First international Portuguese water dog congress

edras d’El Rei and Barril Beach near Santa Luzia hosted the first international gathering of Portuguese Water Dogs including 200 delegates and their families from Portugal, USA, Germany, Scandinavia, United Kingdom and Canada. The Congress attracted some fifty dogs who loved the vast open beaches
and sea off Barril Beach. The dogs demonstrated rescuing a man from the sea, water trials and retrieval of items lost overboard. The placid tempered dogs were equally at home in the show ring where ‘Ilheu Negro das Aguas Bravas’, owned by Hubertus Kamp, won the Senior title. The Junior title went to nine month old
‘Tosta Mista Estrela do Mar’ owned by Neusa & Paulo Toste from Almádena near Lagos. A Cocktail Party & Official Dinner with live entertainment on the Saturday evening, together with a wide variety of seminars over the five days helped to make this an extremely successful event. Chris Wright
Unlucky Friday 13th for two fuel thieves in Tavira
T
he suspects, aged 26 and 48, were arrested after being spotted moving suspiciously around a property in Baleeira, Santiago-Tavira. Police believe they were in the midst of stealing diesel from farming machinery.
The officers’ “fast and efficient” intervention meant the individuals were stopped in their tracks, a GNR statement explained, adding that one of them was caught while attempting to extract diesel from a machine with a hosepipe and a canister.
The other suspect was waiting by the machinery to help his sidekick carry the stolen goods. Seven canisters were seized at the scene, along with 200 litres of diesel, the getaway vehicle, and €36,500 in €500 notes.

Roasted Chickpeas: There are as many ways to prepare roasted chickpeas as there are herbs and spices. Try making them with spices that you love from a favourite dish or cuisine, like curry powder for an Indian flavour or cumin and chilli powder to for a Mexican variation. The recipe is simple: toss a can of chickpeas with a bit of oil and your chosen spices, and bake your chickpeas at 400C until they're golden and crunchy. Salad In A Jar: Salads can be both nutritious and versatile, because they’re endlessly customisable, but they can be messy and difficult to transport.

Also, mixing in your dressing in advance can make your greens soggy, but carrying it on the side can lead to a work bag full of Catalina. The solution? Salad in a jar! This was all over Pinterest a few months ago, and for good reason: by layering the salad ingredients, with dressing at the bottom and greens at the top, they all stay fresh until you dump them in a bowl. Hummus & Carrot Sticks: Hummus is made with chickpeas, which are full of protein and fibre and a good source of iron. Good thing it's also delicious. There are many ways to get hummus into your mouth, but we recommend freshly cut carrot sticks or bagged baby carrots—they've got a satisfying crunch and are a great way to get some vitamin A in your diet. If you're feeling adventurous, try making your own hummus at home.

Fresh Fruit: Fresh fruits are nature's first convenience food — bananas and oranges even come with their own biodegradable packaging. It's hard to mess up this one, but we recommend choosing fruits that are in season locally. That way your already healthy snack will also be cost conscious and at its peak of flavour and freshness. Green Smoothies: You can really customise a daily smoothie to fit whatever nutritional needs you to need to address. Add hemp seeds or ground flax for a dose of healthy omega fats. Get some potassium and fibre by throwing a banana into the blender. Add protein with a powder supplement or soy milk. Our favourite smoothie booster is a handful of healthy fresh greens, like spinach. It's a great way to get the benefits of these healthy vegetables. Oh She Glows has a selection of recipes for "green monster" smoothies that are so delicious that you'll never guess they're great for you. Kale Chips: Kale is having its moment in the nutritional sun right now. This hot leafy green has become increasingly popular not just for its great taste but also because of its abundance of fibre and iron, among other key nutrients. Kale's great in salads, but you can also make it into chips by baking it in the oven, adding your favourite seasonings to replicate the taste of your favourite fried snacks without all the fat and calories. We suggest tossing the shredded kale with apple cider vinegar and sea salt. Ants On A Log: Ants on a log — celery stalks filled with peanut butter and topped off with raisins — might remind you of snack time in kindergarten, but did you know that

celery is a source of potassium? The peanut butter gives you a kick of protein while the raisins throw some fibre into the mix. You can make this one a little more grown up by trying a different nut butter, like cashew, or by substituting dried cranberries for raisins. Personally, we think that the classic version is yummy, too. Veggies And Dip: Think of what you'd love to see on a crudite plate, and get it on the go. Broccoli, peppers, carrots, celery, and cauliflower are all great options for snacking. They take a while to eat so you won't rush past your full point, and munching on them throughout the day can help you reach your recommended servings of fruits and vegetables. Baba ganoush, made with eggplants, is a great dip option. Edamame: Steamed and salted edamame pods are to the Japanese what peanuts and popcorn are to North Americans — they're a standard bar snack across the Pacific. They're a lot healthier than our favourites, because edamame are fresh green soybeans, which means that they're full of protein. They're delicious with just a sprinkle of sea salt. Pumpkin Seeds: It's a shame that a pumpkin’s seeds usually get thrown away when we carve out our lanterns at Halloween, because they're very nutritious. Pumpkin seeds are full of antioxidants, and they're a great source of immune-boosting zinc. Like chickpeas, you can toss them with spices and a bit of oil and roast them, but they're also delicious raw. If you can find them, get your seeds unshelled to get your full boost of zinc. November."When the wine goes in, secrets come out"
H
ello dear readers. The first week of October marks the end of the grapes vintage. In Portugal, Spain, France and Italy it´s a party and a ritual that has existed since before Christ. Wine is made from the juice of fermented grapes. In the fermentation process, grape sugar is transformed into alcohol. With grapes, unlike other fruits, you don´t need to add sugar to the process and you will not get a sweet drink. All the sugar is transformed into alcohol. This is what makes wine so special. Lusitanian, the people who occupied much of Portugal before the Romans, elaborated beer and also wine. The wine was drunk only on special occasions with a table filled with food. My grandfather always told me: "If you want to know your neighbor give him food and wine at your table." With those words he was trying to tell me that
people show their good or bad soul with a little bit more alcohol in the brain, but the wine should be served with food. Yes dear readers, food enhances the qualities of wine. It´s a big mistake to drink wine without food. Mature Red wine goes with red meat and cheese. Mature White wine goes with white meat and fish. Green wine, white or red, goes with shellfish or fish. When a wine bottle is opened you must finish it. Never ask for a glass of wine, the bottle could be open for too long. Ask for a small size bottle. Mature Red wine, in particular a reserve wine, should be opened at least half an hour before being drunk, the contact with the air will awaken the wine fragrances. Portugal has some of the best demarcated wine areas in the world. Douro river (Oporto Licorous wine region) is the oldest one in the world, producing mature red, white and also Rosé wines (white and red
mixed). This is a full bodied wine with many fragrances, good to try when you are not a beginner. Minho region and the Spanish Galicia have a grape called "Alvarinho", with which they produce the 'green' wine. The white one served very cold is a favorite with women. Bairrada region in the center of Portugal next to the sea have a special soil, the rocks underground give a unique fragrance to the wine; it is also the region of Portuguese sparkling wine. Alentejo produces good mature red and white wine; it´s a very balanced wine the best for beginners. Algarve is also making wine nowadays. Land that produced figs and almonds is producing grapes. Algarve Classic Festival
It is as much an exhibition of museum-quality vehicles as it is an exciting racing event and now after a two year absence, Historic Formula One returns.

ow in its 5th year the Algarve Classic Festival 2013 will be held on October 18-20 at the Autódromo Internacional do Algarve in Portimao, Portugal. Renamed in its fourth year, the Algarve Classic Festival is regarded by many as the finest historic motorsport event staged in the Iberian Peninsula. There are 14 races of various types of car that will take place over the

three days. Currently the season has seen some close and exciting racing with cars reaching a lap speed of 90.83mph at Silverstone by Andrew Smith and Chris Ward in a Lister Costin, although the race victory went to Oliver Bryant and Grahame Bryant in their Lotus 15. The GT and Sports Car cup is a race series for genuine Pre-66 GT's and Pre-63 sports cars that were racing in the World Endurance Championship. Although on an invitation only basis,
the Gt and Sports Car Cup attracts entries from owners of some of the most glamorous and spectacular cars. Such as original Jaguar E-Type Lightweights, Ferrari 250 GT Berlinettas, Alfa Romeo Giulia TZ2s, competition AC Cobras and all three Morgan Plus 4 SLRs ever produced, to name but a few. now in its seventh season, only runs at prime historic race meetings across Europe organised on the most evocative circuits, these venues offering the perfect combination of historical context and modern facilities. In 2011, Motor Racing Legends launched an all-new race series featuring Groups 1 and 2, and Group A Touring Cars, such as raced in the British and European Touring Car Championships between 1972 and 1985. The interest in the series

was so great, that the eligibility was extended to include Touring Cars from 1966, bringing in Group 5 cars from this era. The HTCC (Historic Touring Car Challenge), as it is now known, exists thanks to the help and support of the premier classic car dealership, JD Classics. As with all Motor Racing Legends’ series, the races are for real race cars from the era, running to the correct period specification. The races are typically 40 minutes duration, for two drivers,
with compulsory pit stops. The Pre-War Sports cars race will be the only race of the season in 2013 it is a 45-minute, 2-driver race, for the most dramatic and entertaining sports cars from the pre-War era, such as 8-litre Bentleys, Type 35 Bugattis and Alfa 8C Monzas - along with a full array of pre-War models such as the Aston Martin Speed 15/98, Bentley 3-4 ½, Morgan Super Aero, BMW 328 Sport, MG K3 a Lagonda Le Mans and a Frazer Nash TT. The Conservation lady
T
his month we are delighted to introduce to you; Leonor Estebau. Leonor has carried out meticulous restoration work around the beautiful historic town of Tavira. She kindly met with us to explain the interesting history behind the statues erected around the city as well as the magnificent main monument from the 1st world war in the centre of the town. Leonor, born in Lisbon had always had an interest in archaeology and went on to study at the Escola Superior De Conservacao E Deslauaro (University for Conservation) for 3 years. After finishing her course she completed her first restoration project “Ismael” a bronze sculpture which is placed outside the museum Do Chiapo in Lisbon. During this project she received help from the acclaimed Instituto Jose de

Figueiredo, one of the first conservationist groups in the Algarve. Leonor then travelled to work in the UK, and in 1995 Leonor earned a scholarship from the Portuguese foundation to work with the York Archaeological Trust – (The Viking Museum). She explained that she wanted to work the UK as they have a long history and tradition of restoration work in connection with the Viking and Anglo Saxon times specialising in leather and metals, and in particular objects which have been water damaged. In 1996 she travelled to Macau, southern China to learn more about restoration of ceramics and then returned to Lisbon to work for Centro National de Arqueologia Nautical e Subaquatica (The National Centre for Maritime and Under Water Archaeology) for the

Expo 90 exhibition. In 1998 Leonor became a conservationist in Tavira working on the famous faces we see around the streets and charming gardens. Aos Mortos De Grande Guerra De Cidade De Tavira ...The War Memorial for the City of Tavira was erected on the 1st January 1918, to remember those from the city of Tavira who lost their lives in the Great War. The memorial is also commemorating the men and women who died in the service of their country in the fifty years of war between 1918 and 1968. The monument, surrounded by native plants and grass consists of a four-sided obelisk with a flame at the top. It is set upon a three step plinth. Each face of the obelisk has a bronze sword set into it and the circular compound is set into a mosaic showing a stylised sword. The original inscriptions are metal set into the marble plinths, with the addition of a cast bronze plate riveted on. To the north side are the dates of the 1st world war 1914 – 1918 and the east side has two inscriptions, the name of the monument and the Portuguese Coat of Arms, and a lower bronze plate commemorating all those who have lost their lives during the wars. The combination of stone, metal and bronze was fully restored in 2012 taking 6 weeks to complete. Leonor described the process as: due to age and weathering chlorides and rainwater create pits that become green, this needs to be removed carefully with copper oxides to bring the bronze back to life, without actually removing the bronze, then many protective layers and a stabilizer for the corrosion is applied which should ensure the piece is protected for a least 10 years

plus. The bust of Antonio Cabriera is located next to the band stand in the gardens. He was born in Tavira in 1868 and was an especially bright mathematician, astronomer and researched into history and other fields of science. Isidoro Manuel Pires 1894 – 1958 is on the other side of the band stand. Born in Tavira, he was a noted journalist, poet and founder of the People Algarve newspaper, he was vice mayor and became president from 1937 – 1939 and made many cultural initiatives including the creation of Banda Musical de Tavira (1925) and the construction of the Municipal Park. In Bishops square, The Bishop of the Algarve, Antonio Maria Marcelino Franco was born in Tavira and appointed Bishop in 1920 serving until his death in 1955, this statue was appointed in 1971 and fully renovated in 2012, the former Bishop is said to look down the street towards his former home, and is buried in the Main Chapel in Faro Cathedral. Augusto da Silva Carvalho sits in a pretty square outside the old Hospital (now an International school). Also born in Tavira in 1861 he was a doctor, teacher, hospital manager and historian. He studied medicine in Lisbon and later he published a many medical essays. As well as teaching medical history and representing medical science he was a member of the prestigious Sciences Academy of Lisbon in 1928. Leonor lives in Tavira and now works for the Camera (Council) on the many ongoing archaeological projects including the Islamic Exhibition where artefacts have been excavated from the city. ast year’s sense of panic has gone and the mood has lifted, however the property market is not out of the woods yet. Portugal struggles to get its expenditures under control and it is unlikely it will meet the targets set by the Troika. This is in large part due to the unwillingness to cut government expenditure. Like Greece, Portugal has a bloated civil service and according to some has a hidden unemployment of over 30%. It is an understatement to say that a new round of tax increases will not go down well with the Portuguese, many who are already struggling to make ends meet due to past austerity measures. Therefore additional cost savings will have to come from cuts in government spending. With the much anticipated reelection of Angela Merkel in Germany behind us, we can expect the same policies towards the troubled countries in the south of Europe to continue. The recapitalisation of banks – and introduction of a banking union at a later date – will be an urgent matter to address. Many banks are still undercapitalised which has been a drain on economic activity. Portuguese banks are also underfunded, even though some argue that they have adequate capital ratios. If they would have to mark to market their repossessed property portfolio, additional write offs are needed which would further weaken their balance sheet. In order to shrink their balance sheet, some banks now offer to waive the penalty on early repayment of mortgages. You may wonder what this has to do

with the property market in Portugal. Well, everything and nothing. To start with the latter, the market is improving regardless of the drought in new mortgage initiation by banks. Property transaction volume has been steadily rising over the past 18 months. Investors buying up good properties at discounted prices never left town but they seem to be increasing in number during the past six months. That Portugal is an attractive place to live and invest we already know. This is again proven by the successful introduction of the Golden Visa, designed for individuals from outside of Europe who would like to become resident in Portugal. Only recently introduced, over 125 individuals have already bought a property under this regime (the condition is the purchase of a property with a minimum transaction value of Euro 500.000). However, the property market and the economy in general could have been in a much better shape if not for the weak balance sheets of the banks and their reluctance to speed up their recapitalization process. For instance, in the U.S.A. where the sub-prime mortgage crisis triggered the European debt crisis, they are already much more advanced in their

recovery. This is to a large extent due to a quick recapitalization of banks early on. The resulting recovery in real estate could take place because of readily available finance and the low cost of borrowing money is partly passed on by banks to homebuyers in need of a finance. Unfortunately in Portugal borrowing costs have recorded an increase, despite record low interest rates. This is due to a higher spread (margin) over Euribor the banks are charging. Some banks charge as much as 4% and more, which can be seen as extortionate in light of pre-crisis spreads of between 0,4 to 0,9%. over Euribor. In other words, even though Euribor is at an all time low, the interest rate on a new mortgage today is higher than before the crisis started in 2008. There have been prolonged periods of low interest rates in the past if one looks at the past two centuries, some lasting more than 20 years. Homeowners with a mortgage initiated before the crisis have benefited from the drop in Euribor. On a loan of Euro 100.000 the average monthly payment has decreased by more than Euro 200 helping families to offset the increased cost of living resulting from government introduced austerity measures.
When the economic recovery in Europe picks up steam, interest rates can easily move back up as well as the monthly mortgage repayments. How different it is on the other side of the Atlantic Ocean. In America you can get a 10 year fix mortgage at 3,125% or a 30 year fixed rate at 3,75 - 4%, subject to status. If only this were available in Portugal it would make life much easier for both homeowners and those who are considering buying a property, as it would offer an opportunity to benefit from the current low interest rate environment and not having to worry about what the negative effect of increasing interest rates in the future may have on their disposable income. In Portugal over 95% of all residential mortgages are based on a floating rate (3 or 6 months Euribor). Changes in Euribor are passed on to the mortgagee. If I were a banker I would be worried. Olive Tree Some trees are reportedly over 2000 years old! And the process for curing olives hasn’t changed in that time....
I
have often been asked about the olive tree and how do you harvest the fruit, can you just pick it and eat the fruit and how do you get olive oil. With these questions in mind and with the olive harvest approaching I thought it a good idea to try to answer these questions and explain a little more about this ancient tree. The olive tree is an evergreen tree or shrub native to the Mediterranean, Asia and Africa. It is short and squat, and rarely exceeds 8–15 metres (26–49 ft) in height. The silvery green leaves are oblong in shape, measuring 4–10 centimetres (1.6–3.9 in) long and 1–3 centimetres (0.39– 1.2 in) wide. The trunk is typically gnarled and twisted. The small white flowers, with ten-cleft calyx and corolla,

two stamens and bifid stigma, are borne generally on the last year's wood, in racemes springing from the axils of the leaves. The fruit is a small drupe 1–2.5 centimetres (0.39–0.98 in) long, thinner-fleshed and smaller in wild plants than in orchard cultivars. Olives are harvested in the green to purple stage. Canned black olives may contain chemicals (usually ferrous sulfate) that turn them black artificially. Olive trees are very hardy, drought-, disease- and fireresistant, and can live for a very long time. Its root system is very robust and capable of regenerating the tree even if the above-ground structure is destroyed. The older an olive tree is the broader and more gnarled its trunk appears. the Mediterranean are said to be several centuries old, and in some cases this has been verified scientifically. One such olive tree in Algarve, Portugal, is 2000 years old, according to radiocarbon dating, and others like an olive tree in west Athens, named "Plato's Olive Tree", was rumored to be a remnant of the grove within which Plato's Academy was situated, which would date it to approximately 2,400 years ago. The tree was a cavernous trunk from which a few branches were still sprouting in 1975, when a traffic accident caused a bus to fall on and uproot it. Since then the trunk is preserved and displayed in the nearby Agricultural University of Athens. And supposedly even older tree, called the "Peisistratos Tree", is located by the banks of the Cephisus River, in

the municipality of Agioi Anargyroi, and is said to be a remnant of an olive grove planted by Athenian tyrant Peisistratos in the 6th century BC. Olives are harvested in the autumn and winter. More specifically in the Northern hemisphere, green olives are picked at the end of September to about the middle of November. Blond olives are picked from the middle of October to the end of November and black olives are collected from the middle of November to the end of January or early February. In southern Europe, harvesting is done for several weeks in winter, but the time varies in each country, and with the season and the cultivar. Most olives today are harvested by shaking the boughs or the whole tree. Using olives found lying on the ground

can result in poor quality oil. Another method involves standing on a ladder and "milking" the olives into a sack tied around the harvester's waist. A third method uses a device called an oli-net that wraps around the tree trunk and opens to form an umbrella-like catcher from which workers collect the fruit. Another method uses an electric tool, called the oliviera, which has large tongs that spin around quickly, removing fruit from the tree. This method is used for olives used for oil. Table olive varieties are more difficult to harvest, as workers must take care not to damage the fruit; baskets that hang around the worker's neck are used. In some places in Italy and Greece, olives are harvested by hand because the terrain is too mountainous for machines. As a result, the fruit is not bruised, which leads to a superior finished product. The method also involves sawing off branches, which is healthy for future production. The amount of oil contained in the fruit differs greatly by cultivar; the pericarp is usually 60–70% oil. Typical yields are 1.5–2.2 kg (3.3–4.9 lb) of oil per tree per year. Olives are a naturally bitter fruit that is typically subjected to fermentation or cured with lye or brine to make it more palatable. Green olives and black olives are typically washed thoroughly in water to remove oleuropein, a bitter carbohydrate. Sometimes they are also soaked in a solution of food grade sodium hydroxide to accelerate the process. Green olives are allowed to ferment before being packed in a brine solution. American black ("California") olives are not fermented, which is why they taste milder than green olives. Freshly picked olive fruit is not palatable because it contains phenolic compounds and oleuropein, a glycoside which makes the fruit too bitter, although not unhealthy. (One exception is the Thassos olive, which

can be eaten fresh.) There are many ways of processing olives for eating. Traditional methods use the natural microflora on the fruit and procedures which select those flora’s that ferment the fruit. This fermentation leads to three important outcomes: the leaching out and breakdown of oleuropein and phenolic compounds; the creation of lactic acid, which is a natural preservative; and a complex of flavoursome fermentation products. The result is a product which will store with or without refrigeration. Fresh olives are often sold at markets. Olives can be used green, ripe green (a yellower shade of green, or green with hints of colour), through to full purple black ripeness. Olives should be selected for general good condition and for firmness if green. For fermentation, the olives are soaked in water to wash them, and then drained. One method uses a ratio of 7 liters (7 kg/15 lb) of room temperature water, plus 800 g (28 oz) of sea salt and 1 cup (300 g/11 oz) of white wine or cider vinegar. Each olive is slit deeply with a small knife; large fruit (e.g., 60 fruit per kg) should be slit in multiple places. The solution is added to a container of olives, and they are weighted down with an inert object, such as a plate, so they are fully immersed and lightly sealed in their container. The gases of fermentation should be able to escape. It is possible to use a plastic bag partially filled with water, and lay this over the top as a venting lid, which also provides a good seal. The exclusion of oxygen is helpful, but not as critical as when fermenting grapes to produce wine. After some weeks, the salinity drops from 10% to around 5 to 6%, once the water in the olives moves into solution and the salt moves into the olives. The olives are edible within 2 weeks to a month, but can be left to cure for up to three months. They can be

tasted at any time because the bitter compounds are not poisonous, and oleuropein is a useful antioxidant in the human diet. Curing can be done by several methods: lye-curing, saltcuring, brine-curing and fresh water-curing. Salt-curing (also known as dry-curing) involves packing the olives in plain salt for at least a month, which produces a salty and wrinkled olive. Brine-curing involves placing the olives in a salt water solution for a few days or more. Fresh-water curing involves soaking the olives in a succession of baths, of which the water is changed daily. Green olives are usually firmer than black olives. Olives can also be flavoured by soaking them in various
marinades, or removing the pit and stuffing them. Popular flavourings are herbs, spices, olive oil, feta, capsicum (pimento), chili, lemon zest, lemon juice, garlic cloves, wine, vinegar, juniper berries and anchovies. Sometimes, the olives are lightly cracked with a hammer or a stone to trigger fermentation. This method of curing adds a slightly bitter taste. I hope this article gives you a more informative aspect to the olive tree and a few ideas of how to make use of the fruits should be lucky enough to have these trees in your garden. Even if you only have a few trees or fruits it is an interesting process to get some olives for your own consumption, so why not give it a go.

Understanding Risk
ne of the greatest issues which investors face is understanding risk. They fail to consider all the various types of risk that could affect their capital and which can be planned for. Capital risk: The risk that prices will fall and your original investment will decline in value. Market risk: The possibility that market volatility will negatively effect your investments. Credit risk: The risk that a borrower (in the case of bonds) will default. Institutional risk: The risk that the financial institution managing your money, be it an investment house, insurance company or bank, will fail.

Currency risk: The possibility of loss by not considering your spending currency. Liquidity risk: The possibility that you may not be able to sell your assets when you need the money, or that you will have to sell in a depressed market. Inflation risk: The chance that your capital will decline in value as rising prices shrink the value of the currency it is invested in. The risk of doing nothing: Often, the greatest risk for investors is doing nothing. Leaving all your savings on deposit and withdrawing the interest as income, completely exposes the capital value to inflation. The purchasing power of your money will be
reduced over time. Many people only consider whether they will lose money through price declines. However you must also consider whether you will make ‘real’ returns above inflation. If not, you are effectively losing money. It has been very hard to achieve real returns with cash over recent years, and lower risk assets like government bonds do not offer much protection against inflation either. Milton Friedman, the celebrated economist, famously said “there is no such thing as a free lunch”. In other words, you cannot have rewards without risk. Another leading economist, Peter Bernstein, countered this with: “Diversification is the nearest an investor or business manager can ever come to a free lunch.” The central idea of asset allocation and diversification is that almost all types of investment risk can be mitigated if you choose not to expose all your capital to any individual situation. By including a variety of asset classes in your portfolio, the risk is likely to be much lower than if you put all your money in one type of investment. It is as much common sense as it is science. There is another risk to be considered. Tax risk: The possibility that you may be paying more tax than you need to because you are not using arrangements which are tax efficient in Portugal. ell, what a month we have had with UK£ and the Euro. From lows of 1.1579 to highs of 1.1970 and everything in between. The £ is riding high at the moment but a common question this month is will it go higher? Will it reach the magical 1.20 mark? Looking a little deeper into these questions you have to ask whether Sterling is strong or just the best of a bad bunch? There is no doubt that the recovery in the UK economy is fragile and any data that questions the extent of that recovery can have a dramatic effect on exchange rates. For example following the release of poor retail sales figures a few weeks ago the rate fell from 1.1950 to 1.1850. Some say that this is a sign that investors and financial markets remain cautious and are still of the view that the UK economy is by no means out of the woods yet. Others say that the UK is doing well and hold up falling unemployment figures as proof. Time will tell as further data is

Comparing the UK economic recovery to that of the USA and the Eurozone you are left with an uncertain and volatile currency market. The generally held view is that the £/€ rate will fall further as we nearer the end of the year. There are various options depending on availability and access to funds. n October the 1st a new law came into force, enforcing the creation of new labour compensation funds, which will be used by companies as part of the dismissal compensation payment. Basically this new law wants to make companies save now, so that they can use these funds when they need to pay any compensations. That seems to be what led to the creation of two new funds required for business - the Labour Compensation Fund (FCT) and the Guarantee Fund for compensation of Work (FGCT) - entering into force as of 1st of October 2013. In practice all companies that from that date hire a new employee, will be required to deduct a percentage of the relevant salary to these two new funds (0.925% to the FCT and 0.075 % to the FGCT), with the aim of ensuring future partial payment of compensation in case of dismissal . Companies are thus forced to create a sort of emergency fund to be operated for the benefit of the worker only in the event of termination of employment (for termination of the contract , collective dismissal or termination of job for example).
New Labour Compensation Funds
However and to alleviate the financial burden of companies with these two new funds the Government also created the "Employment Incentive" (Incentivo Emprego) recruitment aid worth 1% of the monthly remuneration of the worker, for new contracts from October in 2013 . Know in detail the Compensation Fund and Labour Guarantee Fund Compensation Labour: Features common to the two funds : • Both funds are created to ensure the right of workers to receive up to half the amount of severance pay in case of termination of the contract; • The two funds are autonomous and run at the same time; • They have unlimited duration; • Companies are required to create these new funds, when signing a new contract with a employee; • Deliveries payable by both funds must be made 12 times per year, on a monthly basis. • Apply only to workers hired from 1st of October 2013; 1) Labour Compensation Fund - FCT In practice, this individual capitalization fund acts as a kind of savings business account in the event of having to dismiss an employee in the future. For this,
employers must deliver every month to FCT 0.925% of the base salary and seniority of the employee. The aim is to guarantee payment up to half the value of the compensation . With the adherence to the FCT is created a comprehensive account on behalf of the employer, with individual accounts for each employee. The balance of those accounts is "non-transferable or pledgeable". The FCT is managed by a separate entity within Social Security . 2) Equivalent Mechanism - law N. 70/2013 The equivalent mechanism is an alternative to ‘Labour 's Compensation Fund’, which must guarantee to the worker exactly the same guarantees as the FCT. Instead of the FCT the company may choose an Equivalent Mechanism , which may be a safe for example, contracted with entities under the supervision of the Bank of Portugal or the Insurance Institute of Portugal. By choosing an Equivalent Mechanism companies may try to obtain more favorable terms, such as monthly deliveries below the ones established for the FCT 0.925%. 3 ) Guarantee Fund for Compensation

of Work - FGCT. It is a guarantee fund of a mutual nature, to which companies contribute 0.075 % of the salary of each new employee and to which the employee may request payment of a portion of compensation if the company fails to make payment (total or partial) due to financial difficulties or insolvency. Managed by a separate entity within Social Security, the FGCT is not used if the employer has already paid an amount equal or greater than the amount of compensation. Practical example: • A company decides to dismiss a worker hired after October 1 (except if it is an unfair dismissal) and requests the FCT repayment of the discounted amount on behalf of that person to date. • Then the company pays this value to the the worker fired, along with the remaining amount of compensation. • If this doesn’t happen, the employee may then trigger the FGCT to pay up to half the compensation he’s entitled to. • If the request for reimbursement to the FCT is fraudulent, or if the company receives the value and doesn’t give it to the employee within 90 days, the company is committing a very serious contravention and can be fined up to €61,200. • If the worker decides to leave the company, the balance of the fund related with this employee is returned to the company. fter having played P.Ferreira and Sporting Lisbon at the Algarve Stadium, due to the poor state of the Olhanense pitch, fans were happy when President Isidoro Sousa gave assurances that the team would return to the José Arcanjo Stadium, Olhão for the game with Estoril at the end of September. But a week before kick-off a bombshell hit the supporters when Isidoro Sousa confirmed that all Olhanense's home games this season would have to be played at the Algarve Stadium. The shock announcement infuriated fans who consider the Jose Arcanjo Stadium, Olhão as the club’s spiritual home. It would appear that the new SAD (Limited Sports Club), when submitting registration documents to the league, stated that the Algarve Stadium would be the home ground. Whilst the President did not sign the documents he must ultimately take responsibility. The Professional Football League stated categorically that they would not allow Olhanense to return to their ‘home’ ground. A small group of disgruntled fans padlocked the club car park to stop officials leaving the Jose Arcanjo Stadium. Others decided to boycott the game with Estoril. There is no doubt that this story has many more twists and turns amidst rumours of a secret

agenda. There is every sympathy for the players who will miss the intimate atmosphere and support generated at the Jose Arcanjo Stadium. POINTS HARD TO COME BY There were two very creditable 1-1 draws away to Maritimo (Madeira) and Gil Vicente, but home defeats by Sporting Lisbon 0-2 and UEFA Europa League contenders Estoril 1-2, have left Olhanense struggling in the lower reaches of the Premiera Liga. There was a carnival atmosphere at the Algarve Stadium as thousands of Sporting fans helped swell the crowd to 10,148 - a record for an Olhanense home game. Manager Xavier is still moulding his side and the addition of centre-forward Dionisi, on loan from Italian side Livorno, and Senegal international centre-back Diakhite from Orlando City (USA) will give him more options. October sees the start of Olhanense’s cup campaigns with a two-legged tie against 2nd Division Covilha in the League Cup. The draw for the 3rd round of the Portugal Cup is yet to be made for ties to be played on the weekend of 19th/20th October. The following weekend Olhanense return to league action with a home game against newly promoted Arouca. ALGARVE TOURISM SPONSOR SHIRTS A shirt sponsorship deal has been
signed with the Algarve Tourist Board for €30,000. With at least ten games being shown live on Sport TV, throughout Portugal and abroad, it will give the region additional exposure and hopefully more visitors during the winter months. Emily and Neil, who lived in Butoque near Santo Estevão, became stalwart supporters of Olhanense some five years ago. Since then they have travelled all over Portugal and Madeira following the team. Sometimes these tips work! Given to me by Sir Henry Cotton. Keith Ashdown, Benamor professional. Learn to keep the right arm close to the body and to hit late. Practise with a hankerchief tucked under the right arm. It helps in getting the footwork to harmonize with the swing of the club. If your body unwind is too fast for your arms it helps to "rock on the feet" rather than lift up on the toes. You use the inside edges of the shoes. It makes the swing wider and slower, and stops swaying. Another good tip to help the head to stay down, make sure the head at address is tilted to the left, chin to right shoulder. Many good putters press with their right thumbnails into the putter grip. This can stop the right wrist from being too free, without the danger of gripping tightly and freezing the stroke, and makes for a more pushed putt.

To improve timing overlap two fingers of the right hand on the left. This is a good drill and can be used in actual play.
