Davao bikers oppose IATF’s mandatory wearing of face shield By MAYA M. PADILLO

sking cyclists to wear face shields on top of face masks while riding their bicycles could end up more fatal than Covid-19. Same goes for joggers in face shields and masks. On Friday, the Inter-agency Task Force for Emerging and Infectious Diseases (IATF-EID) announced that wearing of full face shield on top of face mask is now mandatory once people step outside their homes, including cyclists and joggers. This new mandate has faced opposition from members of cycling organizations in Davao City citing concerns like blurring one’s vision, higher risks of meeting road accidents, and difficulty of breathing. “Mas delikado siya tungod maharangan na niya ang peripheral vision nato na mao gamit nato bantay if walay side mirror ang bike,” said Anj Estrella of Davao Lady Bikers. The number of Dabawen-

yos cycling has risen during the Covid-19 pandemic. Not only that cycling is a good form of exercise and as an alternative mode of transportation, but it is one of the best ways to reduce the risk of transmission of the virus. Jayson Garrido Nierra of Davao Bikers Community said it is very dangerous for cyclists as acrylic face shield easily gets fogged. He also said it is difficult to use helmet and face shield at the same time unless there is someone to create a face mask and face shield in one. “My question is have the IATF tried to use face mask, helmet and face shield at the same time? Madali lang magsmudge ang plastic or acrylic

face shields causing blur or limiting my vision. I tried to use a face shield riding within our subdivision and from time to time I have to wipe it especially pag-umaambon and the need to adjust the face shield while pedaling because it causes glare and create blind spots,” Nierra said. Jace Santiago, also a member of Davao Bikers Community, is hopeful that the IATF will reconsider that the new guideline would do more harm than good. He also said face shields are not designed for riding because there is a tendency that they would be blown away by the wind that would be very dangerous for the cyclists. “To be honest it’s very frustrating for us cyclist. We understand that we have to follow protocols, like wearing face mask and social distancing, however wearing face shield while riding is very dangerous. Most of the time face shields

would become blurry and impair vision while riding. Lisod kaayo na mag bike na naay face shield prone kaaayo sa disgrasya,” he said. For Rosemarie Realino, a member of Davao Lady Bikers, said wearing a face shield could be more struggle for her who has astigmatism. “Musamot na kahanap akong panan-aw. Lisod na pod gane ihinga sa face mask kay paspas makahurot hangin,” she said. Allecs Denia, also a member of the said group, said bikers can use face shield when entering stores or offices. “Mag-faceshield sulod sa mall nga mag-lakaw-lakaw, maka lipong naman gani , ma-pandol naman gani ka. How much more kanang mag bike. Delikado kaayo ilang plano,” said Kim Garcia. Another member of Davao Lady Bikers Erika Navaja stressed full face shields while

biking may obstruct the biker’s (or runner’s) view. She said wearing of shades or visors is likely. Honey Zafra Robines said since cycling is a non-contact sport so she does not see the need to wear face shield while on the road. “Ang World Health Organization gani nag-ingon na it is not advisable to wear face mask when exercising kay mag-cause ug difficulty of breathing. Then here comes IATF guideline na mag-suot ug face shield while cycling. Affected gyud ang vision ana sa biker ug mag-cause na hinoon ug harm instead na makatabang. Magdala lang siguro ug face shield kay suoton niya inig dili na nakasakay sa bike like magkaon sa mga eatery, magsulod ug stores,” she added. Jay Domingo said wearing a face shield is somehow a burden for every cyclist and runners because whether they do

cycling and jogging for fun or for competition, both of these things requires every participant to exonerate strength. “Now when we do that, it puts us to a situation where we need oxygen to inhale. Now we all know that even when we walk having these face mask and face shield, it really blocks the oxygen to flow freely when we do the inhale and exhale cycle,” he said. Although they are not in favor of the new guideline, Domingo assured that the cycling community of Davao City will always abide to what the city government of Davao and the IATF require them to do. “For we all know what this pandemic caused us and it might be that these things that they require us to do, will help us to attain safety,” he said. Silyah Fontecha hopes that IATF will consult bike enthusiasts and do a dry run before implementing such guideline.

DTI 11, private sector urge MSMEs to assist in business recovery plan By MAYA M. PADILLO he regional office of the Department of Trade and Industry (DTI 11) together with UP-Mindanao School of Management, Department of Science and Technology 11 (DOST 11), and the USAID Science, Technology, Research, and Innovation for Development (USAID-STRIDE) have partnered to assist micro small medium enterprises (MSMEs) in their business recovery plan.

T

“In this time of pandemic, we have experienced a lot of challenges specifically for the micro small medium enterprise and one of the realization of the MSMEs is that we really need to innovate in times of uncertainties in the economic environment,” said Maria Belenda Ambi, regional director of DTI 11. Through Regional Inclusive Innovation Center Davao (RIIC) in Davao, which is a network of innovation agents that collaborate in order to commercialize market-oriented research and development outputs towards regional competitiveness, will help

MSMEs to address challenges in time of the pandemic. “We are looking at this as the opportunity to strengthen the networking among these stakeholders so that they can altogether support the plight of our MSMEs and even the large enterprises to be more innovative and more competitive to address the challenges and the gaps that they are encountering in their business processes and models and be able to compete in the global market and be resilient that is the most important,” Ambi said. Ambi said DTI 11 and its partners are urging the

MSMEs to innovate in doing business, market their products, get information, and negotiate with their counterparts and the buyers or even their suppliers. “Dito lang nila nakita ang value ng innovation and I think this is timely and one of our priorities is for MSMEs to be innovative and also this is part of the national government’s program for innovation for us to be more competitive and be able to adjust when there are ways in the economic environment,” she said. Thaddeus “Tanny” Acuna, assistant professor of the School of Management of UP-Mindanao, said one of the focused programs of RIIC is the innovation for business recovery. According to him, this program provides MSMEs assistance in preparation of their business recovery plan. “This time of the pandemic there are so many MSMEs heavily affected by the pandemic. During the lockdown the DOLE have reported that in Davao City there are about 11,000

eavy rains caused by the onslaught of Tropical Depression (TD) Vicky has caused flooding in several towns and cities in Caraga Region. The City Disaster and Risk Reduction Management Council (CDRRMC) here said it is also closely monitoring the water level at Agusan River. As of 2 p.m. Friday (Dec. 18), the water at Agusan River remains far from critical level, although disaster management officials said it is expected to change amid the reported flooding in nearby provinces, particularly in Agusan del Sur. The CDRRMC said it has already conducted a Pre-Disaster Risk Assessment (PDRA) on Friday afternoon to pre-

pare for emergency situations arising from the effects of TD Vicky. Rescue operations In Agusan del Sur, officials said rescue operations for residents in flooded areas are still ongoing in several towns as of posting time. “Most of the towns near the major rivers are affected by floods, specifically in the towns of San Francisco, Rosario, Bunawan, Prosperidad, and Talacogon,” Alfredo Plaza, the chief of information of the provincial government, told Philippine News Agency late Friday afternoon. Earlier in the day, Plaza said Gov. Santiago Cane ordered the activation of MDRRMOs in the province to provide emergency rescue operations,

even as officials called on the residents living along low-lying and flood-prone areas to head to safer grounds. “We have yet to determine the number of families affected. Right now, our priority is to rescue those who are affected by floods as water levels of major river systems here rise,” Plaza said. He said the provincial capitol in Patin-ay, Prosperidad town, is also hit by flooding. In San Francisco town, Agusan del Sur, Mayor Solomon Rufila ordered the suspension of all work in the public and private offices as floodwaters hit most of the major streets in the area. In Bunawan, Agusan del Sur, the local government requested school officials to

MSMEs either closed or temporarily stopped operations due to Covid-19. The RIIC initiated, hopefully, will help MSMEs develop business recovery plan. Since the program has recognized the contribution of the academe to be part of the ecosystem,” he said. Acuna said as one of the key partners and collaborators of the program, UP-Mindanao through School of Management program will provide assistance to the MSMEs in preparing their business recovery plan. “Initially, RIIC Davao has identified six qualified MSMEs to be the first enterprises that will be provided immediate assistance at sila po yung gagawan namin ng plan para mapadali at mapaayos ang recovery nila to the new normal,” Acuna said. The RIICs were established in four pilot areas across the country, including Davao, to link the government, the private sector, and the academe in order to steer regional innovation in a unified direction.

ealth Secretary Francisco Duque III said there is no favoritism in the government’s decisions to determine what candidate vaccine would be approved first. “Unang-una, wala tayong kinikilingan na bakuna rito, wala tayong mga favorites dito. Gaya ng sinabi ko, dadaan po ito sa talagang mahigpit na evaluation (First and foremost, we’re not siding on a specific vaccine, there are no favorites here. Like what I said, there is a strict evaluation),” he said in a virtual conference. Duque said all candidate vaccines are carefully evaluated by the Department of Science and Technology (DOST) Vaccine Expert Panel and the Single Joint Ethics Review Board. “Kung titignan niyo po, ang mga taong namumuno sa mga naturang regulatory bodies, sila ay mga taong of unassailable integrity, probity, and competence... Ang mga bumubuo ng ating vaccine expert review panel ay talagang mga experts (If you will look at the leaders of our regulatory bodies, they are persons of unassailable integrity, probity, and competence... The ones who make up out vaccine expert review panel are certainly experts),” he said. The clarification came amid allegations that Manila is favoring China’s Sinovac after an initial Pfizer deal that could have secured the country some 10 million doses at an earlier date did not push through.

But Duque maintained that the DOH acted with urgency in accordance with systems and protocols in place to avoid getting onerous deals as it continues negotiations with Pfizer. “Wala pong katotohanan na somebody dropped the ball. Ang katotohanan po diyan, patuloy ang ating negosasyon ngayon (There is no truth that somebody dropped the ball. The truth there is that the negotiation is ongoing,” he said, adding Manila is also in talks with different vaccine developers. He stood firm that while the DOH wants to expedite the process, it cannot cut corners. “We cannot be imprudent, we cannot be restless, we cannot be rushing things because we have to be very careful,” he said. Duque said the government must ensure the deal would not be “disadvantageous” to the government and the nation. “Maigi na po ‘yong nakakasiguro tayo dahil unang una buhay ng tao... Ang ating tuturukan (ay) malaking bilang, (It’s better that we’re sure because we are dealing with human life... We are expected to inoculate a huge number of people and) for the first time, this is going to be the biggest national immunization rollout so kinakailangan batay sa mga leksyon na natutunan natin (it needs to be based on the lessons we learned),” he added. 13-35 year-olds, main target of CPP-NPA recruitment

T

he CPP-NPA (Communist Party of the Philippines-New People’s Army)’s main target of recruitment are young people of age range 13-35 years old as found out by the 10th Civil Military Operation (CMO) Battalion of the 10th Infantry Division, Philippine Army. During the BIDA-Ambisyon Natin-ELCAC youth forum on Dec. 11, 10th CMO Battalion operations Officer, Captain Angelo M. Peralta, said that the youth are the most sought-after recruits by the rebellion because they are “open-minded, aggressive, adventurous, strong and physically fit”. “In its early days, most of the support came from the youth sector. Ito yung dapat nating ma-iwasan, kaya dapat nating malaman kung paano na re-recruit ang mga kabataan (This is what we need to avoid, that’s why we need to know how the youth are recruited),” he added. According to Peralta, the rebellion formed the Kabataang Makabayan for its youth members to stage peaceful rallies against the government; however, it turned to terroristic activities over the years and it became the major source of recruits of the NPA. He explained that the recruitment is a “deception process” that starts with the recruiter or spotter befriending a prospect and inviting them to join meetings, workshops, and seminars where they identify the prospect’s strength, weakness, and interest. From there, the recruit is encouraged to join different assemblies where they will

be brain-washed by exposing them to social issues to slowly agitate them, then basic lessons for activism and other related NPA teachings are introduced. The recruits will then become full-time activists, and among them are identified as potential candidate for the NPA. After becoming a candidate member, the recruits will receive basic military course, and basic mass integration and organizational activities while they perform higher tasks such as agitating during rallies and protests, and coordinating with schools. From there, they will officially become full-time members of the NPA, whereafter they can proceed to become full-time members of the CPP. For the CPP’s target of recruitment, the youth sector, it includes students, out-ofschool youths, young workers, young peasants, young teachers, young professionals, and all other major men and women who compose the majority of the population. The BIDA-Ambisyon Natin-ELCAC youth forum was a half-day youth forum organized by Philippine Information Agency (PIA) Davao del Norte and Provincial Information Communication and Knowledge Management Office (PICKMO) on December 11, 2020. It featured three learning sessions on BIDA Solusyon: BIDA Bastonero/Bastonera, The Filipino Ambisyon Natin: Matatag, Maginhawa at Panatag na Buhay by year 2040; and E.O. 70 Ending Local Communist Armed Conflict

NOCHE BUENA ON THE MERLGEN KITCHEN COUNTER

IN A SMALL HOUSE or big house with a family of two or four, who says the kitchen counter can’t be a good spot for Noche Buena?

More people are opting to maximize spaces in their homes. Everybody is into multi-tasking so it won’t come as a surprise that when it comes to choices on home design, spaces should be well planned and ready for various activities. Just like the multi-tasking lifestyle, the kitchen should function the same. In the past, the kitchen was strictly mom and the cook’s territory. Today, much has changed. Mom and pop wear the chef’s hat, lifestyle is busier and living spaces are getting more compact. It has evolved from a prep-and-cook area to a prep-cook-and-dine zone. It even serves beyond its main purpose as a place to cook and dine at any time of day (including sneaking for a snack at midnight). It has become the spot to bond, unwind, work or study. It’s the most used space in any home, and the most versatile. With that much use, a beautiful kitchen should be in order. A space where anyone can say, “I can live here.” Alongside beauty, efficiency and convenience should also be taken into account in designing one. Merlgen Euro Designs can create one for you. “Anyone who can wear the chef’s hat in the household has a say on the kitchen design. They come to Merlgen with a design in mind. They know what they want— colors, materials, cabinet placements. What we do is present our materials and our designers share their ideas on how to optimize the assigned space,” said Honeylet Lim, manager of Merlgen Euro Design. Merlgen’s collection of materials are updated regularly. On the selection board are natural wood like Red Oak, high-grade particle boards, laminates and quartz for countertops in an array of tones, and stainless steel hardware. The company makes sure that there is something on their stock that will satisfy the design requirements of the clients at the budget they want.

Lim said that among the collection the most popular choices are the natural wood designs in earth tones, which goes well with a wide range of interior paint colors. For countertops, modernists pick granite in dark tones while the more conventional opt for the lighter shades. For finishes, it’s a fair match between the matte and the glossy. Special moments can happen in a beautifully designed multifunctional kitchen, like the Noche Buena. And why not? The kitchen counter can be the new dining table where everything is within reach. It’s prep, cook and serve within arms length—and easier to clean up after a hearty meal. In this time of quarantine, if you’re up to having as hasslefree yet fun gathering over a special midnight meal to welcome Christmas and New Year’s day, why not spruce up the kitchen counter, light up a candle and raise your glasses? Dressing up is optional, you can come down in your PJs and robes. It’s the company that makes anything and everything special.

Just like the multi-tasking lifestyle, the kitchen should function the same. Todays kitchen is now a prep-cookand-dine zone.

The Merlgen Kitchen is convenient and systematic, convenient. Everything is within easy reach.

ducation officials have recommended several schools situated in the remote areas here for possible inclusion in the pilot face-to-face classes scheduled in January. Romelito Flores, Department of Education (DepEd)city division superintendent, said Friday they submitted to the DepEd-12 last week a list of local schools that may be able to conduct limited classroom instruction. Flores said these schools are situated in the city’s outskirts and considered among the low-risk areas for coronavirus disease 2019 (Covid-19). However, he said they are still waiting for the final list from the DepEd central office of those that will be included in the dry run of the face-to-face classes on Jan. 11 to 23. “We actually prepared early for that, and our schools already have their own transition plans for such purpose,” Flores said in

Flores said that as part of the initial mechanisms, only 15 to 20 learners would be accommodated in each classroom, and the classes would only be limited to several sessions in a week. He said the classrooms will follow the standard protocol on safe physical distancing and the movements within the campuses will be restricted. The schools that will be selected for the dry run will be prepared properly, and necessary control measures will be implemented, such as establishing single entry and exit areas and installing handwashing facilities, he said. Flores said the participation in the face-to-face classes would be voluntary, and learners should have proper consent from their parents or guardians. “This is not a unilateral initiative. We will have shared responsibility with the city government and the parents,” he added. (PNA)

Grandmaster (GM) Eugene Torre, the 69-yearold chess wizard, could be the first overall pick of the Professional Chess Association of the Philippines (PCAP) draft set to be held at the Quezon City Sports Club on Sunday.

STILL GOING AT 69 GM Torre likely top pick in PCAP draft

randmaster (GM) Eugene Torre could very well be the headliner of the first Professional Chess Association of the Philippines (PCAP) draft.

Unless the team has a different plan in mind, Antipolo looks to take the 69-year-old chess wizard as the first overall pick of the draft set to be held at the Quezon City Sports Club on Sunday. Torre holds the distinction of being the first Asian to earn the grandmaster title and remains among the barometers of how Filipinos should succeed in chess, making him the logical choice as the top draft pick. If ever the Cobras indeed pass on Torre, however, they still have a bevy of GMs to choose from in Mark Paragua, Joey Antonio, Rogelio Barcenilla, Darwin Laylo, John Paul Gomez, Oliver Barbosa, and Julio Sadorra. Also part of the draft pool are International Masters (IMs) Rico Mascarinas, Paulo Bersamina, Jan Emmanuel Garcia, Vince Alaan, Yves Ranola, Chito Garma, Ricky de Guzman, Cris Ramayrat, Angelo Young, and John Marvin Miciano, as well as GM candidates Haridas Pascua and Ronald Dableo. Other titled male players who declared for the draft are Edgardo Garma, Jerome Balico, Mari Joseph Turqueza, Jayson Salubre, Richard Natividad, Ellan Asuela, Cesar Mariano, Elias

Lao, Rudy Ibanez, Carlo Lorena, Nelson Mariano III, Emmanuel Emperado, Zulfikar Sali, Deniel Causo, Eric Labog, and Karl Victor Ochoa. Meanwhile, Women's IM Jodi Foronda headlines the distaff players who threw their names into the draft. Joining her are WIMs Shania Mae Mendoza and Catherine Perena Secopito and Women FIDE (International Chess Federation) Masters Cherry Ann Mejia, Allaney Dory, Kajoy Acedo, and Mira Mirano. Iloilo will pick second overall, while QC, the host of the draft proceedings, will choose next at number three. The rest of the draft order is as follows: Iriga, fourth; Negros, fifth; Cordova, sixth; Rizal, seventh; San Juan, eighth; Mindoro, ninth; Lapu Lapu, 10th; Surigao, 11th; Manila, 12th; Camarines, 13th; Olongapo, 14th; Cabuyao, 15th; Toledo, 16th; Cagayan, 17th; Zamboanga, 18th; General Trias, 19th; Isabela, 20th; Cebu, 21st; Caloocan, 22nd; Pasig, 23rd; and Palawan, 24th. The inaugural PCAP season will begin on January 12. Due to the pandemic, matches will be done online. (PNA)
