Randwick Council gets

Randwick City Council has commenced a trial of smart parking technology at its two car parks on the fringes of Coogee Beach.

Using the PayStay app, drivers can see if there are high, medium or low numbers of car spaces available at the Coogee Beach and Coogee Oval car parks. The trial began on Sept 1 and will be extended to council car parks in Kensington and Kingsford later in the year.

At the Coogee Beach car park, the program is using in-ground sensors in each parking space, while at the Coogee Oval car park, cameras are being used to determine whether a parking space is occupied or available through video imaging and analytics. The images collected are “de-identified” so that plates and faces are not recognisable.

Parking availability is relayed to motorists via the PayStay app. They can also use the app to pay for parking, an advantage being the app allows users to only pay for the time they use. Users can opt to receive an SMS reminder if their session is about to end. By the end of September, there will also be digital signage outside the car parks stating how many spaces are available. “It is hoped the signage will help alleviate significant congestion that occurs on busy summer days,” said a Council spokesperson.

The Council warns the smart technology may not be smart enough to cope with motor bike and scooter parking. It is possible that a scooter or motorbike parked in a marked space will not trigger the sensor. This is less likely to occur in a camera-monitored parking area.

And a word of caution – parking rangers will be using the technology too. “One of the benefits of the smart parking technology is that it can help Council enforce time limits more efficiently,” the Council says. The Integrated Smart Parking project is being funded by Randwick City Council and the federal government’s Smart Cities and Suburbs program. It is a joint initiative between the federal government, Randwick Council, The University of New South Wales and BaseUp Technologies.
