at the shelter when he became too much for the older resident dog. Ryder is an amazing dog. He’s sweet, funny, and super smart. He loves games like tag, fetch, tug, and hide and seek. He also loves water. He’s very food-motivated and will eat pretty much everything — including vegetables! He loves people and attention, and has lived with a young child. Ryder would do well in an active home with a family who would provide Ryder with training and activities that would exercise mind and body. (Since he’s so food-motivated, he would be a lot of fun to train.) He would love to be your companion on hikes, trips to the lake, and other activities. Dangerous temperatures

The past few days in Central New York have offered at least a little bit of a respite from the scorching temperatures that have recently dominated our weather pattern. But even with temperatures becoming a little more tolerable there are still dangers posed under certain circumstances when temperatures are running higher in the summer months. Many of these dangers come from something we take for granted and many use on a regular basis, our vehicles. When temperatures rise outside they can increase significantly inside a vehicle even when the windows are rolled down. According to AAA of Western and Central New York, since 1998, 917 children have died from pediatric vehicular heatstroke, including at least 10 deaths already reported this year in the U.S. While an overwhelming majority of these deaths are accidental, such tragedies are often preventable. Temperatures inside of a car, even on a moderately sunny day, can rise 20 degrees in just 10 minutes. Children are particularly at risk of suffering from heatstroke since their bodies heat up five times faster than adults, according to AAA. Below are some important considerations to keeping in mind when it comes to vehicles and the heat according to AAA. Children and heat — follow these simple tips to make sure no child is left in a vehicle: Never leave a child unattended in a car, even for a minute, even if the windows are tinted or down. The same recommendation applies to pets and the elderly. Parked cars: always keep doors locked and windows closed, even when the vehicle is in a garage or on a driveway. Make sure keys are safely out of reach so children can’t enter a car to play. Make sure all children leave the vehicle when you reach your destination. Be certain no one is inadvertently left behind. When you first place a child in a car seat in the back seat of a car, also place your cell phone, purse, or important belongings back there to serve as visual reminders that a child is in the back seat as you exit the vehicle. If you see a child alone in a parked car, immediately call 9-1-1 for emergency assistance. When it comes to pets and heat, it’s best to leave them at home while running errands on hot days. Dogs can’t sweat like humans, causing them to overheat much faster. Rolling down the window does very little to keep them comfortable. There are also some considerations people should make when it comes to the upkeep of their vehicles especially as temperatures run high. Most drivers think battery problems occur primarily in winter, but summer heat can negatively impact your car’s battery even more than the bitter cold of winter. Learn more at AAA.com/Battery. Automobile engines work extra hard in the summer, and it is the cooling system’s job to protect the engine from overheating - proper cooling system maintenance is vital to keep the engine cool. Driving on under-inflated tires not only affects the handling and braking of a vehicle, it also can cause tires to overheat and increase the likelihood of a blowout. Cars need fluids during extreme heat too - drivers should check all vehicle fluids including motor oil, transmission fluid, power steering fluid and brake fluid to ensure they are filled to the appropriate levels so they know they are driving a vehicle that is as safe as possible.

None of them sells drugs, builds weapons of mass destruction, wages war or intentionally harms others except as genetically programmed for survival. While I can’t be sure of this, not one of them has caused harm by gossip or ego. It always amazes me that we require animals, not blessed with human intellect, to behave better than humans. Maybe, as I get older, I am more attuned to the fragility of life and its value. At least, I hope that I am. Ann Ferro is a mother, a grandmother and a retired social studies teacher. A voice of reason rings out over annoying noise

On July 20, we ran a column after neighbors complained about excessive sound levels following a series of heavy metal concerts performed outdoors at Sharkey’s Bar & Grill on Route 57. But longtime Liverpool resident Beth Pastel offered a more sympathetic perspective. “One of the wonderful things about growing up in the village of Liverpool was the sense of a true community,” she observed in a recent email. “As businesses change, so do expectations and personal tastes. I see and hear first-hand various music acts that are scheduled and perform at Sharkey’s Event Center because I help Sharkey’s with its fantastic volleyball programs. The dedicated staff pull together to help these events happen. “Growing up in the village, we had to endure the boat races on Onondaga Lake – oh, how that roar of the engines could vibrate our house on Vine Street! The noises from concerts from the State Fairgrounds would carry over, as well as the stock car races on the fair’s finale day. I now live on the west side of Syracuse and hear strong wafts of amphitheater concerts, some evenings louder than others. “I fully understand how bass thumps and music can interrupt an evening. However, I just chalk it up to being part of the CNY community and am glad people are enjoying their choice of recreation. I hope the residents of the village of Liverpool can do the same.” Beth Pastel now works as an administrative assistant at Syracuse University.

To the editor: The town of Salina demands lowincome senior citizens provide IRA capital gains as part of their annual income. In September of 2021, the town of Salina, Assessment Department, Denise J. Trudell decided it was time to make town of Salina lowincome seniors pay their fair share of property taxes, requiring the IRA capital gains be included in their annual income in their renewal applications for 2022. Requested, too, Social Security 1099s, pensions and annuity 1099s and, again, the IRA End of Year Income Summary, quarterly or final yearly statement. There is no longer a 50% reduction for low-income seniors with annual incomes no exceeding $37,400. As indicated in the Liverpool school paper, there is now a sliding exemption scale - $37,400 qualifies for nothing in low-income tax reductions. $34,400 qualifies for 5% exemption; $33,500 – 10%; $32,600 – 15%; $31,700 – 20%; $30,800 – 25%; $29,900 – 30%; $29,000 – 35%; $28,000 – 40%; $27,000 – 45%; and finally, for the 50%, $26,000. Previously, low-income senior citizens qualifying with incomes from the sliding scale - $26,000 to $34,400 – would have all received 50% tax reductions along with those up to $37,400 maximum income dollars. Note: only tax exemption qualifiers

for low-income seniors are determined by the local government, town, county and school. Exemptions for STAR qualifying exemptions have not been changed and are determined by the state. Federal and state yearly income statements are accepted for annual income dollars, but the Salina assessment department will pull out all the income figures, dividends, capital gains, etc. from them as stand-alone income as they see fit. The bottom line on the 1040s can be ignored. Based on the opinion of counsel dated 1984, counsel of Real Property SBEA No. 8-22 and provided to Denise J. Trudell, earnings on IRAs should be considered as income, and distributions from IRAs should not be treated as income. Yet, this same SBEA, coded 408(A), indicates an Individual Retirement Account is a trust. Under the terms of an IRA, “The income earned by an IRA is tax exempt until it is distributed.” The Internal Revenue Service treats investments in an IRA as free of capital gains taxes entirely. Distributions are subject to regular income tax rates when you finally access your IRA dollars. The town of Salina targeted low-income seniors and succeeded. President Biden targeted billionaires in his budget plan but he has not succeeded to date.

The story said, “in Ohio, at least 7,000 persons in Toledo, Columbus, Parma, and Grove City went without heat when natural gas supplies were cut to a trickle because of unusually heavy consumption. In Cleveland 700 industrial plants were closed, throwing thousands out of work, and plants shut down in other towns as industries were allotted only enough for maintenance. The temperature in Ohio plunged as low at 20 degrees below zero.” At the Feb. 2, 1951 town public hearing the Niagara-Mohawk representatives made the presentation before a full town board. Fifteen others crowded into the small meeting room to hear the presentation. Points mentioned were that the village would be serviced first, if they grant the franchise, with Mottville and Skaneateles Falls able to get service later. Gas would be provided to the village by the fall of the year, if the village franchise is granted. After questions died down, Town Supervisor Lee asked if there was anyone present who opposed the gas franchise. There was no voice raised in opposition. Supervisor Lee closed the hearing and the board referred the franchise details to Town Attorney Charles Major. The village advertised for bids for 680914

Mohawk Power Corporation, a public service corporation having it’s principle place of business in Syracuse, for a franchise in respect to the construction, maintenance and operation of conductors and other appurtenances and facilities for the purpose of transmitting and distribution gas through said town as provided in subdivision 7, section 64 of town law of the State of New York. The Jan. 19, 1951 Skaneateles Press states, “The gas proposal has been a hot topic at the Chamber of Commerce and other group meetings ever since.” Letters in the paper were mainly in favor of the proposal. One letter mentioned that natural gas for house heating rates are - “controlled by federal and state commissions are not subject to frequent price hikes, usually upward, that take place with coal. In the past ten years, the prices of electricity and natural gas have hardly changed while the cost of coal, coke and oil have nearly doubled.” Another concern was the possible effect on revenue losses by the Village Electric Light Department. The letter stated “very few families, if any, would discard good electrical appliances and replace them with gas operated equipment. In all probability with the increased use of refrigerators, deep freezers, toasters, washing machines, ironers, etc., the load on our lighting

The bid was deemed to be in order and ready to be presented for a public hearing. That hearing was scheduled for 7:30 p.m., Wednesday, March 28, in the Skaneateles Central School auditorium. About 60 persons attended the public hearing. Lauman Martin, a village resident, and William (Mike) Moran represented the power company. After listening to many questions both pro and con Mayor Grant asked for an expression of those present. The result showed a large majority in favor of the gas franchise. It was brought out that the power company will spend a great deal of money if the village franchise is granted. They estimate over $215,000 will be spent. The Skaneateles Press of May 4, 1951 reads “The time limit of the permissive referendum of the application of the Niagara-Mohawk Power Corporation for a gas franchise here having expired without a sufficient number of taxpayers - 20%of the Village taxpayers, petitioning against it - natural gas for the Village is now assured.” The petition against the gas franchise had 129 names and was unsigned. The article said that the board “bent over backwards to be fair on the matter. It took no cognizance in the technical errors in the petition, just the number of names on it.” June 8, 1951, a front page story in The Skaneateles Press said that the start on the work on the installation of the natural gas supply lines in the village has been held up waiting for receipt of an order from the Public Service Commission. It is expected in the next two to three weeks. Finally, at the end of June the P.S.C. granted approval for Niagara-Mohawk Power Corpora-

tion to begin their project to supply gas to the village and town. This included construction of a reducing and metering station just north of the village on State Street (Route 321) and the laying of the pipelines. The estimated cost was now $335,000. Construction was estimated to start July 13. Local heating contractors FraserHunt Corporation and Bill Cameron started advertising furnace gas conversion packages in July of 1951. October 5, 1951 it was reported that Niagara-Mohawk received a certificate from the Federal Power Commission approving its operations in the Village and Town of Skaneateles. The construction has now started down State Street and will keep going as far as the weather permits. The New York State Natural Gas Company is constructing the reducing and metering building. This is the connection point to their14inch main that runs up from downstate and flows west into Auburn. The Skaneateles Short Line Railroad brought in pipe and other material for the project. The first area in the village for the gas main installation was roughly bounded by Austin Street on the north, Leitch Avenue on the east, Jordan Street on the west and down to but not including Genesee Street on the south. In mid January 1952 Lauman Martin, of 72 Jordan St., vice president and general counsel of the Niagara-Mohawk Power Corporation said that gas service would be available to residents by the end of the month. It was not until August of 1952 when the business district of Genesee Street saw installation of the gas line for that street. “Although a franchise was granted by the Town of Skaneateles long before the Village authorized installation here, no gas has yet been installed anywhere in the Town,” Mr. Martin said.

History Mystery North

Do you know anything about this picture? By Dorothy Heller Town of Clay Historian Question: What is this a plan for? When was it created? Where was the project? Last week’s answer: In the spring of 1989, the North Syracuse Lionettes presented the village of North Syracuse with a tree which was planted in front of the North Syracuse Free Library. Pictured at the dedication are from left: Gloria Mitton, Peg Faes, Carolyn Simard, Emily Sharp, Francis Clancy and Edyth Hacker. In November of that year, they celebrated their 30th year of service. Their story began in May of 1959. A group of Wives of the North Syracuse Lions Club gathered together to organize an auxiliary to aid the Lions Club in its many philanthropic activities. Five months later, on Nov. 4, 1959, at the former Martin’s Restaurant on Route 11, the women signed their charter and the Lionettes began their own course of community service. Doris Reddick was elected president, Gladys Perrine vice president, Ruth Rapp (Hawley) secretary, and Jane Kelly treasurer. Other charter members were Ruth Middleton, Frankie Clancy, Lois Yauchzy, Mildred Grout, Lillian Hinman, Mary Rapsadi, Jean White, Natalie Thomas, Theresa Paratore and Gay Zangari. The women began their service to the community by making dressings for the Cancer Society and baskets of food for the Christmas Bureau. They made Easter eggs and had Halloween candy sales. In 1961, they paid for dental work for three junior high school students.

In 1963, they sent $200 to the Lighthouse. In 1966 they were able to purchase a brailler by making and selling Christmas wreaths and proceeds from a doughnut sale went to a project for open heart surgery. That same year they purchased an electric typewriter for disabled students at Lawrence Road School from the proceeds of their Easter candy sale. A monumental project for the Lionettes began in 1968: a preschool vision screening clinic. The first year they screened 96 children and by 1988, it was 452. Children’s needs were always of primary importance to the Lionettes; they began screening children’s eyesight long before New York State mandated it. They continued to add to their list of community services: adopting a family at Christmas, assisting the Lions with their glaucoma clinic, parade and festival, white cane sale, implementing a “Sweetheart dance” at Centerville Court and helping with Meals on Wheels. From 1959 to 1989, times changed and the Lionettes with them. When they began, all members were full-time homemakers, with two having part-time jobs. By 1989, they had a mayor, a teacher, a hairdresser, an insurance salesperson, a legal secretary, a real estate agent, a receptionist, a marketing director, an insurance adjuster, a tax clerk and half a dozen retirees. Only two of them were fulltime homemakers. Now any woman was invited to join even if she didn’t have a husband in the Lions Club. They still did everything they did when they began and much more. Instead

of gathering at each others homes to work on projects; now many projects were done by the members taking the materials home to work on them in their spare time. In an article in 1989, the Lionettes encouraged women of the community to join this friendly group whose special interest is children. They met at that time every first Wednesday of the month at a local restaurant. They felt that expanding their membership would bring new members with new ideas. Have you ever been fitted for a golf ball? According to MyGolfSpy, the majority of golfers usually get fitted and replace their drivers about every 4-5 years and their irons a little less frequently. Hybrids and fairway woods usually stay in your bag a little longer. How about putters?… They can stay in your golf bag for decades, except for a few of the “wackos” who have already purchased three in the last month. The majority of golf clubs are manufactured on a one-year cycle for new models but there are exceptions…some irons are on a two year cycle. The Northern Onondaga Public Library (NOPL) is expanding a program to connect with community members who have difficulty getting to the library. NOPL’s Homebound Delivery Program delivers library materials to patrons unable to get to their local library. The service is intended for anyone who may be stuck at home for any reason, including, but not limited to illness, pregnancy or recent birth, injury, or age. People in the program may request books, audiobooks, CDs, and DVDs. In addition, Homebound Delivery lends out Kindle Fires that offer patrons thousands of e-book and audiobook selections. Should a patron who checks out a Kindle Fire not have internet access, NOPL can pre-download ebooks and audiobooks before they are delivered. There are two types of service for Homebound Delivery: Recommended Reads and Holds Only. A NOPL librarian will select books or other items based on the listed interest for those signed up for Recommended Reads. Holds Only delivery is intended for those with easy access to the NOPL catalog at home and who submit hold requests for desired items. Homebound Delivery started with help from Meals on Wheels in 2019 and began with seven registered people. Now, roughly 24 people are signed up for the program, and in the past, as many as 30 people have been registered at one time. Now, NOPL is hoping to make the program even bigger. Currently, the NOPL team delivers new materials and picks up returning items every third Friday of the month. The team is looking to expand to a second team to cover more ground. The NOPL Homebound Delivery program only services those within the NOPL area, from Brewerton to the edges of North Syracuse. For those not within the NOPL district, other libraries may have similar outreach programs, such as the Liverpool Public Library. Interested parties can acquire an application from NOPL’s website or by calling the Brewerton Branch to request a mailed application. The form can be returned to any NOPL location. In addition, those interested in the Recommended Reads service option will be asked to provide their reading preferences.
