PRESIDENT’S LETTER Earlier this year, the Colonial Pipeline, which delivers about 45% of the fuel to the Eastern Seaboard was shut down by a ransomware attack. The subsequent supply shortage resulted in gasoline prices peaking at $7/ gallon in some stations in Virginia. The national average climbed 7 cents to $3.04/gallon after the attack, the highest in seven years. In May 2021, a ransomware attack forced the shutdown of meat plants that process more than a fifth of the nation’s beef supply. Over the 4th of July weekend, another cyberattack (reportedly from Russia) hit hundreds of companies around the world, demanding $70 million in bitcoin for the data to be returned. The attack closed over 800 Swedish groceries stores when it shut down their cash register software. Whether it’s infrastructure, medical, food, power or just the ability to do business, hackers’ ability to interrupt critical pieces of the U.S. economy are clearly increasing is size, scope and frequency. The Economic Alliance itself was hit one week after Covid shut down our economy in March of 2020 with a ransom ware attack generated from Russia, according to our contacts at the FBI. Like most, we didn’t think it could happen to us, but working through that kind of interruption taught us that even if you think you’re protected, you may not be. Lessons learned through countless conversations with our IT consultant and the FBI included vigilance and continuing education both on malware prevention techniques and the human behavior side of the equation. EXXONMOBIL’S DIGITAL WATCHTOWER ON CYBERATTACKS

EXXONMOBIL BAYTOWN AREA CREATES A STRATEGY AND HAS EDUCATED THEIR STAFF TO HELP MAKE THE COMPANY’S ASSETS AND INFORMATION MORE SECURE With over 100 major cyberattacks reported in the United States in the first half of the year, including wellpublicized ransomware attacks on an American oil pipeline and an international beef supplier, the public is coming to understand how much cybersecurity can affect their everyday lives. In anticipation against this kind of disruption, ExxonMobil has spent years developing cyber resilience plans. The strategy is twofold. First, provide an effective shield against possible threats and security breaches. Second, maintain an effective plan to restore capacities should any disruption occur. Important to note, much of the risk comes from actors targeting employees with spam, phishing and malware. ExxonMobil has educated its employees in what we can do to make the company more secure – making sure people are aware that they themselves can be targets. Our industry is a critical supplier for the military, airlines, hospitals, and the public at large. They are expecting industry to be ready in the event of a cyberattack. ExxonMobil’s cyber business continuity plan includes protection to keep business running without core systems in the event of a major cyberattack. The technology used by hackers is constantly evolving and getting more sophisticated, and ExxonMobil uses resources carefully to stay a step ahead of them, yet still be ready if attacked. The key is to always fine-tune how to respond and recover as new technology emerges and cyber resiliency evolves.

As an international port in the most diverse city in the U.S., Port Houston has a duty to promote diversity, equity and inclusion as an employer, community partner and regional leader. Port Houston recently formalized its commitment by officially adopting a Diversity, Equity and Inclusion Position Statement:

Honoring the promise to do what is right within the organization, Port Houston announced the creation of a Business Equity Division. This division will lead our DEI efforts, with a focus on promoting equity and enhancing opportunity for all, both internally and externally. THESE ARE POSITIVE STEPS, BUT IS DEI REALLY THAT IMPORTANT FOR MOVING CARGO? In short, absolutely! “Diversity, equity and inclusion are not supplemental to our mission,” says Executive Director Roger Guenther, “they are vital to Port Houston’s present and future success.” Fairness in contracting was identified as an opportunity for improvement at the conclusion of a Disparity Study we contracted in 2020, but DEI is also a critical internal focus. Diversity in our workforce is a key component of honoring the communities we serve. It also fosters innovation. Embracing diverse perspectives leads to greater creativity, stronger decision-making and enhanced collaboration. One of Port Houston’s strategic goals is becoming “the best place to work.” Creating the right environment is a must to attract the specialized talent required by our multifaceted operations. A workplace culture that supports the success, psychological safety and professional confidence of every individual is the ultimate goal. Empowering every person to contribute fuels inclusion and belonging, while maximizing the value of diversity to strengthen an already dynamic team. The ability to pursue our mission as a team – across barriers of race, ethnicity, gender, age, etc. – may be in our nature, but it does not always come naturally. It takes the intentional effort of building impartiality and fairness into processes and programs. Creating and sustaining equitable business practices, both internally and externally, is the key to meaningful change. This will create a strong team, and the stronger our team is, the better we can continue to move cargo.

EXXONMOBIL’S DIGITAL WATCHTOWER ON CYBERATTACKS Equity prevents diversity from veering into tokenism and inclusion from dwindling into favoritism. For Port Houston, diversity means getting the right people around the table. Inclusion means giving them a voice. Equity means legitimizing and protecting it. SO HOW IS PORT HOUSTON DOING DEI? The work of DEI is never done, but we are doing several things to advance the culture of diversity, equity and inclusion at Port Houston. The big push began last summer with roundtable discussions, attended by 122 employees. In early 2021, Port Houston’s senior staff attended Inclusive Leadership training to pave the way for organizational training to come. We also adopted the new Minority- and Woman-Owned Business Enterprise Development (MWBE) Policy and the Amended Small Business Development (SBE) Policy with aggressive goals for participation. Finally, the creation of a formal DEI Plan has been set as an organizational priority for 2021, and an action team has been formed to tackle the task. Both internally and externally, DEI is more of a marathon than a sprint. It will be an ongoing process, a learning journey and a transformation in many ways. Port Houston has a tremendous opportunity to be an agent of positive change in our region and beyond, and we are grabbing that opportunity. It will be worth every ounce of effort to make our corner of the world a better place for generations to come.

The Partnership of Petrochemical Leaders (PPL) is a consortium of academic and industry partners within the LyondellBasell Center for Petrochemical, Energy, & Technology at San Jacinto College, providing a foundation for leadership excellence in the petrochemical and refining industries and related service companies. ACCELERATING ROBOTICS AT DEER PARK

PROGRESSING OUR DIGITAL TRANSFORMATION SHELL DEER PARK EMBRACES THE DIGITAL TRANSFORMATION BY USING ROBOTICS Throughout the world, businesses are embarking on digital transformation journeys and adopting disruptive, digital technologies in countless different ways to make work more productive and exciting while extracting measurable data and business value. Shell Deer Park has embraced the digital transformation with the use of industrial robotic applications. These applications range from fixed, fit-for-purpose physical machines that can perform high-volume, repetitive tasks to more mobile, autonomous vehicles that can move around to cover larger areas. Today’s robotics cover a broad range of autonomous mobile machines that can crawl (crawler robots), and fly (drones) to increase operational efficiency, asset reliability while reducing costs and improving safety. At Deer Park robots are used to detect anomalies that go unnoticed by the human eye and perform tasks to help augment human work and provide enhancements in workplace safety and productivity. Since 2017, Deer Park’s in-house drone program employs FAA-certified drone pilots to complete aerial surveys as part of the site’s maintenance, inspection and emergency response activities, including serving as a standby for the

Channel Industry Mutual Aid (CIMA) system in the greater Houston metropolitan area. The site also employs crawler robots in a myriad of maintenance activities to clean and inspect equipment, as well as fixed monitors to perform routine tasks including leak and gas detection augmenting the site’s daily monitoring rounds with additional insight. As technology continues to accelerate innovation, we continue to see robots and drones work alongside humans in our facility as a nimble, agile and versatile colleague to improve worker safety. In the world of digitalization, worker safety goes hand in hand with cyber security, where cyber threats can disrupt operations. Therefore, it is paramount to set up the right data architecture, privacy and security to establish sound data management policies and also protect intellectual property related to data captured through robotic programs. Deer Park’s robotics programs presents an opportunity to collect high quality data consistently and in real-time, increasing the amount of data and information we process every day to ensure the safe and stable operations of the facility while helping to improve the quality of life for people living in neighboring communities.

TASK TASK FORCEFORCE UPDATES UPDATES Economic Development Task Force The Economic Development Taskforce held two hybrid meetings in April and May at our office with guest speakers from the Greater Houston Partnerships Domestic and International Economic Development Teams. Our speakers provided the group with business attraction and expansion activities that are taking place across the Houston region and continued strategies to attract business to Houston both domestically and internationally.

The June 23rd meeting was held on site at Pro Citrus Network’s new refrigerated facility in the Cedar Port Industrial Park. Pro Citrus Network is a California-based company that serves major retailers with fresh produce. Attendees were able to see first-hand the company’s operations, meet staff/executives and network with Economic Alliance members.

The July 28th meeting will be held at the Economic Alliance with Bohler Engineering being the focused topic. Russell Carter will provide insight on the trends they are seeing in the Houston Port region and any exciting projects they have going on.

The taskforce continues to be a destination for project/investment dialogue in the Houston Port Region with participating cities and members sharing information. The Economic Alliance also presents a monthly Economic Development update. Come join us at 3pm on the last Wednesday of every month. Women in Alliance Committee Update The Women In Alliance committee has launched! We are so excited to have created a Women in Alliance Committee to support and organize the Women’s Leadership Luncheons once again this year. Unfortunately, due to Covid in 2020 we were unable to host any events. Moving forward the committee will plan 3 events each year. We look forward to hosting these events during the spring, summer, and fall. We hosted our first event on Wednesday, June 23 at Sylvan Beach Pavilion and are happy to announce that the event sold out and we had 350 people in attendance. The committee decided to feature a non-profit organization at the event, and they had the opportunity to share their story. Our next event is scheduled for October 13 and the planning has already begun. Business Growth Task Force The Business Growth Task Force continues to meet on the first Wednesday of each month. We have reinstated the member highlight presentation piece to the beginning of our meetings. This allows our members to share about their company with our members and answer any questions they may have. Committee members also have the opportunity to share business updates during our round table discussions. The committee was scheduled to host the Business Technology & Security Forum on May 20 but was cancelled due to potential weather conditions in the area. In Q3 the committee plans to host the State of Houston Sports event at the Sylvan Beach Pavilion on July 22. Discussion topics include covid impact on the Houston sports industry and what to expect next. In Q4 the Committee is planning to host its annual Industrial Procurement Forum on October 21 at the Pasadena Convention Center. Our keynote speaker will be Gary Piana with Chevron Phillips Chemical Company. TASK FORCE UPDATES Public Policy Task Force The 87th Texas Legislative Session concluded on May 31st. The Economic Alliance was successful on several of its’ priority issues during the session, including: Prioritizing the TXDoT I-10 San Jacinto River bridge project - Support letters and conversations from Senator Carol Alvarado and Representative Briscoe Cain Authorization of the Gulf Coast Protection District that will provide Texas with the agency necessary to oversee the O&M costs on the Ike Dike HB 2106 passage, which Representative Perez filed in Financial Crimes and addresses the state’s ability to prevent card skimmers from utilizing gas stations SB 900, filed by Senator Alvarado, provides improved safety regulations on above ground storage tanks utilized by the oil and gas and petrochemical industries On June 22nd, the Economic Alliance hosted a Board meeting at the San Jacinto Monument. In conjunction with the meeting, the EA hosted the Legislative Wrap Up that included eight of the regions state elected officials, including

AMANDA (MANDY) BAUCUM Marketing & Communications Director Amanda Baucum joined Economic Alliance as Marketing and Communications Director in late June 2021. In her role she will be the dedicated marketing and communications guru for in-house and external facing publications, social media, website, and everything in-between. Mandy spent the majority of her career in the O&G industry at Weatherford International, mostly in the Wireline division. She moved on to the transportation industry where she held the position of Marketing Manager at Kenco. The Covid pandemic changed her path and now she’s part of our team. She is excited to dig in deep, learn the industry and help in every way possible to create a stronger, safer and more profitable economy, with vast education elevation. Watch It.: Economic Alliance Recognized for Ongoing Outreach During COVID The Texas Economic Development Council (TEDC) has recognized the Economic Alliance Houston Port Region and Patti Bell, its Dream It. Do It. Southeast Texas program manager, for creating a replicable model for continuing workforce development outreach throughout the COVID-19 pandemic. Before COVID, Bell introduced students and career seekers to opportunities within the petrochemical manufacturing industry and the career matching tool PetrochemWorks.com at schools, conferences and career events. At the onset of COVID, she began recording sessions of various lengths and for different age groups and audiences, and created accompanying lesson plans other easily accessible and useable materials to support teachers conducting classes virtually or other industry outreach volunteers. The recordings have been used by schools and shown at CTE conferences, and reach an audience on YouTube. The Economic Alliance’s Patti Bell created a library of educational manufacturing career awareness videos and resources during the COVID pandemic. Airobotics Speaking at San Jacinto College EDGE Center The Economic Alliance Workforce Task Force partnered with San Jacinto College EDGE Center and Airobotics to provide our members with current information on how drones are used in industry and the programs to help prepare for FAA Part 107 Certification to operate drones. Some school districts in our area are preparing to offer this certification to their students. Tim Culp and Jeff Bricker with Airobotics had great information about their drones and how they use them in industry. Dr. Janis Fowler, Director Aerospace Education & Workforce Development with San Jacinto College gave an overview of programs available and facilitated a tour of the EDGE Center.

Shell & Pemex to Coordinate a Responsible Handover of Operations A letter to our community from Shell Deer Park: On May 24, 2021, Shell announced its plan to sell its interest in the Deer Park refinery to our joint venture partner, Pemex, pending regulatory approvals. Shell will continue to own and operate the co-located Deer Park Chemicals plant – just as Shell does today. We expect to complete the sale by the end of 2021, and once this occurs, Pemex will operate the refinery, and Shell will operate the chemicals plant. Transferring operatorship of the refinery to Pemex is a complex process that will take several months, and a key priority for both Shell and Pemex is to ensure a safe and responsible handover of operations for the refinery, with respect for our employees and the Deer Park community in which we operate, as well as our neighbors in Pasadena and La Porte. Activities to make this transition a reality by the end of this year are currently underway, to ensure both the refinery and chemicals plant can continue safe operations under their respective owners. This includes structuring clear emergency response plans for each business and ensuring staff are available to support each of the facilities. Many of the systems and processes in use at the Deer Park site today will still be in place going forward as the site becomes a home for both companies. I know many in the community are eager to meet with Pemex and learn more about their company and vision for the Deer Park refinery. As our valued joint venture partner for nearly 30 years, they are familiar with the topics of interest and concern within the community and will join us at varying community meetings as we get closer to finalizing the sale in the latter part of 2021. For now, it’s important to recognize that Shell remains the operator of both the refinery and chemicals plant until the deal completes, and we are committed to providing the same level of communication about ongoing operations that our community has come to know and expect.

Houston Methodist Baytown Hospital Since its founding in 1948, Houston Methodist Baytown Hospital has constantly evolved to meet the needs of the rapidly growing Baytown area. The hospital launched a comprehensive facilities master plan in 2017 that includes numerous construction and renovation projects, including an expanded, state-ofthe-art emergency room, a technologically advanced outpatient center, expanded Houston Methodist Cancer Center at Baytown facility, new operating rooms and medical-surgical units. The plan includes a five-story patient tower, scheduled to open in 2023. The tower will expand the hospital’s bed capacity and include a new pharmacy, intensive care unit, dialysis unit and other needed infrastructure that will allow Houston Methodist Baytown Hospital to provide excellence in health care and services to the community it serves for decades to come.

ABC Greater Houston Associated Builders and Contractors of Greater Houston Receives Grant for Diversity & Inclusion Associated Builders and Contractors (ABC) of Greater Houston, an association representing the interests of merit shop contractors and their employees, is pleased to announce it has received a $10,000 matching grant from National Associated Builders and Contractors (NABC) to enhance its Diversity & Inclusion outreach activities for 2021-2022. Hamley’s construction industry career started in 1982 when he started as a project manager for high-rise commercial projects. Chevron Phillips Chemical - Construction to support 600 contractor jobs, 50-plus full-time roles Chevron Phillips Chemical today broke ground on a new world-scale unit for on-purpose 1-hexene in Old Ocean, Texas, near its Sweeny facility. With a capacity of 266 KTA, the new asset grows the company’s total U.S. 1-hexene capacity to 650 KTA at a time of rising customer demand. 1-hexene is central to manufacturing high-performance plastic products. The project will harness Chevron Phillips Chemical’s proprietary, on-purpose 1-hexene technology, which produces exceptional purity comonomer grade 1-hexene from ethylene. Construction is expected to commence during the third quarter of 2021, with project startup in 2023, and is expected to involve 600 construction jobs at its peak. Once operational, the project will support more than 50 full-time positions.

City of Deer Park During the May 1, 2021 General and Special Elections, City of Deer Park voters approved the issuance of four General Obligation bonds to support drainage improvements ($19.5 million), the construction of new Fire Department facilities including a new Fire Station #1, Fire Station #2 and a training room ($16.9 million), the construction of streets and associated sidewalks ($7.2 million) and the construction of a new Jimmy Burke Activity Center, which will include a visitor center and museum ($22.3 million).

More Double-digit Growth for Port Houston Port Houston sees another record month with containers leading the way. This June was the highest June on record for containers at Port Houston, with a total of 292,627 TEUs. June was also the best month ever at Port Houston for loaded imports, with 139,488 TEUs. Total June container numbers showed a 39% increase over last year, with 292,627 TEUs in 2021 compared to last year’s 210,932 TEU count for the same month. Yearto-date Port Houston has recorded 1,607,793 TEUs, a 13% increase over last year. Total tonnage is up 7% this month and 2% year-to-date. Steel and auto volumes dipped this month, however, year to date is still positive, at a 3% increase in steel and 44% increase in autos compared to 2020. Page 2 of 2 Consumer spending is up and that trend is likely to continue. “Houston is a growth market and at Port Houston we’re poised and ready for continued growth. As an operating port, we are here to meet the changing needs of vessels and businesses and continue adding new services and additional capacity to move the world and drive regional prosperity,” said Roger Guenther, Executive Director at Port Houston.


With growth on the horizon, Port Houston is focused on building infrastructure. This month, Port Houston received the renewal of the Bayport Terminal permit by the U.S. Army Corps of Engineers. This gives Port Houston construction authorization for the Bayport Terminal for the next five years and allows Port Houston to move forward with its master plan for the construction and buildout of the terminal, which includes completing Wharf 6, Container Yard 2, and other projects. The original permit was issued in 2004 and this is the second renewal.
