he city government of Davao beings imposition of border control to travelers from other regions beginning 12:01 a.m. of May 14, 2021.

This is based on the Executive Order (EO) No. 29 Series of 2021 signed by Mayor Sara Duterte-Carpio and released on Saturday in line with the uniform guidelines to regulate entry and exit in the regional borders of Region 11. The order adopted the joint Regional InterAgency Task Force for the Management Of Emerging Infectious Diseases – Regional Task Force Against Covid-19 (RIATF - RTF) 11 Resolution No. 01, Series Of 2021. Among the guidelines of the resolution include the movement of the authorized persons outside of residence (APOR) shall be allowed if they are health and emergency frontline services and uniformed personnel; government officials and employees on official travel and business; dulyauthorized humanitarian assistance actors (HAAs), especially those transporting medical supplies and laboratory specimens related to Covid-19 and other relief assistance; persons traveling for medical reasons but not

limited to attendance to burial or next of kin, watchers of medical patients, takers of licensure exams and other similar instances; and those going to and from the airport. Returning residents of Region 11 that are NonAPORs (authorized persons outside of residence) are required to present ID showing residence or any other proof of residence and negative RT-PCR test results taken within 72 hours. The essential travel of non-residents into Region 11 will be allowed provided that any one of the proof of appointment, medical prescription/referral or any other document showing proof of essential transaction will be presented. The traveler shall be only allowed to stay for a maximum of 24 hours within the region unless the transaction availed of requires more than 24hour stay. Also proof of accommodation shall be presented by travelers staying for more than 24 hours at border control points. Tourists that are non-

resident of Region 11 shall be allowed entry provided that they present negative RTPCR test results taken within 72 hours and resort booking confirmation. While travelers that are merely passing through the region shall be allowed to stay within Region 11 within a specified time and the entry point shall coordinate with the exit point that the vehicle/ traveler shall be expected to pass thru within a specified time. Meanwhile, movement of cargoes and goods shall be unhampered, however, must observe up to a maximum of five persons only of personnel delivery vehicles and personnel shall undergo usual symptom screening protocol at the port of destination’s entry. It can be recalled that last month, the city government of Davao has proposed to the RIATF to study the restoration of the region border controls for travel exclusion and come up with a unified guide for checkpoints to screen the travelers that may be allowed entry in Davao Region. The city deemed that such guide is necessary for a harmonious implementation and as a preemptive measure against a surge of Covid-19 cases in the region.

T

he City Health Office of Digos City has so far enlisted 15,325 senior citizens in its masterlist of eligible population of the A2 priority group for the COVID-19 vaccination. CHO Digos City Immunization Program Coordinator Kristina Leigh Davo bared that from the masterlist, 254 senior citizens have been identified as bed ridden and ten (10) are under home care. Davo said that this subsector of the A2 priority group will be prioritized when the vaccination starts for the senior citizens. She said that a mobile team composing of doctors,

nurses and midwives, will reach out to the homes of those bed ridden and under home care, to administer the vaccination. The majority of the senior citizens who are willing to be vaccinated will be transported from their respective barangay to the Digos City gymnasium or Davao del Sur Provincial Hospital as the identified vaccination sites. Davo disclosed that the barangay officials have agreed to transport their elderlies to the vaccination areas during the scheduled dates. She said that transporting the vaccinees

is a big challenge in the vaccination drive, especially in the far-flung areas like Barangay Kapatagan. As of now, health education, meetings and barangay assemblies are being conducted at the barangay level to raise awareness and understanding on the importance of vaccination among the senior citizens from 26 barangays in the city. Meanwhile, Davo updated that the CHO is set to administer the second dose of COVID-19 vaccine for 231 health care frontliners on Thursday (May 6) and Friday (May 7).

PIA Regional Director Frances Mae Macapagat said, “For the part of PIA, we want to continue our mandate of providing media literacy, especially on social issues to help the government, other sectors to improve and better policies and also, intervention especially on the issues of TIP and OSEC”. Invited speaker was Deputy Regional Prosecutor Barbara May Flores of the

Department of Justice in Region XI. She emphasized the three key elements that must be present for a situation of trafficking in persons to exist during the filing of cases in court. These are acts, or action during the recruitment; means, if the accused threaten the victim during the recruitment; and purpose, if the accused is found that the exploitation was done.

DavNor, NGAs, NGOs convene to bring services to Talaingod IPs

ubbed as “Adlaw sa Kalinaw”, the Provincial Government along with National Government Agencies (NGAs) in the province and some NonGovernment Organizations (NGOs) have convened to bring their respective services to the Indigenous People (IP) of Talaingod. Health agencies such as the Provincial Health Office (PHO) and Municipal Health Office (MHO) conducted free medical consultation and circumcision to IP children as well as distribution of medicine. The Department of Education (DepEd) conducted story-telling and learning activities to the IP children and also distributed learning materials such as coloring books, and crayons. The Provincial Sports and Youth Development Office (PSYDO) conducted youth consultation and traditional games with prizes for the IP youth to participate in. The Provincial Social Welfare and Development Office (PSWDO) and Department of Social Welfare and Development Office (DSWD) gave out food packs and conducted birth registration.

The Technical Education and Skills Development Authority (TESDA) conducted meat processing training such as ‘longganisa making’ and ‘tocino making’ to the IP women. The 56th Infantry Battalion gave out free haircuts while the PNP issued police clearances. The Provincial Environment and Natural Resource Office (PENRO) gave out free vegetable and vegetable seedlings to the IPs while the Department of Trade and Industry (DTI) gave out free coffee. As mentioned, in the 2nd Adlaw sa Kalinaw, Rotary Tagum North joined to distribute 460 pairs of slippers and 300 pieces of donuts. As well, Kiwanis Club International handed 600 packs of toys, doughnuts and ice cream, 400 school supplies, facemasks, and cash gifts to the IP Communities of Sitio KM31. Adlaw sa Kalinaw is a nonconsecutive 3-day information and service caravan that aims to win the heart of the target IP communities in Talaingod by fulfilling their basic needs. Through this, Executive Order No. 70 “Ending Local Communist Armed Conflict” (ELCAC) is implemented.

embers of the Bangsamoro Islamic Freedom Fighters (BIFF) failed to occupy the public market of Datu Paglas, Maguindanao on Saturday, the military said. Lt. Col. John Paul Baldomar,spokespersonofthe Philippine Army 6th Infantry Division, downplayed reports that the BIFF terrorists, under the Kagui Karialan faction, occupied the town’s public market. “Ang tama na term ay threatened to occupy the public market kasi hindi naman talaga nila na occupy yung public market, they threatened to occupy yung public market,” Baldomar said in a phone interview. The national highway in Datu Paglas municipality in Maguindanao Province has reportedly been closed to motorists since 4:30 a.m. due to a fire fight between government forces and some 100 BIFF terrorists.

The Philippine National Police (PNP)-Maguindanao reported that the armed group blocked the highway with a fully-loaded 10-wheeler truck to prevent civilian vehicles from passing thru the Poblacion where the municipal hall, police station and other vital facilities are located. There were also combat helicopters flying over the scene of encounter to support ongoing ground maneuver by army forces. Based on report, Datu Paglas Vice Mayor Tong Paglas told a local radio station in Koronadal City that past 8 a.m. he heard mortar fires. “Naka-deploy na tayo kaya nagkaroon ng putukan sa area, although, sa pagkakaroon

ng putukan, sa aming tropa hindi kami nag-retaliate kasi we wanted to protect and sinisiguro namin na walang sibilyan na naiwan,” Baldomar said. He said the military has immediately responded upon receiving reports of sightings of heavily-armed group near the public market. He said this is the third day of their pursuit operation against the terrorist group. “Kanina ang report na receive natin ay nagkaroon ng sightings sa malapit sa palengke kaya nagresponde ang ating kasundaluhan at pangatlong araw na ito na tuloy tuloy ang ating operation sa kanila. Sila ay namataan na naman dito malapit sa area ng Datu Paglas kaya nung tayo ay papalapit sa area doon na nag start magpaputok yung armadong grupo, kaya ating din silang napigilan na maoccupy ang buong portion ng poblacion ng Datu Paglas,” he explained.

The assistance was provided through the General Fund Financial Assistance to LGUs in the CY 2021 Annual Investment Program-Local Government Development Fund (AIP-LGDF).

It is not an easy decision to arrive at considering the many factors that will be affected by the measure. Lately, my husband comes home late at night and goes out with his friends during the weekends. I am currently busy with my career and my daughter, so I do not mind it much. At night though, there are times when I am tired from the office and I am not in the mood to make love to him. Unlike before when he listens to my request, what he does lately is insist himself on me and keeps on telling me that as his wife, it is my duty to do so. I ask him to take a bath first or brush his teeth before approaching me – to at least get the alcohol and cigarette stench out of him – but he ignores my requests. As a wife, am I required to make love to my husband even if I do not want to? Under the law, what are my duties as a wife and what will happen if I do not perform these duties?

Please bear in mind that nobody is required to make love to anybody if they do not want to. Any form of sexual cohabitation when not consensual is considered rape under RA 8353- The Anti-Rape Law of 1997. The relationship between the offender and the victim is not important, when there is force or intimidation or the victim was in any way deprived of her/his senses and so cannot give consent, then RAPE is committed. Although, the deliberations in Congress on the passage of the RA 8353 showed that some lawmakers refused to use the word “marital rape”, the eventual passage of this law gave each and every married woman or a man

for that matter, the right to cry “RAPE” when sexual intercourse is forced on her or him. Marriage does not give either spouse the right to own the other. It is an antiquated idea that the husband owns his wife and her property upon entering marriage, a concept believed by most people which brings about the demand to have sexual intercourse anytime libido arises without considering the desire of his partner. Also, consummation of marriage happens because of the expression or manifestation of feelings between two people, a simultaneous reaction to a consensual act of passion and love. Therefore, when the consent was not freely given, then there is RAPE.

There was no documented case on marital rape until April 2014 when the Supreme Court in case of People

vs. Jumawan, G.R. No. 187495, affirmed the decision of the Regional Trial Court and the Court of Appeals convicting the accused of RAPE for forcing his wife to have sexual intercourse with him inside their family dwelling. The case was a lengthy discussion about marital rape together with the rights and obligations of spouses under the Family Code and RA 9262, “Anti-Violence against Women and their Children.” The court made a final note by stating: “Rape is a crime that evokes global condemnation to a woman’s value and dignity as a human being. It respects no time, place, age, physical condition or social status. It can happen anywhere and it can happen to anyone. Even, as shown in the present case, to a wife, inside her time-honored fortress, the family home, committed against her by her husband who vowed to be her refuge from cruelty. The herein pronouncement is an affirmation

to wives that our rape laws provide the atonement they seek from their sexually coercive husband.”

Lastly, with regards to your duties as a wife, the obligation of both spouses, among others, as stated in the Family Code, are for the husband and wife to live together, observe mutual love, respect and fidelity, and render mutual help and support. When one of the spouses neglects his or her duties to the conjugal union or commits acts which tend to bring danger, dishonor or injury to the other or to the family, the aggrieved party may apply to the court for relief. HENRY W. PAHL, DON MARCELINO PLANTER A native of Parkersburg, West Virginia, Henry Pahl, born on Oct. 20, 1876, was with the 41st U.S. Volunteers on board the Army transport Logan, when he arrived in the islands. To reach the country, they had to sail from New York in late 1899 via the Suez Canal, and reached Manila in January 1900. Like many discharged servicemen, Pahl took up civil government jobs before deciding to join the bandwagon of Americans that made good in farming in the south. It was on Sept. 27, 1911 that he left Manila for Davao to establish Lapuan Plantation Company, its 264-hectare still under lease from the government. Joining him in the venture were three partners, each contributing a monthly P75 to cover maintenance for his family, labor, and cultivation. Surviving in a totally new environment was a struggle for Pahl. To have a roof over his head, a temporary shelter was built from jungle materials enough help from the

natives who were mislabeled as ‘wild people.’ With the employ of B’laan and Manobo labor, the farm was cleared but the issue of where to get hemp hills that would yield revenue in eighteen months posed as a huge problem. Pahl’s struggle to make his dreams come true was near derailment. Soon he would be informed that one of his partners was laid off, while another stopped sending his monthly share due to discouragement. With only one partner sending his contribution, he had to bite the bullet. He sold his shoes and Stetson hat off to buy food on the table for his family. To find more funds in Manila, he had to borrow money for this fare. In Manila, Pahl would learn the truth about his partners. Two were not willing to invest more money while the other wanted his share sold. To resolve the issues of going back to Davao and to find money to get the crops growing, he had to tramp the streets of Manila. Fortunately,

he got help from A. G. Henderson, then Frank Waterhouse & Co. manager in Manila, to the tune of P3,000, a huge sum in those days. The amount was then used to buy company shares, buy his fare back to Davao, and the rest as working capital. Now renamed as Pahl and Henderson, Inc., the company, in the next five years, had to invest an additional P12,000, exclusive of the earnings from the land that were spent for incidental costs. Just as it was about to savor revenue from its first cropping, the plantation was hit by drought. Unfazed, Pahl infused more funds from the earnings of the estate by placing the entire area in irrigation. In the next five years he had to endure a frugal living until the former jungle started to turn into productive fields. In 1919, with production income coming in nicely, Pahl expanded his estate by acquiring the 118-hectare Kalian Plantation Compa-

ny from John Martin Johnson and Andrew Chestnut, both Americans. The newly acquired asset was planted with 21,000 coconut palms and 50,000 hills of hemp, with a monthly average production of 100 piculs of hemp and another 100 for coconut. Because of this positive growth, the plantation’s dock started to hum with activities as launches owned by the Columbia Rope Company busied themselves in regularly hauling the produce to the main port at Santa Ana, in Davao town where steamers fetched the hemp the world market. Success afforded Pahl and his family the comforts earned from hard work. His residence, one of the finest in ‘all of south Mindanao,’ had bedrooms with running water, lights, and private bath. There were orchards and gardens to provide fruits and vegetables, which Pahl shared with the laborers. The situation now was different from the experience he had

to endure by hiking barefoot in going to Davao and catching a sooty steamer bound for Manila. The American Chamber of Commerce Journal, in its January 1926 issue, described Pahl as “one of the half-hundred fine fellows who have turned the coast of Davao from jungle into hemp and coconut fields and written American pioneeer history in the Orient, with certain tragic chapters sandwiched between endeavor, success and achievement.” Pahl’s success was attributed to two factors—that of reading agriculture works and enhancing his knowledge with experience. The last time he was leaving Manila in 1926, “he took with him a shipment of young plants of Liberian coffee, intending to develop coffee as a third important product of his plantation.” He died on Oct. 14, 1950; his remains are buried at the Davao American Veterans and Masonic Cemetery at Wireless, Davao City.

DTI: PH exports jump 31% to $6.68B in March T he country’s merchandise exports saw a recovery in March on the back of global economic recovery arising from the ongoing COVID-19 vaccinations, the Department of Trade and Industry (DTI) said Friday. Citing data from the Philippine Statistics Authority (PSA), the DTI said the country’s export sales jumped by 31% to $6.68

billion in March from $5.079 billion in the same period last year. The amount is even higher compared to $6.03 billion recorded in March 2019. This brings the yearto-date export earnings to $17.56 billion, up 7.6% year-on-year. Electronics, which make up 61% of all exports, grew by 25% compared to

March last year. Trade Secretary Ramon Lopez attributed the growth to chip demand due to upgrades to IT systems, new smartphones, auto demand, and automation. “Factories across the US, Europe, and Asia are ramping up production. And since the Philippines is part of global value chains, our exports recover as more countries reopen,”

he Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) has allowed the Philippines’ hosting of the International Basketball Federation (FIBA) Asia Cup Qualifiers in Clark, Pampanga in June this year, Malacañang announced on Friday. This developed after members of the IATF-EID on Thursday approved the request of the Samahang Basketbol ng Pilipinas to host the FIBA Asia Cup Qualifiers in June this year under a “bubble-type” setting, Presidential Spokesperson Harry Roque said in a press statement. Roque, who also serves as the IATF-EID spokesperson, said the hosting of FIBA qualifiers would be subject

to health and safety protocols. “The testing and quarantine protocols of arriving foreign participants shall be subject to the FIBA-required protocols as presented, to the extent applicable, without prejudice to the entry travel restrictions,” according to Resolution 114 issued by the IATF-EID on Thursday. Under the resolution, all non-player participants

not covered by FIBA rules, whether foreign or local, are mandated to self-isolate upon arrival in the venue and undertake reverse transcription-polymerase chain reaction (RT-PCR) testing on their sixth day before their release. “The designated hotels within the bubble shall not accept other guests outside of the FIBA participants,” the resolution read. The Philippine Sports Commission, as the national government agency with the visitorial and supervisory authority, has been directed to “assume responsibility for monitoring and supervising the compliance of the health and safety protocols of the event,” based on the IATFEID Resolution 114. FIBA announced last month that the Philippines

will be the host for the third window of the 2021 FIBA Asia Cup qualifiers. Teams from Groups A, B, and C will play their window matches in a bubble setting in Clark, Pampanga from June 16 to 20. Group A is composed of the Philippines, Korea, Thailand, and Indonesia, Group B includes Chinese Taipei, Japan, Malaysia, and China, and Group C is comprised of Australia, New Zealand, Guam, and Hong Kong. Meantime, Roque said the IATF-EID has also allowed the conduct of scrimmages and practice of the Philippine Basketball Association in areas under general community quarantine (GCQ) and modified GCQ (MGCQ), “subject to proper health and safety protocols.” (PNA)

However, only three teams from each of Groups B and C are heading to Angeles as Malaysia and New Zealand have begged off from joining the bubble primarily due to concerns over the coronavirus disease 2019 (Covid-19). The games will be held at the Angeles University Foundation Sports and Cultural Center, while everyone will be billeted at the Quest Hotel inside the Clark Freeport Zone. The hotel is under the jurisdiction of Mabalacat City.

“We’re looking forward to hosting our friends from Groups A, B, and C and showing them the kind of hospitality that the Philippines is known for,” the SBP said. The association added that the biggest winner of the bubble is the Filipino basketball fans who want to see more action amid the pandemic. “The SBP knows that Filipino basketball fans have waited a long time for this and we’re just as excited as they are to have international basketball in our country again,” the SBP said.
