Fighting impunity of transnational child sex offenders. What is the impact of the Belgian extraterritorial legislation?

ECPAT Belgium recently published a study called: ÂŤ Fighting impunity of transnational child sex offenders. What is the impact of the Belgian extraterritorial legislation? Âť.

Since 1995, Belgium has adopted extraterritorial legislation to facilitate the prosecution of transnational child sex offenders living or passing through the Belgian territory.

Through 13 cases prosecuted in Belgium, we analyse the successes but also the challenges in the implementation of the law (poor data collection, difficulty to gather evidence on the crime, few/low convictions, almost no victim compensation, etc.). The need for more use of prevention mechanisms is also underlined (exchange of criminal records, passport cancellation, international cooperation, etc.). The study ends with a couple of recommendations to be implemented by the different stakeholders.
