The unfolding crisis While events and announcements are unrolling at a rapid pace, as of going to press, here are some key points regarding the issues faced and how the NSW and federal government are dealing with the COVID-19 crisis. At this early stage, the main concern is mass unemployment and the prospect of being unable to pay mortgages, rent and to pay for essentials such as food and utility bills. While schools remain open, with reduced attendance, online learning modules and virtual classrooms are quickly being rolled out at local high schools and primary schools.
Job security A six month JobKeeper wage subsidy was announced for employees by the federal government on Monday, which will support full-time, part-time and certain casual employees. Sole traders and visa holders are also included. While $750 per week will be paid per employee, (who were employed at March 1, for the period from March 30), the prime minister said the legislation was yet to be drafted, and gave no commitment for when he will recall parliament for the vote. Payments will flow from May 1, he said. Employee payments will be delivered through the ATO to the employer, said the prime minister, yet he did not offer details such as how the payment to the employee could be guaranteed. Additionally, relief for smallto-medium enterprises (SMEs) has been announced by the NSW government. Bank loans for a fixed term of three years are available for SMEs,
with a maximum annual turnover of $50 million, with the first six months being interest free. According to abc.net.au, the big banks are offering home mortgage deferrals, yet loan interest will be capitalised, meaning that the interest not paid during the period of deferral is later added to the loan balance. Banks received $90b from the Federal Reserve Bank last week, as part of quantitative easing measures. Individuals will have the option to withdraw up to $10,000 early from their superannuation funds, soon, says the federal government. Unemployment payments will soon double, yet this extra amount is yet to include disability support pensioners. Local Labor MP, Justine Elliot, says that support should come sooner. ‘People are losing their jobs now, but the supplement won’t reach job-seekers until April 27 and won’t be back-paid in the intervening time. The second economic support payment won’t be paid until July 10. Pensioners and families will have to wait 16 weeks for the payment.’ Mrs Elliot also called for the Coronavirus Supplement to be brought forward – it ‘currently commences on April 27.’ There was no reply as to Labor’s position on a basic universal income (BUI) – Mrs Elliot’s full Q&A is available at www.echo.net.au. The COVID-19 Legislation Amendment (Emergency Measures) Bill 2020 [NSW] is now an Act, after it received fast-tracked assent on March 25. Just one of the amendments protects residential and commercial renters from eviction. Another amendment has deferred local elections for a year. They were planned for September 12.

Council’s COVID-19 measures Council has now closed its offices, but staff will still available online via www.byron.nsw.gov.au and by phone (6626 7000) for enquires. Mayor Simon Richardson has repeated the message that Council will be providing its core services throughout the crisis, such as water, sewerage and garbage collection. Shire had been promoted as an attractive place to ‘self-isolate’ by Airbnb and other short-term holiday letting businesses. As of Tuesday, the NSW government introduced travel bans to regional areas for holidays. It is part of draconian measures to limit the movement of the public.

Paul Bibby Dozens of small business owners across the Shire are being offered rent-free tenancies by their landlords to help them weather the COVID-19 crisis. As government regulations protecting tenants from eviction come into effect, many local property owners have already gone on the front foot, offering up to six months rent free. ‘Numerous businesses have been offered free rent for three months and sometimes longer,’ Gail Fuller of Scot Fuller Real Estate said. ‘I was just talking to a business owner this morning – he’s been given free rent on a month-by-month basis. ‘I think the key is that people are communicating. Everyone’s financial situation is a bit different in terms of what they can afford, so it’s about coming to an arrangement that works for both parties.’ But not all landlords have been so forthcoming. The owner of one local business said that his landlord was non-committal when

Echo pointed out that it was in the interests of landlords to offer at least three months rent-free, so that when social distancing restrictions were eventually lifted, they had a tenant who could start paying rent again.
Drop in demand ‘If you lose your tenant there probably aren’t going to be a hundred other small business owners knocking down your door to rent it, even if it’s 12 months from now,’ said one owner, who also asked to remain anonymous. ‘Better to keep faith with your existing tenant and so
Ms Fuller said that many landlords were reducing rents by around $50 to $100 a week on houses and cabins, while a handful were waiving rents altogether. She said a large number of long-term rental properties were also now coming onto the market as the demand for short-term holiday lets plummeted. ‘To give you an example, the real estate photographer we use said he had taken pictures of 15 different rental properties in the past week alone,’ Ms Fuller said. ‘Prior to that he was doing about one a month.’ ‘If you’re a landlord, my advice would be to speak to your tenant – start having the conversation. Some people will have no difficulty continuing to pay, others will need a little help. ‘This is a small community and we’re all in this together.’

Byron to Mullum train service to be explored Paul Bibby Seven councillors who attended last week’s full Council meeting voted to start the planning process for a rail service between Byron Bay and Mullumbimby. Cr Spooner and Cr Alan Hunter opposed. Independent councillor Basil Cameron said, ‘The busiest major transport corridor in the country travels right through the middle of our Shire,’ in reference to the Pacific Highway. ‘…We need an alternative
to road travel. This is the motivation for building a rail link.’ In what Cr Cameron described as a move with ‘no direct budget implications’, councillors passed a motion incorporating the rail project into Council’s draft Integrated Transport Strategy. Council will also prepare an economic and social business plan, including the development of a governance framework to support the project. It will also investigate federal and state funding options, including ‘tourism,
infrastructure, transport and climate change mitigation/ adaption grants’. Labor councillor Paul Spooner said, ‘This project has no budgetary implications? Please keep me on my chair… The area of land along the rail line could be used for affordable housing, market gardens, and of course a rail trail as our neighbouring Councils have embraced’. Greens mayor Simon Richardson replied, ‘Overwhelmingly, the community want a reactivation of transport in that corridor.’

NSW now a police state Leaving your house could land you in prison for six months, and you could receive a $11,000 fine, unless you have an ‘reasonable excuse’. The NSW Greens say there are ‘scarce details’ with wideranging discretionary police powers that were rushed through NSW parliament on Tuesday night.
‘This is a public health crisis, not a law and order crisis’, said MLC David Shoebridge. The new rules will be in place for a minimum of three months. Shoebridge says accountability and oversight is needed. ‘Democracy can’t be another victim of this pandemic,’ he said.

Byron homeless services reopen Paul Bibby The Fletcher Street Cottage will once again host services supporting local homeless people five years after the doors were closed to the community’s most vulnerable. At last week’s full Council meeting, councillors voted unanimously to turn the cottage into a hub where local services will be co-located to allow for ease of access by the homeless. The cottage was home to a homeless drop-in centre until March 2015 when the Salvation Army pulled the pin. ‘The hub will provide a central access point to services for people to get help with housing, mental health, physical health, as well as other basics such as to have a shower and do some washing,’ the general manager of the Byron Community Centre, Louise O’Connell, said. ‘Most so, and almost more importantly, it is a place to feel accepted, relax and find a listening ear for people who have nowhere else to go.’ ‘The value of this to a vulnerable person is immeasurable.’
A report from Council staff included in the agenda to last week’s meeting said that the number of locals sleeping rough was disproportionately high. The impact of the pandemic on individuals and the community is growing quickly, support services are limited in availability and cannot respond to the volume and complexity required to effectively reduce rough sleeping. Council’s research had shown that such a hub needed to be located in the centre of town and that there were no other suitable sites in the Byron CBD other than the cottage. As a result, Council terminated the lease of the existing tenant, forcing them to find a new home and depriving Council’s coffers of more than $33,000 in rent per year. The staff report also noted that the hub’s proposed location had drawn criticism from some local business owners who had complained about safety issues, anti-social behaviour as well as homelessness service provision being incongruous with the town’s
‘branding’ as a tourist destination. The author of the report, Community and Cultural Development Coordinator Deborah Stafford noted pointedly that rough sleepers were ‘members of the community who cannot be discriminated against and have the right to share public spaces’. She also noted that the impact of the hub would be reduced by the fact that it would offer structured services rather than acting
primarily as a drop-in centre, as had previously been the case. In addition, Council had recently employed two Public Space Liason Officers to assist with issues such as anti-social behaviour and the increase in general foot traffic at the hub also meant that those inclined toward this behaviour would be less likely to engage in it, according to the report. Council will now offer a lease of up to three years for the cottage with an additional two-year extension option.
ƷżëƆƆ ƆĕĕƆ Ŕşſĕ ŕëƐĶưĕ şǔ ƆĕƐƆ Paul Bibby Byron Council has promised to undertake an additional 18 hectares of bush enhancement work to offset the destruction of wetland, resulting from the Byron bypass. Council voted unanimously at last week’s meeting to restore additional bush areas at Sunrise Boulevard, Butler Street Reserve, and Midgen Swamp. The move will cost an extra $81,700 and bring the total size of the offset area to more than 60 hectares.
‘The bypass will result in a 1.5 hectare loss of habitat, and not only are we enhancing 45 hectares, we are now doing 18 or 19 on top of that,’ Greens mayor Simon Richardson said. ‘That’s over 60 hectares of restoration and riparian work that would not have been done otherwise’. Destroying sensitive ecological areas for development and ‘offsetting’ it with similar vegetation in other locations is against both federal and NSW Greens’ policy. Locally, it is just one issue that has split the party.

We are working with our amazing local producers and suppliers to restock our shelves with wanted products as quickly as we can. 6. Any staff member showing any signs of illness will immediately go home and seek medical advice. 7. We understand that some people in our community are finding these to be extra difficult times for reasons such as health, age, illness, self isolation etc. For this reason, we are now offering home delivery for people who are not able to leave home to shop. Simply call the store to place order for delivery. We can only accept card payment on delivery. 8. We prefer card payment at store to reduce need to handle cash, so, where possible, please use your debit or credit card. Local News Submissions for West Byron DA extended The exhibition period for the West Byron DA has been extended by four weeks. The proposal by a consortium of locals, headed by Site R&D Pty Ltd, was rejected by the Planning Panel in 2019, and is also before the Land & Environment Court. It has over many years faced unprecedented opposition from locals concerned about further potential traffic congestion and ecological destruction. The plan is to subdivide six large lots into ‘162 smaller lots, which would consist of 127 residential lots, 25 super/ master lots (lots which can be subsequently subdivided, developed and purposely
planned for residential development), two business lots, two industrial lots, one recreation lot, and five residue lots.’ Approximately 470,000 cubic metres of fill is required for the new suburb. The ‘local’ landowners for this DA are Tony Smith, Alan Heathcote, Peter Croke, David O’Connor, Garry McDonald, Warren Simmons and Kevin Rogers (described as a ‘longterm investor in Byron’.) It is estimated to cost $40,167,080 and the DA comes in 54 separate PDF documents via Council’s online DA tracker. The PDFs in total are 1Gb in size.

NSW DoE replies over cleaning budget cuts Further to claims by unions representing teachers and school cleaners that there is insufficient funding, an NSW education spokesperson told The Echo, ‘The cleaning hours provided at each school are based on the floor area and surface finishes at the school, to ensure equitable application across the state. ‘Contractors clean the schools in accordance with a set of standards developed by the Department of Education and Public Works Advisory (PWA). ‘The standards ensure that the schools are clean, and ready, for occupation at the start of each school day. ‘The NSW government has allocated $250 million to employ additional cleaners of schools and other public infrastructure, and the department is working with PWA and the cleaning contractors to deliver enhanced cleaning during COVID-19. ‘The schools have been informed that they will receive an enhanced daily clean that
focuses on hard surfaces that are regularly touched (i.e. hand rails, light switches, door handles) and ensuring desks, tables and chairs are wiped down every day. Money does grow on trees Since the government threw $130b at employees in the form of a wage subsidy on Monday, it raises some profound questions around values and the mechanics of finance. It also highlights that a hard right government admits that socialist monetary policies are the only way to save predatory capitalism from collapsing. Leaving this economic Armageddon to capitalism alone would never end well. For anyone. Presumably this huge job bailout, like others, will become national debt. But why not instead use quantitative easing? In other words, why can’t the Federal Reserve Bank magically create (print) and gift this money to the government? Last week $90b in cash was given to the banks as quantitative easing by the Federal Reserve Bank, so banks could then use that money to loan its customers, for a profit! It’s happening worldwide at the moment, and it’s happened countless times in the past. Not many would have heard of Bill Mitchell, Emeritus Professor of Economics at the University of Newcastle. He’s an interesting chap, because along with hedge fund founder Warren Mosler, he co-founded Modern Monetary Theory (MMT). The theory revolves around the relationship between governments and their central banks. According to www.businessinsider.com.au in March last year, ‘MMT is a big departure from conventional economic theory. It proposes governments that control their own currency can spend freely, as they can always create more money to pay off debts in their own currency’. Conspiracies are everywhere at the moment. If there is one that ever needed to go, ahem, viral, it’s this one: the banking cartel and the governments they own are wilfully maintaining misery on the planet. And it’s only in a time of crisis that it is clearly on display. Business journalist Alan Kohler interviewed Bill Mitchell just last week on March 26. Mitchell told Kohler that politicians have ‘got as much money as they want,’ yet will often say they can’t afford to reduce unemployment, for example. That, he says, is a ‘political value statement rather than a factual statement about their capacities as the currency issuer.’ Now the Coalition has adopted a socialist style economic policy to save the country from certain anarchy, keep it going! There’s no end to what could be achieved if every person in Australia were given opportunities and empowered. No more poverty. Improved (free) education and health (with free dental). Big infrastructure projects. A decent NBN. Better roads and rail. An electric vehicle industry. Free renewable power and no more utility bills. Or any bills. And since most corporations don’t pay tax, why not abolish tax altogether? Rainbows and unicorns would suddenly appear. It could lead to no more wars and then, oh wait… no more psychopaths at the top of the food chain. Will they willingly surrender to a utopian dreamscape that replaces their predatory behaviour? Isolation dispatch under lockdown
L
ast week I could have my hair styled, but I couldn’t get a kidney transplant. I could take my kids to school, but not to church. I could invite nine mates to a funeral, but only four to a wedding. I could attend a bootcamp, but I could not meet my friends in a park. I was told to vote in local elections if I lived in QLD, but not in NSW. Well, actually, I couldn’t do any of the above even if I wanted to – I am in isolation. But I am not considered ill and I will not be tested. Indeed, I can order cocktails delivered to my door. And I am expected to work. All workers are essential – until they are not, until Scott Morrison bans or restricts some occupations and the previously essential workers are sent off to join the queues at Centrelink, where they will maintain social distance – or not. It was beyond confusion, beyond parody. And when journalists tried to make sense of the chaos, a snarly Morrison slapped them down; any attempt at interrogation of government edicts was not helpful, verging on unpatriotic, even unAustralian. Shut up and do what you’re told. Clearly this situation could not go on, but it did. In his so-called National Cabinet, Morrison bullied the state premiers to yet again postpone the inevitable. Well before the end of the week it was clear that the federal government was reluctantly moving to impose a near total lockdown of the kind already in place in many other countries. The premiers may have disagreed about the urgency, but all accepted it was going to happen. So did business: any resistance was minimal, the real debate was about who would be compensated, and by how much. And the premiers of the biggest states, Liberal Gladys Berejiklian, in New South Wales, and Daniel Andrews, in Victoria, have made it clear that they are preparing to move soon, even if Morrison will not. The National Cabinet was supposed to produce national policy, but Morrison is now extolling the idea that state differences are actually a good thing. Talk about making a virtue out of necessity. The schools were spending more effort on home learning than supervising their dwindling numbers in the classrooms; few believed that schools would reopen after the impending holidays. The overall mood was that something close to total lockdown was only a
matter of time, so we might as well get on with it. But Morrison was determined to string out the phoney war for as long as possible, perhaps because he was all too aware that the cost of a lockdown will be horrendous, in economic, social and crucially, political terms.
ScoMo’s legacy will be far darker than that of Kevin Rudd, who blew the budget to manage the Global Financial Crisis Mungo MacCallum Unemployment will soar, certainly to over ten per cent, with some estimates reaching 15 per cent – which means two million Australians out of work. This is not just a recession – it is getting into serious depression territory, and it will not be over in six months, as Morrison previously optimistically predicted. The cost to Treasury will be enormous in lost tax revenue, and increased welfare payments, even without the third and subsequent stimulus packages that will be required. There will be no talk of surpluses in the foreseeable future. But there is no real choice – in spite of Morrison’s insistence that we must act to protect both health and the economy – lockdown is the only serious idea on the table if we are to save hundreds, perhaps thousands, of lives. And the economic and emotional pain will be immense and long-lasting. Very little of this will be Morrison’s fault; the worst he can validly be accused of is procrastination and dithering, and given that those have characterised his entire time as prime minister, the electorate can hardly claim to be shocked. But his will be the hand that signs the paper that authorises the lockdown, and the misery to follow. He is the officer on watch, and a lot of voters will not forgive him; they will remember the leader’s burden – that the buck stops here. Morrison will be remembered as the prime minster who dumped them in the mire, just as the equally innocent Jimmy Scullin was remembered in the Great Depression. ScoMo’s legacy will be far darker than

In time, Morrison may be condoned – he may even win another election, like Keating did in 1993, with the aid of John Hewson’s GST. But he will not be forgotten, and it will not be the epitaph he craves. So, ishe preparing to spread the blame? For no apparent reason he has convened what he calls the National COVID-19 Coordination Commission, to solve problems. It was picked by him alone, mainly consisting of business cronies, with a couple of supportive bureaucrats, none of whom have any known expertise in managing a pandemic. Ironically, the only one who might have relevant experience is the token lefty, Greg Combet, who was a minister during Rudd’s bailout in the GFC. But he will be hopelessly outnumbered by the corporate free-enterprise number crunchers. And the greatest irony of all is that the people elected to do the job – the members of the federal parliament – have been sidelined for the duration. Barbers are considered essential, but the MPs are considered redundant in a way that they have never been, not during wars, depressions or previous pandemics. Naturally there is resistance, and not just from the Labor Party and its allies. And no reasonable justification for the extraordinary move has been advanced – other parliaments continue to sit around the nation, and indeed around the world. But there should be outrage – a demand that our representatives are brought back to do their job! Unfortunately, a shell-shocked, confused and frightened populace seems to be copping it as part of the ongoing madness, as they are assured by the partisan commentariat that Morrison knows what he is doing – and that unity is vital, we must all stick together, and we should be ready to accept sacrifices in the name of – well, what? Morrison tells us that our health, our immediate physical survival, is not the overwhelming priority; preserving the economy is at least equally important. So just like some businesses, democracy must be placed in hibernation for the duration. And preserving his political dominance might also have something to do with it. Whatever it takes.

Letters Adapting Stephen Hawking said ‘intelligence is the ability to adapt to change’. So, in that vein, I tried out the idea that Bronwyn Sindel gave us in last week’s letters. She told us to ‘cut an old washer [flannel/ face cloth] in half, soak it in a bowl of water and wring it out and that makes an excellent wipe after urination’. It was brilliant! It cleaned up those annoying little drips girls have even better than toilet paper. TMI? Too bad. I’m saving shitloads of dunny paper. Imagine the savings for families with lots of girls. Remember that urine is sterile, unless you have a urinary tract infection. There are fewer bacteria in urine than in tap water. So rinsing out those washers at night is safe. The older generations remember growing up without toilet paper. They used old telephone books, cut into quarters and hung up in the loo. Alan Dicken’s letter (25 March) correctly addresses an error in the minutes of a meeting of Council’s WWS (Water, Waste and Sewer) Advisory Committee, held on 30 January 2020. As a member of that committee, I have now asked Council to correct the error. Mr Dickens was a member of the committee until he resigned in mid-2018. Many years before joining the committee, he was a long-time employee of Council. The committee has met seven times since Alan resigned, and listened to much discussion, especially on the topic of sewer inflow and infiltration. The letter criticises the committee and Council for not heeding Alan’s advice on sewers. Q Thank you for publishing Cr Cate Coorey’s rather lengthy letter last week – Developer bonanza. It contains content that voters in the next Council election (whenever it is held) should find invaluable. I wrote some time ago, asking critics to be a little kinder to our ‘new’ councillors because of the difficulties of the job; but they are no longer new, and must be judged on their performance – and held responsible. I hope, when the time comes, voters will remember Cate’s information and insights and we can try, yet again, to elect candidates who will seek to genuinely represent their community, and not just promote a

Sometime in 2018 we had a breakthrough when Council staff agreed that the 60-yearold sewers were defective and proposed a program, over five years, to investigate and repair defects. I was in shock! That program is now under way. Sewer lines in the ‘worst’ parts of Mullum have been inspected and are now being ‘asset managed’. That means the most ‘broke’ bits get fixed first. You’ll see trucks marked ‘Interflow’ doing that now. This is wonderful news for those of us who want raw sewage kept out of rivers (and out of all natural water bodies including water tables). The program will expand soon to other areas of Mullumbimby, and to other urban areas in the Shire. Alan’s issue seems to be that deep sewer pipes are

by Ian Rogers As the Australian chess community gets used to a brave new world of no over-the-board chess clubs or tournaments, the ACT has developed online substitutes with remarkable speed. Within a week of the last ACT chess club closing, a suite of tournaments on each club night were up and running – as well as a replica of the Saturday morning city centre institution Street Chess. So now on Monday nights ACT players can enjoy an online blitz tournament, on Tuesday a rapid tournament and on Thursday a slow time limit, one round per week tournament. The Saturday morning event has its own allegro time limit. The events, run through the chess.com site, have built up slowly, also benefiting from players in other states being able to take part. (Indeed the most recent Street Chess tournament had some international entries.) Only crude computer cheating is detectable, and there have also been notable false positives souring some players’ experiences. The ACT Chess Association is relying on the low stakes and the goodwill of the players to avoid

Garbage Island Every year, every single person in Australia uses 130kg of plastic just once! This is an absurd amount of plastic that only has one use. Obviously there are solutions. The first being that we should ban single use plastic. Think of all the plastic that is thrown out. There are more than 80,000 metric tons of plastic on Garbage Island. Garbage Island is in the Pacific Ocean. It is made entirely of rubbish. That is, 1.6 million square km of waste that has been thrown out. We use an absurd amount of single use plastic in our everyday lives. The plastic such problems, stating: ‘Players are expected to behave in the same way as they would if they are playing at their local club.’ In England an even more ambitious project is being started, intending to teach chess to children cooped up at home. Using a communication program such as Zoom, the idea is to get together a virtual classroom of children, teach them the game and then provide a library of worksheets and puzzles for the children to work on in their spare time. If the project goes well, matches between classes of similar experience could then be organised. As noted last week, there was one crossboard tournament staggering on: the Candidates tournament to find a world title challenger. However, once Russia banned all sports and non-essential activities, plus all flights out of the country, the world body FIDE’s determination to ignore the coronavirus risks and play on came to an end and players grabbed whatever flights they could get to escape Russia. The event, at the halfway mark, is due to be resumed at an indeterminate time in the future.
Regarding the eco-village proposal was rejected as unsuitable. Actually, it wasn’t rejected, and a pathway is still open for this under the rural settlement strategy. It just didn’t belong as part of a massive residential subdivision on Saddle Road. Then there is the assertion that the seniors development, next to the hospital, was rejected because of a community campaign against it. The reason, as stated by the Department of Planning, was because the McGettigans Lane intersection needs sorting before any further development can be approved. In terms of evidence of intention to allow development there, the land in
question is either side of the current hospital. It used to all be one block, but the owner sold the middle part to the government to build the hospital. What Council is doing, by setting criteria in the strategy for this health precinct, is not facilitating development, but setting restrictions on what type and scale of development should go there. I could go on, but the broader point I’m making is, research for yourself before the next Council elections as to the reasons and ‘real facts’ behind these decisions. Cr Michael Lyon The Pocket

It has emerged with the best features of all proposals so far, in the same way that the establishment of the Casino–Murwillumbah railway, one hundred years ago, tied together the economic powerhouse of the dairy industry, created the region’s settlement pattern and provided its public transport. This reimagined and reactivated corridor can do the same; this time using solar powered light rail vehicles, hirail hybrid vehicles, electric bikes, bicycles and pedestrian access. What’s the alternative? For those going into Byron in the morning – we already know – gridlock back along the highway. Cape Byron Distillery, producers of premium spirits including the awarded Brookie’s Byron Gin, have adapted to meet the overwhelming demand in the current COVID-19 climate by producing a high quality, alcohol-based, natural sanitiser, scented with their rainforest gin and lime. Purely to encourage this worthy endeavour, I bought a bottle of coconut rum with my 100ml of hand sanitiser from Lord Byron Distillery last week. Medical provision The distillery has access to high proof ethanol, essential for creating hand and surface sanitiser, and the production of this product means that there will be consistent employment for the Brookie’s team, given the down turn in gin sales as a result of the closure of the cellar door and all hospitality venues around Australia. The distillery reached out to the local medical community to see if there
was interest and demand for the sanitiser, and have since been inundated with requests. ‘We will be supplying larger containers of sanitiser to the local medical professions, doctors, hospitals and care workers’, says Eddie Brook. ‘We are prioritising supply to many health organisations within the local community, and will be initially releasing our first batch to some of our current Brookie’s retailers and other suppliers in the Northern Rivers. We understand the urgent need in the community, and we will be doing all we can to meet this demand during these testing times.’ Medical services in need are directed to contact sanitiser@capebyrondistillery. com. A spokesperson for the Alliance, Jane Felthrup, admitted there was some uncertainty over whether the event would take place at all, given the current fears of COVID-19. However, according to Ms Felthrup, the in-principle agreement of the four internet tourist operators to rein in
their marketing tactics is too important to lose. ‘All delegates feel a social responsibility to attend and to ratify the agenda,’ she said. Nevertheless, organisers are taking no chances, and have brought forward the start of the conference to April 1, instead of the original date of April 22, when medical authorities predict virus infections will peak.

Mobile 100MW nuclear power plants have been proposed by the NSW National Party. The latest miniaturisation technology that has seen electronic circuitry reduced from physical nodes to nanoscale impulses in quantum space has had astounding impacts on the relatively macroscale equipment needed to generate nuclear power. Such equipment has become so small it is now possible to build bus-sized nuclear reactors that can be deployed, as needed, to address gaps in the power grid. Byron’s Greens councillors have indicated support for the proposal, and hope to involve the Shire in the early stages of the pilot scheme, which will attract multi-million dollar grants. A spokesperson for the local Greens said nuclear plants are not only less polluting than coal fired power stations, but being mobile means they spread the risk fairly among the population. State and federal Greens later issued a statement disassociating themselves, ‘as always’, from Byron Shire councillors.
In a move to preserve the character of rural areas, the federal government’s satellite regulatory body has limited the number of roads available to satnav systems. From 1 April 2020, such systems will no longer generate routes via roads marked as being for local use only. Rural residents have welcomed the move, as the hidden gems of the hinterland will be henceforth undiscoverable to the internet generation – leaving locals to enjoy the character of the region in peace. One resident told The Echo, ‘It’s a great idea. There will be fewer potholes, and not so many people driving along country lanes like city idiots’.
Byron Shire’s first theme park A development application has been made by a company called Gross Profit Inc (GPI) to create a ‘rural living’ theme park in the north of Byron Shire. It is believed the company consists of a number of local business people, most of whom live in Brisbane. The proposed park, which will be known as ‘Billinudgel World’, is described in a press release from GPI as ‘a first for Byron Shire, combining the mass attraction of Gold
Coast theme parks, and the boutique sensibility of the alternative culture.’ When tourists tire of the breath-taking rides and glittering sideshows envisaged for the park, they will be able to sample local foodstuffs, sniff different varieties of herbs, engage in candlemaking and bong-carving, and learn how to herd cows and to milk llamas says the press release Residents of Billinudgel

Community Transport Tweed Byron and Ballina Community Transport (TBBCT) is still operating through the COVID-19 pandemic. However, due to social distancing directives, they have scaled back their services. TBBCT clients can still call to book a trip, if their transport needs are essential e.g. medical appointments that can’t be undertaken by Telehealth. Trips into Queensland are still going ahead as people can still cross the border to attend medical appointments. TBBCT is unable to provide transport for people with flu-like symptoms, or who suspect they may have contracted COVID-19. This is to protect volunteer drivers and other service users. If you are concerned you may have contracted the virus, call your GP for advice, rather than making an appointment. TBBCT is still taking on new clients and accepting referrals through My Aged Care. They can also assist callers with CHSP and community transport inquiries. Social and shopping buses have been suspended, and will resume once it is safe to do so. Clients of these services have been contacted, and those who need assistance to access groceries have been offered alternatives. TBBCT offices are not accessible to visitors at the moment, but calls are welcome, during office hours 8.30am–4.40pm, Monday to Friday on 1300 875 895.
#ViralKindness Mullumbimby A group has been set up via Getup called #ViralKindness Mullumbimby. They are looking for people to come on-board and drop the #ViralKindness postcard off around their own neighbourhood to signal their willingness to help the more vulnerable in the community,
and they have had quite a bit of interest from locals. ‘We can offer help with shopping, urgent supplies like prescription medications, and also just a wellbeing check, a phone call, because people can become lonely when self-isolating and living alone already,’ said Rachael Kealy who is coordinating the Mullumbimby group. ‘We’re trying to cover the whole of Mullumbimby, but with only eight of us at the moment it’s proving a little difficult, so any extra help that we can get from other community members would be most appreciated.’ Go to www.viralkindness.org. au, select the ‘find a group’ tab, type Mullumbimby, and click on ‘join our group’.

Seeking assistance for mental health in a time of COVID-19 Mandy Nolan
R
ight now our country, our government, and our health system are in the grip of dealing with a pandemic. For a healthy community it provides many challenges – but for those who need to urgently access the health system for non-COVID-19 treatments it’s proving to be very problematic in many areas of Australia. Some of the hardest hit people are those living with mental health issues. Former Deputy Commissioner of the NSW Mental Health Commission, and general manager of inclusion for Flourish Australia, Fay Jackson, believes that the current health crisis shows clearly that the public mental health system is not working. It wasn’t working effectively before COVID-19 and it certainly isn’t now, she says. The issue for people experiencing a mental
health crisis is that the most common entry point to the system is when people are triaged and assessed at Accident and Emergency (A&E). The impact of COVID-19 on A&E is causing many people to be turned away, and they are not receiving the support or treatment they need. ‘I am receiving phone calls from across Australia, saying that when people are in severe psychological distress, and are feeling suicidal, or have engaged in serious self harm, they are frequently being turned away’, says Ms Jackson. ‘This is probably for a variety of reasons, but isn’t new since the COVID-19 crisis.
Phone ahead to A&E ‘With the COVID-19 crisis, the situation is changing daily, even hourly. So if anyone is having difficulties with mental health, my advice is to make a safety plan to try to avoid an
emergency situation. If A&E is needed in an acute crisis ring ahead. ‘A plan can decrease risk and trauma. It’s hard to consider what to do when you are in the middle of a mental health crisis.’
Increasing pressure ‘A lot of people are feeling more vulnerable and frightened,’ says Ms Jackson. ‘Many people aren’t getting the types of support they were getting before social distancing, isolation, shutdowns on gatherings and social interactions started. Some people’s support previously included support to go shopping, and social engagements with friends, family or staff from not-for-profit mental health services. This has significantly decreased. Most supports are now only offered by phone or video calls. For some people that is very difficult.’

According to Ms Jackson, ‘Many of us with mental health issues, apart from [the distress of] COVID-19 itself, have been through many of the elements that people are going through in this crisis right now. We have often been isolated from our friends, family and community. We have been unable to get employment, afford rent or mortgages and [have been] fearful of going shopping. Many of us have been forced, against our will, to be locked in psych wards, unable to enjoy freedom or choice and living under community treatment orders. ‘Those of us who have lived with long-term deep anxiety, paranoia and lack of sleep have experienced what many people are now experiencing for the first time. But we have often developed coping skills and resilience that aren’t recognised. We are survivors, and we draw on what we have learned to

Sane Australia is on www.sane.org, but try to do all these things to avoid a crisis taking place.’ The Morrison government has announced increased funding for mental health services. ‘We all need to recognise our resiliency skills and to support others who are re-experiencing, or experiencing psychological distress for the first time. We all have things we can say, even if it is only over the phone, that can help people through this hard time. Let’s do this’.

The fact is, if you are alive today you have been through tough experiences and you are a survivor. I encourage people to support others who haven’t learned to recognise their resiliency skills to discover them. People with lived experience of mental health issues have an incredible amount of support, advice and resilience to share, if people care to recognise it and listen to it.’ If someone is suicidal, or threatening self harm, what should you/they do? ‘Hopefully you are able to put some things in place before the crisis’ says Ms Jackson, ‘Utilising such things as the Beyond Now Safety Plan App, or just writing out things you can do to help yourself through these times.

These are extraordinary times for anyone in the performing arts industry. For people who go out to work in public spaces to perform their craft for flesh and blood humans, living in a socially distanced world is a game changer. Artists are responding in different ways – some are jumping online to engage audiences that way – others are enjoying some down time to do things they don’t get time to do when they’re on the road. All agree though, that this is a bizarre and unsettling time and none of us know quite how to take the next step. The next few months will be uncharted territory, where most of our passports will be marked with ‘INDOORS’. This week we catch up with a few people in the industry to find out what they’re up to – and how they are getting by.
LIKE FATHER LIKE DAUGHTER – LOVE AND MUSIC KNOW NO BOUNDS For Mullum-based Irish musician, Àine Tyrrell, the COVID-19 situation has been one of emotional turmoil; she was looking forward to what was to be the best year of her career – and she has elderly parents in Ireland, and in the US. Being away from family at a time like this is very hard, she says. Due to the current situation, all of their touring is now on hold, but what is not on hold is their love of music and, thanks to the internet, the ability to connect live on-screen for both Seán and Áine – and they are inviting you into that live stream relationship. In fact, Joel says that ‘Hanging at home and being as socially distanced as possible is enjoyable. I am actually loving it. As a freelance artist – whether you are a musician or performer, you develop a muscle that copes with not having any work. For me, if I don’t have work, I have a combination of no work and a sense of guilt, that I should be contacting people – doing something to generate work! But there is no option for me now. I can actually relax into a state of no work.’ Joel admits he has also been using the downtime to practise! So god knows what he’ll come out of lockdown with! ‘I have been doing a lot of instagramming – which is getting a nice response. It’s percussion juggling tutorials – it’s free. THE COVID CONSPIRACY You can’t have a pandemic without a conspiracy theory. The COVID-19 conspiracies have sprung up almost as quickly as the virus. Some are incurable. One is that the American government developed it and brought it over to the International Military Games, held in Wuhan, in October 2019. The theory posits this was to cripple the rising Chinese superpower. Unfortunately, although the dates line up, America seems to have brought itself down as well. Two sick superpowers equals very stupidpower. So that conspiracy theory goes on the stupidity-is-a-pandemic-too heap. Then there’s the theory that the Chinese developed COVID-19 to kill pensioners. While it certainly would free up a lot of property, some seats on the bus, and get rid of those pesky elderly, it is both racist and entirely irrational to believe the Chinese are into geronticide. There are much more efficient and targeted ways of killing the elderly – westerners have been using loneliness, abandonment and incarceration in nursing homes for years. We’re loving the Made In China conspiracies – particularly the one that COVID-19 was created to destroy the Western economic system. If that were the case, they’re doing pretty well, but seeing as China gets so much of its wealth and power from the Western economic system, it’s financially illogical. Then there’s the 5G theory. Wuhan has the new 5G. This theory purports that the deaths aren’t from the virus – but from a cell break-down that mimics a virus. It doesn’t explain the contagion aspect, that is, how people who live in areas where there is no 5G get the virus. Unless… when you sneeze, the 5G comes out of your nose. And did you know that 5G can stay on a metal surface for days!? Thank god for Spray and Wipe! Furthermore, tests for 5G actually started in Germany, not China. And if it was the 5G flu, then the pandemic would have kicked off there. Actually, if it was the 5G flu then it would make sense – because we’ve never needed super-fast internet more than we do now! Dying for a phone plan? Worldwide 5G is here, but soon you won’t be! Another theory is that it’s Bill Gates. Apparently there’s a 2015 coronavirus patent for the development of a vaccine for a specific type of coronavirus found in chickens. It’s been argued that the Gates Foundation funded the 2015 patent, and engineered a global pandemic for personal profit. Gates then gave a presentation at the Massachusetts Medical Society and New England Journal of Medicine event in 2018, and discussed how the global health community would be equipped if we had a pandemic of something like the Spanish flu. This might seem like too much to be a coincidence, but the medical community have been having this discussion since the 1918 pandemic. And Gatesy only has the vax patent for the chicken variant. So, if it’s not big pharma… is it Big Toilet Paper? Is COVID-19 a Kimberley-Clarke creation? Instead of chemtrails, will planes release toilet paper in long white streaks across the sky? Some think there was a relationship between the virus and the Corona beer manufacturers. 38 per cent of people surveyed in a study in the US wouldn’t buy the beer anymore, and their stock price plummeted to an all time low. I don’t know if that’s a causal conspiracy, or just proof of stupidity. So, who benefits the most from social distancing and selfconfinement? Netflix. And guess what their new docuseries is? It’s called Pandemic: How to Prevent an Outbreak. Now that’s an impressive international marketing strategy! It’s a shame it wasn’t released last year. Or was it? This coronavirus is real. It’s not a conspiracy. It’s time to stay calm. Connect with your community via your devices. Be nice to your family. Go outside and do some gardening. Sit in the sun. Wash your hands. Stay socially distanced. Don’t believe bullshit reports, or circulate fear-causing memes. Laugh. It will boost your immunity. And be bloody grateful (again) that you don’t live in America.

Responding to the COVID-19 pandemic Q Some people just aren’t
getting it! I had to deposit some money at the local Westpac bank a few days ago. The customer before me was leaning into the teller’s counter, about a foot from her face, where there was an opening in the perspex barrier. He was touching all the surfaces of the customer side of the counter with his hands and body, leaning on it. When it was my turn, I asked the teller if she had disinfectant, she replied ‘No’. I did not observe her sanitising her hands after attending to the previous customer, she may have done so. I also noticed she coughed into her elbow, and clearly had a blocked nose. She was dealing with the public all day when unwell. When I asked for sanitiser, she directed me to the foyer of the bank. The guy next to me commented that we were lucky the bank was open! We have a dire situation in Australia, the airports are not providing any proper testing, or keeping records of incoming passengers. Sick people are arriving, and the example of 2,700 passengers
being allowed to disembark from a cruise ship with four identified cases provides a shocking example of the failure of governments. We have to rely on ourselves, and our Council, to act. Many people, understandably, are in great fear for their lives, their jobs and their homes. had a pre-existing condition (lung disease, heart disease, cancer, diabetes). With 10,000 tests done each day in Australia there have been 13 deaths from COVID-19 (26 March). Compare this, globally, to five million children starving to death, one million suicides, and prescription medications being the leading cause of death in the US. There are some new regulations affecting agents around the issues of misrepresentation and disclosure of material facts. You can read the whole article on the Fair Trading website but here are the main points. Currently, it is an offence for an agent to induce a person to enter into a contract or arrangement by: • making any statement, representation or promise that is false, misleading or deceptive — whether to the knowledge of the agent or not, or
be changed. The new law will require that agents do not induce a person to enter into a contract or arrangement by a failure to disclose a material fact of a kind prescribed by the regulations, that the agent knows, or ought reasonably to know.
Material facts that must be disclosed That a property:

Making inquiries about a property It is important to be aware that agents must disclose facts that they know about, or ought reasonably to know about. This means that an agent could still be in breach of the law for failing to disclose a fact – even though they didn’t actually know about it. It is unlikely that an agent would be held liable for not disclosing a material fact if the vendor intentionally concealed that information from the agent when they were questioned, and the agent could not otherwise be reasonably expected to know. Material facts that an agent could be reasonably expected to know, and could find out by doing their own research, include for example; whether the local area is flood or bushfire prone, or whether the property is listed on the loose-fill asbestos insulation register. Other material facts, such as those relating to external combustible
cladding, would be known by the property owner and revealed by prospective property purchasers doing their own due diligence in getting copies of the strata owners corporation’s records. However, if an agent has those strata records, and they contain information relevant to material facts, then the agent must disclose them. Under the residential tenancy laws, real estate agents must disclose certain material facts about a residential property to prospective tenants. From 23 March 2020, there will be new material facts for residential tenancies that must be disclosed, as well as the ones that are currently prescribed.
