UNDERSTANDING HOME INSPECTIONS By Patrick McCarran ~ Real Estate Broker
Purchasing your home is one of the biggest thrills of your life, but it can also quickly become overwhelming. Whether you are buying a new or a resale home it is important that you look underneath the staging, perfect floorplan, or location and see what may be hiding that could impact your dream home and pocketbook. Enter the home inspector. A home inspector performs a basic physical inspection of the structure and systems of your prospective home. This means that while you may love the beauty of the living room’s wood floors, your inspector can tell if the floor will truly last. The home inspection is an objective visual examination of the physical structure and systems of a home, from roof to foundation. The inspection will determine not only the present condition of the home, but also help foresee any immediate or future necessary additional costs that may go unnoticed by the untrained eye. Home inspections start at around $500 depending generally on the size of the home. I believe it’s money well spent.
A standard home inspector’s report will cover the basic condition of the home’s heating system; central air conditioning system (temperature permitting); interior plumbing and electrical systems; visual of the roof, visual of the attic and insulation; walls, ceilings, floors, windows and doors; the foundation, basement and structural components. I have always viewed a home inspection much like a visit to the doctor for a physical from a general practitioner, if there are any problems or concerns you are referred to a specialist such as a cardiologist. A home inspection works in a similar manner, if there is a concern about the foundation you are recommended to a structural engineer, plumbing to a plumber etc. The inspection will show the positive and negative aspects of a home, as well as the maintenance that will be necessary to keep it in good shape. After an inspection you should have a much clearer understanding of the value and needs of the property. I think it is important to note that even if a house needs repairs, it shouldn’t always be the cause for getting out of a
sale. No house is perfect and as long as you know ahead of time what needs to be done and are comfortable with the cost and possibly the ramifications, knowing about an issue before closing gives you the peace of mind before you close or often make an offer. The home inspection can give you a great starter list of what needs to be done to really make moving in that much easier. Don’t be shy about asking questions and getting a clear understanding. I would like to note that home inspectors are not licensed or certified by the State so do your research to make sure your inspector is qualified. Things Are Looking Good! In previous articles, I wrote about the meteoric increase in home prices and the lack of properties that were available for potential homeowners. This month, I am glad to report a shift in the dynamics of the market from a full time practitioner in the real estate market. That would be me! Over the past months we have seen an historic increase in price in the area. Believe it or not, we aren’t close to the top in that respect. Cities in Tennessee, Idaho, Florida, Utah, and Texas have seen larger increases (by percentage) in the prices for resale homes and substantial increases in new home as well. Future homeowners have had as hard a time or worse than here to locate and secure housing. It appears that the log jam in our situation is beginning to break up. There are more properties on market today than in the past few months. Asking prices are rising but at a much slower pace than earlier this year. Interest rates for homebuyers appear to be stable and at near historic levels for at least the current time. There are several reasons for this as noted in the next paragraph. The Assistant Chief Economist gave a presentation on several topics last week and revealed a stat that was telling. The median price for a home in the East Contra Costa area is over $800 thousand dollars. What is surprising is that active homes on market show that the are now more homes for sale over that amount and by a large percentage. What he did not note was the fact that our area is impacted greatly by homes that are occupied by tenants. Most of these homes are values under that median price. This begs the question of why they are not being offered for sale. The answer is obvious.
Landlords who may wish to sell their income property at this time are not allowed to due to the government moratorium on evictions of any type. If the tenant is served a notice to move, it can be ignored as any action for eviction is under moratorium. Given how hard it is to find another place to live, it is reasonable to see that unless a tenant already has a reason to move, it makes no sense to do so as rents are already very expensive. If landlords had no restrictions under the current mandate, I suspect that many of them would wish to sell these properties for at least 2 reasons; 1) they may wish to sell the property dues to the recent increase in value and 2) many landlords are tired of the regulation, taxation, and the burden of income property. I suspect that we will see, eventually, an end to the moratorium and a large increase of more affordable properties for sale in our area. This may not translate in other areas in the Greater Bay Area or in California but until such time where East County establishes a substantial industrial base (read: jobs) we will be primarily a bedroom community. We have a large base of rental properties today and will need it into the future. This potential change will make it harder to find affordable rental properties. All of our cities need to work to alleviate this problem and endeavor to find a way and place to build affordable housing in East County.
