or the second straight year, the Archdiocese of Davao has postponed the observation of this year’s Holy Week and opted to do online Lenten rites such as the Blessed Sacrament after the evening Mass of the Last Supper. The announcement was made by Mayor Sara Duterte-Carpio on Monday with the approval of the Archdiocese of Davao. The mayor added that there will be no Visita Iglesia on Holy Thursday, no way of the cross on Good Friday, no blessing of fire outside the church on Black Saturday, and no “salubong” on Easter Sunday. “With the permission of the Archdiocese of Davao, gi-allow ta na mag-announce na no Visita Iglesia ug ipalive stream lang ang Holy Sacrament and the mass of the Last Supper and no washing of feet during the mass,” she said. She also said that no crowd would be allowed to join the parade of the images of

the Santo Entierro and the Mater Dolorosa on Good Friday. "No kissing of the cross. In the afternoon, isuroy ra ang imahe sa mga Santo Entierro pero no crowd,” she said. This is the second time that the observance of Holy Week is cancelled because of the Covid-19 pandemic. “Nakita nato na we are always on the tailend of the surge. Kaniadto nag-una ang Manila then sunod ang Cebu then nisunod ang Davao sa surge sa Covid-19 cases. Karon makita nato nga naguna na pud ang Manila, nagsunod ang Cebu and most likely ana since there is exchange of people and there is travel duna na pud possible na second wave na mahitabo sa Davao. Unsa man ang matabang sa general public sa second wave, always remember nga we are on a quarantine and we are on a GCQ apparently we need to stay home except those who are allowed to go out,” the mayor said. Four more BIFF slain in Maguindanao clashes

F

our more members of the Bangsamoro Islamic Freedom Fighters (BIFF) were killed in separate clashes in Maguindanao, the military here said Saturday. Maj. Gen. Juvymax Uy, commander of the Army’s 6th Infantry Division, said with the four latest BIFF fatalities, the number of terrorists killed has risen to 20 since intermittent clashes with government troops began on March 18.

Uy said the battle-tested members of the 1st Scout Ranger Battalion (1SRB) clashed with about 40 BIFF gunmen in Barangay Saniag, Ampatuan, Maguindanao on Friday. “The villagers alerted the Army about the presence of the terrorists in their community,” he told reporters here in an interview. Uy said the terrorists later fled, leaving behind two dead comrades.

A report by Lt. Col. Raymond Rapi, 1SRB commanding officer, said the clash site, which had several foxholes, served as an advance command post leading to a BIFF bomb-making hideout in the interiors of the village. In the same report, Rapi said his men found three improvised explosive devices (IEDs) ready for disposal and bomb-making compo-

es at a limited capacity. “It's a welcome development for the faithful. At least, they'll be given a chance to celebrate and commemorate the Easter Triduum (Maundy Thursday, Good Friday, Black Saturday) (and) Easter Sunday being the highest point of our faith,” Secillano said in an interview. “The IATF (Inter-Agency Task Force for the Management of Emerging Infectious Diseases) must have realized that faith is also vital to surviving

this crisis.” He assured that churches would strictly implement health protocols for the safety of the public. “Having been allowed now, the church is expected to implement strict health protocols to ensure the safety of our people,” Secillano said. Price ceiling keeps traders from taking advantage: DA T

he price ceiling set by the government early February was effective in pulling down high retail prices that were manipulated by traders who take advantage of consumers.

President Rodrigo Duterte presides over a meeting at the Malacañang Golf (Malago) Clubhouse in Malacañang Park, Manila on Wednesday. The President has signed into law the proposed Corporate Recovery and Tax

Incentives for Enterprises (CREATE) Act to attract more investments and maintain fiscal prudence and stability. Presidential Photo

Department of Agriculture (DA) Assistance Secretary Noel Reyes told the Philippine News Agency on Friday that the price ceiling is meant to set an ideal range. As the Executive Order 124 nears expiration (60 days after the February 8 implementation), DA reports indicated not all public markets applied the government-set prices. "While it was not met, at least the prices were pulled down," Reyes said. Prices for pork and pork products were highest during the Christmas holiday in 2020. It was not flagged at the time as the DA understood the high demand. When prices remained high in January 2021, DA Secretary William Dar

proposed the Executive Order. The 60-day law imposed the price ceiling for a kilogram of kasim (pork shoulder) and pigue (pork butt) at PHPP270, PHP300 per kilogram for liempo (pork belly), and PHP160 per kilogram for dressed chicken. Before the EO was implemented in February 8, some vendors were retailing pork products for as much as PHP400 per kilogram. In DA's market watch as of Friday, kasim retailed between PHP310 to PHP350 per kilogram; liempo was sold at PHP340 to PHP360; while fully dressed chicken retailed at PHP150 to PHP170. Reyes shared that

inance Secretary Carlos Dominguez III said Friday the Philippines and Singapore should tap each other’s strengths and explore opportunities for cooperation in developing new digital tools and technologies to take advantage of the growth of start-up companies in the region. Dominguez also urged the Singaporean business community to "take a much closer look" at the investment opportunities in the Philippines that have been enhanced by the country's strong fundamentals, fiscal stamina, pro-business environment, and effective governance. Singapore has positioned itself as a center for innovation, research, and development, which the Philippines can complement with the intellectual capital of its highly talented, tech-savvy, and young workforce, he said. He said this would provide Singapore the opportunity to create an ecosystem for its leading start-ups to establish its presence in the Philippines and could likewise be instrumental in helping Filipino start-up companies to flourish. Dominguez said he looks forward to more

comprehensive dialogues with Singapore and the rest of the Philippines’ fellow members in the Association of Southeast Asian Nations (Asean) on how they can make their regional partnerships more dynamic to enhance each other’s economic recovery from the coronavirus disease 2019 (Covid-19) pandemic. “We will not recover alone. The best way forward for the region is to resume integration and cooperation in earnest,” Dominguez said in his keynote speech at the virtual Philippines-Singapore Business Conference. “We are each other’s best allies in recovery. We create products for each other’s consumers. A surge in demand later this year should translate into an expansion of our manufacturing activities and more robust investment flows,” he added. Aside from Dominguez, the virtual conference also included Bangko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno, Trade Secretary Ramon Lopez, and Ambassador Benedicto Yujuico, who is president of the Philippine Chamber of Commerce and Industry (PCCI), as speakers.

PRRD signs CREATE law F

P

resident Rodrigo Duterte has signed into law the proposed Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act to attract more investments and maintain fiscal prudence and stability. Duterte signed on Friday Republic Act (RA) 11534 or the CREATE Act which introduces reforms to the corporate income tax and incentives systems. RA 11534 cuts corporate income tax rate to 25 percent from the current

30 percent. This is retroactive from July 1, 2020. “Provided, that corporations with net taxable income not exceeding PHP5 million and with total assets not exceeding PHP100 million, excluding land on which the particular business entity’s office, plan, and equipment are situated during the taxable year for which the tax is imposed, shall be taxed at 20 percent,” according to the law. In the case of corporations adopting the fiscal-year accounting pe-

riod, the taxable income shall be computed without regard to the specific date when specific sales, purchases, and other transactions occur, the law read. Under RA 11534, corporations’ income and expenses for the fiscal year shall be deemed to have been earned and spent equally for each month of the period. “The corporate income tax rate shall be applied on the amount computed by multiplying the number of months

covered by the new rate within the fiscal year by the taxable income of the corporation for the period, divided by the twelve,” the law said. A minimum corporate income tax of 2 percent of the gross income as of the end of the taxable year is imposed on the entitled taxable corporation beginning on the fourth taxable year immediately following the year in which such corporation commenced its business operations.

bank has implemented several measures to lessen the pandemic’s impact on livelihoods and the economy. He said these measures, which include a total of 200 basis points reduction in the BSP’s key policy rates, up to 200 basis points cut in banks’ reserve requirement ratio, and the liquidity boost for the government through repurchase agreements and cash advances, have injected into the financial system PHP2 trillion in liquidity.

With economies reeling from the effects of the pandemic, Diokno said “now is the right time to talk about disengagement strategies because the world, the Philippines included, is in the recovery phase.” He said the Philippines is a “smart investment destination,” citing such factors as debt watchers’ decisions to keep their Stable outlook on the domestic economy despite downgrades for some other countries. “Debt watchers are one

in saying that the Philippines has strong pre-crisis fundamentals, has robust medium-term growth prospects, and is inclined to return to its fiscal consolidation path post-Covid,” Diokno said. For this year, he said the economy is expected to recover and post a growth of 6.5 percent to 7.5 percent, and to register improvements in imports and exports, remittances, and foreign direct investments.

EDITORIAL Pandemic’s double whammy After one year of being in a pandemic, just how are Dabawenyos doing? The University of Mindanao Institute of Popular Opinion conducted an online survey March 10 to 19, 2021 in the three congressional districts of Davao City to have an idea of the residents’ psychosocial well-being these days of uncertainty. The UM-IPO researchers randomly contacted 1,200 respondents among Facebook users who are at least 18 years old. The survey yielded 875 valid responses after certain quality checks were made on respondents. The study came up with some interesting findings.

The survey bared that three out of 10 Dabawenyos know someone in their community who has been infected with COVID-19. When asked if they have experienced being swabbed, only two out of 10 Dabawenyos responded in the affirmative. It was also found out that nine out of 10 Dabawenyos practice handwashing with soap after being outside of their homes.

Six out of 10 Dabawenyos usually leave their homes for work, seven of 10 go to the market, grocery or drugstore, five of 10 vis-

it restaurants, café’s or malls, and three of 10 go out to spend time with friends or people who are not part of their households. In addition, five of 10 respondents use public transport, and three of 10 observed that the public transport usually carries 10 or more people at a time. The survey also revealed that four out of 10 Dabawenyos experience sadness about the present situation, while five of 10 are worried that they or their immediate family members might catch the virus.

Meanwhile, three of 10 are worried of not being able to have enough money to support their households, while four of 10 worry where to get their food subsistence the following week. Analysis revealed that knowing someone in the community who is or have been infected by COVID-19 is associated with their worry of the possibility of being infected too. From the foregoing findings, it may be deduced that under the pandemic, dread of two things, getting sick of Covid 19 and suffering hunger due to loss of income occupy the thoughts of most Dabawenyos.

The 26-year-old Harris has been limited to 19 games this season mainly due to a strained left adductor. He averaged 9.7 points, 2.5 rebounds and 1.7 assists in 30.6 minutes per game. Playing time has been sporadic for Hampton, who is averaging 9.3 minutes per game. Hampton was acquired by Denver on draft night in November as part of a four-team trade with Milwaukee, New Orleans and Oklahoma City. McGee's primary role figures to be giving a breather to Jokic, who has joined the MVP conversation by averaging 27 points, 11.3 rebounds and 8.5 assists. His 35.7 minutes per game are trending toward a career high for the 7-footer from Serbia. Jokic already has 12 triple-doubles this season. Gordon could find himself in the running to be in Denver's starting rotation — possibly in place of veteran Paul Millsap. He would join a lineup that includes Michael Porter Jr., Jamal Murray, Will Barton and All-Star big man Nikola Jokic as the Nuggets chase after their first NBA title. The high-flying Gordon may be best remembered for his performances during NBA slam dunk contests. In 2020, he finished runner-up in a showdown for the ages with Derrick Jones Jr. Gordon even cleared 7-foot-5 Boston center Tacko Fall on a two-handed dunk attempt. In 2016, Gordon was runner-up in the dunk contest to Zach LaVine of Chicago. Gordon missed the playoffs last season due to a strained left hamstring. Manila Chooks TM topple Doha in FIBA 3x3

C

hico Lanete buried the game-winning deuce as Manila Chooks TM outlasted Doha, 21-20, in the qualifying draw of the 2021 Fiba 3x3 World Tour Doha Masters on Friday at Al Gharafa Sports Complex in Qatar. The 41-year-old veteran played the hero's roleas the underdog Filipino squad pulled off the great escape against the hosts to salvage a split of their first two games after a 22-17 loss to Austrian side Graz. Despite the win, Manila failed to progress to the main draw after Graz schooled Doha, 215. Manila Chooks TM earlier suffered the same fate at the hands of the Austrians, 2217, with 16.9 ticks to spare in the tour's curtain raiser. The Filipinos needed Doha to beat Graz by six to reach the main draw. Lanete poured six points in the victory as Manila Chooks TM survived the overtime period after Mac Tallo tied the game at 19 with six seconds left in regulation. Doha still had a chance to take the win, but Souley Ndour's hook shot hit the back iron at the end of regulation.

Dennis Santos was a revelation for the Manila side as the former St. Clare forward scored nine points while Tallo added four. Graz star Matthias Linortner was on fire with his 12 points built on three deuces against Manila Chooks. Moritz Lanegger added six, none bigger than his game-winning two-pointer. Graz shook off an early 8-4 deficit and responded with an 11-2 blast to seize a 15-10 lead and eventually deliver the haymakers late. Tallo paced No. 14 seed Manila in that loss with seven points as it bowed out of the competition 13th out of 14 teams, easily the worst performance of a Filipino team in any Masters tournament. After going 2-0 in the qualifying draw, Graz will head on to Pool D to face American teams world No. 4 NY Harlem and world No. 5 Princeton.

T

hree Filipina dancesport champions grace the Philippine Sports Commission’s (PSC) weekly web series Rise Up! Shape Up! this Saturday,

The 2019 Southeast Asian Games dance queens Anna Leonila Nualla, Pearl Marie Caneda, and Mary Joy Renigen take the viewers to the nature of competitive dancing and performance. Nualla won three gold medals in Viennese waltz, tango, and five-dance; Caneda garnered three golds in Chacha, Samba, and Rumba in the Latin category; and Renigen earned two golds for waltz and foxtrot and a silver for quick step. Women in Sports Oversight Commissioner Celia H. Kiram recognizes the value of dancing as an exercise and as a sport. “Dancing engages a person’s entire body as well as the mind. We have so much talent in the country in this field we should recognize. Aside from this, learning the choreography keeps your brain active while the movement addresses heart rate,

blood circulation, balance, and muscle movement,” Kiram explains. International choreographer Chips Beltran, coach and Director of the 2017 and 2016 back-to-back World Hip-Hop International Champions UPeepz also joins the show. He is also known for dominating the 2015 and 2013 World Supremacy Battlegrounds Champions in Australia. The episode further looks into the connection of movement and music for health and well-being led by UP Assistant Professor Mona Maghanoy who works as part of the Future Leader Program by the Foundation of the Global Community Health, an International organization that promotes the United Nation’s Sustainable Development Goals. Lastly, Comm. Kiram discusses a brief history of dance in her regular segment ‘Kwentong Isport.’
