ore than 20,000 essential workers and members of the transport sector belonging to Priority Group A4 in Davao City received their first dose of the anti-Covid vaccine during the vaccination drive conducted by the city government of Davao over the weekend.

We blame it to our ancestors or parents but studies showed that stunting is actually a longterm effect of malnutrition. he Department of Health (DOH) in Region 12 (Soccksargen) delivered on Friday an additional 7,500 doses of coronavirus disease 2019 (Covid-19) vaccines for this city and South Cotabato to facilitate the expansion of the ongoing mass vaccination. The City Health Office (CHO) received before noon a total of 2,750 vials of the Sinovac’s CoronaVac vaccine while the Integrated Provincial Health Office (IPHO) of

South Cotabato got 4,750 doses. Dr. April Mae Maquilang, CHO national immunization program coordinator, said the vaccines are intended for the second dose of the individuals under priority groups A1 (frontline health care workers), A2 (senior citizens), and A3 (persons with comorbidities). She said the new doses will cover those who received their first dose of the CoronaVac in

WMC stops public swimming pool operation in watershed

T

he Davao City W a t e r s h e d Management Council (WMC) has ordered the stoppage of the illegal operation of a public swimming pool resort in Barangay Tambobong, Baguio District in Davao City. This after the WMC headed by Mayor Sara Duterte-Carpio and co-chaired by City Adminstrator Zuleika T. Lopez received a comprehensive report from a Watershed Multipartite Monitoring Team (WMMT) confirming that the swimming pool is indeed located within a city watershed area in violation of the Watershed Code of the city. The WMMT headed by Curtis Lazarraga of the City Health Office (CHO) went to the pool site in Purok Tuburan.

Lazarraga’s group recommended certain measures that the WMC should take to stop the illegal operation of the resort. “There should be no developments in the area and that the operator of the pool be properly advised about the restrictions,” the team report stated, It also suggested that the Office of the City Building Official (OCBO) and Business Bureau be informed about the illegal operation. During a regular monthly meeting of the WMC, Lazarraga likewise recommended that the barangay captain of Tambobong be directed to oversee the proper disposal of solid waste and to make sure that the health protocols be properly observed while

Senator Go, for his part, said he is not fazed by Trillanes’ new threat. Indeed, if Trillanes knows something irregular about the administration and the lawmaker, why wait for next week? You can almost smell what Trillanes is cooking and it looks like he never learned his lessons. He cannot fool Filipinos by merely coming up with a concocted lie again without substantial evidence to back up his claims. Dear Mr. Jun, Since you are questioning the genuineness of your father’s signature, you have to go to Court. The law applicable to your predicament is the A.M. No. 19-0815-SC, 2019 PROPOSED AMENDMENTS TO THE REVISED RULES ON EVIDENCE.

Section 22. How genuineness of handwriting proved. – The handwriting of a person may be proved by any witness who believes it to be the handwriting of such person because he or she has seen the person write, or has seen writing purporting to be his or hers upon which the witness has acted or been charged, and has thus acquired knowledge of the handwriting of such person. Evidence respecting the handwriting may also be given by a comparison, made by the witness or the court, with writings admitted or treated as genuine by the party against whom the evidence is offered, or proved to be genuine to the satisfaction of the judge. Under the Rules of Court, the genuineness of a handwriting may be proved by the following: (1) A witness who actually saw the person writing the instrument; (2) A witness familiar with such handwriting and who can give his opinion thereon, such opinion being an exception to the opinion rule; (3) A comparison by the court of the questioned handwriting and admitted genuine specimen thereof; and (4) Expert evidence. During the court hearing, the

persons who signed as witnesses to the instrument of the deed of sale may be examined by the court whether they actually saw your father signing the instrument. If your father really did not sign the deed, these witnesses who took their oath and lied that they saw your father signed when in fact he was already unable to sign, would be liable for Perjury under Article 183 of the Revised Penal Code which states that any person, who knowingly makes untruthful statements … and shall testify under oath, or make an affidavit, upon any material matter before a competent person authorized to administer an oath ... shall be liable for perjury in solemn affirmation. The Court may also examine the signatures and make conclusions after comparing both signatures. As to the expert evidence, the NBI and the PNP have forensic experts or document examiners who could examine the signature of your father at the questioned deed of sale and compare it with your father’s genuine signatures in other instruments. The Court may direct the NBI forensic experts to examine the signature and in that case, you need to prepare documents containing the signatures

of your father with dates existing or occurring in the same period of time. According to you, since your father could no longer hold a ballpen at the alleged date stated in the deed of sale, then this could be used in your favor. But do not be disturbed even if the signatures of your father do not look exactly the same. Even if there would be variation in your father’s writings, as one could not write exactly the same way, even within several repetitions of writings, it must be noted that an individual’s known writing, including past writings or writings completed during his lifetime, would enable document examiners to assess which is his genuine signature. Your father’s signature would be examined as to the consistency of the slant and size, thickening and thinning of the lines as the writing instrument changes direction, and tapered beginning and ending strokes that occurred once the writing instrument came in contact with or left the paper. Added to the assessment are its internal consistency, comparability, and variation and to determine the presence or absence of individualizing characteristics. But take note, the findings of

forensic experts or document examiners would not always be given credence. Courts are not bound to give probative value or evidentiary value to the opinions of handwriting experts, as resort to handwriting experts is not mandatory. Therefore in your case Mr. Jun, since your father was allegedly sick at the time he signed the document, you must prepare sufficient standards for comparison since the NBI handwriting expert stated that age and health conditions could affect one’s handwriting. In several cases decided by the Supreme Court, Notarial documents executed with all the legal requisites under the safeguard of a notarial certificate are evidence of a high character. You must present strong, complete, and conclusive proof of the falsity of the deed of sale. A mere disclaimer is not sufficient. As a rule, forgery cannot be presumed and must be proved by clear, positive, and convincing evidence and the burden of proof lies on you. Lastly, according to signature analysts, a signature is a persona, a reflection of how a person behaves and handles himself in public. It is a window to your character, so sign your name with style. Breathes there a man with soul so dead, who never has a fear in his life indeed! “Fear is the most destructive force in the world today,” said Walter Stone. “Fear causes people to draw back from situations; it brings on mediocrity; it dulls creativity; it sets one up to be a loser in life,” Fran Tarkenton deplored. Phobia is how medical science calls those morbid or aberrant fears. It is defined as “a persistent fear of an object or situation in which the sufferer commits to great lengths in avoiding, typically disproportional to the actual danger posed, often being recognized as irrational.” “People who have a phobia avoid situations that trigger their anxiety and fear, or they endure them with great distress,” notes The Merck Manual of Medical Information. “However, they recognize that their anxiety is excessive and therefore are aware that they have a problem.” There are thousands of phobias and a person can suffer from one or several of them. However, psychologists and psychiatrists classify them into three categories: agoraphobia, social phobia, and specific phobias. Although agoraphobia literally means “fear of the marketplace,” the term more specifically de-

scribes the fear of being trapped, often in a busy place filled with people, without a graceful and easy way to leave if anxiety becomes severe. “Typical situations that are difficult for people with agoraphobia include standing in line at a bank or supermarket, sitting in the middle of a long row in a theatre or classroom, and riding on a bus or airplane,” the Merck manual points out. “Some people develop agoraphobia after experiencing a panic attack in one of these situations.” Sigmund Freud, the father of psychoanalysis, who coined the term “anxiety attack,” suffered most of his life from agoraphobia. The late Marilyn Monroe and Oscar-winning actress Kim Basinger have this kind of fear, too. Social phobia is described in the standard psychiatric manual as “a marked and persistent fear of one or more social or performance situations.” The disorder has two common patterns: Some people are pathologically shy from infancy, while others – also shy – become pathological when puberty hits. “About 13 percent of people have social phobia sometime in their lives, the disorder affects about 9 percent of women and 7 percent of men during any 12-month period,” the Merck manual claims. “Men are more likely

than women to have the most severe form of social anxiety, avoidant personality disorder.” Believe it or not, Academy Award-winning British actor Lord Laurence Olivier once suffered from severe stage fright. Multi-awarded singer-actress Barbra Streisand also has a certain type of social phobia. American singer Donny Osmond grew up performing with his family and experienced stage fright for the first time at age 6. Later during a stage production of Joseph and the Amazing Technicolor Dreamcoat Osmond experienced a panic attack while onstage. His anxiety soon seeped into his everyday life, making him afraid to go out in public. Michelle Pfeiffer, best known for her roles in the films The Fabulous Baker Boys, Scarface, Batman Returns and Dangerous Liaisons has talked publicly about being shy and fearful of small talk and how she has grown: “I was the kind of person who entered a room, found the nearest corner and hoped no one noticed me before it was time to go home. Now I’m better at socializing.” A specific phobia is an irrational fear of specific objectives or situations. Andre Agassi may ace many of his serves, but if a spider happens to crawl onto the court,

his steely composure may crack, as he suffers from arachnophobia. Johnny Depp has clourophobia of fear of clowns. “Something about the painted face, the fake smile,” the actor told reporters once. “There always seemed to be a darkness lurking just under the surface, a potential for real evil.” Napoleon Bonaparte conquered Europe but was crippled throughout his life by ailurophobia, the fear of cats. Other famous people who had the same fear were William Shakespeare, Benito Mussolini, Julius Caesar, Alexander the Great, and Dwight Eisenhower. Edgar Allan Poe suffered for much of his life from claustrophobia, a disorder that also endured Ronald Reagan, Harry Houdini and Adolf Hitler. Queen Elizabeth I is said to have been terrorized by roses, a sub-category of anthophobia, a generalized fear of flowers. “Specific phobias, as a group, are among the most common anxiety disorders but are often less troubling than other anxiety disorders,” the Merck manual says. “During any 12-month period, about 13 percent of women and 4 percent of men have a specific phobia.” Phobias indeed are no joke to people who have them. They can limit life. They can make you feel weak and helpless. They can cause

panic, heart heartbeat, shortness of breath and trembling. Like many psychiatric disorders, anxiety disorders in general, and phobias in particular vary wildly in degree. Some phobias are mild that they could hardly be considered psychiatric disorders. “Very few people actually seek treatment for them,” says Charles Nemeroff, an American psychiatrist at Emory University. “It’s not as if people who are terrified of snakes come into my office because it is the only thing standing in the way of a career as a herpetologist.” But there are those who sought treatment, especially if their fears interfere with their work. Barbra Streisand’s phobia reportedly started in 1967, when she was on stage and forgot the lyrics to the song she was singing. After that experience, she began to fear that she would embarrass herself and gave up singing in public for quite a while. Through medication and therapy, she learned to control these fears and began to sing in public again in 1994. “Not all fears are bad,” commented C. Neil Strait. “Many of them are wholesome, indeed, very necessary for life. The fear of God, the fear of fire, the fear of electricity, are life-saving fears that, if heeded, bring new knowledge to life.”

The vaccination roll out dubbed as “Bakuna by the Sea,” went on its third day with the objective of protecting the tourism workers from COVID-19, in the pursuit of the new normal and to start the reopening of the industry. ith the winter chill out and True North slowly emerging from the pandemic, Davao’s Canada-based golf phenom Alessandra “Ella” Nagayo kicked off the summer season with backto-back breakthrough performances. The 16-year old “Swingderella” made good in her two major tournaments in the Province of Ontario beginning with the Ontario

Women’s Match Play Championship at the Taboo Golf Resort in Gravenhurst, Ontario held on 24-25 June 2021 followed by the Golf Ontar-

io Junior Girls Spring Classic Championship on 26-28 June 2021. According to her mother former Davao City councilor Rachel Zozobrado-Nagayo, who is stationed in Toronto as Philippine labor attache, Ella played with legendary golf Ontario champions, collegiate athletes and fellow junior golfers.

Ella began her first campaign in the Match Play against Aryn Matthews winning 3 up with 2 holes left. Moving to the quarter finals on the same day, Ella upset NCAA Div 1-A (SMU Mustangs) college golfer Ashley Chow, 1 up. The following day in the semi finals, Ella played Ashley Lafontaine in a tooth and nail battle. Lafontaine

won 1 up to advance to the Finals. Ella went on to finish 3rd Place, Lafontaine ended in 2nd place losing to Hailey Katona in the finals. There was no break in the action for Ella as she plunged to action the next day at the Walter Gretzky Golf Club in Brantford, Ontario for the Golf Ontario Junior Girls Spring Classic Championship (26-28 June 2021) where 63 Junior girl golfers from Ontario and Quebec participated. On the first day, less than 24 hours after her Match Play tournament, Ella finished in a tie for 15th spot with a score of 3 over par 75. In the second round, Ella bucked very windy conditions to match par with a 72 and climbed up to 3rd place. In the final round of the 54-hole tournament, Ella matched par anew with a 72 to finish second overall with a total 3-day gross score of 3 over par 219. Lauren Zaretsky won the title with a final score of 7-under (209), playing skillfully as she put her 10-strokes ahead to keep Ella at bay. Still, it was an impressive finish for Ella as she climbed twelve positions in round two, on the way to besting her tormentor Ashley Lafontaine who captured third. “If the COVID protocols will allow, her next tournament will be the Canadian Junior Girls Championship which will be held at the Leduc Golf Club in Leduc, Alberta on 20-23 July 2021,” said the elder Nagayo. At present, Ella is part of Team Ontario, the Province of Ontario’s official Golf Squad. And, for her golf future, there are Golf Coaches from three (3) Division 1 university, one (1 ) Division 2, two (2) Division 3 and two (2) NAIA universities who are in discussion with Ella to entice her to be part of their women’s golf team
