We’ll weather the weather Since the 16th century, Spanish colonists in South America had written about años de abundancia, when torrential rains made the desert bloom. They called it El Niño, after the baby Jesus, since the strange currents that delivered the rains tended to arrive around Christmas. Sadly those years of abundance onshore brought devastation to the oceans: the anchovy fishery, a staple of the Peruvian economy, collapsed, as fish died or fled in search of colder waters. fish-eating seabirds starved in droves. In early 1891, a traveller in Peru, named S.M. Scott, witnessed “A low-hanging, densely clouded sky, intense heat, great humidity and an oily sea — so it began … The rain fell in inconceivable torrents for weeks. In 1895 the observation was confirmed by Federico Alfonso Pezet who wrote “Reports that this hot current has caused the great rainfalls in the rainless regions of Peru appears to be a fact”. What no one knew in 1895 was that these years of abundance in Peru tended to coincide with terrible droughts on the far side of the globe. The event we still know today as El Niño turned out to impact almost every part of the globe, affecting the weather in often dramatic ways in India and Peru, North America and the South Pacific. In his book 'Floods, Famines and Emperors', Brian Fagan investigates how El Niño-driven droughts have brought on the collapse of dynasties in Egypt; monsoon failures and historic famines in India, floods that have destroyed civilizations in Peru and may even have changed the course of European history. But that is a story for another time. However, Sydney’s latest weather has been caused by La Niña, El Niño’s Spanish sister who, like her brother, appear to have been around since the last Glacial Maximum, 45,000 years ago. Australian records going back to the 1880’s show that, on average, La Niña arrives about once every seven years, but often occurrences are bunched as seen in the following graph.

They invariably cause flooding and, on occasions, rainfall has exceeded what we have experienced in 2022. Sadly the economic damage is now greater due to our having more development and a higher population. Luckily, it seems that the current La Niña is easing and that brighter days are ahead. To reinforce that, the August edition of Eastern Suburbs Life contains many things to celebrate starting with news on the back page of Lab Grown Diamonds, that are real diamonds of the highest quality. Not only are they more environmentally friendly than mined diamonds, but they are also up to 80% less expensive. We also have great news that the Matraville Incinerator project has been dumped (P10), news that Randwick Council, Waverley Council & UNSW are joining forces to create a Skyparks Garden (P14), that Hall Street is being revitalised to brighten Bondi Beach (P15) and that Woollahra Council has announced its 2022 Garden Awards competition that will brighten the winner's bank account with a prize of $500 (P4).

THE SHIPWRECK AT THE GAP: New book on The Dunbar An enormous old anchor sits framed in an alcove on the clifftop walkway at The Gap – a memorial to a famous ship that sunk nearby. But what do we really know about it? That’s what local author Larry Writer set out to find: “I noticed the anchor that I’d passed many times and wondered if anything had ever been written about the wreck of The Dunbar but there was nothing… in depth.” So Larry embarked on 18 months of research – resulting in an amazing book published this month, coinciding with the 165th anniversary of The Dunbar sinking – considered one of Australia’s greatest maritime disasters. His latest book “The Shipwreck” is packed with fascinating information on The Dunbar and and captivating stories on those who sailed on her; perished on the fateful night of August 20, 1857.
in living memory – The Dunbar was buffeted by enormous waves, 100km-an-hour winds and clouds obscured Macquarie Lighthouse – the captain couldn’t get his bearings.” The Dunbar smashed into the rocks with 122 people on board. Capturing the drama of the event, Larry advises that its destruction was very quick – “It probably only took about half an hour, though it was a magnificent ship: The Dunbar was the finest of the great sailing clippers; fast, really luxurious.
“Most passengers were prominent and successful Sydneysiders who went to England to see family or work or to do the Grand Tour of Europe and were coming back after that adventure; to have travelled that distance - 20,000 km and to be wrecked on the very doorstep of their destination was just so sad,” Larry says. Bodies, cargo and wreckage floated into many of the harbour’s beaches including Manly, Middle Harbour and The Spit, Vaucluse, and Nielsen Park.
Larry details the ship’s final moments. “In the middle of a ferocious storm – the worst

from the morgue at The Rocks down George Street and onto Camperdown Cemetery at Newtown. “There were 20,000 people lining the streets that day,” Larry discovered in the records. “And the population of the colony was only 57,000!” This communal burial site is still there. The only survivor, James Johnson was able to pay the favour forward, Larry discovered. “He became a lighthouse keeper at Newcastle and actually ended up saving the sole survivor of a ship that went down there eight years later.” His brother Henry became keeper of the Hornby Lighthouse, built as a result of the shipwreck.

Today the National Maritime Museum holds many items from The Dunbar. “There’s a beautiful tiny ring there, inscribed ‘In God We Trust’ which is so poignant,” Larry observes. Described as “Australia’s Titanic”, the Dunbar disaster not only heralded big changes to navigation and maritime safety but was also a catalyst for colonial Sydney and “that self-determination I think we still have today,” Larry believes. THE BUILDERS OF MODERN AUSTRALIA We continue the earliest European settlement within St Mark’s parish including the incredible story of the Cooper Estate and the colourful Captain Piper.
THE COOPER ESTATE – CAPTAIN PIPER - PART 2
Last month we described the tragiromantic story of Captain John Piper and his rise to being described as the “Prince of Australia”. We ended the article with the captain secretly throwing himself overboard six miles off Sydney Heads as his crew (which was also his private band) was ordered to set sail and play on. Fortunately, this father of 13 children and much-loved husband, friend and doyen of Sydney society was unsuccessful in this desperate act and rescued by a vigilant seaman noticing his absence. Captain Piper was returned to his beloved Henrietta Villa, a magnificent home built on 190 acres of what is now called Point Piper, where he settled his affairs and happily lived at Bathurst for a further 24 years on a grant of land salvaged from the financial wreckage of 1827. But what are we to make of the life of Captain John Piper? This series is intended to help the reader understand the character of the men and women who came halfway around the world,
bringing their values, evolving technology and faith of their homeland to a small settlement on the edge of this ancient continent. We can but speculate and be guided by earlier historians.
As Piper’s principal biographers, M Barnard Eldershaw (being the joint pseudonym of Marjorie Barnard and Flora Eldershaw, two 1920s graduates of Sydney University) suggest; Captain Piper’s life was a reflection of “approximately 60 years of British rule in Australia, a period of miraculous growth and change”. The authors suggest that these men “saw the Colony as a Lady Bountiful”. They conclude that men such as Piper, “innocent and blameless in themselves, believed they had the right to the whole contents of the cornucopia by virtue of their race, their class, the accumulated civilization of their forefathers, the might of the British navy and other extraneous circumstances…”. This was the reality of the time, both magnificent and tragic. “Captain Piper was the doyen of these dreamers. His life transcends its own bounds because he was an emblem of his times”. Indeed, all accounts of Piper talk of his generosity and kindness – to a fault. He was an observant Presbyterian, and his values were profoundly Christian as evidenced by his many acts of kindness and the humane manner in which he oversaw the closure of Norfolk Island as a notorious penal colony up until 1811.

As an officer, he was fortunate to avoid the worst excesses of the Rum Rebellion and he was invariably liked by all sides in the many disputes involving the NSW Corps, which mostly occurred while he was posted to Norfolk Island. It is perhaps most apt that even Governor Darling, his nemesis in our story, officially called on the good captain once he had settled into his new home at Alloway Bank, near Bathurst, in 1829. This indicates that his reputation, at least, was still intact. Captain John Piper died in reduced circumstances at a smaller property Westbourne in 1851, just as Bathurst was to become centre of the new gold rush. He was 78 years old. Next month, we shall continue our extraordinary history of the Cooper Estate as Daniel Cooper (Senior) consolidates the holdings of Captain Piper, which

Looks like we are now enjoying life after lockdown. It's a good time for holidays out of Sydney, with many of us travelling to summer resorts. We also have alot of out-of-towners visiting our beautiful shores. Except of course for the unexpected downpours.

My walk begins at Saint Sophia Cathedral in South Dowling St. Designed by Walter Leslie and built from 1926 to 1930 by W. Robins. The property is owned by the Greek Orthodox Community of NSW. It passed through several periods of ownership including the Wesleyan Association (1866-1908) and the Jewish Society (1914-1923). The Greek Orthodox Community NSW (established 1898) has been and continues to be responsible for the management and maintenance of the Saint Sophia Cathedral.

I cross the road and cutting through Taylor St to Flinders St and head down to Taylor Square. The square is named after Sir Allen Taylor (1864-1940), a timber merchant, ship builder and Lord Mayor of Sydney who was responsible for the widening of Oxford St during his tenure.
The area formerly bound by the traffic of the three streets is popularly known as "Gilligan's Island" because of three large palm trees that once occupied the strip, but have since been removed. It is the centre of the city's nightlife, especially for its LGBTQ+ community. Two tributes are the large rainbow flag and rainbow crossing, built in 2014 and 2019 respectively.

You can't miss the magnificent Court House on Oxford St. It was designed by colonial architect Mortimer Lewis and built between 1837 and 1844 and it was the first purpose designed court house to be built in NSW. The pavilions on either side were designed by James Barnet around 1886. The extension facing Victoria St was designed by the Government Architect's Office and completed c.1963 The courthouse is predominately used for sittings of the Supreme Court of NSW.

Crossing Taylor Square to Forbes St I walk past building that was once called The Lunatic Reception House, Darlinghurst. Opened in 1868 and operated until 1961..then renamed Caritas House under the care of St Vincent's Hospital. Approx. 100,000 men and women passed through these doors, many more were treated for mental illness as outpatients and inpatients by St Vincents Hospital between 1962 and 2010. Interestly, Henry Lawson (Austn poet and writer) was one of the patients, visiting between 1908 -10.
Opposite in Forbes St is The National Art School (NAS) which is a tertiary level art school. It's origins was in the formation of Sydney Mechanics’ School of Arts in 1843. NAS has been in operation on the historic Darlinghurst Gaol site in East Sydney in various forms since 1922 and was formerly part of East Sydney Technical College,
known as East Sydney Tech. This year, the school marks 100 years occupying the sandstone buildings of the former Darlinghurst Gaol. combining a long artistic tradition with its modern role educating Australia's future contemporary artists.

Heading right onto Burton St, I walk past The Sydney Jewish Museum on Darlinghurst Rd. It is housed in the historic Maccabean Hall, which was built to commemorate Jewish men and women from NSW who served in World War I. This building, was formally opened on Armistice Day 1923 by Sir John Monash, has long been a hub of Jewish life in Sydney and was judged an appropriate site for the Sydney Jewish Museum. 26 years since its inception, the Museum continues to give a voice to the victims of the Holocaust so their stories can start conversations and inspire change. The Sydney Jewish Museum’s tagline, "Where history has a voice", distills the origins of the Museum and its mission that continues to carry it forward into the future. The objects within the collection and on display in the Museum’s exhibitions tell the stories of their owners and contribute to the narratives that the Museum tells within its walls.

I turn right into Victoria St passing St Vincent's Hospital, which was established in 1857 by five Irish Sisters of Charity, who had migrated to Sydney in 1838 with a mission to help the poor and disadvantaged. Some of their early work included helping victims of the 1853 influenza outbreak and families of prisoners in the nearby Darlinghurst Gaol.

It would be 20 years before the Sisters were able to open a small hospital at ‘Tarmons’ Potts Point in 1857. A Crown Land Grant and public fundraising allowed the Sisters to open a bigger purpose-built hospital on the current Darlinghurst site in 1870, now known as the De Lacy Building. Since then, the Sisters of Charity have continuously developed the Darlinghurst Campus to meet the growing demands from the public and increasing sophistication of medicine, and continue their work within the Hospital to present day.

INCINERATOR DUMPED
The Matraville Incinerator is prohibited under new legislation which bans waste to energy facilities in the Sydney basin.
In a press release, No More Incinerators Inc. stated that the community weren’t “swayed by the promise of extra jobs or the supposed economic benefits.”
“The Matraville Incinerator is dead,” said Randwick City Council Mayor, Dylan Parker on Facebook.
Matraville residents and the Matraville Precinct of No More Incinerators Inc. (NMI) opposed the plan due to the potential harmful impacts on health of surrounding communities and the degradation of the environment. They were supported by both Randwick City and Bayside Councils, and local Federal and State MP’s, Matt Thistlethwaite and Michael Daley.
The community gathered at Bunnerong Equestrian Park to officially remove the banner protesting the project that hung at the intersection of Botany and Bunnerong Rd. Local residents were joined by horses and riders of La Perouse Pony Club, members of No More Incinerators Inc, local member Michael Daley, Federal member Matt Thistlethwaite and Randwick City Councillors to celebrate the win. Under the new Thermal Energy from Waste Regulations, the $250 million Veolias (formerly Suez) plant will no longer go ahead. The incinerator, complete with a 60m high stack was going to burn 165,000 tonnes of “non-recyclable” waste a year, 24 hours a day, to help power the Opal paper mill.
NMI Campaign Manager, Chris Hanson says “Residents of South-East Sydney can now breathe easier”. Randwick City Council is now leading the charge, calling on Veolia and Opal to withdraw the proposal entirely so it doesn’t “hang around the planning system.” Yet whilst this is great news for the Eastern suburbs, the new laws don’t prevent incinerators of similar nature being built elsewhere. No More Incinerators Inc. holds concerns for other sites such as Lithgow,
Tarago, Blacktown and Eastern Creek, where incinerators are also proposed to burn Sydney’s rubbish that could otherwise be recycled as part of a Circular Economy. They are now calling on the newly elected Labor Federal Government to end subsidies
to projects associated with waste incineration and the State Government to follow through with promises to promote a Circular Economy rather than promoting the incineration of waste. Hannah McKinney

COUNCILS SUPPORT UNSW TO CREATE SKYPARKS GARDEN
UNSW is joining forces with Randwick City and Waverley Councils to establish a SkyParks garden at its Kensington campus.

SkyParks is a Greening our City initiative that involves establishing gardens in under-utilised urban spaces at key sites in Sydney’s eastern suburbs to research the benefits of greening including cooling benefits, energy savings and improved air and water quality.
“This could include students assisting in the quantification of cooling benefits, energy savings, improved air and water quality as well as the social and community benefits of rooftop gardens,” Ms Annesly said.
Greening our City is proudly funded by the NSW Government in association with Local Government NSW. The UNSW SkyPark will be installed at the university’s SquareHouse building, transforming one of its outdoor spaces into an inviting and adaptable space that can be used for learning. It will advance research to help develop cost-effective methods for greening and cooling our urban spaces at a time during the pandemic where the community increasingly values green and adaptable, flexible and well-ventilated spaces. Dean of the School of Art, Design and Architecture, Clare Annesly said "Harnessing available space on built structures for innovative landscape designs will help cool and green the campus and make it a more welcoming place to live, work and visit. The University is committed to attracting students back onto campus, and providing inviting and innovative learning environments can improve students learning experience, but also support their health and wellbeing.” The University will be installing equipment to monitor weather and environmental conditions at the UNSW SkyPark to better
Randwick City Deputy Mayor, Kym Chapple, said Randwick Council is excited to support the SkyParks project which has already created unique social and visual spaces in the commercial and shopping districts in Waverley. “We are keen to apply that thinking to the proposed developments in our area to explore how new construction can contribute to cooling, biodiversity habitat and climate resilience at the local scale,” Deputy Mayor Chapple said. “Ambitious projects to deliver significant carbon reductions need to happen sooner rather than later. Retrofitting existing exposed spaces in the built environment offers a huge opportunity for metropolitan councils and their communities to achieve sustainability and greening targets.” Mayor of Waverley, Paula Masselos, welcomed the addition of a new SkyPark to the initial suite of award-winning gardens at Westfield Bondi Junction. “These living labs embody the innovation and sense of community that is needed to help us achieve sustainable and climate resilient cities,” Mayor Masselos said. “They will also help us achieve our community target of net zero emission by 2035, as this cooling would hopefully mean less reliance on air conditioning."

Shifting sands wave goodbye to Coogee Pier
Twelve timber and concrete pylons that were the remains of a pier built on Coogee Beach in the 1920s were dislodged from their sandy moorings as a result of a large swell and high tide early July. The recent east coast low that brought heavy rains and flooding also created rough seas and heavy swells that impacted the Randwick coastline, which pushed sand from Coogee Beach onto the boardwalk and uncovered the pylons. Contractors were hired by Randwick Council to return the sand to the shoreline found the fallen pylons in the early hours of Friday morning, July 8 and moved them to the northern end of the beach to ensure safety of beachgoers and prevent the pylons from being washed back into the ocean. The pylons have since been transported to Council’s depot where they will remain while their future is decided.
“It is always fun to see the reappearance of the pylons after a heavy storm or intense weather conditions, they are a lovely reminder of Coogee’s past,” said Deputy Mayor Kym Chapple. “They aren’t heritage-listed items but we do understand their local cultural importance and the affection that many residents hold for them as well. “As a changing climate continues to impact our beaches we need a plan for how to respond to that. In the meantime, we’ll take good care of the pylons as we investigate how we can best acknowledge their unique historical significance.” Heavy storms would often reveal the pylons that remained from the Coogee Pier, which was built in July 1928 and stood until 1934 when it was demolished. They were last seen after a big storm in May 2020.

HALL STREET IS SET TO REVITALISE BONDI BEACH Waverley Council is preparing for a six-month trial to transform Hall St into a pedestrian friendly space with outdoor dining, street gardens and creative lighting.
Council received a $500,000 grant through the state government’s Streets as Shared Spaces program to revitalise the popular beachside shopping strip between Gould St and Glenayr Ave by introducing a range of proposed measures including: • Dedicated outdoor dining spaces on both sides of the street. • Introduction of a one-way street (between Gould and O’Brien) with no loss of parking. • Introduction of a new plaza space with more greenery. • Improved signage and lighting to make the space accessible for day and nighttime trading. • Widened footpaths. Streets as Shared Spaces provides funding for Sydney councils to test and pilot new and innovative ideas that temporarily adapt streets as safe, shared public spaces for communities.
The Hall St upgrade will be piloted for six months, commencing in spring, and the Council will spend the next few weeks talking to Hall St businesses, neighbouring businesses and residents about the proposed changes.
This vital initial feedback will help inform a range of proposed temporary measures in the trial. There will be extensive community engagement throughout the pilot and depending on the feedback gathered from businesses and the community, some measures may end up becoming permanent. Mayor of Waverley, Paula Masselos, said the Council is aiming to make Hall St an even more enjoyable place to enjoy, visit and do business during this period of economic recovery following COVID lockdowns. "Our team is continuing to meet with local shop owners on ways we can raise the potential of Hall Street and make it a destination for families and visitors to stop a while on their way to and from the beach,” Mayor Masselos said. "The project will revitalise the area with a range of measures to activate the six ways
intersection of Cox Ave, Hall St, O’Brien St and Glenayr Ave, home to some of Sydney’s best cafes, restaurants and boutiques.”

Bondi Pavilion housewarming artists bring venue to life
Waverley Council has welcomed its new Artists in Residence to Bondi Pavilion in the lead-up to the community reopening of the newly restored heritage building in spring.
The seven new housewarming artists and artist collectives are bringing their powerful and engaging art and ideas to the restored Pavilion, supporting its ‘artist-first’ ethos. Mayor of Waverley, Paula Masselos, welcomed the artists to the heritage building on Thursday for a special site visit ahead of lead contractor Buildcorp’s final touches to the restoration works. “We are very excited to welcome the housewarming artists to the new Bondi Pavilion to test and activate its spaces and celebrate our diverse art and culture,” Mayor Masselos said. “Our artists were selected from a range of disciplines and levels of experience and will each participate in one to two-week residencies in the Bondi Pavilion Theatre, Art Gallery, the Seagull, High Tide and Yalagang Rooms and the Music, Art and Pottery Studios.” The housewarming artists are: Composer and performer Elizabeth Jigalin who will be composing a new soundtrack to accompany the 1926 silent film Beautiful Bondi about the lives and surrounds of Waverley residents in that era. Multidisciplinary artist Dr Sarah Jane Moore of Bondi will be collaborating with fellow
artist Dr Steven Durbach (aka Sid Sledge) on a new work and will spend the second week of her residency focusing on the development of her one-woman show, Behold, Belong, Become.
Director and producer Sally Sussman of North Bondi will be developing a site-specific audio guide traversing the streets from South Head Cemetery, Vaucluse to Bondi Pavilion. Lost All Sorts Collective is a multi-disciplinary collective of independent First Nations artists from many different Nations, all of whom graduated from the NAISDA Dance College, Australia’s leading Indigenous dance college. The Joanna Cole Collaboration comprises women with strong connections to Bondi, each responding to the landscape and community, each working in diverse media. Anna Munster and Michele Barker will collaborate with singer Nadia Piave and local community groups orientated to surfing and mental health to develop Holding On, a series of audiovisual performances. Felicity Nicol will continue to develop her new work Political Animals, a historical exploration of the role of protests, parties, politics and the personal in the LGBTQIA community. Council is planning a massive community event a little later in the year to celebrate the reopening and showcase the Pavilion’s revamped and expanded cultural and recreational spaces in all their glory.

PUTTING ADVENTURE BACK INTO CHILDHOOD Sometimes it is the simple things in life that leave the most lasting and precious memories. Take a moment to reflect on your most precious moments or times that make you smile when you think about your own childhood. Some of those memories may involve adventure, risk and the exhilaration of a new environment.

So how do we maximise this new awareness of the importance of relishing a moment and ensure our children still thrive? Go on an adventure of course!
Younger children might enjoy the added fun of making the walk a ‘counting walk ‘or “scavenger hunt’. This is done by identifying before you go, things that you might see and making a list. While on the walk count the number of things you see in the list, or tick them off as you find them. Simple, but effective at keeping even your littlest hiker engaged in your adventure!
One of the easiest and cheapest adventures with children is to do one of the many family-friendly bush walks in Sydney. Walking In green spaces is not only good for you physically, but it is also known to be good for your mental health. A walk in bushland requires children to learn and test new physical skills. Uneven trails, negotiating natural features such as rocks and logs and being conscious of inherent

The ‘risk’ factors of walking in the bush provide an excellent opportunity to introduce concepts
of risk to children and how preparation and planning helps minimise risk. In preparing for your ‘adventure’ you can obtain a mini first aid kit and role play some scenarios when you might need to use it. For younger children preparation might include bedtime reading with stories themed about walking, the bush and the natural environment. (Your local library can help with ideas on books to choose! )

Sydney Jewish Museum exhibits Sidney Nolan’s Auschwitz paintings Sydney Jewish Museum’s new exhibition Shaken To His Core: The Untold Story Of Nolan’s Auschwitz showcases a collection of 50 Auschwitz works by the acclaimed Australian artist, Sir Sidney Nolan, that have never been seen before in Australia.
They were painted with great intensity in late 1961, during the trial of the infamous Nazi, Adolf Eichmann, and as Nolan prepared to visit Auschwitz on an art commission. Until recently, these works remained mostly hidden away, their stories untold for over half a century – yet they reveal a darker side of the late artist, who was best known for his depictions of the mythology of bush life in Australia, including his paintings of bushranger Ned Kelly. In early 1962, Nolan arrived at the former death camp ready to paint. But the experience of seeing the gas chambers, piles of human hair, glasses, shoes and the rows of bunks where prisoners slept shook him so completely to his core that he decided never to paint Holocaust imagery again. In the months leading up to the Auschwitz visit, Nolan grappled with how he might paint the death camp; agonising over
whether the horrors of the Holocaust could ever truly be the focus of art. Then in April of 1961, the Adolf Eichmann trial began. Nolan, like the rest of the world, was captivated by the global televised coverage of Eichmann, the man responsible for the ruthlessly efficient railway system that transported Jewish people to their deaths at Auschwitz. In the final weeks of the trial, Nolan created about a dozen portraits of the war criminal, mirroring the famous images of Eichmann sitting behind bulletproof glass.

In late 1961, Eichmann was sentenced to death. This gave Nolan the release he needed and the artist immediately switched to painting the victims of the Holocaust. He painted Auschwitz prisoners screaming and shrouded in smoke, crucified on smoking crosses. He depicted some as skeletons, overflowing from wheelbarrows and some as dead bodies laid out in neat rows. “Hosting an exhibition this rare and groundbreaking is a testament to the Sydney Jewish Museum’s unique brand of storytelling – the kind that only comes from 30 years of holding the memories of Holocaust survivors and of preserving the voices of history,” says Sydney Jewish Museum CEO Kevin Sumption PSM. “This is a visceral and emotional exhibition that puts an inimitable lens on history,

Council Chambers refurbishment
The refurbishment project of the Council Chambers building in Bondi Rd has progressed after Council last month voted to progress to detailed design following extensive consultation with the community and Councillors which resulted in changes to the initial concept.
Competition to re-use historic Coogee piers
The old Coogee pier footings recently removed from Coogee Beach could be re-imagined and returned to public display as public art. Randwick Council resolved to hold a public art competition seeking ideas from local groups and artists about how to reuse the 12 concrete piers. The piers recently resurfaced during large storms at Coogee Beach and were removed from the beach due to safety risks. The concrete piers are the last remaining remnant of the 1928 Coogee Pleasure Pier. It was extensively damaged by a number of storms and eventually closed and demolished in 1934.
The major refurbishment of the Chambers building will bring it up to code and make it fit for the current and future needs of the Council and the community. The building is at the end of its life, and over the years, has been subject to several costly ad-hoc alterations and additions that have resulted in major and costly layout, design, accessibility and compliance issues. The goal is to create a sustainable civic asset where Council can gather with the community and share ideas. Additional customer service facilities offered at the refurbished chambers will include a Duty Planner booking system and JP services.
Save Our Buses
Waverley Council continues to call on state government to resume control of bus services in NSW. Region 9 (eastern suburbs) has the highest patronage of any region in the Sydney bus network with 68 million trips, or 21% of the total 315 million trips across the network each year. We strongly object to the public purse being used to subsidise commercial operations that are geared to making a profit rather than fulfilling a social contract between the government and the people of NSW. The public bus service was not broken – it is now. Council raises environmental concern about Ferry Wharf proposal
Council will write to the NSW Minister for the Environment reaffirming its opposition to a NSW Government plan to reinstate a ferry service and build a ferry wharf at La Perouse and Kurnell. Council has raised concerns on a number of occasions about the impact of the construction and ongoing ferry operations on local marine life including sensitive threatened species such as seahorses and coral. The proposal has completed the assessment stage and is currently with the NSW Government for approval.
Boost to solar and battery rebates
Council will double its battery rebate program from $500 to $1,000 and increase its rooftop solar program for multi-unit dwellings from $2,000 to $5,000. The move follows a review by Council of the take-up of solar and battery technology in Randwick City which found apartments were lagging behind. As apartment dwellings make up 72% of all Randwick City households, they present a significant opportunity to increase locally created energy, but generally present higher costs due to the complexity of strata ownership structures. Council also resolved to encourage more electric vehicle take-up by increasing the rebate for installing EV chargers in apartment buildings from $2,000 to $5,000.
Emergency phones for Little Bay and Malabar Beaches
Solar-powered emergency phones providing a direct line to the NSW Surf Life Saving State Operations Centre will be installed at Little Bay and Malabar Beaches. The Emergency Response Beacons (ERBs) are purpose-built for more extreme coastal environments and fitted with a camera.

It can help those who can’t drive on their own to access more of our beautiful Eastern Suburbs, it can reduce traffic, and it’s an easy way for us to collectively reduce transport emissions. It beggars belief then, that in recent years the East has lost some 31 bus routes and over 50 bus stops, culminating in the privatisation of our entire bus network in April this year, in the face of massive community opposition. In the months since the privatisation finalised, many locals have found that the places they live, work, and play are harder to access. Commute times for some working in the CBD have doubled and what used to be simple trips now require multiple changes along the way if your stop even still exists. Without the passion, hard work, and regular input of locals on the ground, the Save Our Buses campaign would have died the day Transdev John-Holland took over Region 9, but the fight continues as strong as ever.
