WHEN BUYING A HOME, WHAT IS MORE IMPORTANT? PRICE OR INTEREST RATE? When considering the purchase of a home, many people base their decision on one of two things; the price of the home or the interest rate they will pay when securing the mortgage for it. Long discussions (arguments?) sometimes occur along these lines; I know this because I field these questions almost on a daily basis from my clients and others on these 2 items. Of course, prices and mortgage interest rates do have an influence on each other, of course, along with other things as well, such as supply and demand for homes, the state of the economy, the season, and a plethora of other things. Most people focus on these 2 things though they often ignore the most important thing when considering the purchase of a home. You may have figured it out by now. The most important thing to consider is the monthly payment; what it is today and what it may be in the future. The most common Mortgage payment includes the following components: the principle payment (which is the money you have borrowed), the interest amount (this is the interest payment on the money you have borrowed), and tax and insurance impounds (many people include these amounts in order to avoid having to come up with a large payment, often at an inconvenient time). Other factors in a monthly home payment may be HOA impounds, other liens such as a solar power lien, and other things that could factor into your monthly payment. Once you know what your payment would be then also consider the other things that you will also have as a result of home ownership (if you are in a rental, you may not have these payments which are included in your rent), utilities (power, water, garbage,) and finally, repairs and maintenance. All of these things may appears to be a little overwhelming but so many people have managed this, it seems pretty reasonable that you will be able to manage them as well. If you focus on these things, there is the simple fact that after you have made all of your mortgage payments, you will own the home free and clear (remembering there is no such thing as a 30 year rent payment). When the real estate downturn happened in the early part of this century, many people modified their focus on the value of their home, even people who had not lost their income source. While the value may have declined, the payments remained the same. Those who bailed out while being able to afford their home are now looking back on the fact that for the most part, home are now worth more than the high point prior to the crash and walking away from the home has delayed in a major way the ability to participate in the real estate recovery. Remember, you are buying your home, not an investment. If you love you home and can afford the payments; that is all that you need to be concerned about. SAVING CLIENT'S DOLLARS: BUGS and HOUSES: What Sellers Need to Know One of the biggest areas of concern and misunderstanding is the role of the pest report in the sale of a home. This report can cause alarm for the buyer, net dollars to the seller and headaches for real estate brokers. The following are thoughts based on years of dealing with pest reports and concerned clients. Do sellers need a pest report to sell a house? Pest reports are not required under a standard sales contract. That said, most buyers would like to know about potential costly repairs due to dry rot and bug infestation. In addition, some loan programs that are very popular with buyers (ie. FHA loans) may want to have a pest clearance before close of escrow. In an FHA loan, the buyer will have a very small down payment. The new lender wants to make sure the home is in very good condition before the loan is made. So, a pest report can be very valuable in that it will permit more potential buyers to bid on the property. Smart sellers, especially in the starter market price range, get a pest report prior to going on the market. Who does pest reports? The reports are done qualified pest companies which are licensed and overseen by the state of California. Any pest report done on a home is filed with the state and held for two years. Any disputes regarding accuracy of reports etc. can be heard by the Pest Control Operators Board. Companies that commit repeated or severe infractions could lose their license to operate and be forced out of business. What does pest inspectors look for? They look for conditions which destroy the wood members of a home and thus the home’s integrity. These conditions fall under two heading: bugs and dry rot. Bugs (usually termites) enter the home either through tubes which attached to the foundation or some strains can fly into the attic area of the home. Once embedded, the bugs eat wood and can cause major damage to the home. Dry rot is caused by water laying up against wood over time. The water could be from a leak (ie. under a sink or tube drain) or from rain on exposed wood (unpainted). The inspectors are licensed to only look for wood de30 • Real Estate GUIDE
stroying organisms. They do not inspect electrical systems, heating systems, water tightness of roof or other major systems of the home. Is a seller smart of get a second opinion after a negative report? Sometimes, sellers get really upset with a report. They believe the company is just making up work so they can bill the seller (see next point below). While second reports can be helpful, the second company in will know that a report has already been done on the property. Sensing a problem with the home, the second company will conduct an extremely vigorous inspection to make sure nothing is missed. The seller then must give all reports to any prospective buyer. Does it create a conflict of interest to have the company that did the inspection also do the work on the property? No. Remember that the seller has recourse with the state board if the company does anything dishonest. In addition, the seller has the right to seek competitive bids for work if they feel that the inspecting company has submitted a high bid for the work. After reviewing all bids with their real estate broker, the seller can decide which company will complete the work needed to close the transaction. What is the best way for the seller to deal with pest reports in the transaction? Consult a real estate broker that the seller trusts. The broker can help the client regarding names of companies with good reputations, when to order the report, and when to do the work . Handling correctly the issue of pest reports can save the seller thousands of dollars and reduce considerable stress in the transaction.
