We are pleased to announce the launch of our sister magazine 'Simply Algarve', based on the same concept, but covering the Central Algarve region namely Almancil, Quarteira, Quinta do Lago, Vale do Lobo and Vilamoura. In this issue we introduce the refurbished Ozadi Hotel in Tavira. As you will see the team have done an amazing job in turning what was a very tired Eurotel into something very special. We take you on a walk around the beautiful Fuzeta, one of my favourite places here in the East Algarve, and have a heartwarming story on how the Centre Algarve is helping local children as well as injured soldiers with the Spurs Legends. ila Real de Santo António council has announced that next week the refurbishment and development work at the Hotel Guadiana is to start. The hotel has been ‘a building of municipal interest’ since 2010 but has been allowed to stand empty for years despite its prime position in the city and the building’s credentials designed by architect Ernesto Korrodi and built between 1918 and 1921. The work is being carried out by a council-owned company called Sociedade de Gestão Urbana de Vila Real de Santo António (SGU) the appointment of which needed to be approved by a court. Last November the council launched a public tender for the work which its own company now seems to have won. The €2 million budget will be covered by a grant from the Jessica Initiative (Joint European Support for

Sustainable Investment in City Areas) and work is optimistically estimated to last just ten months. The complete renovation will produce a 31 room, five-star hotel, which, says the mayor, will promote 'quality tourism' - the latest buzz word for all mayors. The hotel refurb is but one part of the redevelopment of the VRSA river frontage which the council estimates will cost €150 million. The hotel contract includes the renovation of a building at Ponta da Areia, the mouth of the River Guadiana, which will function as a beach club. The Guadiana Hotel development is part of the council’s plan to "transform the historical centre into a reference point for tourism, putting in motion an ambitious project that aims to convert old properties into a range of charming accommodation units."

In November last year the plan was for the council to contract out the Hotel Guadiana refurbishment work and then to lease the hotel to the South African leisure company - Grand Africa. In February 2015 the council reported that the contract for the hotel’s rebirth already had been won in an 'open competition' by a group of Portuguese businessmen who already had a contract with Grand Africa. The mayor said at the end of last year that "the contract with this South African hotel group is signed, and it delivered the required guarantees. So now, the Guadiana Hotel refurbishment process is irreversible." Today’s announcement from VRSA council makes no mention of the South African hotel group but a report in March 2016 in Publituris claimed that the SA group indeed had acquired the building.

Scoliosis is a deviation (in three dimensions) of the spinal column which means that apart from the column shift to one side also makes rotation and tilt.

Scoliosis S

coliosis can affect about 2% of females and 0.5% of males. In most cases, the cause of scoliosis is unknown (idiopathic). More than 80% of people with scoliosis have idiopathic scoliosis, and the majority of those are adolescent girls. THERE ARE THREE OTHER MAIN TYPES OF SCOLIOSIS: Functional: In this type of scoliosis, the spine is normal, but an abnormal curve develops because of a problem somewhere else in the body. This could be caused by one leg being shorter than the other or by muscle spasms in the back. Neuromuscular: In this type of scoliosis, there is a problem when the bones of the spine are formed. Either the bones of the spine fail to form completely or they fail to separate from each other during fetal development. This type of scoliosis develops in people with other disorders, including birth defects, muscular dystrophy, cerebral palsy, or Marfan's disease. People with these conditions often develop a long C-shaped curve and have weak muscles that are unable to hold them up straight. If the curve is present at birth, it is called congenital. This type of scoliosis is often much more severe and needs more aggressive treatment than other forms of scoliosis. Degenerative: Unlike the other forms of scoliosis that are found in

children and teens, degenerative scoliosis occurs in older adults. It is caused by changes in the spine due to arthritis known as spondylosis. Weakening of the normal ligaments and other soft tissues of the spine combined with abnormal bone spurs can lead to an abnormal curvature of the spine. The spine can also be affected by osteoporosis, vertebral compression fractures, and disc degeneration. WHAT ARE THE SYMPTOMS AND SIGNS OF SCOLIOSIS? The most common symptom of scoliosis is an abnormal curve of the spine. Often this is a mild change and may be first noticed by a friend or family member. The change in the curve of the spine typically occurs very slowly so it is easy to miss until it becomes more severe. It can also be found on a routine school screening examination for scoliosis. Those affected may notice that their clothes do not fit as they did previously or that pant legs are longer on one side that the other. Scoliosis may cause the head to appear off center or one hip or shoulder to be higher than the opposite side. You may have a more obvious curve on one side of the rib cage on your back from twisting of the vertebrae and ribs. In most cases, scoliosis is not painful, but there are certain types of scoliosis than can cause back pain. HOW IS SCOLIOSIS DIAGNOSED? If you think you have scoliosis, you

can see your doctor, physiotherapist or expert on postural correction for an examination. The physical examination involves looking at the curve of the spine from the sides, front, and back. The person will be asked to undress from the waist up to better see any abnormal curves. The person will then bend over trying to touch their toes. This position can make the curve more obvious. The doctor will also look at the symmetry of the body to see if the hips and shoulders are at the same height. It can also be diagnosed by X-ray. The ideal age to diagnose and treatment is before puberty. WHAT IS THE TREATMENT FOR SCOLIOSIS? Treatment of scoliosis is based on the severity of the curve and the chances of the curve getting worse. Certain types of scoliosis have a greater chance of getting worse, so the type of scoliosis also helps to determine the proper treatment. Less severe cases are treated with physiotherapy (notably global postural reeducation) bracing, posture insoles, swimming, yoga or pilates. ďżźďżź More severe cases are treated with surgery. o where nicer to go on a Sunday evening for a walk along the beach and watch the sun fade away... Fuzeta, one of my favourite places in the East Algarve. Easy to get to, plenty of parking, a typical Portuguese fishing village with shacks for bars, plastic seats and people of all ages relaxing, drinking a few 'Minis' and eating the freshly caught fish. The smell of cooked food fills the streets. The small beach (not the island) is easily accessable and a great place to while way the last few hours of sunshine. We took a stroll around after watching the magnificent sunset, only to find things weren't as quiet and peaceful as we'd thought! May 1st is not only Mothers' day this year but labor day too.

Places We followed the distant sound of music to find people dancing in the street, both young and old. The restaurants were full of people of all nationalities joining in the celebrations. On almost every corner we found home made mannequins of men sat outside bars, women outside their houses, politicians, musicians, cyclists... you name it. All were made with varying degrees of skill and imagination, but each was very amusing. It really was like stepping back in time. The atmosphere was great, families having fun together celebrating a Portuguese tradition, sharing food and drink amongst friends. There was even the obligatory embarrassing mum who'd started a bit too early on the wine and insisted her teenage son dance along with her to the live band... and why not! We love Portugal, and we especially love Fuzeta!

n a surprise move in February the Bank of Japan moved its key interest rate into negative territory for the first time in history. It has now joined the European Central Bank as well as the central banks of Switzerland, Sweden and Denmark who all have negative interest rate policies in place to fight deflationary pressures. As the global economic outlook is weakening, the market rightly expected the ECB to announce further measures in their February meeting. The ECB delivered. Low interest rates are here to stay for longer which is good news for borrowers but bad news for people with savings and pensions. Low interest rates are positive for property prices as it increases the affordability ratio for people who need a mortgage to purchase a property. In Portugal most mortgages are based on a floating rate, with 3 or 6 months Euribor as the benchmark with a margin (spread) for the banks. Coming out of the financial crisis the spread that banks charged were high at around 3.5 to 4%. At the time of writing this article it is possible to get a floating or fixed rate mortgage with a spread of 1.5%. (This is still twice as high as before the crisis started in 2008). Should you choose a floating rate mortgage based on 3 and 6 months Euribor, both currently have negative interest rates of approximately minus 0.17 and minus 0.096. In other words, a floating rate mortgage based on 3 months Euribor would cost you for the 1st 3 months 1,33% (spread 1.5 + -0.17). The new 3 month Euribor rate will be fixed at the end of the period. It is highly unusual to have negative interest rates, but then again we are living in uncertain times. For people who need a mortgage (or already have one) it may be of interest to take advantage of the current low interest rate environment we are in by choosing (or changing to) a fixed rate mortgage. As we all know it is difficult to make predictions, especially when it is about the future. No one knows where interest rates may be in two years time. However, with interest rates near zero the risk is to the upside. A fixed rate mortgage could protect you from rising rates. Not many banks in Portugal offer clients the

choice between a fixed or floating rate mortgages. This has resulted in millions of people currently having a floating rate mortgage. This has worked well during a period of falling interest rates but could be damaging when rates start to rise again. To put this in perspective, a 5 year fixed rate mortgage would carry an interest rate of 1.55%* which offers peace of mind versus a floating rate mortgage of 1.33% with no protection against interest rate fluctuations (* based on the official 5 year Euro swap rate of the 22nd of April 2016, the benchmark banks use for this type of mortgage. For those of you with a Reuters terminal, you can monitor price changes on Reuters ISDAFIX2). The price for peace of mind has never been cheaper at 22 basis points. In northern Europe it is common that you can choose to have a 5, 10 or even 20 year fixed mortgage. Not in Portugal, 5 year is the maximum. Why are banks not doing more to promote fixed rate mortgages? This is a matter of ´boys will be boys, banks will be banks`. Banks always make the same mistakes, only the circumstances change. In the past banks have made costly mistakes by lending money for a long period of time at a fixed rate, while borrowing (funding) short term. A bank can borrow the money for the whole period which is more expensive and eliminates interest rate risk but is less profitable. If a bank borrows money for a short period, it will cost them less and they will make more money. They can continue borrowing short term on an ongoing basis. However, this leaves them fully exposed to adverse interest rate movements and if not managed correctly can cost the bank dearly. And that is exact what has happened in the past all over Europe. Highly qualified professionals at treasury desks of various banks got it wrong while trying to maximize profits for the bank. Contrary to fixed rate mortgages, changes in interest rates with a floating rate mortgage are simply passed on to the homeowner while the profit margin (spread) for the bank remains the same. It may seem logical that Portuguese banks opted to promote floating rate mortgages, but it really is not. There is no logic in assuming that millions

of households with very little financial knowledge would be better suited to manage fluctuations in interest rates than highly qualified professionals at a bank who do this for a living. When interest rates do go up again this may leave thousands of people exposed and at risk of not being able to fulfil their monthly mortgage obligation resulting in bad loan provisions and losses for banks. This is exactly what the banks thought they could avoid by passing on the interest rate risk to the homeowner. However if banks would proactively approach their clients to offer the possibility to switch from a floating rate to a fixed rate mortgage, they would not only provide a good service to the homeowner but also lower the risk of a potential default should rates go up. Should you be interested in changing the type of your mortgage (or to lower the spread on your mortgage), it is advisable to shop around a bit. Ask several banks to make a simulation for you as there is a good

chance that your current mortgage provider will not give you the best rate. Some banks offer to pay the expenses you incur when changing mortgage provider. Growing Sweet Potatoes is very easy in our Mediterranean climate

I

n fact, the question is not how to grow sweet potatoes, it's rather how to stop sweet potato vines from taking over the whole garden! Sweet potato is a very invasive creeper... But even though they can be a pain in the butt if not managed (harvested regularly), you absolutely have to grow sweet potatoes! Why? • Sweet potatoes are the perfect substitute for normal potatoes. • Sweet potatoes have less disease problems. • Growing sweet potato vines is much easier than growing other

potatoes. • Sweet potatoes are very nutritious. • And sweet potatoes grow with little water and fertilizer. You can use sweet potatoes in the kitchen just like you would use potatoes. Boil them, steam them, mash them, fry them... But sweet potatoes have more uses: • Young sweet potato shoots and leaves are yummy in stir fries and salads. • Sweet potatoes also make a wonderful quick growing ground cover. • You can use them as a living mulch

and to keep weeds down. HOW TO GROW Sweet potato plants are fast growing vines that cover the ground. Originally they come from Central and South America, which means they are a warm weather vegetable. You need a long warm season to grow good sweet potatoes. There are sweet potato varieties with red, yellow and white tubers. The red ones have the highest vitamin A content, and have become the most popular variety. But all sweet potatoes are very nutritious in general, especially if you use the

leaves and shoots, too. You'll be hard pressed to find a plant that produces more nutrition per square metre than the humble sweet potato! LIKES AND DISLIKES Sweet potatoes like growing in sandy soils, lots of sun, lots of space, and a reasonable amount of water and nutrients. They love heat. The hotter it is the faster they grow. Sweet potatoes don't like heavy, waterlogged soils, cold weather, and fertilizers high in nitrogen (like chicken manure, it makes them grow lots of leaves but no potatoes).

PROPAGATING The quickest and easiest way is to use cuttings. Simply cut a piece of a runner, about a foot (30 cm) in length. Remove all the leaves except for the tiny leaves at the very tip. Plant the cutting by covering the whole length with soil, only the leaves of the tip should stick out of the ground. The cuttings will root at every leave node. Not just the leave nodes under the ground will root. A sweet potato also grows roots from every leave node that develops as your cutting grows. If you can't get hold of cuttings you

can start growing sweet potatoes by planting the tubers. You can use any shop bought sweet potatoes. Place them on the ground, cover them with soil, and keep them moist. The tubers will develop shoots, called slips. Slips can be snipped or pulled off and planted out when they are about 15 cm in size. The original root will continue to produce more slips. GROWING IN WATER It's a popular project in school classes: growing sweet potato vines in a glass of water. You can do that by putting a tuber into water, pointy

end down, with the top third above the water. Slips will grow from the eyes of the tuber. You can plant those shoots out just like the slips grown in soil. Some people root the slips in water as well. It's nice to watch for children, but it has no benefit whatsoever. Rooting any plant in a glass of water does not make sense, other than for demonstration and teaching purposes. PLANTING The best soil for sweet potatoes is sandy, but they can grow in all soils. If you have heavy soil plant sweet potatoes on mounds or ridges. Raising the beds improves the drainage (very important) and gives the tubers a nice deep soil to develop in. (Otherwise you may end up with small, bent and forked sweet

potatoes.) The soil should have a good supply of nutrients, for example from digging in mature compost. Do not use fresh manures or any fertilizers high in nitrogen (like pelleted chicken manure). You'd just end up with lots of leaves and no tubers. Growing sweet potatoes requires some space, so plant them where they can spread. Space your cuttings or slips about a foot apart in a row, and leave three to four feet between rows. Mulch thickly between plants and even between the beds to initially keep the weeds down. Once the sweet potatoes grow they will choke all weeds down themselves. For planting time the general recommendation is to plant a patch in spring. (May in the northern

hemisphere, November in the southern). Sweet potatoes don't keep well after harvest, so the best way is to plant a few cuttings every week or two. Just one row of one metre length, with three cuttings. They will take about 16 to 18 weeks to mature in warm weather, longer in cooler weather. That way you can grow sweet potatoes all year round, and you don't find yourself with a big pile of them all at once. HOW MUCH WATER? HOW MUCH PLANT FOOD? Although sweet potatoes are a very tropical vegetable they can get by with little water once established. However, the freshly planted cuttings need to be watered regularly. Make sure plants don't become water logged. If your soil isn't free draining it's safest to grow sweet potatoes on mounds. If you think the quality of your soil is not good enough fertilize your plants at planting time, at six weeks of age, and maybe once more at twelve weeks. Or whenever you remember to do it... Just make sure you use a balanced fertilizer, for example seaweed extract. A sprinkle of sulphate of potash also doesn't go astray. Compost that had lots of wood ash in it is even better. Avoid high nitrogen fertilizers. Root crops like potassium and phosphorus, not nitrogen. HARVESTING SWEET POTATOES After four to six months, depending on the temperatures, your sweet potatoes will be ready. You will see that the original stem of your cutting or slip will have thickened, and when you carefully lift the plant with a fork you should find two or three sweet potatoes at the base. You can harvest sweet potato leaves and young shoots at any time, it does not affect the plant or tubers.

ax planning is a key step for people moving to or recently arrived in Portugal, particularly for your investment capital, pensions and estate. Without a personalised, effective tax mitigation strategy in place you could end up paying more tax than necessary. Before you can start your tax planning, you need to be aware of Portugal’s domestic rules for tax residency. This also applies for those who have not necessarily moved here, but spend much time

You may be liable for Portuguese tax without realising it. It is surprising how many people pay tax in the wrong country. You cannot choose where you pay taxes. If you live in Portugal, then you are liable to Portuguese taxes. Arguing that you pay your taxes in the UK is no defence and you may have to pay tax back taxes in Portugal, as well as interest and

penalties, and have to try to recoup the taxes you paid incorrectly in the UK. Note that some income (e.g. UK rental income) remains liable to tax in the UK and in Portugal, subject to double tax relief. If you let a property in one country while living in another and do not report the income to the tax authorities in one or both countries, this can also cause problems. With the new automatic exchange of information regime it is now even more important to make sure you are paying tax in the right place. Many UK nationals move abroad and may not even realise they have become resident in another country. Each country has different rules to work out who is resident there for tax purposes. If you satisfy those rules, you are liable to tax in that country. In Portugal you are tax resident if you spend more than 183 days cumulatively in a 12-month period, or if you have a ‘permanent home’ available as of 31st December – even if you spend less than 183 days here. This means you are liable to Portuguese tax on worldwide income and, to some degree, on capital gains – unless you qualify for the non-habitual resident regime. Conversely, many people claim not to be resident in the UK when in fact they are - the UK’s Statutory Residence Test is very detailed and complex. If you fulfil both countries’ domestic requirements, you need to look at the double tax treaty’s ‘tie-breaker’ clause to establish where you are resident. Take professional advice regarding your situation from an adviser who has in-depth knowledge of the

taxation regime of both countries and the interaction between them. You want to be certain that you have your tax residency right, and then move on to implement effective and compliant tax planning strategies. Renting property to tourists

W

ith more and more tourists visiting Portugal it is worth considering renting your property as a way of reducing the costs of your holiday home. There are nearly 30,000 rental licenses registered in the Portuguese Portal of Tourism, a number growing every day. If you are considering renting your property, there are a number of issues that you need to be aware of in order to avoid any problems with the Portuguese licensing and tax departments. First of all, irrespective of whether you are a tax resident or not, the rental income needs to be declared in Portugal. Secondly, the Tax Authorities (Finanças) state that Property Owners letting directly to holidaymakers (less than 30 days) are viewed as business activity and must be reported in Category B. Several taxpayers have been declaring rentals on Category F, which is for “long-term” rentals (more than 30 days). Even the “locação turística”, when the property owner makes a contract ceding the property to an agent for ongoing letting to tourists, should be declared under category B. As we have mentioned in the past, ASAE and the tax authorities are checking the rental portals, to make sure that advertised properties are all legal and

the owners are fully compliant. Fines are considerably higher for those without a AL license for both the property owners and property agents advertising the rentals. 1) As a business, will there be complicated accounting/reporting requirements? No, unless your income is over €200,000 per year, we will class you on the “Simplified Regime” and as the name says, everything will be simple. 2) What is the simplified regime and what expenses can I offset against my rentals? Most of the Sole Traders in Portugal elect to operate under the Simplified Regime. Under this regime taxpayers cannot deduct professional and business expenses against their annual gross income. The taxable income of this category will be computed automatically, based on their income. 3) What is the tax payable? The effective tax rate on Category B, in the simplified regime, for a nonresident Property Owner will be 3.75%. So for earnings of €10,000 the taxable income equates to €375. Please note that under Category F, the same income is automatically taxed at 28%, (€2,800, nearly 8 times more)! 4) Do I have to issue invoices to holidaymakers?

Yes, you need to issue invoices, however this is a service included on our package, so we will do this for you. We will also simultaneous report the arrivals and departures to the Immigration and Borders Service (SEF) at no additional cost (mandatory under the new law). 5) Will I need to be VAT registered? You can be VAT registered by choice or when your income exceeds €10,000 per year. However as the VAT charged to holidaymakers is 6% as a tourist activity and as most of your operating expenses has VAT at 23% rate, normally you should be in credit in terms of VAT. 6) Do I have to pay Social Security contributions? There are various full and partial exemptions that apply in most cases: a) many people are eligible for full Social Security exemption if they already contribute to or are beneficiaries of a National Insurance system anywhere in the EU and beyond; b) those earning less than €16,768.80 in Local Lodging income are also fully exempt; c) those who earn more have contributions based taxable income (15% of gross Local Lodging invoices) and should be eligible for partial reductions from the normal contribution of €145. 7) How long does it take to get this

hen tragedy strikes, particularly for those representing their country in one of the many conflict areas around the world, then the injured servicemen and women or bereaved families find that there are many things they need. It might be a break from everyday life, some household item may need replacing or perhaps a specific piece of sporting equipment is required to help those, who have been injured, with their rehabilitation. This is where the Just Rifles charity steps in to help. Centre Algarve, mainland Europe’s only fully equipped specialist holiday centre which caters solely for people with special needs, has teamed up with Just Rifles to donate a hundred weeks of holidays every year for the next five years. Corporal Ricky Fergusson, who received the Military Cross (MC) from the Queen

in December 2010, recently joined several other injured colleagues as they assessed the facilities at Centre Algarve near Moncarapacho. Ricky lost both his legs, his left eye as well as parts of his fingers on both hands in a bomb blast in Afghanistan but despite his injuries Ricky is an active individual and was bowled over with the facilities at the Centre. Tottenham Hotspur Legends have become committed benefactors to Centre Algarve and last month the Legends including 1978 FIFA World Cup winner Ossie Ardiles played three of the Algarve’s top golf courses - Quinto do Vale, Castro Marim and Montei Rei - to help raise funds for Centre Algarve. Ossie was joined by Centre Algarve patron and former England international Graham Roberts, Mark Falco, Paul Miller and John Lacy together with former Luton legend and England International Brian Stein and Northern Ireland

The 58 year-old Spurs Legend, who has more recently managed the Pakistan and Nepal national football teams, said, “this is such a worthwhile charity and as Patron I felt I had to put my best foot forward and so we’re gearing up to pedal the 420kms from southern Spain to Moncarapacho.” Despite persistent rain some of the Legends and sponsors took timeout to play 6-a-side Walking Football against the Soccer Olhanense Strollers. The Strollers were lead by Brian Kilcline who captained the Coventry City team to Cup Final glory in 1987 against Tottenham Hotspur.

In the Spurs team that day was the incomparable Ossie Ardiles. Sadly, owing to an ankle injury Ossie was unable to lock horns with his former adversary. Inspiration behind the Centre Algarve project is Essex businessman Andy Mahoney who said, “being heavily involved in the special needs field for many years and often arranging free transportation for charity fun day trips, I soon discovered that there was nowhere for these children to safely take a break abroad in a facility which solely catered for their specialist and individual needs. Special needs schools and centres are still unable to arrange educational trips abroad due to lack of venues and this is common across Europe. I felt that the time had come to change this and raise the barrier so that ALL children have an opportunity to enjoy a holiday, no matter what their disability, in a safe environment. he legendary Liverpool manager Bill Shankly once said, "some people believe football is a matter of life and death, I am very disappointed with that attitude. I can assure you it is much, much more important than that". Midway through the second-half of Olhanense’s game against SC Farense at the José Arcanjo Stadium, Olhão, a coffin suddenly appeared, hoisted aloft by young home supporters and adorned with a Farense football shirt. As it was paraded along the front of the main stand, bunches of dried flowers were tossed onto the coffin in a mock symbolic representation of the possible relegation of the Faro based club. To understand the deep

and bitter rivalry between these two historic clubs, their stadiums are only four kilometres apart, we must go back some years. Both clubs were founded just over a hundred years ago and for brief spells have enjoyed success at the top level. Olhanense were the first team from outside Lisbon or Porto to be crowned Portuguese Champions in 1924 and reached the Portugal Cup final in 1945. Farense played in the UEFA Cup against Lyon (France) twenty years ago before going bankrupt in 2005 and having to reform and work their way up from the regional leagues. When Olhanense were relegated from the Primeira Liga two years ago, the young Farense fans staged a similar

funereal march through the local streets. So it was that the Olhanense Grupo 1912 planned their retaliation. A poor game was pepped up by the procession and Olhanense duly hammered another nail in the coffin of relegation threatened Farense when Nigerian international Stanley Amuzie, on loan from Sampdoria (Italy), was on hand to crash home his first goal for Olhanense in the last minute of the game. Olhanense sit comfortably in mid-table after two victories, three draws and a single defeat - at home to promotion contenders Portimonense - during April. The last game of the season is at home to Santa Clara (Azores) on Sunday 14th May.
