Tavira's Honarary Swedish Consulate

ui Horta, a lawyer in Tavira, took office as the new Honorary Consul of Sweden in Tavira, in a ceremony held on 21 July in Tavira, in which Sweden's Ambassador in Portugal was present, Caroline Fleetwood, Professor Hans Soderström the Ambassador's husband and his Secretary Carin Otterström, Secretary of the Embassy in Lisbon. Also present were several entities and public authorities of the city, including the Mayor Jorge Botelho as well as many Swedish citizens resident in the Algarve or on vacation. The Ambassador expressed her confidence and wished great success to the new Consul in

the performance of their duties. She took the opportunity also to remember the long history and traditional links between Sweden and Portugal. The ceremony was followed by an informal gathering among the numerous guests, with cocktails and canapes served at a well known Tavirense restaurant. Myofascial Release Therapy

Duarte Arrais introduces this safe and very effective hands-on technique

M

yofascial release therapy (MFRT) focuses on releasing muscular shortness and tightness. There are a number of symptoms and conditions that myofascial release therapy addresses. Many patients seek myofascial treatment after losing flexibility or function following an injury or if they are experiencing shoulder, hip, or virtually any pain in areas containing soft tissue. Other conditions treated by myofascial release therapy include Temporo-Mandibular Joint (TMJ) disorder, carpal tunnel syndrome, fibromyalgia or migraine headaches. Patient symptoms usually include: tightness of the tissues that restricts motion or pulls the body out of alignment, causing individuals to favour and overuse one hip or shoulder, for example, a sense of excessive pressure on muscles or joints that produces pain; pain in any part or parts of the body, including headache or back pain. There can be two causes of Myofascial Pain: the pain can be generated from the skeletal muscle or connective tissues that are 'bound down' by tight fascia. In addition, pain can also be generated from damaged myofascial tissue itself, sometimes at a 'trigger point' where a contraction of muscle fibres has occurred. In either case, the restriction or contraction inhibits blood flow to the affected structures, thus accentuating the contraction

process further unless the area is treated. The goal of myofascial therapy is to stretch and loosen the fascia so that it and other contiguous structures can move more freely, and the patient's motion is restored. For this reason, myofascial therapy is sometimes referred to as 'myofascial release' therapy. Many different types of health professionals can provide myofascial release therapy, including appropriately trained osteopathic physicians, chiropractors, physical or occupational therapists, massage therapists, or sports medicine/ injury specialists. Specific training and courses in Myofascial Release Therapy is generally necessary and can be extensive in order to attain results. Therapy sessions follow a pattern similar to physical therapy for post-operative rehabilitation. An initial appointment will be devoted to locating the areas of the fascia that appear to be restricted, and measuring the level of loss of motion or loss of symmetry in the body. Subsequent treatment sessions may: last at least 30 but optimally 50 minutes or more per session; be conducted daily or every few days; take place at outpatient clinic or health centre; have a trained therapist provide handson treatment in a relaxing, private therapy room; take place over a few weeks or months, depending on the nature and intensity of disability. The specific releases to different parts of the body vary, but generally include

gentle application of pressure or sustained low load stretch to the affected area. Progress is gauged by the level of increased motion or function experienced, and/or decrease in pain felt by the patient. Myofascial therapy can be a precursor and complement to other treatments. Patients who engage in myofascial therapy may also benefit from other forms of nonsurgical care that aim to control pain and keep muscles and joints warm and loose. These include: applying heat to soothe constricted muscles or using ice to calm swollen areas; performing self-stretching exercises to maintain flexibility and increase range of motion or aerobic exercise to increase blood flow to the affected areas. Myofascial therapy can also enhance or assist other treatments to increase their effectiveness such as acupuncture, manipulation or physical therapy. Myofascial release therapy can also improve skeletal and muscular alignment prior to a surgery, or help athletes achieve better alignment prior to sports competitions. By targeting specific areas of the fascial system, myofascial therapy can help prepare patients for more aggressive forms of strengthening, or provide pain relief for patients with restricted flexibility and movement, thus allowing patients to return to normal movement and greater function. on Isarin, originally from Gouda in Holland has lived in Tavira for 10 years. He worked in the finance sector for over 20 years before he began his search for sunshine, clean air, friendly people and a healthy lifestyle. Both his father and grandfather were photographers; however, before moving to Tavira Ron had very little interest in taking photos. It seems that living in such a beautiful place 'awoke and inspired' his creativity, and the photographer built into his genes came alive. The landscape, buildings and nature couldn't have been more different to life in Holland. Ron studied on various workshops and learnt a lot from the world-renowned and World Press Photo award winning photographer Mario Cruz. In April of this year, Ron opened Blossom. He discribes it as 'between a gift shop and an art gallery'. At Blossom you will find Ron's work available to purchase, printed on a large choice of materials. One of the most popular is on wood, which provides a unique warm texture, and is light and durable, ideal for visitors to take home as gifts. Other materials include post cards, canvas, stone tiles, card acrylic and probably the most unusual, metal, which enhances colours beautifuly.

CHILLI BOY GOLF V

This years Chilli Boy Charity Golf Challenge raised an incredible â‚Ź18,451 for the

iv Thomas, better known for his company that worked for many years in the adult industry and transferred to the Algarve from England in 2005, has made it his mission to raise money for the Algarve Cancer Association/Associacao Oncologic do Algarve. The reason for this dedication is that in 2006 Viv Thomas suffered from throat cancer. The doctors, nurses, personell and institutions that helped him become a surviver were all in Portugal. During his treatments everyday, Viv witnessed the incredible efforts and assistance that the AOA gave to the sick, elderly and people desperate for support and comfort; their care and attention was incredible, and Viv decided to try and give back something to the cause that helped him through. He started his golf challenge which at first consisted of

clients and suppliers to his adult industry company, but after retiring in 2014 he continued with the golf tournament under the new name of Chilli Boy Golf Challenge. The original members still play in this tournament but it has grown from 24 players to 60 players from all types of professions and from many countries around the world. In 2016 Viv decided to dedicate this tournament to helping cancer sufferers. Normally the tournament is held in the Villamoura area of the Algarve, and last year Chilli Boy Charity was very proud to present a cheque to Maria Lurdes, the founder of the Algarve Oncology Association/Associacao Oncologic do Algarve, with a cheque for â‚Ź5780.00. We never expected to do better than this again but we were wrong. This year because many of the players from previous

Algarve Cancer Association/Associacao Oncologic do Algarve. years were interested to visit South Africa and Zimbabwe, Viv decided to take the tournament on a road trip. As mentioned before 60 people took up the offer and they had a time to remember for a lifetime. For one week they played on some of the best golf courses in South Africa, including the famous Gary Player Golf club and Lost City courses. All the while they donated their winnings on every day to the Chilli Boy Charity. To collect the money a Charity Pig was created (Photo attached). After the tournament some of the group went on a short vacation to Victoria Falls to experience the magnificence of Africa. It’s animals, the wonder of the falls and the fabulous people. Viv Thomas made this all happen for his Chilli Boy Charity and he was well rewarded. On Tuesday 4th July at 4.30pm. at Benamor Golf club in Tavira, Viv Thomas

presented Maria Lurdes of the Algarve Oncology Association/Associacao Oncologic do Algarve, with a cheque for â‚Ź18 451.00. All this money was donated solely by the people taking part in the tournament. Some of these people have also been touched by the dreadful cancer through friends and family and it was their pleasure to be able to give back. This group like cancer had no boundaries, they came from 13 different nations, Australia, USA, Canada, South Africa, Zimbabwe, UK, Europe and this year we even had 2 folks from Japan, to name a few. Their common cause was to help those fighting cancer as much as they can. Viv Thomas and his Chilli Boy Charity are so proud to be a part of this great group of people and the people they help.

Taking an environmental journey on board 'The Algarve's Diesel Maiden', the movie will be screened at Faro's International Film Festival between August 23rd & 26th

he group appearing in the film first got together in the summer of 2014 to celebrate the centennial anniversary of the town of Sao Bras de Alportel. Their short stage production told the true story of Miguel Dias, a local man who went from 'Rags to Riches' and came to a mysterious but tragic end. The following year the group forged ahead with a full length production entitled, 'The Rhyming Diary of Mrs Pepys.' This story focussed on the hapless Portuguese princess Catherine of Braganza who married the licentious English king, Charles II. By the summer of 2016 the group was ready to launch a third historical production,'The Passionate Pilgrim.' This was another story based on fact and written in rhyme by Carolyn Kain. It contained an elaborate opening scene showing the marriage procession of the Portuguese king, Dom Joao I to Philippa of Lancaster. For publicity purposes

one of the Portuguese actors, Miguel Cosme, filmed a trailer of this scene which could be seen on SkyeVision. The trailer was so successful that this year the group decided to produce a film, entitled 'The Algarve's Diesel Maiden.' Narrated in rhyming verse by Barbara Mountford and Simon Tubb it follows the railway journey from Vila Real in the east along the route to Lagos with many scenes of the countryside and coast filmed by drone. As well as being seen at Faro's Film Festival it will be screened by the Algarve History Association in Tavira and Lagoa forming part of a wider talk on the development of transport across Portugal. An Evening with

Duo Lacerda I

am delighted that violinists Alexander Stewart and Regina Aires will visit the Algarve again to take us on a whistle stop journey of the history of the violin. When Alex´s father, himself a violinist, heard that Alex wanted to follow in his footsteps, his first comment was "go out onto the streets of London and do some busking .... you will then realise how difficult it is to earn a living as a musician". Born in London in 1964, Alexander Stewart began his studies at the age of six with his father, Walter Stewart, and in Portugal with Maxim Jacobsen and Vasco Barbosa. He was granted a scholarship at King’s School, Canterbury, studying with Clarence Myerscough and Felix Andriewsky. During this period he was awarded the Double Top Music Scholarship (1977-82), two first and second prizes in the King’s School contests, the Old King’s School Music Prize (1981) and the Ryley Music Prize (1982). In 1982, he became Eric Gruenberg’s pupil at the Guildhall School of Music, where he graduated as a violin performer and teacher. More recently, Alexander Stewart participated as soloist in a cycle of Bach’s Brandenburg Concerti, as well as performing the Bach Violin Concert for two violins with Nicholas Chumachenko. In May 2004, Alexander was invited by the National Ballet Company in Lisbon to perform Stravinsky´s” Duo Concertante” with the soloists from the Zurich Ballet. He is presently one of the Concert Masters in the Orquestra Sinfónica Portuguesa. He is the 1º violin and a founding member of the Lacerda String Quartet and a founding member of the Aeternus Trio and a founding member of the Duo Lacerda with his wife Regina Aires who plays second violin with the Lacerda Quartet. Duo Lacerda now offers a highly original musical odyssey covering 300 years of the development of the violin. They will describe how the instrument is built, how the bow developed and how the violin changed in response to audience demand. In between the historical descriptions will be musical illustrations and anecdotes relating to the lives of the composers. They offer showpieces from the works of composers of the Classical, Baroque, Romantic and 20th Century periods and from nationalities such as the German, Polish, Italian and French. It will be for the audience to guess the identity of the different composers as the evening progresses. Odysseus took ten years to complete his Odyssey as he returned to Ithaca after the Trojan War. he Algarve is one of the most popular holiday destinations in the world. Every summer the beaches are packed, with a peak in August, but walk a few miles in either direction and you almost have the beach to yourself. This year the total visitors to the Algarve is expected to exceed the all time high of 2016, due to the continuous popularity of the destination as well as the influx of hundreds of thousands ´new comers´ from other holiday destinations in countries that are currently facing turmoil. It is no surprise then that holidaymakers leave wishing to return, some on a permanent basis. Property prices are rising and are well off the lows recorded during the crisis. During this period the price correction from peak (2008) to trough was 40%. Attractive property prices combined with tax incentives, in addition to endless sunshine, beautiful blue flag beaches, good food and the friendly Portuguese people is a magical potion which makes people want to come back for more. This is also notable in the rental market. The traditional summer season has expanded from the normal July/August period to now include the months of May/June and September/ October. Moreover, demand for long stays during the winter months also saw a dramatic increase over the past three years which makes the Algarve a lively place all year round; much to the benefit for local businesses, some who are still recovering from the

Property crisis. Regardless of currency movements, there continues to be good demand from buyers from the United Kingdom for quality properties and even stronger demand from Scandinavians, French and Italians. Making a permanent move to Portugal has become even more attractive with the successful introduction of programs such as the Golden Visa and the NHR (NonHabitual Resident) to attract foreign buyers of property. No wonder then that there are many buyers around looking to secure their Algarve dream property! The NHR program is of special interest to pensioners and the self-employed with a scientific, technical or artistic nature, who basically end up paying zero tax on income-changing them from ‘not happy residents’ in their country of origin into very happy Portuguese residents indeed. Depending on the country of origin, tax on pensions can be as high as 60% of income. For example, a foreigner with a pension of Euro 3500 per month (after 50% tax) all of a sudden ends

up receiving Euro 7000 per month once the NHR status in Portugal has been obtained. Once you have obtained the NHR status, the tax holiday is valid for 10 years. The success of the Golden Visa and NHR programs has also not gone unnoticed by real estate agencies and vendors. The former enjoyed an increase in transaction volume. The latter managed to sell their property, which in many cases had been on the market for several years. Buyers who opt for the NHR program tend to have a preference for properties in the East and West Algarve whereas buyers under the Golden Visa program tend to focus more on the Central Algarve and greater Lisbon area. The idea of Portugal as Europe’s newest tax haven is gaining traction, judged by the growing number of buyers from Scandinavia, France and Belgium. More and more people seem to think Portugal is a fiscal paradise. In addition, recent law changes for Local Lodging include a lower tax rate of 8.75% of rental income over 2017, which makes a buy to let property all the

more attractive as it offers the best of both worlds, namely your own home away from home and rental income. If you consider purchasing a property in the Algarve, timing may be of the essence. There are still attractively priced good quality properties on the market and the Euro is relatively weak versus other currencies. Festivals Mark O'Shaughnessy introduces Castro Marim's Medieval 2017 festival.

T

his August from the 23rd to 27th the small town of Castro Marim returns to day’s gone by and you are transported back in time to the medieval days. The whole town is the venue for this spectacular event and it is a must for anybody visiting. Many of the town’s people participate in the reenactment with many dressing up for the main parade on the opening day. Kings and queens, knights in shining armour, jesters, buffoons, noblemen and ladies, as the entire Court can be seen walking the streets. The whole 5 days has something for everybody, with the market full of peddlers selling their wares with and a choice of traders offering various foods and beverages along the way. Also whilst you explore the stalls you will be entertained by the street entertainers. If the atmosphere of a crowded market with the smells of food and incense aren’t enough to make you feel transformed back to the Middle Ages, then when you enter the castles you get the real feeling of medieval times. Inside the castles you truly appreciate the effort put in to make this event so realistic. The minute you walk through the gates the smells hit you from the fires, torches and even the animals. The area inside the castle is like the market busy with traders and craftsman selling and demonstrating their trades and many places are situated throughout the interior cooking various dishes of delicious foods. Whilst all of this is going on you will also find around the grounds, displays of falconry, music and of course tournaments in combat. Finally, for those wanting to take in the complete experience, you can on any of the 5 nights enjoy a banquet meal inside the keep which is accompanied by entertainment throughout your meal. Beauty in miniature “Big things come in small packages.” It’s so true…especially when it comes to miniature gardening. It’s just like life-sized gardening - but on shrunken down to a tiny scale.

M

iniature gardens are made of trees and shrubs that are “dwarf” and “miniature.” The two terms describe the growth rate of the plant, not the mature size. “Dwarf” means the plant grows 1” to 6” per year. “Miniature” means the plant will grow less than 1” per year. The miniature plants are paired with small-leafed, slow-growing ground covers and are matched with the trees for similar light, water and placement requirements. The miniature garden plants are combined with inscale accessories and patios to make real, living mini garden scenes that can grow and weave itself together for years in a container or in-ground with minimal care. When planted correctly, the plants and trees stay in scale with each other to create a sustainable, true garden in miniature. Where can I grow a miniature garden? you have figured out the location of where your miniature garden will “live.” Once you decide on the placement, then you can figure out the kind of light, (full sun? shade? indirect light?) temperature (indoor or outdoor?) and the watering requirements (do the plants like moist soil or dry soil?) How fast do the miniature garden plants grow? Some plants grow a lot faster than others which is why the slower-growing plants are preferred for the miniature garden. Look on the plant’s label for how fast and big it will grow to find out if it will work for your idea. A number of “miniature garden plants” that I prefer to use are true dwarf and miniatures. “Dwarf” means a growth rate of 1” to 3” per year. “Miniature” means less than 1” per year. Note the size of the plant when you buy it – some may take 25 years to get to their adult height of 2’ tall. We can certainly enjoy them in the miniature garden for years before they need replacing.

Why don’t you use herbs in your miniature gardens? Planting a miniature garden with herbs. Young Rosemary starts can easily resemble a miniature tree. Young thymes do have the beautiful small leaves, neither want to stay small for long. Sage and Lavender will grow too fast and look out of place very quickly. How long do they last? A miniature garden can last for years in a pot or indefinitely in ground. Some trees will not mind its roots crowded in a container, others trees will need to be replanted into bigger pots to keep them healthy and happy. Judge your miniature garden by the health of your plants. If the garden has been together for years and suddenly starts to go brown one spring or early summer, it may need transplanting. How do you build them to last for years? Start with a pot at least 10" deep and at least as wide. The bigger the pot, the longer the garden will stay together. How do I start? Start with where you would like it. Indoors? Outdoors? Full sun? Shade? Once

you decide on the placement, then you can choose the container and the plants that will work for that spot. What kind of container do I use? / What size of container do I use? There are many different shape and sizes of containers that you can use.

So, choose where you would like the garden to live, then you can choose the container to suit that spot. Pots at least 8" deep should last a couple of years, bigger pots will last longer. Note that terra cotta containers are porous and will take the moisture away from the plant's roots. How do you know when to water? Plants have different watering needs. Not all plants need regular water and there are some plants that need water all the time. By building your miniature garden with plants that like similar conditions, it makes it easy to water and maintain. The only way to really tell if your garden needs water is to put your down finger into the soil at least 1” or a water gauge to test the moisture in the soil. Overwatering is just as harmful as underwatering. If you travel a lot, get a succulent garden. For indoor or warmer areas: a tall Jade plant for a tree and small-leafed succulents for the bedding plants. For cooler climates, dwarf Junipers and pines are very cold hardy, heat hardy and don’t mind their soil to dry out a bit – but

not for too long or too often. What kind of soil do I use? Soil contains lots of good organic matter with nutrients in it that the plants need to live. It is genuinely “alive.” Use a combination of top soil and compost in your garden bed. Use potting soil for your containers. Potting soil is a specific blend of compost, perlite and other nutrients to create a micro-environment that works with the plant’s roots – soil from the garden bed will not work in a pot. Do I fertilize my miniature garden? Not every plant needs fertilizer. Vegetables and annuals – the plants that grow fast and just survive for the summer - need a lot more fertilizer than your miniature garden where we do not want the plants to grow fast, just stay healthy. Consider top dressing of compost each year for your in-ground miniature gardens. Pots older than 2 or 3 years will need mild fertilizer in the early spring and again in early to mid-summer. Too much fertilizer can kill or burn the plants. Do I prune my miniature garden? Not all plants need pruning. Some plants are to be enjoyed for a lifetime without one snip or saw cut and

others can benefit from a shearing each spring. Does my pot need a drainage hole? All outdoor pots will need a drainage hole to allow the rainwater to pass through. Without the hole, the water will rot the plants and become a big smelly mess. For indoors, use pots with a drainage hole. Use a saucer to collect the water and protect your surfaces with a plastic-lined plant coaster to be safe. What scale to do you use in your miniature gardens? Large scale = 1" scale = 1:12 = great for in ground gardens or large pots. Medium scale = 1/2" scale = 1:24 = great for tabletop gardens or smaller pots. Small scale = 1/4" scale = 1:48 = perfect for terrariums or tiny pots. It's easy to calculate and the accessories are more accessible and plentiful. What is a fairy garden? Fairy gardens are created specifically for fairies with magical houses and fantastical furniture – with a fairy figure. For most people, using this highly imaginative theme compromises the realism and reduces the enchantment that only an authentic and realistic miniature

Select all the same scale of accessories and you really can't go wrong. Stick with one scale for each pot or scene so the scene looks like it belongs. How to submit a claim for errors in your (IRS)?

f you have received the settlement of your IRS and detected any errors made by the Tax Authorities on their calculations, find out what are your rights and how to issue a formal complaint. The submission of IRS tax returns, relating to income in 2016 was done in the months of April and May, irrespective of the income category. This was one of the alterations brought to us in 2017, as in previous years the deadlines were dependant on the income category. The tax settlement notes should have been received by all tax payers during the months of June and July, however, some of the tax payers have not yet received them, due to a delay in the tax system, which already happened last year, with a small part of the declarations. If you have received the settlement note and realized that there was an error on the calculation of the final accounts, or if the amount is much different to what you have forecasted, you may file a complaint to the Tax Authorities. But beware:

before you decide to submit a claim is important to check if you have reason to do it. For instance, when it concerns, for example to errors in withholding taxes, in the case where the entities to whom the taxpayer worked did not declare those amounts. If the taxpayer has with him a proof of the actual values of withholding taxes that were held last year, he must submit a complaint and attach the documents that prove the merits of that complaint. It’s also important to pay attention to your post box, as in some cases the tax authorities demand that you confirm at the tax office or through the portal, some of the expenses declared. This happens mostly in the case of IRS declarations which include the sale of properties or long-term rentals. If for any reason you do not confirm these expenses, they can be erased from your declaration and a new tax bill is sent to your address. Do not forget the legal deadlines If you are going to issue a complaint, do not forget that you must do so

within the legal deadlines. In the case of complaints related to the settlement of the IRS, taxpayers may do it within 150 days of notification of the settlement. An important point: the rules indicate that taxpayers may not have both an internal appeal and ask for judicial review on the same fact. "It cannot be made a complaint, when it has been lodged judicial review on the same basis". This means that first the taxpayers must issue a complaint with the Tax Authorities and wait for the decision. If it is unfavourable to the taxpayer and the taxpayer is still not convinced, then he can advance to the hierarchical appeal and/or request a judicial review. Tracking the evolution of the claim? After presenting the administrative claim you can track the status and progress of your complaint at the Tax Portal. The system will tell you the process number, the date and details of the tax in question, the tax office where the complaint has been filed and the process situation on a given date.

Termination by Upheld: The process was terminated, and the claim of the complainant deserved appointment. The action gets underway on Sunday 20th August with a local derby between SC Olhanense and Almancilense at the José Arcanjo Stadium, Olhão kick-off 4.00pm. Newly promoted Moncarapachense are at home to Castrense (Castro Verde) whilst Lusitano VRSA travel to Lisbon to play Casa Pia. Louletano entertain Clube Olímpico (Montijo, Setúbal) and Farense make the trip to Beja to take on Moura Atlético. Eighteen new players have put pen to paper for SC Olhanense who were relegated from the Segunda Liga last season and will be hoping to bounce back at the first attempt. Sarah-Louise Winter Joining the PGA trainee assistant professional program in Autumn 2017

S

arah-Louise was introduced to golf by her dad at the age of two. Presenting her with plastic clubs, Sarah-Louise joined her family club at Carnalea Bangor, being accepted to join two years before the required age of 10. SarahLouise was mentored and coached by renowned golf coach Michael Bannon before he moved on to become Rory McIlroy’s full time coach, . She has had an exceptional junior golf career, representing Ireland internationally and Ulster both at Junior and Senior level, winning 3 interprovincial titles, the Irish Order of Merit and currently still holds the course record at Royal Belfast Golf Club. Following this successful junior career, Sarah-Louise

was invited to join the team at The Royal Belfast Golf Club. At eighteen she received a full scholarship to The University of South Alabama where her career continued to flourish. After returning home from the scholarship, Sarah-Louise involved herself with the juvenile coaching section at Royal Belfast where she thoroughly enjoyed helping grow the game of golf. With encouragement from the Head Professional at Royal Belfast, Andrew Ferguson, she was successful in applying for the position of Trainee PGA Assistant Professional at Monte Rei. Sarah-Louise said she is delighted to have become Trainee PGA Assistant Golf Professional at such a prestigious club and cannot wait to embark on her Professional Golf career.
