EDITOR’S NOTE Thailand is once again entering a drought season and will soon face the same problems that come back to haunt us every year. This year, the Royal Irrigation Department has stored away 17,661 million cubic meters of water to promote the usual running of activities during the dry season. In the same time, the Department of Royal Rainmaking and Agricultural Aviation has fully begun its operations to fight the drought since March 3rd.
Every time that the country suffers a drought, us Thais cannot help but remember the benevolence of the late King Bhumibol Adulyadej, who first introduced the Royal Rainmaking project to solve problems caused by the drought throughout the country. Asking for rain has been a longstanding part of our civilization. In the past, our ancestors performed dances to ask for rain from sacred, superior forces during times of hardship. These “rain dances” could be found in many locations on the globe. The Zuni tribe a Native American Indian tribe performed them, and so did Romanian peoples, in a ritual that involved a clay puppet called Caloian, as well as ancient Chinese communities, who danced in fire circles. 02

THAIS’ RAIN Asking rituals As Thailand is an agriculture-dependent country, we must also rely heavily on water resources to grow our crops and lead our lives. Therefore, Thais hold on to many beliefs and rituals regarding rainwater. Nonetheless, these rituals are no less varied than those found in other parts of the world and many can still be observed today. “Bong Fai” - Fireballs Isan province people believe that “Phaya Thaen” is the divinity that can make rain fall. Therefore, they make fireballs as a way to worship Phaya Thaen and signal to him that the rice-planting season has come. “Hae Nang Maew” - The Cat Parade This ritual stems from popular belief that cats are afraid of water and will cry when rain is about to fall. Our ancestors paraded a female cat in a basket, asking villagers to throw water at it to make the cat cry. However, there has been no scientific evidence proving that any of these methods worked. Most of the time, no results came out of them. In our modern times, scientists looked for truly efficient ways of asking for rain rather than relying on divinities or superior forces alone. They studied and imitated nature’s atmospheric phenomenon that cause rain to fall, thus creating artificial rain. 03

Artificial rain came from the experiments of Vincent Schaefer and Irving Langmuir in 1946. They used silver iodide to make particles of steam solidify, turning into ice, then melt into rainwater. Nonetheless, these experiments sparked a heated debate about the efficiency and whether the benefits of making artificial rain could actually outweigh its costs. The method was therefore never actually used. That is, until 1955, when the late King Bhumibol Adulyadej paid visits to his subjects in various parts of Thailand - “How do I make the clouds come together and create rainfall in intensely dry areas?” His Majesty thought. He tasked his working team, led by MR Theprit Devakula, an expert on agricultural techniques from the Ministry of Agriculture and Cooperatives, to find solutions. MR Theprit studied artificial rainmaking methods from the United States of America, Australia and Israel, in conjunction with resources already available in Thailand, in order to develop artificial rain that could be used in the country. His Majesty King Bhumibol watched by, closely following his team’s progress, until 1969 - 14 years after they began-they finally succeeded in making artificial rain.

THAILAND’S ARTIFICIAL RAIN made successful by His Majesty’s initiatives Although research about the development of artificial rain began abroad, Thailand’s Royal Rainmaking project is the first of its kind to be truly effective and with proven results on the ground. As new formulas were developed in Thailand, scientists paid attention to the chemicals they were using, in order to ensure that the artificial rain wouldn’t harm the populations and environment in concerned areas. They also researched innovative, truly efficient ways of making the clouds form up in particular spots. Eventually, they were able to speed up the rainmaking process, prolong the rainfall periods and have the rain descend on precise locations.

It is a scientific method that pushes raindrops in clouds to fall to the ground. • Thailand’s artificial rainmaking process was licensed in more than 10 countries, proving that it is truly an innovative method. • Artificial rainmaking costs 200,000 baht per usage. • Artificial rain was used for the first time in 1971 to solve drought problems in Pichit and Nakhon Sawan provinces. • Singapore was the first nation to solicit Thailand’s expertise in artificial rainmaking in 1972. His Majesty the late King Bhumibol Adulyadej himself conducted the demonstration over Thailand’s Kaeng Krachan dam. It took only five hours to make rain fall, which greatly impressed Singapore’s representatives. 04

Artificial rainmaking profoundly changed the lives of people affected by the dry season. It solved their problems, eased the drought and could increase the amount of water kept in national reservoirs. In 1999, a cartoon narrating the process and technologies used in the creation of the Royal Rainmaking Project was drawn. The one-page cartoon called “Artificial Rain Manual” was given to scientists involved in the project. Not only does it recount the six steps necessary to make artificial rain, but it also includes other details such as the airplane types most suited to artificial rainmaking and many rain-asking rituals such as the fireballs. The cartoon explains this tradition in scientific terms: fireballs launched into the sky release fumes, which in turn create humidity that can turn into clouds. COVER STORY

VIDEO MUSA CANCUN UNDERWATER MUSEUM
Located in the Cancun-Isla Mujeres Marine Park in Mexico’s Quintana Roo, the unique museum was initiated by Jaime Gonzalez Cano, director of the National Marine Park; Roberto Diaz Abraham of the Camcun Nautical Association; and renowned British scultor Jason deCaires Taylor who created life-size sculptures from pH-neutral concrete that does not affect the ecology system. The over 500 sculptures have been displayed at the underwater art space covering 420 sq meters, to promote coral life and make it a new tourist attraction. It has also been used to promote the recovery of the natural reefs.
A highlight of the museum is the Ocean Atlas which is a gigantic female sculpture, towering nearly 17 feet tall. The sculpture of the kneeling young girl shows her supporting the ceiling of the water on her shoulders. The world’s largest sculpture expects to become the largest artificial coral reef in the world.

Visitors can choose to appreciate the underwater collection by diving for an upclose watch at the bottom of the sea, or look through a glass-bottom boat which is cedtainly a better option or family with children and elderly. Tourists can also enjoy the jungle tour into the lagoon to appreciate the sea and mangrove forest as well as dive to Punta Nizuc, the world’s second largest coral reef.

TIPS IN TEACHING TECHNOLOGY TO THE ELDERLY
A tablet or smartphone can be a nice present for the elderly as a communicative device while they stay home. However, “technology” and “elderly” seem to live in paralleled lines. At times, we see how our father struggle with an installation of the internet connection or our mother cannot send her Line messages while the younger generation is frustrated with unsuccessful technology lesson taught to their parents. This will only widen the gap between the two generations if it is not taken seriously.
Here are some tips to teach the elderly about technology 1. Be patient
Some questions about technology from our parents’ generation can sometimes be frustrating, therefore, we need to be patient. Remember that they had to answer our questions repeatedly when we were young.
2. Talk simple
Use the least complicated vocabs and instructions. For example, connect the “wire” to the “box” will enable the internet connection; or “press” the button on the smartphone long enough to start the connection.

GREAT PEOPLE FOR GRANTED Have you ever wondered why many people can’t carry their relationships through even though their partners are so great, being industrious, faithful or ready to do things for the other person? Oftentimes, these partners are rather well-behaved. They may not dress well and prefer simplicity, but they are rare and precious because when they love you, they’ll never leave you.

Is it because the partner turns out to be a bad person? Has the partner changed in some way? Did another person come in between you and your partner? You don’t need to blame anyone or anything. According to Cleo magazine, the main reason for the break up in this situation is because the partner is often treated as if he/she is no longer loved by the other person.
These “great people” have faith in love. But when you think they love you so much that you can “mistreat” them, then they will think they “aren’t good enough” or “have no value” in your eye. For them, it seems like they can’t do anything right for you or make you happy. So, it’s no surprise that one day they think it’s better to let you go. If someone else walks into their lives, someone who values what they do, adore them and give them the kind of love they want, won’t they want to be with that person instead?
Ask yourself these questions. When was the last time you said “I love you”? Have you done anything to make your partner happy? Do you always say “thank you”? When you fight, have you ever stopped to listen to what your partner has to say?
We’re not trying to scare you. But we want to say, “don’t take great people for granted.” They have feelings, too. If you don’t want to lose them, you need to do your best to keep them. The secret is to keep thinking about their good qualities and the great things they’ve done for you. Overlook things that may not be exactly what you want. Remind yourself often that “it’s good to have this person around.” If you value them as much as you value yourself, your love will be as bright as the first day it begins.

The Eastern Economic Corridor (ECC) is a development project for three eastern provinces, namely Rayong, Chonburi and Chachoengsao, that consists of the development of the U-Tapao RayongPattaya International Airport as a fully commercial airport and the Sattahip Commercial Port as a ferry terminal; the development of Maptaphut, Laem Chabang and Khlong Yai ports; the construction of the Bangkok-Chonburi-Pattaya-Maptaphut SCOOP

Motorway; the BangkokPattaya-Rayong highspeed rail project, the renovation of the rail link at the Chuk Samet Pier, the Chachoengsao-Khlong 19-Kaengkoi doubletrack rail project, and the construction of the U-Tapao Train Station and the development of its rail system. Ten industries will be the focus of this project, which aims to establish the corridor providing as a one-stop service center. A development fund will be set up to distribute funds to local communities. In total, the ECC consists of 62 projects with a budget of 309,755 million baht.
When completed, the Eastern Economic Corridor will be a special economic zone that integrates the industries of the future with a modern logistic network that consists of land, rail, marine and air transport systems. It will boost investments by the Thai and international private sectors in target industries, new urban areas, tourism and the logistic network, resulting in the eastern region of Thailand becoming a new economic hub in the ASEAN and Asian regions for the future of Thai people. 11

As an expert in water management in the eastern region for over 25 years, East Water supports the Eastern Economic Corridor project with an integrated and systematic water management project. IPO
Invest like a value investor (VI) An initial public offering (IPO) is the first time that the stock of a private company is offered to the public. IPOs are often issued mainly for two purposes; (1) to enable a company to raise funds to expand its business; and (2) to provide liquidity for the business (not to expansion purpose). Raising funds from public can often result in lower investment for the company. However, some companies issue the IPO to raise fund to pay their accumulated debts, before spending the remaining on the business expansion. Therefore, investors should study the background of a company with the Securities and Exchange Commission (SEC), Thailand, before investing with them.

In the past several months, the SET index rose drastically, so were the stock prices and the number of trading volume, as well as the IPOs. These are the factors that make the price of the first day in trading so high that many value investors became suspicious if the IPOs were worth investing. Here are some tips to look at the IPOs:

Motivation of the company’s management to issue its IPO. Apart from raising funds for business expansion or to increase liquidity for the business, it is clear that the management wants to increase the company’s assets by attracting as many investors as possible. The company will have to show their constant high profits to attract investors. Revenue and growth of a company is what investors expect from a company they will put their money into. 13
“Overdressed” IPO. Before being listed in the SET, a company will have to prepare a lot of documents and standard accounting to submit to the SEC. Many companies usually provide a short history, featuring the revenues earned only in the past few years. This makes investors difficult to check on the past performance of a company. The right timing of an IPO. Most of the recent IPO issuers are commodity companies, which the industry is hard to predict its annual revenue. Such industry often has a short rise. These companies often take leap during its high performance to issue the IPO which will allow its SET index to rise for a little while after the issuance.

Small size and small number of IPO stocks. On the first day of selling IPO stocks, a small company may be able to offer only 100 to 200 million baht. Compared to some large-scale investors who sometimes have invested over one billion baht in the stocks, this small-scale IPO could easily be “manipulated”. For example, a big investor could sweep all the offered IPO stocks of a small company and later “determine” the price. The “foundation” of the company who issued the IPO will have nothing to do with the stock price at this stage.
Before investing in an IPO or buy allotted IPO shares, a value investor shouldn’t buy on the first day or pay a price higher than the offered price of the allotted shares. However, if there is a chance to make profit, an investor should sell the stocks as soon as possible, even on the first day. Keep in mind that an IPO could be “manipulated” by some large-scale investors in the stock market. If the IPO turns out to be a real investment, we can find the right price to invest after the “war of investment” on the first few days is over.

Songkran Festival has always been one of the most important celebrations for Thais. Once traditional new year, the Songkran Festival has become famous among visitors from around the world as it is the water festival, with water-throwing activity as its strong selling point. 15

Many may misunderstand that Songkran Festival is only practiced in Thailand. But in fact, the festival is a common celebration in Asean countries including Laos, Myanmar, Cambodia, and Malaysia. Let us see if the celebration is practiced similarly in these countries. ASEAN WATCH
CAMBODIA In Cambodia, the festival which is called Choul Chnam Thmey (literally means enter new year), is held between April 14 and 16. On The first day, people will offer food to monks and bring sand into the temple. On the second day, children will come home to meet their parents as well as bring money and new clothes as presents. On the third day, everyone will bathe the Buddha images and ask for blessings from their senior family members, as well as enjoy the water-splashing activity. LAOS Similarly, Songkran Festival in Laos is held from April 14-16 every year. On April 14, sand castles will be built along Mekong River and krathong will be floated in the evening. On April 15, a parade to show off models of grandparents will be held. April 16 is considered the New Year’s day where activities similarly held in Thailand will be organized, including bathing Buddha images and watersplashing activity. Photo from:

Songkran Festival is famously held among Thai descendants in Perak state of Malaysia. In the morning, they would offer food to the monks, sprinkle water onto Buddha images, and also sprinkle water to the elderly while ask for blessings from them. In the afternoon, they will start to enjoy themselves with water splashing activity.
Myanmar people called their water festival Thingyan (literally means festival of water) which is an officially 10-day holiday. Originally, people went to a temple to make merit and nicely

But too much time in the shower results in severe water shortage. Well, that’s not really a saying. Still, there’s truth to it. According to the UN, more than 7 billion people in 60 countries will face severe water scarcity in 2025. 18
On average, Thai people use 20 liters for every time they take a shower. So, taking a shower twice a day means the use of more than 40 liters for each person. IS WATER MAGAZINE

The average time American people spend in the shower is 8 minutes. According to the Alliance for Water Efficiency, American people use 17.2 gallons of water on average for each shower. If they can reduce the shower time by 5 minutes, 2,000 gallons of water can be saved a year.

The Gen-Y look for freedom in their work. They don’t want to be tied down by time and place. And that’s how a cool idea like “co-working space” emerged. It’s a temporary work space that has lately become a popular choice for work and meetings among young professionals. Some of the major and familiar players in this market include Hubba and Punspace. Over the years, the co-working space market has enjoyed much growth and experienced fierce competition. We have seen several museums and learning centers transform themselves into public work spaces and startup accelerators. The new thinking is that “museums aren’t just for looking at things but also for taking action.” For example, the New Museum and the Minneapolis Institute of Arts (USA), ACMI (Australia), Te Papa (New Zealand) and TCDC (Thailand) have adopted the accelerator and coworking space model to create a hub for creative individuals and entrepreneurs and for the development of the country’s creativity and innovations.

DILIGENT To find out if someone is diligent, we can look at how industrious, persevering and consistent he or she is. The opposite of laziness, diligence is an important capital for success. It’s laziness that brings catastrophe and poverty.
Diligence vs Carelessness
CARELESS Diligence and laziness have nothing to do with heredity or karma. They are behaviors developed through an individual’s learning and decisionmaking process. Everyone can choose to be lazy or diligent. Some people blame their environments, the weather, other people, etc. to justify their own laziness. Diligent people don’t care about external factors. They’re committed to their work to achieve the best results in keeping with the energy and time they’ve spent. So, diligence belongs to those with selfdiscipline. Although not every diligent people are rich, they’ll at least never starve. But what diligent people should beware of is the distinction between being “energetic” and “hasty.” In the Book of Proverbs, which is about godly wisdom, there’s a line that says, “The plans of the diligent lead surely to advantage, but everyone who is hasty comes surely to poverty.” 23
According to Proverb 21:5, diligent and wise people are prudent whereas careless people use emotions, either their own or social temperament, to make decisions. Many people have a misunderstanding that the decision on an important matter must be made quickly. On the contrary, an important issue must not be decided on hastily because a mistake can mean a big disaster. We’re living in a time when people try to take advantage of one another. Many people try to offer what seems like the best option, so tempting and interesting,
but hold on
and be very mindful! Remind yourself of these sayings: “measure twice and cut once” and “never test the depth of the water with both feet.”

Organizes Seminar and Training on east-coast water management East Water organized a seminar and training on eastcoast water management for the Water War Room (Eastern Region) and introduced a system that helps to manage water source and water distribution (EWMS). Organized in Rayong, the event was an integrated collaboration on industrial water management and aimed at creating understanding of management principles for major water sources in the eastern region using the EWMS.

Mr. Suphatat Saphiman, Assistant Director of Project Planning, gave a talk titled “East-coast Water Management for Sustainability” and Mr. Chaiporn Suwan gave a talk titled “Water Management for Southern Region and Solutions to Water Quality Problems in Songkhla Lake Basin”. An exhibition promoting the use of SCADA in managing water in the eastern region was also on display at the forum.
