Mayor’s casting vote sinks Byrrill Creek dam plan Steve Spencer

The future of Tweed’s water supply is in limbo after the council axed the Byrrill Creek dam project but voted against raising the wall of the Clarrie Hall Dam in a bizarre twist to the year-long saga. Tweed Shire councillors were split down the middle on the Byrrill Creek issue after Cr Joan van Lieshout decided to abstain from voting, saying she had a ‘perceived conflict of interest’. Mayor Barry Longland then used his casting vote to overturn the council’s previous support for the Byrrill Creek dam project.

No future water policy But just minutes later Cr van Lieshout re-entered the council chamber and voted against raising the current dam wall, effectively leaving the council without a future water policy. This was despite her avowed stance that she wanted to ensure ‘water security’. During the feisty meeting several councillors said the dam issue would now have to be decided at the next local government election, due in 11 months’ time, while a vocal public gallery filled with anti-Byrrill Creek dam campaign-

ers called out in protest. Greens Cr Katie Milne told the three councillors who voted to flood the Byrrill Creek valley, Crs Kevin Skinner, Warren Polglase and Phil Youngblutt, that they only represented 21 per cent of the Tweed electorate and ‘if you want to impose your will it is poor governance. I ask those councillors not to be obstructionist’. Cr Longland told his colleagues the Byrrill Creek project should never have been supported by council and ‘I hope councillors think long and hard about keeping us on this merrygo-round’. ‘This is about water security for the shire and the clear winner is raising the Clarrie Hall Dam wall,’ he said. ‘There are so many things that mitigate against the Byrrill Creek option and there are so many things going for raising the current dam wall. Byrrill Creek is not needed now.’ Byrrill Creek dam supporter Cr Polglase told the meeting that a ‘large percentage of the shire’s population only talk through the ballot box’ and warned it would become the election issue next year. ‘Tweed Council always had a vision for our water supply. Byrrill Creek has been on the agenda for 20 years and that’s why council bought $14 million of land there. ‘Byrrill Creek was the best option

Kids ‘want to save our koalas’ A colouring-in competition sponsored by The Echo during the month of the koala drew around 800 entries. The number surprised organisers, but more unexpected was the awareness shown by schoolchildren of the marsupial’s plight in the Tweed. Team Koala founder Jenny Hayes said she was absolutely thrilled at the number of entries but also the astounding creativity shown by par-

ticipants as well as their general level of awareness about koalas. ‘I’ve never seen anything like it, they were all quite creative, some even used poetry to express their feeling about the koala which was overwhelmingly one of sadness about their future; they want to save them,’ Ms Hayes, a primary-school teacher, told The Echo. continued on page 4

but council staff chose the easier option. We should look at the best option for the community.’ But Cr Dot Holdom said the cost of building a new dam would force up house prices in the shire. ‘People coming to the shire will be forced to pay more; it makes a mockery of affordable housing,’ she said. ‘If Byrrill Creek is to get up today it will eventually fail. The state government will say to us, “why did you persist with this?”’ Cr Holdom also questioned Cr Youngblutt’s support for Byrrill Creek after being elected as a supporter of raising the existing dam wall. Cr Youngblutt replied that he was ‘glad Cr Holdom was keeping a dossier on me. I had forgotten all about that’. He said residents of Byrrill Creek knew when they moved there the

valley was earmarked for water storage, and when the $10 million cost of a water pipeline to the Gold Coast, currently being examined by Tweed Council staff, was put into the mix the cost of the two projects became ‘very much closer’.

‘Let the people decide’ Cr van Lieshout called for the Tweed’s water needs to be decided at the next election, saying, ‘let’s let the people decide’. ‘I have a large amount of votes that have been excluded [because of her abstention] from deciding the future of the water supply. Water is life; we must harvest it,’ she said Cr van Lieshout and her husband Peter own land, part of which would be flooded if the Byrrill Creek dam project goes ahead, giving them water frontage.

During last year’s debate on the dam options, Cr van Lieshout also abstained, causing a tied vote and leading to then mayor Kevin Skinner using his casting vote to support the building a new dam at Byrrill Creek. But during this week’s debate Cr Skinner said that: ‘I’ve been in the same situation [as mayor Longland] and used my casting vote. The decision should not be made by one person; the decision I believe should be made at a council election.’ Last year, a lengthy community consultation process on water supply options recommended doubling the capacity of the existing Clarrie Hall Dam by raising the dam wall, but that was overturned by former mayor Skinner, and Crs Polglase and Youngblutt who pushed through the new dam option instead. continued on page 2

Rallies across the shire say no to CSG More than 1,000 people throughout the Tweed took part in last Sunday’s national day of action against coal-seam gas (CSG) mining in a bid to protect farmland and water threatened by the controversial new industry. They were part of a co-ordinated national protest organised by the Lock the Gate Alliance which saw thousands of people from city and rural communities across Australia unite in a show of strength against CSG and its controversial fracking extraction method which critics say will comtaminate underground water supplies and food cropping land. Seven separate rallies were held in the Tweed, with the main one at Murwillumbah’s Knox Park attracting over 400 people, including farmers and businesspeople. Tweed mayor Barry Longland restated his council’s unanimous position against CSG, telling the Murwillumbah crowd there was lots of solidarity against CSG mining in the agricultural sector. ‘If ever there was a case to use the precautionary principle, this is one,’ Cr Longland said. said farmers such as him ‘don’t often oppose anything, but on this one we’re with you and oppose it till the end’. Mr Quirk said if CSG mining was allowed to go ahead in farming areas, ‘all cropping land will be totally ruined’.

Farmers ‘walked over’ ‘The government is telling us to work hand in hand with the industry, but I don’t think so; farmers have already been walked over on this issue. ‘If contamination occurs across the border in southeast Queensland then that will affect [water supplies in] NSW and Victoria… this is wrong, we need water and farming security.’ Northern Rivers Guardians spokesman Michael McNamara, who recently returned from a 60-day speaking tour with wife Julie spreading the anti-CSG message to over 30 communities across NSW, urged local MPS to listen to what their communities were saying ‘rather than what [gas companies] Metgasco and Arrow say’. ‘The community is saying a resounding No to this so Thomas George and Geoff Provest should take that message to premier O’Farrell,’ Mr McNamara said. He said fossil fuels such as CSG had no future and that in the US, the UK and Spain ‘they are seeing that moving to renewables is possible; Spain has just commissioned the first ever baseload power sta-

tion producing power day and night using solar power and molten salt, so it’s important we move on it now and don’t get left behind’. Mr Mcnamara said he recently toured the Pilliga state forest in northwestern NSW, earmarked to become the state’s biggest CSG project, which was ‘absolutely outrageous’. ‘It’s a community reserve, it’s vital for honey production,

yet the government is facilitating the drilling of 550 wells… which will have massive impact on fauna and flora, including the threatened Pilliga mouse,’ he said. ‘It also risks contamination of the Great Artesian Basin which many communities depend on for their water. All this will be put at risk for a finite resource, and to countenance risking that for a few pieces of silver is outrageous.’

A council report has already identified 45 threatened fauna species, including the giant barred frog, the double-eyed fig parrot, spotted-tail quoll and brush-tailed rock wallaby, with many flora species and two endangered ecological communities in a 5km radius of Byrrill Creek. Meanwhile, the Northern Rivers Guardians (NRG) has

welcomed the outcome which takes both dam options off the agenda and called on all councillors to put their differences aside in the interests of the Tweed community. ‘If the councillors now do nothing for the next 12 months about water management in the shire then they are doing the equivalent of Nero fiddling while Rome

burned,’ Mr McNamara said. ‘NRG has always taken a ‘No Dams’ position, believing that it is time for council to actively pursue alternative strategies to meet the emerging water needs of the shire. If the councillors now play obstructive political games then they are putting the future water security of the shire at risk.’ ■ See Editorial, page 6

Noble estate plans trimmed for council Steve Spencer

Retirement village owner Keith Noble has launched his third attempt to build homes on part of a lake foreshore which most residents want retained as open bushland. This time he has cut the number of proposed houses from 45 to 32 in a move which takes the decision away from the Joint Regional Planning Panel and gives it to the council. The panel unanimously rejected Mr Noble’s original plans as being an over-development of the site despite council planners giving them a conditional green light last year. Mr Noble then appealed to the Land and Environment Court but later pulled the plug after an onsite inspection by the judge raised significant environmental and

engineering concerns. Most residents of the Noble Lakeside Park at Kingscliff cheered the decision and are hoping councillors will also take on board their concerns when they consider the new DA.

Fauna habitat They say the homes, which are being built on stilts over the water, destroy valuable fauna habitat which sales literature promised would stay free of future development. But Mr Noble has told residents his proposed upmarket development will add significant capital value to their homes but that a planned $300,000 upgrade of facilities would not go ahead unless the 32 homes were approved. The first DA in May last year attracted 50 submissions and

two petitions containing approximately 90 signatures, all opposing the expansion. Some raised questions about the timing of a council decision to divert a canal which provided the space the developer needed to squeeze in the 45 homes and a new road. The $500,000-plus job to remove a dog-leg in the canal began about a month after government agencies gave the goahead and shortly before Mr Noble lodged a formal DA. Council staff maintain that canal works were approved 12 years ago to improve water flow and its timing was linked to a surplus in funds and a finalisation of protracted negotiations over the purchase of land to re-route the canal. Park resident and retired Gold Coast Council manager John Mulligan said residents

would lose their walking path around the lake and their picturesque view of the northern shoreline. ‘The DA is careful not to show any perspective from this side of the lake. There are no illustrations showing the Besser Block retaining wall or the poles that will hold up the verandahs,’ said Mr Mulligan. ‘It is not going to look pretty. ‘It is an over-development of the site and residents will lose their visual amenity. Our homes are set back 40 metres from the bank while the planned homes will hang over the water.’ The park is managed by Tweed councillor Warren Polglase who said he would abstain from any debate or vote on the project.

Developer withdraws Wooyung resort legal action The developer behind plans to build at least 300 holiday units at Wooyung, along with the construction of a lake containing three islands, has withdrawn his legal action in the Land and Environment Court. A Tweed Shire Council spokesperson said Wooyung Properties had formally discontinued its appeal relating to a deemed refusal action over a construction certificate for the first-stage earthworks of an old development application (DA) for a tourist resort, just south

of the Wooyung Caravan Park. The spokesperson said lawyers for both parties agreed there was no apparent requirement for the construction certificate for the earthworks but that one would still be needed for the building and infrastructure works of the second stage of the existing DA. ‘In order to advance the commencement of the earthworks, Wooyung Properties will still need to demonstrate that they have satisfied relevant conditions of the DA consent, which

have been under dispute to varying degrees throughout the stage 1 construction certificate process,’ the spokesperson said. The Melbourne-based syndicate bought the 80ha oceanfront property in 2008 for $17 million. Twenty years earlier, Tweed Shire Council had controversially approved an upmarket Club Med-style resort amid corruption allegations. Three years later, the council moved to kill off the project by declaring the consents lapsed and envi-

Wild dogs kill pet and terrify family Steve Spencer

A Tweed woman fears her grandchildren are in danger of being mauled by a pack of wild canines that recently killed her pet dog and then ran towards her growling as she tried to stop the savage attack. Kim Puntigam says she was terrified as two members of the feral pack trotted towards her after she and her husband Wolfgang tried to save their pet ridgeback-cross Jazz on their Reserve Creek property, east of Murwillumah. ‘It was bloodcurdling; Jazz staggered out of the bushes and collapsed. They had ripped most of the fur off her back, like a skinned rabbit, but it was the bite to her leg that killed her. They severed an artery in her back leg,’ said Mrs Puntigam, ‘Four of my grandchildren live on the property and I’m frightened what happened on Fraser Island and to Azaria Chamberlain might happen here. Two of the pack came at us growling and only stopped 10 metres away.’ Mrs Puntigam’s grandchildren are aged between 12 months and four years and must be kept indoors much of the time because of the feral pack, which is believed to number at lease half a dozen. ‘We can’t let them wander about. The kids like to visit the chicken coop but it is just too dangerous.’ Several of Mrs Puntigam’s neighbours have also lost pet dogs and livestock, and two property owners were forced to relocate sheep herds after losing

Planning panel gives Kingscliff police station green light Steve Spencer

The controversial plan to build a $15 million Tweed police headquarters in downtown Kingscliff was given the green light by the state regional planning panel on Monday. But Joint Regional Planning Panel (JRPP) chairman Garry West told the meeting in the Tweed Heads Civic Centre the in-principle approval depended on further negotiations between Tweed Shire Council and NSW Police on boosting car parking spaces. The panel deferred its decision last month after hearing an avalanche of complaints about its beachfront location, a shortage of car parking and the distance from the highway lengthening police response times. Mr West said he was ‘mindful the police force is a community service’ and that ‘wherever the new regional command centre was built it would have an impact on local residents’. He adjourned the meeting to a date to be fixed after being told police could provide more parking spaces.

Planners not happy But council planners are still not happy with the project’s impact on the beachside residential area, just north of the Kingscliff CBD. Council’s chief planner Vince Connell said he had ‘fundamental concerns’ when comparing the project to a normal commercial development. NSW Police Department policy does not include staff or client parking in new police station projects. ‘There are major points that are not negotiable. They cannot allow this flexibility but it is the key issue,’ Mr Connell told the panel. Mr West warned that ‘if we can’t agree, the procedure is that it goes to the minister (for NSW planning). ‘What the minister is going to do can’t be contemplated. I believe we have to resolve this issue in the community.’ he said.

Former policeman Ian Spiers: concerned about response times from the new police station site. Photo Albert Elzinga

‘This is a public facility that is needed somewhere. There is a lot of disagreement in technical areas that needs to be resolved and I would urge (the council and police) to negotiate further.’ Earlier, the president of the Kingscliff Chamber of Commerce, Dennis Eyre, told the panel the two issues that most concerned the Kingscliff busi-

ness community were easier road access into the township and more parking. ‘There won’t be enough parking on market days, special events, surf carnivals. They are suggesting they take up parking on Marine Parade used by tourists,’ said Mr Eyre. ‘Already business owners say there isn’t enough parking and

MP under fire for ‘lobbying’ Tweed MP Geoff Provest, who was appointed parliamentary secretary for police and emergency services last week, came under immediate fire from the opposition for his involvement in a push to relocate the police headquarters to a Cudgen farmland site. Shadow police minister Nathan Rees said it was ‘simply extraordinary that Barry O’Farrell would choose an MP already under fire over a dodgy police station proposal to be his parliamentary secretary for police’. Mr Rees said Mr Provest ‘has been publicly calling for his local Kingscliff police station to be moved from the main street to a rural block of land owned by the former Nationals Member for the Tweed, Don Beck’. ‘After his first parliamentary secretary for police was forced to resign in disgrace for falsely signing a statutory declaration to avoid a speed-

ing fine, you would think the premier would do a few background checks. ‘Lobbying for a local police station to move out of the main street and into the rural outskirts of town defies commonsense. It’s obvious Mr Provest is more than happy to put his own National Party political interests above those of the local community. The people of NSW deserve a parliamentary secretary for police who is willing to stand up for their interests and not lobby on behalf of his National Party mates.’ Mr Provest replaced his Nationals colleague in Grafton, the former Clarence MP Steve Cansdell, who quit recently from parliament and his seat after admitting to falsely signing a statutory declaration over a speeding offence so he wouldn’t lose his licence. The Tweed MP was praised by his government for being a ‘champion of law and order in his community’.

the site doesn’t allow for rapid response. ‘It is a residential area, a tourist area, not an area for police to set off their sirens at all times. There are other sites around the shire that won’t be disturbing the residents and tourist of Kingscliff.’ Tweed-Byron police Superintendent Stuart Wilkins denied claims that car parks around the command centre would be regularly taken by officers travelling from Ballina to the Queensland border attending training sessions. He said no other stations in the Tweed would be closed following the centre’s construction. Traffic consultant for the police, Richard Jones, said the parking shortfall was now just one spot after designers revised plans, which now include cutting down several mature trees. He said there was a bus stop 250 metres away for the use of staff and clients. Council planners say the parking shortfall is five spots, not one, and are concerned no written guarantee can be given that the onsite parking will be maintained by future Tweed police commanders. They also want police to pay for an upgrade of parking spots across the street on Marine Pa-

rade, but this request was also refused during negotiations following the hearing. Former police sergeant Ian Spiers (pictured), who was in charge of the police station during the late 1980s and early 1990s, again addressed the panel, claiming his old employer was on the verge of making ‘another terrible mistake in choosing a headquarters’.

Controversial deal recalled ‘In the early 1980s the police and attorney-general departments were involved in a controversial deal with the Twin Towns Services Club. This involved the club building the Recreation Street police station and court house in the impossible-to-find backstreets of Tweed Heads, in exchange

for a multimillion-dollar property opposite the club. ‘It is now history that this was a poorly thought-out move and within a short time the new complex was bursting at the seams. ‘Apart from the parking problem, street noise, vehicles speeding through quiet streets, the Kingscliff site has no scope for expansion.’ Mr Spiers again suggested the panel explore a combined emergency services centre at Chinderah or elsewhere in the shire to reduce response times, but Mr West said the panel was only allowed to concern itself with the appropriateness of the Kingscliff site. Despite previous suggestions the project would cost $8 million, it was recently revealed in NSW parliament the figure is closer to $15 million.

There was uproar among Tweed councillors on Tuesday night after mayor Barry Longland refused to allow an unscheduled debate about the future of the Kingscliff police station. The meeting became heated after Cr Warren Polglase suggested Cr Longland was ‘not acting in the best interests of the people of Kingscliff ’. Cr Katie Milne then sprang to the mayor’s defence, telling Cr Polgase he should retract the claim. www.tweedecho.com.au

Cr Polglase had been attempting to push through an urgency vote that the council ‘not support the construction of a police command centre in Kingscliff but support the investigation of other existing sites already identified by the police department’.

Decided by JRPP But Cr Longland said he did not consider the issue urgent, considering it was now being decided by the Joint Regional Planning Panel. ‘In a sense we are out of the loop here. There is a process at

play here and we are not the consent body.’ Deputy mayor Phil Youngblutt then attempted to resurrect the urgency motion, saying there should be a vote on the issue. He was supported by Cr Kevin Skinner who told the meeting: ‘I don’t believe this is not allowed to be discussed. It is the worst outcome for the people of Kingscliff.’ But Cr Longland stuck to his guns, telling his colleagues he had been elected to run the council meeting and he had made his ruling.

Labor indulges in premature elation

Volume 4 #8

October 20, 2011

Petulance and hypocrisy The Tweed Shire Council of 2008–2012 will be remembered for many things, but civic responsibility will not be among them. Tuesday’s vote by the four reactionary councillors, Warren Polglase, Kevin Skinner, Phil Youngblutt and Joan van Lieshout, to prevent an increase in the Clarrie Hall Dam capacity is an example of petulance and hypocrisy not often seen outside a kindergarten. Having said that our water security depends upon a new dam, and having supported the Byrrill Creek dam option opposed by both the community and council staff, and now rejected in council, these four councillors spat the dummy and said in effect that if they cannot have the dam where they want it, then the shire will have no new dam facility at all. No doubt they were playing to the gallery of farmers who would lose some grazing land if the Clarrie Hall Dam option went ahead, but they were not in the least worried that people would lose their homes under the Byrrill Creek plan. After nearly a million dollars spent on community consultation and feasibility studies, the process has returned to square one. However, it will be the ratepayers who make good this loss, and not the reactionary councillors. Their conduct, according to Cr van Lieshout, gives the people a chance to decide the issue at the council election due in September. Certainly voters should remember next year how contemptibly irresponsible Crs Polglase, Skinner, Youngblutt and van Lieshout have been, but why should the gang of four leave just this dam decision to the electorate? If this is their attitude, there seems little purpose in them turning up to meetings at all over the next twelve months. If the dam question can be determined by the people at the election, why not any number of other contentious issues? Of course there is no reason for ratepayers to worry about councillors refraining from exercising their powers. The gang of four will not in fact ‘let the people decide.’ They will continue to make costly, wasteful and damaging decisions until they are deservedly thrown out of office in September.

o, amid cheers and jeers and tears and sneers the Clean Energy Australia legislation is finally through the House of Representatives, on its way to a rubber stamp from the Senate. It is a genuine achievement – almost a deliverance. But it’s also the easy bit. The scenes at Parliament House last week were rather reminiscent of the climax of the 1998 Constitutional Convention, when John Howard announced that the proposal to make Australia a republic would be put to a referendum – a clear case of premature elation. Malcolm Turnbull and his acolytes celebrated what they imagined was a great victory, before waking up to realise that they had been stuck with an unsaleable proposition in what proved to be an unwinnable fight. And so it may yet prove for Julia Gillard and Labor. Their belief, which in fact is no more than a hope, is that everything will go smoothly; in July next year the arrangements will slide into place and that it will be full steam ahead from there – or full wind power, or full solar power, but at least it will be ahead. Tony Abbott’s apocalyptic prophecies of doom and gloom will be revealed as baseless, and the compensation packages will bring the voters flooding back to the ALP weeping with gratitude. Well, it could happen; but the political climate will have to undergo truly radical change if it is to be so. For starters, the disenchantment among the voters is not driven entirely by fear and loathing of the carbon tax, although that has been a powerful catalyst, ruthlessly exploited by Abbott. A significant portion of the electorate has clearly turned

off the Gillard government altogether; nothing it now says or does will bring all of those lost voters back. Whether there are enough of them to put the next election beyond Labor’s reach is another question; they constitute a formidable handicap before the race has even started. Second, the prospect of the new tax being implemented without problems, glitches, hiccups, stuffups and outright

The prospect of the new tax being implemented without problems, glitches, hiccups, stuffups and outright disasters seems remote. by Mungo MacCallum See Mungo ‘s video at www.echonetdaily.net.au

disasters seems remote. Not only does Labor’s record in carrying out its programs inspire little confidence, but the new tax and its infrastructure involve complexities and vulnerabilities that make it uncommonly difficult. There will, of course, be unforeseen consequences. But some of the more foreseeable ones include the boundaries: just who pays and how much? And who gets compensated and how much? There are, inevitably, margins and cut-off points, and those who miss out on what they imagine is their due can be guaranteed to wail like banshees. Then there is the general atmosphere. The world economy is, to put it mildly, volatile, and some of the volatility is bound to filter through to Australia. And Abbott and his media pack can be relied on to blame the carbon tax for everything – absolutely everything. Every job lost, every reduced profit, every movement of the CPI or

to shelve his own plans for action on climate change in 2010. Circumstances, she says, have changed; sure, but the change the punters see is that she was forced to adopt the tax by Bob Brown’s mob as the price of forming government. She must now claim it as her own. Wayne Swan insists that it is Labor to the bootstraps (whatever they are – come on, Wayne, that was Bob Menzies’s line half a century ago) but with Brown triumphantly claiming the credit, his audience will be hard to convince. And Gillard’s problems are compounded by the terrible shemozzle over asylum seekers. Once again the government has been forced to adopt a policy it publicly disparaged: onshore processing. Never mind the fact that this is the most sensible and humane policy, in place throughout the developed world, sanctioned by international law and practice and, according to the polls, favoured by a major-

ity of Australians, Gillard and her government determinedly rejected it and fought to a dishonourable defeat against the very idea of it. Now she must implement it and, presumably, defend it. Not only will it be a ghastly distraction and a permanent reminder of the government’s administrative and political incompetence, it will detract further from Gillard’s already suspect credibility. This is not a promising base from which to launch a campaign to sell a carbon tax, a policy already unpopular with a majority of the population and opposed by some very powerful and not always scrupulous interests. The attempt would be risky even under normal conditions; with minority government facing uncertain economic conditions and a host of other controversial issues to deal with it looks positively foolhardy. If Gillard were playing chess the move would be marked !? – bold but unsound. But she isn’t; she’s playing the great game of politics, where the stakes are high – in the case of climate change quite literally world changing. The carbon tax is not the ideal policy, but it unquestionably a big step in the right direction. Gillard deserves credit for her guts and perseverance in the face of some of the most vicious and dishonest opposition and abuse any prime minister has had to contend with. If fortune truly favours the brave, she will eventually reap the rewards. But this was the easy bit: she only had to convince three independent members of parliament to back her. Now she needs to convince the best part of 13 million voters. Good luck.

ered in Victory Park, Cabarita Beach, to oppose the new caravan park. This was a wonderful demonstration by the wrongly named ‘loud minority’. All the media gave terrific coverage of this ‘action of the people’ and Backburner even showed a photo of the public unveiling of the sign for ‘Victory Park’. I am sorry to announce that at midday Thursday this sign was removed by vandals. No, not Kevin’s graffiti vandals. No, not some misguided, poorly-parented youths. But by Tweed Shire Council workers at the instruction of the governor general, or director general, or general manager or whatever he thinks he is: Mike Rayner. This sign was well inside a garden, under trees and well constructed, and so could not be said to be a safety concern. More of a concern is that Mike Ranium (about as helpful as a hole in the head) has been

A few years ago, while living at my last residence, I was having trouble with my neighbour’s trees intruding on to my property. Overhang, roots getting into sewer mains, screening sunlight, all the usual things many of us have experienced. Discovering various councils had their own interpretations of handling this problem, I finally wrote to my state government member suggesting that the government override the local government and enact a law that, in the main, stated that ‘If a tree grew three metres high at maturity, it must be planted three metres from your neighbour’s boundary. If a tree grew ten metres at maturity, it must be planted ten metres from a neighbour’s boundary, etc.’ Obviously it would take a few

years to impact; however, you must start somewhere. Control of existing trees was also mentioned. Consider the advantages of greater harmony between neighbours, fewer costs regarding legal proceedings and added peace of mind from threatening trees for people during extreme weather. To my knowledge nothing was done, which is a great pity, because where I now live a development application has proposed many high trees to be planted up to two metres from my and my neighbours’ homes. The sad thing is the area envisaged is a proven unstable site where quite a number of similar types of tree fell in our direction 18 months ago during a windstorm. The threat of having these trees overhanging

Choosing the mayor

The major flaw in Cr Katie Milne’s proposal for a popularly elected mayor is that, for the past 12 years, the Tweed electorate has proved incapable of electing a majority of councillors able to shovel more of their Heinz 57 different varieties into their mouths than down the front of their rompers. Simply pulling a mayor’s bonnet over the head of the individual with the biggest piles of goop around their high chair will do nothing to resolve this dilemma. A far better solution would be for the government to declare the entire electorate ineligible to vote on the grounds of diminished capacity, and appoint Cr Milne as the sole administrator. complaining that we, the residents of Bogangar Cabarita Beach, have been personalising our attacks on him. He has called for conciliatory mediation meetings to ‘clear the air’. Well, I maintain his having the Victory Park sign removed is about as personal and childish an attack on the residents as one could get. So, in Mike’s honour, I suggest that the park now be known as ‘Petulant Park’, and request that council place a suitable sign promptly. PS: Be sure to clear it with the governor general first. The other morning I heard three interviews consecutively on ABC Radio, Lismore. The first was with a woman who works as a volunteer with the homeless in the Lismore area, and the thrust of the interview was the deplorable lack of assistance available from all levels of government for these unfortunate people.

More follow-through

The devastation wreaked in the Cudgen Nature Reserve as reported by The Echo last week was enough to turn stomachs. When is this type of behaviour going to end? We have to get the legislation changed to stop making it easier to beg forgiveness than obtain permission. The Environmental Protection and Assessment Act is currently being rewritten. The

The second interview was with another volunteer, a Mr Lee from Tweed Heads, who is coming up against the same deplorable lack of government action in the Tweed Heads area. The third interview was with a lady speaking for the Cabarita Beach/Bogangar Residents’ Association. The members of this organisation are having a dispute with Tweed Council which wants to build an upmarket 200 cabin tourist park and a residential development (similar to Salt?) on community land in their area. If council has the money to build a holiday park and residential development for the rich where they do not have a responsibility, they can cancel these plans and then they will have the money to assist the homeless and the poor in this area where they do have a woefully neglected responsibility.

‘Political’ verdict quashed on appeal In Lismore District Court Judge James W Black dismissed malicious damage charges against me and my partner Daniele Voinot relating to a 2009 campaign against the Repco Rally. Judge Black said there was insufficient evidence to support a conviction and overturned the judgment Magistrate Michael Dakin reached in February this year. Just before the World Rally Championship was due to start in September 2009 a lot of slogans against it appeared on the roads in the region, but there was nothing directly connecting us to any of the graffiti. It seems likely the charges flowed from a simple sequence of events. One evening we stopped our car to change drivers near some fresh graffiti on the Kyogle–Murwillumbah Road. Local residents coming home saw our car, noticed the ‘No Rally’ stickers, and called police. Police learned that the car belonged to me and decided there was a circumstantial case because I was a promi-

nent No Rally Group spokesman. The case against us was built on inference and a lot of assumptions. We were charged with having painted 17 anti-rally slogans on the road from Murwillumbah to Blue Knob Road, a distance of approx 30 km. Most of the messages appeared the night before the Repco rally fiasco started on September 3, 2009. The magistrate wisely concluded that no two people could have done all that painting, but we were convicted on ‘suspicion’ because we were passionately opposed to the imposition of the rally on this district. Justice Black said that no evidence had been tendered to specify the cost of the ‘damage.’ No Rally Group, a diverse group of members of the public, used all legal means available and succeeded against the odds in shifting the rally away from here using petitions, public meetings, demonstrations and a sustained letterwriting campaign. Personally I was incensed that the authorities would endanger the public through

promotion of reckless driving. My son went to high school in Kyogle where several of his friends were killed in a horrific high-speed car crash. Speed was also responsible in the tragic deaths of four young men on Broken Head Road a few years later. I knew the father of one of those killed and the damage done to the lives of their families and friends. To make heroes of people driving fast on rural roads is totally irresponsible. Copycat driving in areas where car rallies take place also puts other road users at risk. I don’t condone graffiti but I understand why some residents along the rally routes who had strong feelings about the way the event was forced on them used the public roadway as a blackboard to express their disapproval. Let’s put this in perspective. The slogans painted by residents hurt no-one. Many people are killed and maimed in car crashes involving excessive speed. That is real damage. I think we should blame the rally. The trouble was started by people seeking to impose their will on our usu-

ally peaceful part of the world. Rally drivers and their supporters flouted normal laws on our public roads, like illegal overtaking with risk of headon collision. I think we could view the anti-rally slogans as a positive message. One said simply ‘Go slow Repco.’ Rally Australia was thrown out of Western Australia and they tried to impose it here by getting the NSW state government to pass ‘special legislation’ that abrogated 12 existing laws and included a clause that prohibited judicial review. Yes, there has been a crime committed against our society, but it was not committed by us. Judge Black said that in Australian criminal cases the standard level of proof ‘beyond reasonable doubt’ is required. The community is the big winner because people should not be convicted of crimes based on their political beliefs. You might say that political beliefs should not result in political convictions. Loren for Listening

Gigs

After spending a couple of months seeking inspiration in South America and California, Loren has returned to northern NSW to officially launch his muchanticipated album Listening to the Moon. His third studio album is the culmination of three years of songwriting and the first album Loren has recorded with a solid band. See Loren with the band at the Currumbin Soundlounge Friday and a solo set at the Unity Festival on Saturday.

Add two percussion players to the mix and, voilà, the music springs forth. Phil’s group, In the Public Eye, could be appearing in the public eye at Sheoak Shack on Saturday.

Planting his feet back on Australian soil in 2005, he recorded the Believe EP with Parris Mcleod at Cloud studios, with its world/ folk and South American-influenced songs. In late 2008 Aaron completed his debut album The Calm Electric with Gold Coast producer Braddon Gilbert. Aaron Bishop will be playing on Sunday 23 Oct 4pm at Sheoak Shack.

On the road for years form Alaska to Kentucky, Jimmy found musical empathy in the maritime provinces of Canada, where a similarity to old Australian folk music was heard. A lover of the slower tempos and particularly fond of waltzes, Jimmy blends the overtones of a jazz sensibility with simple structures but is at times happy with just one chord. He is known to possess an uncommon conciseness and depth of lyric, a healthy use of space in the instrumentation and a natural swing in the vocal delivery. OLD MUM V DR BAZ

WA obstetrician Dr Barry Walters is clearly a man who wants to die being torn apart by cougars. Only a few weeks ago a rather foolish Mr Walters let rip with some rather prejudicial views about older mothers, announcing that women who delay having children are selfish as they leave their offspring to deal with geriatric parents. This seemed like a rather ironic position for the financially plumped-up doctor who clearly profited from stimulating the decaying cervixes of crones or as the medical profession likes to call us late-life breeders: elderly primagravida (which sounds like one of the lyrics from Una Paloma Blanca). It’s not like the under-25s are going to be seeking out the skills of lobstertricians like Dr Baz; I mean, those girls are so ripe for

Island

We older parents are doing our kids a favour. By the time you’ve reached your forties, or fifties, or even sixties, you will have far too much empathy to negate your family responsibility. At the time of your life when you are menopausal, dealing with teenage children, you’ll also have to manage the end of life options for your deteriorating mum or dad. Older breeders also means that mummy and daddy aren’t sticking around for another 50 years sucking up your inheritance. In fact, chances are, they were so selfish they rolled up a giant dungball of dough that children of elderly parents get early. Now I would have thought that was useful. No wonder it’s hard for young couples to get a deposit together: their parents just won’t bloody die. It’s my thesis that we older eggers are in fact terribly thoughtful. Put that in your speculum, Dr Walters. Before shooting off his mouth full of gleaming white dental work all paid for no doubt by wealthy older Mamas, Dr Bazza overlooked the fact that some of the most powerful commentators in the media all happen to be women. Career women who became mums late. Selfish bitches! Vale Dr Barry. I hope like other obstetricians he enjoys a game of golf, because it may be his last hole.

RETAINING ITS REPUTATION AS THE BIGGEST AND BEST REGGAE, SOUL AND DUB EVENT IN AUSTRALIA, ISLAND VIBE FESTIVAL IS BACK FOR ITS SIXTH YEAR.

With a strong eco and cultural focus, and unparalleled by any Australian festival in its location and reputation, Island Vibe is held at the magnificent beachside location of Point Lookout on Stradbroke Island – or Minjerribah as it is known to the Quandamooka people indigenous to the region. The third line-up announcement has just been made, and Island Vibe 2011 just went from huge to massive. Already on the bill are: Chali 2na, Blue King Brown, Afro Mandinko, Electric Wire Hustle, Opiuo, Dubmarine, Grace Barbe (Seychelles), Bobby Alu, Impossible Odds, Bertha Control, Selecta Ras George, DJ Katch (Resin Dogs), DJ Dakini, Darky Roots, Kingfisha, Zennith, Schoolfight, Cheap Fakes, Captain Dreamboat, The Lyrical, Clara D and the Salt Lickin’ Hicks, Pipi Lips, Kindling, John Malcolm, The Mouldy Lovers, The Link, The Well Allrights, Tuff Tumas, Billy Dread, Lubdub, Erther, Andy Dub Joining this year’s excellent line-up is: Nicky Bomba (& The Island Vibe All Skas), One Dread, Rudekat Sound ft the Senors, The Rusty Datsun’s, Youngtree, The View From Madeleine’s Couch, The Flumes, The Map Project, Hoopla Clique, Sean Choolburra, Salt Water Murris, DJ Dakini, DJ Ghettafunkt, DJ Ras George, Midjimberry Road, Straddie Island Singers, Adam Scriven, Beatrice, D-Minus, Lady Abundance, Michelle Clifford, Rhythm Collision Sound System, Joe Rago, Danny Ross ft Si Fixion, Yulu-Barri-Bah Dancers, Sounds Of Sun, 3 Legged Ball Tearers, Beatrice – with still many many more to come.

the picking they can squeeze out a baby and still make it to the pub for happy hour. It’s the well-heeled old bags, desperate for a late-life baby, that come clambering to specialists, eager to fork out cash for advice, reassurance and responsible egg management. For women who’ve been sold the line about having a big career and have left their reproduction until a more mature age, or who have lucked out in the life-partner lottery, being scolded for being a self-centred old bird is more than a tad rude. It seems you can’t win; we’re either skanky little sluts having kids at 16 or dirty old ladies, daring to ask a doctor to help poach our fragile eggies. Dr Bazza’s assertion that we were giving our kids unfair responsibility in having to care for ageing parents was preposterous. In fact, anyone who knows the psychology of a 20–30 year old knows that there is absolutely no way they’ll surrender their exciting life of weekend eckie binges, party trips to Phuket and endless nights of anonymous sex with strangers to hang out with their dementing mum. They’re much more likely to sign us over to a nursing home, take possession of our property and worldly chattels then invite all their twentysomething mates over for a giant orgy on our Jason recliners.

Island Vibe Festival itself spans three glorious spring days at the end of the whale migration season, playing host to more than 50 bands, DJs, dance and circus acts from around Australia, the Pacific and beyond. Running from Friday October 28 to Sunday 30, Island Vibe is located on the second-largest sand island in the world – Minjerribah is renowned worldwide for its beaches, beauty and chilled atmosphere. For a chance to win a double pass to the festival, see our giveaway box on the cover of Seven.

And demonstrate clearly which interactions with others get beneficial results and what doesn’t. TAURUS: This is a sexy week. Think of a simmering pot slowly coming to the boil and you’ve got the picture. Existence will proffer delicious invitations to overindulge and that’s up to you, but do you really want to spend the next week dealing with consequences? your entourage, maintain a sense of proportion in all you say, do, spend or promise. VIRGO: Don’t get too serious this week. Or critical. If the failings of loved ones rankle, your mind is your own to think what you will, but be advised that during this tart-tongued transit if you can’t say something encouraging it’s better to zip the lip. LIBRA: What people think of you is their business, but the way you think about them is yours. If you’re entertaining gnarly judgments, cranky criticisms or nursing a hurt, this will inform your behaviour. So if you want different results this week, change your thoughts. Because it works. SCORPIO: It’s not aways easy for you to

show, share or sometimes even find your vulnerable side, but with this week’s Mercury and Venus in Scorpio corner others get a more under-the-covers view of the secret you than they usually do. This week’s mantra? Make love, not war. SAGITTARIUS: As others struggle with limitations and restrictions, this week revives your audacious nature and puts travel back on many Sagittarian agendas. While your words have wings, command that party in your mind to tailor your observations so they have the maximum possible impact and influence. CAPRICORN: Aching to make a change? Wait till next week because your judgment may not be at its best. You know how it goes: we usually learn more from what’s not working

AQUARIUS: While this week could pop the pressure valve on partnership dissatisfactions, it’s also likely to clear away some cobwebs. And answer questions about how to simultaneously be a team player and rogue operator. The secret’s in the mix and an end-of-week solution deserves celebrating. by Ian Rogers Play at Seagulls Club, Thurs 6pm Although trailing for most of the Sao Paulo/Bilbao Grand Slam Final, Magnus Carlsen’s steely determination saw him demolish Vassily Ivanchuk in the penultimate round (game given below) and then win the blitz play-off. Bilbao 2011 White: M Carlsen Black: V Ivanchuk Opening: Nimzo-Indian Defence Comments by Magnus Carlsen from the postgame press conference 1.d4 Nf6 2.c4 e6 3.Nc3 Bb4 4.Nf3 b6 5.Qc2 Bb7 6.a3 Bxc3+ 7.Qxc3 Ne4 8.Qc2 f5 9.g3 Nf6?! Inaccurate. He wanted to get the position after 9...0-0 10.Bg2 Nf6 11.0-0 Be4 but I have [another option]. 10.Bh3!? 0-0 11.0-0 a5?! Now if he plays 11...Be4 I can move the queen and drive the bishop away with Nd2. However I didn’t expect 10...a5 and thought he should play 11...Qe8 immediately. 12.Rd1 Qe8 13.d5 Na6 14.Bf4 Now I liked my position very much; all my pieces are well developed. 14...exd5?! This doesn’t look very healthy as it opens the position up for my bishops. 15.Bxf5 dxc4 16.Ng5! Qh5 Already it is very dangerous for Black; for example 16...h6 allows 17.Bxd7! 17.Rxd7! Kh8! I had seen many moves ago that I could play 17.Rxd7 and I got very excited and thought I was going to win quickly, but [now] I couldn’t find anything concrete. 18.Re7!? I considered 18.Rad1! but unfortunately I got lost in calculating variations and missed something. 18...Nd5 19.Bg4 Qg6 20.Nf7+ Kg8 21.Bf5 Qxf5! I realised when I played 21.Bf5 that I had forgotten something simple. Black gets plenty of material for the queen but I am lucky that my position is still not bad because of his unsafe king. 22.Qxf5 Nxe7 23.Nh6+! gxh6 24.Qg4+ Ng6 25.Bxh6 Rf7 26.Rd1 Re8 27.h4 I have to act quickly or otherwise I will be worse. Maybe he could have played 27...c3, now or last move, when his pieces will be more [stable]. 27...Nc5 28.h5 Bc8 29.Qxc4 Ne5 Surprising; I thought he had to play 29...Nf8 which is not completely clear. 30.Qh4! Nc6 31.Rd5! Ne6 32.Qc4 Ncd8? A blunder. He could still resist with 32...Ne7 33.Re5 Nf5 but he was under pressure both on position and on the clock. 33.Qg4+ Ng7 He was very surprised when I took his bishop, but after 33...Kh8 I have 34.Bd2! followed by 35.Bc3. 34.Qxc8 1-0 Sao Paulo/Bilbao Grand Slam Final leading final scores: =1.Carlsen (Nor), Ivanchuk (Ukr) 15; =3.Anand (Ind), Aronian (Arm), Nakamura (USA) 12; 6.Vallejo (Spa) 10.

As you know I don’t often keep any of the fish I catch; usually I take a photo if it’s a decent size, then I let ’em go. Sometimes you get a funny feeling that perhaps you’ve caught this one before. It happened on Sunday fishing the coffee rocks at a place called the Cotton Trees near the river entrance. It’s a tough place to fish with rocks everywhere – snag city really – but during the summer the big ladies of the Tweed congregate here after breeding up on the flats. This catch was a great fight as fish this big go nuts, particularly catching them in deep water, and trying to get them up through the current is a challenge. Finally, once on board and after the photo, I measured her 86cms. Umm, didn’t I catch one the same size last season, but maybe a tad smaller? When I let her go I swear she turned her head and winked at me! My God, was that ‘Flora Manhood’ (That’s what I’d named her. With any big fish I let go I name them). So am I dreaming or what? Was that you Flora? The good news is that flathead are throughout our river system at the moment and they are not fussy. When chasing the big flatties and whatever else hangs out around the coffee rocks I use 14th G.Thorburn, B.R.D to 32 pts c.b, Wednesday October 12th Individual Stableford Winner a.grade s.Derepas 38 pts R.Up M.Calvert 37 pts b.winner P.Ward 41 pts r.up G.Bewes 39 pts N/ Pin 2nd J.Neil 10th M.Zwermer Veteran Winner M.Biltoft 37 pts c.b B.R.D. 34pts c.b Wednesday 9 hole sporters Winner M.Gardner 21 pts n.pin 8th C.Kaehler 14th C.Kaehler b.r.d. to 18 pts c.b Friday October 14th Winner E.Ryan 38 pts B.R.D. to 37 pts c.b Saturday October 15th Individual V’s par in 4 Grades A.Winner L.Gorton +2 nett R.Up D.Nelson +1 nett

1/2 to 1 oz TT Jig Head, with a 7/0 hook, rigged with 7 inch gulp minnow. So far the ‘Nuclear Chicken’ seems to be the most successfully used colour. If you want to get in amongst the big fish you have to be prepared to lose a bit of gear as they hide in amongst the rocks. I suggest dropping your jig straight down – no casting –

straight down like a stone. Take up the slack, feel the bottom, then jig away. You never know the next snag you catch might move, then the fun begins. Fish being caught around the sea way include bream, trevs, jew, blackfish, flathead, whiting, small snapper, oh and the tailor are making a comeback – happy days.

PETS GOING AWAY? Who is looking after your pets? Kingscliff Petsitting 0419358794 or www.kingscliffpetsitting.com.au This is Thomas. He is an ex pound cat, almost 3 years old, now in foster care with Friends of the Pound. He is a big, boofy, friendly fellow, quite contented with the world. He doesn’t have a tail because it was bitten off by a dog! This has been treated and he has overcome the trauma and is now ready for a new home. He has been desexed, microchipped and vaccinated. His price is $90. If you can give him a secure, loving home, please contact Sonia on 0439 766243 or the FoP Adoption Information Booth on 07 5524 8590. We also have many other cats and dogs available for adoption so visit www. friendsofthepound.com to make your choice.

INVESTMENT, FAMILY HOME OR REFINANCE...

Aussies choose renovating over moving A new survey of more than 1,300 Australians by Australian Home Beautiful magazine has found that property owners are increasingly rejecting the idea of moving to achieve their dream home and are much more likely to renovate their existing abode. If given the choice, almost two-thirds of respondents would prefer to renovate their existing home rather than move to a new house, making renovating a 71 per cent more popular option. Two-thirds of respondents (66 per cent) said they are currently renovating or intend to in the next two years, compared to just 33 per cent who plan to move in the same period. The research has been released to celebrate the launch of Home Beautiful and Boral’s search for

Australia’s best home renovation, which offers the winners the opportunity of having their renovation featured in the magazine. Fears about the economy are the main driver of the preference for renovating; one in two (48 per cent) respondents said renovating was a better option than moving in the current economic climate. Cost and high property prices were the main concerns people had about moving to a new property. Other moving-related concerns included inheriting problems from the previous owner and being unable to move to a suitable area. Just under half (44 per cent) of respondents said they would prefer to renovate as they believed it would be a cheaper process than moving. On average, survey re-

spondents anticipated the cost of renovating to be 29 per cent less than the cost of moving home ($33,724 for a renovation as opposed to $47,465 average moving cost). The survey also showed that, for many Australians preferring to renovate, it is very much a case of ‘love the home you’re in.’ Seven in 10 would renovate because they don’t want to move out of the area they are in, six in 10 prefer to add value to their existing homes and a further half feel they can create a home to suit their family’s lifestyle at their current property. Mara Lee, acting editor of Home Beautiful, said the results were a strong indication of the enthusiasm for renovating among Aussie home owners, especially when contrasted with

the idea of moving. ‘There is no doubt Australians have a real passion for renovating. Costs and concerns about the economy are a factor, but what this research shows us is that a clear majority of us love where we live and enjoy the challenge and process of renovating our home to make it uniquely ours. ‘This is demonstrated by the fact that almost 30 per cent of us are currently undertaking renovations to our homes, while a further 38 per cent intend to start a new project in the next 24 months. By comparison, less than 15 per cent of Aussies are considering moving in the next 12 months.’ • For more information on the Home Beautiful renovation of the year visit renovationoftheyear. com.au.

Northern Rivers Produce

During a sometimes heated debate on flooding the Byrrill Creek valley, Cr Youngblutt took aim at the anti-dam campaigners, saying ‘unfortunately the Greens play with the facts. Goebbels would be extremely proud of them’ (referring to Nazi Germany’s propaganda minister Joseph Goebbels). Seems Cr Youngblutt just loves his Nazi allusions, as Backburner can clearly remember him and colleague Cr Kevin Skinner acting like schoolboys two years ago outside council chambers when they were involved in a photo shoot for a Movember men’s health charity event. Councillors had to wear oversized moustaches, so who did they both think of while wearing them? Yes, the Führer himself, and both in jest gave each other a Nazi salute to boot (and we snapped a photo of it). Yes, Phil, Hitler would have been proud of you. ■ ■ ■ ■

It’s not often councillors don’t make full use of their right of reply during a debate, but Cr Dot Holdom, after listening to Cr Joan van Lieshout’s explanation of why she could not support raising the Clarrie Hall Dam wall, stood up and asked, ‘how do you reply to something when you’re gobsmacked?’ and sat down again. Cr Holdom, whose speech on her motion against the Byrrill Creek dam was hailed as one of the most sensible on the night, was no doubt channelling the feeling of many observers of the dam saga who were equally astonished. ■ ■ ■ ■

Cabarita Beach residents who took pride in a newly erected commemorative sign in the shrubbery bed of their town square (public park) behind the local surf club were shocked this week to learn it had been ripped out and taken by council workers the day a photo of it appeared on this page in our last issue. ‘Sadly we witness the disappearance of free speech as the Victory Park sign disappeared on Thursday 13th’ one

Jill Liibus from Tumbulgum looks for a kitchenware bargain in June Cain’s garage during last weekend’s Secondhand Saturday event when around 200 garages in the Tweed Shire were turned into secondhand sales rooms. Despite the bad weather, some 600 households throughout the Northern Rivers region joined the event and it was hailed as a success by North East Waste Forum (NEWF) education coordinator Linda Tohver, who helped organise it. Photo Albert Elzinga

wrote in. The sign was unveiled a few days before at a big protest rally in the park against plans for a controversial caravan park in the village. It celebrated another big fight and victory by residents a few years back when council tried to sell the park land off to the developers next door. Soon afterwards the council was sacked, the developers went broke and locals kept their park, so they were chuffed to be able to mark that little piece of history. ■ ■ ■ ■

Council has denied that the removalists (it took more than one man as the sign was embedded in concrete) were acting on orders from higher up (ie the GM) and the sign now apparently resides at the local council depot. Locals say they won’t give up so easily and will continue to dedicate the park to that famous David and Goliath victory. The latest sign there is a white cross with the words ‘Victory Park RIP’. ■ ■ ■ ■

Didn’t take long for a keen reader to provide background notes to the company which won a $142,340 council tender

to design a dredging project and create a sand pipeline as part of council’s effort to stop the erosion along Kingscliff beach. It seems the successful tenderer, Kellog Brown & Root (KBR) is a former subsidiary of the global energy and infrastructure giant Halliburton, once headed by former US vice president Dick Cheney. Both companies were embroiled in a $US182 million bribery scandal last year in Nigeria and charges were filed against Cheney and others. Halliburton denied all allegations, and a spokesman for Cheney dismissed the accusations against him as baseless. But US authorities said last year that Halliburton and KBR had agreed to pay $US177 million to settle charges from the US Securities and Exchange Commission over the scandal. KBR agreed to pay a further $US402 million to settle criminal charges brought by the US Justice Department. Interestingly, both companies are heavily involved in coal-seam gas (CSG) exploration in NSW and around Australia. Sand dredging’s one thing, but coal-seam gas extraction is a no-no for Tweed Shire

Council which has banned the industry in the shire. ■ ■ ■ ■

Hastings Point locals tell us there’s a new threat in their picturesque village, and it’s not from greedy developers. ‘Idiot scuba divers have been spearfishing in the estuary under the bridge, right where kids jump off and families swim,’ an incensed resident wrote. A Tweed council spokesman said spearfishing was illegal in that location, but fell under control of NSW Fisheries and the complaint had been forwarded to a Fisheries officer. In the meantime, locals are urged to take down car rego numbers and details of offenders, some of whom claim they’re allowed to spearfish in creeks (we doubt it) but these idiots don’t realise it’s a public safety issue, not a fishing rights one. Locals say there’s still an issue with the kids jumping (illegally) off the bridge as they don’t seem to realise there are concrete blocks under the water. Locals are also cheesed off with motorised skidoo riders bothering the whales off the coast and they’re hoping the whales take their revenge…
