Forests and Disasters in

Southeast Asia Antipolo City, Rizal, Philippines 24-25 August 2016

Introduction This workshop builds on the collaborative International Seminar on the role of forests in natural disasters and revival of forests and forestry held in Sendai, Japan in February 2012, the pre-session seminar on Forests and Natural Disasters held prior to the 25th session of the Asia-Pacific Forestry Commission in Rotorua, New Zealand in November 2013, and the Workshop of Forests and Natural Disasters in Pacific in Fiji last July 2015. Objectives The goal of this workshop is to promote the importance of sustainable forest management to a wide range of stakeholders through supporting them to participate in, update existing and develop new international (including regional) mechanisms and instruments under the auspices of FAO. At the same time, it also contributes to FAO’s Strategic Objective S05: Increase the resilience of livelihoods to threats and crises through raising awareness and building capacities related to the use of trees and forests in mitigating the impacts of natural disasters in Southeast Asian countries. Specifically, the workshop aims to: (i) To share experiences in relation to the use of trees and forests to mitigate the impacts and reduce risks associated with hydrometeorological hazards (e.g. tropical cyclones, flash floods, landslides, droughts) in Southeast Asian countries; (ii) To increase technical and coordination capacities in mapping risk areas, designing tree and forest protection systems and preparing readiness and response plans as part of broader land-use planning; (iii) To obtain country inputs and recommendations into the design of an Asia-Pacific Regional Strategy on Forests and Natural Disasters. Expected Outcomes and Outputs Enhanced clarity and agreement on the design of an Asia-Pacific Regional Strategy on Forests and Natural Disasters. A final report from workshop will be produced. Target Participants The event will include around 25-30 participants, in particular forest policy makers, land use planners and disaster risk reduction and management (DRRM) practitioners from Southeast Asian countries as well as technical resource persons from other countries in Asia and the Pacific. Workshop Organization The workshop on forests and disasters in Southeast Asia will be organized in the Philippines by the Food and Agriculture Organization of the United Nations Regional Office for Asia-Pacific (FAO-RAP) and the Environmental Science for Social Change (ESSC) on 24-25 August 2016, in collaboration with the Department of Environment and Natural Resources (DENR).

Structure and Sessions The first day of the workshop will comprise technical presentations and country experiences sharing with open discussions. The second day will include discussions on methods and tools for mapping risk areas, designing tree and forest protection systems, and preparing readiness and response plans. The workshop will also seek the reaction of participants to the Roadmap for an Asia-Pacific Regional Strategy on Forests and Natural Disasters and provide inputs and recommendations for the development of a broader strategy. Following this structure, the following topics will be discussed: • Forests and Hydrometeorological Disasters (Typhoons, Floods, Landslides, Tsunamis, Storm Surges, Droughts) • Draft Roadmap for an Asia-Pacific Regional Strategy on Forests and Natural Disasters • Mapping hazard risk areas, designing tree and forest protection systems, and preparing readiness and response plans Country Participants Cambodia 1.
