Lewisville. WORKFORCE TRAINING Training Assistance Program

Funding for training new and incumbent employees can be coordinated through the Skills Development Fund (SDF) of the Texas Workforce Commission. The Texas Workforce Commission has allocated $90 Million in Skills Development Funds to support high quality, customized training projects across the state. The Skills Development Fund (SDF) program assists businesses by financing the design and implementation of customized job training projects. This fund successfully merges business needs and local customized training opportunities into a winning formula to increase the skills levels and wages of the Texas workforce.

Program Requirements

The City of Lewisville can help facilitate the development of an eligible funding application for the SDF. To be considered for an SDF grant, the applicant must: • Partner with a public community or technical college, the Texas Engineering Extension Service, or a private, non-profit community-based organization in partnership with one of these institutions. • Be actively involved in the planning and design of the customized training project. • Pay wages to the employees who successfully complete the training program that are equal to or greater than the prevailing wage for the occupation in the local labor market. • Disclose any other state or federal grant funds sought or awarded for the proposed training project. • Sign an agreement with the grant applicant outlining each entity's roles and responsibilities in the training project, including reporting requirements related to trainee participation. • Provide equal employment opportunity documentation as well as information on the occupations for training, employment benefits, wages and social security numbers for trainees. • Use WorkinTexas.com to post openings for new workers trained under the project.

Use of Funding

A customized training program can be coordinated with the local public community or technical college administering the grant. Training can be conducted at the business location or at the campus of the partner institution for incumbent or new hire trainees. The average cost target for an SDF trainee is approximately $1,420, although the actual cost can be higher or lower. If the cost per trainee for a proposed project is higher than the average, an applicant may strengthen its proposal by including justification for the higher cost. Grants for a single business may be limited to $500,000. Tuition, curriculum development, instructor fees and training materials can be included; however, trainee wages, drug testing and certain travel costs and equipment purchases cannot be covered. Although, applicants may request a waiver and ask that the Executive Director consider the equipment request. Contracts are typically 12 months in duration.

Lewisville. INCENTIVES Tax Rebates or Abatements:

are utilized to reduce the municipal property tax liability for economically valuable Projects. The City of Lewisville will consider use of a Tax Rebate for both firm based and development based incentives on a case by case basis according to the merits of each Project, including new jobs, average salary, total payroll, and capital investment. If utilized, Tax Rebates are subject to a maximum term of 10 years, cannot be applied to existing value, and the value of land. Projects requesting a Tax Rebate are evaluated based on the increase in assessed value over the base year value of property.

Grants:

Under Texas Local Government Code Chapter 380, the City of Lewisville is authorized to provide grants or loans of funds to stimulate investment. Because the City of Lewisville OED is funded primarily from General Fund revenues, the potential for cash driven incentives is limited. Incentives of this type are considered for focus area Projects, often on a reimbursement basis. This encompasses requests regarding construction costs, infrastructure, inventory tax, sales tax and fees.

State and Federal Incentive Support:

The City actively supports incentive requests made to other government entities having jurisdiction in Lewisville. While the City will partner with these Projects for support, and where requested, may elect to provide administrative or financial support to these applications. The City is not responsible for ultimate decisions to grant incentives by other governmental bodies. Such programs include: • Texas Enterprise Zone Fund • Foreign Trade Zones • Requests for rebates of state or federal taxes, fees, or impositions

Special Financing Initiatives:

The City of Lewisville, as other municipalities in Texas, has the capability of leveraging certain tax tools such as low or no interest loans, revenue bonds or sales tax increments. Utilization of these types of incentives is a time consuming process with substantive public involvement required, and as such, would be reserved for Projects of the highest caliber. Applicants that intend to request these types of incentives should submit a narrative Project plan to the City of Lewisville EDO.

Brownfields Redevelopment Program:

The City of Lewisville may fund Phase I and II Environmental Site Assessments for qualifying projects with the use of EPA grant funds. Certain projects could qualify for additional tax incentives based on the cost of clean up or potential economic impact of the project such as job creation or construction costs.

Utilities & Infrastructure:

A number of financing options are available to the City to assist with outlay associated with infrastructure and utilities. This type of incentive would be covered under Grant financing availability.

Expedited Permitting and Approvals:

Lewisville offers a one-stop-shop approach to permitting. The Lewisville Office of Economic Development and Planning will act as a facilitator for this project, ensuring expedited review and central staff contacts and oversight for the project.

Lewisville. PERMITTING & FEES One of Lewisville’s great strengths is its low permitting fees and speedy time to occupancy. For new construction, site plans can be approved in a matter of weeks. The estimated time to issue a building permit is 10 -20 working days from submission. When the City finds a project to be economically beneficial, Economic Development and Planning will provide a project coordinator to oversee the project. The City will do its best to expedite the review of permits in under 10 days. Lewisville. TOD IN OLD TOWN LEWISVILLE About the Old Town Lewisville TOD The Old Town TOD planning area comprises approximately 330 acres in the heart of Lewisville. At its core is a Denton County Transit Authority (DCTA) commuter rail station that will connect the City of Denton, in the north, to Downtown Dallas via connectivity with the Dallas Area Rapid Transit (DART) system. The TOD plan will utilize public investments to help spur private development and maximize grant funds based on buildable and realistic plans around the rail station. Lewisville has already been able to secure several million dollars in intergovernmental grants to implement public investment plans for civic an infrastructure improvements. Continuing this momentum into private development is key to successful implementation of the plan.

Connecting the Rail with Old Town Lewisville The vision of the Old Town TOD is to cohesively engage land-use and development around the Denton County Transportation Authority’s Old Town Lewisville Station. This station is the largest of the commuter rail stops in Lewisville, while creating an environment where residents can live, work, and play without sole reliance on a vehicle. Design considerations account for a phased approach that will enable development and redevelopment to occur in a way that buffers and screens incompatible uses.

I-35E CORRIDOR DEVELOPMENT PLAN About the I-35E Corridor in Lewisville Interstate 35E is a distinct 8 mile corridor through the City of Lewisville which is bounded by Lewisville Lake to the north and Highway 121 to the south. The Texas Department of Transportation is expanding the highway, providing Lewisville with a unique opportunity for redevelopment. In partnership with Parsons Bricknerhoff, an international planning and engineering firm, Lewisville is taking this unique opportunity to identify the potential of the corridor, including market analysis, and partner with the private sector to maximize the development potentials for properties along the corridor. The critical success factors for this plan include: • Creation of a corridor vision and policy that will guide development decisions along the corridor. • Identification and prioritization of market based redevelopment opportunities along the corridor. • Identification of opportunities to improve identity along the corridor, including signage, gateways and landmarks. • Design of community character improvements that enhance aesthetic appearance, address sustainability. • Achievement of public support to enable elected officials to endorse the plan.

Partnering with the Private Sector Stakeholders throughout Lewisville are vested in seeing the Corridor through to successful redevelopment.
