Throughout May, Onondaga County public libraries will collect worn, tattered or faded American Flags that need to be respectfully retired. Flags may be dropped off at any library until May 17. Collected flags will be properly burned at the Memorial Day Watchfire ceremony sponsored by the Central New York Chapter of the Vietnam Veterans of America. The watchfire, based on the military ritual of guiding missing soldiers back to their units after battle, serves as a tribute to American service members who have sacrificed, fought and died in service to our country. It also provides an opportunity to properly and respectfully retire unserviceable American flags. The watchfire ceremony is free and open to the public. It will be held on Sunday, May 24, at the Veterans Memorial Watchfire Park at the New York State Fairgrounds. The pyre and respectful burning of flags begins at dusk.

Comings and goings Taylor promoted again; Cole, Martin sent back to Syracuse Chiefs By Russ Tarby In minor-league baseball, transitions and transactions are the way of the world. Four weeks into the 2015 International League season, the Syracuse Chiefs have already endured 23 different transactions. On April 28, the Chiefs best outfielder, Michael Taylor, was recalled by the Washington Nationals. Taylor – who began the season as Washington’s starting center fielder because Denard Span was hurt – now takes over for backup outfielder Reed Johnson who’s out with a strained calf. With the Chiefs, Taylor hit an impressive .385 with a double, a home run and four walks. Meanwhile catcher Jeff Howell took Taylor’s place on the Chiefs’ active roster. Howell has played in 67 games over the last three seasons for Syracuse. 2015 marks his 11th year as a professional. Also on April 28, right-handed reliever Rafael Martin was optioned by Washington and should soon return to the Chiefs’ bullpen. Martin struck out five consecutive Red Sox hitters in his major-league debut. Like Martin, starting righty A.J. Cole is expected to rejoin the Chiefs after allowing nine runs in two innings in his major-league debut April 27. Cole’s still a star in Syracuse, however, where he has pitched to a 2.40 ERA in three starts this season.

Upcoming home games

After traveling to Rochester and Pawtucket, the Chiefs returned to NBT Bank Stadium on May 1 to host the Columbus Clippers and the Norfolk Tides. The homestand continues against the Durham Bulls – top farm team of the Tampa Bay Rays – at 7:05 p.m. Friday, May 8; 1:05 p.m. Saturday, May 9; and 1:05 p.m. Sunday, May 10. Friday is Nurses Appreciation Night with fireworks following the game. Saturday fans can bring their pet dogs to the stadium for Bark in the Park, and Sunday is Mother’s Day when families are invited to play catch on the field after the game. Ticket prices range from $4 to $12, and parking costs $5; syracusechiefs.com; 474-7833. Back on April 22 Chiefs lefty Matt Grace was promoted to the Nationals and the next day right-hander Matt Swynenberg was promoted to Syracuse from Double-A Harrisburg. Chiefs fans anticipate the imminent return of hot prospect Brian Goodwin, a 24-year-old outfielder from North Carolina who’s now tearing up the Eastern League, hitting .318 with three doubles for the Har-

risburg Senators. A few players now struggling in Washington may be sent to Syracuse unless they suddenly start producing. They include slugger Tyler Moore, infielder Danny Espinosa, reliever Blake Treinen and even former NL All-Star Dan Uggla. A 35-year-old infielder, Uggla may have kept himself in the show by slugging a gamewinning homer April 28 against Atlanta Braves closer, Jason Grilli, a native of Baldwinsville.

Chiefs chatter

After their first 20 games, the Chiefs post a W-L record of 7-13, but they after a similar slow start last season they went on to win the IL North Division pennant which now waves proudly next to the Star-Spangled Banner just beyond the stadium’s right-center-field wall. After drawing a walk on April 28, Chiefs infielder Cutter Dykstra had reached base in 14 of the 15 games he has played for Syracuse. He leads the team with a .400 on-base percentage. On April 16, when more than 8,000 fans turned out for the Chiefs home opener, the 50/50 cash jackpot earned the winner nearly $3,000! Fans are enjoying a new concession stand which serves wine. Situated along the first-base-line, the vino booth is cleverly named The Corked Bat.

Russ Tarby can be contacted at russtarby@ aol.com.

Volunteer tutors needed to help refugees with English, computer skills JOBSplus! is recruiting volunteer tutors to help refugees practice “everyday” English and teach them computer skills this summer. No experience is necessary. Tutors need to attend a twoand-a-half hour training session in June. Those interested will also need to attend an orientation to meet the students. Classes are from Monday, July 6 to Friday, Aug. 14. Volunteers will teach two hours per week at various locations throughout Syracuse. Contact Wendy Carl-Isome at wendy.carl@jobsplus.cc or call 442-3242 ext. 1162. In 2014 the program helped 61 refugees improve their English and computer skills. The refugees were instructed by 38 volunteer tutors. Approximately 60 percent of the refugees were self-sufficient within 90 days of the instruction.

Cortland regional solid waste partnership advances OCRRA Administration Committee moves resolution, expressing intent to sign proposed inter-municipal agreement with Cortland County

The Cortland-Onondaga Regional Solid Waste Partnership between Cortland County, Onondaga County and OCRRA is proposed to improve municipal solid waste management within the two counties. Today, OCRRA’s Administration Committee moved a resolution expressing intent to sign an inter-municipal agreement with Cortland County to the OCRRA Board for consideration on May 6. Execution of the agreement is contingent upon future legislative action by both the Cortland and Onondaga County Legislatures. The proposed agreement, which is for a period of ten years with two, five-year renewals, includes the use of the OCRRA Waste-to-Energy (WTE) Facility for processing Onondaga County and Cortland County trash and certain construction and demolition debris materials into energy (thus

increasing energy production and metal recycling, while reducing greenhouse gas emissions). In addition, Cortland County’s Landfill would be utilized for disposal of non-hazardous ash residue from the WTE Facility (significantly reducing OCRRA’s transportation distance). “Inter-municipal partnerships like this that provide environmental benefits through shared services AND create economies of scale that improve finances are groundbreaking,” said OCRRA Executive Director Mark Donnelly. “This agreement has the potential to improve solid waste management and green programs throughout Cortland and Onondaga County.” The State Environmental Quality Review (SEQR) process for the proposed partnership is in its final phase. After offering extensive public participation opportunities, including public hearings and public

comment periods, both the Cortland and Onondaga County Legislatures adopted the Final Environmental Impact Statement, which was prepared by Barton & Loguidice of Syracuse. Following OCRRA’s potential Board action, a Findings Statement must be reviewed and accepted by both Legislatures, and respective solid waste importation laws would need to be addressed in order for the partnership to begin. “I’m very happy with the terms we were able to negotiate with OCRRA,” said Cortland County Solid Waste Chair Tom Hartnett. “We have built a strong working relationship through this process and I look forward to working together.” The previously unreleased contract can be found at www.ocrra.org/news/details/42 or cortland-co. org/Legislature/Index.html.

Onondaga County Save the Rain supports science education in Syracuse through Baltimore Woods’ program Thanks to a partnership with Onondaga County Executive Joanie Mahoney’s Save the Rain program, third graders from Syracuse City elementary schools will wade into the stream at Elmwood Park this spring to study aquatic invertebrates (crayfish and water insects) in order to gauge water quality. This hands-on program is one component of Baltimore Woods Nature Center’s “Nature in the City” program, a kindergarten through sixth grade science education program that links 19 Syracuse city schools with local parks and green spaces, connecting children to science using their own neighborhoods. For over 3 years, Onondaga County Save the Rain has partnered with “Nature in the City” to teach third grade children about the water cycle, pollution, storm runoff and how Onondaga County uses green infrastructure projects to improve the water quality of Onondaga Lake. The third grade program on Save the Rain includes three, one-hour long lessons that align with the New York State science curriculum. The Save the Rain Program is County Executive Mahoney’s award-winning program to improve the water quality of Onondaga Lake and its tributaries. To date, the county has advanced more than 175 distinct green infrastructure projects, on public and private property. Onondaga County is a national model for the implementation of a balanced approach to storm water management, combination of smart gray investments with innovative green infrastructure solutions. Onondaga Lake has seen tremendous improvement in water quality and the ecosystem is thriving. In addition to program funding, Onondaga County Save the Rain has developed Green Infrastructure projects in or near local schools to show children successful examples of green infrastructure, such as rain gardens and porous pavement, and their impacts on water quality. At Seymour Elementary, students maintain a rain garden in their playground area that was created in 2012 through Save the Rain. Dr. King Elementary students can see the benefits of porous pavement that was laid in front of their school to reduce run off into the storm sewer system, thus allowing rainwater to re-absorb into the ground. “Nature in the City” is a working example of a partnership between public, private and non-for-profit sectors of the community. The Syracuse City School District funds a portion through annual budgeting and Onondaga County’s Save the Rain program supports the third grade lessons in 11 of the 19 Syracuse City School District elementary schools. Local corporations with a vested interest in promoting STEM education sponsor individual schools each year. For the current 2014/15 school year corporate and foundation sponsors include: National Grid, SRC, Key Bank, Carrier, Lockheed Martin, Byrne Dairy, O’Brien and Gere, The Jim and Juli Boeheim Foundation, Colonial Laundromat, Maxian+Horst, Dominion, Upstate Medical University, Excellus BlueCross BlueShield, Price Chopper’s Golub Foundation, Lockheed Martin Employee Federated Fund, and Time Warner Cable’s Connect a Million Minds. Baltimore Woods Nature Center and its certified educators implement the program.
