If you’re thinking this sounds like pub night trivia, you’ll be surprised to learn that it was a discovery with real life significance, because, like Einstein’s riding a beam of light*, it lead to other more useful revelations. For example he observed that, in Italy 80% of the land was owned by 20% of the people, that in industry 80% of the production came from 20% of the companies and that in the economy 80% of the taxes were paid by 20% of the population (depending on a person’s position this may, or may not have made him popular). Over time the 80:20 relationship was seen to be so common that it became known, variously, as, the Pareto Principle, the 80/20 Rule and the Law of the Vital Few – Put more simply it says “20% of the actions get 80% of the results”. America’s 34th President, Dwight D. Eisenhower made a similar observation “What is important is rarely urgent and what is urgent is rarely important.” - So, faced with many things to do, choose first those things that are important and urgent. But let’s “Get Back to Business”. After all we have high vaccination rates, lockdown is being lifted, borders will be starting to open and, “the world’s our oyster”. However, it won’t be the same world and with disrupted supply chains, higher inflation and staff shortages it will also be “Back to Basics”. Like it or not we’ll soon see that we’re automatically using both the 80:20 Principal and the Eisenhower Matrix, and achieving more with less. “The north wind made the Vikings” say the Scandinavians, reminding
themselves that adversity can sometimes be a blessing. An example of achieving more with less is shown on page 5, where a church courtyard in Cross St, Double Bay has been turned into an amazing jungle Oasis to delight visitors and local residents and become a local community hub with an Op Shop and counselling rooms. Funded jointly by the Uniting Church and a Placemaking Grant from Woollahra Council, it will be opened by Dave Sharma on Saturday, December 4. Be sure to visit if you’re voting that day. Talking of voting, we feature two groups of Independent Councillors who are determined to get the best results possible for their constituents. You can read about Residents First Woollahra on page 3 and Randwick Independents on page 11. Both are committed to giving an independent voice to local community matters. Independent Councillors fighting overdevelopment Residents First was formed to fight overdevelopment in Woollahra by facilitating the election of independent Councillors, free from influence of major political parties. For over 10 years Residents First Councillors have comprised just under a third of elected Councillors and delivered two Mayors (including founder Geoff Rundle). The fight continues against State Government driven development including proposed high-rise in Double Bay and Edgecliff and overdevelopment in Rose Bay, Bellevue Hill and Vaucluse.
LUCINDA REGAN – BELLEVUE HILL WARD
Lucinda advocates against overdevelopment and for the preservation of heritage and character. She has initiated improvements to development controls and pushed back against State Government policies. Lucinda has advocated for delivery of local facilities (including the multi-use courts in Christison Park) in a manner sustainable to our built and natural environment and pushed Council to take control of Crown Lands to preserve green open space. On the Rose Bay Beach working party, Lucinda has campaigned to clean up our beaches and waterways.
MARK SILCOCKS – DOUBLE BAY WARD
Since Mark’s election in 2017, he has worked to ensure all residents are given a fair hearing on Council and get any problems resolved as quickly as possible. He has campaigned hard to preserve Double Bay as Sydney’s Stylish Bayside Village. He counts as major achievements: heritage listing of Dunara Reserve, reinforcing current Double Bay 4/5 storey controls, balancing night-time economy with residential amenity and the hydrological study to prevent further damage to homes. Mark’s running again to continue to challenge overdevelopment and because he enjoys ensuring everyone has an equal voice.
LUISE ELSING – COOPER WARD
Luise is devoted to representing her local community and advocating on their behalf. Her achievements include highlighting the impacts of and advocating against over development, fighting for residents right to have their say regarding impacts on their amenity and lifestyle, and the character of the municipality. Luise has implemented initiatives to improve parking opportunities. She is an environmentalist and is keen to pursue climate targets and the sustainable delivery of council services.

HARRIET PRICE – PADDINGTON WARD Since her 2017 election to Council, Harriet’s dedication and commitment to Paddington remains unabated. Harriet’s advocacy for the community in the White City & Weigall Fields Developments, her campaign to return the Paddington Bowling Club site to community use and her support for Paddington during lockdown are some of her key achievements. In 2019, Harriet was named the 'Sydney Electorate Woman of the Year’ - for her outstanding contribution to the local community and as a role model for women seeking elected office.
MERRILL WITT – VAUCLUSE WARD
Merrill has worked on the Vaucluse West Residents Association to fight overdevelopment and advocate for better protection of local character, heritage, views and tree canopy. Merrill believes the Residents First Councillors are very responsive to community concerns and as independents, not afraid to push back against State Government policies designed to increase density and weaken community input. If elected, Merrill looks forward to joining a proven group of like-minded Councillors who are committed to protecting the Woollahra LGA residential amenity and natural beauty. Meet you at The Oasis About a year and a half ago, I was asked to come up with some ideas for the space outside the Chapel in Double Bay. This space was underutilized and wasn’t serving much purpose other than for the kids on Tuesdays to run around the tree during playgroup.
My brief was, 'Angel Wings ' and maybe some vinyls of wings on the glass doors.

So, after measuring all the glass windows, doors and walls, I set about sourcing and getting quotes. I believe, it was the power of prayer, as I finally found a fantastic mural artist called James, from Paint the Town Murals. Whom I had good rapport, we basically spoke the same language. Now, I could tell you it was smooth sailing from day one, but I would be lying, plus this was The Oasis project not the fantasy project. There were many hurdles but, the bottom line, “…in all things God works for the good of those who love Him … (Romans 8:28). " With a lot of patience and perseverance, The Oasis is finally finished and is now a magnificent place, full of beauty and wonder. Even during the lockdown, The Oasis was able to spread joy to our congregation as we had weekly online ‘name the animal competitions’. Yes, every animal in The Oasis is named. The Tiger is called Romeo and he’s known as my boyfriend. The Oasis is the place for all the community to enjoy. We have Angel wings, where you can take photos and selfies with the family, including your pets. There are loads of animals to take photos with. Or you may want to simply sit under the tree to relax and reflect. This project is very close to my heart and my passion for the greater good. It was made possible with the partial funding from the Place Making Grant, from the Woollahra Council and of course Uniting Heart and Soul. They say a picture speaks a thousand words, but when you actually see The Oasis in person, it’s beyond a thousand words.

THE BUILDERS OF MODERN AUSTRALIA GEORGE FAIRFOWL MACARTHUR – PART 1
In our Builders of Modern Australia series, describing the remarkable contribution of the people of St Mark’s, Darling Point, we reflect on the life of the Reverend George Macarthur, the first Rector of our permanent church. George Macarthur was the first incumbent of St Mark’s permanent church in Darling Point from 1851 to 1859. He was a fascinating individual whose life and work were highly influential on the emerging social fabric of Australian society at the time. Over time, his influence was less as a preacher and more as an educationalist, as he shaped the minds of the sons of many leading families while restoring and building the reputation of The King’s School at Parramatta. George Fairfowl Macarthur was born on January 16, 1825, at The Vineyard Parramatta, the seventh of 12 children to Hannibal Hawkins Macarthur and his wife, Anna Maria King. Hannibal was the nephew of John Macarthur (of Rum Rebellion and merino fame) and Anna Maria was the daughter of Governor Philip Gidley King. In terms of Sydney society of the day, these were desirable credentials, and they are an important reason why he was chosen as the incumbent at St Mark’s,
where he tended such notables as TS Mort, Thomas Ware Smart and Thomas Whistler Smith, known as ‘the three Toms’. This was despite that fact that his father, Hannibal had been had bankrupted following the recession of 1843, when many landowners were in distress as the economy of the colony collapsed. Hannibal, George’s father, had been a successful farmer/landowner at the Vineyard on the banks of the Parramatta River and the family prospered in his early years. In 1832 George began his schooling as a day pupil at The King’s School, Parramatta as one of the very first students. George was a good student and was prepared to be sent to Oxford, however his father's bankruptcy meant that he had to remain in Sydney. George entered the local theological hall, at St James's College. This was the first theological college in Sydney attached to St James’ Church. He was made a deacon on March 19, 1848 and became a priest on March 4, 1849.
In May 1851, at the age of only 26 he became the first minister at St Mark's Darling Point where he opened the permanent church. He became involved in the significant task of working out the role of the Anglican Church in Australia, where in contrast to the Church of England, legislation on church matters still had to be passed by the House of Commons, there was no formal link between church and state. Nor were there any established property holdings that underwrote church
income. Without obvious government support, all Australian churches relied on committed parishioners for funding the buildings and continuance of the church’s important charitable activities. The key issue of the time was whether the Anglican church in Australia should be governed by an assembly of laity or synod or by an episcopalian monopoly, as the bishops had favoured. The trustees of St Mark’s strongly desired the former and George was inclined to support the position of his powerful parishioners. The ultimate resolution of this issue was to influence the future of Anglicanism in Australia and helped shape modern Australia, giving the laity a considerable say in all church matters. Next month in Part 2, we will further explore the extraordinary links that shaped modern Australian society, emanating from the ministry of the Reverend George Macarthur.

‘Support for women fleeing domestic violence’ As many as one in six women will experience domestic violence at some point in their life, a statistic that deserves no place in a nation that prides itself on equality and freedom. COVID-19 pandemic stay-at-home orders increased social isolation, which increased stress levels, that led to a rise in domestic violence. This was true at the time for women already suffering domestic violence, but it also triggered episodes of coercive control and domestic physical or sexual violence for many other women. Since I was elected as the Federal Member for Wentworth in 2019, but particularly through the pandemic, I have discussed this harrowing issue at length with several domestic violence organisations in the eastern suburbs. To raise the voices of these organisations, I arranged an online discussion forum in early October with my colleague, the Minister for Women’s Safety, Anne Ruston. Participants included the Lokahi Foundation, Bondi Cottage, Wayside Chapel, Run for Good Project, and the list goes on. Those who have not experienced domestic violence may wrongly believe that domestic violence could be fixed by those women simply leaving their violent partners. The onus to go should never be on the victim, though too often it is. Yet what I have heard from domestic violence organisations and those with such a lived experience is that women find it hard to flee such relationships because they do not have the means to support

The Lokahi Foundation provides invaluable services to Domestic and Family Abuse victim-survivors in the eastern suburbs themselves if they do. The obstacles can be formidable. Frequently the victim must care for her children who usually accompany her, yet she may well have lost access to shared bank accounts and is much too afraid to contact the partner. Fortunately, several organisations in our electorate help with this, assisting them to find temporary housing, work, clothing, food and other essentials. The 2020 trial of the early access to the super revealed that many women accessed the scheme to gain cash to support themselves and, in some cases, their children in the early
weeks and months after having fled domestic violence. With this in mind, I am pleased that the $5000 one-off cash payment for those fleeing domestic violence has come into effect. This payment will provide women with $1,500 in cash and $3,500 of in-kind payments for rental fees, school fees, and utilities. We well know that this is no cure-all, but I hope that it will provide some financial security for those women who make the brave and difficult decision to leave an abusive relationship.
While we might enjoy a high socioeconomic index here in the Eastern Suburbs, sadly, no one is immune from domestic violence. Indeed, I have heard from the police that domestic violence is disproportionately prevalent in such suburbs. Too often it is masked by seemingly comfortable and happy lives. Domestic violence occurs across all ages, socioeconomic and demographic groups but mainly affects women and children. It is my hope that this new policy offering will help more women and children find a safer and more secure refuge.

BAYSIDE COUNCIL REJECTS SUEZ/OPAL INCINERATOR On October 13, Bayside Council unanimously rejected the waste incinerator Suez want to build at OPAL's Matraville Paper Mill. Following the meeting, the Council will write to NSW Minister for Energy and Environment the Hon Matt Kean MP voicing its opposition to the proposed Matraville incinerator.“
This 17-storey monstrosity might be located in the Randwick LGA, but with the southerly winds coming off the Bay the poisonous plumes will be blown across the whole of Bayside and down to Sutherland,” Cr Morrissey and Cr Curry told the meeting. “We need to stop this before it is too late. ”Bayside Council believes, based on criteria in the Environment Protection Authority’s (EPA) Energy from Waste Infrastructure Plan, that the proposed incinerator should not proceed and will ask Minister Kean to clearly stipulate that the Matraville incinerator is not of a type that could be considered. Bayside Council also resolved to write to all local Members of Parliament, and conduct an advertising campaign similar to the “No Cruise Ships in Botany Bay" campaign. Council will also develop a resident awareness campaign and include advertising on Council's waste collection trucks and outdoor advertising. Skate Park safety concerns Dear Editor,
Congratulations to Randwick City Council for investigating safety issues at the Maroubra Skate Park. We raised concerns after witnessing the following incidents in the space of just one hour: • A skater aged in his mid-teens without a helmet fell and hurt his head; • A three or four-year-old barefoot child easily opened the gate and walked in without realizing the danger from the oncoming skaters in his way; • Two little girls were playing outside the skate park on black sharp stones – one fell and hurt herself.
We had a meeting with Councillor Anthony Andrews about the skate park dangers and he put us in touch with the relevant Council officer. The Council has now responded and says a child lock will be fitted and officers will investigate whether enhanced signage and supervision over the wearing of helmets is required. It seems that the sharp stones will stay in place for the moment, but the officer who emailed us said action would be taken if there are ongoing issues. Lockdown angst in FlickerUp A 16-year-old Little Bay filmmaker has expressed his lockdown angst in a 90-second film entered in the junior division of the Flickerfest festival, FlickerUp. The film is titled LOCKDOWN!!! Jacob Lentfer-Maguire plays a disturbed inmate in a run-down institution and his father Anthony dons a military-style cap and uniform to play his keeper. “I based my characterisation on some of the deranged, angry people I’ve seen on social media,” Jacob said. “I also channeled some of the helplessness and rage I’d felt during the lockdown.” He hopes the topicality of the theme will lead to a showing at the Flickerfest short film festival at Bondi Beach in January, entries for which have just closed.
Part of the festival program will be FlickerUp, consisting of films made by entrants aged 18 or under. At the end of the evening there’ll be an awards ceremony. The awards include four industry prizes for the junior contestants: SAE Award for Best Australian High School/Youth Short Film; Yoram Gross Award for Best Australian High School/Youth Animation; Avid Award for Best Editing in a High School/Youth Short Film; and Parkers Award for Best Australian Primary School/Youth Short Film. The upcoming Flickerfest celebrates 31 years of screening the best short films from Australia and around the world. Following the Bondi event, a selection of films (perhaps including Jacob’s lockdown masterpiece!) will go on tour to capital cities and regional centres around Australia.

‘AUNTY’ BARBARA KEELEY was one of the ‘Stolen Generation.’ Fighting for the rights of Stolen Generation victims will be top of her agenda if she is elected – becoming the first-ever First Nations councillor in the 161-year history of Randwick Council. Barbara will use her position on Council to seek compensation for members of the Stolen Generation – a sinister chapter in Australia’s history which saw countless Aboriginal children seized under an assimilation policy. “At the age of eight I was taken from my mother’s home on La Perouse Mission with my older sister and three brothers,” said Barbara, now 73. “My
Bidura was run by the NSW government – the same entity that, decades later, has overlooked the cultural ties of the Indigenous community of La Perouse as it plans a cruise ship terminal there. That’s another issue Barbara will be very vocal about in the Council chamber. “The terminal should be built at Kurnell, in the Prime Minister’s electorate,” she said. She will also press Randwick Council to recognise First Nations connections within the LGA by renaming streets after prominent local Aboriginal families such as the Simms and Timberys. Barbara is full of praise for Noel D’Souza, who has encouraged her to run for Council as a key member of his independent team. “Noel is a saint,” she says. “Over the years he has gone out of his way to help members of my community.”

For many years Julie Sundberg and Zorica Purlija have worked on long term portrait series of their daughters. Without having collaborated or exhibited together, their previous work reveals an uncanny synchronicity. In their latest exhibition, ’Solace’ they have both turned from the portrait to landscape, creating layered reactions to place as if in a secret conversation. Without knowledge of the other’s work they have used different techniques to show the “virtual space that opens up behind the surface”. Both artists have found solace in this process.

Metaphors for her failing vision and the fragmented nature of her life which simultaneously became physically smaller and intellectually larger. There is surrender to the chance and randomness of her technique, as a joyful counterpoint to the grim daily news and social controls imposed by lockdown.

Blak Markets Cultural Festival

Spoonville, Spoonwick and Rockwick I recently reported on a Clovelly fun initiative - the creation of the community of 'Spoonville' - a community of spoon people. I thought I should check out how the community was coming along and I was happy to see that it has grown since I last reported on it for ESL. Not only that but new 'Spoonville's' have sprung up. There is a 'Spoonville' in Kensington, Bondi and in Randwick, but the community there has had a slight name change, and has aptly
been called 'Spoonwick'! Randwick has gone one better over its neighbours though, creating an additional new community known as 'Rockwick'! Without doubt, in these challenging times, these initiatives have brought some fun and creativity into the lives of Eastern Suburbs locals - both children and adults. So thanks to whoever started this growing phenomenon.

As the NSW lockdown restrictions continue to ease, I am reflecting on life post lockdown. In reality, we are not post pandemic; Covid-19 is very much still with us. What has changed is our attitude and coping mechanisms to help handle the virus. But how has your lockdown experience changed you? Some people will continue with life as they lived it pre-lockdown. Others have had time to slow down, to think, to ponder life, and perhaps to sit with themselves in a way that they may not have sat with themselves before. Sitting with ourselves can be very difficult. ‘Normal’ life is so busy that we simply don’t sit with ourselves often. And then suddenly we had less distractions and reasons to leave the house. So, what did you learn about yourself during your lockdown? Did you get to know yourself better? The good and the bad?! Has Covid-19 seen you re-evaluate what is important to you?

Memorial for victims of gay hate murders
Waverley Council has unveiled a memorial to the victims of gay hate crime in Marks Park, between Bondi and Tamarama beaches.

Woollahra Gallery launches with Woollahra Small Sculpture Prize exhibition
Our new public art gallery, Woollahra Gallery at Redleaf, opens to the public on November 4. Housed in the renovated St Brigid’s building, the 122-year-old former home to Double Bay Library which overlooks Blackburn Gardens and Double Bay, the Gallery’s inaugural exhibition features the finalists of the 20th Woollahra Small Sculpture Prize.
From the 1970s to the 1990s, the park was a gay beat and the scene of a number of murders. Victims were hurled over the cliff at the edge of the park. The memorial, titled Rise, was built with $100,000 of Council funds plus a further $64,000 donated by local gay philanthropists, Stephen Heasley and Andrew Borg, through LGBTQ+ health organisation, ACON Rise features sculpted stone emulating the strata of the cliffs where gay men lost their lives. There are six layers, each representing one of the six bands in the pride flag.
Council selects new pavilion commercial tenants
Waverley Council has announced the names of the new commercial tenants in Bondi Pavilion, currently under refurbishment and due to reopen early next year. House Made Hospitality, owners of Circular Quay dining venue Hinchcliff House, won the tender for the Pavilion’s restaurant. The tenancy for the Pavilion’s café site was awarded to Good Atelier founder Aaron Crinis, owner of North Sydney’s Glorietta and Redfern’s Woolpack Hotel.
Woollahra Small Sculpture Prize finalist Ruminations by Debbey Watson The exhibition includes 52 works – each measuring up to 80cm in any dimension – chosen from a record 844 submissions by artists from Australia, New Zealand and the United Kingdom alongside Council’s collection of 19 previous winning works from the Prize. The Gallery will be an artistic hub for the community, where people can connect with art through a year-round program of exhibitions, residencies, workshops and public programs.

A reminder that applications will soon close for our Revitalisation Grants Program, which is part our continuing support for our local community through COVID.A total of $115,000 in grants - up to $5,000 for businesses and non-profit organisations, and up to $2,000 for community groups and individuals – is available to help rejuvenate our area post-lockdown. Preventing rubbish dumping
Waverley Council is taking steps to ensure that that the back streets of the municipality will no longer be a rubbish dumping paradise. It is undertaking a review of its collections of bulky items like furniture which are not covered by regular waste collection services. A full meeting of Council was told residents are currently having to wait up to six weeks to have such rubbish removed after booking a collection. Council is looking at adopting a similar system to neighbouring Randwick, which offers one scheduled collection and five booked collections per year.

Dylan Parker is new Mayor
Randwick has a new Mayor – Labor councillor Dylan Parker, who replaces Danny Said. Greens councillor Lindsay Shurey was elected deputy mayor. Mayor Parker said that he looked forward to bringing people back together again as the lockdown lifts and ensuring the safety of the community. “Randwick has remained resilient throughout a really tough period. Over the next term I look forward to ensuring our sporting groups, cafes, restaurants and community groups can reopen safely. “I want to rejuvenate our area and bring energy to our nightlife. I will also work to protect our green spaces and demand real, affordable housing for our area.”
Likely return of Coogee New Year fireworks
The New Years Eve fireworks at Coogee are back on the agenda, with Randwick Council currently developing plans to host the family-friendly event if Public Health Orders at the time permit. The fireworks were not held in 2020 due to COVID and the 2021 fireworks were cancelled again recently due to the uncertainty around public health order restrictions on outdoor gatherings. However, with health orders now relaxing in line with increasing vaccination rates and easing Government rules, Council is looking at staging the 9pm event. Council would host the event under a COVID-safe plan which would include capacity management, visible signage to communicate messaging, COVID marshals and increased security and site management.

In this November Ed 35, I walk down Victoria Rd, Bellevue Hill, pointing out magnificent mansions of the mega rich and famous and two of Sydney's most exclusive schools
Turn left onto Victoria Rd, No. 24 is a home called 'Leura' built in 1891 for Mr Tom Knox, brother of Edward William Knox, adjoining 'Rona' in Federation Queen Anne style. The house was gutted by fire in January, 1909 and the wooden shingle roof replaced by terracotta shingles. In 1956, the house was purchased by Cranbrook School serving as 'Street House' for boarders named after the then President of the School Council, Sir Kenneth Street.

At the end of Victoria Rd where it meets New South Head Rd is a tiny plot called Horbury Hunt Place - given the name in October, 1991, commemorating the residence of the celebrated late 19th century architect John Horbury Hunt who lived there from 1873 to 1902. At No. 3 Victoria Rd, is the late artist, cartoonist, songwriter and film-maker Martin Sharp AM, home called 'Wirian'. Sharp wanted 'Wirian' to be "retained and used as far as is practically possible and for such period of time as possible" as a place for carrying on his art He willed the whole of his estate to be held in a trust known as the Street of Dreams Martin Sharp Trust.

Next door is 'Caerleon' which was built in 1885-87 for the Sydney Morning Herald proprietor Charles Burton Fairfax (1859-1941), a grandson of the newspaper's founder John Fairfax. The house was designed by Maurice Bingham Adams (1849-1933) and is an early example of local domestic architecture in the Queen Anne Revival style (the first Queen Anne home in Australia).

My walk starts at No. 76 Victoria Rd, the Packer Estate 'Cairnton', which was secured by the late Sir Frank Packer in 1935 for 7,500 pounds. Sir Frank, in five separate purchases, spent more than 28,000 pounds expanding Cairnton. Following Sir Frank's death, the family gained another five separate acquisitions via his son, Kerry and his wife, Ros costing about $9.1 million. Kerry Packer, was Australia's richest man at the time of his death in December 2005. I turn left into Ginahgulla Rd. No. 17 is Ginahgulla, also known as Fairfax House. It was built in 1858 by John Fairfax, of the Fairfax family of newspaper proprietors. The Fairfax family used the house until 1945, when it was bought by the nearby independent school, The Scots College. Today, the College uses the house as a boarding house and is sometimes known as "the house on the hill.

In the early 19th century, Irish-Australian immigrants referred to Bellevue Hill area as Vinegar Hill, after the Battle of Vinegar Hill, an engagement during the 1798 uprising of the United Irishmen in south-east Ireland. Governor Lachlan Macquarie took great exception to this and decided to name the suburb Bellevue Hill, the belle vue meaning beautiful view.
On the opposite side of the road at No. 2 is 'Rona' (although the gatehouse is the only part of the house visible from the road). Rona was originally a 16-acre estate and was sub-leased from Frederick Tooth, a member of the Tooth family of Cranbrook, by Sir Edward Knox, the founder of CSR Limited. It was bought in 1880 by Knox's son, William and William Oswald Gilchrist. Knox Jnr and his brother, Tom, who built Rona and Leura. Rona has now been redeveloped by Myles Baldwin.
No. 12 Ginahgulla Rd is a two-storey house which was designed by Wilson, Neave and Berry in 1936, built around a courtyard and modelled on the colonnaded Roman atriums. Features include a two-storey hall and a prominent set of timber stairs. WAVERLEY GETS CHARGED UP ABOUT ELECTRIC CARS Waverley Council has set an ambitious 2025 target for an all-electric car fleet and is looking a range of measures to steer the municipality into the new electric vehicle (EV) age.

Strategies under discussion include making charging stations mandatory in all new strata buildings and the provision of more Council charging stations. Currently there are just two Council charging stations, at Bondi Beach and Bondi Junction.
The policy document maps out a bold plan for installation of charging stations in areas of high demand. “For residential areas, locations where residents do not have off-street parking should be prioritised.”
Meeting the upcoming demand for EVs will help achieve Council’s strong emission reduction targets – Mayor Paula Masselos and her colleagues have just made a net zero emissions by 2030 pledge. The Council has put together a six page draft electric vehicle policy document which is going on public display for a month.
Waverley’s plan is to have 100% EVs in its car fleet by 2025. This goal will be incorporated into Council’s new Environmental Action Plan.
It is suggested that amendments be made to the Waverley Local Environmental Plan and/or Waverley Development Control Plan to require charging stations in new strata buildings.
RANGE OF CHARGING OPTIONS
Charging stations should offer a mix of slow, medium and fast chargers. This will cater to a range of users, from residents and visitors to tradespeople and taxi drivers.
Called ‘Electric Vehicle Transportation Policy,’ the document notes that internal combustion engine (ICE) vehicles currently account for 20 per cent of community emissions in the Waverley LGA.
Meanwhile, it is recommended that the Council accelerates installation of charging stations by cooperating with other agencies and stakeholders, such as car share businesses.
Implementation of the Council’s policy will hasten the transition from the more than

power).” This will help to maximise the environmental benefits of the transition to electric vehicles. “Installation of chargers should have a minimal impact on the streetscape and be integrated with the location and with other street furniture where possible,” the policy document states. The Council is also considering a parking incentive for EV drivers, proposing that “signage be installed on EV charging spaces to give electric vehicle owners priority in accordance with NSW Government guidelines.” It isn’t just electric cars being considered in the Council plan. The policy document also gives a passing nod to other forms of battery-powered transportation such as electric bikes and “approved electric
micro-mobility devices” like electric scooters. Following community comment, the Council will work towards approving a formal EV policy by December. EVs currently account for less than one per cent of new car sales in Australia. Barriers to wider take-up include price and something called “range anxiety” – fear that the car will run out of charge before reaching the destination, or finding a charging point. While prices are set to remain high until the government steps in with incentives, the steps being taken by Waverley and other councils will pave the way for a smooth transition. Tony Maguire
