he city government of Davao speeds up vaccination activities by opening Buhangin Elementary School as additional vaccination center to cater to Barangay Health Emergency Response Teams (BHERTS) starting on Tuesday (April 20, 2021).

Dr. Josephine Villafuerte, head of the City’s Vaccination Cluster, said on the first two days, the hub will be catering BHERTS assigned in District Health Centers from the First and

Second Congressional Districts. Villafuerte also said that the district health officers have been instructed to inform the barangays from the first and second congressio-

nal districts to send eight actively working BHERTs at the vaccination hub. She said BHERTs from the second congressional district are scheduled to receive their anti-Covid jabs on April 20, while those belonging from the first congressional district are scheduled on April 21. BHERTs are part of the Priority Group A1 for Covid-19 vaccination, under Letter F under government-owned primary care based facilities such as Ur-

BARMM to distribute lifesaving vehicles to LGUs

o boost responses to calamities and disasters, the Ministry of the Interior and Local Government - Bangsamoro Autonomous Region in Muslim Mindanao (MILG-BARMM) is set to provide emergency vehicles to selected local government units (LGUs) in the region. Before its scheduled dispersal on Friday afternoon, BARMM Chief Minister Ahod B. Ebrahim, together with MILG Minister Naguib Sinarimbo, inspected the five fire trucks, five police cars, and four ambulances that will be given to the different priori-

Dads okay Ungab ordinance on equitable access to water By MAYA M. PADILLO he City Council has recently approved last Tuesday (April 13) an ordinance creating the City Water Resource Office (CWRO), which will promote equitable access to safe drinking water in Davao City.

T

Proposed by Councilor Alberto T. Ungab, to ordinance aims to promote safe drinking water as an essential human right and consistency of water resource management. Among the powers and duties of the CWRO are to plan, develop, and administer policies to promote access of the city to safe, adequate and sustainable drinking water consistent with the national and local laws; to coordinate and assist other local offices and national agencies on tasks involving water sources; and to manage water resources of the city. Ungab stated that the amount needed to implement the ordinance shall be sourced from any available funds of the city or from any national agency and that the maintenance

shall be appropriated annually by the city. The ordinance was crafted based on the city’s existing laws and ordinances that include Ordinance No. 117-01 on providing for a Water Resource Management and Protection Code of Davao City; Ordinance No. 036110 or the Ecological Solid Waste Management; and Ordinance No. 0310-07 Watershed Code of 2007 that identifies the recharge zones, aquifers, and conservation areas for protection. he recent approval of the creation of an inventions center in Davao City by the City Council is expected to help startups, innovators, and technopreneurs. Proposed by Councilor Pilar Braga, the Davao City Inventions and Innovations Center (DCIIC) will function as “startup enabler” that will provide technical expertise in the areas of prototype building, feasibility, and financial analysis, drafting of project proposals for funding, and Intellectual Property

Rights (IPR) of patent assistance, applications and protections. The center will give inventors, innovators, and creative researchers in Davao City a venue to come together in a collective effort and for their ideas and inventions can be fully developed, promoted, and qualified for the purpose of IPR. Braga stated that the center will help promote and showcase the fully developed innovative products as well as create networks and linkages not

only among inventors but also with financing institutions, investors, and market. n economist forecasts a positive turn-out for the country’s gross international reserves (GIR) this year despite a slide last March given the positive outlook on structural flows like inflows from overseas Filipino workers (OFWs). The Bangko Sentral ng Pilipinas (BSP) on Friday reported a 0.3-percent month-on-month drop in the country’s foreign reserves to USD104.82 billion. DOLE says 250K displaced tourism workers get cash aid

ver 250,000 formal workers in the tourism sector have received their cash assistance under the Covid-19 Adjustment Measures Program (CAMP) of the Department of Labor and Employment (DOLE), an official said on Friday. Pag-IBIG: Released home loans hit P20.94B in Q1 despite pandemic

t least 20,712 members were able to acquire their own homes as home loan releases reached P20.94 billion in the first quarter of 2021 despite the on-going COVID-19 pandemic, PagIBIG Fund said. The total is P5.77 billion or 33 percent higher compared to the P15.77 billion released during the same period last year, Pag-IBIG Fund said in a statement. "We are happy to re-

port that our home loan releases in the first three months of 2021 have increased compared to the same period last year," said Secretary Eduardo D. del Rosario, who heads the Department of

Human Settlements and Urban Development and the 11-member Pag-IBIG Fund Board of Trustees. This means "more Filipino workers are being helped by Pag-IBIG Fund to secure their own homes, which is very important at this time of pandemic," Del Rosario added. Out of the total amount, P2.2 billion were released as socialized home loans for the benefit of 5,074 Pag-IBIG Fund

An innovation center, at last

At long last, Davao City will soon have an all-important inventions and innovations center with the approval of an appropriate ordinance authored by First District Councilor Pilar C. Braga. The landmark ordinance’s approval came on April 13, 2021, during the 14th regular session of the 19th City Council of Davao. The ordinance establishes the Davao City Inventions and Innovators Center or DCIIC. Dr. Braga, who is chairperson of the committee of education, science and technology, arts and culture, said the ordinance “provides a venue where Davao City-based inventors, innovators and startups can access goods, services and capital so that their inventions and innovations can be fully developed, promoted and funded.” She said “the DCIIC is envisioned to serve as startup enabler wherein a package of assistance such as prototype building, feasibility study and financial analysis, drafting of project proposals for funding, and intellectual property protection through its inhouse experts or tapping into its network of experts of existing research facilities, technology, business incubators and innovations centers will be made available for the local innovators, inventors,

your nieces who are also illegitimate children can inherit from their grandparents as provided under Article 990 of the Civil Code which states, “The hereditary rights granted by the two preceding articles to illegitimate children shall be transmitted upon their death to their descendants, who shall inherit by right of representation from their deceased grandparent.” On the other hand, if the father of your nieces is a legitimate child, then your nieces cannot inherit from their grandparents as provided under Article 992 of the Civil Code which stipulates that, “An illegitimate child has no right to inherit ab intestato from the legitimate children and relatives of his father or mother; nor shall such children or relatives inherit in the same manner from the illegiti-

mate child.” Diaz v. Intermediate Appellate Court, a 1987 case, explained the basis of the prohibition under Art 992 as follows: “They may have a natural tie of blood, but this is not recognized by law for the purposes of Art. 992. Between the legitimate family and the illegitimate family there is presumed to be an intervening antagonism and incompatibility. The illegitimate child is disgracefully looked down upon by the legitimate family; the family is in turn, hated by the illegitimate child; the latter considers the privileged condition of the former, and the resources of which it is thereby deprived; the former, in turn, sees in the illegitimate child nothing but the product of sin, palpable evidence of a blemish broken in life; the law does no

more than recognize this truth, by avoiding further grounds of resentment.” Whether the presumption of law regarding Article 992 of the Civil Code is true or not is of no moment. For intestate succession, the prohibition under Article 992 applies whether or not there is antagonism between the “legitimate” and “illegitimate” family. SSS ranks fifth highest in resolution rate among government agencies

T

he Social Security System (SSS) achieved a 92.03 percent resolution rate for queries, complaints, and requests, said the Civil Service Commission (CSC), attaining the fifth-highest rank among government agencies in the country. In its Contact Center ng Bayan (CCB) January to December 2020 Report, CSC said the pension fund resolved 1,166 queries, complaints, and requests out of 1,267 calls endorsed through the CCB from the said period. SSS President and Chief Executive Officer Aurora C. Ignacio said: “As of January 28, 2021, 100% of the endorsed cases in the previous year were settled with an average turnaround time of four working days. We want to commend our employees in all concerned units for their dedication and strict monitoring of each referred case,

despite resorting to alternative work arrangements due to lockdowns imposed last year.” Among the top three concerns referred to SSS involve maternity benefits, loans, and unemployment benefit/involuntary separation applications. More housing projects soon to rise in Mindanao

he Department of Human Settlements and Urban Development (DHSUD) signed deals with three local government units (LGUs) in Mindanao as part of its mandate to provide sustainable, resilient, and affordable housing units to all Filipinos. DHSUD Secretary Eduardo del Rosario signed three memoranda of agreement (MOA) with the local chief executives of Kidapawan City, M’Lang, North Cotabato and Magsaysay, Davao del Sur on April 15 for the development of "socialized housing projects" under the Duterte administration’s flagship program Building Adequate, Livable, Affordable and Inclusive Filipino communities (BALAI). “These MOAs are testament to the Duterte administration’s commitment to continue providing decent and affordable housing and sustainable communities to underprivileged Filipinos in rural areas through a whole-of-nation approach and close coordination with LGUs,” he said in a statement Friday. DHSUD 11 (Davao region) Officer in Charge Director Miguel Palma Gil, mayors Joseph Evangelista of Kidapawan, Arthur Davin of Magsaysay in Davao del Sur, and Russel Abonado of M’Lang in North Cotabato were among the signatories. “By establishing an effective partnership with LGUs, DHSUD will be able to reach out and assist more Filipinos who wish to have a house of their own,” del Rosario added. Through the agreements, the DSHUD will extend assistance to the LGUs for their BALAI-certified socialized housing programs using the "incentivized compliance of private developers to balanced housing" funds. Battle of Ising remembered in LGU-led pilot lecture series

AGUM CITY—Tagumenyos are urged to remember the Battle of Ising which happened in May 1945 as a “paragon of Filipino patriotism in Davao” during World War II. Local Historian Armando Calvo Medina, who led the family-initiated historical inquiry of this battle in the late 2000s, expressed admiration for a group of ragtag Filipino guerillas, many of whom are Tagumenyos, who fought hard against the superior Japanese soldiers in a valiant move to stall their bid to occupy northern Davao and parts of Agusan. “We won that war without any single American fighting on the field,” said Medina, who is among the inaugural lecturers of the newly-launched 𝗞𝗮𝘁𝗶𝗴𝗮𝗺𝗮𝗻 𝗟𝗲𝗰𝘁𝘂𝗿𝗲 𝗦𝗲𝗿𝗶𝗲𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗧𝗮𝗴𝘂𝗺 𝗖𝗶𝘁𝘆 𝗛𝗶𝘀𝘁𝗼𝗿𝗶𝗰𝗮𝗹 𝗮𝗻𝗱 𝗖𝘂𝗹𝘁𝘂𝗿𝗮𝗹

𝗖𝗲𝗻𝘁𝗲𝗿 on Friday, April 16, 2021. This heroism led not only to the eventual freeing of Davao from Japanese occupation, but was also instrumental in the liberation of the whole of Mindanao. Citing primary sources from war veterans themselves, the Medinas linked this battle’s success to the gallantry of the Dabaonons, many of whom are Tagumenyos. “The guerilla movement prevented more Japanese atrocities that could have happened if they occupied the Free Davao Area,” said Cyrus Medina, one of the lecturers during

the lecture series, a regular monthly programming held at the Center’s Tagumpay Theatre. While Ising is practically a part of Carmen town, the Medinas shared that Tagumenyos need to remember the Battle of Ising as the place was formerly under Tagum municipality’s jurisdiction when the battle happened. “Ising was then a sitio of Tuganay, and Tuganay was once a barrio of Tagum. So by history, we could not deny that the Battle of Ising belongs to this place,” said the Medina patriarch. Tagum is also host to the first and longest airfield in Mindanao during World War II located in a long strip along Farm 7 in what is now the National Highway in Barangay Magdum. Adds Armando: “The war cannot sustain without the provision of food. The

PSC asks NSAs, athletes to keep guard vs. Covid-19

With the number of monitored infected cases rising in the past weeks, Philippine Sports Commission (PSC) Chairman William Ramirez reminded everyone to “never put your guard down when it comes to Covid-19.” After imposing a 10-workday lockdown on the two complexes of the agency starting Tuesday, Ramirez informed that disinfection of facilities was being carried out and a revision of health-security protocols has been done.

He expressed his concern over the alarming number of coronavirus disease 2019 (Covid-19) cases that were monitored in the last round of testing. “We sent all athletes home even before the imposition of the first lockdown last year,” Ramirez said in a news release on Friday. He said there are no more athletes training or staying in any of the agency’s facilities. Both the Rizal Memorial Sports Com-

plex in Manila and PhilSports in Pasig are being used as “we-heal-as-one centers.” Among the many assistance given to athletes and National Sports Associations (NSAs), the PSC also assists in getting them reverse transcription-polymerase chain reaction (RT-PCR) testing when requested or required for their training or competitions. Ramirez urged all NSAs to be more cautious and to actively remind their athletes to follow basic protocols saying, “in this case, it is better to be safe than sorry.”

Some sports are training under their NSAs in venues outside PSC facilities. Assistance and Coordination Division Chief and head of the PSC Emergency Response Team, Manuel Bitog, has been designated head of the Risk Management Team. PSC continues support for Olympic hopefuls

pril will see atleast two national teams in different international meets in their pursuit for a shot at an Olympic slot and a gold. The weightlifting team led by 2016 Summer Olympics silver medalist Hidilyn Diaz left for Tashkent, Uzbekistan to participate in the Asian Weightlifting Championships, an Olympic qualifying event. The PSC backed the national weightlifters with over Php 4.9 million pesos covering airfare, hotel accommodation, allowances, and other travel expenses from April 11-25. This includes support of almost P1 million for Diaz and her personal team composed of Chinese weightlifting coach Kaiwen Gao and strength and conditioning coach Julius Irvin Naranjo for this qualifying competition alone. PSC Chairman William Ramirez said the agency may be going through some difficulties in resources given the crisis but its priorities are clear adding that “it was never a question of supporting them or not because we will, as much as we can.” Diaz is joined by eight Filipino weightlifting hopefuls in the Asian tilt. They are 2020 IWF Online Youth World Cup gold medalist Vanessa Sarno, Roma World Cup podium finisher John Fabuar Ceniza, 2019 Southeast Asian Games gold medalist Kristel Macrohon, Elreen Ann Ando, Mary Flor Diaz, Margaret Colonia, John Dexter Tabique, and Elien Rose Perez. The said tournament will complete the six Olympics qualifying events required for Diaz to formally seal her Tokyo Olympics berth and become the seventh Philippine qualifier to the games. The triathlon team will also get nearly a million in financial assistance for their participation to the 2021 Asia Triathlon Championships in Hatsukaichi, Japan from April 23-25.
