SOUTHEAST

In 2011 Richard Heinberg published a book titled “The End of Growth”. In it he suggested that as the availability of natural resources declines (particularly on a per capita basis) we can expect there to be trade wars, currency wars, resource wars and aggressive “sabre rattling” as countries seek to protect their interests.

Some years earlier, in September 2000, Thomas Homer-Dixon published “The Ingenuity Gap” and reflected on mankind’s historical ability to solve problems with ingenuity, but was concerned that the world is now so complex that we might soon find a problem that ingenuity could not solve in time. Despite the dismal outlook both authors finally concluded that by working together constructively our problems can be solved. Many people agree, citing the creation of Covid vaccines in record time as an example. However, in his book “Apollo’s Arrow” Nicholas Christakos explains that pandemics are like a tsunami that sweeps across the world and that tidying up and return to “normal” takes years and frequently includes inflation and higher interest rates. This is hardly the “Dawning of the age of Aquarius” promised back in the last century when “Peace will guide the planets” with “Harmony and understanding, sympathy and trust abounding”. Instead we have multiple problems abounding; inflation, stagflation, disrupted supply chains, war in Ukraine, energy shortages/poverty, climate change, geopolitical tensions in Asia and a clash between democracies and autocracies. Not an encouraging outlook. That said, in 1776, in “The Wealth of Nations”, Adam Smith outlined that, by working together. “Ten workers could produce 48,000 pins per day if each of eighteen

specialised tasks were assigned to particular workers”. That’s 4,800 pins per day per worker, far more than one person working alone could make. The theme of working together again gives us hope and in “Blueprint” Christakis says that although we often fight “there are no societies without friendship, none without love, none without teaching, none without sharing” (words paraphrased). In short, we may have problems, but we are also programmed to work together to solve them. To help, Eastern Suburbs Life has launched www.easternsburbslife.network where people can share news, information and ideas online, and find ways to work together to solve the day to day problems we currently face. As the old saying goes Together Everyone Achieves More (TEAM). This July edition (Ed 43) of Eastern Suburbs Life abounds with examples of people working together, or working to help others in the community including “Pantry4ThePeople”, a community street pantry set up in Botany (P14), a birthday for Home Instead who are celebrating 15 years of providing specialised in-home aged care (P17), news from Asuria for people who have a passion for helping others (P19), news about a community Network Night where people can meet each other and find ways to work together (P6) and finally, PRP Diagnostic Imaging show how they can help prevent health issues even before they develop (P11). As always we extend our grateful thanks for all the hard work put in by the ESL team as well as the many people who help with printing, distribution, encouraging feedback and positive suggestions and look forward to seeing you all again in August.

South Head Draft Master Plan light on detail Locals as well as Sydneysiders further afield remain concerned about the impact of an NPWS Draft Master Plan for South Head – and the latest attempt at possible commercialisation of the precinct. Eastern Suburbs Life sought NPWS comment, who responded: “Community feedback received during the public consultation phase of the draft South Head Master Plan is being reviewed and a summary will be provided when the South Head Master Plan is finalised, expected to be later in 2022,” an NPWS spokesperson said. On a number of issues, many believe the Draft Master Plan [DMP] was light on detail, including how the existing park buildings – for which 40-year leases are proposed – will be “repurposed”. As the submission by the Watsons Bay Association Inc highlighted: “The plan notes that ‘the adaptive reuse of the buildings on South Head will be a positive and logical transition that does not over-commercialise or lead to significant intervention that is irreversible,’ then

qualifies this statement by saying ‘without a bold approach there may not be a viable use for some elements.’ “We question what this ‘bold approach’ may involve, given community sensitivity concerning commercial uses for the buildings,” WBA president Roger Bayliss said. “This ambiguity needs clarification.” Similar concerns were raised by Merrill Witt, Residents First councillor for the Vaucluse Ward of Woollahra Council, in her submission – that more details were needed “about how the parklands’ buildings will be readapted so that the local community doesn’t have to fear a repeat of the 2015 proposal” to repurpose the site as a wedding and convention venue. She noted that the previous plans “were fiercely opposed by thousands of people”. Furthermore, some pathways in the DMP appear to be designed for light vehicles – to possibly service the ‘adaptive reuse’ of the park buildings – which wasn’t clear when the DMP was advertised for comment.

Other submissions underlined further significant issues within the DMP that were felt not been to fully addressed by the NPWS

– including parking pressures and traffic, managing tourist numbers, and upgrading public transport to alleviate congestion in and out of the Watsons Bay peninsula. Of further note is that the South Head trail – which runs between the two iconic landmarks of Macquarie Lighthouse and Hornby Lighthouse, at the Entrance to Sydney Heads – has been recognised as an important link in the Bondi to Manly Walk. Last month, Bondi to Manly Walk Supporters sent a letter to The Hon Gabrielle Upton MP, Member for Vaucluse, supporting her efforts to secure State Heritage Listing for South Head, stating: “There is simply no doubt South Head is one of the highlights of the Walk – with

its extraordinary and unique natural, cultural and built heritage values experienced by many, many thousands of walkers,” B2M president John Faulkner emphasised. “Bondi to Manly Walk Supporters strongly believes these values must be protected in perpetuity.” Along similar lines, Sydney Harbour Association Secretary Hylda Rolfe noted in her submission: “No explicit commitment to retention of the integrity of the South Head National Park real estate as a whole for its legislated purposes is proposed in the Draft Plan.” Paula Towers More info: Instagram: southheadwhaletrail

NEWS

Ed 43, July, 2022

The Builders of Modern Australia

In this phase we explore the earliest European settlement within St Mark’s parish including the incredible story of the Cooper Estate and the colourful Captain Piper.

THE COOPER ESTATE – CAPTAIN PIPER - PART 1

The story of Captain John Piper is both romantic and tragic in that the good captain was once described as the “Prince of Australia” but died many years later after 20 years of quasi exile and humiliation. At one stage this dashing officer was the appointed Naval Officer (Harbour Master of Sydney) and Collector of Customs, a most prestigious position. From this exulted position in the new colony of New South Wales he was able to personally acquire 70% of modern-day Woollahra (Point Piper, Rose Bay, Woollahra, Bellevue Hill and a large part of Paddington) and numerous other assets besides, only to lose it all because he was better at partying than at accounting. Born in Scotland in 1773, we join his story as a young naval ensign arriving at Sydney Cove in 1792 as part of the newly formed New South Wales Corps. Young John was a bright young officer with a passion for adventure. He found this through his association with the likes of Captain John MacArthur, for whom he acted as second in MacArthur’s famous duel with Colonel

Paterson resulting in his arrest and subsequent release.

Young Piper did not have the financial means to engage in the worst commercial excesses perpetrated by the officers of the NSW Corps and was not intimately involved in the insurrection against Governor Bligh and all the fun and games associated with the Rum Rebellion. Partly this was due to the fact that he was in Norfolk Island for much of the time, eventually as Acting Commandant, for which he was promoted to captain. His kind nature and good deeds were rewarded in 1812 when after a return trip to England, he was appointed Naval Officer for the colony. This was to make him one of the wealthiest citizens of Sydney as he was entitled to a handsome salary and 5% of all customs duties collected. By 1825, he was so admired that he was appointed Chairman of the Bank of New South Wales. With his young family Captain Piper was a doyen of Sydney society and from 1816, at the exorbitant cost of £10,000, he built a magnificent home, Henrietta Villa, on 190 acres of land granted to him on Point Eliza, later to be known as Point Piper. From this time until the appointment of Governor Darling, Captain Piper’s life was idyllic with lavish parties and over 100 domestic servants responsible for the sprawling gardens and fabulous entertainments. His popularity and

excesses were the stuff of legends from saluting visiting ships with his own brass cannons to setting up his own race-course at Rose Bay and to ensuring that the crew of his naval vessel were accomplished musicians to play at his many parties. Unfortunately, the arrival of the unpopular Governor Darling ended the festivities. Various irregularities were uncovered at the bank and there were revenue shortfalls in excess of £13,000 from his customs collections. While it is generally considered that this was mere negligence and no crime involved, the rectification was beyond the means of the good captain. The story goes that the shame of his downfall led the disgraced Naval Officer to order his crew to sail him to a point six miles beyond the coast. Once there he asked the crew to play while the boat sailed towards shore in a stiff breeze, so he could throw himself overboard in an unsuccessful attempt at suicide. Next month, we shall learn the fate of our colourful captain and examine the extraordinary history of the Coopers and others who were early parishioners of St Mark’s in Darling Point. ENVIRONMENTAL NOISE EFFECTS ON WELL-BEING

It is well-established that prolonged exposure to sound levels of volume 85 decibels (dB) and higher can cause a measurable permanent hearing loss. The World Health Organisation (WHO) has also looked at health impacts of environmental sounds below 85 dB. These impacts range from annoyance, cardiovascular, sleep disruption, and cognitive/ educational issues. A 2018 WHO consensus document was issued based on 7 systematic studies from 2000 to 2014. Among the findings were high quality studies linking wind turbine noise to sleep alteration patterns, but that more study needs to be performed for long term effects of environmental noise on cardiovascular dysfunction. Following is a chart, adapted from WHO (2018) summarising some of the health effects of different average outdoor night noise levels (dB): <30 dB Leq

Although individual susceptibilities and circumstances my differ, it appears that up to this level, no substantial biological effects are observed.

30-40 dB Leq

A number of effects on sleep are observed from this range; body movements, awakening, sleep disturbance. The intensity of the effect depends on the nature of the source and the number of the events. Vulnerable groups are more susceptible. A level of 40 dB Leq is equivalent to the lowest observed adverse effect level for night noise.

40-55 dB Leq

Adverse health effects are observed among the exposed population. Many people have to adapt their lives to cope with the noise at night. Vulnerable groups are more severely affected.

>55 dB Leq

This situation is considered increasingly dangereous for public health. Adverse health effects occur frequently, a sizeable proportion of the population is highly annoyed and sleep-disturbed. There is some evidence that the risk of cardiovascular disease increases.

It has been concluded that there are no “smoking gun” studies, or set of studies, that when taken together definitively describe predictable and associated effects for low level noise exposures. All that can realistically be said is that for a range of low-level environmental exposures, some people are quite susceptible to its effects, whereas others are not, and that these effects can include sleep disruption, potentially cognitive and educational issues, and an increase in stress and annoyance. Walkabout with Ruth

Former Royal Hospital for Women area, Paddington

In this July Ed 43, my walk takes me around the area of the former Royal Hospital for Women, Paddington. There are many historical landmarks in the back streets. I begin my walk in Young St at the Paddington Zone substation, which is designed in the Interwar Free Classical style. It features a dominant classical rendered cornice below the parapet, a pediment above the central entrance doorway flanked by multi-paned windows.

1

I head down Flinton St to an area that was once the Royal Hospital for Women and has now been redeveloped.

5

Looks like we are now enjoying life after lockdown. It's a good time for holidays out of Sydney, with many of us travelling to summer resorts. We also have alot of out-of-towners visiting our beautiful shores. Except of course for the unexpected downpours.

7

I cross the Glenmore Road and head up Heeley St to No 33. This is the site of Olive Bank Villa which was built by John Elly Begg in 1868 in the former grounds of Engehurst. The building was secured by the Sydney Day Nursery Association in 1924 when it opened as the Easten Suburbs Day Nursery. It has continued to operate as an early childhood centre still run by the SDN Children's Services.

At 186 Glenmore Rd there is a plaque dedicated to Jeffery Freeman, who lived here. He is recognised as one of Australia's foremost Australian Speedcar champions and was inducted into the Australian Speedway Hall of Fame in 2008.

On Mar 6, 1965, Jeffery Freeman attained Australian championship status as a speedcar driver, two months before the sport claimed his life at the Westmead Speedway, Parramatta.

CANCER (June 22 - July 23)

THE HIGH PRIESTESS is the Tarot Card for CANCER. This card shows a mysterious Goddess sitting between two pillars. Beyond her is a vibrant garden filled with fruit. She is a symbol of power but she never reveals her secrets.

Crossing the road I head down Olive St and then turn left into Ormond St, at No. 45 is the Composers' Home, which was established as a residency for Australian and overseas composers from Peggy Glanville Hick's (composer) Will. New Music Network established the Peggy Glanville-Hicks address in her honour in 1999. At No. 56A is a fine Classical Georgian mansion which was designed by John Verge and built from 1834 -35 for Frederick Augustus Hely, Superintendent of Convicts in 1832. Hely died in 1836 before the house was completed. John Elly Begg, merchant, bought the property in 1868 and it was subdivided. Part of the Servants Offices can still be seen.

The Royal Hospital for Women park opened April 9, 2005, the park takes it name from the Royal Hospital for Women which stood on the site and surrounding land between 1901 and 1997. Across the road at 182-190 Glenmore Rd, once stood Glen Ayr the home of Sir Matthew Henry Stephen, Judge of the Supreme Court, built around 1860. From 1905 to 1912, it housed the Collegiate High School, a boarding and day school for girls under the management of the (Anglican) Sisters of the Church, school buildings for which were transferred from a previous location in Waverley. The property was subdivided in October 1912 and unit blocks were built.

When the Pitt Street site of the Benevolent Society's Asylum was resumed by the Government in 1901 the Society purchased two new sites, one of them being 'Flinton', a 6.5 acre (2.6 ha.) area in Paddington. Originally granted to Roger Therry in 1832, he built the house 'Flinton' there in the 1830s, it later became the property of William Dean. On this site the Society built and operated the Royal Hospital for Women - the first purpose built hospital building, the Gynaecology and X-ray Wing, was built to the design of architect George Sydney Jones in 1904. The wing was officially opend on May 3, 1905. In 1997 the hospital moved to new premises at the Prince of Wales Hospital, Randwick, and the Paddington site was sold and developed for housing becoming known as Paddington Green.

RUTH MARKS TAROT CARD READER 0414 273 104 I turn left onto Oxford St to the corner of Underwood St to Juniper Hall a Georgian house built in 1824 for Robert Cooper (1777-1857) - the name was changed to Ormond House by Judge Kinchela when he leased it in 1831. Cooper leased the house to the Society for the Relief of Destitute Children from 1852-1858, and after his death in 1857 and that of his wife Sarah in 1863, the house was sold to John E Begg in 1876. Begg then sold the house as part of his subdivision of the Olive Bank Estate in 1878. The house continued to be leased. It was eventually purchased by the Government in 1885. In 1924, it was then was sold to Joe Gardiner who converted the house into a number of flats known as Hillside Flats who built a row of six shops in the front garden facing Oxford St. After it was purchased by Avrom Investments an employee of the firm, Elizabeth Randall, became interested in the history of the house and restored its original name Juniper Hall. In 1981 the first of a series of proposals to develop the site was put forward and a campaign to save the house was mounted by the Paddington Society and the National Trust. The

Trust purchased the house in 1984, the shops were demolished and the house restored. Juniper Hall featuring a Museum of Childhood opened its doors to the public in 1988. The Trust later ceased occupancy of the house, leasing it to private businesses, and in 2012 the house was sold to the Moran family.

This fear has been enhanced by the increase in extreme weather events including recent flooding in the municipality. In response, Council is taking steps to ensure that current controls for excavation volumes are complied with, and that these controls are further tightened to mitigate excavation risk. The objective of these improved excavation controls is to find a reasonable balance between accommodating property owners’ desires on smaller sites and to limit damage to roads, ground stability, water flows and neighbouring properties.

hydrogeological and geotechnical study on the impacts of dewatering and excavation on existing dwellings in the Rose Bay/lower Bellevue Hill catchment zone - as was done recently in relation to Double Bay. This will be extended into Vaucluse. The purpose of these further investigations is to: • Assess the potential cumulative impact of future development on long term groundwater change; • Assess the impact of short-term construction dewatering on surrounding buildings; and • Inform Council of any additional amendments required to existing planning controls. Steps to tighten excavation controls and recognise the ground conditions on which development is conducted, as well as the potential knock on effects, is appropriate and necessary. This is increasingly important given the risk of climate related impacts on existing and new dwellings and brings into focus a need for Council to assist to mitigate this risk through appropriate development controls.

Maria Poulos-Conkin Our precious Little Bay Beach has been in the headlines a lot in the last two years.

MEET MATRAVILLE’S 104-YEAR-OLD MAROUBRA RSL SUB-BRANCH WINTER WALK

A group of around 20 people walked from Maroubra Junction to Maroubra beach as part of a new RSL-sponsored sport and recreation program.

Matraville woman Maria Reilly was born the year World War One ended and a decade before the start of talking pictures. She went on to see the rise and fall of Hitler, the advent of space travel and the digital technology revolution. Maria recently turned 104 and the local community helped her celebrate the milestone with a party at Matraville RSL Club. Still lucid but hard-of-hearing, it was an opportunity for Maria to reflect on her long life. Born to a family of rubber planters outside the north western Malaysian city of Ipoh, Ruby went on to work as a nurse at the local hospital. Meanwhile, she met and married railway station master Chin Guan Lean. The pair had a daughter, Ruby, who settled in Australia. In 1980, now a widow, Maria visited Sydney for Ruby’s wedding and has remained here ever since. Initially she lived in Moore Park and resumed her nursing career. After that, she was employed as a tea lady with the Sydney Water Board (now Sydney Water). At that time there were around 2000 people working for the organisation and Maria says “I was the only Chinese employee.” But she was well-liked and thinks fondly of her 16 years dispensing tea and sandwiches to Water Board employees.

ROMANCE BLOOMS LATE IN LIFE

Then in 1996 came another milestone – Maria went to the altar with Word War Two veteran Jim Reilly. The pair had met through their mutual interest in competitive indoor bowls.

And Jim was bowled over by Maria! They took their vows at St Joseph’s Catholic Church in Edgecliff. A widower with no children, Jim was an accountant with the Australian Taxation Department. “We had an understanding that we married for companionship and happiness,” said Maria, who by that stage of her life was 75. Jim was a similar age, and had just had a hip replacement. According to daughter Ruby Jackson, “Jim adored my mother and always called her ‘darling.’” “– because he was a gentleman!” Maria chipped in. Jim passed away six years ago and since then, Maria has been living alone in a Matraville apartment, with regular visits from Ruby and other relatives. She gets about slowly with the help of a walking frame. Outside the flat, she is pushed around in a wheelchair. But she manages to do online banking and has an iPhone with which she regularly communicates with her five grandchildren and nine great grandchildren, plus Ruby. One secret of her longevity could lie in her favourite beverage – hot water. Her only vice, if you can call it that, is an occasional play on a poker machine at Matraville RSL. Having lived over a century, how has the world changed for Maria? “I feel the world is going very fast,” she replied with a chuckle. “I don’t understand a lot of it." Tony Maguire

They made the two kilometre trek on a crisp mid-winter’s day, and at the end there was coffee and croissants at the Pavlion Beachfront, then socialising outdoors under Maroubra RSL subbranch’s new marquee. The next walk is scheduled for Heffron Park on Monday, Aug 1. Diary dates for future events, yet to be determined, are Aug 29, Sept 26 and Oct 24. Sub branch president Colin Flatters, OAM, says perhaps his committee may follow the lead of the Paddington sub-branch, which recently staged a “walking soccer” match. “That’s where you walk, and don’t run,” Colin said. In addition, future activities may include indoor pursuits such as snooker, indoor bowls and pilates. Colin said that the program, sponsored with government funds by the RSL’s state branch, was aimed at not just physical activities but also socialising. “It’s an opportunity for members and their families to catch up with each other in a social environment and mingle with people from other sub-branches – at the walk to the beach, for instance, we had Matraville and Paddington sub-branch members joining us.” Called the RSL sub-Branch Sport and Recreation Pilot Program, it runs till the end of November. RSL NSW says: “The program supports veteran wellbeing and community connection fueled by mateship, recreation, and a bit of healthy competition along the way.”

First there was the successful community campaign by residents led by resident group Save Little Bay and Council to stop Meriton’s proposal to rezone the master planned area known as Little Bay Cove for its high rise, high density, 1909-apartment megadevelopment. Randwick Council recently marked the one year anniversary of the community’s big win against Meriton with a celebration at Little Bay with Michael Daley MP, Mayor Dylan Parker and other councillors in attendance. Then there was the alarming discovery by a resident on Aug 2, 2020 of what appeared to be material containing asbestos on Little Bay Beach. This caused widespread alarm and the beach was closed to the public as Randwick Council engaged expert asbestos removalists to undertake ongoing inspections and remove any material suspected of containing asbestos to conduct investigations. Specialist asbestos removal crews found approximately 100 visible samples of asbestos containing material on the beach in the first week of investigations and ongoing “emu-picks” continued to find newly exposed materials containing asbestos, most likely coming to the surface through stormwater and tidal impacts from nearby gullies which had been used as landfill sites prior to 1988 when the adjacent Prince Henry Hospital was operating. The good news is that the material found is a form of bonded asbestos (fibro) which represents a low-level risk and the beach has been regularly cleared and is safe for swimming. The win against Meriton and other efforts to protect Little Bay are important. When creating the master plan to redevelop the old Prince Henry Hospital site, the NSW government and the Randwick City Council went to great lengths to protect the state significant natural heritage areas, including sensitive Aboriginal sites and other archaeological zones. Today, the RAAF Memorial Clock Tower, Artisans’ Cottages, the old nurses’ quarters (now a Nursing and Medical Museum), wishing well, water tower, original gates, and Aboriginal middens, are just some of the 19 heritage significant structures that have been preserved. Parts of the landscape in this precinct are also slowly being restored, including three sites of Eastern Suburbs Banksia Scrub, a nationally protected and state-listed endangered plant species.

PREVENTATIVE IMAGING: Understanding your risk is the first step in lowering your risk It is well known that medical imaging is used to diagnose, treat or manage an existing medical problem, but did you know this technology can be used to prevent health issues even before they develop? To discuss preventative imaging in more detail, we talk to Dr Rohan Sabharwal, specialist radiologist and practice manager at PRP Diagnostic Imaging-Moore Park. WHAT IS PREVENTATIVE IMAGING? Preventative imaging can be used to detect specific diseases in the hope of finding (or better yet preventing) disease early. When diseases are discovered in their early phase, they can be treated early, and result in better outcomes. WHAT TYPE OF PREVENTATIVE IMAGING DO YOU OFFER AT PRP? At PRP, we offer a number of preventative imaging tests. Coronary Artery Calcium score: With the sudden death of cricket legend Shane Warne from a heart attack, people of a similar age start to think about their own heart health. In fact, one fifth of Australians aged 45-74 years have a high chance of having a heart attack or stroke in the next five years. If you are over 45 years, you can have a regular heart health check with your

GP. They can check your cholesterol, blood glucose levels and blood pressure, and if appropriate, may refer you for a Coronary Artery Calcium Score.

A Coronary Artery Calcium Score measures the amount of calcified plaque in the arteries. It’s a quick, non-invasive test that takes around 15 minutes. Based on the result, we are able to predict your future risk of heart attack/stroke. Understanding your risk of having a heart attack or stroke is the first step in lowering your risk. Consult with your GP to see if a Calcium Score is appropriate for you. DEXA scan: There are many causes of osteoporosis. Ageing is the most common, well-known factor, but medications used to treat Chrohn’s disease, Rheumatoid arthritis, and breast cancer can lower bone density. In addition, excessive alcohol, lack of calcium, corticosteroid therapy, smoking and lack of Vitamin D also impact bone health. By having a DEXA scan, we can determine the status of your bone health and your GP can discuss appropriate treatment options to prevent future fracture. DEXA scans are quick, painless scans and take around 10 minutes Mammography: A mammogram is an X-ray picture of the breast. Screening mammograms are used to check for breast cancer in women who have no signs or

symptoms of the disease. Breast screening is recommended for women aged 50-74 years of age, including women with breast implants. If you are younger, and have a family history of breast cancer, speak to your GP about what type of breast screening is best for you.

FILM REVIEW: METROPOLIS

Against our current climate of rising interest rates, volatility of the stock market and unpredictability in our global outlook, widespread uncertainty and scepticism has infiltrated our everyday lives. Furthermore, the 21st century landscape has observed the consequences of our over-reliance of technology, epitomised by the COVID-19 pandemic, as we continue to move along the exponential trajectory set by the post-WW1 technological movement. Hence, our dystopic-adjacent setting reflects the transcendent nature of Fritz Lang’s cinematic sci-fi, Metropolis. Lang’s 1927 melodrama Metropolis provides an expressionist comment on the enlightenment period’s fallacious optimism about the developing technological age Lang’s audience is accorded his visionary introspection, allowing for cobwebs to be cleared and for clarity to be gained as the ideologies of illiberalism and capitalism are questioned and explored on the stage of the artistic magnifying glass. The priorities of the metropolis are sanguinary and callous, allowing Lang to illustrate the friction and acrimony engendered by a fundamentally inhumane society. Such division is represented through the contrast of the neoteric citadel’s futuristic architecture and the gothic, outdated designs of the underground. This juxtaposition is indicative of a civilization proceeding at two separate rates; the rich rapidly advance whilst the poor live in devolution. Furthermore, the pauperised are intentionally socially segregated; a calculated matter of ‘out of sight, out of

mind’. Through time, the legion of labourers that serve the affluent have become desensitised, dehumanised and, effectively, automated. Lang affirms this through the utilisation of jump shots to reaffirm the worker’s purpose in supplementing the lifestyle of the wealthy. Hence labourers remain faceless and unremarkable which reflect their enslavement into a homogenous, disempowered sector of society. Indeed, the impoverished shall whittle away beyond the peripheral view of the dictator- but in the eyes of the oligarchic Joh Frederson - this fact is immaterial. The symbiotic fusion of man and machine is the building block of Frederson’s Metropolis. He asserts the workers as worthwhile sacrifices, being necessary casualties of accelerative progression. Lang’s exploration of Germany’s power struggles, machine age optimism and fear for the future translates to our contemporary setting where the ephemeral nature of technology has exacerbated social inequality and exploitation, power and greed are rife. Furthermore, the recent COVID-19 pandemic served as a pinnacle of economic hardship; epitomising the presence of class structures in out contemporary society. Although the prominence of machine is encapsulated, in some respects as nihilistic, Lang affirms man’s essential involvement with technology is for equality and opulence. Hence, The Metropolis has bred a deep

psychological connection between its people and its technological contraptions, making it so their gesticulations are practically indiscernible. As such, our contemporary backdrop has replicated these values, by which the worker’s responsible for the mass-production and capitalistic expansion, have ultimately created their own technologicalcounterpart, and the ‘everyman’ increasingly fears redundancy. THE FUTURE OF SMALL BUSINESS IN AUSTRALIA A very hot topic currently for many small business owners is, how can small businesses survive and succeed in the current environment? In this article, I'll talk you through some of the challenges and what we can do about them.

A combination of COVID, the falling economy, plus other aggravating factors such as the proliferation of eCommerce, decentralised purchasing and Crypto technologies, small businesses are struggling to recover to pre-COVID levels. Last month I attended the Small Biz Expo in Melbourne to try find solutions to some of these problems. In May, the Australian small business community gathered at the Expo to connect 70+ exhibitors from Government Agencies, Industry Associations, Chambers of Commerce, and business experts from all industry sectors. The mission was to help small businesses to engage, connect and grow through a series of innovative ideas, products, solutions, and presentations. Across the seminars and workshops, struggling small business was a reoccurring theme. Small Businesses (less than 20 employees) account for 97% of the total number in Australia, and 87% of the GDP, so they are critically important to Australia's economy. Yet we continue to see a high number of exits and closures, with 243,000 businesses going under in 2021.

The small businesses that remain open are still struggling as they continue to suffer a COVID hangover. A survey found only one in two small businesses have returned to being fully operational, with 43% still operating below capacity, and another 3% still temporarily closed.

As well as COVID, Business owners also cited other detrimental factors. The proliferation of large online eCommerce platforms, as well as a rise in 'lazy' online shopping trends has impacted the typical high-street business. New 'disruptive' technologies in the crypto space such as NFTs has again reset buyer expectations and changed the face of consumer trends. So, the problems are apparent, but what can we do about it? There are some positive indicators. Growth rates of small businesses in Australia are still strong, with a 17% entry rate in 2021. A much higher number of individuals have decided to launch their own sole trading business because of COVID and being stuck at home. Research presented at the conference shows that small businesses can increase their chances of success by using the right tools and employing proven practices. By operating with a clear business plan, setting, and tracking business goals as well as establishing and following a solid strategy, small business owners can easily create a correct level of governance

to give their business the highest chance of success.

power and benefits of an engaged and loyal community.

New technology and offerings such as cryptographic based solutions should be embraced and utilised where possible. Lastly, and most importantly, small businesses should look to harness the

In summary, small business owners today face a variety of challenges, but with the right application of tools and staying engaged with your local community, small businesses can recover and succeed. Alex Goring

Community pantry touches hearts and lives ‘Pantry4ThePeople’ is a community street pantry located in Botany. Set up in December 2020 by Botany mother-of-two, Rachael Smith, in response to COVIDrelated job losses, the pantry’s success has endured post-pandemic.

Smith also makes and delivers grocery boxes for families needing extra support, as sometimes the pantry “isn’t enough.”

Some pantry users she gives her phone number to, to offer support further than just the pantry. She also spreads awareness to other services available, such as the Salvation Army, OZ Harvest and South Eastern Community Connect (SECC).

Inspired by Newtown’s Blessing Box (now closed), Smith enlisted help from a builder friend to construct the pantry using an old cupboard, before bolting it to fence line of 1555 Botany Rd. She describes asking the owners and leasers of the property to fix the cupboard, careful not to encroach on council property.

In recognition of her efforts, Smith was awarded Bayside Citizen of the Year in 2022, and the winner of the Westfield Local Hero $10k grant. Pantry user, Carl, describes Rachael as “angelic”, while she says it has “kept my head above water. It’s made my world bigger.”

Smith then took to social media, posting on her local Botany community Facebook page. “That really just kicked it off,” she states.

Aside from donating to the pantry, Smith encourages residents to “spread the word” and “start conversations with your children about kindness.”

Smith has received an overwhelming amount of community support, from local businesses such as ‘Two Fives’ in Rosebery, Bakers Delight Eastgardens and Mascot Charcoal Chickens, as well as community figures such as local member for parliament, Ron Hoening, and Bayside Mayor, Christina Curry.

Looking forward, Smith is excited to establish a community garden behind the pantry. She also hopes that other suburbs take inspiration and establish their own community pantries.

Rachael says “It’s become bigger than I ever expected.” The pantry has helped recovering drug users, pensioners, single parents and

Hannah McKinney people fallen on hard times. Smith recounts one elderly pensioner who said that this week it was a “choice between buying medication, putting the heat on, or eating…it’s baffling to me in this

country, you shouldn’t have to choose those things.”

Another pantry regular has credited Smith and the pantry for saving his life.

Bondi Pavilion makeover revitalises cultural offer The exciting restoration of the Bondi Pavilion will be completed this month. An updated art gallery, a larger pottery studio and new cultural spaces are key features.

Spaces have been created for a variety of uses such as dance and physical theatre, workshops and classes plus the theatre has new staging, flooring, seating, lighting plus state-of-the-art audio and visual equipment. “It has been an honour for everyone working on this project bringing the building back to life and for Council to retain the building as a cultural and community centre for future generations,” Waverley Mayor Paula Masselos told Eastern Suburbs Life. Waverley Council has preserved such unique heritage features as 1929 Turkish Sea Baths signage, the 1930s theatre mural as well as foyer floor mosaics by Warramiri artist and Elder, Terry Dhurritjini Yumbulul – a gift from the People of Arnhem Land to the people of Bondi. Showcasing such local history as well as community stories, the new Bondi

Story Room will feature a digital interactive exhibition.

Sustainability features include increased natural light and ventilation; 220 roof solar panels to help generate over 70% of the building’s energy use; public EV charge points and more than 42 native palm trees planted in the rear courtyard. Such features are key to the successful design by architects Tonkin Zulaikha Greer in connecting Bondi Beach to the parklands and Campbell Pde. To celebrate the reopening of the iconic Bondi Pavilion, Council is planning a community event with live entertainment and music in Spring. “There is such growing excitement in the community about the reopening as more and more of the building and our world-class restoration works are revealed,” Masselos said.

THE PAV TUNES IN WITH EASTSIDE FM

Also new is the Bondi Pavilion community radio studio – comprising a professional standard broadcast and producer facility with shared access to two music studios.

Waverley Council has awarded the licence to operate the studio to local broadcaster Eastside Radio 89.7FM, as a shared facility. Eastside broadcasts from studios in Paddington and will use the Pavilion studio as a second site. Established more than 40 years ago, Eastside Radio attracts around 90,000 listeners to its arts and news programs each week. Managing Director Tony Smythe said the operating licence represents a proud new chapter in the station’s long history of broadcasting from Sydney’s eastern suburbs.

“Eastside Radio has been wanting to have a stronger connection to both Waverley Council and the Bondi community for many years,” Smythe told Eastern Suburbs Life. “The opportunity to do this now, in partnership with Bondi Pavilion, is exactly what we’d hoped to achieve. "It’s fitting that an iconic station has found a home in an iconic building at the world’s most famous beach." Paula Towers

Home Instead Sydney Eastern Suburbs turns 15 Sarah and Michael McAviney are celebrating 15 years of providing specialised in-home aged care and support to the community in Sydney’s eastern suburbs with their business Home Instead.

Based in Bondi Junction, Home Instead supplies in-home care services to seniors living at home; whether it be companionship, personal care, preparing meals or medication assistance through to palliative care and caring for clients suffering from dementia. Services are available for as little as two hours to 24 hour 7 day support. They have recently expanded care solutions to people suffering from Parkinsons, Early on-set Dementia, Multiple Sclerosis and Motor Neuron Disease. Home Instead specialises in providing a multi-faceted approach that provides direct care but will also link in Allied Health Professionals and community services to complete a holistic package for clients. Michael, a qualified accountant, opened their first office back in Edgecliff in 2007 with the aim to give back to the community and provide a solution for our ageing population. His wife Sarah joined the business in 2014 and slowly the office has grown to more than 20 staff and 180 caregivers working around Sydney’s eastern suburbs and the Sutherland Shire. Sarah and Michael say it has been a challenging but incredibly rewarding 15 years and the key to their success was their passionate and committed caregivers and office staff who work tirelessly for clients. “It’s been a very long couple of years with COVID and lockdowns posing many obstacles that we have had to overcome,” Sarah says. “With caregivers, clients and family members going in and out of isolation, providing essential services to the more vulnerable clients has been a testament to the skilled scheduling and care management staff at our office.” Sarah says the heart of the business is truly the caregivers and they are proud to have many staff that have been with the business for over a decade, including Glenn, a Maroubra local. “Being a caregiver is very enjoyable, rewarding and exciting” says Glenn. “At first when you meet a person you don’t know each other and they may be hesitant of you because they’ve never had a carer before. But over time you get to know each other and you get to know their family and after a while of seeing them they are happy and they have smiles on their faces. Then you hear them say that they can’t wait until you come next time. It gives you a good feeling inside. It’s really touching.” Of his 11 years with Home Instead, Glenn says “The office team are really great. If you

need any help 24/7 you just ring them up and they will help you. They are very polite and nice, and you are always welcome when you go into the office. During the pandemic they were making sure we had PPE and sending us messages all the time to check in on us and make sure we were okay. They are amazing”. Over the last 15 years, Sarah and Michael have provided employment and care for hundreds and hundreds of eastern suburbs locals. Last year alone their business ensured that around 550 clients received care despite the lockdowns and other challenges we faced as a community. Their clients say they value the service they provide, the holistic approach and dedication of the carers. “Mum’s carer’s Karen and Kaylie were simply superb! They were extremely reliable, and nothing was ever a trouble. It was always a pleasure for mum to have them visit. I have nothing but praise for them and the ladies in the office who were always helpful. I remember one morning when I arrived and mum could not get out of bed. Unsure what to do I called and spoke to the office and received calm and practical advice when I needed it and I was grateful for the support”, says Warwick whose mother Joy was a client of Home Instead for five years. With such a shortage of caregivers nationwide, Sarah and Michael are also always looking to recruit and train passionate, empathetic and caring people of any age to become a carer for Home Instead.

“It’s such a rewarding and meaningful job that works for people of any age and it is very flexible,” explains Sarah. “Whether you are coming from a corporate life, studying, or a stay-at-home

Mum, caring for others provides a fulfilling opportunity to give back to the community, learn new life skills and work in a new profession.” You can find out more about Home Instead Sydney Eastern Suburbs by going

Do you have a passion for helping others? There’s a new employment services provider coming to town, aiming to transform the lives of people in the Eastern Suburbs and they’re looking for readers of Eastern Suburbs Life to join them.

Asuria has been helping people to reach their job and career goals for over 25 years, and from July, they’re going to be bringing their expertise to job seekers in the Eastern Suburbs. To make that happen, they’re opening up their doors to people interested in taking up new roles as Job Coaches/Mentors/ Indigenous Mentors, and support staff. Job applicants don’t even need to have any experience in the employment services industry to be part of this new wave of firstclass Job Coaches. What makes a successful Asuria Job Coach/Mentor/Indigenous Mentor is a combination of empathy, the ability to build relationships, a commitment to excellent customer service, and everyday office skills, with things like Microsoft Office, Word, or Excel. More than anything though, Asuria is looking for people with a passion for helping others. Cynthia Jennings, a Community Engagement Officer, says of her experience with Asuria: “At Asuria we’re all

a part of something which we call Enterprising Heart, which really sums up what it’s like to be part of the company.”

When it comes to what being an Asuria Job Coach/Mentor/Indigenous Mentor, or Community Engagement Officer is all about, Cynthia says: “The way I help participants discover their dream roles is by really sitting down and getting to know them, building a rapport with them, and establishing trust and understanding.” “As Job Coaches, when we’re able to do that and really get to the heart of who people are, what they're interested in, and what they love to do, that’s when we get to make a real difference in people’s lives.” On what people in The Eastern Suburbs can get out of a career with Asuria, Cynthia says: “You'll know when you’ve found your dream job, when you turn up every day wanting to put your best foot forward for the people you’re there to help. I'm very lucky because I've been able to find that with Asuria.” Job opportunities with Asuria are open now. So if you’re interested in seeing if you have what it takes to be an Asurian, helping the people in your community to find and stay in work that matters,

20 COUNCIL NEWS

EASTERN SUBURBS Ed 43, July, 2022

Marjorie O'Neill MP MEMBER FOR COOGEE

Heart in Art exhibition

The work of First Nations artists from some of the most remote areas of Australia is being showcased at the Heart in Art exhibition at Council’s Woollahra Gallery at Redleaf. The free exhibition runs until July 10 and is a collaboration between Woollahra Council and First Hand Solutions Aboriginal Corporation to coincide with NAIDOC Week (July 3-10) and the National Indigenous Art Fair. Visit woollahragallery.com.au for further details.

North Bondi shopping strip upgrade

Waverley Mayor Paula Masselos and fellow Labor councillor Tony Kay have called for an urgent streetscape upgrade at North Bondi. “The North Bondi shops and bus terminus area bounded Campbell Pde, Brighton Blvd, Hastings Pde and Military Rd is in desperate need of attention,” they stated in a motion to a full meeting of Council. “The concrete road and footpaths are in dire need of upgrades, while the pedestrian crossing needs urgent attention as interim patches and fixes are no longer effective. There is also an urgent need for beautification and plantings to help soften the area and address heat island effects.” Councillors agreed that a report be prepared within two months identifying what needs to be done and estimating how much it will cost.

Celebrate NAIDOC Week with us

We have partnered with Waverley and Randwick Councils for NAIDOC in Centennial Park, a special free event on July 8 which will include an immersive welcome ceremony, storytelling and performances by Brolgas Dance Company. Artist and proud Kamilaroi and Jerrinja woman, Jasmine Sarin will also discuss her creative process and the story behind her work Gadigal Connection, featured on the stairs of Woollahra Library at Double Bay, at a special talk at the Library. Visit woollahra.nsw.gov.au/naidoc for details on our full range of events.

National Tree Day

Join us on National Tree Day, Sunday July 31 from 9.30am-12.30pm at Christison Park in Vaucluse to plant a range of native plants and help to beautify the park and extend the habitat corridor for local small birds and other wildlife.

No right turn at Bondi Road intersection

A no right turn restriction is to be introduced at the intersection of Wellington St and Bondi Rd despite widespread community opposition. Transport for NSW says it will be installing signage and carrying out roadworks at the during the July school holidays. Waverley Council has lodged objections to the unpopular project, proposing that integrated traffic lights be installed instead. Council says the plan has been approved without a detailed Local Area Traffic Study being undertaken. A report to council said the right turn ban would “encourage vehicles to undertake dangerous movements such as U-turns” and is “strongly opposed” by two schools located near the intersection plus local residents.

Bronte Surf Club redevelopment

A revamped design for the redevelopment of Bronte Surf Life Saving Club has come up with a radical answer to community concerns about the building encroaching on the surrounding parkland.

All plants, gloves and tools will be supplied by Council, and after you’re done planting, snacks will be provided and kids can take part in our interactive native wildlife program. Visit woollahra.nsw.gov.au/events for more info.

Help rename Dillon Street Reserve

When Council received a 1300m 2 parcel of land from the old Scottish Hospital site in Paddington adjoining Dillon Street Reserve, we worked with the community to redesign and upgrade the park and now that landscaping and upgrade works have been completed, we want to hear your suggestions for an alternative name. Visit yoursay.woollahra.nsw.gov.au to choose your favourite ideas or share your own by July 17.

Public art

Randwick’s Mayor has come up with a plan to enliven local neighbourhoods with street art while reducing illegal graffiti.

Councillor Dylan Parker (--above) wants to see Randwick following the lead of Inner West Council’s Perfect Match Street Art program. He describes the program as a “unique initiative that fosters creative expression and art in public spaces while also tackling unwanted graffiti.” Under the inner west program, residents and business owners can have murals painted on walls being targeted for illegal graffiti and tagging. The council matches locations with artists whose work will be “site specific,” celebrating the area’s unique characteristics and cultural identity. Councillors agreed to the Mayor’s motion that the inner west program be used as a model in the development of a local Public Art Plan.

Draft Local Environmental Plan

New heritage items, housing growth areas and later trading hours for low impact businesses are proposed as part of a Comprehensive Planning Proposal to amend Randwick Council’s Local Environmental Plan, on public exhibition for public comment until July 12.

Hi everyone, One of the most enduring legacies from the pandemic is the realisation our health services are underfunded, our healthcare workers are undervalued, and our healthcare system is at breaking point. We know how important nurse-to-patient ratios are. We know how important it is to address staff shortages and we know how crucial it is to properly fund our public health services. We need to tackle these concerns head on if we are to keep our community and our incredible frontline workers safe, healthy and well. My office has been conducting online community town halls over the last few months on a variety of issues, including public transport, planning and education. Our next online community town hall will be on the topic of healthcare, and I am interested to hear your experiences. To ensure your voice is being heard, I invite everyone to come to our forum so you can voice your experiences and concern. I will be joined by NSW Labor Shadow Minister for Health and Mental Health, Ryan Park, MP. The meeting will be held online, on Wednesday August 17 from 6pm to 7pm. This meeting is a great opportunity to raise any concerns you may have, to share your experience with our health system and shine a light on any areas in which you would like to see change. To register, please scan the QR code below or head to the link: https:// marjorieoneill.com.au/community/ community-town-hall-meetings/ I look forward to seeing you there!

The proposed changes seek to update Council’s LEP to strategically align with state plans and Council’s planning framework while meeting State Government imposed housing targets. Randwick Mayor Dylan Parker said Council is opposed to the targets, but its hands are tied.

Under the latest plans (pictured), the sandstone rock face behind the club will be excavated to create 384 square metres of new space. Waverley Council has tabled a report by architect Zoltan Kovacs which states the natural rock wall “is low in both environmental and cultural significance.” The excavation would reduce “the visual bulk of the development.”

He said: “Council shares the concerns of many community members about over population and increasing densities without the appropriate infrastructure. “We have been vocal in objecting to NSW State Government housing targets, but the reality is we don’t have a choice. We are under direction from the NSW State Government to meet housing targets of 4,464 new dwellings in the next 6-10 years. “To limit the impact of these housing targets, our draft LEP proposes the additional housing in areas well located to public transport, jobs and shops.”
