The 2020 Alaska Conference Annual Ministerial Association Meeting Minutes: 10:30am, Saturday, May 2, 2020 Online Zoom Video Conference Meeting
1. Call to order 10:36 am by Rick Millikin a.
Rick stated a quorum had been established - 27 Zoom logins which accounted for 25 participating on Zoom at start time (Sean and John Hege both had two windows open). b. The role call was accomplished by visual and verbal confirmation with attendees.
2. Opening Prayer – Ben Schoffmann 3. Adoption of Standing Rules a. Rick went over the standing rules for a Zoom call b. Vote taken to use standing rules sent to ministerium in a prior email for the Zoom meeting c. Vote passed unanimously to use the standing rules for a Zoom meeting 4. Approval of Agenda a. Adam London moved to approved b. Marc Murchison second c. Rick asked if there were any question about the agenda d. Marc asked about the ‘additional reports?’ line on the agenda e. Rick stated that it was a place holder in case we needed an additional report f. Agenda passed unanimously 5. Approval of Minutes from 2019 – Noted that Curtis Ivanoff’s name was misspelled in meeting minutes. a. Adam London moved to approve b. Drew Williams second c. Minutes approved unanimously 6. Statements from Ordinands a. Heather Smith (Word and Service) b. Chad Benkert (Word and Sacrament) c. There we not any questions for either Ordinand d. Curtis gave a word of appreciation and gratitude i. Spoke about their journey ii. Thankful for Chad coming to Alaska for interim call iii. Grateful for Heather and her vision, passion, and call to equip others in healing prayer ministry e. Nick Bruckner prayed f. Rick shared the Covenant Ministerium has a tentative date of July 17 to meet virtually. 7. Treasurer’s Report – Rick Millikin a. There are 33 ministers who owed dues; 33 dues were paid b. Alaska is 1 of 5 conferences that had 100% paid by ministers c. Total dues were $95 per minister; $85 goes to Chicago d. The total balance as of Dec 2019 of $1975 e. Marc asked Rick to repeat the total again
8. Bylaw Changes – Sean Hoffbeck a. Most bylaw changes were changing the verbiage of ‘ECCAK’ to the ‘Alaska Conference’ b. The election verbiage from article IV and article V was combined to cover both the COMS and Ministerial Association c. The Bylaws now address how to elect a member who is serving the remaining time for an officer/committee member who steps down. d. Adam suggested that Article IV.2 reference COMS as well e. Keith Hamiltion asked for statement in bylaws for voting by email f. Bylaws will be submitted to the Alaska Conference Ministerial Association for approval 9. Honoring of Retiring Pastors – Harvey Fiskeaux a. Harvey Fiskeaux gave an update on his year sabbatical b. James Barefoot prayed for Harvey and his Family 10. Elections a. For those on the phone, they are to vote by sending an email to Sean Hoffbeck b. COMS member 3 year term – Scott Pitsch i. 23 yes votes ii. 1 no vote iii. Scott approved c. Ministerial Association Secretary/Treasurer 1 year term – Aune Carlson i. 25 yes votes ii. 0 no votes iii. Aune approved d. Ministerial Association Chair 3 year term – Rick Millikin i. 24 yes votes ii. 0 no votes iii. Rick approved 11. Approval of Ordinands a. Drew Williams addressed that he believes there should be two options for voting b. Adam London agreed c. Rick acknowledged the concern and continued on with the recommendations of the Ordinands d. Marc Murchison wanted to make sure that the Ordinands have a ‘Call’ e. Rick stated that both Ordinans have a current call f. Both Ordinands were approved for recommendation of Ordination to the Annual Meeting. 12. Approval of Licensing a. List of names were read by Sean Hoffbeck b. All licensees were approved 13. Other Business a. Marc Murchison stated that he is in the process of transitioning b. Marc Lance gave an update on Bible Camp i. Bible Camp has been canceled this year
ii. Bible Camp is working on ‘Camp in a box’ which will include a message/sermon series as well as other resources c. Aune Carlson brought up that there are people missing from the licensing list d. Curtis Ivanoff clarified that there are some names missing and that the Alaska Conference has the full complete list; Curtis and Rick will touch base to make sure the list given to the annual meeting will be complete. 14. Constitution of the Ministerial Association of the Alaska Conference of The Evangelical Church Article I – Name The name of this organization shall be “The Ministerial Association of the Alaska Conference of The Evangelical Covenant Church.” Article II – Confession of Faith The Ministerial Association believes in the Holy Scriptures, the Old and New Testaments, as the Word of God and the only perfect rule for faith, doctrine, and conduct. Article III – Affiliation The Ministerial Association shall work in cooperation and harmony with the Ministerium of the Evangelical Covenant Church by supporting its endeavors and conforming in all matters of ministerial standing and discipline with its Constitution and Bylaws, and with the Rules for the Ordered Ministry of The Evangelical Covenant Church. Article IV – Purpose The purpose of the Ministerial Association shall be: 1.
Consider and supervise all matters of ministerial standing within the Alaska Conference, including licensure, commissioning, ordination, and discipline.
2.
Seek by all means, within its power, to raise the spiritual, ethical, and professional standards of Alaska Conference ministers.
3.
Strengthen the bonds of Christian fellowship within the Conference Ministerial Association.
4.
Render help to the Alaska Conference Ministers and their families in times of special need.
5.
Assist in the recruiting and selection of candidates for the Christian ministry and work with Alaska Christian College, Western Alaska Ministry Training (WAMT) North Park Theological Seminary, and other appropriate institutions in the matriculation of students.
Article V – Membership 1.
Definition – Membership in this Ministerial Association shall consist of all active and retired ministers and missionaries who are ordained, commissioned, or hold ministerial license in The Evangelical Covenant Church who are serving and/or living within the boundaries of the Evangelical Covenant Church of Alaska (hereby referred to as AC). Military chaplains and missionaries serving abroad may also hold membership if AC is their home.

Types – Membership in the Ministerial Association shall be of two kinds:

a)
Full Membership, in which all privileges shall be accorded, will include: 1)
Ministers who hold ordination in the Covenant.
2)
Ministers whose transfer of ordination into the Covenant has been approved, but not yet finalized.
3)
Ministers who are commissioned staff ministers in the Covenant.
4)
Ministers who hold ministerial license in the Covenant.
5)
Ministers who have retired from active status.
6)
Consecrated missionaries.
7)
Ministers who hold a Bi-vocational License in the Covenant
8)
Missionaries who hold a World Mission License
9)
Ministers holding a permanent credential who are officially on a leave of absence.
b)
Associate Membership, in which neither voting privileges nor the holding of office shall be accorded, will include: 1)
Licensed theological students.
2)
Ordained ministers in the inactive category.
3)
Commissioned ministers in the inactive category
4)
Consecrated missionaries in the inactive category.
5)
Ministers serving Covenant churches, but who do not hold Covenant credentials.
Article VI – Officers Officers – The officers of the Ministerial Association shall be: Chairperson, Vice-Chairperson, and Secretary-Treasurer. Executive Board – These officers, together with the Superintendent of AC and the Chairperson of the Committee on Ministerial Standing, shall constitute the Executive Board of the Ministerial Association. Qualifications – Only ministers who hold ordination in the Covenant Church shall serve as Chairperson or Vice-Chairperson of this Ministerial Association. Anyone with full membership in the Ministerial Association may serve as Secretary-Treasurer of this Ministerial Association.

Article VII – Meetings 1.
Annual Meetings – The business of this Ministerial Association shall be conducted at an Annual Meeting to be held at same time as the Annual Meeting of AC. At this meeting, reports shall be received, officers or committee members elected, and business shall be conducted.
2.
Business Meetings – Business shall be conducted according to the most current edition of Robert’s Rules of Order, except as otherwise provided in this constitution and bylaws. Should circumstances make it advisable, the Executive Board may call special business meetings during the year.
3.
Quorum – A quorum at a business meeting shall consist of not less than 25% of the active membership of the Ministerial Association. (A quorum shall not include retired ministers.)
4.
Other Meetings – The Ministerial Association shall also endeavor to accomplish its purpose through prayer gatherings, Retreats, Conferences, Seminars, Workshops, and other activities.
Article VIII – Committees 1.
Committee on Ministerial Standing a. This Committee shall serve the Ministerium by working on its behalf in matters relating to membership, commissioning, licensure, ordination, and discipline within the Ministerial Association. b. This Committee shall consist of three ministers elected by the Ministerial Association, the Chairperson of the Ministerial Association, AC Superintendent.
2.
Other Committees The Ministerial Association shall elect, or appoint through its chairperson, any other committees necessary to fulfilling its purpose.
Article IX – Amendments Amendments to this Constitution may be: 1.
Proposed at any Annual Meeting of the Conference Ministerial Association.
2.
Adopted by a 2/3 majority of those present and voting at the following Annual Meeting.
Bylaws of The Ministerial Association of the Alaska Conference of the Evangelical Covenant Church
Article I – Membership/ Credentialing 1.
Application – Application for membership and/or Covenant ministerial standing, shall be made through the office of the Alaska Conference Superintendent. Such applications will then be referred to the Committee on Ministerial Standing for action and to the Department of the Ordered Ministry.
2.
Transfer – When a member in good standing in the Ministerium of The Evangelical Covenant Church (here-after referred to as the 'ECC Ministerium') moves into or away from the Alaska Conference, his or her credentials shall automatically follow. If there is any question concerning one’s standing, the matter shall be referred to the Committee on Ministerial Standing for clarification.

Procedure a.
All first-time applicants for licensure, commissioning, ordination, or transfer of ordination, shall be interviewed by the Committee on Ministerial Standing.
b.
Following a favorable interview, the application shall be forwarded to the Annual Meeting of the Alaska Conference Ministerial Association for approval. All candidates for commissioning and ordination shall be present at the Annual Meeting of the Alaska Conference Ministerial Association, considering his or her application.
c.
Upon approval by the Annual Meeting of the Alaska Conference Ministerial Association, the application will be forwarded to the Executive Minister of the Ordered Ministry for action by the Board of the Ordered Ministry, the ECC Ministerium, and the Annual Meeting of The Evangelical Covenant Church.
Article II – Privileges and Responsibilities 1.

Attendance a.
Regular attendance at the Annual Meeting of the Alaska Conference Ministerial Association and other events such as the fall pastor's retreat is expected. Ministers shall fulfill their obligations to the ECC Ministerium by attending two ministerial events per year as required by the ECC Ministerium.
b.
Ministers who are new to the Covenant Church or who are going through a stage in the credentialing process that requires them to be interviewed shall be present at the Annual Meeting of the Alaska Conference Ministerial Association and the fall pastor's retreat.
Dues a.
Annual dues shall be paid by all full members who are in the conference on April 1. These dues shall normally be paid at the time of the annual meeting of the Alaska Conference Ministerial Association, but shall be paid no later than July 1, to the Treasurer of the Alaska Conference Ministerial Association. These dues shall cover obligations to both the ECC Ministerium and the Alaska Conference Ministerial Association.

Members not current in the payment of dues shall forfeit the privilege of voting at the ECC Ministerium and the Alaska Conference Ministerial Association Annual Meetings.
c.
Members specified as exempt from paying dues in the bylaws of the ECC Ministerium shall be exempt from paying dues to the Alaska Conference Ministerial Association.
Discipline a.. Any matters relating to ministerial discipline shall be referred to the Superintendent of the Alaska Conference and/or the Executive Minister of the Ordered Ministry. At their discretion, the matter may be referred to the Alaska Committee on Ministerial Standing or to the Evangelical Covenant Church's Board of Ordered Ministry. . b. Disciplinary procedures shall be administered in accordance with the “Rules for the Ordered Ministry of The Evangelical Covenant Church.”

The Chairperson shall: a.
Preside over all regular and special meetings of the Ministerial Association and the Executive Board.
b.
Represent the Alaska Conference Ministerial Association on the Executive Committee of the ECC Ministerium.
c.
Serve as an ex-officio member of the Alaska Committee on Ministerial Standing.
The Vice-Chairperson shall: a.
Assume the duties of the Chairperson in his or her absence.
b.
Be available for any other assignments designated by the Chairperson.
The Secretary/Treasurer shall: a.
Keep accurate minutes of all meetings of the Alaska Conference Ministerial Association.
b.
Receive all funds of the Alaska Ministerial Association and make disbursements authorized by the Alaska Conference Ministerial Association.
c.
Submit a written report of the receipts, disbursements, and balances to the Annual Meeting of the Alaska Conference Ministerial Association.
d.
Receive and record all dues, maintaining an accurate list of those who have paid.
e.
Present the financial records to be reviewed annually by someone chosen by the Executive Board of the Alaska Conference Ministerial Association.
Article IV – Elections (Ministerial Association and Committee on Ministerial Standing)

To provide continuity and an orderly process of succession, the three officers/committee members shall be elected in such a way that one member shall be elected each year.
2.
The term of office shall be three years and no individual may serve more than two terms consecutively.

In the event that one of the officers/committee members shall step down, the Executive Board (Ministerial Association: Chairperson, Vice-Chairperson, Secretary-Treasurer, Chairperson of the Committee of Ministerial Standing, and the AC Superintendent) shall appoint a successor to fill any vacancy until the next Annual Meeting of the Alaska Conference Ministerial Association.
4.
In the event of an officer/committee member stepping down, the election for the vacated office will be to fill the remaining years of service of the officer who stepped down. This service will not count towards their two consecutive terms.
5.
Officers/committee members shall assume their responsibilities on July 1, following their election.
6.
Nominations may come from the Executive Board and/or from the floor during a meeting of the Alaska Conference Ministerial Association. Nominations from the Executive Board do not require a second, nominations from the floor do.

The committee may supplement its number with adjunct members from the Alaska Conference Ministerial Association or from the ECC Ministerium as needed to complete its tasks.

Types – Membership in the Ministerial Association shall be of two kinds: a)
Full Membership, in which all privileges shall be accorded, will include: 1)
Ministers who hold ordination in the Covenant.
2)
Ministers whose transfer of ordination into the Covenant has been approved, but not yet finalized.
3)
Ministers who are commissioned staff ministers in the Covenant.
4)
Ministers who hold ministerial license in the Covenant.
5)
Ministers who have retired from active status.
6)
Consecrated missionaries.
7)
Ministers who hold a Bi-vocational License in the Covenant
8)
Missionaries who hold a World Mission License
9)
Ministers holding a permanent credential who are officially on a leave of absence.
b)
Associate Membership, in which neither voting privileges nor the holding of office shall be accorded, will include: 1)
Licensed theological students.
2)
Ordained ministers in the inactive category.
3)
Commissioned ministers in the inactive category
4)
Consecrated missionaries in the inactive category.
5)
Ministers serving Covenant churches, but who do not hold Covenant credentials.
Article VI – Officers Officers – The officers of the Ministerial Association shall be: Chairperson, Vice-Chairperson, and Secretary-Treasurer. Executive Board – These officers, together with the Field Director Superintendent of AC ECCAK and the Chairperson of the Committee on Ministerial Standing, shall constitute the Executive Board of the Ministerial Association.
4/13/2017 Qualifications – Only ministers who hold ordination in the Covenant Church shall serve as Chairperson or Vice-Chairperson of this Ministerial Association. Anyone with full membership in the Ministerial Association may serve as Secretary-Treasurer of this Ministerial Association. Article VII – Meetings 1.
Annual Meetings – The business of this Ministerial Association shall be conducted at an Annual Meeting to be held at same time as the Annual Meeting of AC ECCAK. At this meeting, reports shall be received, officers or committee members elected, and business shall be conducted.

Business Meetings – Business shall be conducted according to the most current edition of Robert’s Rules of Order, except as otherwise provided in this constitution and bylaws. Should circumstances make it advisable, the Executive Board may call special business meetings during the year.
3.
Quorum – A quorum at a business meeting shall consist of not less than 25% of the active membership of the Ministerial Association. (A quorum shall not include retired ministers.)
4.
Other Meetings – The Ministerial Association shall also endeavor to accomplish its purpose through prayer gatherings, Retreats, Conferences, Seminars, Workshops, and other activities.
Article VIII – Committees 1.
Committee on Ministerial Standing a. This Committee shall serve the Ministerium by working on its behalf in matters relating to membership, commissioning, licensure, ordination, and discipline within the Ministerial Association. b. This Committee shall consist of three ministers elected by the Ministerial Association, the Chairperson of the Ministerial Association, AC Superintendent ECCAK Field Director.

Other Committees The Ministerial Association shall elect, or appoint through its chairperson, any other committees necessary to fulfilling its purpose.
Article IX – Amendments Amendments to this Constitution may be: 1.
Proposed at any Annual Meeting of the Conference Ministerial Association.
2.
Adopted by a 2/3 majority of those present and voting at the following Annual Meeting of the Conference Ministerial Association.
