How much of your income really goes toward taxes? Using data from the U.S. Census and Onondaga County Real Property Tax Services, we broke down the tax bill of a typical family in Central New York. The median household size in Onondaga County is 2.43 people, so our hypothetical family consists of two adults and a child. Their annual income before taxes is $54,242, and we found that 51 percent of their pay goes to taxes: federal and state income taxes, payroll taxes, local and school taxes, and more.

Industrial hemp in New York state? Efforts underway to legalize, capitalize on this burgeoning cash crop By Isabelle Hoagland and Jason Emerson

Industrial Hemp and marijuana are not the same thing. One gets you high, while the other is used to make countless commercial products. The differences between the two are not well understood by most people. More than a dozen states in America allow the growing of industrial hemp, and New York just joined the ranks for test piloting programs – but this is a long way from making the crop used and profitable. After being prohibited in the United States for more than 50 years, the federal Industrial Hemp Farming Act aims to amend the Controlled Substances Act to exclude industrial hemp from the definition of marijuana and would allow American farmers in any state to grow the crop. Lupardo and New York State Senator Thomas O’Mara have been working in recent months to explain the benefits this initiative would bring for farmers in New York state. “We took the initiative in New York State last year to begin positioning our agricultural industry and farmers at the forefront of domestic production of industrial hemp,” said O’Mara. 45407_5

“Hemp products generate hundreds of millions of dollars in revenue every year. This crop has the potential to boost our agricultural economy and create new markets and manufacturing opportunities,” said New York State Assemblywoman Donna Lupardo, who represents the 123rd district which covers the Binghamton area. Once legalized, industrial hemp could be the cash crop of the century as it can be used in the production of textiles, new industrial products, building materials, paper, foods, energy and environmental products, auto insulation panels and body care. At the moment, all raw material must be imported, and last year Canada alone shipped $600 million of hemp to American businesses, according to a recent article by New York Times. “Hemp’s time is way overdue, we are importing millions of dollars of products into this country. We need to be able to grow it and not just buy it. There is no reason we can’t be growing this product here and rebuild our agricultural economy,” said Lupardo who is focusing on helping rebuild the agricultural economy in the Southern Tier. Hemp has a long history in the United States and is capable of producing a wide array of products. According to an article in the International Business Times, “the economics alone are enough to convince anyone,” says Eric Steenstra, executive director of the Hemp Industries Association. Despite the fact that hemp farming is illegal, the U.S. is the world’s biggest consumer of it, while it is being grown legally in 30 countries around the world. According to govtrack.us, the Industrial Hemp Farming Act of 2013 was originally introduced in the House of Representatives on Feb. 6, 2013, by a previous session of Congress but was not enacted. This year, the Industrial Hemp Farming Act of 2015 has been reintroduced to both the House and Senate by Sen. Ron Wyden (Dem-Oregon) and Rep. Thomas Massie (Rep.-

“Consequently, the approval of this act would truly jumpstart the growth of these new economic opportunities for New York’s farmers, generate revenue and create jobs. I’m hopeful that our Congressional representatives will fully recognize this opportunity to diversify and strengthen agriculture in New York state and nationally.” According to the Cornell Field Crop News newsletter, New York state passed a law allowing research trial sites for industrial hemp in the state this year, becoming the 19th state legalizing research and/or production industrial hemp trials. The state Department of Agriculture and Markets has formed a Hemp Work Group, and is currently working on a set of guidelines governing any hemp trials, but “it is difficult to make any plans for potential trials before guidelines are developed.” At this time there is no financial support for hemp trials from New York state or from Cornell, and federal law still forbids planting of hemp for any reason; but there is legislation proposed to change this. It is not clear at this time what sort of regulations will be necessary for growing hemp in New York, the newsletter stated. “Most people are overwhelmingly surprised it is illegal,” said Susan Cody, president of the New York Hemp Industries Association, who has been speaking and advocating for the uses of industrial hemp in communities around Central New York. “Explaining the differences between industrial hemp and marijuana is the hardest part of this fight, but most people get it once you tell them.” See hemp, page 5

Upstate Cancer Center has one goal: saving lives Marks first anniversary of offering state-of-the-art technology in a healing environment The Upstate Cancer Center is celebrating its first anniversary of fulfilling its mission to enhance patient care by incorporating state-ofthe-art technology and services into a single, patient-centered facility. “In the past year, we’ve relocated existing and newly developed multi-disciplinary teams— physicians from various medical specialties all working together to treat the patient— into this location,” said Dick Kilburg, associate administrator for the Upstate Cancer Center. “This close proximity allows unprecedented collaboration among teams and a more convenient, streamlined patient experience.” The Cancer Center was specifically designed with the patient in mind, and brings together a wide range of advanced surgical, radiation and chemotherapy treatments. The facility features 27 infusion chairs, a high-tech intraoperative suite (which includes a 3T MRI for imaging during surgery), the Vero stereotactic body radiotherapy system for advanced treatment of lung, liver and prostate cancer, and the TrueBeam, an advanced radiotherapy option which lessens treatment time. Along with four linear accelerator vaults for radiation therapy, new technologies were added to Upstate’s previously-existing cancer-fighting arsenal — Tomotherapy, Calypso, Gamma Knife Perfexion and RapidArc — to provide an unmatched breadth of radiotherapy options in the region. Additionally, the Dr. William J. Waters Center for Children’s Cancer and Blood Disorders has moved into the Cancer Center to offer care to the youngest patients. “The needs of our patients, both adult and child, and their families were a driving force behind the development and design of the Upstate Cancer Center,” said John McCabe, MD, chief executive officer of Upstate University Hospital. “We have put most of our outpatient cancer services in a setting that promotes healing and gave our health care

Hemp Central New York, with its vast rural and agricultural areas, could benefit substantially from the legalization of industrial hemp growth, but for it to be accessible and economically profitable, it must be grown and processed locally, said Cody. “It’s important for Central New York communities like ours to become educated and knowledgeable about hemp, and most definitely to take action,” she said. According to Cody, marijuana is the plant which contains the medicinal, psychoactive substance known at THC. Hemp contains virtually no THC. A whole hemp field could be smoked, and a person would not get high. Hemp’s fiber is used for countless products including paper, clothes, rope, building materials and the seeds are used for food, plastics, cosmetics and bio fuel. Agriculturally, hemp grows quickly, does not need to be sprayed with pesticides, does not

From page 2 need fertilizer and weeds out other unwanted plants. It is also a good rotational crop which adds nitrogen to the soil, she said. Hemp growth and production is booming in many states throughout the country, especially in Kentucky, Cody said, but in places like New York, manufacturers wishing to use industrial hemp need to import it from Canada. One such manufacturer is James Savage, who started his company, Green Built LLC, in Albany to create building materials derived from cannabis, and who has installed the first hemp lime (also known as hempcrete) insulation retrofit in the Northeast. According to Savage, hempcrete is made using the woody, balsalike interior of the Cannabis sativa plant (the fiber for textiles comes from the outer portion of the stalk) combined with lime and water and contains no more than 0.3 percent of THC. “It’s mold, fire and insect resistant.

Additionally, it regulates temperature and humidity because it is a vapor-permeable material so it acts as a natural dehumidifier. It adds humidity in the winter and decreases it in the summer,” said Savage. Additionally, Hempcrete is completely nontoxic and provides better environmental quality while at the same time decreasing concern over the use of toxic building materials. “This is a material whose time has come. It satisfies the combination of people wanting to reduce energy use and have healthier homes, which has led to where we are now — increasing interest in hemp as a building material because it meets both of those criteria,” said Savage. Cody is one of many hemp advocates working to get industrial hemp growth legalized in New York state. The New York State Department of

Agriculture and Markets is currently investigating the potentials of growing and cultivating industrial hemp in the state, and held a public meeting on a proposed rule change on the issue this past May. The state departments of agriculture, health and criminal justice are all looking into this currently, although the governor had made no public comments on the issue so far, Cody said. While it could take years to get this crop growing in New York, education and advocacy right now are the best tools supporters have, she said. “I feel the more information we have, especially in our rural communities, when it becomes more mainstream people will have more of a basis for making better business decisions,” Cody said. “Right now we’re just trying to change the law and get the appropriate people to do what needs to be done to accomplish this.”

Geddes Federal: Helping people become homeowners Geddes Federal Savings and Loan has two programs to help people become homeowners. Their First Time Home Buyer program is open to anyone who has never owned a home before. Geddes Federal will pay the mortgage tax and attorney fees for loans up to $150,000. The property must be located in a 50-mile radius of a Geddes Federal location. According to Geddes Federal Savings and Loan president, Brian DuMond, “Geddes Federal takes great pride in the role we play in helping people achieve the American dream of becoming a homeowner. Committed homeowners create stronger communities.” Geddes Federal also has a program designed to assist

persons with low or moderate income to purchase a home, and to assist any applicant who would like to purchase a home located in low or moderate income neighborhoods. The program, known as GeddeStart, gives special consideration, greater flexibility and reduces requirements on mortgages. “Low or moderate income neighborhoods are proven to be more stable when a good percentage of the homes are owner-occupied. Programs like GeddeStart make homeownership possible for more people,” according to DuMond. Kerry Quaglia, executive director of Home HeadQuarters, said, “Home HeadQuarters applauds the efforts of Geddes Federal and all lending institutions who

create special programs that make it easier for first-time home buyers to qualify for a mortgage – particularly when those responsible buyers have low or moderate income levels.” Some people may qualify for both GeddeStart and the First Time Home Buyer program. The applicant could put 3 percent down and have attorney fees and mortgage tax paid, but the maximum mortgage in this case would be $100,000 and the home would have to be in Onondaga County. County Legislator Derek Shepard joins Farrell, Martin and Barnell By Ashley M. Casey With specialties in real estate, elder law and estate planning, the attorneys at Farrell, Martin and Barnell make it their mission to help the people of Baldwinsville plan ahead. That’s been the case since the firm’s inception in 1946. Now that County Legislator Derek Shepard is joining the firm, the partners are working on the firm’s future without losing sight of its storied past. “One of the things we’re noticing now is we’re representing the third generation of families [of our client base],� said partner Charlie Farrell, whose father Simeon J. Farrell joined what was then the Gale and Stone firm in 1952. Norman J. Martin joined the firm in 1958. In 1964, the firm became Farrell, Martin and Barnell, the name by which it’s been known ever since. In 1976 and 1980, respectively, Charlie Farrell and Paul Martin joined their fathers’ practice. Farrell said he’d known since high school that he wanted to work in the family firm. “Local people like to deal with local people,� Martin said of serving the Baldwinsville community. Shepard, a graduate of Syracuse University’s College of Law, first met Farrell when the two were representing clients during a real estate transaction. “I was on one side and Charlie Farrell was on the other,� Shepard recalled. “We worked well together and it sparked a conversation.� Shepard then moved from his solo private practice

to Farrell, Martin and Barnell. A lifetime resident of Baldwinsville, Shepard said he is looking forward to practicing in his community. “It means a lot to me,� he said. “I would rather be looking out the window at the Four Corners in Baldwinsville rather than the skyline of Manhattan. This is exactly the kind of environment [where I’d like to] practice.� The arrival of Sara Connell Brady in 2014 was a boon to many of Farrell, Martin and Barnell’s older clients. Brady specializes in elder law and Medicaid. Now, Shepard is bringing his real estate law expertise to B’ville’s hometown firm. This allows the firm to provide a greater range of legal options to Baldwinsville residents instead of referring them elsewhere. “Baldwinsville’s done nothing but get better since I was born, and I want to continue that,� Shepard said. With Farrell and Martin both nearing retirement age, they are looking to Shepard and Brady to help continue delivering quality legal services to the Baldwinsville area. “There’s a lot of stress in this business,� Martin said. “If you have partners who can cover for you, it helps.� As the firm approaches its 70th anniversary, the partners are discussing adding some new faces to the lineup in the next few years. Whatever happens, the strong community connection will remain.

Crews will begin to dismantle the “old” Audi store to make room for an expanded Porsche of Syracuse. Currently located between Audi and Lincoln, the new Porsche showcase will be much larger and modern. The brand continues to grow and the renovation will allow Driver’s Village to meet demand, bringing an additional world class operation to Central New York’s largest automotive group. Look for the grand opening later this year or early 2016.

Customer service is key at Hudson & Mowins By Ashley M. Casey Since 1946, Hudson & Mowins has made its name in Baldwinsville as a familyowned auto repair shop with strong connections to its customers. Although a lot has changed in their industry, third-generation owners Greg and Cathy Hudson have kept the founders’ vision alive. “We have stuck with the same ethics [Greg’s] father and grandfather used,” said Cathy Hudson, secretary and treasurer of Hudson & Mowins. Her husband, Greg, is president of Hudson & Mowins. Cathy said they pride themselves on honesty and loyalty to their customers. They rely mostly on wordof-mouth to generate their customer base. “When you live in a small town, you’ve got to treat people right because word gets around,” Cathy said. “We still have customers come in that Greg’s grandfather [co-founder Gates Hudson] used to have,” she added. “They’re very few, but it’s nice to see them.” Caring for the customer is important to Hudson & Mowins. They provide a lounge for people to wait for their cars, and 12-and-a-halfyear-old Welsh Terrier Ally is always up for a friendly pat. “Customers expect to see

charge,” Greg said. “We didn’t advertise it. [We just said,] ‘We should do something.’” Communication is key at Hudson & Mowins, both with customers and with employees. “Our technicians talk directly to the customer. There’s no miscommunication and the customers love it because they actually get to

talk to the person who worked on their car,” Cathy said. Cathy said the technicians Hudson & Mowins are highly trained professionals, and they experience little turnover. “We find good people, we treat them right, and they reciprocate,” she said. “They are all definitely family. Those are my brothers out there. When you work with

them all day, you develop that relationship.” Hudson & Mowins is continuing its mission of green business. In addition to emphasizing paperless communication and heating its facilities with a furnace powered by used motor oil, the business has had solar panels installed on the roof. “On a nice, sunny day,

75 percent of our electricity comes from solar panels,” Cathy Hudson said. Since their September 2011 installation, the panels have fulfilled an average of 30 percent of Hudson & Mowins’ annual power needs. “It’s all part of everybody’s responsibility to take care of Mother Earth,” Cathy said.

The history of each vehicle is there as soon as a customer comes in the door.” He said that customers are the number one priority, “and the service at Longley Dodge in Fulton is what keeps customers coming back. We have a large customer base that has been doing business with our dealership for 30 years. We had one family that bought over 30 vehicles from us, starting with a 1960 Studebaker.” Besides the generations of car buyers are the three generations of staff at Longley Dodge. Earl and Harold Longley began the business in 1947 strictly as an auto body shop. The family dealership

was established in 1955 and the brothers added the Dodge line in 1964, making Longley the longest-standing Dodge dealership in Oswego County. Earl’s son Dennis and Harold’s son Gene are still involved in the business. Doug’s father Dennis learned the business from the ground up. After graduating from Northwood University’s Automotive Business School he worked in the body shop for 10 years. He joined the sales team in the late 1970s and served as sales manager from 1980 to 2000. “We’re a family organization,” said Doug. “I think that has a lot to do with it, especially since we’re in a small community. People like to come here and know they’re going to get good service.” And that service isn’t overbearing, Longley said. “Our sales staff doesn’t pressure you,” he said. “They’re not pushy. We don’t like to operate that way, because it doesn’t really serve the customer as well.” That’s why people keep coming back. “A lot of our business is repeat business,” Longley said. “People come back to us.”

Farmers the early 1800s. Her career in insurance began in 1986 in the agency owned and operated by her family. As a licensed sales associate, with a wealth of knowledge about the people and places of Central New York, she built strong relationships with clients. In 1994, she moved to warmer weather in Orlando, Fla. There, she was a valued agent in one of the top Allstate agencies in the downtown area, until an opportunity to open up her own agency came in 1997. She relocated again, this time with her three young children in tow, to Columbus, Ohio, and opened an Allstate Insurance agency. Although she gained recognition and several awards for her agency’s success there, Joyce felt a strong need to bring her children back to her family’s roots here in Central New York. She sold her agency in Ohio and moved back to the Syracuse area managing her family’s independent insurance agency until its

We want our customers to be comfortable — have some coffee or tea, watch television or use our Wi-Fi while in for service. It’s all about the customer.” “We’re happy to have Gloria Squires back as the Internet sales manager. She has already become our top salesperson,” said Gilbo. “Joel Wayman, our business manager, has been with us for over 10 years. Rick Malia, our service manager, has been with Par-K for over 15 years.” Par-K also added Saturday maintenance hours. Cars are serviced from 8 a.m. to noon, in addition to the normal 8 a.m. to 5 p.m. hours Monday through Wednesday and Friday. On Thursday, the service department is open from 8 a.m. to 7 p.m.
