Schumacher THE BUSINESS ENVIRONMENT After the crash of the global financial markets and the following global economic crisis in 2008, the Philippine export industry had to adjust to substantially lower demand, reduce the labor force or at least reduce work-days and go through a period of down- and –rightsizing late in 2008 and the early part of 2009. While the first half of the year was still governed by uncertainties, it became obvious during the second half that Asia and the Philippines would be spared from the worst effects of the crises. Two developments helped the Philippines: 1. OFW deployment continued to rise and remittances – against all odds – continued to grow, leading to higher personal consumption; and 2. the BPO sector continued to expand, alhough at a lower pace.

Man-made and natural desasters dominated the second half of 2009: s THE 0HILIPPINES WAS HIT BY A SERIES OF powerful typhoons that flooded large parts of Luzon and created damages well in excess of Pesos 200 billion; s THE REPUTATION OF THE COUNTRY DEEPLY suffered because of a politically-induced massacre of 57 people (including 30 journalists) in Maguinanao, being seen as an example of a fragile democracy, dominated by warlords and strong political families; s POLITICAL UNCERTAINTIES WERE FURTHER FUELED by the decision of outgoing President Macapagal Arroyo to seek election as Congress representative in the May 2010 elections, raising questions about the anticipated change in leadership next year;

THE MORE VOLATILE POLITICAL ENVIRONMENT ALSO THE MORE VOLATILE POLITICAL ENVIRONMENT ALSO led to arbitrary behavior of government in terms of price controls / price freezes of oil products and pharmaceuticals.

The government revised the growth target down twice, trusting that a recession could be avoided in 2009. Based on the effects of the global economic slowdown on exports and local and foreign investors and the damage of the typhoons on the local economy, it is unlikely that GDP growth will exceed 1% in 2009. On the demand side, which has in recent years been driven by consumption, in turn driven by the remittances of overseas workers, reaching the US$ 17 billion mark per annum, private consumption expanded well ahead of GDP growth – and will continue to do so.
