The Eau Claire Community Foundation will be widely recognized in the area as the leading community resource promoting philanthropy, collaboration and innovation, and building endowments.

Leadership Award Karen Hebert ECCF’s annual Leadership Award recognizes volunteers who have made outstanding contributions to our Foundation. ECCF is proud to present the 2020 Leadership Award to Karen Hebert. She served on our Board of Trustees for six years, on our Personnel Committee for nine years (including seven as Chair), and on our Grants Committee for four years (including three as Co-Chair). Karen and her husband Dick are also ECCF Legacy Society members.

Giving Categories: Thanks to generous donors like you, the Eau Claire Community Foundation has been able to navigate the rough waters of the pandemic and continue enhancing the quality of life in the Chippewa Valley. Despite so much uncertainty in 2020, your support helped ECCF increase our positive impact on the entire community. One shining example of this impact is the Response & Recovery Community Fund. When we created it to meet needs caused by the pandemic, our initial goal was to raise and distribute $250,000 to local nonprofits. They were struggling to meet the increased community needs while coping with unexpected revenue losses. But the response from you and donors like you went far above our most optimistic expectations. Your donations allowed us to distribute $612,000 in much-needed funding directly to local nonprofits. Other 2020 highlights include: • Over $2.43 million distributed through 450 grants • Over $5.8 million in gifts received • Over $35.1 million in total assets At ECCF, we use our deep knowledge of the community, expertise in charitable giving, and commitment to permanent, sustainable philanthropy to help community members achieve their philanthropic goals. But we couldn’t do our work without your support. During a year of uncertainty, you served as a steady reminder of philanthropy’s promise. Create Culture Supports programs and organizations that enhance the quality of life in our community through music, literature, visual arts, performing arts, and museums.
Form Futures Enhances learning opportunities for children and adults in the Eau Claire area. Form Futures grants may also provide community development opportunities.
Give Green Supports programs that engage children and adults in activities that improve environmental quality or provide fitness, health, and wellness opportunities. It also includes support for animals and wildlife.
Offer Opportunities Provides children, adults, and families with basic needs such as food, shelter, clothing, health services, veterans’ programs and disability assistance.

Response and Recovery Community Fund Phase II of the Quick Response Community Fund When the COVID-19 pandemic began wreaking havoc on Eau Claire’s nonprofits—many of which had to cancel fundraisers even as the need for their services increased—we at ECCF knew we had to act. That’s why our Board of Trustees established the Quick Response Community Fund. It allowed us to rapidly deploy financial resources to nonprofits that serve Eau Claire area residents disproportionately impacted by the pandemic.

In collaboration with the United Way of the Greater Chippewa Valley (UWGCV), ECCF collected and evaluated grant applications from local nonprofits. A team of dedicated reviewers met each week to recommend grants to address the needs they deemed most urgent. Once approved by ECCF’s Board of Trustees, the grant funding went to the nonprofits as quickly as possible. Although we anticipated only one or two rounds of granting, the community’s incredible generosity allowed ECCF to distribute almost $275,000 over the course of four weeks. ECCF didn’t charge an administrative fee, so 100% of the donations to the Fund supported local nonprofits. Even better, these generous donations allowed ECCF to continue our pandemic-related granting under a new name: The Response & Recovery Community Fund grant cycle. Over the course of the Fund’s 6 grant cycles, the collective impact of grants from ECCF and UWGCV reached over $1 million! Of this amount, ECCF awarded more than $612,000 to 42 nonprofits that serve Eau Claire area residents. 2020 was a year of unprecedented struggle for our community. Even so, the darkness of the pandemic caused the light of generosity to shine even more brightly.
Grantee Spotlight, L.E. Phillips Career Development Center The L.E. Phillips Career Development Center (CDC) has been in the Chippewa Valley for over 60 years, providing vocational services, employment opportunities, and community outreach services for individuals with disabilities and disadvantages.
We will continue to be a resource for our community in slowing the spread of COVID-19. By the end of 2020, we anticipate that we will have made and distributed over 75,000 – 100,000 masks. Thank you for the positive response. Your support and investment in our organization is incredible!

In mid-September, we donated over 54,000 masks throughout the Chippewa Valley to area businesses and individual community members. Many support CDC, and it feels great to “give back” to our community when needed.

Community Fund Dozens of nonprofits work hard to improve Eau Claire’s quality of life. How do you choose which one to support? With the Community Fund, you don’t have to! A gift to this fund helps ECCF fund grant requests that address our area’s most pressing needs, whatever they may be. The Community Fund’s support was especially important this year, when it was channeled into the Quick Response & Recovery Community Fund to address local nonprofits’ urgent needs. In 2020, basic needs like food, shelter, and healthcare were especially crucial due to the pandemic, and many of the Community Fund-supported grants addressed them. However, it usually supports grants to nonprofits in all four ECCF giving categories: Create Culture, Form Futures, Give Green, and Offer Opportunities. Gifts to the Community Fund not only help ensure that all Eau Claire residents have what they need to stay safe and healthy; they also help make Eau Claire the diverse and vibrant place we love.

Grantee Spotlight, Bolton Refuge House, Inc. Bolton Refuge House, Inc. (BRH) creates a safe space through programs and services for all persons impacted by domestic violence, stalking, human trafficking, dating violence, and sexual assault; it also advocates for social change. The funding BRH received compensated for some of the revenue lost due to COVID-19 and supported BRH’s Mental Health Intervention Project. This project provides a range of support services and resources to victims and their children. It helps them develop safety planning and healthy coping skills that will allow them to end the cycle of violence. Through this project, BRH Advocates looked for fun and creative ways to interact with clients. The experience built trust and created happiness during a time of stress. One Advocate taught a client how to decorate a cake. She shares: “Together, we were able to create the fondant pieces for a cake for the first birthday her child was able to spend with her in over two years. She made a beautiful cake for her child.” COVID-19 has opened up opportunities to provide advocacy services differently, a change that has created many positive and teachable moments. BRH intends to adapt and embrace these changes going forward. 9

The Mary Mills Falkner and Robert John Falkner Memorial Fund not only honors two remarkable lives; it will also continue their legacy of generosity by addressing the community’s greatest needs for years to come.
What is a Memorial Fund? When a loved one passes away, many families and friends wish to create a lasting legacy in honor of his or her life and support the causes they care about. A Memorial Fund can be designated to specific nonprofits, a general area of interest, or be unrestricted to address the community’s greatest needs. No matter what you choose, a Memorial Fund will support your loved ones’ passions and interests forever.
“My sisters and I decided to establish an unrestricted fund to continue the Legacy of our parents and their love for Eau Claire,” Craig Falkner explained. “So much of their happiness occurred within this great city. It is only fitting that their legacy continue to benefit and strengthen the place that was so dear to them and provided so much happiness in their lives.” Unrestricted Funds like this one support ECCF’s annual Community Grant Cycle, giving grant reviewers flexibility to recommend funding that addresses the community’s greatest needs. Through these grants, the Falkners’ memory— and their generosity—will live on.

Denise Murch Memorial Fund Field of Interest Fund Spotlight
Karl Murch created this Field of Interest Fund in honor of his wife, Denise, who passed away in 2014 after a courageous battle with cancer. A native of Chetek, Denise began her career in the medical field and married her high school sweetheart, Karl. The couple had three children: Kelli, Erik, and Kerri. After moving to Eau Claire, Denise assisted disabled children in the Eau Claire School District and spent fifteen years as a teacher’s aide for students with special needs. She loved her job and was heartbroken when cancer forced her to stop working. Denise loved spending time at the family’s cabin and traveling. She also loved garage sales, reading, and most of all spending time with her children and grandchildren.

A QCD or a distribution from an IRA are simple and smart ways to establish an Unrestricted, Field of Interest, or Designated Fund. We chose to provide a Fund to help support local arts related organizations because we believe they are important to the community. The Fund is not only for their benefit; it is also for our benefit. It feels good to help worthy organizations. Listening to music can encourage excitement and stress, but much of Classical music can calm you and improve your mood. There is a much stronger connection to music when you attend a live performance away from the distractions of everyday life. The connection is even stronger when you recognize one of the performers from your neighborhood.

Museums preserve what fact-based historical records cannot: how it felt to exist in a particular place at a particular time. Museums allow people from different cultures and different times to communicate with each other via images, sounds and stories. And the Pablo Center at the Confluence! Live theater and live music are even better in a state-of-the-art facility. -Roger Davis

Billie G. Macaul Memorial Fund Donor Advised Fund Spotlight
Sherry Macaul established this Donor Advised Fund to honor her mother, Billie G. Macaul. In Sherry’s words, “Billie valued education and had a strong appreciation for learning. She believed in the power of education to transform lives. This fund is being established in her name to honor her life, values, and to support innovative learning programs and initiatives for youth in our community.

Over the course of her lifetime, Billie was a devoted wife, mother, church secretary, and personnel manager. She regularly volunteered in her community and church in Euclid, Ohio, and Eau Claire, WI. Billie was a giving person who lived her faith and was philanthropic. She enjoyed sharing her sewing and culinary talents with family, friends and neighbors. Billie’s generosity and caring spirit will live on in her Donor Advised fund, providing opportunities for youth to engage in new technologies, develop talents, and foster relationships that can influence their futures.”

The L.E. Phillips Memorial Public Library has served the Eau Claire community for over 160 years. Every day, more than 1200 people enter its doors to discover, explore, and connect.

But while the city has grown, the building has not. That’s why the Story Builder campaign is raising $7M in private funds to expand the library’s physical space. These funds will supplement a $11.5M investment from the City of Eau Claire to update the library’s failing mechanical systems.

While schools don’t list items such as socks, underwear, and shampoo on their back to school lists, many students lack them. The discomfort caused by this lack of basic personal items often prevents them from focusing in school. To address this problem, the School District of Altoona opened a Care Closet in 2018. The Care Closet offers clothing, hygiene items, and a food pantry to meet the needs of any student enrolled in the district. Clothing is available for students in kindergarten through high school, and food is sent home on Fridays. All of these items are free and can be obtained when families and students “shop” for them with their school counselor. Since the Care Closet addresses ongoing needs, donations are welcome.
