MALACAÑAN PALACE Manila My warmest greetings to the European Chamber of Commerce of the Philippines (ECCP) on the publication of the 2012 Philippine European Business Directory. The growing number of listed European companies engaged in business in the Philippines, along with the expanded export of Filipino products and services to Europe, is a strong testimony to the strengthening business relationships between Filipino and European enterprises. The recent increase of the Philippines’ competitiveness ranking by 10 points is a striking indicator of the renewed confidence of the international business community. Our government is heartened by this show of support, and we have engaged the National Competitiveness Council to ensure that we will continue moving forward in this regard. We are working hard to enhance our role in improving the business environment and, more importantly, to ensure the implementation of of ethical practices in the government and in the private sector in support of our goal to eradicate corruption and improve the lives of the Filipino people. Thus I thank the ECCP for supporting our endeavor to institutionalize integrity in the private and government sectors through the Integrity Initiative. We also welcome your active participation in the consultation process for developing more business-friendly policies and identifying opportunities that will help bring more foreign investments and trade into the country. My administration has taken note of the recommendations made through the Arangkada program that aims to focus on the promotion of seven key sectors with the potential to generate 10 million new jobs and attract USD 75 billion in foreign direct investments. We look forward to working closely with the ECCP in the fulfillment of our shared aspirations of peace, economic stability, and sustainability for the Philippines and the member-states of the European Union in this era of renewed hope and lasting reform.

Delegation of the European Union to the Philippines

The EU is one of the major trade, investment and business partners of the Philippines: just before yearend 2011 in Manila, we had intensive bilateral discussions of all issues of mutual interest and concern at the EU-Philippines Senior Officials’ Meeting with the intention to further strengthen and deepen our bilateral relations. While 2011 was a challenging year for the EU and the global economy as a whole, efforts of reform processes are underway to strengthen the international banking system, fiscal stability and economic governance, which are key for maintaining or re-establishing trust and confidence among businesses and investors. Experience shows that structural and legal reform processes are positive in creating a push for new investment and for production opportunities, and there is in particular considerable potential in the Philippines. The EU welcomes the commitment of President Aquino and his administration to fight corruption and increase transparency in public affairs. These efforts have been recently positively acknowledged by an improved country ranking by Transparency International. Achieving clean governance with a sound legal system and effective courts; with efficient procedures that make it easy to set up businesses and with reliable standards and regulations that reflect best international practice, - this wins over investors, because it create a positive, business-friendly climate.

We all have to accept that in today’s world as a globalised, competitive market place, those countries attract most investments and businesses that have excelled in creating a trade, investment and business-friendly environment. Indeed, there is a strong sense in the Philippines among business people and politicians alike that the country needs to catch up in this respect with its ASEAN neighbours. I am convinced that there are ample opportunities for increasing the attractiveness of the Philippines, with its vast natural resources and educated and trained people. Creating a modern framework for competition is one way of opening up for increased business and I am happy to say that the EU - through our traderelated technical assistance programme – will provide support for this effort. This brings me to my final observation: After being nearly one year in the country, let me say that the EU’s bilateral trade, business and investment relations with the Philippines are strong and there is a significant potential to further strengthen the relation through dialogue with government and business. Collaboration with ECCP members and others is essential and I and my colleagues in the EU-Delegation will continue to contribute to all efforts that can help further expanding and developing bilateral trade and investment.

ECCP Annual Report 2011 By Henry J. Schumacher The Business Environment The Philippine business environment has improved in 2011 after the Aquino Administration launched a serious campaign against graft and corruption in 2010. The Philippines enjoyed a 10-point jump in the global competitive index from the ranking of 85 in 2010 to 75 in 2011. This is a good sign that the international community is recognizing the efforts of the Aquino administration towards bringing back integrity in government. President Aquino was relentless in applying the full force of his office on high government officials who have engaged in election fraud or adopted a lifestyle beyond their income capacity. At the EU front, the European economic crisis is making the Philippine and ASEAN markets an important destination for investments and trade. European enterprises are looking at international

markets to compensate for the current unfavorable economic conditions in some parts of Europe. The European Parliament and Commission are providing support mechanisms to help SMEs find new opportunities overseas. In this regard, European Business Organizations (EBOs) are being requested to assist European SMEs in identifying business opportunites outside the EU and in entering these new markets. In 2011, ECCP has intensified its campaign to promote business integrity. The Chamber is working closely with other business organizations, particularly Makati Business Club, to come up with an industry accepted integrity standards and tools to ensure that ethical business practices are promoted and control measures embedded in all companies and organizations.

On the business side, ECCP continued to work towards opening new markets for European enterprises as well as improving the competitiveness of Philippine exporters to enhance their collaboration potentials with European enterprises. We also developed new programs as well as platforms to promote and support the expansion of new industries that will bring more business opportunities for both European and Philippine enterprises. We are interested to further expand our technical assistance given to a number of sectors. Overall, 2011 was a good year as far as the advocacy work of ECCP is concerned.
