Portugal’s once-booming tourism collapsed nearly 100% in April due to lockdown measures Foreign Minister Augusto Santos Silva said on Friday Portugal’s doors were open to tourists. Last month around 80.6% of tourist accommodation establishments, from small hotels to resorts, were shut, INE said, adding around 78% experienced cancellations of bookings scheduled for between March and August this year. In 2019, more than 16 million foreign tourists visited Portugal, almost 20% of them from Britain. Portugal and Britain are in talks to try and secure an air corridor for tourists that would allow British visitors to avoid a COVID-19 quarantine upon returning home. The tourism industry contributed around 15% to gross domestic product in 2018, according to official data. Unemployment in the Algarve region more than doubled in April also compared with the same month last year as the lockdown wiped out seasonal jobs. The International Monetary Fund expects the economy to contract by 8% this year, above the European Commission’s predictions of a 6.8% drop. Also on Friday, INE said output shrank 2.3% in the first quarter of 2020 from a year earlier.

ortugal’s once-booming tourism sector collapsed in April as lockdowns to contain the spread of the coronavirus grounded flights and kept visitors from the country’s largest market, Britain, away. The National Statistics Institute (INE) said in its flash estimate on Friday the number of overnight stays by foreign tourists in Portugal dropped 98.3% to nearly 71,000 last month from the previous year. Overnight stays by Britons fell 99.3% in April compared to the same period in 2019, followed by a massive drop in the German and Spanish markets, decreasing 98.9% and 98.1% respectively. Portugal, which has so far recorded 31,596 confirmed COVID-19 cases and 1,369 deaths, is slowly easing restrictions in place since it locked down in midMarch. Most stores and restaurants have already reopened. Though borders never fully shut to European nations, with the exception of the land border with hard-hit neighbouring Spain, most hotels decided to close as there were limited flights and no customers.

A Love Letter As your pet ages its needs can change due to various ailments. Vaughan from The Spotted Dog shares a ‘Love letter’ written for his beloved dog Harvey.

A

few weeks ago we said a very sad goodbye to our oldest dog Harvey. We were with him for over 15 years but it still wasn’t enough. He was such a lovely boy. Here is a little ‘love letter’ we wrote about him several months ago and may resonate with owners of older pets. Harvey is nearly 15 years old and has been deaf for the last three years. His back legs are weakening and he takes daily medication for a heart complaint. When people see Harvey they say he is old. But Harvey hasn’t always been old. For most of his life Harvey has been young and beautiful. As we tell him every day, he is now older and very handsome. Harvey loves his mommy more than anyone. He has only shown his teeth twice in 15 years and both times it was justified! Harvey has never liked his face being touched and now he is older, he doesn’t enjoy being groomed. At least twice a week Harvey will have an

accident. The bedding is easy to change and who cares about that anyway? However, with each accident there is a tendency for him to become sore around his groin and for him to smell, and Harvey has never smelt and has always taken pride in his appearance. To help Harvey, we now groom him more often but with only ‘light touch’ grooms. These typically involve a bath in a medicated shampoo and a good brush through. We also keep a close eye on his paws and remove whatever hair we can, so his back paws maintain good traction and support his ailing legs. Everyone knows that each dog is different and breeds have different grooming requirements. What is sometimes overlooked is these needs change as our furry friends grow older and more handsome. The ‘Associação para protecção dos animais de rua’ do an incredible job in caring for stray dogs, incredibly re-homing 123 dogs in 2019. Find out how you can help

A

PAR - Association for the Protection of Animals in Moncarapacho began in 2010, when the founder Natália discovered some abandoned dogs in the Moncarapacho and Fuseta area and offered them a small space in her home. This area was expanded with time and separated to accept more and more animals who had suffered on the streets with a lack of regular food and shelter. It became apparent that there was an incredible level of suffering that many street dogs were being subjected to through a lack of available food, water, shelter and for many who needed it, some medical attention. What was also shocking to her was the lack of shelter or simply the means to be cared for just wasn’t available for them. There were simply too many homeless animals roaming the streets and in a very short time the numbers who needed help was quickly on the increase. Natalia had to do something and she did. Unfortunately in 2019, after a lawsuit filed by a neighbour the ‘Old APAR’ had to close down so Natalia and the small team of volunteers had the task of finding new land and starting work on creating a brand new APAR shelter. It was a time of great uncertainty and stress simply because the project depends upon and survives entirely from external donations. After a lot of fighting, soul-searching and struggling to achieve what was looking almost impossible at one point

Natalia was able to create a new and even better shelter. The help and support received from others who love animals was incredible and the new site is situated in an area which does not disturb the local neighborhood and which also gives the animals the best chance to live ‘normally’. The site is larger than the original one and is also more diverse with open areas for exercise and socializing. The goal of providing a better life for APAR’s ‘guests’ is a site which is providing a home for a constant stream of unfortunate and unlucky animals who would otherwise have no chance to survive. With a relatively small but extremely dedicated team of volunteers they work on a rotational basis. Their common aim is to provide the best possible quality of life for dogs in their care. The team communicates through a dedicated Facebook volunteers page and each and every volunteer is committed to the same goal. Every morning the volunteers come from all over the local area just to clean the kennels and provide some human contact for the dogs. The enclosures are now large enough for the dogs to eat, play and socialize but they also need daily attention and human contact. It is important both physically and mentally that the animals receive their daily exercise and there are enclosed areas just outside of their pens for them to do just that. Of course it’s not always easy and owing to the small number of volunteers it is not always

possible to give each dog the attention that it needs. More hands on deck would always be welcome and there are so many small but vital roles to fill. Daily tasks involve trips to the vet, adoption check ups, fundraising, home visits, shelter cleaning, puppy and dog training and all of these jobs are done on a 100% voluntary basis. In addition to the daily care provided, a small dedicated training area is being set up. The idea of the project is to teach shelter dogs the very basics of how to obey commands and is being supported by well-known Tavira-based dog trainer Nuno Nunes together with a small local charity ‘The Frankie Foundation’. Selected dogs are brought from the shelter to Tavira each week and in small groups both the volunteers and the dogs receive invaluable tips from Nuno. Ideally the dogs would receive some ‘leash’ time each day and with some structure they would become increasingly more socialized. Not only does training serve to keep the animals both mentally and physically fit, it should also help to get them one step closer to finding their forever home. It goes without saying that aside from the exercise and training, the APAR team also loves to pamper the dogs and they would welcome any help to do that also! All of the dogs at APAR are vaccinated and microchipped and they also receive internal and external deworming. They are also sterilized

Places as soon as it is possible and they receive veterinary treatment which are all paid for by the shelter which is supported entirely by donations. Each and every day the team are very aware of the costs involved and the chance to relax financially just never comes. The amount of costs simply to buy food and water, pay the endless vets bills just keep coming but the goal of the shelter is to create the best possible situation to help dogs and make their lives inside the shelter comfortable and happy. In 2019, APAR successfully found homes for a staggering 123 dogs and so far in 2020 (until May) this figure is already 112. The work is not done there however as the adopted dogs progress is followed carefully in all cases after the adoption and most cases end very happily. Another Facebook page is also used showing all of the happy adoptions and its a lovely way for the team to see the good that they are doing. Sadly in some cases adopters find that a dog means commitment and that it is not always as easy as they had imagined and in some rare cases the dogs are returned to the shelter. At the moment there are just over 60 dogs currently being cared for at the shelter. Each dog has a story which goes with it and not all of these stories are nice. Some of them have been badly treated and in some cases they have been beaten, others have been simply victims of neglect and have been starved or left in some terrible situations to fend for themselves. Each and every dog is cared for by APAR regardless and shown love by the volunteers in the hope that one day they will find their real forever home. As you can imagine, the work that APAR does is emotionally and often physically draining but the reward of finding homes for these poorest of canine souls drives them on every single day. Nothing is more important to the team than to fight with determination and strength and to try to improve the animals’ lives. As a volunteer, Caroline Rose explained “You get the biggest smiles when you walk into the shelter. The dogs are so happy to see you and love getting pets and attention. It’s hard because you fall in love with so many but knowing you are doing something to help them find their happy homes is the best feeling.” The Frankie Foundation provides funding for weekly training sessions with the dogs. This is an enormous help towards their socialization and adoptability - they get used to being in a vehicle, being outside the shelter, meeting new people, learning to walk on a lead, sit and other skills. The shelter would be very grateful for any help and involvement of those who would like to help their cause and they are actively looking to grow the team and they invite anybody interested to know more to visit the APAR family at the shelter. uring ‘lockdown’ we ran a writing competition with all proceeds being donated to APAR, the association for the protection of animals. The three judges were Richard Bassett (Editor), Roseane baur de carvalho (APAR), and Vaughan Willmore (Writer and Organiser). The quality of the stories we received was fantastic and we’re delighted to reproduce below the winning entry ‘Look Up’, from Tavira resident Sara Chamberlain. LOOK UP T

he current lockdown has involved us watching a lot more films on TV than usual. Some good, some bad and some downright ugly and weird Daniel Radcliffe having guns surgically attached to his hands lasted about 10 minutes before we turned it off and had to watch a well loved sitcom to cheer us up. We saw a pretty good film recently. I cannot remember the title but it was a romcom with a dark haired Daenerys Targaryen in it, which is more than enough of a recommendation for both of us. The film had the overriding message that people should look up more often as they spend too much time looking down at their phones and ignoring the world around them. My husband doesn’t have a mobile phone and I never look at mine whilst walking, but we do both tend to look forwards at where we are

12

going and not up. The lockdown has also meant that we can spend a lot of quality time with our cheeky little Podengo APAR foster dog Rudi. Armed with a good supply of poo bags we head off into the ghost town of Tavira, hoping not to run into any cats en route, which is not easily done. I look up and see the most glorious sun rises whilst on our early morning ablutions walk. I look up and see a gorgeous chandelier in a spectacular room I have never seen before above a shop we frequent often. I look up and see incredible stone carvings on government buildings and wonder who created them and how long it took them. I look up and see the beautiful spring blossom in trees peeping over absent neighbours walls which will not be pruned back for some time. I look up and breath in the heady aroma of

honeysuckle whilst gazing at a blue sky with no plane trails whatsoever. I look up and see a flamboyance of flamingos flying over the salt pans. I look up in small streets and see the red and black MEO fibre boxes fixed to walls and am a bit jealous of my neighbours superior internet speed. I look up and marvel at the myriad of wires that weave from many houses to one precarious electrical connection and wonder how it stays secure during the recent storms, but am thankful it does. Looking up and seeing what is around us is great advice and something I hope to be doing for a long time to come and in a town a lot busier than it is now. However, a cautionary word, you are seriously advised to look down whilst walking on grassy areas . . .

Tavira... 500 years a City She may be looking a tad lonely on this special day, but rest assured, the residents of Tavira will make up for the missed celebrations.

T

avira is sometimes referred to as the Venice of the Algarve and one of the true gems of the Eastern Algarve. Straddling the River Gilão, its charm and predominantly low-rise architecture set it aside from most other resorts in the area. Tavira boats a seven-arched Roman Bridge and has fine Renaissance architecture, numerous churches, tree-lined squares and for sure, a certain romantic flair. Here in Tavira there are also fine examples of medieval houses complete with Gothic windows and magnificent doorways and it is also a lively trading town with a vibrant fruit and vegetable market. On March the 16th, the town celebrated the 500th year since it was designated a ‘city’ by the Portuguese Kingdom. It was on March 16, 1520, King D. Manuel I elevated

the “ancient village of Tavira” to a city, by emitting a letter which listed all the rights, privileges and duties a city had in the Kingdom of Portugal. Tavira’s origins date back to the Late Bronze Age (1000-800 BC) and in the 8th century before Christ, it became one of the first Phoenician settlements in the Iberian West. The Phoenicians created a colonial urban centre with walls, two temples, two harbours and a stable urban structure. It is thought its original name was Baal Saphon, named after the Phoenician god of Thunder and Sea. and this name later became Balsa, used by Romans in the area. The Roman settlement of Balsa was just down the road, near Santa Luzia (3km west). and Tavira (then called Tabira) was an important link in the route between Castro Marim and Faro.

In the 8th century, the Moors occupied Tavira. They built the castle, probably on the site of a Roman fortress, and two mosques and In 1242 Dom Paio Peres Correia reconquered the town. As the port closest to the Moroccan coast, Tavira became important during the Age of Discoveries, serving as a base for Portuguese expeditions to North Africa, supplying provisions (especially salt, wine and dried fish) as well as a hospital. Its maritime trade also expanded, with exports of salted fish, almonds, figs and wine to northern Europe. By 1520 it had become the Algarve’s most populated settlement and it was then that it was raised to the rank of city. It was the Moorish occupation of Tavira, between the 8th and 13th centuries and the Islamic occupation that left its mark on

agriculture, architecture and customs of the Algarve. That influence can still be seen abundantly in Tavira today with its whitewashed buildings, Arabic style doors and of course rooftops. Tavira’s castle, two mosques and palaces were built by the Islamic people and the famous seven-arched “Bridge”, thought to be Roman, was actually built in the 12th century by the Islamic people. Today the beautiful city of Tavira is appreciated by thousands of International tourists from around the globe destined to see the calm waters of the Gilão and the wonderful sunset skies above the city, Featuring 37 churches and many 18th century buildings, Tavira is now known for being a charming laid back city, mixing local life and one which values its heritage and

welcomes everyone. Decline began in the early 17th century when the North African campaign was abandoned and the Rio Gilão became so silted up that large boats couldn’t enter the port. Things got worse when the plague struck in 1645, followed by the 1755 earthquake. After briefly producing carpets in the late 18th century, Tavira found a more stable income in its tuna fishing and canning industry, this too declined in the 1950s when the tuna shoals moved elsewhere. Today, tourists gravitate towards the city to dine in it’s many fine and reasonably priced restaurants and cafes and relax in beautiful surroundings welcomed by the Portuguese and international residents. The Portuguese expansion of the 15th and 16th centuries has made Tavira a prosperous

urban centre in the Algarve, benefiting the city with strategic importance for support, defence and maintenance. Its richness is attested by the large number of military, civil and religious buildings that arose during this period, especially the Renaissance works of the architect André Pilarte, and with its natural beauty, sitting at the foot of the Ria Formosa, protected natural park, it is sure to continue to attract global visitors in the future. This years celebrations were cancelled due to the worldwide pandemic but as a community Tavira and the entire region and country has joined to enforce measures to protect the population of 2020. We all look forward to new beginnings in the future and sharing our beloved city in all its glory.

n recent years, the world of human health has seen a huge expansion in the understanding of the interactions between our body, in all its levels, and the environments and experiences we live in. Many more tools are now available to help identify the specific drivers of disease, such as genetic information and a wide array of testing to understand levels of hormones, vitamins and minerals, heavy metals, inflammation markers, chemical toxins and presence of toxic moulds. I approach treatment very much according to the naturopathic view of health but quite often use testing in chronic cases to help get to the genetic and physiological roots of the matter. My very first client was a young girl with ME who had been unable to finish her university degree and become bed-bound. With fantastic support from her parents she changed her diet and employed several naturopathic techniques to support her body. Within 6 months she was able to take on part time work and eventually returned to university to finish her degree. Today I use many of the same techniques as I first did but with the increasing use of chemicals in our environment find that specific detoxification support and hormone balancing are often needed. My work with brain health is a good example of this. Most of us have been touched by dementia in our lives, whether as patients, carers, family or friends. The loss of normal skills for daily life can be heart-breaking and, until recently, there has seemed little hope of either treatment or prevention. However, a new therapeutic approach to treating neurodegeneration is showing remarkable early results. The Bredesen ReCODE (Reversal of Cognitive Decline) protocol, developed by American neuroscientist Dr Dale Bredesen from over 30 years of research, is a multifaceted and personalised approach to the treatment of Alzheimer’s.

BODY & MIND In his seminal paper, ‘Reversal of cognitive decline: A novel therapeutic program’ (published in the journal Aging, September 2014), Dr Bredesen described a personalised programme based on treating the underlying mechanisms of Alzheimer’s disease. Out of 10 case studies, nine showed enough improvement to return to normal life activities. In a subsequent study, more than 100 patients showed improved symptoms. Meanwhile, hundreds of people around the world are already using the protocol to help alleviate or prevent cognitive decline. In the brain there are nearly 10,000 synapses or connections which are needed for us to speak, learn, remember, find our way and make decisions. The health of the brain can be thought of in the same way as bone health. Our bones have bone building activity and bone breakdown, an imbalance of these are what leads to problems like osteoporosis. Similarly, the brain builds synapses and breaks them down and what the scientists discovered was that people with Alzheimer’s were on the wrong side of the balance. Dr Bredesen’s research revealed that at least 36 metabolic factors contribute to the symptoms of dementia and Alzheimer’s and that any one of these or combinations of them can trigger ‘downsizing’ in the brain. Broadly speaking the factors fall into categories, including: ● Inflammation, which can be caused by many things including stress and viral infections such as Lyme disease. ● Glyco-toxicity, the so-called type-3 diabetes ● Metabolic problems such as hormone or nutrient deficiency ● Toxicity which can come from environmental factors such as mould or heavy metal exposure. Which of these factors are actually contributing to an individual’s symptoms varies - depending on their current health, lifestyle, past experiences and genetics and can be discovered through testing. From there treatment is personalised to

include lifestyle changes, dietary strategies and a range of herbal and supplemental support. In the words of a recent client: “My mother died of Alzheimer’s when she was relatively young, so I read Dr Bredesen’s book. I found it both reassuring as well as overwhelming. Where do I start? Luckily, I found Ellen who took time to understand my history in an empathic way. She then talked me through what tests I needed & when the results came back, she quickly appreciated why I got certain symptoms in a way that no other medical professional ever has.” Ruth This approach to health is effective for a wide range of physical and mental issues. A particular condition can be triggered by many different things, for example IBS may be caused by food intolerance, stress, inflammation, mould sensitivity etc and likewise inflammation may lead to many different symptoms including IBS but also

cognitive issues, depression and allergies. From a naturopathic perspective, illness has a cause, symptoms are merely expressions of the body attempting to defend or adapt itself in order to heal. Hence, merely treating symptoms can make the problem worse and what is needed is to identify and address the root cause – or more likely causes of the symptoms experienced. arious European airlines are preparing to resume flights from Northern Europe to Portugal albeit at a lower frequency. Some resume daily flights in June, Ryanair is starting from the 1st of July. Most are starting below 50% capacity of the previous year, so we are not expecting that this will lead to overcrowding on beaches etc. Its a good start to gradually get back to a more normalised situation. Follow the instructions from health organisations to stay safe and healthy. - The beaches are open again for the summer season. Each beach will have a maximum capacity of people. The Portuguese Environment Agency (APA) has published the maximum capacity for all beaches. For an overview for the East Algarve see https:// apambiente.pt/_zdata/DESTAQUES/2020/ Epoca%20Balnear%202020/APA_Lotacao_ Praias_Algarve_VVRSA_Sotavento.pdf - In order to build back trust with holiday makers, the national tourist authority (Turismo de Portugal) has created a Clean & Safe stamp of approval (see image above). This stamp is to promote tourist confidence in the safety & hygiene of various areas of the tourism industry including Alojamento Local. The program ensures that various hygiene and cleaning measures are taken in order to prevent and control COVID-19. These measures are based on the recommendations of the DirectorateGeneral for Health (DGS). Thus reinforcing the tourist´s confidence in the safety of the accommodation. - For those homeowners who use Airbnb for their bookings is it worthwhile knowing that they lost a court case in The Netherlands regarding ‘double dipping’. In March 2020 the court ruled that Airbnb cannot take fees from both the owner and the renter and said they are in

Property violation of a court ruling in October 2015 barring intermediaries from representing/charging both sides in all property related matters. The company said it would appeal against the ruling. Approval ratings from homeowners had already reached a new low as Airbnb decided to refund all booking cancellations without the consent of owners. The communication with owners has been disappointing. The company planned to go public this year. However the IPO is likely to be postponed due to negative

publicity, plummeting bookings and revenue. - An interesting proposal was made for owners of Alojamento Local properties in Lisbon. The council is keen to alleviate the affordable housing shortage and is offering to rent AL properties for a period of 5 years. During this period the owners are exempt from income and council tax and the council guarantees the rental income. If councils in the Algarve follow Lisbon’s example it could be beneficial for some homeowners who have seen their

Free holiday rental accommodation offered to frontline healthcare workers

appy Homes Algarve a property management company based in Tavira in the East Algarve have started a campaign offering a one week’s stay in Selfcatering accommodation free of charge to the healthcare workers who are at the very forefront of the fight against Covid -19. These workers are risking their own lives to save the lives of others and often working around the clock. In many cases they have been separated from their own loved ones for months just to keep their family safe from the deadly virus. ‘When we approached the homeowners and informed them about our campaign their reactions were very heart-warming’ said Robert

Some of these homeowners have family working in healthcare and know first-hand what kind of ordeal these people are going through. ‘As a company we are offering our services free of charge for both the homeowners and the healthcare workers family during their stay. This allows them to enjoy a well-deserved break without having to worry about the costs of the accommodation. The holiday homes that have been donated

vary from modern to exclusive apartments, village houses and luxury villas. ‘The general feeling from the owners and our team in these uncertain and testing times is that it is very rewarding to be able to show our appreciation to the carers. Play is the therapy we all need right now

I

t´s been said that we are all going through a collective traumatic event right now. And while we try to shield our young children from much of it, they are still touched on some level. We may think we have masked the stress and fear and anxiety we adults are feeling, but children are perceptive. They may not know all the headlines, but they can read them across our concerned faces. So much around them has abruptly changed. But are we adults looking for ourselves and taking care of our emotional well-being? In this time of social isolation, we assist an increase in play in children. Play is full of opportunities for learning, but it is also one of the most natural forms of therapy they have available. Play is therapeutic, meaning it has qualities that provide healing, repair and renewal. Those therapeutic qualities are inherent in play. Definition of play When children, animals, and adults play, they spend time doing enjoyable things, such as using toys and taking part in games. When we play we engage in activity for enjoyment and recreation rather than serious or practical purpose. But play has a lot of benefits for children and for adults too. Play relieves stress, improve brain function, stimulate the mind and boost creativity, improve relationships and your connection to others, keep you feeling young and energetic. Play helps to develop and improve social skills, teaches cooperation with others and a very important benefit of play … play can heal emotional wounds. A vision of play for children Play is essential for developing social, emotional, cognitive and physical skills in children. In fact, play is a time when your child is often learning the most. Whether it´s an infant playing “peek-a-boo”, a toddler playing makebelieve, or an older child playing a board-game,

play develops social skills, stimulates a child´s imagination and makes kids better adjusted, smarter and less stressed. Play helps children to find power where they feel powerless, control where they feel uncertainty, and an escape from the uncomfortable. The importance of play in adulthood Just because we are adults, that doesn´t mean we have to make life all about work and take care of others or family commitments. Play in adulthood can benefit our relationships, job and mood. Somewhere between childhood and adulthood many of us stop playing. When we carve out some leisure time, we´re more likely to zone out in front of the tv or pc than engage in fun, rejuvenating play like we did as children. But play is not just essential for kids; it can be an important source of relaxation and stimulation for adults as well. In these days, playing with your partner, pets and children is a sure (and fun) way to fuel your imagination, creativity, problem-solving abilities, and emotional well-being. Adult play is a time to forget about work and commitments, and to be social in an unstructured, creative way. Play and relationships Play is one of the most effective tools for keeping relationships fresh and exciting. Playing together brings joy, vitality, and resilience to relationships. Play can also heal resentments, disagreements, and hurts. Through regular play, we learn to trust one another and feel safe. Play as a tool to heal emotional wounds As adults, when we play together, we are engaging in exactly the same patterns of behavior that positively shape the brains of children. These same playful behaviors that predict emotional health in children can also lead to positive changes in adults. During play we can replace negative beliefs and behaviors with positive assumptions and actions. Play and laughter perform an essential role in building strong, healthy relationships by bringing

people closer together, creating a positive bond, and resolving conflict and disagreements. Play and humor can be an effective tool not just for attracting the other person but also for overcoming any awkwardness or embarrassment that arises during longer-term relationships. Examples of play for children and adults Physical play – because emotions are often stored in the body. It is natural for our bodies to provide an exit for emotions and energy through movement. Simply moving helps our mental state or just run, climb, jump, dance, ride a bike, play physical games. Sensory play – this type of play helps soothe worry and anxiety because immersing oneself in the sensory experience help us become present and rooted in the immediate reality around us. You can do activities in water table, sand box or bin, a dirt patch in the yard or a baking dish or storage bin full of dry rice. Nature play – ideal combination of physical and sensory play. Time in nature is restorative and enlivening. Creative and imaginative play – structures built out or Legos, paintings, stories, and dances improvised on the spot is a way of give external form to whatever lies inside our minds. Engaging in dramatic play, pretend play or simply “dress up” we become masters of our universe. Engaging in imaginative play can help us process big ideas and emotions, even ones that we can´t put words to. Board-games – we can heal our minds and relationships when we play a really good boardgame. Just explore the themes that boardgames have and play at home and have fun. So… play is the perfect escape hatch in turbulent times, and you have the benefit of being invited to come along after reading this article. Hydrangeas Something we all remember growing in our grandmother’s garden.

H

ydrangeas are workhorses in the garden. They produce sumptuous petals of colour to add beauty to your garden. But they need not be forgotten once their flowers have died. Hydrangeas can be captured easily in dried flower arrangements, providing the last gasp of the summer garden. Pick the blooms on a clear dry day in late summer and hang

to dry. H. macrophylla and H. paniculata ‘Grandiflora’ are especially good for drying. Most species of hydrangeas can be grown in either full sun or partial shade. They are resistant to most insects and diseases. They can be grown in a wide range of soil but prefer a rich, moist soil and should be planted where watering will not be a problem. Avoid dry windy sites, as their large, soft leaves lose water quickly,

especially on hot, windy days, causing the foliage to wilt. Flowers are produced on the new growth; therefore, it is important that hydrangeas be given some care each season to ensure that vigorous new growth occurs. Irrigate plants weekly to replace moisture loss. Prune flower stems after they have bloomed. Fertilize hydrangeas in early spring with

a complete granular fertilizer at the rate of 2 pounds per one hundred square feet. Apply fertilizer as broadcast top dressing. During long periods of drought, water thoroughly each week. Pruning: There are many different types of hydrangeas; many require different methods of pruning. First, one must know the identity of the hydrangea in the landscape, so the proper pruning procedure can be implemented. Hydrangea arborescens ‘Grandiflora’ -- Hillsof-Snow Hydrangea Prune hills-of-snow hydrangea to the ground line each winter or early spring because it flowers abundantly on new growth, and is frequently killed back during winter. If a larger shrub is desired (3+ feet) and/or it is not killed back over the winter, prune less severely. Remove certain branches to the ground; cut others back at varying heights from 1 to 3 feet. Hydrangea paniculata ‘Grandiflora’ -- Pee Gee Hydrangea this is the most commonly planted hydrangea because of its massive displays of large white flowers in mid-to-late summer. They gradually turn to pink and remain on the plant in a semi-dried condition long after the leaves have fallen. Pruning involves the removal of dead flowers, if unattractive, and an annual corrective pruning of vigorous shoots. Thin and/or cut back the previous season’s growth in late winter or early spring, since flower clusters occur on newly developing branches. Without regular pruning, this hydrangea can rapidly become quite overgrown and out of

scale in the landscape. It can, however, be developed into a single or multi-stemmed tree form. Hydrangea macrophylla -- Hortensia or Florist Hydrangea this is a commonly grown hydrangea with large globe-shaped flowers. It is frequently forced by florists and sold as an indoor pot plant during the spring season. Once moved outdoors, however, colour is dependent upon the pH of the soil in which it is grown: blue if acid; pink if alkaline. There are also several white-flowered cultivars. Pruning can be accomplished at two different times. Late summer is more desirable, since most Hortensia types flower only from the end buds of upright or lateral shoots produced during late summer and fall of the previous season. Prune as soon as the flowers have faded and strong shoots are developing from the lower parts of the stems and crown. Remove at the base some of the weaker shoots that are both old and new. Always try to keep several stems of old productive wood, with a sufficient number of stout new stems that will flower the following season. Early spring pruning (March), although acceptable, will result in the sacrificing of bloom for that growing season. Pruning this species too late in the fall (after September) is harmful. New growth, both vegetative and reproductive, will not develop proper maturity. Hortensia is a good seashore shrub; flowering is more profuse in an open, sunny location. This, however, increases its vulnerability to bud killing. Winter protection of the plant should be initiated in December to preserve buds for next year’s flowering.

Tie the shoots together and wrap with burlap. If left unprotected, delay any spring pruning until the buds swell in order to determine which wood needs to be removed, and then cut back to below the point of injury. Hydrangea quercifolia -Oak leaf Hydrangea This plant is grown primarily for its handsome oak leaf-shaped foliage, excellent fall colour, attractive flowers and interesting winter bark. It is ideally suited to a lightly shaded or protected location, and if grown in an exposed site, it is subject to some winter dieback. Prune back in early spring to remove dead wood. Cut back to below the point of injury and remove old wood to the base. Hydrangea anomala petiolaris -- Climbing Hydrangea climbing hydrangea is a desirable midsummer flowering woody vine that attaches itself by aerial roots to brick, masonry or wood. It requires little or no pruning. If certain shoots have grown out of bounds, reduce their length in summer. Frequently, concern is expressed about climbing vines that may be inundating a tree and causing irreparable damage. There has never been a proven case of damage occurring from climbing hydrangea, however. Colour Confusions: The colour of the pink and blue varieties is determined by the degree of soil acidity. Pink varieties develop colour best in the greenhouse at a soil pH of 6.5 to 7.0., while the best blue colour occurs at pH 5.0 to 5.5. The hydrangea flower is small and insignificant but is surrounded by showy bracts. The anthocyanin pigment will be pink or blue,

depending upon the incorporation of either iron or aluminium in its molecules. Insufficient aluminium is absorbed by the plant at a pH of 6.5 to 7.0 so iron is used. As the pH drops to 5.0 to 5.5, aluminium becomes more soluble, is absorbed by the plant and becomes part of the anthocyanin molecule resulting in blue coloration. White hydrangeas contain no pigment in their sepals (although some may develop as the blossom ages). They may be grown as either pink or blue, the only indication being given by the small petals. Common white varieties are Sister Therese and Regula. Rose Supreme, Merritt’s Supreme and Merveille are examples of varieties which can be blue or pink depending on soil conditions. To maintain pink coloration, enough limestone should be incorporated in the soil at the time of planting to keep the pH at the above levels. The aluminium necessary for blue colour will become soluble in nearly any soil at a pH of 5.0 to 5.5. Depressing the pH with aluminium sulphate will also supply soluble aluminium. Since soluble phosphates precipitate aluminium, a fertilizer containing low phosphorous or none at all should be used (13-0-20 and 15-0-15 are examples). While these methods of changing the flower colour can be used, it’s not a wise idea to do it indefinitely. You risk severely altering the soil pH thereby making it difficult for the plant to utilize nutrients. Always get the soil tested before altering it. If you really like different colours in your hydrangeas then get many different cultivars!

Capital Gain Tax: what you should know before deciding to sell your property

A

capital gain occurs when you sell something for more than you spent to acquire it. This happens a lot with investments, but it applies to personal property too. Are you planning to sell your home? Find out what tax you will have to pay and how to reduce this liability. You can’t hide from the tax department Any property transaction performed in Portugal must be reported to the Tax Authorities by the notary that executes the deed. This means that when you declare the sale on your tax return, the tax authorities already know of it, so if you fail to include this on your declaration, the taxman will be after you. It’s mandatory to file a tax return every time you sell a Portuguese property Irrespective of your tax domicile, if you sold a property located in Portugal, this means that you need to declare it in your tax return in Portugal. Regardless if there was a gain or not, it’s mandatory to make this declaration, which happens normally in May of the year following to the sale, in case of individual ownership, or within 30 days after the sale, in case of corporate ownership (companies without activity). Declaring the sale doesn’t mean you need to pay tax You only pay tax, if you had a gain on the transaction. So if you sell something for more than the purchase price, then the difference is a capital gain and that is reported on your taxes. Please note that the value you paid for the property needs to be adjusted, according to the inflation coefficient, applicable to the year of purchase. This means that the purchase value will increase for the capital gains calculation. Also, some expenses will be included in the tax return and deducted from any gain obtained. In which cases your sale is tax exempt It is possible to be exempt from tax in certain situations. For example if the property was acquired prior to 1989, it’s not liable to any CGT. Nevertheless, taxpayers will still have to declare these operations. But this is not the only tax exemption on capital gains from the sale of a property. The law provides, for

46

example, that if you use the full amount of the sale of a property to buy another home (only applicable to tax residents and only in the sale of their primary residence), to build a home or purchase of land intended for the construction, you don’t pay tax on capital gains. Please note that this reinvestment of the gains, needs to happen within 36 months and can be done in any EU country. Expenses allowed to deduct your capital gains From the sale of your property you can deduct, the costs incurred with the purchase operation and sale of the property (eg IMT and registers on the purchase, real estate commission on the sale, etc). Taxpayers can also deduct costs incurred in property over the past twelve years, such as property refurbishments or other money spent to increase the value of the asset, including the cost of the energy certification. Residents vs Non-residents individual ownership If you are non-resident for tax purposes, the tax applicable to your capital gain, will be 28%. If however you are resident, the tax will be levied only on 50% of the gain and you will be taxed according to the tax bracket applicable to your overall income. However, if you are non-resident and EU national, it’s possible to opt for the same rules of the residents and taxed only on 50% of the gain. Contact us and we will tell you how this can be done. Obviously that in this case, although the nonresident is taxed under the same rules as a resident, as this is not his primary residence, the gains cannot be rolled over if he buys another property, that will only be available for those residents, that sell their main residence and buy another property which will be their main residency. How does the reinvestment work? If you are resident and this is your primary residence, you can reinvest the proceedings of the sale on another purchase within the EU. This needs to be done on a purchase made between 24 months prior and 36 months after the sale. If the reinvestment in the new property is lower than the total sale, than the tax will be calculated pro-rata.

If you sold and want to reinvest in a property in the UK, please remember that the UK may leave the EU at the end of 2020, so perhaps you don’t have 3 years, but just a few months before you can reinvest into another home purchase in the UK. If you do not wish to reinvest into another property, please note that you can make the reinvestment in a financial product. Provided that the taxpayer is demonstrably in retirement, or has, 65 years of age, he can choose to purchase an insurance contract or an individual membership of an open pension fund or contribution to the public funded scheme. To make this possible the purchase of this product must be made within six months from the date of sale of the property. There is no benefit for the exclusion of capital gains tax if the reinvestment is not made within the referred six-month period, or if, in any year, the value of the benefits received exceeds the limit of 7.5% of the invested amount. In our opinion it’s possible for both reinvestment options to be done together, partially in a new property, part in an insurance contract. Please note that if you fail to meet the reinvestment declared on your tax return or reinvest a lower amount, the tax will be reassessed and you will pay interest. Even if you do not plan to sell your home for now, it is important that you keep all supporting charges and make sure the invoices include your name and fiscal number and very important: the correct address of the property. The repayment of mortgage loans, incurred to purchase the property, will also be taken into consideration, when calculating the tax return. It’s important that you plan ahead, as you can’t afford any tax surprises. Please feel free to ask us for a capital gain tax simulation on your property. If you fear that you may be liable for a big capital gain tax bill, then let’s study your case, we may encounter a way of substantially reduce this tax burden.

Plan of Action Portfolio Rejuvenation, From Mid to Post Covid

W

hat happens when the fallout hits paychecks and has already walloped retirement savings invested in the stock market, not to mention our finances from mortgages to savings in general? For starters, there’s good news for the borrower who gets a reprieve with lower interest rates. And if you find yourself in the fortunate position where you can add to your portfolio, then now is a perfect opportunity in which to do so. The UK for example is ‘deferring’ mortgage payments for 3 months in order to help those who need to get over the initial hump. If you are in a position to pay-down your debt while rates are this low because you have a low rate locked in mortgage – then grab the opportunity. The mortgage deferral is a welcome respite for many - but be aware that you would still have to pay the interest on that for those three months, but you won’t have to pay the capital. If it were up to me, I would simply add the 3 months to the back end of the mortgage. That would be beneficial to everyone right now. If you have a 25-year mortgage, it would now be 25 years and 3 months. But hey… that’s just me. On the flip side, if you were or are planning on purchasing a property – a three to four month waiting period would help you to distinguish what is going on in the market, because if we do go into a recession or deep depression, it’s pretty certain that house prices are going to drop, and you do not want to be the person who purchased that house back in 2008….. yeah, not great. Property on the whole however, whether commercial, retail, or residential - is going to be interesting to watch in the year ahead. We certainly are living in an unusual period of

time, and savvy investors will tell you it’s a great time to get in, and stay in. 2008 produced a market dip in certain sectors and fear was high within those sectors primarily, as opposed to a direct hit on the general public. Now we see a switch where almost all sectors have been hit including the entire populations of countries the world over - almost overnight - and all at the same time. Everyone is feeling the pain this time, from the minimum wage worker to the CEO. Not only has work and production slowed, in some areas it has stopped all together. The difference here compared to the past is, that this was sudden and intentional – intentional as in country leaders on the advice of health experts decided to simultaneously shut down whole economies making this situation absolutely unique in nature. It is exactly these type of uncertainties, or what makes predicting the bottom unlikely; however, it is highly likely to be short-term in nature. Prior to this crisis most people pretty much lived day-to-day assuming that next week, next month even next year would be relatively the same. When income is coming in there is less urgency to set money aside for the future. But we don’t need to be pointing fingers right now with hindsight by saying ‘I told you so,’ what we need to do is be mindful that people are facing real-time financial emergencies, and this is why having (liquidity) such as a cash reserve of at least six months (minimum three) should always be a part of our financial planning. This should not be cash sitting in the dusty vaults of a bank somewhere, this should be already working for you. A cash reserve that is left alone to build on itself in a vehicle that gives a positive return yet is also accessible in emergencies. A reserve that you only use in situations such

as this is extremely important to factor into all of our financial planning moving forward. Relieving this momentary situation to cover the necessities, pay bills and so on is exactly what your cash reserve was made for, so use it if you absolutely have to. It’s a prudent move to do so rather than getting into debt on credit cards or similar, to pay the bills. Then, when things begin to take a turn for the better and the covid dust settles, you can start to replenish and rebuild your reserve again once we reach the other side. We should be taking a pragmatic approach to this unprecedented situation. Negotiating with mortgage lenders and navigating our way through sensibly with as little negative impact to us personally as possible. When anyone makes a financial decision they should be looking at it conservatively - ‘what is my best-case scenario? What is my worst-case scenario? What is the most probable? And make decisions relative to the most probable, siding a little on what would be the worst that could happen. If the worst doesn’t happen, awesome… you’re automatically better off. Looking at where we are now – I’m pretty confident that there will be a huge surge in those newly seeking financial planning advice. It would be a rare situation I believe to find someone now who would not be willing to sit down and take this area of life far more seriously today, including those who habitually sit on their portfolios, that will undoubtedly be in dire need of rejuvenation. With the fallout - I’d say the majority of the world’s population just received a wake-up call in the form of a new and rather urgent reason why they need to take not just their physical, but their financial health far more seriously than they did before.

Don’t ‘fore-get’ the new rules Golf has returned – please play by the “NEW” Rules – Let’s not mess it up!

G

olf courses all over Portugal reopened on 4th May after the lockdown restrictions brought in as a result of the State of Emergency. For golfers this was a welcome step forward and it is now very important, for everyone’s sake, to recognise that it will not be business as usual for quite a while. Covid 19 still a very real and very present threat and it is therefore imperative that players observe the regulations that are in place to lessen the risks. There will be lots of people looking to see how golfers respond to these regulations and rules. Sad to say many are willing us to fail, waiting and hoping for us to break these rules and to behave like the self-interested individuals they mistakenly believe us to be. Please prove them wrong. Anything less would be dreadful for the sport’s reputation and could hasten our return to March 21st I am confident that 99% of golfers will follow the guidance and do so responsibly. The other 1% concerns me, the 1% who refuses to repair divots and pitch marks, who cannot be bothered to follow Rules of Golf or Golf Etiquette. The courses are in such good condition now after the rains and warmth of April, looking after our courses is very

important. We have nothing to lose by keeping to the guidance given by the Portuguese Golf Federation. All we need to do is be patient and stick to the rules. SO AS A REMINDER: Avoid touching the flagstick Courses have pins on greens please do not touch; this is one of the quickest ways to transmit infections. Please follow social distancing guidelines Very simple: stay at least two metres from your playing partner(s) at all times. Don’t shake hands If you feel you really must do something bump elbows or tap clubs Do mark your ball meticulously Make it easily identifiable, so if you hit a shot into the rough, you need to be able to identify your ball without having to handle it. Only pick it up to identify if you are certain it’s your ball. (see Rule 7) Don’t share equipment Not just clubs and tees, things such as stroke savers, rangefinders and pitch mark repairers, golf balls, sun cream, drinks and so on. Book your tee times in advance To avoid disappointment and to help clubs have an accurate record of who has played and when, in the event that contact tracing may be required, you MUST book in advance.

Do NOT just turn up to play. Don’t hang around afterwards When your round is over, hop in the car and hit the road, unless and until the bar/drinks facilities have reopened Do bring hand sanitizer for use before during and after your round. Do try to smooth over bunkers All communal equipment has been removed from courses, including rakes. So, when you have been in a bunker, do your best to smooth the sand over with your feet or with a club. Don’t use the clubhouse facilities Most clubhouses will be locked except for toilets. Unless you absolutely have to, try not to use them. Don’t play if you are feeling unwell Do enjoy it The re-opening of the country’s courses shows we are getting back to normal. So, learn from the bad shots and mistakes. Don’t put too much pressure on yourself to play well. Instead, just relax, enjoy the walk and have some fun. Enjoy the practice before the competitions start again and get to know the Rules of Golf, so you can play by the rules! So good luck, drive straight and true, hole your putts, keep fit and stay safe. ast Algarve Walking Football (EAWF) doyen Mark Fox sprang into action and raised €3200 for the Community in Crisis Appeal (Olhão) and Families in Need (Tavira). On a static rowing machine installed at Tavira’s Black Anchor Irish pub the Leeds United fan took the lead, assisted by fellow members of EAWF. Foxy covered 21kms 97mtrs in 89mins 8secs and Jonathan Syed, co-ordinator of the Community in Crisis Appeal (Olhão), was full of praise for his strenuous efforts: “We thank all sponsors and food contributors who are helping us to maintain essential supplies of food and household goods to over 200 vulnerable

adults and children in Olhão. Foxy’s effort was outstanding and we thank him for his superb support.” With a depleted tourist industry the need will be there for many months to come. Goods can be delivered to the José Arcanjo Stadium (behind McDonalds on the EN125) – every Monday between 11am and 1pm. A welcoming cup of coffee and homemade cakes are on offer, so why not go along and have a chat? Everyone is welcome. Food and household essentials can also be dropped at the Centre Algarve Special Needs Complex (on the Olhão road just outside Moncarapacho) – Monday to Friday between 10am and 4pm.

All games will take place behind closed doors under health and safety criteria issued by the Directorate-General of Health. Strict control of numbers entering the stadium on matchdays will be limited to a maximum of 185 authorised personnel including players and technical staff. All games will be shown

On Friday 5th June third place SC Braga, with a four point buffer over Sporting, will play Santa Clara in Lisbon at the Portugal Football Federation’s (FPF) state-of-the-art Cidade do Futebol training facility, on the outskirts of Lisbon, where the Azorean team will play all their

“home” matches. On the 10th June reigning champions Benfica visit Portimonense with a 7.15pm kick-off which would normally have ensured a packed municipal stadium. Later the same day FC Porto entertain Marítimo (Madeira). If the title chase goes to the last weekend of the season, the championship has the makings of an epic finale with Benfica playing Sporting at the Estádio da Luz and SC Braga entertaining FC Porto at the Quarry!

he Campeonato Portugal Division D ‘Team of the Year’ featured four Olhanense players – young wing-back Leonardo Lelo, midfield general and captain Leleco, plus prolific scorers Sapara and João Vasco. The seven-man bench included Hassan (Olhanense), Erico Castro (Louletano) plus Ivan Cruz and Dwann (Esp. Lagos). ‘Team of the Year’ covering all four divisions features Olhanense top scorer Sspara and 19 year-old Leonardo Lelo who is rumoured to be wanted by Primeira Liga outfit V.Setúbal. Fifteen-goal Sapara took the coveted ‘Player of the Year’ award.

East Algarve Walking Football and Associação Causa Vibrante (the charitable fundraising arm of Centre Algarve, Moncarapacho) with the support of SC Olhanense have been providing food parcels for vulnerable adults and children. Isidoro Sousa spoke affectionately of the bond created with the expat community in the area and presented ‘Justica para o Olhanense’ T-shirts to those present. Tiago Jogo, Gonçalo Augusto and Portugal U20 international Leonardo Lelo then chatted with the volunteers. Amy Willis from Centre Algarve (Moncarapacho), the holiday centre for people with special needs, said that although the Centre was unable to operate because of Covid-19 there was much work to be done including supporting the local community. OLHANENSE BATTLE INJUSTICE

lhão mayor António Miguel Pina has joined the chorus of criticism of the Portuguese Football Federation (FPF) following its decision to promote Vizela and Arouca from the Campeonato Portugal to the professional Segunda Liga. The FPF claimed that the two clubs achieved the promotion through ‘sporting merit’ having the highest number of points in the four divisions of the championship. Vizela 60 points, Arouca 58, Olhanense 57 and Praiense (Azores) 53 were the top teams in each regional division when all football below the Primeira Liga was terminated by the FPF. But whilst Vizela and Arouca had played 13

games at home and 12 away, Olhanense had played only 12 at home and 13 away. Using the formula: points gained at home divided by matches played at home multiplied by 17 (total number of games if season completed) plus the same formula for away games, would have given the following standings: 1st Vizela 81.51points; 2nd Olhanense 78.23 points; 3rd Arouca 77.91 points and 4th Praiense 71.81 points. The Algarve Football Association and prominent members of the football community have criticised the decision whilst the Olhanense players were so incensed, they wrote to Cristiano Ronaldo asking for his support. A Saturday

demonstration featuring a cavalcade of motorbikes, cars, bicycles, the club coach and several hundred supporters toured the streets of Olhão under the banner ‘injustiça para o Olhanense’. In a last resort the club has appealed to the FPF Council of Justice following the retrospective change by the FPF to its Rules to allow them to promote Vizela and Arouca. The Olhanense SAD made the following statement, “it is regrettable that the FPF insists on imposing a unilateral and totally illegal decision, disregarding all consensual, fair and legally feasible solutions, presented by sports agents, Clubs and Associations “.
