The village of North Syracuse held their 6th Annual Bunny Breakfast on April 17 at the VFW Post 7290 in the village. The breakfast raised approximately $1,000, which wll be used to fund the North Syracuse Community Festival, said Charlotte LaPorte, festival chair. “This is the biggest turnout we’ve ever had; this is what makes a village,” said Mayor Diane Browning. Melissa and Mike Salvatore, of Liverpool, brought their children Brooke Salvatore, 2 months, and Brianna Ketchum, 2, to visit the Easter Bunny and enjoy breakfast.

North Syracuse BOE approves budget By Caitlin Donnelly
editor@eaglenewsonline.com The North Syracuse Central School District Board of Education adopted a $136,601,471 budget for the 2011-2012 school year during a special meeting April 18 in the North Syracuse Jr. High Auditorium. The budget, which was adopted in a unanimous vote by the board, means a 5.2 percent tax increase for district taxpayers—down from the originally proposed 5.6 percent, explained Assistant Superintendent for Management Wayne Bleau. This means a $107 increase in school taxes on a $100,000 home in
the towns of Cicero, Salina and Clay. The budget also includes the elimination of 67 staffing positions—37.5 instructional, 9.05 special education and 20.6 support staff—which saves the district $4,483,706. Broken down further, this means 16.5 teachers from the K-6 elementary level, 12.9 from the 7-12 secontary level and 8.1 special area—art, music, physical education, etc.—teachers. A public hearing on the budget is scheduled for May 3. District residents vote on the budget May 17. Athletics and co-curricular activities also took hits during budget process. The athletic department lost $97,530 in school
funding, which means the elimination of certain suplies and equipment, less pool and ice rental times and reductions in officials and trips for modified teams. Co-curricular funding was reduced by $37,655 and includes cuts to intramurals, supplies and equipment, and after school clubs in the high school, junior high, Gillette and Roxboro Road middle schools. Other concessions imposed upon the district by the budget include increased class sizes, changing of music from twice each week to once a week for Please see BOE budget, page 6

In less than a month, Onondaga County legislators waded through a decade of census data to create 17 new legislative districts in a reapportionment and redistricting process that some argue did not employ enough research or input from the public. The legislature on Friday April 15 approved the local law to enact reapportioned legislative districts, based on the recommendation made by the Reapportionment Committee on Tuesday April 5. Districts are reapportioned every decade following a US census, and this year legislators were also tasked with shrinking the number of districts from 19 to 17, after voters approved the reduction last fall. The new districts were approved in a 12 to 7 vote along party lines, with Republicans supporting the commission’s proposal. Democrats argued last Friday that the Republicans’ redraw, coined “Plan A,” put voters’ needs second to protecting incumbent Republican legislators. County Democrats had presented their own “plan B” maps, which were defeated Friday. Republicans say the new districts promote “metropolitization” by adding urban neighborhoods to some previously suburban districts. “We’re tying to get away from ‘urban against suburban,” Jim Rhinehart, Legislative chairman, said. “I think it’s very important that legislators represent both suburban and urban neighborhoods.” Each new district accounts for an average of 27,000 voters, said Rhinehart. The average population of the current 19 districts is roughly 23,000, he said. Election commissioners were not available to verify those numbers at press time.

Village budget ready Trustees vote April 25 to approve spending plan, raise taxes tax hike By Russ Tarby Still stinging from Onondaga County’s decision to cut villages out of its annual sales tax revenue-sharing pro-
gram, the village of Liverpool will raise taxes to pay for its 2011-12 budget. It will be the first tax hike here in 14 years. “I feel bad that we weren’t able to have an effect on the county Legislature,” said Liverpool Mayor Gary White. “We went in there swinging and ended up flat begging them,” but the Legislature voted to keep the money it derives from its 4 percent
sales-tax levy to offset its own budget shortfalls and to help the city of Syracuse. “Due to Onondaga County taking half of the village sales tax money,” White said, “our budget is short on revenues by $285,000.” To make up for that loss, village property taxes will rise by approximately 22 percent. Syracuse Home honors local volunteers Volunteer Rosaleen Dugan has spent the past 13 years bringing smiles to the faces of the residents of Syracuse Home. “This is something I’ve always wanted to do,” said Dugan. Dugan, of Liverpool, enjoys her role as a volunteer by sharing her friendly, cheerful disposition with the residents. As a physical therapy transport aide, she has plenty of time to get to know them—and great friendships emerge from the time she spends with them each week. “They are all special. I love them all,” she said. Last year, Dugan donated nearly 300 volunteer hours to Syracuse Home. “I put myself in their shoes. I hope someday someone smiles at me like I smile at them,” she said. She recently sent a postcard from Ireland to Syracuse Home resident Harry Maddeford after learning they had a common interest in worldwide travel. Both had visited the same pub in Ireland and had great conversations about their love of the country. Without a doubt, Dugan goes above and beyond her normal volunteer duties to make a difference. In celebration of National Volunteer Week, Syracuse Home honors and acknowledges all 138 volunteers who dedicate their time and talent to the residents’ well-being. “Our volunteers add tremendous value to our organization through their unending commitment to our residents,” said Kelly Glover, volunteer coordinator at Syracuse Home. Volunteers help out with church services, unit activities, Bingo, outings, data entry, crafts, and much more. They are also encouraged to share their hobbies and musical talents with the

Clark murder ended dreams and disappointments All Mark Clark ever wanted was to sell “Star Wars” souvenirs and race slot cars. Those childhood hobbies blossomed into a career for him as the kid who grew up livin’ in Liverpool became a vintage toy shop owner in Syracuse and an active eBay trader on the Internet. Along the way, Mark married and had a son and, though the marriage faltered, he continued to live his dream operating a store called Toy Galaxy and organizing collectibles conventions at the State Fairgrounds. Mark’s life—both his disappointments and his dreams—came to a sudden end in the early-morning hours of April 21, 2008, when he was shot-gunned to death in the bedroom of the house he rented at 109 Cleveland St., just this side of the railroad tracks here in the village.
That bloody Monday was four days before his 40th birthday. Three years later, Mark’s murder remains unsolved. ‘End of nostalgia’ When he was alive, Mark made plenty of people happy. “Mark Clark was responsible for a lot of smiles,” said his friend and fellow collector Rick Wallon, of Fulton. “He spurred a lot of people to get into [the vintage toy business]. He inspired a whole wave of guys to get into it, get into that nostalgic feeling you get from collecting.” The Onondaga County Sheriff’s Office took over the homicide investigation after Liverpool Police Department initially responded to the scene, and Wallon is frustrated that the case remains open. “No one knows what happened to Mark,” said the

owner of Rickz Toyz. Mark’s father, the late Harry W. Clark, Jr., told Wallon that when he found his son’s dead body that Monday morning in 2008, Mark’s wallet was missing. The Sheriff’s investigators have declined to discuss such details—they won’t even confirm that a shotgun blast caused his death—and have never speculated about a motive. Not long before the killing, neighbors noticed that a live-in girlfriend had moved out of the house Mark had rented for about two years. Harry Clark, who lived on Fourth Street in the village, died in September 2009. “The last time I saw Mark was in March [2008] at the Rochester Toy Show at the Village Gate,” Wallon recalled. “It was snowing when we were packing up after the show, and we were both laughing about the

Two skunks shot dead Wild skunks continue to ruin our quality of life. No one in local government seems to be able to take a stand against the noxious nocturnal critters. As a result, law enforcement professionals are left to deal with the varmints. that morning as well as its peculiar behavior Liverpool Police Officers John Prasky arrived at the scene, agreed that the animal was acting strangely, and pulled out his Glock .45. Prasky “dispatched” the skunk with two slugs. Then on Wednesday April 13, the scene was replayed on Sixth Street where LPD Officer Jerry Unger faced down another duo-toned weasel out for an unusual daylight stroll. He shot it twice, but the animal refused to die. A shotgun was eventually used to finish it off. These unfortunate incidents stand as fair warning. If something isn’t done to stem the proliferation of these infernal beasts, a child will eventually get bitten by a rabid skunk.
The rules to ‘shooting hoops’ in Salina As the weather gets warmer, many people are planning on getting outdoors and shooting hoops. Before you break out the ball, just remember that there are certain rules in the town of Salina that must be followed pertaining to portable basketball hoops. Each town within New York is in control of the law surrounding the location of portable basketball hoops. Salina has established and enforced local ordinances and codes for such portable basketball hoops. As you may be aware, basketball hoops are available in a number of types, including in-ground hoops with a concrete base
and portable basketball hoops that can be moved and stored. The portable basketball hoops are pieces of movable equipment that can be used either indoors or outdoors. A portable basketball hoop usually consists of a pole, acrylic backboard, brace and a base filled with sand or water. Portable basketball hoops are not permitted to be stored or used on public streets in the town of Salina. These hoops not only present a hazard for those playing basketball in the road, it poses danger to motorists trying to navigate the road and the people around it. If you happen to have a portable basketball hoop on the
Earth Day reflections in Cicero After a long, cold and snow-filled winter, spring is finally here. It’s easy to romanticize the arrival of warmer days, greener landscapes and chirping robins. But spring has its somber and sad side, too. The melted snow has exposed a great amount of litter and trash along our roads. Drive along South Bay, Island, Bull, Cicero Center, Ladd and dozens of other roads and you will see it. Cans, papers, bottles, trash bags, mattresses, construction debris and even discarded household appliances are illegally dumped. Even the town’s Park and Ride lot near Cicero’s Four Corners has become a popular dumping
spot. For many years, I and other town officials have observed Earth Day by joining hundreds of volunteers who pick up roadside litter in our town. It’s backbreaking and frustrating work, but it’s also a stark reminder that there are thoughtless people out there who sadly have no respect for our town and its environment. Since Cicero provides town-wide trash removal services and regularly collects discarded metal and unwanted tires from its residents, I believe most of the illegal dumpers plaguing out town live outside Cicero. They see our home as a convenient place to unload their trash. This should infuriate

From the councilor everyone. Illegal dumping not only defiles our town, it cost tax dollars to remove and dispose of these items. The town has a long standing policy of prosecuting those who toss their junk along our roadsides but catching these people is not easy. Last week I spoke with Police Chief Joseph Snell about this problem and he assured me that catching these thoughtless people is a police department priority. However, Chief Snell

As always, if you have any questions or concerns, please stop by my office, call me at 457- 6661 or email me at supervisor@salina.ny.us. It’s helpful, too, if you can provide a license plate number and description of the vehicle. Once again, this Earth Day we will be out there cleaning our roadsides. Slowing to a stop, I suddenly realized that yes; the Thompson Road project was well underway. So why do I bring this up? Traffic snarls are frustrating, annoying, upsetting and stressful. Unfortunately we are going to have to deal with it. This project has been on the drawing board for several years. Intense planning, time and money drive each and every project. This road work that we experience, the interrupted traffic flow and the unpredictable delays are all part of the growth for the town of Cicero. As I was inching along I decided to take advantage of listening to music, looking around the area that I normally don’t even see or remember because I am usually just “driving through.” Because we are always in such a hurry these days, we don’t seem to have patience anymore. From the Supervisor regarding road repairs, first wanting them done and then not wanting the inconvenience while they are being repaired. Since the year 2000, the town of Cicero has had many new residential developments, creating several sub-divisions in the surrounding areas of the town. The main corridors of Route 31 and Route 11 have attracted various commercial interests including several banks, credit unions and new shops in the strip malls. Unfortunately, building up our commercial tax base will not ease our tax burden because we will soon be loosing our sales tax revenue. This is just one of many changes that we will be experiencing through the changes in our county government. As we move forward we must carefully consider every new project and proposition, making sure that is it right for our future growth in the town. With the mandates that the town is responsible for, the town board will continue to be mindful of spending and the future of Cicero.

To the editor, I wish to address several inaccuracies in Mr. Radziewski’s April 13 “Broken Promises in Cicero” letter to the editor. Though Councilor Jim Corl, Jr., did initially vote against an audit, at the March 9 meeting he voted to send out a request for proposal for certified public accountants (CPA) to conduct an audit of the Brewerton Revitalization Project. The interviews of the CPAs were not conducted “solely by Supervisor Boyke” as Mr. Radziewski states. The comptroller, Shirlie Stuart, and the town attorney were also included in the interview process. According to Mr. Radziewski, Mr. Benn was critical of the previous Republican administration during Mr. Benn’s tenure. Mr. Benn was a town councilor from 1998 to 2001. Leonard Brown was the town supervisor during the previous Republican administration. The Brewerton Revitalization Project was not begun until 2006, five years after Mr. Benn left office. It is this project that is being audited. Left out of the letter to the editor was the fact that of the three CPA firms that sent in proposals, Benn & Company had the lowest hourly rate—30 percent lower—and was the only company that included the number of hours that the audit would not exceed. This audit will be tainted only in the minds of petty
DEBORAH GARDNER CICERO
To the editor, Councilor Jim Corl, Jr. seems to second guess every decision of the Cicero Town Board and is not able to offer resistance until he has opportunity to rethink resolutions. Or does he need to discuss the topics with political advisors? His latest mission is to challenge the procedure and award of contract to audit the Brewerton Revitalization Project. He obviously does not understand the process of proposals for professional services. Corl and the town supervisor disagree on the expenditures of the Brewerton Revitalization Project. Not believing the report generated by the town comptroller, Corl even voted “no” for an external audit. The resolution passed and a contract was awarded to a Cicero firm, Benn and & Co. Now Jim has decided to refute the
contract, claiming a conflict of interest with the Benn firm because in the 1990s, Mike Benn was chairman of the Cicero Democratic committee and served a term as town councilor. Corl is well aware of Mike Benn’s integrity and exemplary business morals. I am a member of a nominating committee for a volunteer organization serving seniors and homebound residents in our area, and many years ago I personally recommended CPA Michael Benn and attorney Jim Corl, Jr. to serve as directors. Their professional expertise has saved the organization thousands of dollars. They have worked together for the good of others. Corl knows the caliber of Benn & Co. and has witnessed the expertise and dedication of this local accounting firm. His recent behavior demonstrates that this young man will do whatever he can to discredit anyone and everyone to realize gains in his political career. Corl’s actions and decisions are politically motivated. He needs to spend more time working in

The public embarrassment has become more and more disgusting to residents. A full-time attorney with a young family, Corl would make better use of his town board time if he had agreed to accept his town board assignments from Supervisor Boyke. JOAN KESEL CICERO

Milad Nourmohammadi By Caitlin Donnelly
editor@eaglestarreview.com This week’s Liverpool High School Senior of the Week is Milad Nourmohammadi. In school, Milad is a member of the varsity tennis team, the National Honor Society, and participates in Dollars for Scholars. During his time at LHS, he has won honor awards in U.S. history, principles in engineering and Spanish.
BOE budget
His favorite class in school is human anatomy, and in the future he would like to go into the field of medicine or business. Milad said the greatest influence in his life has been his sister, Nasim Nourmohammadi, because he has “always strived to follow the example she has set.” In his free time, he enjoys playing sports, watching movies, listening to music—especially Drake, and hanging out with friends.

grades 5 and 6, and the cleaning of certain areas on alternate days by the custodial department. “I feel good about the budget,” said Pat Carbone, board president. “I would have supported the 5.6 percent tax increase, but I’m glad we were able to lower it to 5.2 percent because I understand people are hurting during this time.” Dr. Jerome Melvin, superintendent, appeared
content with the budget. “Over the past three years, we have had to cut over two hundred positions and we’ve lost over $20 million in state aid...I think the board reached a point where they decided they didn’t want to damage the educational system any further by cutting more programs. They reached a point where they said ‘this is good for the children,’” he said.

For Dr. Mary Ann Niemczura, the German language is not taught in the classroom, but learned through interactions and experiences with the culture. This belief is what prompted the Cicero-North Syracuse High School teacher to create the “Hands Across the Ocean” project. Created in 1998, “Hands Across the Ocean” is a way for students in Dr. Niemczura’s German 4 and 5 level classes to interact with students in Germany via pen pals, allowing C-NS students to hone their German skills, and the students in Germany to brush up on their English language abilities. In 2007, Dr. Niemczura’s classes began videoconferencing with Marlise Kasper’s grade 10 English classes at the Albert Schweitzer Gymnasium in Gundelfingen, Germany, in the Black Forest area. The classes have been in contact ever since, and hold approximately two video conferences each school year. The most recent video conference was held April 14. For two hours, Dr. Niemczura’s group of approximately 50 eleventh and twelfth grade students asked and answered questions of their German pen pals ranging from summer vacation and favorite foods to movies and plans for the future. The two groups also sang songs, including “Head, shoulders, knees and toes.” “The students are much more engaged in the language when they are speaking with people their own age and having fun,” said Dr. Niemczura. During the video conference, the C-NS students were also reunited with the six German students that visited Cicero during Foreign Language week March 7 to 13, another aspect of the “Hands Across the Ocean” project.

Students from the Albert Schweitzer Gymnasium visited C-NS from March 7 to 13. They are Mrs. Marlise Kasper, Anne Dernedde, Lea Mittendorf, Lara Willman, Julia Ege, Julia Schwarzkopf, Frederieke Czaja and C-NS German teacher Dr. Mary Ann Niemczura. Duringthevisit,Frederieke Czaja, Anne Dernedde, Julia Ege, Lea Mittendorf, Julia Schwarzkopf, Lara Willman and Mrs. Kasper caught a glimpse of life in the United States by sitting in on classes at C-NS and interacting with the students, visiting the Carousel Mall and a Syracuse Crunch hockey game, eating at the Dinosaur BBQ, and of course, visiting New York City. “We loved it in Syracuse, we miss everyone and we want to come back soon,” said Ege of their trip to America during the video conference. During their visit, the girls stated that some of the most impressive aspects of New York were the Empire State Building, the helpfulness of others, the amount of different cultures blended together, and how different the schooling system is from back home

Mittendorf was most surprised by the number of time American students spend texting. Dernedde was shocked to learn that people don’t do much when they are home but relax. In Germany, students go to the cinema, spend time with friends and play games in their free time, she said. The Germanstudentswere hosted by Dr. Niemczura’s German 4 and 5 students and their families, including Kerry Morris, Brenna Ryan, Sarah Narburgh, Chelsea Davidson, Nicole Schenk and Vicky Sakowski. “I just want to jump through the screen and hug
her,” said Davidson, who hosted Mittendorf during their stay. “We miss them and want them to come back.” During their visit, Kasper said she hoped both her students and those at C-NS learned cultural awareness and have an open understanding of the world and similarities across cultures. “It’s amazing to see how interested the students are in learning about each other,” said Kasper. “I hope all the students learned how small the world really is, and how similar students across the world really are during this project,” Dr. Niemczura said. opportunity would have to go through the planning board for zone changes. Also during the meeting, Councilor Jim Corl, Jr., expressed his concern over the hiring of Benn & Company to carry out the Brewerton Revitalization audit. Corl stated that he believed there were some political under-
tones prompting the award contract, since Mike Benn,a Democrat, sat on the town board from 1998 to 2001. The board ultimately voted to award Benn the audit contract with a 3-2 vote. The next Cicero Town Board meeting will be held at 7 p.m. April 27 at Town Hall.

CNS boys tennis gets first Liverpool softball roars to 2-0 start win over Nottingham By Phil Blackwell
pblackwell@eaglenewsonline.com
pblackwell@eaglenewsonline.com Following back-to-back defeats, the Cicero-North Syracuse boys tennis team broke through with its first win of 2011 last Monday, sweeping the Nottingham Bulldogs 7-0. Kevin Tubolino led the singles push for the Northstars, beating Josh Feldman 6-4, 6-3. Ryan Adams held off Jhluendra Bhattari 6-1, 6-2, while Anthony Mann topped Aghilles Bacha by those exact same scores. In the closest doubles match, Colin Crooks and
David Scorzel beat Renaldo Memelli and Shagar Subba 6-4, 6-4. Elsewhere, Scott Frye and Sean Starkweather beat Isaac Garland and Lahn Nguyen 6-2, 6-4, while Vinz Buettner and Jacob Werksman routed Nadir McCray and Edward Smith 6-0, 6-1. Phillip Knoop and Tyler Smith got a 6-2, 6-3 win over Justin D’Antonio and James Jackson. Liverpool played Monday at West Genesee and took a 6-1 loss to the Wildcats, only getting a point in third singles when Jason Lam Beat Erik Breault 6-2, 6-4. Otherwise, the Wildcats won ever match in straight
sets, including a pair of good battles in doubles. Sean Martens and Steve Schneider fell to Tyler Arnold and Matt Plunket 6-4, 7-6, while Bogdan Grynyk and Anthony Taormina took a 6-4, 7-5 defeat to Shane Heyn and Tanner McGuire. Then CNS took its shot at those same Wildcats and lost a 7-0 decision, unable to win a set in any of those matches. Adams fell to James Buttner 6-2, 6-3, while Mann had a 62, 6-2 loss to Garrett Boleslav and Tubolino lost to Brent Boleslav 6-3, 6-0. The closest doubles match saw Mann and Scorzel lose to Breault and Tyler Arnold 6-2, 6-2.
Liverpool, CNS boys lax both earn wins By Phil Blackwell
pblackwell@eaglenewsonline.com Liverpool got a chance to play close to everyone on its roster during last Tuesday night’s game against Utica Proctor, which was one-sided as the Warriors blanked the Raiders 22-0. Nearly scoring a goal every minute, Liverpool led 11-0 at the end of the first quarter and 18-0 by halftime as Austin Hope amassed three goals and three assists.
Jamie Kuppel and Scott Kershner both poured in four goals, while Joe Corapi and Matt Savlov each got two goals and two assists. Devin Clegg also found the net twice as Chris Spencer, Kyle DeAngelis and Colby Velazquez got single goals. Logan Thomas had a goal and four assists, with Harrison Sardella and Nick Kline joining Velazquez with two assists apiece. Though Thursday’s game at Rome Free Academy proved a lot closer, the Warriors still had little real trouble

in a 15-8 win over the Black Knights. Six goals in the first quarter established Liverpool’s control. And by the end of the third period, the Warriors had its margin at 13-6 and could relax a bit. Corapi and Kline both had three goals, part of a well-balanced attack. Savlov had two goals and three assists, with Austin Hope adding two goals and two assists. Clegg Please see Boys lax, page 13

Even with a lot of roster turnover, the Liverpool softball team has the same high ambitions for 2011 as it looks to dethrone rival CiceroNorth Syracuse atop the Section III Class AA ranks. From last season’s squad that went 19-2-1 and lost the sectional final to the Northstars, seven seniors departed – Tiffany Sampere, Beth Lamison, Emily Dumas, Abby Romano, Stephanie VanDusen, Sarah Tram and Darci Mulddon. This left head coach Nick Spataro with a lot of parts to replace, but the new starters appear ready for more success, if last Monday’s seasonopening 9-1 romp of Oswego was any indication. Ashley Kovarik has succeeded Sampere in the pitch-
against Utica Proctor, not letting up until it had a 15-0 shutout of the Raiders. Liverpool got it started with three runs in the first inning, then put together fiverun rallies in each of the next two innings to make it 13-0. Carrie Stoddard, in particular, had fun, getting five hits and earning five RBIs. Castellani doubled twice, scored three runs and got three RBIs as Kovarik had a home run and two RBIs. Angela Charles also drove in two runs. Kovarik and Stoddard combined on a one-hitter with six strikeouts. As in years past, Liverpool would travel to the Disney Wide World of Sports complex in Florida for a week of games during the April school break before returning home Saturday to face Binghamton.
CNS track sweeps past West Genesee By Phil Blackwell

stars had a big effort against West Genesee, prevailing 102-39 as, at the same time, the CNS boys were earning a 80-61 victory over the Wildcats in Camillus. Katie Osborne took over in the girls meet, first by winning the 100-meter high hurdles in 16.4 seconds, then by going 14 feet 6 inches in the long jump and 31 feet 1 inches in the triple jump.
Meanwhile, Mariah Thomson swept to wins in the discus (87 feet 10 inches) and shot put (31 feet 9 inches), with Shannon McCarthy clearing 4 feet 10 inches in the high jump. Jessica Wheeler cleared 7 feet in the pole vault. Elsewhere, Nicole WatPlease see CNS track, page 13

In her season debut, Kovarik was quite effective, surrendering just five hits and getting error-free defense behind her as the Buccaneers’ lone run came in the bottom of the sixth. This was after Liverpool had built a 9-0 lead, with all of its runs coming in the first four innings as it finished with 15 hits. Lucia Castellani had three of those hits, including a home run, and earned three RBIs. Brianna Harris scored three runs and doubled, while Alicia Hansen managed two hits and drove in two runs. Nicole Ciricillo scored twice and Angela Charles amassed a trio of hits. A day later, the Warriors proved quite dominant

O’Hara throws no-hitter Syracuse Shock girls hoops captures third tournament title as Northstars beat F-M By Phil Blackwell
pblackwell@eaglenewsonline.com It took just a week of play for the Cicero-North Syracuse softball team to roar to a 3-0 start and provide a small bit of history in the third of those outings. Sydney O’Hara dazzled Friday at Fayetteville-Manlius, pitching a no-hitter as she finally got some late run support in a 4-0 win over the Hornets. Though it was midApril, this was the F-M softball squad’s season debut. By contrast, CNS had played twice, so it figured that O’Hara would carry a decided edge over the cold Hornets bats on a chilly, windy afternoon. Yet for five innings, FM pitcher Amy Bright matched O’Hara in a 0-0 deadlock, neither side giving. Finally, in the top of the sixth CNS broke through with a pair of runs, tack-
ing on two more in the seventh. As if striking out 12 batters against two walks in a no-hitter wasn’t enough, O’Hara struck a two-run home run to aid the cause. Brittany Paul and Sam Cirillo each finished with a pair of hits as Cirillo and Amy Van Hoven earned one RBI apiece. Bright lost despite striking out 13 CNS hitters, but she allowed four hits and five walks. After opening with a 9-3 win over Horseheads on April 9, the Northstars entered play in the CNY Counties League with a bit of a scare, but got through it. Hosting Central Square last Tuesday at Gillette Field, CNS needed a big rally in the late going to escape the Red Hawks’ upset bid and earn a 7-1 victory. Single runs in the second and third inning put CNS up 2-0, but Central Square
cut it to 2-1 in the fourth on Casey Chase’s RBI single off Sarah Salamone. That would be all Salamone would allow, as she held the Red Hawks to two hits and recorded nine strikeouts. Finally, that work got rewarded when the Northstars got to Central Square pitcher Ashley Sabourin for five runs in the bottom of the sixth to put things away. Cirillo, Sydney Harbaugh and Morgan Phillips each had two hits. Cirillo also scored a pair of runs as Harbaugh, Van Hoven, Phillips, Brittany Paul, Jenna Tartaro and Lindsey Slifer each had one RBI. Following O’Hara’s nohitter at F-M, the Northstars would play early this week in the Oswego Tournament, then resume league play April 26 at Gillette against Baldwinsville.
On March 13, Syracuse Shock girls 13-and-under (seventh and eighth grade) basketball team captured the Cortland YMCA Ballers & Shockers March Madness Tournament with a stellar 5-0 record. The Shock defeated the Cortland Lady Shockers in the championship game to win the title. This is the Shock’s third Tournament win in a row. In January and the first week in March, the Shock won their first two tournaments of the year in Cortland and Phoenix. The Syracuse Shock team was formed last spring and has won five tournaments, one league and playoff championship to date. It was put together by coaches Tim Felasco and Brad Dufrane with players from several Central New York schools, including

At least in the early stages of the season, the Cicero-North Syracuse baseball team’s status as a Class AA favorite has only been reinforced. Another test arrived Friday, when the Northstars traveled to Fayetteville-Manlius, and it had to escape trouble numerous times to emerge with a 3-1 victory over the Hornets. For the pitching assignment, CNS turned to lefthander Kyano Cummings, who had pitched so well in the Northstars’ 9-3 season-opening win over Baldwinsville on April 9. Cummings would keep putting runners on base, allowing nine hits and two walks. All that F-M could get, though, was a run in the bottom of the second off Jeremy Mapstone’s bases-loaded infield hit, which tied it 1-1 after Eric Hamilton’s run-scoring single in the top of the first briefly put CNS in front. So it remained, despite numerous chances on both ends, until the top of the fifth. Riley Moonan led off with a single, reached second on a sacrifice bunt and, with two out, raced home when Cory Burrows’ bouncer just eluded first base and dribbled down the right-field line. CNS nearly gave up that

2-1 lead in the bottom of the sixth. After a dropped fly ball put Louis Testone on second, Bryan Hill singled, but left fielder Mark Sherlock fired a bullet to home plate, and Burrows tagged out Testone trying to score. Two batters later, Mike Palermo drilled a shot off Cummings’ ankle for an infield hit. Able to walk off the injury (though he had ice on the ankle afterward), Cummings, with the bases loaded again, coaxed Mapstone to fly out, keeping it 2-1. Three singles, the last of them by Hamilton, added a run in the top of the seventh to double CNS’s margin. Reliever James Coleman then put the tying runs on base in the bottom of the seventh before striking out Hill to end the game. The Northstars’ trip to Central Square last Tuesday afternoon turned into a onesided affair as CNS scored in each of the first three innings, then exploded late in a 14-0 shutout of the Red Hawks. It was 6-0 by the top of the third, more than enough runs to give Joe Pokrentowski as he went six innings for the win, striking out 10 while allowing just three hits. Pokrentowski would have gone the distance had CNS not batted around in the top of the seventh, adding eight insurance runs that allowed
James Coleman to close out the mound duties. Riley Moonan led the plate charge with three hits, including a home run and double, three RBIs and three runs scored. Eric Hamilton also went deep as he, too, scored three times and got a pair of RBIs. Matt Dykeman managed three hits as Jack Hotaling added two hits. Sherlock and Vince Mallaro and each scored twice. Right after the battle with F-M, the Northstars made another trip Saturday, to Jamesville-DeWitt, and toyed with the Red Rams in a 22-8 romp. CNS already had a 3-0 lead when, in the top of the third, it erupted for eight runs, following that up with a seven-run fifth inning as it finished with 17 hits and got aided by five JD errors. Dan Brower pitched six innings, earning the win as he struck out six and allowed five hits. Mallaro scored four runs as he and Brian Hamilton both finished with three RBIs. Moonan, Sherlock, Hotaling and Dykeman each drove in two runs as, in all, 10 different players scored at least once. Eric Hamilton and Mark Centolella each had one RBI. During the spring break, CNS would stay at home, scheduled to visit Henninger before hosting Auburn and Rome Free Academy.

Process, and results, cause conflict “If you put a map up of the 19 districts, and then put a map up of ‘Plan A,’ I can point to about seven or eight or nine districts that are almost exactly the same as they were to start, because they happen to be Republican districts out in the suburbs,” said floor leader Mark Stanczyk, 9th-D. He contended the sixmember Reapportionment Commission “did not act like a commission” by excluding input from the Democrats. Democrats also found fault in the April 13 public hearing on the commission’s proposed reapportionment. Stanczyk argued that there was no way input from the public that was heard Wednes-
establishment—could be an important step toward reducing the dropout rate.” Apparently Mr. Tarby did not read the petition. A copy can be found on-line. While we would have preferred to support the opinion of the administrators in our school district as to the benefit of establishing a FOCUS Academy, we signed the petition because we have a number of concerns about putting theAcademy in the former Wetzel Road Elementary School (WRE) building. It was no surprise that the board of education approved theAcademy program in the 2011-2012 budget while eliminating a team of teachers at Liverpool Middle School. We have been told that certain students are at risk
From page 1 day could be incorporated into the local law voted on Friday by the legislature. “Local laws were on the desk. The public input could never be taken into account because it couldn’t change the local laws that were on the desk,” Stanczyk said. He said the process “made a sham of the commission, and it made a sham of the public hearing.” But Rhinehart defended the commission’s process, pointing out that the first proposal the commission reviewed was one submitted by Democrats. “For anybody to say this was a closed process, that ideas were not exchanged -- it’s just not true,” Rhinehart said. What next
The local law passed Friday will go to Republican County Executive Joanie Mahoney next, who will hold another public hearing at 11 a.m. Thursday April 21, in the county executive’s conference room on the 14th floor of the Civic Center. Mahoney has the power to approve or veto the legislature’s proposal; Martin Skahen, Mahoney’s director of communications, said she would make a final decision after the public hearing. If she elects to sign the local law, Mahoney would have to do so by June 6. A veto decision would have to be made by May 15. But with some door knocking, the public could have even more say in the redistricting plan.
A petition of approximately 14,000 signatures, or 10 percent of the number of people who voted in the last gubernatorial election, could send the redistricting proposal to public referendum, according to Kathy Kimball with the board of elections. Legislator Thomas Buckel, D-7th, said the public would have 45 days to gather the signatures needed to send the vote to permissive referendum. “It’s an overwhelming task. It would take all of 45 days for the people to go out almost every night,” Buckel said. A proposal to send the vote to public referendum with only 7,000 petition signatures was rejected Friday along party lines, with 12 Republicans voting against and 7 Democrats voting in favor.
tize them from their friends and the student body. We are aware of improvements that have already been made to the WRE building. We believe that substantial savings to the district could have been realized if the former WRE building were closed to operations and used instead for storage. We were told the cost to “repurpose” the WRE building for the Academy would be only $40,700.00. Really? We believe that it would be better and more practical to implement this new, ambitious program slowly, deliberately and have an opportunity to measure its success before incurring the added expense of operating the Academy in a separate building. Wouldn’t it be better to prove success first than
invest heavily from a financial, logistical and program management perspective in the unproven Academy concept? Finally, we want to be clear on an important point: contrary to what was alleged by several school board members in a letter to the editor on March 30 (and implied in Tarby’s comment), we and, to be sure, other signers of the petition did NOT sign the FOCUS Academy petition to deny “these students their chance to be successful ... for selfish reasons at the expense of these kids.” That was a false and insulting personal attack!
From page 1 of not graduating because they cannot perform well enough in our larger high school setting and they need to be totally segregated into a smaller school building for classes, labs, gym, library, cafeteria, etc. Given declining enrollment there must be excess, separate classroom facilities for 90 high school students (why 90?) in the high school building. The administration has not offered a compelling reason why Academy students could not utilize some common facilities like the high school cafeteria. We suggest there is some likelihood that selected students and parents will not agree to the separate building because of the risk that assigning these students to a separate building will stigma-

terud earned a victory in the 3,000-meter run in 11:10.1, while Marissa Puma took the 100-meter dash in 14 seconds flat. Puma also helped CNS win the 4x100 relay (54.1 seconds) as Shannon Bausinger, Sarah Shannon, Katie Laris and Nicole Campagna tore through the 4x800 relay in 11:02.5. Going to the boys meet, the Northstars earned many decisive points in field events. Cameron Doray tossed the shot put 39 feet 5 inches and also prevailed in the discus (85 feet 5 inches), while Mike Hyde cleared 10 feet in the pole vault and Kareem Lee went 14 feet 11 inches in the long jump. Joel Brousseau had a top high jump of 6 feet. In a highly-anticipated mile duel, Chris Buchanan beat WG’s Billy Gabriel, 4:23.7 to Gabriel’s 4:26.9, which made up for the Wildcats winning two of the three
relays. CNS saw Ryan Connor cover the 100 in 11 seconds flat and finish second to Andrew Johnson in the 200, 23.2 seconds to Johnson’s 22.8. In the 4x100, Connor, Johnson, Mark Broughton and Matt Ryle took first place in 44.8 seconds. And the great work didn’t stop there as the CNS boys went to Baldwinsville Saturday and took the top spot at the John Arcaro Memorial Relays with 126 points, ahead of the host Bees, who were second with 96 points. The Northstars won four events, including the 110 high hurdles, with the times of Lee and Sam Nassar adding up to 35 seconds, and the distance medley relay, where Buchanan, Jared Walther, Anthony Lupia and Shawn Webb prevailed in 11:36.2, beating Hannibal by 6.6 seconds.
Celebrate
Walther returned to help Connor, Broughton and Frank Volino win the 1,600 sprint medley in 3:52.5, and in the 4x100 relay that same quartet, with Andrew Johnson replacing Walther, finished in 45.3 seconds to beat B’ville by a full second. CNS also notched secondplace finishes in the triple jump (68 feet), long jump (35 feet 3 ½ inches), high jump (10 feet 4 inches) and discus (199 feet 11 inches). On the oval, the Northstars got second in the 1,000 sprint medley (2:07.2) and 4x800 (9:09.8), meaning CNS earned 48 points just from runner-up finishes. As if that wasn’t enough, the Northstars were third in the 4x400 (3:50.1), 3,000meter steeplechase (23:40.3), 4x200 (1:40.2), 400 hurdles (2:15.4), 25-pound weight throw (64 feet 6 inches) and shot put (76 feet 9 ½ inches).

The trustees met again April 15 to discuss contract negotiations, and a special meeting is scheduled for April 25 to adopt the 20112012 budget which calls for $2,223,428 in spending. The balance of its budget comes from sources such as court fines, fees, Gleason Mansion rental income, interest income and the county’s new Village Infrastructure Program which was established in lieu of sales-tax revenue sharing. Despite coming out on the short end of the stick on the county’s sales tax decision, White sees some light at the end of the tunnel. “Over time, the expansion of the village business district will offset the sales tax bite,” the mayor said.

Meanwhile, the county tax rate for village property owners is going down by $1.32 per thousand, due to the sales-tax distribution decision. So, for $100,000 homeowners, their village tax bills “will be offset somewhat by the $132 decrease in the county tax rate,” the mayor said. Last year, the village collected $1,184,717 in property
