n official of the Regional Epidemiology and Surveillance Unit (RESU) for Central Health Dvelopment-Davao (CHDDavao) lamented the apparent disregard by some Dabawenyos of various ordinances and restrictions implemented to curtail the spread of Covid-19. “I would like to look at restrictions. These are the list of things na i-remind ta na dili nato buhaton. It is more important how follow these restrictions. We have a challenge of enforcement and implementation kay alangan bantayan ta nila 24/7

kung unsa atong ginabuhat,” said Dr. Cleo Fe Tabada, medical officer of RESU of CHDDavao. Tabada said these restrictions are enough, however, must also include Dabawenyos’ commitment to follow.

avao City Water District’s SM Lanang Premier and Felcris Centrale collection centers are open on December 8, 2020 despite this day’s declaration as a special (non-working) day in observance of the Feast of the Immaculate Conception of Mary. SM Lanang Premier collection center is open from 10:00 AM to 6:00 PM while Felcris Centrale collection center is open from 9:00 AM to 5:00 PM. The due date for water bill payment in Zone 11 remains as scheduled. All paying customers are reminded to follow the Davao City Government’s guidelines based on Executive Order No. 62 as well as the respective malls’ entry and safety regulations. Customers are advised to bring a copy of their water bill for faster transaction.

On the other hand, DCWD’s Matina office and Bajada and Toril sub-offices are closed on said holiday and their regular operations will resume on December 9, 2020. DCWD’s NCCC-VP Mall collection center remains closed until further notice. The DCWD management assures the general public that the operations of its technical departments and 24/7 call center will not be disrupted to ensure continuous water service and offsite customer support service. “The restrictions are based on science and the recommendations of the Department Of Health and partners sectors so that we can curtail the transmissions. Are these enough? Yes, these are enough if everybody follows. Naa man gud mi nakit-an na pulis lang bantayan sa mga tao, kataw-an pa. Like kung naay pulis, isuot, paghawa sa pulis, ibaba unya mangatawa. This is a sad situation that we are seeing,” Tabada said. According to her, the city government of Davao has been efficient in coming up a

lot of restrictions which are beneficial to the public. “We’ve started out for the changes in the quarantine protocols. Duna na gi-institute ang siyudad na curfew, liquor ban, and ordinances how to use a face mask and a face shield and distancing. The barangays are also active sa pag tan-aw kung kinsa sa community ang nagtapok because we noticed that clustering has also increased. In general, daghan ta ug kaso,” she said. ssistant Secretary Alexa Danielle C. Dayanghirang of Davao City has called on the youths in Mindanao to unite for nation-building instead of taking up arms against the government. ASEC Dayanghirang made the call in an official statement she issued after taking her oath of office as the newly-apponted National Youth Commission (NYC) commissioner representing Mindanao before Davao City Mayor Sara Z. Duterte-Carpio last week. Pres. Rodrigo R. Duterte appointed Ms Dayanghirang NYC commissioner representing Mindanao for three years, vice Earl P. Saavedra last November 24. Danielle is a daughter of Councilor Danilo C. Dayanghirang. She is a barangay kagawad of Buhangin; taking up law upon completion of a masteral course in governance. Following is her statement:

“I call on the youth from all over Mindanao to unite for nation-building. We are the future of the nation and the hope of our fatherland. This is the readiest time our government needs us, let us be a good steward by not taking arms against this administration.” “Our island is so much blessed with its natural resources that it only takes the youth to play as the evolver of social, economic, political and cultural transformation and the driving force for change. As the famous truism states, if not us who? If not now, when? We are the ultimate social actors of change and process. Together, let us rally behind constructive process of nation-building through social cohesion, economic prosperity and political stability in an inclusive and democratic way.” (With reports from Daisy Encabo of the Dayanghirang Team)

76 Covid-19 cases recorded in Davao City Jail -- BJMP

T

he Davao City Jail has recorded at least 76 cases of COVID-19, the Bureau of Jail Management and Penology said Friday. The tally includes 68 inmates and 8 personnel, said BJMP-Davao Jail Insp. Edo Lobenia. All of them are at an isolation facility inside the jail and most have not developed symptoms, he said in a public briefing. The Davao City Jail first confirmed 8 COVID-19 cases last Nov. 21, Lobenia said. Before this, the facility was coronavirus-free for 9 months, which authorities used to prepare isolation areas and train

personnel, he said. “Rest assured, we are on top of the situation. Nasa mabuting kalagayan po ang ating mga kapatid sa bilangguan,” said Lobenia. Inmates' activities are suspended and they are barred from receiving visitors in person, using video conferencing instead to communicate with loved ones, he said. Davao City has tallied 1,070 coronavirus cases in the last 2 weeks, according to the Department of Health. The city will remain under general community quarantine, the third strictest of 4 quarantine levels, until the end of the year.

he Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has started shifting to e-governance, with the Ministry of the Interior and Local Government (MILG) piloting it, an official said Friday. Lawyer Naguib Sinarimbo, MILG minister, said the BARMM will soon help the region’s local government units (LGUs) switch their office transactions to digital, thus reducing face-to-face proceedings. Sinarimbo said efforts towards the development of e-governance has the

support of the United Nations Development Program (UNDP). In a Facebook post, Sinarimbo said Bangladesh was one country that was “successful in e-governance by leaps and bounds, from being an impoverished nation in the early through the late 1970s.” MILG-BARMM middle-level managers attended the three-day workshop on e-governance in Davao City to commence the shift to e-governance. lose to 30,000 lumad families will receive Pahalipay sa Pasko gift packs from the city government of Davao, City Social Welfare and Development Office (CSWDO) head Atty. Marlisa Gallo said. “…30,000 ka pamilya… ingon ana ka daghan among giandam para sa mga lumad (We have prepared 30,000 gift packs),” she said. The distribution started on Thursday, December 3, in two sitios in Barangay Mal-

abog and some beneficiaries in Barangay Paquibato Proper also began receiving the annual city government Christmas packages on Friday, December 4. The rest of the recipient families from the other ba-

rangays will also have their turn as the distribution will continue until December 16. She said district social workers are manning the distribution and being assisted by barangay captains and soldiers. Gallo, who also guested at the Davao City Disaster Radio recently, said, “Bisan pa sa pandemya naa gihapon tay gamay nga selebrasyon o pinaskuhan para sa atong mga kaigsoonang lumad.

Dili lang nato sila ipalugson diri kay wala naman pud tay programa unya dili jud pwede mag tapok-tapok (We still have something to celebrate and we are still giving Christmas gifts to our lumad brothers and sisters amid the pandemic. or many of those who crisscross the streets and those who ply the main throroughfares of Davao City, the colourful 'parols' or the ornamental star-like Christmas lanterns, may just symbolize that the joyous season of Christmas is in the air. The 'parol' also means that even with the onslaught of the Coronavirus Disease 2019 (Covid 19) pandemic that has the world grappling with its devastating economic and health effects, Christmas has not lost its spirit among the people who rejoice in the celebration of the birth of the Lord Jesus Christ. In spite of the hardship, merrymaking in this time of Covid-19 still finds its way in the hearts of everyone even just by looking at the 'parol' of different colors that adorn the streetlamps of this city. But for those whose hands meticulously crafted every parol that hangs on the long stretches of lamposts here in Davao City, considered to be the leading growth center in this part of the country, each of them has a story to tell, each of them hinges their hope for a future that can be bright once and for all in the lanterns that they make. Yes, for these star-like lanterns are made by the hands of Persons Deprived of Liberty (PDL) or whom we mostly call as inmates or know as prisoners at the Bureau of Jail Management and Penology-Davao City Jail. According to Maj. Carlos Lanzuela, warden of the Davao City Jail-Annex Section, the Davao City government has commissioned the PDLs at the jail to make at least of those 500 lanterns. Lanzuela said the inmates earn from the project as they are paid at least P150 for each parol that they make. "We have the elder ones

who are already experts in making the parols do the work so they could also earn something," Lanzuela said, adding that the inmates had also done similar projects with the city government in the past. The jail warden also pointed out how the inmates keep what they earn but most of them send them to their families back home especially that it is the Christmas season. Aside from parol-making, the inmates also make plant stands and bamboo 'alkansiya' that they sell to interested parties and individuals. The plant stands are in the in-thing these days for those who are into plants during the pandemic. These PDLs at the Davao City jail are actually awaiting for the ultimate decision of the courts, either their cases are finally dismissed or that they be convicted of their corresponding charges and that they be transferred to the Davao Penal Colony where they will serve their sentence. That is why in every parol they make, the PDLs are also hoping deep in their hearts that they would spend Christmas with their families. They may have to pay for the infractions they committed against society, but human as they are, they still hope for their families that they could embrace with joy in this season. So, just remember each star-like Christmas lantern that beautifully dots this city's streetlamps, it comes with hope if not for. better life but the least they could long for is to be with their families in this season. Perhaps, these PDLs could also be proudly pointing to their children and grandchildren---- 'I made that 'Parol of Hope'. (contributed)

n economist forecasts further deceleration of domestic liquidity (M3) growth in the coming months partly due to the Bangko Sentral ng Pilipinas’ (BSP) excess liquidity siphoning activities. Preliminary data released by the central bank Thursday showed a slower M3 growth last October at 11.8 percent from the revised 12.2 percent

in the previous month. “Slower M3 growth in recent months may have partly reflected some of the recent slowdown in loan growth (the

Ricafort expects this trend to continue as markets anticipate a possible easing measure

after the meeting of the Monetary Board (MB) on Dec. 17 through a cut in banks’ reserve requirement ratio (RRR). The measure is apart from the auction of weekly term deposit facility (TDF) and BSP securities facilities that help siphon off excess liquidity in the system, he said. Ricafort said a one percentage point reduction in

big banks’ RRR is equivalent to around PHP100 billion worth of liquidity that will be released into the economy which would increase domestic liquidity. “The economy still needs all the support measures that it could get such as through further easing of monetary policy, which could still do the heavy lifting amid the lack of government funds for more fiscal/economic stimulus measures, in an effort to further bring down borrowing costs to help spur/encourage greater demand for loans that lead to more investments, jobs, and other business/economic activities, thereby improving economic recovery prospects,”

he said. Ricafort said the additional liquidity that a possible RRR cut might provide will be boosted by continued BSP purchases of government securities in the secondary market. “Increased government borrowings for 2020 and 2021, at least PHP3 trillion for each year in view of increased government spending especially for various Covid-19 programs and wider budget deficits, also in view of reduced government tax revenues brought about by Covid-19, could somewhat siphon off some of the excess liquidity from the financial system,” he added. Oil up as OPEC+ agrees on higher output in 2021

C

rude oil prices rose on Friday after OPEC+ countries agreed to ease oil cuts next year by more than market expectations. International benchmark Brent crude was trading at USD49.48 per barrel at 0647GMT, up 1.58 percent after closing Thursday at USD48.71 a barrel. American benchmark West Texas Intermediate was at USD46.23 per barrel at the same time, up 1.29 percent after ending the previous session at USD45.64 a barrel. Oil prices are heading towards USD50 per barrel after OPEC+ countries finally signed a hard-won deal.

The world’s largest oil producers — excluding the US, which is not a part of the deal — decided to boost production, contrary to the market expectation of a three-month extension to the current output cut deal. After a two-day postponement of meetings due to production rate differences between member countries, the group approved an incremental increase of 500,000 barrels per day (bpd) from January 2021 to balance oil markets struggling with a supply glut and weak demand. The total production cut will be brought down to 7.2 million bpd in January.

n IBM study showed top executives of Philippine-based firms will continue investing in digital technology in the next two years, accelerating their digital transformation amid the pandemic. In a virtual media roundtable Friday, IBM Philippines president and country general manager Aileen Judan Jiao said companies will continue to roll out digital transformation initiatives even if coronavirus dis-

ease 2019 (Covid-19) vaccines come out. “One out of two executives we interviewed, which is practically 51 percent to be exact, shared in the study that digital transformation is increasing

priority not only today but also for the next two years,” she said Jiao added businesses now realize the need for operational scalability and flexibility that can be addressed by investing in digital technology. “From a technology standpoint as well, many of them mentioned they will now prioritize cloud (computing) more than ever. This is a technology that allows you to do a dynamic delivery of your operations

without seeing physically all your servers right in front of you, but it’s going to be hybrid,” she said. Likewise, outlook for investments on artificial intelligence (AI), automation like robotics process automation, and cybersecurity is increasing. “People will continue to apply AI automation and other exponential technologies to make all their workflows happen in a very intelligent way,” Jiao said.

Compared to the same month a year ago, the debt swelled by P2.12 trillion or 26.8 percent.

Of the total outstanding debt, 28.4 percent were from foreign sources, while 71.6 percent were from local creditors, the Treasury added. On the apparent disregard by some Dabawenyos of various ordinances and restrictions implemented to curtail the spread of Covid-19. I would like to look at restrictions. These are the list of things na i-remind ta na dili nato buhaton. It is more important how follow these restrictions. We have a challenge of enforcement and implementation kay alangan bantayan ta nila 24/7 kung unsa atong ginabuhat. The restrictions are based on science and the recommendations of the Department of Health and partners sectors so that we can curtail the transmissions. Are these enough? Yes, these are enough if everybody follows. Naa man gud mi nakit-an na pulis lang bantayan sa mga tao, kataw-an pa. Like kung naay pulis, isuot, paghawa sa pulis, ibaba unya mangatawa. This is a sad situation that we are seeing.”

conducted, Tabada also cited people in the streets, malls, and other establishments have contributed to the increasing cases despite placing Davao City under general community quarantine (GCQ) status. “What are the factors? Tungod kay, partly, daghan ta ug ginabuhat to find our cases but it does not mean kung wala ta’y gihimo wala ta’y transmission. Kung taas ang cases buot pasabot taas ang transmission duna gyud infection and the reason is that daghan tao sa malls, streets, and establishments, this despite placing Davao City under GCQ. Even if restrictions are instituted, medyo galisod ta pa-impelement ani tungod kay people is around. Remember that when people are close together,it is the only way that the virus can jump from one person to the next. We have more cases, yes it’s because we are doing a lot of detection activities in Davao City or even other provinces,” she said. She said DOH 11 is trying to increase testing, increase the number of people doing the testing and the isolation facilities.

that standard health protocols will still be observed during the distribution and that all recipients will receive the gift packs regardless of their political affiliation. Gallo, replying to a question on the possibility the gift-giving will be politicized, said that although they are coordinating with the barangay captains, it’s the social workers on the ground who control the master list and the distribution. All lumad families, regardless of their political leanings, will receive the “Noche Buena” gift packs from the city. Christmas packages will also be given to indigents and other marginalized sectors in the form of grocery packs or gift certificates. Davao City Mayor Inday Sara Duterte earlier said that although Christmas activities are prohibited to prevent mass gathering in the wake of the coronavirus disease (COVID-19) pandemic, the annual gift-giving to vulnerable sectors will push through as scheduled.CIO
