A

n ordinance prescribing the fees and establishing policies for the operation, maintenance of a city-owned and operated crematorium is up for second reading on Tuesday at the City Council. This is in line with the establishment of the Davao City Crematorium, which is situated inside Wireless Cemetery and will be operational soon. The crematorium aims to serve as a facility for the public who opt to avail the said service. Based on documents shared to Edge Davao, the ordinance was endorsed to the Committee on Finance, Ways and Means and Appropriations chaired by Councilor Danilo Dayanghirang last November 12, 2020 by the Office of the Secretary to the Sang-

guniang Panlungsod after its first reading last November 17, 2020. Section 4 of the said ordinance states the imposition for cremation service fee: adult-P20,000; youth (12 to 18 years old)-P15,000; children below 12 years old-P10,000; cremations of bones/remains-P10,000; and infant-P7,500; cremation permit P100. For those who want to avail the service need to submit the following documents to the crematorium administrator upon application

for cremation: duly accomplished cremation schedule form, death certificate, cremation permit, and official receipt evidencing payment of necessary fees. Section 5 of the proposed ordinance states in cases where the cause of death is Covid-19, they shall be exempted from payment of the abovementioned fees. On the other hand, the said city crematorium can house two cremation machines but the city is setting up only one unit and would add another machine in the future when the need arises. It can be recalled that in May this year, Mayor Sara Duterte-Carpio ordered for the building of a city-owned crematory after seeing challenges experienced by three private crematoria that in-

n 11 megawatt-power plant is nearing completion in the City of Mati that is seen to answer the woes of consumers affected by frequent power outages experienced in Davao Oriental in recent months. It was in 2017 when the Supreme Power Corporation (SPC) started their diesel bunker-fired power plant project in Barangay Dawan. It took them a long time for the conversion of their plant site from residential/agricultural to industrial classification. The construction of the power plant only started in 2019 and has a budget of P1.1B comprising of three 3.68 MW Wartsila Engine Model 8L32 for a total power output of 11 MW and other special equipment from Finland and India. According to SPC Electrical Engineer Leovino Alcaraz Jr, the power plant can provide immediate electricity when City of Mati urgently needs it. He assured the electricity voltage is completely stable to preserve appliances like refrigerator, air condition, electric fans, and others. To meet environmental requirements, SPC uses Desulfurizer Scrubbers which cost millions to spray caustic soda solution or equivalent chemical to the outgoing exhaust gas. This is to ensure that no harmful fumes come out of the plant and reach the surrounding areas. “This power plant is specialized if we need urgent power. This will also help Mati City together with the Province of Davao Oriental on its constituents in boosting economy and industrialization,” Engr Alcaraz Jr said. In light of the frequent brownouts in the city, Engr. Alcaraz said the power plant in SPC will serve as big help to lessen the problems of power outage. “This project is in partnership with Davao Oriental Electric Cooperative or DORECO. The power plant in Dawan is expected to be completed by March 2021. The SPC however emphasized that the plant might not be fully operational by then because of the delay of the special equipment from India. “Naay chance nga dili pa full operation karong March (2021) kay gikan pa sa India ang uban nga equipment particularly sa electrical controls unya ma-delay siya because of the COVID-19 pandemic,” Engr. Garinganao said. Once fully operational, the SPC electricity rate would depend on the existing rate of the Davao Oriental Electric Cooperative or DORECO plus the rate impact of the diesel bunker-fired power plant at P1/kWh. According to DORECO, as of November 2020, their residential electricity rate after VAT is at P9/ kWh. Supreme Power Corporation is a corporation owned by local investors from Mindanao mostly from Region 12 or the SOCSKSARGEN area. The company was endorsed by the Department of Energy last April 2013 to engage in a business of developing and operating conventional and renewable energy resources, sell electricity, act as wholesale and retail electricity supplier and engage in operational of power plants. SPC’s first project was in Koronadal City. They also have ongoing projects in Bohol and Tarlac.

MinDA, partners convene to address CenMin flooding

he Mindanao Development Authority (MinDA) and North Cotabato provincial government hosted here Friday the 4th Mindanao River Basin Management Council (MRBMC) to further discuss the preparations against severe flooding incidents in the province and the rest of Central Mindanao. MinDA Sec. Emmanuel Piñol said the forum gathered all government agencies to review the implementation of flood-control projects throughout Mindanao, particularly the Central Mindanao region. Among those in attendance were MRMBMC Chairman Orlando B. Cardinal Quevedo, OMI; MinDA Chair Sec. Emmanuel F. Piñol; Governor Nancy A. Catamco; provincial mayors and other stakeholders, among others. “We will fuse all inputs of each agency to put up viable initiatives that would deter any untoward flash floods that would displace thousands of families,” he said. "It would also be the basis in crafting a wider perspective and partnership with other relevant sectors such as the Mindanao Water Supply and Conservation Program," he added. The agencies included the Department of Public Works and Highways (DPWH), Department of Environment and Natural Resources; Department of Agriculture; and the Disaster Risk Reduction and Management Office.

Piñol said that an Israeli entity has also been tapped to provide a satellite generated map of major rivers and its tributaries to ensure a long-term flood control master plan. “We should learn a lesson in Luzon that was recently hit by unexpected flash floods due to deforestations and shallow rivers,” he said. Piñol said a research plan would also be initiated to productively use huge carpets of water hyacinths clogging waterways downstream during inclement weather conditions that could be used to create alternative livelihoods for low-lying communities. Meanwhile, Catamco expressed support for the project, which she said would help save lives and properties to counter natural calamities brought by climate change. “All of us must be ready; thus, the government has stepped up measures to ensure the safety of everyone during natural disasters,” she said. North Cotabato province has several areas oftentimes affected by severe flood occurrences during the rainy season, particularly the towns of Pikit, Alamada, and Kabacan. The Liguasan Marsh, a vast wetland encompassing the three provinces of North Cotabato, Maguindanao, and Sultan Kudarat, also serves as a “catch basin” of floodwaters from the Agusan and Kabacan rivers traversing the Central Mindanao area. DOST: Trial results of VCO as Covid-19 treatment to be released next month

he Department of Science and Technology on Friday said it will release the results of the community arm of its virgin coconut oil (VCO) study in Laguna. “The community-based study in Sta. Rosa is already finished and they are analyzing the data now. And we’ll subsequently present it in another forum sometime next month,” Dr. Jaime Montoya, executive director of DOST-Philippine Council for Health Research and Development, said during a virtual briefing. Montoya said he did not want to preempt the announcement. The community arm of the VCO trial was done in Sta. Rosa, Laguna. The DOST earlier said this involved participants who are probable and asymptomatic COVID-19 cases. The study was facilitate by the Food and Nutrition Research Institute, which served VCO with food as a form of supplement or adjuvant med-

icine for the participants. The hospital arm of the VCO study involving patients with severe COVID-19 is being done at the Philippine General Hospital (PGH). “For the PGH study, which involves moderately symptomatic cases of COVID-19 with hospitalization, the recruitment of patients are still ongoing. And we expect the study to finish sometime next year around 1st quarter of next year,” Montoya said. Another DOST-funded study is one on melatonin, which was already greenlighted by the Food and Drug Administration (FDA). “They have recently started in 3 hospital sites,” he said, enumerating the Manila Doctors Hospital, the Dr. Jose N. Rodriguez Memorial Hospital, and the Medical City. Back in June, the DOST said it allotted P9.8 million for the melatonin clinical trials. It is also being used as supplementary treatment for COVID-19 patients.

Davao City plans ‘aggressive’ virus tests in high-risk brgys.

“A

ggressive community testing” may start in the city’s high-risk barangays on Dec. 1 in a bid to control the transmission of coronavirus disease (COVID-19), according to Dr. Ashley Lopez, focal person for COVID-19 of the Department of Health in the city. Lopez said in a text message on Friday that the local government was finalizing details of the community testing, but added health authorities target to test all close contacts of the confirmed cases. “We will base our target on the contact-tracing… we’re still determining areas with cases, prioritizing high-risk barangays in the last 14 days,” he said. In a separate interview over Davao City Disaster Radio (DCDR 87.5), Lopez said the close contacts don’t need to go to the Southern Philippines Medical Center (SPMC) to get tested as the local government will establish various testing sites in identified communities. He added the implementation will be done in cooperation with the barangays. He said barangay gymnasiums or other areas that can

accommodate large number of people can be converted into community testing centers. He clarified that not all residents of a high-risk barangay will be swabbed but only those who had direct contact with a confirmed case. He said testing will be based on the “line list,” which contains the names of the first generation (F1) or close contacts of confirmed cases. Lopez added they will accommodate even individuals who would volunteer for the reverse transcription-polymerase chain reaction (RTPCR) test. During the Coordinated Operations to Defeat Epidemic (CODE) team meeting in the city last Nov. 18, Dr. Alethea De Guzman of the DOH-Epidemiology Bureau said most of the cases during the first half of November came from 34 areas. he Bureau of Immigration is seeing an uptick in foreign departures compared to arrivals in the country as the coronavirus disease (COVID-19) pandemic continues. In a public press briefing, Immigration spokesperson Dana Sandoval said there was an "exodus" of foreigners leaving the country, with around 2 million departures for the year, adding that this may have an effect on the country's economy by year-end. This is higher compared to the 1.5 million arrivals tallied by the office, a trend Immigration sees happening until the end of the year as travel restrictions remain in place. "This has a bigger effect dahil for the past few years upward ang trend ng foreign arrivals following the efforts ng DOT, malaki ang magiging impact nito sa ating ekonomiya," Sandoval said. (The trend of foreign arrivals have been upward for the past few years following DOT's (Department of Tourism) efforts. This will have a big impact on our economy.) The tourism industry was paralyzed for months earlier this year when government implemented lockdown restric-

tions to limit movement as it sought to contain the COVID-19 spread. Several tourist spots have since reopened as quarantine restrictions eased, but they are limited to local tourists. The government this week said it was allowing the entry of Filipinos' foreign spouses and their children starting December 7. It also permitted entry of former Filipino citizens, including their spouses and children, according to a pandemic task force resolution released Friday. The travelers are allowed visa-free entry. However, they are required to pre-book a quarantine facility and COVID-19 test, Presidential Spokesperson Harry Roque said in a statement. The official said the move would allow families to reunite come Christmas time, reminding foreigners traveling to the Philippines to follow health protocols. Sandoval clarified that these will only cover those who will be coming from countries with visa-free access to the country. The rest will have to secure visas before departure to the Philippines, along with other needed travel documents amid the pandemic.

Project Karinderya helps vulnerable business, families amid pandemic

ighteen foundations and non-governmental organizations (NGOs) have been helping micro enterprises, particularly owners of food stalls or ‘karinderya’, to restart their businesses as well as urban poor communities, through Project Karinderya.

The project distributes meals to poor families through food stall owners. This has also helped micro enterprises to continue their businesses amid the pandemic. Every participating karinderya has to serve meals to 20 families in their community for 30 days. These families receive vouchers that they will use to claim meals from participating karinderya. Hinatuan Mining’s version of a ‘Miyawaki’ forest

M

iyawaki is a technique, pioneered by Japanese botanist Akira Miyawaki, on how to grow plants and build forests 10 times faster. The concept is gaining consideration all over the world now that companies and institutions are being marked by society on how they address environment-conservation issues. For mining companies, the big challenge has always been growing trees in lateritic soil that are deficient in nutrients. While the Miyawaki Method is building forests on barren lands which is called ‘afforestation’, miners rehabilitate and strive to build forests on mineralized soil, which is called ‘reforestation’. According to HMC’s environment manager, Forrester Manuel A. Torres, the traditional approach of reforestation requires systematic spacing between crops and trees consistent with the ‘carrying capacity’ principle of ecology – where only a certain number of seedling can be accommodated per hectare of land. Opposite to that, the Miyawaki approach is dependent on natural regeneration with the main goal to achieve a

more natural forest-like vibe with grasses, shrubs, and multiple sub-species added to the main trees, all randomly thrown together without specific patterns based on the principle of native planting. “The traditional methods used by miners and the Miyawaki principle may differ in some of its planting strategies but the results yield the same kind of natural forest stand,” explains Torres. “I have not heard of Miyawaki before we started the rehabilitation at Eastern 1. We simply called our program ‘high-density planting strategy’, initially an experiment which turned out to have very similar goals to Miyawaki, which is to get the target area greener and leafier in half the expected time. HMC started with picking out good provenance forest tree seedlings mixed them with fast-growing and indigenous forest tree seedlings that are naturally occurring in the area, and applied careful maintenance and tending practices to ensure quality growth in a short fragment of time. As soon as the vegetation renders its microclimate, the
