ayor Sara Duterte-Carpio has called on to the management of Business Process Outsourcing (BPO) companies in Davao City not to hide their employees with suspected cases of Covid-19. Despite preventive measures implemented, BPO companies are vulnerable to clustering cases of Covid-19 as employees usually stay for longer periods in confined air-conditioned areas, working close to each other and sharing desktop computers and headphones. “Sa atoa sa city government ginasulti nato sa ilaha (BPO) na dili nila itago ang kanang mga suspected cases nila so that maka assist ug tarong ang City Health Office sa pagpugong sa transmission,” the mayor said in a live broadcast interview. Based on DTI and Interim guidelines on workplace

prevention and control of Covid-19, to reduce the transmission of Covid-19 in workplaces, all employers and workers shall wear face masks at all times and remove the same only when eating/drinking. Employers shall provide the appropriate face mask for workers. Inside the workplace, all work areas and frequently handled objects such as door knobs and handles shall be cleaned and disinfected regularly, while all washrooms and toilets shall have sufficient clean water and sopa, workers are encouraged to wash their hands frequently and avoid touching their eyes, nsoe and mouth. To minimize contact rate, establishments are encouraged to provide alternative work arrangements such as working-hour shifts, work from home, where feasible and on rotation basis. ational Policy Against Covid-19 chief implementer and vaccine czar, Sec. Carlito Galvez Jr., on Monday, said the government might begin to inoculate Filipinos against Covid-19 by the "third or fourth week" of February. During the Senate inquiry on the government's vaccination plan, Galvez said the initial vaccination of priority sectors might be pursued next month. However, he did not divulge which brand of Covid-19 vaccines will be used for the inoculation. Galvez said the initial batch of Covid jabs is expected to be delivered by Feb. 20. At the Senate hearing, Senator Win Gatchalian asked what pharmaceutical companies the government has chosen for the vaccination campaign. Galvez told Gatchalian that the government has already confirmed orders of vaccines from various pharmaceutical companies including Novavax, AstraZeneca, Sinovac, and Covax.

The government has already secured 40 million vaccines from Novavax Inc., 30 million doses of AstraZeneca vaccines, 25 million doses of Sinovac vaccines, and 40 million doses of Covax vaccines, Galvez said. He added that the government has also ongoing negotiations with other pharmaceutical companies including Pfizer Inc., Johnson&Johnson, Moderna, and Russia's Gamaleya. Galvez said the government is targeting to close deals with other pharmaceutical companies on Jan. 11, to secure more doses of Covid-19 vaccines for the country. "If we will able to lockin all the documents, two weeks from now. This week we will have the signing maybe with J&J, with AstraZeneca, and also hopefully with Pfizer. All-in-all we can have at least 100 million doses and if we will be successful in our negotiation and consummate all the vaccines we can have 144 million doses of Covid-19 vaccine," Galvez said. he city government of Davao has opened the first hotel-type Temporary Treatment and Monitoring Facility (TTMF) for Covid-19 cases in the city. Mayor Sara Duterte-Carpio said the facility is for those patients who do not want to be admitted to the different TTMFs provided by the city but can afford to pay the cost of quarantine services. “Meaning ani, katong mga pasyente na dili gusto muadto didto sa TTMFs,

resident Rodrigo Duterte and his Cabinet have ordered sanctions against internet service providers that have failed to stop online child pornography, reports of which nearly doubled during the COVID-19 pandemic, an official said on Tuesday. Transaction reports related to online sexual exploitation rose from 19,000 in 2019 to 47,937 in 2020, when the Philippines went on varying degrees of quarantine restrictions to halt the pandemic. The median age of those involved in these transactions is 11, said Cabinet Secretary Karlo Nograles. Duterte's Cabinet, which met on Monday, directed the National Telecommunications Commission to impose sanctions on internet service providers “for failure to fulfill their duty” under Republic Act 9775 or the Anti-Child Pornography Act of 2009, he said. These duties include immediately notifying lawmakers within a week upon knowing that their services were being used for child pornography, providing authorities with details on users involved in the scheme, and intercepting or immediately blocking access to the materials, Nograles told reporters in an online briefing. Davao Oriental to roll out full-scale implementation of QR code system

tarting January 18, 2021, the Province of Davao Oriental will implement the Davao Oriental Digital Contact Tracing System (DAVOR-DCTS) requiring Davao Oriental residents and non-residents to present their Quick Response or QR Code in private and public establishments here. Provincial Task Force on COVID-19 Action Officer Dr. Reden Bersaldo announced this during a Facebook Live on Thursday, January 7, 2021. Through the Provincial Disaster Risk Reduction and Management Office (PDRRMO), the Province has already started distrib-

uting the cards containing the QR codes of Davao Oriental residents since January 07 in ten municipalities and one city, Dr. Bersaldo said. Those who had already received their QR codes were Davao Oriental residents who were included in the manual registration which started in November 2020, Dr. Bersaldo said. Covered in the initial registration were Davao Oriental residents of ages ranging from 15 to 65 years considered as Authorized Persons Outside Residence (APOR). Dr. Bersaldo explained that the province opted to implement the manual reg-

istration, which tapped barangay workers to collect the required data since not all residents of the province have access to the internet or own a cellphone or a computer. “This way, we ensure that even those in the hinterlands will be served,” he said. Meanwhile, those who were not included in the manual registration may still get their QR codes through online registration. The link for the online registration is set to be posted on Monday, January 11 on the Province of Davao Oriental Official Facebook page. Individuals who may

avail of the online registration include Davao Oriental residents who are below 15 years old and above 65 years old, Davao Oriental residents who currently live outside the province, and non-residents including tourists. Quarantine checkpoints at the borders of Davao Oriental will start requiring tourists of their QR codes in February 2021. In the next few days, the provincial government is set to release an executive order requiring business establishments and private and public offices to comply with the QR code system. BIR, BOC overshoot DBCC A revenue targets last year

Oil prices down over reemergence as China records rise of Covid-19 cases

he Bureau of Internal Revenue (BIR) and Bureau of Customs (BOC) have collected a combined PHP2.43 trillion in 2020 despite the economic downturn resulting from the coronavirus disease 2019 (Covid-19) pandemic, according to preliminary data from the Department of Finance (DOF).

A report by the DOF’s Revenue Operations Group (ROG) to Finance Secretary Carlos Dominguez III shows last year’s collection of the two agencies was PHP246.39 billion or 11.27 percent over the PHP2.187-trillion revised target set by the Development Budget Coordination Committee (DBCC) on July 23 last year. For 2020, the BIR collected PHP1.899 trillion while the BOC reported collections of PHP533.88 billion, Finance Assistant Secretary Dakila Elteen Napao of the ROG said in his

report during a recent DOF Executive Committee (Execom) meeting. Napao said the BIR’s 2020 collection was PHP213.84 billion, or 12.68 percent in excess of the revised DBCC target of PHP1.685 trillion for the year The BOC’s collection, meanwhile, was over PHP32.55 billion, or 6.49 percent more than the revised DBCC goal of PHP501.33 billion, he added. The original combined collection target for the two agencies was PHP3.255

trillion for 2020 that was set by the DBCC in December 2019. The target was then revised in May 2020 and again in July 2020 to reflect the economic realities resulting from the pandemic-driven global growth slump. In a statement, National Treasurer Rosalia De Leon said a preliminary report based on cash inflows to the Bureau of the Treasury (BTr) shows that total revenues for 2020 have already reached PHP2.84 trillion, which already includes non-tax revenues such as collections from dividends, fees, privatization efforts, and BTr income. The preliminary figures on revenues collected by the BIR and BOC are still subject to reconciliation with BTr data. BIR Deputy Commissioner Arnel Guballa said in a separate report during the meeting that tentative data show the bureau’s ex-

cise tax collections amounted to PHP289.98 billion in 2020, surpassing its target of PHP285.77 billion for the year by PHP4.21 billion or 1.47 percent. Collections from “sin” products led the pack, with excise taxes from tobacco products totaling PHP148.45 billion in 2020, followed by alcohol products with PHP75.94 billion, which both exceeded the BIR-set targets by 6.71 percent and 22.74 percent, respectively, Guballa said. The excise tax collection target for tobacco products was PHP139.12 billion and for alcohol products, PHP61.87 billion, last year. Excise taxes from sweetened beverages of PHP30.56 billion also exceeded the PHP28.54-billion target of the BIR for 2020, the report said. The BIR’s excise tax collections from minerals, automobiles, and cosmetic procedures were also

American benchmark West Texas Intermediate (WTI) traded at USD51.73 per barrel at the same time for a 0.98-percent decrease after it ended the previous session at USD52.24 a barrel. Electronics express see 7% growth with demand for ‘new normal’ tech

n electronics industry group said it sees increased demand this year for technologies that support the "new normal." The Semiconductors and Electronics Industries of the Philippines Inc (SEIPI) said demand for gadgets for distance learning and telecommuting, as well as e-vehicles and medical electronics, will increase and lead the sector to grow 7 percent this year. This is an improvement from an expected 5 percent to 10 percent contraction for the full year of 2020. SEIPI President Dan Lachica however also said

that while demand is picking up, the supply chain is far from normal despite efforts to augment capacity. itch Ratings’ affirmation of its ‘BBB’ investment grade rating with stable outlook for the Philippines’ is expected to attract more investments given the country’s improved fundamentals. PRRD orders halt to mining ops in Tumbagaan island

resident Rodrigo Duterte has ordered a stop to all mining operations in Tumbagaan Island in Languyan, Tawi-Tawi, and directed the massive rehabilitation of the area. In a virtual presser on Tuesday, Cabinet Secretary Karlo Alexei Nograles said Duterte issued the directive during Monday night’s full Cabinet meeting following reports that the island has been

devastated as a result of mining operations. “The island has, at this point, been mined out. And while rehabilitation efforts are underway, the President is issuing a directive to stop any and all mining in Tumbagaan

Island and to step up the rehabilitation of the area by planting more trees and other efforts of rehabilitation,” Nograles said. Nograles said more actions will be considered after more light is shed regarding the state of the island and the conduct of the mining operations in the area. He also stressed the President’s commitment to preserving the

environment, which is evident in his directives to ensure that mining companies comply with the laws, rules, and regulations that govern their operations. “Since the beginning of his administration, the President has repeatedly stressed the importance of protecting our environment and strictly implementing environmental laws,” he said. Fish kill destroys 200K kg of tilapia in SoCot town

A

round 200,000 kilograms (kg) of tilapia have been destroyed due to the massive fish kill in the last three days that hit anew Lake Sebu in South Cotabato province, officials said Monday. Christopher Ofong, Lake Sebu municipal information officer, said the fish kill has so far affected around 1,000 fish cages in the lake’s waters situated off Barangays Bacdulong, T’kunel and Poblacion. He said some 250 fisherfolk and 45 fish cage operators from eight sitios of the three barangays were directly affected by the incident based on the initial assessment conducted by the Municipal Agriculture Office (MAO). Fish cage operators were forced to conduct emergency harvests over the weekend to avoid further losses, he said. Ofong said they have not yet determined the value of the damaged tilapia but noted that it could reach around PHP20 million based on the prevailing average farm-gate price of PHP100 per kilo. “That is just the partial damage report. The assessment is still ongoing in the affected areas,” he said. On Monday morning, he said Lake Sebu Mayor Floro Gandam called an emergency meeting to discuss the impact of the fish kill, which was initially reported last Friday, and set the necessary interventions. The meeting was joined by concerned municipal officials and representatives

from the South Cotabato Provincial Environment Management Office and the Office of the Provincial Agriculturist. Ofong said the fish kill, as reported by the mayor and the MAO, was triggered by the occurrence of “Kemohung” or “Kamahong,” a phenomenon that is mainly caused by the sudden rise in the water’s temperature. “Kemohung,” which usually occurs during the rainy season, triggers the rise of sulfuric acid that eventually lowers the dissolved oxygen in the lake’s waters. Citing results of the water analysis conducted by the Bureau of Fisheries and Aquatic Resources, Rudy Muyco, the town’s lake warden, said the dissolved oxygen of the lake was “almost at zero level.” Muyco said the fish kill continues to hit some fish cages on Monday. He noted the oxygen level of the lake “will naturally improve with regular heavy rainfall and eight to 10 hours of sunlight.” In 2017, a series of major fish kills blamed on such phenomenon hit portions of the 254-hectare mountain lake, destroying some 1.4 million kg of tilapia valued at around PHP126 million. verybody has – and needs – blood pressure. Without it, blood can’t circulate through the body, giving vital organs the oxygen and food they need.

Under normal conditions, our heart beats about 60 to 80 times a minute. Our blood pressure rises with each heartbeat and falls when our heart relaxes between beats. Like the air pressure in tires, our blood pressure can change from minute to minute. The pressure in tires depends on the temperature and whether you’re driving. Our blood pressure changes with posture, exercise, sleeping, or even the level of our arm when the blood pressure is measured. A booklet from a blood pressure monitor gives this information: “Your level of blood pressure is determined in the circulatory center of the brain and adjusts to a variety of situations through feedback from the nervous system. To adjust blood pressure, the strength and frequency of the heart, as well as the width of circulatory blood vessels is altered. Blood vessel width is affected by fine muscles in the blood vessel walls.” A blood pressure measurement has two numbers: (1) the higher (systolic) number represents the pressure when the heart contracts and (2) the lower (diastolic) number represents the pressure when the heart relaxes between beats. The systolic pressure is always stated first, and the diastolic pressure second. For example, a blood pressure of 120/80 is stated “120 over 80.” The systolic is 120; the diastolic is 80. “When you’re sitting at rest, your blood pressure should be

lower than 130/85 millimeters of mercury (mm Hg) to be considered normal,” informs the book, To Your Health: A Guide to Heart-Smart Living, published by the American Heart Association. “A blood pressure reading equal to or higher than140/90 is considered high. On my second day, the nurse was alarmed when my blood pressure shot up to 150/110. Ong, author of Doctors’ Health Tips and Home Remedies. “High blood pressure, if uncontrolled, can be a deadly disease,” points out Dr. Ong, an internist and cardiologist. “It’s unfortunate that many people do not take the necessary steps to control it.” In 95% of patients, the cause of high blood pressure is unknown. “We call this primary or essential hypertension,” explains Dr. Ong. “In these patients, we can still treat and control the hypertension by addressing some of the risk factors involved. The risk factors we can still change include being overweight, cigarette smoking, high salt consumption, lack of exercise, excessive alcohol intake, and use of oral contraceptives.” In the remaining 5%, the high blood pressure is due to a specific disease such as kidney disease, illegal drug use, hyperactive thyroid or a tumor. “We call these cases secondary hypertension,” Dr. Ong says. Doctors, however, don’t differentiate between primary and secondary hypertension, because some secondary causes can be completely cured if the

main culprit is being addressed. “One clue that we are dealing with secondary hypertension is when a young apparently individual suddenly develops very high blood pressure.” Dr. Julian Whitaker, author of Reversing Hypertension: A Vital New Program to Prevent, Treat and Reduce High Blood Pressure, wrote: “Secondary hypertension is serious business, but its underlying causes can often be corrected. Don’t forget that it accounts for only 5-10% of all cases of hypertension.” Dr. Ong also talks about the “white coat hypertension,” which happens when a patient is at a doctor’s clinic and his blood pressure goes up. But when he’s back at his home, the blood pressure goes back to normal. “We label these cases as ‘white coat hypertension,’ which means that the patient’s blood pressure shoots up upon seeing

the doctor’s white coat,” Dr. Ong says. “No treatment is given to such patients except reassurance and occasional monitoring of the blood pressure.” If the blood pressure is not controlled and lowered down to normal levels, a person may likely end up having a heart attack. “Hypertension hurts the heart by pushing it to the limits,” Dr. Whitaker wrote. “Years of overexertion cause the heart to become weak and damaged – the pump just wears out.” Hypertension is the leading risk factor for heart attack. Medical science claims that 50% of all heart attack patients die before reaching the hospital. But studies show that the sooner the patient is brought to the hospital, the better are the chances of survival. “A heart attack occurs when the blood flow that carries oxygen to the heart muscle

is blocked because of clogged arteries,” Dr. Ong explains. “The heart muscle cannot survive with poor oxygen supply and begins to die.” Hypertension is also the primary factor in stroke, the second leading cause of death in the Philippines after heart attack. Around the world, the statistics on the prevalence of stroke is staggering. “One in six people worldwide will have a stroke in their lifetime,” deplores Dr. Romulo Esagunde, a neurosurgeon and board member of the Philippine Society of Ultrasound in Clinical Medicine Inc. “Every six seconds, stroke kills someone; and every other second, stroke attacks a person regardless of age or gender.” There are two types of strokes: ischemic and hemorrhagic. “Ischemic strokes happen when a blood clot (thrombus) or a fatty deposit blocks an artery supplying blood to the brain,” the US-based World Heart Federation points out. “About 80 percent of strokes are ischemic – due to a blocked

artery,” explains The Merck Manual of Medical Information. “Brain cells, thus deprived of their blood supply, do not receive enough oxygen and glucose (a sugar) which are carried by blood.” The other 20 percent of strokes are hemorrhagic – due to bleeding in or around the brain. “In this type of stroke, a blood vessel ruptures, interfering with normal blood flow and allowing blood to leak into brain tissue,” the Merck manual explains. “Blood that comes into direct contact with brain tissue irritates the tissue and can cause scarring, leading to seizures.” A lesser-known outcome of hypertension is memory loss and an increased risk of dementia and Alzheimer’s disease. “The adverse effects of hypertension on mental functioning have been verified in several large-scale studies,” Dr. Whitaker wrote. “It is believed that hypertension’s adverse effects on the brain are caused by the relentless pounding on the small vessels in the brain.”

Hypertension also accelerates the aging of the kidneys. “High blood pressure damages the arteries and arterioles that supply blood and nutrients to the kidneys,” Dr. Whitaker wrote. “As the arteries become stiff and less elastic, blood supply to the kidneys is reduced or, in some cases, cut off, causing damage to the kidneys themselves.” Those who are diagnosed with hypertension are advised to take maintenance medicines, which are classified into A, B, C and D, according to Dr. Ong. A stands for ace-inhibitors, whose generic names end with the common syllable “—pril” (Enalapril, for instance). “Ace-inhibitors are a must for hypertensive patients with diabetes or heart failure,” Dr. Ong says. Some people who take this develop a cough. Should this happen, the doctor may prescribe him angiostensin receptor blockers as an alternative; generally, they end with the syllable “—sartan” as in Losartan. B is for beta-blockers. “These drugs end with “—olol,” like metroprolol or atenolol. “In addition to having multiple benefits (also used in treating heart attack, angina, palpitations and migraine), they are also cheap,” Dr. Ong says. The negative side: they jeopardize the sexual performance of virile middle-aged men. C stands for calcium antagonists. “They are the most powerful drugs at the doctor’s disposal,” says Dr. Ong of the drugs which usually end with the syllable, “—pine” (Amlodipine is one example). These drugs can reduce very high levels of blood pressure without interfering with men’s sexual prowess. D is for diuretics. “Recent studies have shown that they may be as beneficial as the more expensive calcium antagonists,” Dr. Ong says. “Elderly patients respond well to low doses of diuretics but we have just to watch out for potassium depletion. So if you’re taking diuretics, take two bananas a day just to be safe.” How long should these drugs be taken? “Mild cases of high blood pressure may still respond with a change in lifestyle,” Dr. Ong says. “But more severe cases, treatment is for life.” – (Photo and infographics from WHO)
