ighty two barangays in Davao City will receive P20 million each from the Barangay Development Program to fight insurgency. The Barangay Development Program (BDP) is designed to help local communities that were once under the influence of the New People's Army (NPA). National Security Adviser Hermogenes Esperon Jr. said during a news conference in Davao City on Friday that the program

aims to keep barangays, particularly those served as bases of NPAs, free from the influence of communist insurgents. “The program aims to eradicate the root causes of insurgency. Nationwide we are looking at 822 barangays,” he said. In Davao Region, Esper-

He committed that release of funds will be done by March this year.

Esperon said each barangay can allot the P20 million for the program which will help fund the building of schools, farm-to-market roads, health stations, and waterworks and irrigation programs, as well as a forest protection program for people's livelihood.

he regional office of the Department of Health (DOH 11) is still in the preparation stage for the Covid-19 immunization program but has already set plans of cascading it down to the provincial and municipal levels. As part of the preparation for the arrival of Covid-19 vaccine, DOH 11 is conducting trainings to health workers of Southern Philippines Medical Center (SPMC), Davao Regional Medical Center (DRMC), private hospitals, and representatives of the Local Government Units (LGUs). “The output of the training will be cascaded sa lahat ng LGUs and health implementing units and stakeholders until the end of this month in case the vaccine would be available already,” said

avao City Mayor Inday Sara Duterte has issued the Implementing Rules and Regulation of the city ordinance that grants annual financial assistance to qualified senior citizens in the city. Mayor Inday signed Executive Order No. 1, Series of 2021, on January 20, which aims to institutionalize and effectively implement the provisions of City Ordinance No. 0105-19, Series of 2019. The ordinance aims to support senior citizens in the cost of their maintenance for medicines

and other expenses relative to their health and mandates the grant of an annual minimum financial assistance of P1,500. E.O. 01 states that beneficiaries must be 65 years old and above during the calendar year; must be a holder of a Senior Citizens Identification Card duly issued by the Office of the Senior Citizens Affairs (Osca) of Davao City, must be a member of a Senior Citizens Organization duly recognized by Osca and City Social Welfare Development Office (CSWDO); and must

be listed in the master list duly prepared by Osca and CSWDO in a given year. DOH detects 16 more UK variant Covid-19 cases

he Department of Health (DOH) reported on Friday the detection of 16 more cases of the B.1.1.7 SARS-Cov-2 (United Kingdom) variant in the country, citing the result of its intensified biosurveillance activities. In a news release, the DOH, along with the University of the Philippines - Philippine Genome Center and the UP - National Institutes of Health, said 12 of the 16 cases were from Bontoc, Mountain Province, seven of whom are male and five are female. Three are aged below 18 years old and another three are more than 60 years old.

PH stocks index slips, peso sustains sideways close versus US dollar

ANILA – Optimism at the start of the Biden administration made investors prefer US assets resulting in the negative close of the Philippine Stock Exchange index Friday but the peso sustains its sideways close against the greenback. The main equities index shed 1.32 percent, or 94.46 points, to 7,045.83 points. All Shares index declined by 0.92 percent, or 39.29 points, to 4,241.69 points. Most of the sectoral gauges also ended the week down, namely Property, 1.61 percent; Financials, 1.39 percent; Holding Firms, 1.33 percent; and Services, 1.22 percent. On the other hand, Mining and Oil rose by 0.77 percent and Industrial by 0.07 percent. Volume totaled to 135.08 billion shares amounting to PHP11.39 billion. Losers surpassed gainers at 117 to 104 while 39 shares were unchanged. “Local shares were hammered down near the 7,000 psychological support as investors shifted their focus towards the US, where optimism picked up on plans of (US President) (Joe) Biden to combat the pandemic,” Luis Limlingan, Regina Capital Development Corporation head of sales, said. He also noted the drop in oil prices in the internation-

al market “as actual figures of US Crude inventories exceeded consensus forecasts, reigniting concerns on the commodity’s demand.” On the other hand, the peso ended the week sideways to a greenback at 48.085 from 48.054 a day ago. It opened the day at 48.07 and traded between 48.095 and 48.06. This brought the day’s average at 48.076. Volume surged to USD1.09 billion from the previous day’s USD599.4 million. Rizal Commercial Banking Corporation (RCBC) chief economist Michael Ricafort attributed the peso’s close partly to the daily rise of coronavirus infections above 2,000, with the January 22, 2020 figure at 2,178, the highest in more than a month; and the closure of Nissan’s car assembly operations in the country and the Makati Shangri-La, which were traced to the impact of the pandemic. News about the lockdowns in Hong Kong, due to Covid-19 infections, and the warning from the Biden administration of more infections in the near term also affected sentiments, he said. DA welcomes revised IRR of Agri-Agra law T he Department of Agriculture (DA) on Friday welcomed the signing of the amended implementing rules and regulations (IRR) of Agri-Agra Reform Credit Act of 2009. In a statement, the DA said the revised IRR of Republic Act No. 10000 will ensure the availability of agriculture and agrarian reform credit which will provide the much-needed boost to increase the level of productivity and farmers' incomes. “After more than a decade since its enactment,

and the fair share of controversies and problems in its implementation, we now have finalized and signed on January 20, 2021 the amendments of the IRR of the Agri-Agra Law, which would facilitate higher investments by banks in the agri-agra sectors,” said Agriculture Secretary William Dar.

“The signing of the amended IRR came at a very opportune time as our agri-fishery sector takes up the challenge of leading the economic recovery amid the protracted health crisis,” he said. Dawning of a dream

At long last, Davao City will soon have bicycle lanes. At least P145 million will be allocated for the construction of dedicated bike lanes in the city this year. The exciting news was bared by Dean Ortiz, public information officer of the Department of Public Works and Highways, who told reporters the bike lanes will be a convergence project of DPWH and Department of Transportation (DOTr). Initially, the lanes will have a total length of 22.786 kilometers or nearly 23 kilometers. The late Leonardo III Avila must be smiling in heaven. It was “Happy LA”, the visionary member of the Davao City Council, who first advocated the establishment of bike lanes among other advocacies he is known for. He crafted a bike lanes ordinance now being improved by younger lawmakers with the help of civilian advocates. According to Ortiz, the initial routes of the bike lanes will be the Davao-Cotabato Road, Quimpo Boulevard, Sandawa Road, Daang Maharlika, Roxas Avenue and Quezon Boulevard. These routes are not yet final. They wil be subject to review by city authorities, meaning the officials of the Davao City local government unit (LGU). City officials originally demarcated a total of 72 kms of proposed bike lanes, including two-way lanes in the city’s major thoroughfares. Whatever will be the final form of the infrastructure will be known in a matter of months. Upon completion, the bike lanes

In China, they have elevated the bike lanes into bike skyways up to three floors upwards. In Xiamen, the skyway is the visionary solution. They have now built a bike skyway of more than 7 kms long. In sum, up to 90 percent of cyclists in Columbia, United States and London say they are satisfied commuters. “In the Global Happiness Report 2017, countries with high bicycle use tend to be among the happiest overall, like the Netherlands (ranked sixth; daily bike use: 43 percent), Denmark (ranked third; daily bike user: 30 percent) and Finland (ranked first; daily bike use: 28 percent.” Yes, Dabawenyos are joining the elite club of world-class cities in this regard.

IN DEEP TROUBLE

ever bite the hand that feeds you, so goes a familiar saying. When it comes to the ecologicallyfragile coral reefs, some Filipinos are destroying the ecosystem that provides them fish, income and even protect them from natural calamities. Despite their economic importance, coral reefs are being destroyed at an alarming rate. “Although coral reefs have always been subject to natural disturbances – disease, predator outbreaks, and climatic disruptions such as hurricanes and the El Niño – natural damage is now being compounded by human-induced disturbances,” deplored Coral Reefs: Valuable but Vulnerable, a discussion paper circulated by the World Wide Fund for Nature (WWF). This is true in the Philippines, whose coral reef area – estimated at 26,000 square kilometers – is the second largest in Southeast Asia. A study conducted in 1997 showed only 4% of reefs in excellent condition (75% hard or soft coral cover), 28% in good condition (50-75% coral cover), 42% in fair condition (25-50% coral cover), and 27% in poor condition (less than 25% coral cover). The Philippines is part of the Coral Triangle – so named because of its distinct triangular shape – a region in Asia that also in-

cludes Malaysia, Indonesia, Timor Leste, Papua New Guinea, and the Solomon Islands. Spanning the marine waters of these countries is nearly 73,000 square kilometers of coral reefs, which have been called as “Eden beneath the waves.” This magnificent area, often called the ‘Amazon of the Seas,’ is home to more than 3,000 species of fish – “twice the number found anywhere else in the world,” to quote the words of Suseno Sukoyono, executive chair of the Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security. In terms of productivity, good coral reef areas can produce as much as 30 tons of fishery products per square kilometer in a year, according to Dr. Angel C. Alcala, a marine scientist who’s a recipient of the Ramon Magsaysay in 1992 for his pioneering efforts in restoring and conserving the coral reefs in the country. Fish is the second staple food of Filipinos next to rice. On the average, every Filipino consumes daily

about 98.6 grams of fish and fish products, according to the Food and Nutrition Research Institute of the Department of Science and Technology. The fishing industry provides employment to about one million Filipinos or around 3% of the country’s labor force. Unfortunately, these fishermen are among the annihilators of coral reefs through their destructive fishing methods. “Many fishing methods, particularly the more modern ones, damage reefs,” the WWF reports. “Dynamite fishing is one of the most destructive and is still widespread. Sodium cyanide, which poisons and kills other reef life, is still commonly used to collect aquarium fish.” Other damaging fishing techniques include spearfishing by scuba divers, fishing with close-meshed nets, and muro-ami. “Muro-ami is especially common in the Philippines, where large numbers of small boys swim over the reef, pounding the corals with weights attached to long lines in order to drive the fish into a huge net,” the WWF notes. Fishermen with big fleets, in most instances, overfish open seas. “Overfishing can have serious implications,” the WWF explains. “Many of the fish that are caught for food (examples: snapper, grouper, hogfish and triggerfish) are predators that feed on her-

bivorous fish and invertebrates, such as sea urchins, which play important roles on the reefs.” Tourism is another source of income for those living near the seashores. “Coral reefs and sandy beaches are enormously popular with tourists, who turn up in droves to snorkel, dive, and explore reefs,” the WWF states. In a way, tourism also abets the destruction of coral reefs. “Tourism affects reefs directly through damage inflicted on reefs by anchors, boat groundings, and tourists trampling on the corals,” the WWF stresses. More importantly, coral reefs help the communities living the seashores from storms and wave action as they act as natural breakwaters. “If reefs become severely degraded, their ability to recover is markedly reduced and they may even have to be replaced using expensive engineering projects,” the WWF reminds. In the Philippines, more than 40 million people live on the coast within 30 kilometers of coral reefs. Other human activities that affect the coral reefs include deforestation, pollution, and economic development. When people cut the trees, particularly those in the uplands, soil erosion ensues. Most of the eroded soils – in the form of silts – end up in the streams and

shores. “Siltation occurs naturally as a result of terrestrial runoff and when waves and currents stir up bottom sediments,” the WWF says. It must be recalled that when the forests surrounding Bacuit Bay were logged, erosion increased by up to 200 times the normal rate. As a result, five percent of the bay’s reefs died. The WWF describes pollution as “one of the greatest threats to all marine environments” and “has a major impact on reefs.” The impact of nutrient enrichment (precursor of the “red tide” phenomenon) on reefs is fairly well understood and documented. Aside from human activities, other causes of coral reefs destruction include typhoons, diseases, predator outbreaks, sea level rise, and coral bleaching as a result of increased sea temperatures. What most Filipinos don’t know that the corals they are familiar with are actually the dried and bleached skeletons of soft-bodied animals that live in the warm, sunlit waters of tropical seas and look more like plants and rocks than animals. “The main part of the real coral is the polyp – the extraordinary flower-like animal and finger-like tentacles. Belonging to the phylum Coelenterata, corals comprised thousands of species,” the Bureau of Fisheries and Aquatic Resources

(BFAR) explains. “In colonies, polyps form the limestone structures which are known as coral reefs. These reefs are both beautiful and beneficial to man. These colorful, underwater ‘flower gardens’ teem with creatures found nowhere else on earth,” BFAR states. Unfortunately, coral reefs are on the verge of extinction. “Despite considerable improvements in coral reef management, the country’s coral reefs remain under threat,” said Dr. Theresa Mundita S. Lim when she was the director of the Biodiversity Management Bureau of the Department of Environment and Natural Resources. The Philippine government made and introduced many laws in an attempt to protect the natural environment on the islands and in the national territorial waters. But the government cannot do it alone; help from individuals are also needed to save the reefs from total annihilation. “We are the stewards of our nation’s resources,” said Rafael D. Guerrero III, a national scientist with the National Academy of Science and Technology, “we should take care of our national heritage so that future generations can enjoy them. OKYO -- Japan doubled down on its commitment to host the Tokyo Olympics this year and flatly denied reports on Friday of a possible cancellation, in a move that is unlikely to temper public fears of holding the event during a global pandemic. Though much of Japan is under a state of emergency due to a third wave of COVID-19 infections, Tokyo organizers have consistently vowed to press ahead with the Games scheduled to open on July 23 after having been postponed in March last year. A Japanese government spokesman said there was "no truth" to a report in The Times that the government had privately concluded the Tokyo Olympics would have to be cancelled because of the coronavirus pandemic. The Times, citing an unnamed senior member of the ruling coalition, said the government's focus was now on securing the Games for Tokyo in the next avail-

able year, 2032. "We will clearly deny the report," Deputy Chief Cabinet Secretary Manabu Sakai said in a press conference. In a rare move, the government issued a statement to shoot down the report, saying it was working closely with the International Olympic Committee and other parties in preparation for a safe and secure Games. The Tokyo 2020 organizing committee also denied the report, saying in a statement its partners including the Japanese government and the International Olympic Committee were "fully focused" on hosting the games as scheduled. "It is very disappointing to see that The Times is developing such a tabloid-like story with an untrustworthy source," a Tokyo 2020 source told Reuters. "The national government is fully committed to delivering a safe and secure Games, and we are always encouraged by their dedications," the source said.
