News Olhão to distribute 120,000 free reusable masks among population

O Olhão celebrates municipal holiday with unveiling of two sculptures

O

lhão celebrated its municipal holiday on Tuesday (June 16) with the unveiling of two sculptures that pay tribute to the town’s cultural and natural heritage – one depicting a female fish factory worker and the other a Ria Formosa seahorse. The first is a detailed and faithful homage to the women who worked at the town’s old fish factories. Located on the roundabout of Avenida dos Operários Conserveiros near the Faropeixe and Conserveira do Sul factories, it depicts one of these women as she sits on a bench gutting a fish with scissors. The sculpture was created by José Carlos Almeida and António Faustino and is made almost entirely from fibreglass. Only the bench and table were made with stainless steel. The process involved a significant amount of research. Several photos of old fish factory workers from Olhão were provided to the artists by the local council to help them to recreate these historic figures and their specific traits. As José Carlos Almeida explained, the way fish factory workers dressed and looked varied according to which region of Portugal they came from. “But we had access to documents which helped us greatly,” Almeida told Barlavento newspaper. The second sculpture has been erected on Avenida 5 de Outubro and pays homage to the Ria Formosa’s seahorse population, considered by local mayor António Pina as “part of the town’s heritage”. The idea came from the mind of local designer Isa Fernandes, who was also the talent behind other local sculptures such as those located at Largo da Fábrica Velha and Largo do Gaibéu. However, it was brought to life by Alexandru Groza, a Quarteira-based artist. To create the five-metre tall and 1.80-metre wide sculpture, Groza used around 5,000 pieces of ceramic material. “In recent years, we have tried to call ourselves the ‘capital of Ria Formosa’. This comes with an increased responsibility on how we manage this area,” said the mayor. “We see the seahorse as our mascot and want it to become one of the symbols of Olhão.” Original article written by Bruno Filipe Pires for Barlavento newspaper. lhão Council has started distributing 120,000 free reusable masks among the population. Each citizen aged 10 and over will be entitled to three masks, the council says. The masks can be collected until July 3 between 1pm and 7pm at the following locations: municipal pools (Olhão), E.B. 2 and 3 José Carlos da Maia school and Grupo Etnográfico headquarters (Quelfes); Clube Oriental de Pechão (Pechão); E.B 2 and 3 António João Eusébio school (Moncarapacho); and Associação Recreativa Fuzetense (Fuzeta). Citizens can collect their masks at any of the abovementioned locations, even if they live in a different parish. In order to make the distribution process easier, one person can pick up masks for their whole family, or even a neighbour in need. All that is needed are the identification cards of those due to receive their masks. Faro distributes 1,000 hand sanitizer dispensers among local businesses

F

aro Council is distributing 1,000 hand sanitizer dispensers among local businesses in a bid to keep clients and workers safe as the economy tries to get back on its feet. The first dispensers were symbolically delivered on Thursday (June 18), with the remaining to be distributed throughout the coming weeks. The project represents an investment of nearly €90,000 and involves contributions from the Algarve retailers association (ACRAL), the association for the commercial development of Faro’s historic area (ACB), the association of regional hotel industry (AIHSA) and the cultural and activist association of downtown Faro (OCAB). Says the local council, “consumers have to feel safe when visiting local businesses and restaurants”. “This measure aims to attract buyers and provide safety to those selling so that we can continue to strengthen the feeling of confidence among everyone and encourage a return to the kind of normal that is possible at this time,” says Faro Mayor Rogério Bacalhau. michael.bruxo@algarveresident.com

Looking after your furry friend Grass seeds are a common problem here in the sunny and dry climate of the Algarve. They can get into the ears, eyes, paws and work their way under the skin of your furry friend and cause all manner of horrible problems.

W

hile seeds and burrs can be a particular issue for breeds with long hair and feathery toes, they can be a real problem for all dogs and particularly those who enjoy bounding through the grass, as most dogs do! Grass seeds are often attached to the tops of long grass stems and can easily brush off onto your dog. They have horrible pointy ends and are very sharp so they easily become trapped in a dog’s fur and can even burrow down through the coat to pierce the skin. In a worst-case scenario, seeds can even go under the skin and travel to other areas of the body. To help prevent any issues developing, it’s good practice to regularly check your dog’s coat, feet and ears, especially if they’ve recently been walked through unkempt areas or mid to long grass. The typical signs to look out for include your dog continually shaking their head and pawing at their ear, which could indicate a seed has disappeared into their ear. Excessive licking of the paws or limping could indicate a nasty foreign item stuck between their toes. The sudden onset of heavy sneezing may mean

there’s a seed in the nose. If you return from a walk and notice a grass seed on the surface of your dog’s body, remove it straight away. If you spot a seed that has started to burrow into your dog’s skin, or if your dog is licking or chewing at a sore, contact your vet as soon as possible. Brush your dog’s coat regularly, ideally using a slicker brush, as this should clear them of any seeds or burrs caught in their coat. It will also help prevent matting, which can be another source of discomfort for your furry friend. Regularly check your dog’s coat and especially between the pads and paws for any nasty bits of debris which might do damage. Also check inside their ears and mouth. Are we green enough? Last month I caught up up Diogo from Geojardim garden center to discuss the new direction in which he is taking his business

W

henever a customer makes a change in their business, whether it be a new menu at a restaurant, or a new greenkeeper at a golf club, I like to inform our readers about the updates in the form of an editorial story. So when Diogo told me that he was updating his website and that he was ‘changing his business strategy’, I picked up my camera and headed off for a meeting at Geojardim garden center with him. Always organised, Diogo had prepared some notes for our meeting. In front of him was a piece of paper on which I could read two sentences, both outlined; ‘Green industry is not really green’, and ‘It needs to stop’. I immediately knew this interview was not only about his new website, Diogo was serious about something! For the first time in 11 years of publishing this magazine, I had a client to whom I was offering a free editorial story who didn’t want to promote their

business, but instead to promote a different way of thinking and working within the gardening industry, for both the consumer and employees. Let’s start with the mission statement: ‘GeoJardim’s mission is to leave a better world. We will continue to be an ethically responsible company, believing in sustainable growth models and continuing to strive towards solutions that respect People and the Environment. We have a long journey ahead, but we will do our best’. So... to leave a better world and sustainability! Why do we have to wear such a high level of protective clothing and breathing apparatus when spraying insecticides, fungicides and herbicides (weed killer). The image of a family sitting on a lawn having a picnic is scary when you’ve just seen it being sprayed by someone covered from head to toe and wearing a mask. Surely there’s something wrong with this image!

Places Diogo has stopped using or selling glyphosate (Round up) and is currently working with suppliers to find solutions that respect the environment and persuade their clients to use 100% natural products. For example, there is a natural weed killer containing pelargonic acid from plant extract which has been available for years, there are also insecticides made from extract of plants roots like Nim oil and many other alternatives. My question was why isn’t everyone using this already. Diogos view is that consumers decide on what products are sold on the market by the choices they make. If we carry on buying the usual pesticides, they’ll carry on selling it to us... there’s no change. If we start demanding more from companies and their products and question where does it come from and how is it made? Who do they work with? Do they support the local community? Do they have sustainability programs? Once again, it’s the consumer who can make a change by choosing how and where they spend their money. Trialing and testing of new biological products is taking place at the Garden Center. Diogo will be keeping checks on the results and is happy to talk to clients and other garden companies about them. The goal is that all of the 24 products he currently uses are replaced by 100% natural products with the same quality results... a big task, but it’s achievable. Next in the mission statement is being an ethically responsible company. Although the following points may appear obvious, they are not always in place. Staff should be fully trained including health and safety. They should be fully insured and receive a fair salary. Quality machinery and safety equipment should be provided. For example the latest strimmers and lawnmowers run on rechargeable batteries. For the employee there is no smelly petrol to deal with, the noise is significantly ​reduced, the machines are much lighter and more comfortable to use. Geojardim have a compost shredder in which they shredded garden waste last year resulting in 20 tonnes of compost. This takes 6 months before it can be used in the gardens. At the end of the interview Diogo makes a point that is very important to him. “Richard,” he says, “This is not about promoting Geojardim. It’s about creating awareness, sharing information with other companies and working together with the suppliers to find new solutions. It’s no longer a competition for us anymore. Our mission is no longer focused on growing, on market share and maximazing our profit, it is about doing what we think is right. It’s about becoming a more ethical and sustainable company, and being more involved with our local community and ultimately working for a better future. The Bishop of Bishop Square Vaughan Willmore brings the Statue of Marcelino António Maria Francoto life

W

hether you’re a resident or holidaymaker Bishop Square is ever present in our lives and a reference point for many. ‘I will meet you at Bishop Square’. ‘It’s in or near Bishop Square’. When I trawled the archives to find out more about the man behind the somewhat austere statue, I struggled to find a colour image of him. No painting or tapestry or anything of that nature. Consequently, I set about creating one, or at least colourising one - see image to the right. It’s helped me to think of him more as a person than a Bishop or indeed, the Bishop of Bishop Square. Perhaps it will help other residents and holidaymakers too, so the next time they arrange to meet at ‘Bishop

Square’ they’ll spare a thought for the person behind the statue. The Bishop of Bishop Square is Marcelino António Maria Franco. Born in Tavira in 1871 he was appointed Bishop of the Algarve in 1920 having been vice chancellor of the Faro Seminary. He was instrumental in the establishment of the ‘Folha do Domingo‘, the Algarve diocesan’s weekly newspaper, a radical move in its day (1914) due to restrictions on preaching in public. Franco served as Bishop for 35 years before passing away in 1955. He is buried in the Cathedral of Faro. The Bishop Square statue was completed in 1971. The original ‘Meeting point’ Celebrating it’s 40th anniversary on the 26th July, we visit the oldest restaurant in Tavira; Ponto de Encontro (Meeting point) to hear their story

W

e were lucky enough to be invited to Restaurant Ponto de Encontro. While there we took this month’s cover photo, the delicious tuna steak with onion sauce and potato wedges. I have to say it was probably the best tuna steak I’ve ever had and something I’d highly recommend. The menu is typically Portuguese, but served in a special way; stylish, traditional but yet modern. Other beautifully presented dishes include the Octopus, steak, Tuna belly, and the Tornedó with pepper sauce. The restaurant is also famous for its fish dishes, of which there are numerous...

all perfectly cooked and presented. Traditional and modern is also the theme for the interior decoration. The walls are adorned with the typical Portuguese hand painted tiles, mixed with the clean lines of the white walls, modern (and comfortable) furnishings and clever lighting. All in all, it’s a very nice place to be. We chatted to the proud owner of the restaurant Tiago Guerreiro, who told us that it was in 1980 that his parents found a business opportunity, in Bishop square in Tavira. He told us that “Many employees of a textile company ‘paga pouco’ took transportation to work in this square. So my parents

opened the ‘Meeting Point restaurant’ and started serving breakfast and snacks to these workers. My mother used to make snacks and my father served” says the youngest son who is now responsible for the restaurant. “The restaurant grew, from a small space extended to neighboring stores, where in the past, there were carpentry, a bakery and tailor shops. Ponto de Encontro is one of the most emblematic and reference restaurants in Tavira. What makes this restaurant different from others is the fact we keep the same homemade flavours in the kitchen and the familiarity of the service.

Mr. Jorge is one of those examples. He started working here when the restaurant opened 40 years ago, and helped my parents during his summer school holiday. He continues to work here today! Manuela, the chef responsible for the kitchen, has also been in this restaurant for 24 years to date. We are a very familiar restaurant and we want the client to feel that spirit too”, he says. Considering that they already have 40 years of history, their goal for the future is “to continue the good work, serving local fish and quality meats, that customers are satisfied, always with quality and without forgetting the flavours that my mother gave to the dishes, since opening with a modern plating” says Tiago. Plenty of Time for Revision Learning Portuguese from Scratch Revisited 5 Years On By David Holland

S

ome 5 years have passed since the publication of the original set of articles. Times have recently changed. Time available to upgrade our Portuguese in the Coronavirus era. Nostradamus in his quatrains 500 years ago, predicted disaster in 1666 (eg. The Great Fire of London) and dramatic events both revelatory and scary for the year 2020. Latin and Shakespearian connoisseurs will not be surprised by strange goings-on in the middle of March, the traditional date of the Ides and, coincidentally, when the lockdown took place both here and around the globe. The coverage of today’s events in Portuguese is a useful reminder to anyone struggling a little with the language, that so many words are immediately recognizable to a speaker of English. Typical examples include-

he Covid-19 pandemic not only caused a severe economic downturn with record unemployment but has also changed the way we are living and working. This with potentially lasting changes in consumer preferences about what an individual and/or family expects from their residential property, the place that we call home. The meaning of a home can differ from person to person but in general it is the place where one lives, secure and enjoyable, where you can laugh or cry, be yourself, learn, love and be loved, be respected and cared for as well as a place to share memories and to make new ones. The lockdown has now added another requirement; it needs to have space or an extra room to work from while being away from the office. It is also important to have a good sized private outdoor space and in case of apartments one should be able to get to the property using the staircase (in order to avoid being in a small enclosed environment; the elevator). If an apartment is in a high rise building the use of a staircase may not be an option for everyone. The increase in video conferencing amongst businesses had already increased preCovid-19 due to the various worldwide conferences about global warming and reduction of greenhouse gases. However, the lockdown accelerated and broadened this trend as employees who could work from home were now asked to stay at home. In addition parents with children had to use video conferencing for their children to do their schoolwork due to the closure of the schools. The demand for video conferencing software such as Microsoft Teams, Cisco WebEx and especially Zoom went through the roof (the latter has a good chance of becoming the word of the year, I will Zoom you!). It may well lead to a more permanent change in how we live and work given the option of not going to the office to work (or only a few times per month) we may also change our preference of where we want to live. Coming out of lockdown most people are re-evaluating what freedom means to them and may prefer to live in a low population density area outside of their town or maybe even in a different country providing there are good internet and travel connections. In the past people could not make this decision as there were technological hurdles to overcome (no or slow internet, no video conferencing solutions) as well as the social acceptance by colleagues and businesses to work from home. It will be interesting to see how the pandemic has changed all of this which may lead to new trends in demand for residential property. Early signs are that the desirability of a property with a large terrace or private garden with or without

swimming pool has gone up. Except for a few cities, the Algarve predominantly consists of low density residential areas. As such, and with a population eager to follow and obey safety measures, the number of people affected by Covid-19 as well as the number of casualties are low in comparison with other countries. Nevertheless many people decided to cancel bookings for holiday letting accommodation during the months of March, April and May. The closure of borders, general uncertainty, job losses and health problems where often the reasons given to cancel reservations. However, in the past 4 weeks reservations have picked up and with the opening of borders both owners of property and holidaymakers are starting to return. We have noticed an increase in demand for villas with a private pool, both for short/ long term letting as well as to buy. The ultrarich are parking money in high end luxury real estate in cities like New York, London and Paris and often do not intend to live there whereas high nett worth individuals are seeking good quality villas with a swimming pool in the Algarve often in established areas to live in. We have also noticed an increase in demand for this type of property coming from buyers who indeed want to park money due to negative interest rates on savings of Euro 500.000 and above and are worried about future inflation due to the enormous amounts of money that is being created by central banks worldwide. If you have 2 million in savings you can avoid negative interest rates by spreading the amount in a saving account over 4 or 5 banks. However, for larger amounts this is more complicated and it still doesn’t address the worry about

inflation. Interest rates of government bonds in many countries are in negative territory all the way up to maturities of 10 years. The rates are artificially suppressed by bond buying by the central banks, aka quantitative easing. A better indicator of fear for inflation is the price of gold, which has been gradually moving upwards from USD 1400 to 1770 over the past 12 months. Hard assets such as real estate are also seen as a hedge against inflation. These type of buyers are worried about inflation, and do not want to pay negative interest rates. Other factors such as polarization and rising populism in their home countries may also lead to the preference of spending time in their property in the Algarve. The reasons for investors to buy property in Portugal are as good as ever especially with price reductions. Property is relatively easy to understand and is inflation proof overtime. We are currently living in uncertain times, however the Algarve benefits from many good things that people lack up north and given time may well come out on top of it. This month, we have “Gone fishing” on the waterways of the Algarve with the experienced guidance of Mark Privett fromGone Fishing Portugal

O

riginally from England, Gone Fishing Portugal’s owner and guide, Mark, has been passionate about fishing since he first picked up a rod aged five. Inspired by his grandad, Mark spent most weekends and holidays fishing the local rivers. In 1999, after a year backpacking around Australia looking for fishing heaven, Mark and partner Ali emigrated to Australia and in 2001 started Gone Fishing Cooktown; guided fishing on the Great Barrier Reef and the rivers and islands around Cape York, Far North Queensland. Gone Fishing was very successful and over the years they were involved in a number of TV shows which allowed them to meet some real fishing and Aussie outback icons

including regulars on the boat, Bush Tucker Man (Les Hiddins), Ray Mears, Andrew ‘ET’ Ettinghausen and Matt Watson. Late in 2018 Mark, Ali and their two teenage kids decided it was time for a change. They sold Gone Fishing Cooktown and relocated to the Eastern Algarve, in Portugal, where they started their new venture, Gone Fishing Portugal. If anyone has much experience fishing, you’ll know it’s best to get an early start, so the alarm sounded at 6 am and we shot off to meet Mark at his base near Fuseta, eager to start our day of fishing. Mark met us with a smile and a plan to go to Funcho, a Dam about an hour’s drive away. Along the way we learned about how Mark and Alison made their way to Australia and he told us

some amazing stories from his time there. These stories really are amazing, including tales of 4.5 meter crocs and a friend who used to feed fish frames to giant Groupers and huge Rays in the bay, I have to admit I was very jealous and if it wasn’t for arriving at the beautiful sight of the still Dam amongst the hills and perfect blue sky I might have booked my flight straight to Cairns! We quickly slipped the boat into the water and Mark took us to our first spot to teach us a few basics, this being our first real fishing trip, it took us a little while to get the hang of casting, but with a very straight forward guide from Mark, we landed our first fish within 10 minutes! A small Largemouth Bass about five to six inches long, hardly a fish of a lifetime but you immediately understand the urge

to stand on the boat all day just waiting for that bite, for all you know the next one could be a five kilo monster! Mark made us feel very comfortable on the boat, with his obvious knowledge and simple teaching it didn’t take long until we felt like very capable new Anglers (though there were still some world record worthy attempts at the world’s worst cast and Mark couldn’t help but give a little chuckle, which we forgave him for). An hour or so later and casting was getting to be second nature and we could focus on what was coming as we made our way along the river bank, suddenly we see a huge puff of mud accompanied by some violent thrashing, Mark points out the back of a large Carp who hasn’t spotted us yet. He’s munching away on the waters edge

whilst we eagerly fling lures as close as we can, suddenly, he bites and now it’s a game of slowly reeling him in and hoping he doesn’t spit the lure. With Mark’s guidance, we managed to get it to the boat and scoop him in the net, we are very happy with ourselves, it isn’t the easiest way to catch a Carp, they have surprisingly good eyesight and are most likely to bolt away even if you creep up as slow as you can and place the lure perfectly in front of them. We took a few seconds to take some pictures and then off he went to grow and be caught again another day. Throughout the day we travelled around the Dam to different areas that Mark knows have perfect spots for feeding Carp, dead branches that have fallen in to the water which provide perfect homes for Largemouth Bass and even some old buildings that are a couple of meters underwater, time really did fly as we were having

so much fun. Sólido (Mark’s boat) is fully equipped with the latest fishing technology including Garmin electronics and a Minn Kota electric motor which really helps when you’re trying to sneak into the little bays. How to deal with negative thoughts

n these hard days that we are going through, it’s sometimes normal to have bad thoughts occurring in our minds. Today I’m writing about how we can transform bad thoughts into good thoughts and how doing this mental transformation you can change the way you see and live your life. There are days we all feel angry, depressed, frustrated or guilty for something. These feelings, may be disturbing, but they are natural, essential and beneficial. They signal the need of a change in attitude and to solve problems, generating motivation. The alert and danger however, emerge when we let these feelings dominate us, making us angry. The goal is therefore not to avoid these feelings or eliminate the conflicts, but instead, learn how to deal with the emotional outcomes to the conflicts in a way that let us have more control of ourselves. The way we think can determine our emotions. Let’s see how this works considering different ways, for example, a fathers reaction to this specific situation: Igor left food, toys and papers all over the living room. In anger with the chaos and mess in the living room, Igor’s father could maybe think: “- he is impossible, insensible, irresponsible and lazy.” With these negative thoughts, he is going to feel more and more anger and will start to criticize his son and scream at him. Alternatively, he could consider a desperate situation or guilt himself thinking for example: “- he will never change anymore”, “- it’s my fault, I am not good as a father” or “- I can’t do anything”. In this case it is probable that this father feels depressed and insecure, avoiding to give an order or a punishment to his son. However, if this father concentrates in his ability to deal with the situation and to calm down, he could say to himself: “- I’m going to have to remind Igor, once more, that he has to leave

the living room tidy and clean”. In this way it’s easier to find rational and effective responses to deal with erratic behavior of his son. So, for one situation there are three types of emotional responses and three different ways of thinking. The truth is that we as human beings, get irritated not because of the situation itself but due to the perspective we adopt of the situation. So, there is always the possibility to choose between letting your emotions dominate you, or have a strategy that helps you to deal with the situation in a positive manner. This example of Igor’s father is a great example to demonstrate how we can respond and be a better person at home, at work, as a friend or in another different role we represent. I will give you a small list with strategies of thoughts that you can adopt or use to see the situation you are facing with a different perspective, avoiding your negative emotional side: • Refuse negative labels that occur in your mind; • Avoid speculation about others intentions; • Adopt a positive vision of the future; • Stop thinking pessimistically, instead substitute for positive thoughts that help you face the situation; • Relativize the bad behavior and apply flexible standards; • Control the irritation; • Don’t be a self-critic; instead, analyze the situation and do self-praise; • Focus on the ability to control and deal with the situation; • Be positive and maintain sense of humour; • Postpone manifestations of indignation or delay to another moment; • Model ways of positive self-dialogue that contribute to face the situation with success. T

here are so many different kinds of herbs and your first step in planning a garden is to choose the ones you want to grow. If you are new to herb gardening you will probably want to start with those that you can have the most fun using. Culinary and fragrant herbs can be used to make teas, jellies, herbed butters and breads, and preparations such as potpourris and sachets. I have selected 5 different types of herbs for you to try, but these are just a few that you could grow so give them a try, because even now it is not too late to get the seeds planted. There is no set way or place to grow your herbs. They can be raised like vegetables in rows or plots, neatly staked off and labelled. You can integrate them into the landscape as ground covers, edgings, or companion plants with other ornamentals. Or, more casual plantings can grow in corners of the garden or

small sections of a border. You also can grow herbs in containers both outside and indoors. If you are more ambitious and want to be traditional, you can plan the kind of formal herb garden which originated in the Middle Ages. It is best to keep those herbs that require different amounts of water (such as the mints and thyme) at separate ends of the bed. Some herbs do not require as much sun as the others and can be planted near taller kinds that will filter direct sunlight before it reaches them, or, you can locate the bed where one section will receive fewer hours of sunlight each day than the rest of the bed. BASIL; How to grow You can start sowing basil towards the end of March on a sunny windowsill. It’s very sensitive to cold and will blacken at the slightest hint of frost, so make sure your early sowings are protected. Once the young plants reach about 15cm tall, remove the shoot tip to encourage more leafy growth and a bushier plant. When the warmth of June arrives, you can sow another batch outside and move any indoor plants outside to the patio. Make a final sowing in August to give you fresh basil into autumn. Buying basil in pots You can also buy basil in pots from the supermarket or garden centre. Look for bushy plants with lots of side-shoots and no sign of flowering. You can then make more plants by taking cuttings. Cut off a piece of stem about 8cm-10cm long, just below a leaf joint. Remove the lower leaves, then pop the cuttings in a jar of water

and wait for them to form roots. Once they’ve rooted, pot them in free-draining compost. How to care for basil Keep your basil in the sunniest spot you can find – preferably a south-facing windowsill or patio (once there’s no risk of frost). Water sparingly and remove flower spikes – if these are allowed to mature, your plants will stop growing new leaves. How to harvest Pick individual leaves from the top of the plant and feed with a liquid fertiliser afterwards. Then leave it to grow again. If you find that you have a bumper crop at the end of summer, pick the lot and make it into pesto. It freezes really well if you leave out the parmesan, which can be added before use. Recommended varieties Sweet basil, often sold as ‘Sweet Genovese’ has the classic basil taste. Greek basil is compact and bushy with tiny leaves, so there’s no need to chop them before cooking. ‘Green Ruffles’ has the classic basil flavour with a crinkly leaf texture, while ‘Thai’ is a spicy hot basil. ‘Cinnamon’ has a flavour rather like aniseed sweets, or for a fresh lemony tang try ‘Mrs Burns’ Lemon’. For ornamental use in window boxes or edging beds, try ‘Purple Ruffles’ for its crinkly purple leaves. CORIANDER; How to grow Coriander doesn’t like being moved, so it’s best sown where you want it to grow, either in the ground or in large pots. Sow in late spring or early summer. In August sow some more in pots on the windowsill for a supply during autumn and

winter. Coriander is annoyingly quick to flower and set seed before it has produced much leaf, so it’s best to sow little and often. Watch out for fine, feathery leaves – a sure sign the plants are about to flower. How to care for coriander Well-drained soil in a sunny spot is essential. If you’re growing it indoors on a windowsill, give it plenty of light and don’t over water. How to harvest Keep picking mature leaves as and when you need them. Regular cropping should delay flowering. Once the plants do flower, allow them to set seed. The seed is ripe when it stops smelling unpleasant. Collect it and use in cooking, keeping some to sow for another crop. Recommended varieties If you want the leaves choose ‘Cilantro’ and ‘Leisure’, which are slow to form seeds. If it’s seed you’re after, go for Moroccan coriander. PARSLEY; How to grow Parsley is a biennial – flowering then dying in its second year – but is usually grown as an annual. It’s notoriously slow to germinate, but is worth growing from seed for a good supply of leaves. Sow from March onwards on a sunny windowsill. The best time to sow is July when you can plant outside direct into the ground or into large pots at least 30cm wide. Keep the seed well watered to aid germination and they should sprout in three to four weeks. If you haven’t the time or patience to grow from seed, buy a parsley plant from the supermarket or garden centre. Cut it back to within 5cm of the base and then repot into a

larger container without disturbing the roots. How to care for parsley Parsley prefers damp soil in partial shade. You’ll need to protect it from slugs and if carrot fly is a problem, cover with fine mesh. Parsley is hardy but it will produce fewer leaves in winter if left outside. Cover plants with a cloche or move potted parsley indoors or to the greenhouse to give you fresh leaves in winter. Try growing curly parsley as an ornamental border edging – it looks great with French marigolds. How to harvest Parsley can be picked continually and will constantly produce new growth but it’s worth picking a good bunch, chopping the leaves and freezing for use in winter when leaf production declines. Recommended varieties For curly-leafed parsley choose ‘Champion Moss Curled’ or ‘Green Pearl’; for flat-leafed go for ‘Plain Leaved 2’. Both should be readily available. LEMONGRASS; How to grow Lemongrass can be grown from seed sown from late January to March. As it’s a tropical plant, the seed needs heat to germinate so sow in a heated propagator. Transplant the seedlings when they are large enough to handle and grow them on in the greenhouse or on the kitchen windowsill. Lemongrass is readily available nowadays in most large supermarkets as cut stems. Providing the stem is fresh and the base hasn’t been over-trimmed, you can get it to root in a jar of water before potting it up.

How to care for lemongrass Keep your lemongrass well watered in summer and give it a liquid feed every now and then. Keep just moist in winter and ensure you don’t over water. Lemongrass fares best if grown permanently in a container in the greenhouse or on a sunny windowsill. How to harvest Cut off one stem close to the root and use 1012 cm of the stalk starting from the base and discarding the outer leaves. Recommended varieties Lemongrass (Cymbopogon citratus) doesn’t have any named varieties so go for the plain type as either plants or – if you’re feeling adventurous – seed. THYME; How to grow Thyme is an evergreen dwarf shrub and a huge range of varieties is available in garden centres. Buy in spring for planting in beds or containers. How to care for thyme Whether you’re growing the twiggy bush types or the carpeting mat forms, all like a warm sunny site in well-drained soil that’s low in nutrients. Add grit to the planting hole or container. Thyme thrives in chalky soils. Trim plants after flowering to keep them neat and encourage new growth. Thymes are best treated as short-lived herbs that will need replacing every three years or so. Either buy new plants or take cuttings from new shoots in early spring or summer. How to harvest Snip off twiggy stems as you need them and strip off the leaves. Or hang in bunches to dry and then store in an airtight container.

OREGANO, also known as marjoram How to grow Although dried oregano is widely available, you’ll struggle to find fresh leaves in the shops so it’s well worth growing your own. Buy small plants of named varieties from the garden centre in March. How to care for oregano Oregano likes a warm sunny spot with light, well-drained soil. It’s perfect for containers. Be sure not to over water and give variegated types some shade at midday. Cut back after flowering and feed with a liquid fertiliser. How to harvest Pick the leaves whenever you need them for using fresh, and dry some for later use. Tie cut stems in a bunch, and hang in the kitchen to dry. Crumble the dried leaves off the stalks and store in an airtight container. Recommended varieties Try wild marjoram (Origanum vulgare) in the green-leafed form. Also try golden oregano (O. vulgare ‘Aureum’) and compact oregano (O. vulgare ‘Compactum’) with its goldengreen foliage. ‘Country Cream’ has cream and green leaves. Is time running out for taxfree pension transfers?

W

ith all that’s been going on, it is easy to forget that the Brexit transition period is still due to end soon, on 31 December. Those lawfully settled in Portugal before then will be able to enjoy uninterrupted residence rights. But with no certainty from 2021, there are still many unknowns. One of these is what will happen to UK pension rules for expatriates. If you are already retired or planning to retire abroad, this is the time to review your pension options before the rules potentially change. Overseas transfers Transferring to a Qualifying Recognised Overseas Pension Scheme (QROPS) can consolidate several UK pensions under one taxefficient roof and unlock benefits such as multicurrency and estate planning flexibility. Currently, expatriates in the EU can transfer to a QROPS tax-free, but there are two key situations where tax is payable. First, if combined UK pension benefits exceed the UK’s lifetime allowance (LTA) – currently £1,073,100 – you would face a 25% tax penalty on anything transferred over the limit, even if you are non-UK resident. Once in a QROPS, funds never attract LTA charges again. Second, if you transfer to a QROPS based outside the EU/EEA, the UK applies a 25% ‘overseas transfer charge’ on the whole

amount. While expatriates can escape this tax by transferring to a EU/EEA-based QROPS, this may change with Brexit. A closing tax-free window? As Brexit eliminates Britain’s EU commitments, the Treasury gains more scope to recoup revenue from UK nationals abroad. Many expect this will prompt wider penalties on pension transfers, even within the EU. The legislation for the overseas transfer charge already includes the ability to capture all transfers – the government would just need to remove the EU/EEA exclusion. Without a guarantee that tax-free transfers will continue, anyone considering transferring should act sooner rather than later. Timing is especially important as pension transfers can take several months. However, transferring is not appropriate for everyone, and differences between QROPS providers and jurisdictions can affect the benefits. Alternative investment structures could offer expatriates in Portugal comparable benefits to QROPS, so take personalised, regulated advice. Pensions are likely to play an important part in your long-term financial security, so it is crucial that you only use a fully authorised and regulated provider. An alarming number of people have lost retirement savings through pension scams or by reinvesting in failed, unregulated investments that offer no

protection. Move to Portugal and pay little or no tax on your income

P

ortugal is one of the best countries to live or retire and there are several reasons for this: best EU residency program for investors (minimal stay requirements and the possibility of obtaining an EU passport after 6 years), it’s the best EU tax haven for pensioners and high net worth individuals (10-year exemption of most non-Portuguese source income). It is also one of the top countries in the World to buy and own real estate. In terms of tourism, Portugal was voted the best destination; best country in the World to visit and best European golf and beach destination as per the World Travel Awards. Recently it was also the first European country to receive the “Safe Travels” stamp awarded by the World Travel & Tourism Council. This allows travelers to recognize Portugal as having adopted global health and hygiene standardized protocols to allow visitors to experience ‘Safe Travels’ Portugal is also the best country in Europe and North America (after cold Sweden) for immigrant integration (MIPEX III). It is a very stable, peaceful and safe country and offers a high quality of life coupled with a low cost of living. Finally, the Portuguese are highly educated and almost half of them can speak at least one foreign language, mainly English. Portugal can be the gateway to 250 million Portuguesespeaking people. If you are planning to move to Portugal and the above was not enough, then you probably need to find out more about the non-habitual resident (“NHR”) taxation regime. The NHR is a scheme for new residents that can provide substantial tax benefits, so much that you may discover that Portugal is a tax haven for you. Although the name makes you feel that you NHR are non-residents, that is not correct. The name can be confusing, but in fact the Non-Habitual Resident (“NHR”) taxation regime is only available to those that become resident in Portugal. The NHR scheme is proving very successful at attracting individuals of independent means, pensioners and certain skilled professionals to establish residency in Portugal for tax purposes, while not being subject to any minimum or maximum stay requirements. In addition to the non-existence in Portugal of wealth tax, or of inheritance/gift tax for close relatives, the NHR regime essentially grants qualifying individuals the possibility of becoming tax residents of a white-listed jurisdiction whilst legally avoiding or minimising income tax on certain categories of income and capital gains

for a minimum period of 10 years. A major feature of the NHR regime lies in its interaction with the double tax conventions signed by Portugal or with the OECD model tax convention in the absence of one. In effect, most double tax conventions (of which Portugal signed 87) grants the possibility to tax most categories of income to the country of source of such income, although in practice, so as to attract foreign investment, many countries will not make use of that possibility to tax nonresidents. Since most such categories will not be taxed in Portugal in the hands of a NHR because they may be taxed abroad, in practice most foreign-source income types will be zero taxed in such hands. Since the first of April 2020, the Portuguese Government has decided to change this scheme and those that became resident after that date, will see their private pension schemes taxed at a generous flat rate of 10%. This is still lower than most of the tax rates in Portugal and the tax rates in other European countries. Under the NHR regime, the following categories of foreign-source income and capital gains (except if sourced from a blacklisted tax haven which has not signed a double tax convention with Portugal) will be generally exempt from income tax in Portugal since they may generally be taxed in the source country, even though they will not often be taxed in the hands of nonresidents in the latter country either: • Profits derived from eligible occupations • Royalties and associated income • Dividends, interest and real estate income • Capital gains from the alienation of real estate (including shares deriving more than 50% of their value from real estate) and of ships or aircraft operated in international traffic Capital gains from the alienation of movable property (other than shares deriving more than 50% of their value from real estate or ships/aircraft operated in international traffic) will be tax exempt if the relevant double tax convention states that they may be taxed in the source country, but this is not the case with the OECD model or with the generality of the conventions, and therefore if you buy or sell shares or other financial assets, some basic tax planning may be required. It should be noted that several countries often deemed “offshore tax havens” do have double tax conventions with Portugal and are therefore white-listed for the purposes of the NHR regime. In addition, all EU member states are whitelisted, even though several such states may in many ways be used as “offshore tax havens”,

especially by non-residents from that country. Occupational pensions will be taxed at 10% as long as they may not be deemed sourced from Portugal. Foreign-source income from employment (including fees of directors and entertainers or sportsmen) will not be taxed in Portugal if it is taxed (at whatever rate) in the source country. Portuguese-source income depends on whether or not it is derived from eligible occupations, will be taxed as follows: - Employment income (including fees of directors and entertainers/sportsmen), business or self-employment profits and royalties (including payments for know-how), if derived from eligible occupations will be subject to a 20% flat rate; - Other Portuguese-source income will be taxed at the normal rates applicable to regular resident taxpayers; In conclusion, in order to maximize the advantages of the NHR regime it has to be taken into account not only the Portuguese tax law, but also the tax law of the source country of the income, as well as the double tax conventions applicable to the foreign-source income and advantages to receive as a NHR. This scheme can be also very attractive to all those British citizens that have become Portuguese Residents, in order to prevent Brexit and allow travelling in EU after the 1st of January 2021. Portugal have stated those British that arrive prior to 1 January 2021 may register for residency under EU citizenship rules, until 30 June 2021. Those who arrive after the 31 December 2020 will have to apply for residency under the more stringent third country national rules. Applying means it can be refused whereas if all requirements are in place for EU residency it is automatically given. Once you obtain your EU residency certificate, it is mandatory that you also change your tax residency, which means that you will be liable for tax in Portugal and should declare here your worldwide income. The NHR scheme can be the solution you need to avoid or reduce your current tax bill. Please feel free to contact us to discuss your personal situation and see whether you meet the criteria to qualify as a non-habitual resident (NHR). Although the granting of NHR status is not automatic, it will not be refused if all the legally applicable criteria are met. The ‘Great Economic Reset’ is Coming

N

ever letting a crisis go to waste, I believe is the caption below the photo used on the World Economic Forum’s website which features the article “Now is the Time for a Great Reset.” A post written by founder and Executive Chairman to the WEF, Klaus Schwab. Schwab writes “The Great Reset agenda would have three main components. The first would steer the market toward fairer outcomes. Depending on the country, these may include changes to wealth taxes, new rules governing intellectual property, trade, and competition. The second component would ensure that investments advance shared goals, such as equality and sustainability. Rather than using (US, EU and Asia) funds as well as investments from private entities and pension funds to fill cracks in an old system, we should use them to create a new one which is more resilient, equitable and sustainable in the long run. The third and final priority is to harness the innovations of the Fourth Industrial Revolution.” An economic reset on all levels is coming, and the FED is no longer able to kick the can further down the road. Instead, it’s been met with a wall. The introduction of the ‘one world currency’ is closer than we think. In fact, it’s looking like it could be right around the corner. And according to Peter Schiff “It is the end of the dollar standard.” But that doesn’t rule out a ‘local’ currency such as the digital dollar or digital euro that would run alongside the global digital currency of the IMF. To collapse local currencies would bring about massive upheaval. This paralleling of a local and global possibility, leaves room for both to switch comfortably to digital. Part of the reset is to hyper inflate or hyper deflate all of the debts away – it doesn’t matter which.

They can’t take it into the new system anyway. It will be interesting to see, as the digital dollar could be based upon transactions. The entire world has been pushing for a consumer-based economy after all. The US started that back in the 20’s, and China around a decade ago. So, what if the future of money will be created on consumption? The ultimate economic reset would be against gold. And gold would become a portion of the new currency - a central bank digital currency. The global currency therefore could simply be the fact that it moves tangible over to digital. The only thing that wouldn’t change, are the people behind it all. This means the future plan for money will be purely digital. However, the ‘tangible’ component of gold added to this new currency will be important in order to produce confidence in it from the people – and for the people to be willing to use it. Which brings us swiftly on to the wealth gap and the universal basic income. The possibility of the ‘universal basic income’ becoming global by the end of this year is becoming more likely. In the US at least, due to such high numbers of unemployment there. After all, how can consumers spend if they can’t take on more debt or they don’t have an income -The two ways that people can consume. This means yet more printing of ‘helicopter’ money. The US is doing things a little bit differently to Europe. Europe has been subsidising employees through the companies they worked for. Are these same companies going to want to take these employees back on their payroll? That’s going to be pretty hard for the Government/central bank to back out of. Once you put things in, they tend to stay there. In the US however, the Government gave out ‘helicopter cheques’ and a survey showed that 70% collected more as unemployed than they were paid in the job

they lost. Now that the economies are beginning to open, a lot of the same people don’t want to go back to work because they will bring in less money. Fractional share buying on the stock market is booming also. Seemingly due to the same sector of people, helped on by this ‘found money.’ The ‘helicopter’ payments are due to end in July, but I have a sneaky suspicion that they won’t - with utters of a possible extension. Sounds a lot like UBI to me. What people don’t typically realise, but everybody needs to think about is, when something is cheap and easy, it has less value than something you’ve had to work for. We can go to the supermarket, pick up a box of strawberries, take them home, and consume them. But when you grow your own – they take time, effort, and care. You check on them every day, prune the dead leaves, water them, and make sure they get plenty of sun. If you want to make a smoothie, you dump the entire box of shop bought in a blender because it’s easy. But when you go to your garden to pluck one of your home-grown strawberries – you’ll savor and enjoy it, like it was the last one on earth. Fiat money is no different! If you are given free money, you’ll spend it without too much thinking involved. But if you’ve worked for every cent – it will be of value to you, and you’ll think very differently about what you do with it. We are now in the eye of the storm – and we need to look at where the holes were, and what created the challenge for you. Toilet paper? Or was it saving, investing and prudent planning? We need to become our own central banker now. So, while we are in this period of calm, take advantage of it – fill in those holes. Whatever it is… get it done!

Jimmy Hagan with the legendary Eusébio

I

n June 1970 Jimmy Hagan became manager of Benfica and led them to three successive Portuguese championships and once to the national cup, a record no coach has since been able to repeat for the country´s greatest club side. The 1971-72 season saw them complete the league and cup double and reach the semi-final of the European Cup losing narrowly to the legendary Ajax. The following season Hagan led the Eagles as they became the first club in Portugal to win the championship without defeat, winning twenty-eight matches and drawing the other two; including 23 consecutive victories! In that year Eusébio also became Europe’s top scorer with forty goals, in what was his penultimate season as a Benfica player. The team scored 101 goals, breaking the century for only the

second time in their history. Jimmy Hagan was born in Washington, County Durham on the 21st January 1918 and made a name for himself twenty years later with Sheffield United where he made 391 appearances (124 goals) and was paid €8 (£7) per week plus €1.20 (£1) first-team appearance money. During WW2 Jimmy Hagan, who attained the rank of Major in the Army Physical Training Corps,played a part in the liberation of the Bergen-Belsen Nazi concentration camp. He also made sixteen appearances in war internationals alongside the likes of Stan Cullis, Joe Mercer, Stanley Matthews, Wilf Mannion, Raich Carter, Len Shackleton and Frank Swift. It is not commonly known that Hagan joined the Liverpool ground staff at the age of fifteen where he spent two years as an amateur before signing for Derby County.

Fifty years after Hagan joined Benfica and thirty years after Liverpool were last crowned league champions the two clubs are poles apart. Liverpool have won the English Premier League with seven games to spare whilst Benfica have dropped eleven points out of a possible eighteen, leaving them three points behind FC Porto with six games remaining. The ignominy of losing 4-3 at home to Santa Clara (Azores), after being 3-2 up with eight minutes left, has left the Benfiquistas calling for the head of manager Bruno Lage. Whilst the red half of Liverpool was dancing in the streets, the red half of Lisbon is embroiled in turmoil as they endeavour to battle both Covid-19 and the loss of form that could deny them a second consecutive Primeira Liga title.

ALGARVE TO STAGE FI GRAND PRIX?

T

here are strong indications that Portimão’s Autódromo do Algarve could stage two F1 events on the 27thSeptember and the 4th October. The circuit has a Grade 1 licence, thus meeting all the requirements of the FIA to host the events. The 4.692kms (2.915miles) circuit was built in 2008 at a cost of €195m.The last Grand Prix to be held in Portugal was at Estoril in 1996.

CHAMPIONS LEAGUE COMES TO PORTUGAL

L

isbon has been chosen by UEFA to stage this season´s Champions League quarter-finals, semi-finals and final. Played as a straight knockout tournament, the games are being split between Benfica’s Estádio da Luz and Sporting´s Estádio José Alvalade. The Champions League has been on hold since the 11th March due to the COVID-19 outbreak. 7/8th August - Round of 16 second legs (venues to be confirmed); 12/15th August - Quarter-finals; 18/19th August - Semi-finals and the 23rd August will see the Final at the Estádio da Luz. The quarter-final and semi-final draws will take place in Nyon on the 10th July. The final was due to be held at the Atatürk Olympic Stadium in Istanbul which will now instead stage the 2020/21 showpiece. The three subsequent final venues have also agreed to host a year later than originally planned:- 2022 Saint Petersburg Stadium, Saint Petersburg; 2023 Football Arena Munich, Munich; 2024 Wembley Stadium, London. This season’s quarter-final Champions League ties will include Atlético Madrid, Manchester City or Real Madrid, Barcelona or Napoli, PSG, Leipzig, Atalanta, Bayern, Munich or Chelsea, Juventus or Lyon.

Rui Santos, in his Extra Time programme in “SIC Notícias”, firmly supported “unconditionally” the fight of the clubs against the FPF and criticised the lack of availability of the federative president Fernando Gomes to meet them. The Mayor of Olhão, António Miguel Pina, has met with the Secretary of State for Youth and Sports to “request his intervention with the FPF so that good sense prevails and the play-offs are completed to make it fair for those clubs denied a voice”. Other countries including Germany and England have been able to arrange play-offs for lower league teams so why the FPF has not seen fit to support the clubs in their flagship league remains a mystery.
