round 77,000 senior citizens in Davao City are next in line for vaccination. They will be the next batch of vaccinees after the healthcare and frontliners. Dr. Ashley Lopez, acting officer of the City Health Office (CHO), said they are just finishing the inoculation of the primary group including those employees of the infirmaries and dialysis centers. “Then we will proceed for the senior citizens pero hospital-based sila,” Lopez said in a text message. he government will order some three million doses of the Sputnik V Covid-19 vaccine developed by Russia’s Gamaleya Institute after the Food and Drug Administration (FDA) issued an emergency use authorization (EUA). National Task Force Against Covid-19 chief implementer Carlito Galvez Jr. said on Friday an initial meeting is set Tuesday. “Our initial request is for them to deliver more or less three million doses this coming April or May,” he said during the Palace press briefing. Negotiations will also involve allowing local government units (LGUs) and private firms to procure Sputnik V jabs.

n official of the World Health Organization (WHO) on Friday said the current surge of infections of the coronavirus disease 2019 (Covid-19) in the country has been observed to be also occurring recently in other parts of the world. In a Zoom presser, WHO Representative to the Philippines Dr. Rabindra Abeyasinghe said one of the possible causes of the rise in Covid-19 infections was “vaccine optimism,” a phenomenon that was observed to occur in countries where the rollout of vaccines for Covid-19 has begun. “The arrival of the vaccines and the optimism that the vaccines brought has resulted in the decreased compliance in public health protocols. At a community

level, it has opened room for the virus transmission to increase,” Abeyasinghe said. A similar spike in new infections, he said, is occurring in developed countries that have been administering Covid-19 vaccines to its population for several months, such as the United States and France. He said the recent focus on planning for a vaccine rollout at the local government level may also have resulted in lapses in the implementation of minimum public health standards such as wearing face masks, shields, observing physical distancing, among others. “Because there was the optimism that the vaccines will come, that the economy will bounce back. BSP debt securities rate rises on inflation expectations

he rate of the Bangko Sentral ng Pilipinas (BSP) term deposit facility (TDF) rose Friday as investors continued to price in the elevated inflation rate. The average interest of the 28-day facility increased to 1.9630 percent from last week’s 1.9444 percent. The BSP offered the debt securities for PHP70 billion and tenders reached PHP96.2 billion. The auction committee made a full award. The bid coverage ratio stood at 1.3743.

In a statement, BSP Deputy Governor Francisco Dakila Jr. said auction results “continue to reflect market participants’ factoring in of higher inflation expectations in their search for yields.” “Nonetheless, financial system liquidity remains ample. World Bank rolls out vaccine funds for impoverished Asian nations

T

he World Bank on Thursday announced financing for Afghanistan, Bangladesh and Nepal to vaccinate their populations against Covid-19. Afghanistan will receive $113 million -- including $60 million from the International Development Association (IDA), part of the Washington-based development lender that helps the world's poorest nations -- to "deploy safe and effective Covid-19 vaccines," it said. "The World Bank has worked closely with the Afghan government and development partners to respond effectively to Covid-19, improve testing and treatment, and strengthen the country's health system," World Bank Country Director for Afghanistan Henry Kerali said. "This additional financing is a major step forward to provide timely and equi-

table access to vaccines to millions of Afghans." The funding package is aimed at vaccinating 17 percent of Afghans and helping the country recover from the pandemic, the lender said. Via the IDA, the World Bank approved $500 million in Bangladesh and $75 million for Nepal. "In addition to financing, the Bank is providing technical assistance and knowledge-sharing workshops for countries in South Asia on different aspects of designing and deploying fair and equitable vaccine strategies," the statement said. Afghanistan, Bangladesh and Nepal are among Asia's poorest nations by GDP per capita. In total, the World Bank had provided $12 billion for developing countries to procure and distribute Covid-19 vaccines, tests and treatments.

BSP hikes balance of payment surplus projection to $6.2-billion this year

E

xpectations for an economic recovery, buoyed by optimism on the Philippines’ coronavirus disease 2019 (Covid-19) vaccination program, made monetary authorities revise further the balance of payment (BOP) surplus projection this year. As of the first quarter of this year, BSP’s BOP surplus projection for this year amounts to USD6.2 billion, higher than the USD3.3-billion surplus projection last December but lower than the USD16-billion surplus in end-December 2020. “This is consistent with the expected higher current account surplus and lower anticipated outflows in the financial account,” BSP Department of Economic Research managing director Zeno Ronald Abenoja said during a virtual briefing aired over the central bank’s Facebook page Friday. BOP is a measure of a

country’s total monetary transactions with the rest of the world in a certain period. BSP’s latest current account (CA) forecast is USD9.1 billion, higher than the USD6.1 percent last December. Last year, the CA posted a USD13-billion surplus, the highest since 2013 according to monetary authorities. Abenoja attributed the upward revision in the CA projection to a broad-based recovery in exports and imports. To date, goods exports are expected to grow by 8 percent, higher than the 5-percent forecast earlier. Goods imports growth projection was revised to 12 percent from 8 percent last December. On the other hand, the financial account is projected to post a lower surplus of USD4 billion from USD4.4 billion last December. The end-2020 figure was a deficit of USD5.8 billion.

New PCA Board prioritizes creation of Coco Industry Development Plan

T

he Department of AgriculturePhilippine Coconut Authority (DA-PCA) bared that its newly reconstituted Board has agreed to prioritize the crafting of Coconut Farmers and Industry Development Plan (CFIDP). DA-PCA Administrator Benjamin Madrigal, Jr. on Friday said the CFIDP, which will be submitted to the Office of the President for approval within 120 days, was among their most urgent activities during the Board's first meeting on March 15. In December 2020, the DA supported the proposed legislation of both chambers of Congress creating a coconut industry trust fund from the proceeds of the coconut levy. The DA said the trust fund will be disbursed in accordance with the CFIDP, which is also mandated

to complete the coconut farmers registry. The Plan will be reviewed annually. By virtue of Republic Act No. 11524, otherwise known as the Coconut Farmers and Industry Trust Fund Act, the PCA Board now chaired by Agriculture Secretary William Dar, and assisted by Finance Secretary Carlos Dominguez as vice-chair -- designated a corporate secretary and created a transition committee chaired by the Department of Trade and Industry (DTI) to help provide overall direction to ensure a coherent and coordinated

approach to pursue plans for the development of the country’s coconut industry. Meanwhile, Dominguez underscored the allocation of the multi-billion coconut levy fund that will revitalize the coconut sector and leads to President Rodrigo Duterte’s vision for agricultural modernization and financial inclusion for all Filipinos. "The PHP75-billion coconut levy fund will now directly benefit the country's 2.5 million small coconut farmers and their families, by way of a trust fund to be used for yielding more value-added coconut products and unleashing the full economic potentials of this industry," Dominguez, who previously served as Agriculture secretary during President Corazon Aquino's term, said. Apart from these, Madrigal cited that they presented several items

for the Board's approval including the proposed selection process for fa r m e r - re p re s e n t a t ive s within 30 days; completion of the coconut farmers registry within 90 days; and forging of a memorandum of agreement between the PCA Board and several government agencies that will receive coconut trust fund allocation to implement various programs as provided for under RA 11524. “With the leadership and guidance of the newly reconstituted and strengthened PCA Board, we are confident that transformative reforms toward the modernization and industrialization of the coconut industry with direct benefits to our dear coconut farmers envisioned in RA 11524 will finally be a reality,” Madrigal said. COVID-19 cases recently could “never” be blamed for the gradual reopening of domestic tourism. "Since we've started the slow but sure reopening of tourism destinations, no outbreak of COVID because of tourism, never, not because of tourism," Puyat explained. The Department of Tourism (DOT) has been aggressive in promoting local tourism, one sector hit hard by the health crisis. This, after the government strictly regulated domestic and interna-

tional travel since March last year. Government in late February, however, eased travel protocol across provinces and cities. The new rules included the removal of mandatory COVID-19 testing and quarantine for local travelers except if they exhibit virus symptoms. The Department of the Interior and Local Government had defended this move, blaming instead the public’s supposed complacency on minimum health protocols leading to the

surge, and not the easing of travel protocols, a decision officials said was “backed by science.” With the Philippines seeing another surge in daily coronavirus cases, meanwhile, Puyat said: "It is very important, especially for the upcoming Holy Week, for all travelers to understand that a lot of tourist destinations ask for tests before travel." She also emphasized that being negative for COVID-19 does not mean “doing whatever you want to do.”

A piece of good news amid the pandemic is the approval on second reading of a bill creating the Metropolitan Davao Development Authority (MDDA) or House Bill No. 8930 during the House of Representatives’ plenary session last Wednesday. Deputy Speaker Isidro T. Ungab, the vital measure’s author, explained that the bill aims to create MDDA consisting of 10 cities and municipalities in response to the fast growth and peculiar urbanization of Davao Region citing its increasing social and economic demands that require a synchronized and unified development. Congressman Ungab said that the bill is also guided by the Philippine Development Plan (PDP) particularly the PDP 2017-2022 or the Philippine Medium Term Development Plan, which incorporates a National Spatial Strategy (NSS) that sets the direction of the physical development on its economic, social, institutional and environmental settings. “The national spatial strategy or NSS seeks to decongest the National Capital Region and direct the growth to key centers throughout the country in which the benefit of regional agglomeration can have better potential of being realized sooner,” the veteran lawmaker said. the PDP, which is a major international gateway and serves as Mindanao’s commercial hub and center for education and health services. “This bill I know will definitely bring change to the socio-economic landscape, growth and development of Davao Region,” he said. The bill finds support in the Philippine Constitution, particularly Section 13 Article 10 of 1987 Constitution which provides that “local government units can group themselves and consolidate or coordinate their efforts, services and resources for purposes commonly beneficial to them in accordance with law.” Mr. Ungab’s legislative measure has the full support of Mayor Sara Duterte-Carpio who announced last year that the proposed MDDA will involve the unified management of waste, traffic, disaster resiliency, and infrastructure as well as policy development. The mayor also said that the creation of MDDA will help manage infrastructure, garbage, disaster, traffic and other vital public services in four cities and two big municipalities in the Davao Region. It is quite clear therefore that the next big thing in our fastest growing Davao Region is the Metropolitan Davao Development Authority.

FAST TRACKING PSC approves SEAG lineup despite pending IATF ok

T

he Philippine Sports Commission (PSC) has already approved the line-up of Southeast Asian Games (SEAG) bound sports, even while they await the approval of the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) on the resumption of training. PSC Commissioner Ramon Fernandez and 31st SEAG Chef de Mission said the PSC board has decided to take this action to fast track preparations for the country’s defense of the overall crown, “we will still await the IATF’s approval to formally resume, but we hope to have everything in place so we can immediately go once we get the green light.” Athletes of SEAG bound sports and the rest of the national team can expect to receive allowances retroactive to February, despite SEAG training still projected to start mid-April. An advisory to national sports associations has already been issued for the immediate submission of necessary documents, as part of the government agency’s regular accounting and auditing rules. Athletes in Olympic-bound sports were first to receive their allowances which were released this week. Their allowances continued through January, which is evaluation season, since

training continued for them. More than 50 athletes underwent bubble training in the first quarter, as part of their preparations for the quadrennial in Tokyo. “It took a while to go through the reassessment of our more than 1,300 strong national team. We have to also follow requirements and policies since we are using government funds, but it is now done and subsequent processes have been started,” explained PSC Chairman William Ramirez. At the start of the year, the national team undergoes reevaluation as the year’s national team roster is established. Per policy, allowances are subsequently cut, but the agency retained the allowances of Olympic-bound sports since they continued their training. The PSC also continued to support SEAG and Olympic preparations of different sports, despite heavy budget cuts. Almost P4 Million was ap-
