June sees the begining of the Euro 2012 football Championships, and like it or not, it's bound to be the talking point of the Month.

...to your June issue. This could well be my favourite issue of the year so far. We met up with some old friends at Casa Azul, Filamina and Ged, who after meeting here in the Algarve have now opened their own restaurant. Our Focus on this month introduces some of our favourite restaurants in Tavira, I hope there's one you haven't tried yet. Chris Wright puts us straight on some of the Myths that surround Tavira, and also a fascinating comparison of FC Olhanense and England's Liverpool FC, you'll be surprised at the similarities and also the differences!

The Gnr have arrested two men near tavira. they had been spotted stealing from cars parked at barril beach. a chase ensued, involving forty officers. the drama began at Pedras d'el rei, near barril beach, when a Gnr patrol saw two men behaving suspiciously in the car park. they were observed stealing various objects from inside a vehicle.the Gnr chases the two suspects, who drove off despite having been threatened with a firearm. as they sped off the men tried to run over an officer and then fled inland, pursued by the patrol car. after a few hundred meters, the fugitives were confronted with a second Gnr vehicle and a crash ensured. the get away vehicle was badly damaged so the driver fled on foot, leaving his companion, who was immediately arrested. the authorities blocked off the area using forty officers. the fugitive was later spotted in a cafe about a kilometre away, trying to find transport. the suspects are 30 and 38 years old, Portuguese, living in the lisbon area and have no known legitimate hoccupation.avingcaptured both men, the Gnr recovered stolen items including cameras, mobile phones and dvds, all of which were returned to the victims who are on holiday in the algarve.

An elderly dutchman was found by the Gnr chained to a bed in his own home near castro marim on may 23, after his estranged daughter raised awareness of her father’s vacant behaviour. the 72 year old dutchman, evert reinout van der linde, was allegedly held hostage for more than one year by a foreign couple, a German woman (63) and an italian man (55), who were previously hired as care-givers of the elderly man who lived alone and had no family relatives in Portugal. a spokesperson for the Gnr told lusa news agency that the alarm for the man’s disappearance was raised by his daughter, following an unusually long period of no communication with her, despite their “difficult relationship and distant bond”. upon investigation, when authorities approached the property and called out for the man, a “forced groan was heard” which was when the Gnr went in and found the man handcuffed. although in a weak state, the elderly man informed authorities that his two assailants fed him just once a day and allowed him to drink water three times a day. he also said he had been held hostage by the couple for over a year. initially admitted to Faro hospital, the man, who was said to be last seen weighing approximately 100 kilos, now weighs “no more than 50 kilos”, according to the Gnr and is currently recovering at a health facility at a location that has not been revealed. the suspects are accused of holding the man hostage in order to gain access to his assets, which included several apartments, over €150,000 and €2,500 worth of his retirement money each month, in addition to setting up home in his house. arrested and present in Faro court on may 25, the foreign suspects were freed having to report twice a week to the castro marim Gnr station. they are also prohibited from contacting the dutchman and from returning to his property. speaking to the dutch news agency rtl, evert’s daughter said she now feared that the suspects would come after her father because they are free. “i want my father transported back to holland as soon as possible,” she concluded. due to an alleged build up of debts caused by the perpetrators, such as unpaid insurance policies, the victim is said to be liable for medical costs and is awaiting health examinations that will allow him to be transported by plane back to holland.

You may think that stretching your hamstrings and calves is just something to be done if you have a few extra minutes before or after pounding out some miles on the treadmill. the main concern is exercising, not stretching, right? not so fast. although studies about the benefits of stretching are mixed, stretching will help you improve your flexibility, which in turn will improve your athletic performance and decrease your risk of injury BeneFiTS oF STReTCHing improving athletic performancen and decreasing the risk of injuries stretching can help improve flexibility. and better flexibility may improve your performance in physical activities or decrease your risk of injuries by helping your joints move through their full range of motion. For instance, say your achilles tendon is tight and lacks flexibility. if you do a lot of hill walking, your foot may not move through its full range of motion. Over time, this can increase your risk of tendinitis or tendinopathy in your achilles tendon. stretching your achilles tendon, though, may improve the range of motion in your ankle. this, in turn, can decrease the risk of microtrauma to your tendon that can lead to overload and injury. stretching also increases blood flow to the muscle. STReTCHing eSSenTiaLS before you plunge into stretching, make sure you do it safely and effectively. stretching incorrectly can actually do more harm than good. use these tips to keep stretching safe: don't consider stretching a warmup. You may hurt yourself if you stretch cold muscles. so before stretching, warm up with light walking, jogging or biking at low intensity for five to 10 minutes. Or better yet, stretch after you exercise when your muscles are warmed up. also, consider holding off on stretching before an intense activity, such as sprinting or track and field activities. some research suggests that pre-event stretching before these types of events may actually decrease performance. Focus on major muscle groups. When you're stretching, focus on your calves, thighs, hips, lower back, neck and shoulders. also stretch muscles and joints that you routinely use at work or play. make sure that you stretch both sides. For instance, if you stretch your left hamstring, be sure to stretch your right hamstring, too. don't bounce. bouncing as you stretch can cause small tears in the muscle. these tears leave scar tissue as the muscle heals, which tightens the muscle even further, making you less flexible and more prone to pain. so, hold each stretch for about 30 seconds. repeat each stretch three or four times. don't aim for pain. expect to feel tension while you're stretching, not pain. if it hurts, you've pushed too far. back off to the point where you don't feel any pain, then hold the mstretch.akestretches sport specific. some evidence suggests that it's helpful to do stretches tailored for your sport or activity. if you play football, for instance, you're more vulnerable to hamstring strains. so opt for stretches that help your hamstrings. Keep up with your stretching. stretching can be timeconsuming. but you can achieve the best benefits by stretching regularly, at least two to three times a week. if you don't stretch regularly, you risk losing any benefits that stretching offered. For instance, if stretching helped you increase your range of motion, and you stop stretching, your range of motion may decrease bagain.ring movement into your stretching. W hat is dysbiosis? “dysbiosis” refers to a state of imbalance among the colonies of microorganisms (bacteria, yeast, viruses, parasites, etc.) within your lbody.iving in your gut are trillions of bacteria and other microorganisms that are essential to the most basic biological mechanisms required for human life such as digestion, energy production, and detoxification.

When the bad germs edge out the good germs, basic biological functions (such as digestion) begin to breakdown, and symptoms (like diarrhea or constipation) begin to appear. not all symptoms of gut dysbiosis are obvious. because gut dysbiosis can lead to any number of physiological problems throughout the body, it can be responsible for symptoms as varied as depression and asthmatic wheezing. Tavira town hall is hoping to transform the Pego do inferno natural beauty spot, seven kilometres north of the town, into a living museum with paid entrance and permanent supervision. the entrance to the area was sealed off last October for security and safety reasons, as the wooden access had been vandalised. mayor Jorge botelho said, “We could even transform it into a living museum with a small admission charge so that there would be permanent supervision and cleaning,” but he does not yet know when the beauty spot will be re-opened. Pego do inferno is renowned for its waterfall from the asseca stream that falls into a lake surrounded by vegetation. the mystical Pego do inferno may derive its name from the ancient legend that tells of a team of oxen, who with their handlers, fell into the pool never to be seen again. it was also believed that anyone who fell into it would go straight to hell. another legend refers to the existence of tunnels linking the river Gilão with the Guadiana.

Is the young woman standing on the roundabout outside tavira railway station waving her soldier off to war or greeting him on his return? neither is true. the statues, erected in 2001, are a memorial to tavira’s long military history. they also symbolise the many thousands of young men from all over Portugal who did their basic military training in the town particularly during the africa Wars (1961-74). liaisons were quite common with the local girls who bade their soldiers farewell as they started their journeys back home. many young men emigrated during this period and the population of Portugal actually decreased.

uring the time of caesar, the romans created a new port, some seven kilometres from tavira at balsa, now luz de tavira. balsa became a large town, in fact much bigger than tavira, that grew, prospered and decayed in parallel with the roman empire. When the moors conquered iberia, in the 8th century, balsa was already extinct as a town. under roman rule, tavira was a secondary passing place on the important road between balsa and baesuris (now castro marim) and thus there would have been a crossing point of the river Gilão at tavira. the present bridge is most definitely not roman having been constructed in the 12th century and when it collapsed in 1655 it was rebuilt as we see it today with seven arches. the bridge would no doubt have been damaged during the earthquake and tsunami of 1755 and was again partially destroyed during the floods in december 1989. at this time the blue bridge and the bridge by the market had not been built so the Old military bridge was erected as a temporary measure to enable inhabitants to cross the river without a lengthy detour. it is the séquia river that flows down from the hills and becomes the Gilão underneath the ‘roman’ bridge.

With its stylish interior, right on the river Gilao and amazing views of the roman bridge, it is a great place to sit and enjoy lunch or dinner, hot or cold tapas, a cocktail or one of the many choice of flavours from the home made italian ice tcream.hecharming hosts, Katia and Jorge, together with vasco, João, nadia and mariana invited us to meet with them and update us on the new additions to the cuisine and drinks menu. together with the new traditional, italian homemade ice cream, free from any colours or preservatives, they offer tremendous choice at very reasonable prices to all of their valued customers. tavira lounge has been extremely busy, basing their success on the attention to customer service. customers return time and time again and recommend friends and family. their menu contains 100% natural, fresh ingredients, no 'e' numbers, and all home cooked on the premises. it offers “flavours of the algarve” in many of the dishes and drinks. tavira lounge has updated its cocktail list and includes the “tavira lounge” made from melosa, brandymel, lemon and cinnamon creating a true “tavira” cocktail, as well as the usual favourites such as the mojito, the “best in tavira”, caipirinha, Pina colada and cosmopolitan. their smoothie menu, once again, uses fresh ingredients and are all homemade and packed with vitamins. there's also the traditionally made sangria, white or red, made with fresh fruit and cinnamon, Gin, vodka and cointreau, very refreshing. there is an impressive choice of salads, using mixed leafs, red onion, and cherry tomato, together with a choice of either a honey or curry dressing. my personnel favourite is the Portuguese bruschetta, with fresh cheese, avocado, tomato and fresh herbs. Katia explains that whether it is a coffee, tea, wine, spirit or a treat, from the sweet menu, (including cheesecake and apple crumble, made with raisins, almonds and cinnamon), all dishes are made with less than 30 per cent sugar, still having all the taste and fantastic flavour, but more healthy. the lunch or dinner menu varies from steak, pork or large prawns to a light lunch, the choice is fantastic and the setting Katiaexquisite.and Jorge have recently been asked to arrange parties to cater for birthdays and special celebrations and offer a meet and greet service together with finger food. as well as free Wi-fi there are two computers available to use as well as a play area for the little ones to have fun too. teve, who now runs the spacious bar, shared with us the history leading up to him now managing Polako's. he had seen the old bar many years ago and had “always dreamt of running it himself”. through ambition and perseverance, he has now achieved his goal. in 1987 steve arrived in the east algarve having left Wandsworth london where he worked for the national trust as a specialist decorator on projects such as hampton court and impressively buckingham Palace. in search of something new, and a change of lifestyle, steve moved to manta rota, painting villas and houses and was then offered a job at Pedras da rainha in cabanas, as their entertainment’s manager. he went on to work at the Jolly sailor, in the bar, as well as organising their discos and karaoke, as well as the restaurant in Quinta velha. living and working in cabanas, steve has many friends locally, including John from casa algarvia and simon, soon to open alfresco, an english style supermarket. he also has his two sons, marcus 17, who was born here in Portugal, and Jordan 15 born in the uK. both his sons are fondly known by everyone in cabanas. steve was approached by luis the bar owner, who saw him as the ideal character to run the bar. he helped luis with the refurbishment and it now offers a large choice of beers, all international drinks, coffee, various snacks and tapas. Polako's is open every day, (except monday) from 9am till 2am, and until 3am on Friday and saturday. most property owners who have decided to sell their property know in the meantime that a so-called energy certificate is required for the sale of a property. this law was introduced in January of 2010. the energy certificate (certifcado energético) is a report valid for 10 years, which basically classifies your home in its energy performance ranking it from ‘a’ to ‘G’, with ‘a’ being the most energy efficient. What may come as a surprise is that having installed solar panels at your property does not necessarily have a positive impact on the result of your property’s energy certificate.

I f you are the owner of a property in Portugal, you most likely read plenty of articles about property taxation laws, the various legal aspects of owning a property in Portugal and exchanged everyday property knowledge with neighbours and friends. Yet, there are some real estate issues that are surprising and surely not obvious. they may come as a surprise to you and offer food for thought during a nice summer bbQ with friends and family.

3Property descriptions “T3+1” – a three or four bedroom property? When it comes to identifying the actual number of bedrooms of a property advertised as for instance a ‘t3+1’, surely most people will have doubts. the “t3” stands for the number of legally declared bedrooms of a property, whereas “+ 1” indicates that there is another room that may currently be used as a bedroom, which is though not declared as such in the paperwork. For instance: some builders declare one of the bedrooms as an office when applying for the building license. the cost per square meter of the construction license of an office is slightly lower than the price per square meter of a bedroom. hence a “t3+1” property offers three officially declared bedrooms and 1 room that could be used as an office or storeroom. this may have a negative impact on the value of a property, both from a sale perspective as well as letting. if you rent out your property on a short term basis, you need a rental license (al). the 4th room will not pass as a bedroom and may reduce the rental eincome.njoyyour bbQ!

2Survey reports- can a surveyor in Portugal be held legally responsible for the content? if you have found your ideal property in the algarve and opt to get a survey done before exchanging contracts, it might come as a surprise to you that surveyors in Portugal cannot be held liable for the content of their reports. therefore, a brief written report with basic findings and / or a verbal report might give you just as much peace of mind and security, versus an elaborate written (expensive) report.

M anuel do nascimento Zora was born in Olhão on the 4th October 1895 and died in Olhão, where he is buried in the town’s cemetery, on the 20th april 1979. during his 84 years he led an incredible life and became infamous on the east coast of america. he was immortalised in scott corbett’s book the sea Fox - the adventures of cape cod's most colourful rumrunner’. so how did manuel Zora arrive in america? manuel ran away to sea at the age of twelve and had helped to bring back contraband from Gibraltar. One fateful night whilst unloading the cabo verde ship off-shore in the mud flats between Olhão and Fuzeta the contrabandistas were surprised by a coastal patrol. stuck in the mud up to his elbows, the young Zora was hauled off to jail. after being incarcerated for days, he was handcuffed to a lieutenant and marched through the local streets with theories abounding as to his fate. “he’ll go for life to africa.” “no, he’ll only get three years in jail.” On arrival at the train station, he was met by his mother who told him he was off to lisbon where his godfather, a colonel marsal, was to take him under his wing and give him a good military education. manuel heard his sentence pronounced with a heavy heart. not prison, but the next worst thing. it was exile, and exile to school, at that! For the next two years his life was one of study and books. he graduated with honours but still yearned for the sea. having seen the wealth and beauty of lisbon, where everyone wore shoes and lived a life so different from the hard existence of a seacoast town such as Olhão, he wanted more. he poured his heart out to his parents and convinced them that a seafaring life was for him. the year was 1910 when 15 year-old manuel and his father set sail for Gibraltar. a couple of days later they boarded a German liner en-route to new York and then on to Provincetown where his uncle had a fishing boat. he found a town of some forty-two hundred souls of which nearly two-thirds were Portuguese, and of that number a hundred and fifty were from Olhão. manuel was one of only five from Olhão who could read and write Portuguese so he was much in demand to read the Portuguese subtitles at the local cinema. When the eighteenth amendment (Prohibition) came into effect in January 1920, manny Zora, as he was now known, had his mind set on fishing but some two years later he decided to help fill the needs of americans looking for alcohol. manny then recruited fellow Portuguese as his illicit business expanded. he was one of the shrewdest smugglers who, in his 38-foot boat, the mary ellen, always managed to evade the coast Guard. after retiring from smuggling he became a lobsterman, union leader and political activist. through his contacts during the Prohibition period he met the Kennedy family and it is said that Joseph Kennedy senior asked manny to teach John F. Kennedy to sail. so it was in 1932 that manny Zora taught the future President of the usa to sail the victura, a gift from his parents for his 15th birthday. it was the boat on which JFK taught many others, including his beloved wife Jackie, to sail, and the boat that captured and held his imagination throughout his life. the boat is now on display at the entrance of John F. Kennedy Presidential library in boston. in 1962 manny Zora returned to Olhão. he was a great storyteller and he regaled the locals with anecdotes of the depression, the mafia, feasts, girls and the miseries and glories of his colourful life in america. the sea Fox - the adventures of cape cod’s most colourful rumrunner - by scott corbett was written in 1956 and is out of print but occasionally a copy can be found through the internet.

Ihave had many years horticultural experience before moving my business to Portugal from organic farming to an estate head gardener, and i have noticed since being here i have been asked by many people what plants are suitable for the mediterranean climate. With this question in mind i have decided to dedicate this article to trying to cover some of the options available to you and suggest some of the plants that will give you a garden a good display all year long. the algarve’s coastal plain where most expatriates buy properties in Portugal is hot every summer and sunny most days of the year. rains come mostly in the autumn and spring (sometimes). most of the coastline is frost free except for some north facing mountainsides but frosts can be experienced in the coastal mountain valleys just fifteen minutes from the coastal plain. We enjoy what's known as a mediterranean climate so living in this climate, we have an enormous selection of plants available to us. Plants from all the other mediterranean zones thrive here. these plants survive our dry summers thanks to features that help them endure long periods without water. some drought-tolerant plants, like rosemary and lavender, have small or needle-like leaves. Others, like artemisia, have gray or silver foliage. some have a waxy coating on their leaves or, like succulents, have the ability to store water. shrubs to consider include glossy abelia (abelia grandiflora), with its gracefully arching branches and clusters of bell-shaped flowers in summer and fall. new Zealand flax (Phormium tenax) is a wonderful architectural plant in any garden. You can find Phormiums in shades of green, yellow, pink and bronze or striped in several of these colors. they vary in size from miniature to gigantic. the spiky varieties do better in full sun, while the droopy varieties will tolerate shade. escallonia is a neat, glossy-leaved, fast-growing evergreen shrub with a long bloom period. rockrose (cistus), another evergreen shrub, thrives in adverse conditions and provides showy crinkled flowers from spring to summer. Other classic mediterranean shrubs that do well in the eastern algarve are the many varieties of rosemary (rosmarinus), wild lilac (ceanothus) and lavender s(lavandula).pringflowering gems include the squat and spire like blue, white and if lucky red flowered varieties of the Pride of madiera echiums and red flowered bottle brushes. summer special effects include the highly perfumed frangipanis and the lady of the night, continuously flowering plumbago’s and the marmelade bush, streptosolens. While the yellow spires of cassias add distinction to summer and autumn flower beds and banks. vines are a mainstay of the

mediterranean garden, useful for beautifying a stucco wall or covering a fence. bougainvillea is a vigorous climber that provides exuberant summer color, but it needs frost protection. trumpet vine (campis radicans) is a rampant deciduous vine with scarlet flowers from summer to fall. Potato vine (solanum jasminoides) is fast growing and festooned with small white flowers almost year round. Other favourites are exotically coloured south american passion flowers, mandevillas/dipladenias, and jasmine - especially the most perfumed pink tinted variety. the latter often planted alongside entrance gates to give a special Portuguese welcome to guests. Grasses make a valuable contribution to the mediterranean garden with their narrow leaves and plumes of flowers. deer grass (muhlenbergia rigens) forms a dense clump of green leaves with stalks of white flowers. mexican feather grass (stipa tenuissima) has graceful arching leaves with flowers in early summer. Purple fountain grass (Pennisetum setaceum) adapts well to dry locations. its stems are topped with fuzzy, coppery-pink flower spikes. the list of mediterranean perennials is almost endless. some favorites for the eastern algarve are catmint (nepeta faassenii or n. mussinii), sage (salvia), beard tongue (Penstemon), wallflower (erysimum), yarrow (achillea) and society garlic (tulbaghia violacea). When it comes down to plant choice you will see that although many plants can survive drought and hot sun, gardens which have adequate irrigation systems installed can almost grow most plants we have been used to back in the uK and to help you decide what to grow the list to the right shows you some of the options available to you, and now with the increase in garden centres in the algarve the possibility of getting what you want is now possible.

We continue this interview by look ing at other energy issues: oilprice.com: Popular focus is on the global energy crisis, but an equal ly important crisis is looming. Rock phosphate is vital for creating fertiliser, which in turn is necessary for produc ing large quantities of today's food. It is depleting at a rate similar to crude oil, which could soon mean that the world will experience food shortag es. How do you believe this problem could be solved? Should more media attention be focused on the potential food shortage of the future? Tom murphy: This is another prob lem we must "solve." How about this solution: one billion people on Earth would obviate many of our problems. Any takers? Any acceptable path to this state? The original question does remind us that our problems are nu merous. It is no surprise that the phenomenal surge in population and living standards/expectations in the last few hundred years - both a direct consequence of exploiting our fossil fuel inheritance - should be exposing fault lines every which way. Aquifers, soil, forests, fisheries, coral, ice pack, and species counts are in decline. The very simple answer staring us in the face, yet somehow unthinkable, is to consume far fewer resources and aim to reduce population. Hopefully we can do this in a more controlled way than nature may enforce if we ignore the myriad warnings. This "solution" will no doubt offend many, but just because we want to continue growth does not mean we can. We need to take control of our destiny, and that starts with us as individuals. Decide to reduce; mentally abandon the growth paradigm. Let's maximize our chanc es of preserving our accomplishments by easing off the gas for a bit. oilprice.com: Oil companies are mainly driven by the aim of pleasing shareholders, which generally means pursuing large dividends and high share prices. Surely this profit seek ing mentality is detrimental to the advancement of green energy tech nologies, as the companies have little incentive to seriously invest in new types of energy whilst old, cheaper types still exist. What are your views? Is there any way to change this dy namic? Tom murphy: I sense that plenty of people are waiting to cash in on green energy, and investment begins to flourish when energy prices soar. But as soon as high energy prices trig ger recession, demand flags, prices crash, and the volatility wipes out many green efforts. A year or two of high prices is simply not long enough for a transformation, which takes decades to accomplish. I hope that we can tolerate smoothly and con tinuously escalating energy prices for conventional sources, but those high prices hurt large segments of the (con ventional) economy and self-generate volatility. In principle, governments could "artificially" keep energy prices high enough to maintain the impetus for developing alternatives, pumping the revenue into a national alterna tive energy infrastructure. But govern ments are bound by voters who sim ply don't want sustained high energy prices. I don't know how to evade this dynamic in a functioning democracy, except via education about the chal lenges we face - including a sober confrontation of the fact that failure is a likely result of our not bucking up to the challenge.

The inventor of the technology upon which most of today's operating nuclear power stations are based, Alvin Wein berg, was all too aware of this. He wor ried about some of the safety issues in volved in using solid uranium fuel in his water-cooled reactors. Sadly, though he advocated safer, cleaner nuclear designs for the rest of his life, the world took no heed and the reactors we live with today are still fundamentally the same as those that he considered unnecessarily com plex and vulnerable to accident. Fortunately, one of the legacies of Fu kushima is that while investment in to day's current reactor designs may have slowed, there is a renewed interest in Alvin's alternative designs. In China, the US, and even here in the UK, where nuclear R&D has been starved of invest ment, major R&D programmes into tho rium molten salt reactors are underway. Fukushima must mark a turning point in the history of nuclear power. The pro ponents of the existing technologies should be chastened by the reminder it provided of how things can go wrong. The world would be a greener, safer place given the advent of Thorium re actors, less pollution of the air, no cata strophic nuclear reactor explosions and no enriched Uranium for bombs.

38 www.eastalgarvemag.com Environment Tom murphy: The simple observation that a peak in glob al discovery in the 1960's must be followed by a peak in production some decades later is unassailable. So we know the decline is coming, as most major oil-producing countries have experienced already. That part is easy, it's the when that is always hard. The fact that the current petroleum production plateau has hardly budged through factor-of-three price fluctuations is very suggestive that no one has spare capacity at the ready. If we can main tain high prices without re-experiencing a spike and crash like we did in 2008, we might see sub-prime production come online fast enough to maintain the plateau. But A) this might not happen, and B) it's not a resumption of pro duction growth. So I would not at all be surprised if a de cline makes itself clear by the end of this decade. I, would, on the other hand, be surprised to see a 5% increase of conventional petroleum production over recent (plateau) levels. But in the decline case, volatility, deliberate with holding, recession, unemployment, wars, etc. can stir in enough complexity to hide the physical truth from us for years. Will it be obvious to the world when we pass into the land of inexorable decline? Thank you Tom for taking the time to speak to us. W hile reading this article, bear in mind that Portugal has one of the highest Gold Reserves to GDP ratios in the world and that the banksters want to wrench this Gold away before it becomes a tier 1 asset.

Bank purchases of gold would drive up its value relative to other high qual ity qualifying assets and should result in gold being re-priced to bring it on a par with all other high quality assets. It involves no other counterparty and it is no one’s liability. This is a treble win for gold - it would be a major endorse ment of its role in preserving wealth and as a store of value from the high est financial authority, it would lead to significant purchases of gold by major financial institutions and it would lead to a reappraisal of its value with re spect to other Tier 1 capital such as quality sovereign debt. The(Ed.).current proposal for bank bailouts is nothing short of a gold confiscation scheme and is quietly reminding the world that the stealthy, but voluntary, accumulation of gold is what it is all about. Berlin would, in the form of Germany-backed joint bonds, be re sponsible for any sovereign debt over the 60% Maastricht limit, but with a big catch. The catch is that "a key mo tive is to relieve the European Central Bank of its duties as chief fire-fighter.” In the current proposal, each state would have to pledge 20pc of their debt as collateral. "The assets could be taken from the country’s curren cy and gold reserves. The collateral nominated would only be used in the event that a country does not meet its payment obligations”. In other words: a perfectly legitimate, and fully volun tary scheme in which sovereign gold is pledged to a German "pawn broker" until such time as the joint bonds are extinguished, and if for some "unpre dictable" reason, a country fails to meet its obligations, read defaults, all the pledged gold goes to Germany! But now, something quite profound is happening that could propel gold to record new highs. Revision of the banking capital adequacy ratios. The rules are to be tightened in terms of the assets that banks must hold in favour gold. The Basel Committee for Bank Supervision (or BCBS) are con sidering making gold a Tier 1 asset for commercial banks with 100% weight ing rather than a Tier 3 asset with just a 50% risk weighting as it does today.
