In the past I have worked with other real estate agents and normally they take a look around, create a list of things that need to be done to make the house attractive and place all that responsibility squarely in the laps of the seller. COMMON QUESTIONS ABOUT ESCROW By Patrick McCarran ~ Real Estate Broker An offer has been accepted and a closing date has been set. Now the home is going through escrow. But what does that really mean to buyers and sellers? The following are answers to some of the most commonly asked questions about escrow and the escrow process. WHAT IS ESCROW? Escrow is a process that begins when the offer papers are signed by both parties and ends when title is transferred, after the loan is funded and both the buyer and seller have fulfilled all the necessary requirements. WHAT IS AN ESCROW HOLDER? The escrow holder is a neutral third party agent of the principals—buyer, seller, lender, and borrower—which helps with the transfer of ownership by ensuring that the terms of the transaction are completed. This includes safeguarding all funds (including the buyer’s deposit) and documents. Once all the details have been settled, the escrow holder disburses the funds and documents to the appropriate parties. WHAT DOES THE ESCROW HAVE TO DO PRIOR TO SALE? The escrow holder keeps track of obligations of the seller or buyer. For example, if the seller is required to supply a termite inspection, the escrow holder would make sure it is fulfilled before any

funds are transferred to the seller. Findings in the termite inspection report must be corrected on or before the close of escrow. If the report calls for a plumber, roofer or other contractor, the agent would advise the seller and get authorization for work to be done.

What happens with the check I give to the escrow company?

WHY DOES THE ESCROW PROCESS TAKE SO LONG? The escrow process can be any number of days depending on what is agreed upon between the buyer and the seller. To assure a timely closing, you can check with the escrow holder on specific items that will help move the process along. For example, the buyer should do things like inform the escrow holder of the name and phone number of his or her insurance agent as soon as possible. The homeowners insurance policy needs to be ordered early, so verification can be made with the lender. The lender will not fund a new loan without a homeowners policy. If there is a delay, the escrow process may

DO NOT PANIC; PANIC; JUMP ON THE OPPORTUNITY! Unless you have been living in a cave, you probably have noticed that the stock marker has gone into a rolling decline, with each day giving lower prices. While this should be temporary and the market will eventually recover, the major side effect of this decline in stock prices is a lower interest rate, at least in the federal funds. The consensus is that mortgage backed securities will follow in the lower interest rate. I have asked Michael Bernamonti of Guild Mortgage for the current published rate. As of today (February 28, 2020), the FHA rate is 2.875% with .875 points, the VA rate is 2.875% with .875 points , and the conventional rate is 3.25% with .75 points . Of course, there are items that will move the rate up or down, based on your credit score, amount of down payment, cash reserves, buydown of the rate, and many other items that affect the final rate. While I expect these rates to stay low, it is unlikely they will be at these levels for an extended period. The nice thing is that there is one more benefit of acting quickly. We live in one of the most affordable areas in the Bay Area. Prices here are in many cases 50% (or more) less than comparable properties in other Bay area cities. Recently the New York Times printed an article that if your are having commute issues, the City of Antioch may be something to consider to reduce (seems odd) the regular commute in the Greater San Francisco Metropolitan area. Additionally, prices in the East Contra Costa County area are not increasing at the current time for many homebuyers. Your Realtor will provide guidance and negotiation for getting you the best price possible. In real estate, time is of the essence. Opportunities pop up and the savvy Buyer/Seller jumps on them quickly. It is not a matter of the Quick and the Dead, but damage can be done due to hesitation in making a decision once your property has been identified. A rule of thumb I use is; If you love the home you are considering a purchase, others will as well. Preparation is another item that goes hand-in-hand with this. Buyers should get their financials in line with a competent mortgage broker prior to looking for a home. With the information that is provided, you will know what your monthly payment will be and that will also help your real estate agent find a home that meted your needs and well as your payment comfort level.
