Just a month ago we were urging people to “get the jab”. The times looked bleak, but we could see the glimmer of hope ahead and the jab could be our friend in getting there. At that time 18.5 million jabs had been given Australia wide. Now it is around 27 million and over 75% of all people over 16 have received their first jab. In New South Wales “first jabbers” now exceed 85% and, by the time you read this, “double-dosers” will exceed 60%. At current rates the 70% benchmark could be reached by October 9, explaining why the Yarra Bay Sailing Club, along with many other venues, plans to reopen on October 11. Better still, the 80% target could be met as early as October 21, leading many to see 90% as a distinct possibility. If NSW was a country, this would put it ahead of Portugal, the current world leader, with a rate of 85%. Talk about a “can do” attitude, no wonder we’ve been called the “Premier State”. And that’s not the only good news, because from Sunday, October 3 we get to enjoy an extra hour of evening daylight, courtesy of our annual visitor, Daylight Saving. Talk about a turn around, brings to mind the lyrics of Dinah Washington’s song “What a difference a day makes, 24 little hours, Brought the sun and the flowers, Where there used to be rain”. Of course, there are hurdles to overcome and challenges to meet, but the shackles
are off and freedom beckons. Already some outdoor pools are opening for both vaccinated and unvaccinated swimmers. Sadly this does not include the worldfamous Icebergs Club, but we are assured they will follow soon. From now on expect to get busy. Not only will everyone be starting to open and catch up, but we head straight into Summer, and all that goes with it. Throw in local elections in early December, plus Christmas soon after that, and we might even find we have the odd wistful memory of a calm day in lockdown. The paper is also bustling with new initiatives like the NSW Ports $150,000 Community Grants project, a School Readiness plan for children just starting school, and Ukubebe Music’s long awaited second album. On the grapevine we also hear that Hoyts at Eastgardens are eagerly planning to reopen in November and hope to hear more from them in the following edition. Our grateful thanks go to our advertisers, writers, contributors, distributors and all the others whose commitment to keep publishing during these challenging times has allowed us to bring this paper to you, when some less-sturdy souls might have given up. MANAGING BEACHES DURING SPRING AND SUMMER Woollahra Council expects to see lots of people out enjoying the warm weather at our harbourside beaches and parks throughout spring and summer.
Your health is important and we need everyone’s assistance to help prevent the spread of COVID-19 by complying with NSW Government Public Health Orders and health regulations, and avoiding overcrowding. Please remember to: • Stay home if you are unwell and get tested if you have symptoms. Visit NSW Health for more information. • Maintain physical distancing of 1.5m from anyone not from the same household. • Wear a face mask whenever you leave home (except when exercising). • Avoid crowds. If a location looks crowded, please visit another location, or plan to visit at another time. • Keep group gatherings other than with members of your household to no more than two people. • Remain within your Local Government Area, or if you need to cross into another LGA, stay within 5km of your home. VMS signboards at prominent locations will notify residents and visitors when a location is nearing capacity or is full. Where
safe capacity is likely to be exceeded, entry will be restricted to maintain safety. Check Woollahra Council Facebook page and Instagram for updates.
Staff will be working with local police, who are responsible for compliance with public health requirements. Please cooperate with their advice and instructions. They are trying to protect the health and safety of beach and park patrons and we ask that you respect the role they are playing. Staff and security personnel will be monitoring crowds at the following beaches and parks: • Double Bay Beach • Redleaf Beach and Murray Rose Pool • Seven Shillings Beach • Lady Martins Beach • Rose Bay Beach • Parsley Bay Beach • Kutti Beach • Gibsons Beach • Watsons Bay Baths • Camp Cove • Rushcutters Bay Park • Yarranabbe Reserve • Steyne Park • Lyne Park • Robertson Park If these locations reach full capacity to the extent where social distancing requirements cannot be met, we will need to stop public
entry until people leave the location and more space becomes available. The National Parks and Wildlife Service (NPWS) manages these harbourside locations in the Woollahra LGA: • Lady Bay Beach • Nielsen Park and beach • Milk Beach • Hermit Beach • Queens Beach
The NPWS will be similarly monitoring visitor numbers and will restrict access if they become crowded. Anyone who has information regarding individuals or businesses contravening NSW Government Public Health Orders can contact Crime Stoppers: 1800 333 000.

I know I am not the only one who enjoys watching a Sydney Swans game at the Sydney Cricket Ground or seeing a live concert at the Hordern Pavilion. The one negative associated with both pursuits is the diabolical parking situation, with the grassland surrounding Kippax Lake used as event parking. When the COVID-19 pandemic drove all those cars away, the grassland surrounding Kippax Lake became a recreational space treasured by the community. The upper Kippax Lake area was transformed from a dust bowl car park to a place to ride a bike, play with a dog, or enjoy a relaxing picnic. On behalf of our community, I have advocated for the protection of the Kippax Lake area for the past several months. Over several conversations with New South Wales Minister for Planning and Public Spaces, Rob Stokes, and submissions to inquiries, I have made clear the local community’s strong desire to have Kippax Lake restored to a publicly accessible community green, rather than an overflow car parking area. This is why I am happy to announce that the grasslands north of Kippax Lake will now be permanently returned to the community. Instead a new, underground car park will be constructed, adjacent to the new Sydney Football Stadium, that will be used for parking. This will end outdoor parking on the grassland north of Kippax Lake, while ensuring the residential streets remain for the use of the residents.
I would also like to congratulate the tireless advocacy of Saving Moore Park. Without this group’s support, the importance of this space would not have been brought to the attention of so many in our community. What was a sea of parked cars and muddy tracks will become an open parkland, and an enduring community asset for all. I look forward to working closely with NSW Ministers Rob Stokes and Natalie Ward to deliver on this important commitment. It is my wish that Kippax Lake is returned to community recreation as soon as possible. The precinct project, to be funded by Venues NSW, will be delivered in two stages, with the first stage operational by the end of 2022. The second stage will be completed in 2023. Work to rehabilitate ‘Upper Kippax’ begins shortly.

Helen reflected: “Joining a church choir over time is a growth experience. We progressively gain musical insight, finesse, sensitivity, appreciation of musicians and composers, and discover how mutual cooperation radically improves performance; so we learn to give and support each other and the congregation, support the ministry, and above all, give our best efforts as our offering to praise God.
Helen has always been there, whether for a quiet chat or some much needed encouragement or support. When she sang “Brother, sister, let me serve you, let me be as Christ to you.” (Hymn 650) they were never empty words. It is no wonder that so many of us in the choir, and the wider 8am parish, count her as one of our dearest friends.
Music is a universal, non-lingual language, well understood by any culture as we adjust and react to sound. Done well, we can draw the church together, lift spirits, bring out poignancy, declaim triumphantly, draw people into contemplation, engender due and righteous fear of God our Father (the first commandment). It is, therefore, deliciously pleasurable when you give your best and it works for all those present and is, hopefully, pleasing to God: if you're helping the congregation as well, it's absolutely joyously fulfilling…I can't recommend highly enough the happiness I receive in serving our congregation in any

Ukubebe’s new album inspires children with the great sounds of jazz Ukubebe Music has announced the release of its long-awaited second children’s album, titled Watermelon Jazz. The album celebrates quality children’s music, but offers a musical experience to be enjoyed by all ages.
Director of Ukubebe Music, Joanne Steel said, “The creation of the new Watermelon Jazz album has been one of the few positive side-effects of the ongoing pandemic. Unable to continue teaching face-to-face at the music and movement studio, Joanne devoted her time in lockdown to write, perform and record the original music with an impressive variety of professional musicians. All arrangements are by award-winning UK-based, bassist, composer and band leader, Misha Mullov-Abbado. The collaboration between the pair combines Steel’s passion and dedication as an early childhood educator, with the creative brilliance of swinging jazz arrangements by Mullov-Abbado and his band. Steel wrote the songs during lockdown in July 2020 in Sydney, and recorded demo versions at home. Mullov-Abbado brought the songs to life with beautiful jazz arrangements, created with a sensitivity and respect for young listeners, while being true to his creative brilliance. There are 12 songs all about children. They are all written, arranged and performed with style and energy, offering the ideal introduction to big band, soul-jazz and traditional jazz. The album includes
some beautifully-sung action songs, soothing lullabies and even a fun country song added to the mix.
The performances feature a treasure trove of instrumentation: vocals, piano, saxophone, trombone, trumpet, drums and percussion, guitar, double bass, clarinet, cello, banjo, ukelele, and even a flugelhorn, while a mini children’s chorus adds a sweet sound. When Steel founded Ukubebe Music, her vision was to enrich the lives of young children and their families by delivering quality music education programs that showcase the beauty and transformative power of music. The impact of COVID-19 meant no more face-to-face interactions for the Ukubebe Music community. This motivated Steel to create new music that would offer a much needed avenue of relief and joy for families who appreciate the way wonderful music can bring people of all ages together. As Steel reflected on earlier generations living through the Spanish Flu epidemic, she came to understand the significance of how jazz music brought joy and hope, lifting spirits. Steel first met Mullov-Abbado in London in February 2020 at an Australian Bushfire Benefit concert. After hearing his arrangements of Australian music, Jo had an idea about collaboration for new music. They shared a vision that

Heading up New South Head Rd towards Double Bay I turn right into Wolseley Rd and then turn right into Dunara Gardens. No 10 Dunara Gardens was built originally on two acres around 1882-4 for Sir Charles Mackellar, eminent physician, the childhood home of poet Dorothea Mackellar. I head back onto Wolseley Rd and left into No 3 Wingadel Pl where founder and executive chairman of Aussie Home Loans, John Symond's, owns a house estimated to be worth over $100m.
2 Across the road there are some steps that will take you to Longworth Ave. Stables were built for Woollahra House in 1859 which is now Wyuna Court at No 4 Longworth Ave.. They were transformed into apartments by Sydney Gilchrist. Take a look at the courtyard under the arch.

No 73 Wolseley Rd was once Craig-y-Mor, Australia's second-most expensive residential property, which was sold in 2008 for $32.4 million to the Chinese buyers Zeng Wei and Jiang Mei. It was previously owned by Rene Rivkin, who sold it to businessman Ben Tilley in 2004 for $16.15 million. The property was demolished in 2014 after the decision by the local municipality to deny this was overturned by a state judge. I pass Duff Reserve on Wolseley Rd which was renamed Duff Reserve, in honour of Ald. Leslie Edye Duff, on May 8, 1950. The reserve was created in 1882 as part of a subdivision of the Point Piper Estate when it was 'reserved for public access to the water'. The reserved access area was known as Redvers St. A scheme to create a 'rest park and look-out' was first proposed by council in 1938 and appears to have been carried out in modified form in the 1940s.

At the end of Wolseley Rd I take a detour left down a laneway to Lady Martins Beach and The Royal Prince Edward Yacht Club. Lady Martins Beach was named in honour of the widow of Sir James Martin, Premier of NSW. in 1863, 1866-68 and 1870-72 and after whom Martin Place in the city was named. The Royal Prince Edward Yacht Club was founded in 1922 and permission obtained from Prince Edward to use his name.
I turn left into Wunulla Rd passing No 56, which is the famous house called 'Altona'. MP and Supreme Court Judge Augustus James had it built in 1904 for himself and his wife Altona. Since then, it has passed through several owners including publisher Deke Miskin and businessman Wang Zhijun...selling for over $60m in 2016.

THE BUILDERS OF MODERN AUSTRALIA We continue the fascinating look at Sir Thomas Mitchell, a parishioner of St Mark’s Church Darling Point who first surveyed much of Eastern Australia and helped lay the foundations of a system of land tenure that enabled the development of prosperous lands to feed and keep clothed countless millions of people. SIR THOMAS MITCHELL – PART 4
“The Major” as he was known, was of the officer class in the age of aristocracy. As such, he was much revered in the new colony and held the exalted rank of Surveyor General for many years. He mixed in the highest social circles and in some instances held various Governors to account. Yet Mitchell was a cultured man who loved and protected his family. We know he was a romantic who serenaded the daughter of a British general in the Peninsular War and won her hand. Together they raised 11 children. From all accounts Sir Thomas was a devoted husband and father, being particularly kind and caring to his daughters, including Blanche Nicholson Mitchell, who was only twelve at the time of his death. Mitchell’s initial estate was at Craigend in Kings Cross, before he moved; first to Lindesay in Darling Point, where he resided as he built the magnificent Carthona. Unfortunately for his family, he
died at a time when his expansive property interests were heavily overstretched, and the family moved to strained circumstances. A poorly planned will left Lady Mitchell without assets and pension and her struggle to keep her household together is partly told in Blanche’s diaries found a century after her death.
Blanche’s diaries have been beautifully crafted into a book of the same name by Jill Hickson. It is a wonderful social history of life in the 1850s. From her diary we have a daily account of her life after the death of her father. It seems a charmed existence; living at Carthona, attending balls regularly as part of Darling Point’s vibrant social life (including dancing to the Darling Point Polka!) and gaining a classical education. Much of Blanche’s life revolved around St Mark’s as the family found succour and support in their church community. Of Mitchell himself, he was no stranger to controversy. A colourful character, he polarised opinions and made many enemies. Like many men of his Age, he was a strong head of the family. He pursued fame above fortune and as Surveyor General of New South Wales he was responsible for the exploration and surveying of land that enabled a more productive economy to follow. What is not generally recognised is his profound intellect and standing as a fellow of the Age of Enlightenment. He was a wonderful artist and was accomplished in many scholarly fields including botany, geology and other practical sciences.
He is even famed for the sculpture of his own windows at Carthona. His journals are outstanding records crossing many scientific disciplines. He was also deeply reflective and, at the conclusion of his Final Report to the Crown in 1848, are included some most significant observations on the clash of cultures (on which, he surprisingly had very mixed thoughts). He also reflected on the nature of convict rehabilitation, with which he had experimented with first hand. His views are brilliantly expressed in the context of their day and are clear expressions of the tenets of his Christian faith.

TIME TO TURN OVER A NEW LEAF Do you love the smell of diesel fumes and the roar of two stroke engines in the morning? Yes, we’re talking about leaf blowers, those devices that seem to have replaced rakes as a convenient solution to sweeping away garden litter (or at least shifting it to a different location). In densely-populated, locked-down Bondi, the heavy use of leaf blowers has been driving a lot of residents around the twist. When lockdown hit earlier this year, many local residents in Bondi found themselves trying to work from home while battling the incessant buzz of leaf blowers. So they decided to take action. The issue was raised at a meeting of the local Bondi Beach Precinct resident group. A call for a ban on the noisy petrol-powered blowers was tabled at the meeting and unanimously endorsed. Precinct co-convenor Margaret Merten told Eastern Suburbs Life: “It was impacting more households during lockdown because so many people were working from home. One local resident who was being driven mad by the noise had put together some very detailed research showing that many petrol leaf-blowers are operating at a higher decibel level than the Australian Standards allow.” The group put together a document making a case against use of the blowers in the lockdown environment. This was given to Bondi Ward Greens Councillor Dominic
Wy Kanak, who tabled the document at a council meeting. It called for a ban on “all gas-powered leaf blowers (and whipper snippers) in light of Covid lockdowns which make it illegal for residents to leave their homes.”
The precinct document said the devices were in inflicting physical and mental damage, especially for shift workers, stay at home mothers, babies and children. Noise levels from leaf blowers could exceed 100 decibels, equivalent to a jet aircraft taking off. Residents in some streets had reported being disturbed by the machines up to 15 times a day. It wasn’t just the noise that was a problem, the precinct committee stated. The “highly toxic” fumes were another health issue, especially when they were being released “within feet of residents’ open windows.” One solution would be to mandate the use of battery-powered blowers, says Margaret Merten. “The electric blowers emit 75 decibels and of course they don’t let off noxious fumes,” she said. A number of states and towns in America have banned petrol leaf blowers. California and New York have declared them taboo in densely-populated areas. In Texas, by comparison, the right to brandish a leaf blower ranks alongside the right to bear arms, except in Houston where they have to be less than 70 decibels and their use restricted to between 9am and 5pm.
This brings us back to that environmental showcase of the southern hemisphere, Bondi. Waverley Council’s staff use both petrol and battery-powered leaf blowers. The Mayor says the council does not have the power to ban their use. Mayor Paula Masselos told Eastern Suburbs Life: “Waverley Council does not have the regulatory authority to ban the use of leaf blowers and our compliance staff have conveyed this information to the precinct.”
However, the Mayor said the concerns have been noted and the Council has now enhanced its website information about leaf blowers, including the times they can be used. Unlike Houston, the leaf blower brigade can get off to an early start in Bondi and other parts of NSW – 7am weekdays and Saturdays, and 8am Sundays and public holidays. Tony Maguire

After lockdown will your child be ready for school?
Is your child starting school next year? What is your first reaction? Are you worried that they are not ready? Are you thinking about what you can do at home to help them be prepared for school? Do you think lockdown has impacted your child’s ability to be ready for school?
Did you know that School Readiness is about the development of the whole child. It is not just about knowing letters, numbers, writing their names or even reading. But it encompasses many skills including social and emotional, physical, communication and cognitive skills. School readiness is about giving the children’s brain the right stimulus at the right time to succeed and conquer and thrive throughout their future years. The size of a child’s brain reaches 90 per cent of an adult’s by the age of five. Early childhood is a time of rapid change, particularly for the development of a child’s brain. Talking, reading, playing and singing with children is so important in shaping thinking and influencing learning, relationships and resilience. When parents ask me whether I think their child is ready for school, my first thought has to do with the development of the child as a whole. Yes, your child needs some academic basics, but school readiness actually refers to a much broader range of skills. The top priorities being social and emotional development. Some things that I take into consideration as a primary and early childhood teacher:
• Able to detach from you easily without getting upset? • Able to follow simple 2-3 step instructions? • Able to play with others, having some understanding of sharing and taking turns and showing resilience? • Have the confidence to seek help from adults? • Able to express themselves and manage their emotions to some extent? • Look after their belongings and open and close their backpack and lunchbox?
There is no ‘one size fits all’ formula for children as they develop at their own pace. But one thing I do know from my experience in the classroom, is they cannot thrive at school if they haven’t developed these skills. Here are some activities that you can do at home with your child to start preparing them for school. Remember to make the activities fun and when your child has had enough, move onto something else. Finishing on a positive is always important: • Letter hunt around your house. Find different objects around your house to make the alphabet. Talk about the letter name and discuss what sound that letter makes in the word. • Going on a number walk around the block. Looking for numbers on houses and signs. • Playing board games such as Guess Who, snap, memory. Working on taking turns and not always wining. • Dancing in the kitchen – Sing and dance along to your favourite songs.

• Sensory play – Water play, rice play, playdough • Simple science experiments – using food colouring, bi-carb and vinegar

BARRACLUFF PARK NOW OPEN FOR PLAY
Waverley Council has completed its upgrade of Barracluff Park, North Bondi, in time for the warmer months.
Mayor of Waverley, Paula Masselos, (pictured right), said the park is the first inclusive play space to be fully upgraded by Council since the adoption of the Inclusive Play Study 2020. The study forms a supporting document to Council’s Play Space Strategy 2014- 2029, providing strategic direction on how Council can provide inclusive play spaces where everyone can play, regardless of their age or ability. “Barracluff Park is a much-loved green space in the densely populated Bondi basin area and is ideally placed to provide recreational facilities to the thousands of residents and families in North Bondi” Mayor Masselos said. “It is one of 40 play spaces across the Waverley LGA that Council are upgrading in line with our Play Space Strategy, making it an even better place to exercise, play and socialise, in line with the current Public Health Orders.” The new large scale inclusive playground includes the following play experiences: • large custom built play tower with slides, climbing nets, fireman’s pole, musical instruments, and puzzles.
• new community sports court which includes netball, basketball, handball and tennis rebound wall. • swing set with different options including a toddlers swing and basket swing. • Seesaw and springer rockers group spinner. • Toddler size cubby with slide. • Nature play area with timber and rock balance challenges. • New fence to fully enclose the play area. • Picnic tables and water bubbler. Upgrades to the park have included: • Access improvements including a new footpath along Warner Ave and an accessible ramp linking the playground and bus stop. • Upgrades to sports lighting and footpath lighting to improve access and safety for all park users. • New entry signage with park information, rules of park use and interesting local stories. • Upgraded park furniture such as bins and bike racks. In the coming weeks, the community half-court will also be layered with a sports surface. “Council’s Open Space and Major Projects teams, head contractor, Hibernian Contracting, and play equipment supplier Lark Industries, have done a wonderful job breathing new life into this much loved green space,” Mayor Masselos said.

NSW Ports expands local Conservation Project As part of its commitment to investing in strategic partnerships that make a difference, NSW Ports is delighted to renew and expand its local conservation partnership with Conservation Volunteers Australia (CVA) and Bayside Council.
Over the next three years, this partnership will focus on bush regeneration at Sir Joseph Banks Park on the Botany Foreshore and litter clean up in the Cooks River and Botany Bay catchment areas. There will be lots of opportunities for public participation, including community clean up and habitat restoration events, wildlife surveys and a night walk. These activities are designed to offer the community an opportunity to use their skills and learn more about the surrounding environment. This commitment builds on the first three years of the NSW Ports and CVA partnership, which achieved some fantastic results for the revival of the wetlands in Sir Joseph Banks Park. During this time, CVA/NSW Ports activities: • Enabled over 700 community and employee volunteers to make a difference. • Collected over 200 kg of rubbish, keeping it out of the park and the ocean. • Planted over 11,500 new shrubs and plants, restoring new habitat and improving water quality for the wetland; and • Protected biodiversity by removing over 28,000m² of weeds and invasive plants.

NEW STATE GOVERNMENT PLAN DOESN’T RULE OUT MATRAVILLE INCINERATOR A new State Government Energy from Waste Infrastructure Plan that bans energy from waste projects in the Sydney basin fails to rule out a proposal for an incinerator at a paper mill in Matraville.
SUEZ and Opal plan to build a waste to energy facility in Matraville to power the paper mill, with a 60m high stack that would burn 165,000 tonnes of rubbish a year just 100 metres from homes, childcare centres and parks harming the health and environment of Sydney’s eastern suburbs. On 10 September 2021, the NSW Government released a plan which proposes to ban waste to energy facilities in the Sydney basin. However, it also says “Some limited exceptions may apply for facilities that use waste as a feedstock to replace certain fuels and where waste is
used to power industrial and manufacturing processes on-site.”
The problem is the wording of the plan is broad, and Suez’s Matraville incinerator could be classed as an exception to the plan. Tellingly, NSW Government has so far failed to confirm that the ban also includes the Matraville incinerator. No More Incinerators (NMI) understands that Suez is planning to seek an exemption from the NSW to the new plan thereby enabling Suez’s incinerator to be built. The associated regulations are expected to be released for public exhibition in the coming months. Parks upgrades
There has been a significant increase in public use of our open spaces in the last 18 months, and several parks in the Woollahra LGA are receiving upgrades to meet growing community needs.
The new Gap Park Historic Tramway accessible pathway A new 280 metre accessible pathway along a historic tram route has been installed in Gap Park in Watsons Bay, designed two metres wide to make it ideal for families and people with prams. New seating along the route has also been placed for optimal views of the harbour and the Park's flora and fauna. In response to community feedback, a fitness station in the north-east corner of Christison Park in Vaucluse has also received an upgrade. Visitors can now enjoy new dynamic exercise equipment - including an Aerobic Walker, Body Twist, Hand Bike and Shoulder Press - rubber surfacing and a new asphalt pathway between Old South Head Rd and the nearby Coastal Walkway. Trumper Park in Paddington is set to receive more accessible pedestrian and cycling pathways so that people with prams, mobility scooters, walking frames and bikes can more easily traverse the Park, funded with the assistance of a $192,000 grant from the NSW Government’s Metropolitan Green Space Program.
Revitalisation Grants
In recognition of the impact the COVID-19 pandemic is having on our community, Council’s $115,000 Revitalisation Grant Program is part of a new support package which builds on the $7.9 million in support measures we provided last year. The program is open to businesses, individuals and community groups, to help rejuvenate the community following the end of the latest lockdown. Funding up to $5,000 will be available to businesses and non-profit organisations, and up to $2,000 for community groups and individuals, for innovative projects that will help to rejuvenate our area and benefit the local community. Examples may include street activations, community events and wellbeing programs. All proposed projects must be undertaken by March 31, 2022. Racism not welcome
The Racism Not Welcome campaign seeks to acknowledge the existence of racism,encourage conversations about it, and demonstrate that there is no place for it in Australia. You may notice new red ‘#RacismNotWelcome’ signs on a street near you. There are now 12 across the Woollahra Municipality, one in each suburb and two additional signs in key locations. Council takes aim at NSW government over infrastructure reforms
Waverley Council has lashed out at the state government for trying to push through legislative reforms depriving the municipality of $4 million a year in infrastructure levies.

Permanent rainbow
A rainbow walkway installed on the Coogee Beach promenade in February 2021 will remain indefinitely after Council unanimously supported a Mayoral Minute by Mayor Danny Said.
Under the Environmental Planning and Assessment Amendment (Infrastructure Contributions) Bill, councils would receive a reduced share of the infrastructure levies paid by developers. The funds go towards building local infrastructure in areas where development occurs. Waverley Mayor Paula Masselos says the bill was introduced into parliament “with no public consultation” and will have “wide-ranging deleterious implications for Council and our community.” The Mayor says Waverley stands to lose $4 million a year of funds that it needs to build quality infrastructure such as cycle paths and stormwater systems to offset the impact of development. She accused Macquarie St of introducing the legislation without adequate community consultation, saying there had been a “failure of due process by the State Government in providing insufficient time for Council to make a submission.” Councillors agreed to the Mayor’s motion calling on the NSW Government to withdraw the bill from parliament and undertake consultation with the local government sector on proposed reforms to the infrastructure contributions system.
Automatic activation of pedestrian ‘walk’ lights
Mayor Paula Masselos wants the Council to investigate automatic activation of pedestrian ‘walk’ lights at locations near synagogues. “The Waverley local government area is home to a significant number of religious Jews who are prohibited on the Sabbath from doing certain things such as pressing the ‘walk’ button at traffic lights,” the Mayor told Council. Councillors agreed to ask Transport for NSW to look into automatic activation around or near synagogues from sunset Friday to sunset on Saturday.
Climate change ambassadors
Waverley Council is inviting residents aged 10 to 15 and 60-plus to join a new intergenerational program aimed at reducing future climate change. It wants ten people from each age category to become the Council’s climate change ‘ambassadors’ by spearheading community education programs. The initiative is being run under a NSW government-funded program called Power to the Future: Harnessing Intergenerational Knowledge for Collective Climate Change Impact.
The 50 metre long rainbow was installed in the lead up to the Sydney Mardi Gras as a celebration of diversity. It follows the existing arch shape of the beach promenade and has become a popular addition to the beach, receiving national media coverage.
Opening up golf courses to Covid-hit community Deputy Mayor Philippa Veitch wants nongolfers to be able to access golf courses to ease congestion in parks and other open spaces.
The Greens councillor said “many parks, playgrounds and walkways are becoming overcrowded during lockdown” and that the community would benefit from shared access on golf courses. This was a growing trend in the UK and USA. Councillors agreed to a motion by Deputy Mayor Veitch calling for discussions with golf clubs and the state government about opening up courses to the general public.
Santa bus coming to town
A Christmas bus with Santa on board will be touring the streets of Randwick City this December. The ‘Santamobile,’ along with a pop-up music program and extended decorations in town centres, will replace Randwick Council’s usual Christmas carol events, which have been cancelled due to the uncertainty around public health orders and insufficient time to plan and manage potential COVID-safety measures for public gatherings.

Good news for Coogee residents who have been complaining about noise from a new outdoor gym – its use is now being restricted to ensure locals get a good night’s sleep. The facility in Neptune Park in Coogee can now only be used between 7am and 9pm. Commercial use by fitness trainers is prohibited and artificial lighting and music are also banned. The arrangements will be reviewed after six months.
