ayor Sara Duterte-Carpio once again warned the public against individuals soliciting and holding fundraising activities for her to run in the 2022 elections.

Region 11 gets another 72K Sinovac vaccines

nother 72,000 doses of the Chinese-made Sinovac coronavirus disease 2019 (Covid-19) vaccine arrived at the Davao International Airport (DIA) on Wednesday. The vaccines were immediately brought to the Department of Health in Region 11 (DOH-11) for storage and distribution in the region. In a statement, the DOH11 said the vaccines are for the first dose and second

dose of the A1 (medical front-liners), A2 (senior citizens), A3 (persons with comorbidities), and A4 (essential front-liners and uniformed personnel) priority groups in the region. Currently, the region has received a total of 834,990 total doses of Covid-19 jabs. “As of July 4, we have 762,990 vaccine doses and then we have the additional 72,000. All in all, there is a total of 834,990 doses,” it added.

EDITORIAL It’s a case of expectation versus reality The Philippine government has set a target of 70 million first doses of COVID-19 vaccines by November, according to vaccine czar secretary Carlito Galvez Jr. said Thursday. The goal is too high even the World Health Organisation (WHO) thinks it is “ambitious.”

The WHO rep may be right but the national government is sticking to its expectations. It’s more like the strategy than goal.

AN ORDINANCE REQUIRING ALL THE ESTABLISHMENTS IN THE CHINATOWN AREA TO HAVE A CHINESE-THEMED FACADE IN THE EVENT OF RENOVATION OR CONSTRUCTION Be it ordained by the Sangguniang Panlungsod of Davao City in session assembled, that: SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE REQUIRING ALL THE ESTABLISHMENTS IN THE CHINATOWN AREA TO HAVE A CHINESE-THEMED FACADE IN THE EVENT OF RENOVATION OR CONSTRUCTION”. SECTION 2. COVERAGE – This Ordinance shall cover business establishments within the Chinatown area, encompassing the areas of Ramon Magsaysay Avenue, Monteverde Avenue, Sta. Ana Avenue, and Leon Garcia Street and those business establishments which will undertake renovation and/or new construction. SECTION 3. PURPOSE – This Ordinance is enacted for the following purposes: (a) To promote, encourage, and develop the City’s tourism so it will be an instrument to accelerate the development of the City; (b) To protect the City’s culture, history, traditions and natural beauty, internationally as well as domestically; and (c) For the business establishments in the Chinatown area to preserve and maintain Chinatown as one of the tourist attractions in the City and to attract not only tourists and travelers but also locals. SECTION 4. CHINESE-THEMED FAÇADE – All business establishments are required to adopt a Chinese-themed façade in the event of renovation or construction. The business establishments are required to comply with the following Building and Architectural Regulations: (1) No stakeholder/owner, person, firm, or corporation shall construct, alter, repair, move or demolish any building or structure without first obtaining a written approval from the City Engineer’s Office and any such act must conform in every aspect with the rules enlisted herein and all applicable codes, rules, regulations and ordinances of the National and Local Government; (2) All buildings and improvements constructed within the area must be of strong and durable materials, properly finished and of a type of architecture that is in harmony with the concept or theme of the area; (3) The theme of the area/community shall conform to the traditional/oriental/ modern Chinese architecture. The theme shall bring a visual perception of Chinese culture to the area. This shall be defined by its pattern, color and texture; (4) Way finding signages provided by the City Government and other agencies shall contain an icon in English and Chinese characters in 50:50 ratio. It shall in no means be removed without a written permission from the assigned agency; (5) Store/Building signages shall have both Chinese and English characters with 60:40 ratio respectively. All signages shall prescribe to the National Building Code of the Philippines and other codes and laws adjoining this Act; SECTION 5. COSTS – The development of Chinatown will be a joint-undertaking between the City Government and the private business establishments located in the Chinatown area, to wit: (a) The City Government will undertake those works that involve public spaces and public structures, such as sidewalks, drainage, park, wharf, traffic and security. (b) The private establishments shall bear the costs in adopting a Chinese-themed façade of its business establishment. Further, the private establishments shall ensure that their products and cargo do not block sidewalks, and the vehicles are

AN ORDINANCE INSTITUTIONALIZING THE MAG-NEGOSYO TA, DAY! (MTD) PROGRAM IN DAVAO CITY, INSTITUTING MECHANISMS AS WELL AS APPROPRIATING FUNDS THEREOF Be it ordained by the Sangguniang Panlungsod of Davao City, in session assembled that: SECTION 1. Short Title. – This Ordinance shall be known as the “Mag-Negosyo ta, Day! (MTD)” Program in Davao City. SECTION 2. Definition of Terms – For purposes of this Ordinance, the following terms are hereby defined as follows: a. Mag-Negosyo Ta Day (MTD) Program – is a program targeted specifically for women to engage or already engaged in the production, processing or manufacturing of products or commodities, including agro-processing, trading and services, whose total assets including those arising from loans but exclusive of the land on which the particular business entity’s office, plant and equipment are considered micro business, either with physical store or selling through online platform, situated in Davao City. It aims to alleviate poverty and promote and guarantee the civil and socio-economic rights of women residing in Davao City; b. Woman/Women – those who are biologically female, aged 21 years and above, of sound mind, and who are capable of establishing and managing business enterprises; For purposes of this Ordinance, these shall include women members of Indigenous Peoples, Moro/ Muslim, Tribal and Lumad Groups, disadvantaged and vulnerable women, marginalized women who are most victimized by poverty and injustice, mothers of child laborers, unemployed, underemployed, senior citizens, victim-survivors of violence, trafficked and prostituted women, solo parents, displaced overseas and local workers, street/ambulant vendors, online sellers, grassroots rural women, small farmers and rural workers, fisherfolk, urban poor, women with special needs, and women from left behind families; c. Assets – refers to all kinds of properties, real or personal, owned by the accredited women members, entrepreneurs and qualified beneficiaries of the MTD Program and used for the operation and conduct of its business; d. Loan - cash, goods, machineries and equipment with an obligation to return the value of cash, goods, machineries and equipment without payment of interest; e. Grant – cash, goods, machineries and equipment without the obligation to return the value or amount but subject to liquidation and monitoring;

Capital Enhancement - includes funds for any operational expenses of an already established business entity which aims to enhance the overall value of the business, its production and services; h. Department of Labor and Employment (DOLE)- accredited Associations – group of women formally organized and accredited by DOLE for purposes of application for grants to which they are qualified; i. Accredited Conduit Cooperatives- includes registered multipurpose, credit and financing cooperatives, partner conduit cooperatives, which are accredited by the City Cooperative Development Office for the purpose of the MTD Program; and j. Loan or Grant Agreement – an agreement signed by the City Government of Davao, endorsed by its MTD Implementing Office and the accredited women members, entrepreneurs and qualified beneficiaries of “Mag-Negosyo ta, Day! (MTD)” Program for the availment of the loan or grant specifying the applicable terms and conditions thereof; SECTION 3. COVERAGE. This Ordinance shall apply to all women belonging to accredited cooperatives and associations, women entrepreneurs and qualified beneficiaries of the “Mag-Negosyo ta, Day! (MTD)” Program implemented by the Local Government of Davao City and other concerned government agencies and partner institutions, including but not limited to: All women belonging to accredited cooperatives and associations, women entrepreneurs and qualified beneficiaries should be bona fide residents of Davao City for at least one (1) year as certified by the Barangay where she is residing, who, may or may not be a member of community-based organized women, villagebased micro-entrepreneurs, associations and barangay based communities; SECTION 4. MTD IMPLEMENTING OFFICES. MTD Implementing Offices shall include the following offices under the City Government of Davao tasked to implement, supervise, monitor and evaluate the MTD Program following their duly approved respective guidelines: a. City Cooperative Development Office (CCDO) – shall process and approve applications, release, supervise, monitor and evaluate all MTD loans or grants concerning cooperative projects and those concerning non-agricultural cooperative projects/enterprises of all women belonging to accredited cooperatives and associations, women entrepreneurs and qualified beneficiaries; b. City Agriculturist’s Office (CAgO) – shall process and approve applications, release, supervise, monitor and evaluate all MTD loans or grants concerning crops, fisheries and other related agricultural products of all women belonging to accredited cooperatives and associations, women entrepreneurs and qualified beneficiaries; c. City Veterinarian’s Office (CVO) – shall process and approve applications, release, supervise, monitor and evaluate all MTD loans or grants concerning livestock and poultry projects of all women belonging to accredited cooperatives and associations, women entrepreneurs and qualified beneficiaries; d. City Social Welfare and Development Office (CSWDO) – shall process and approve applications, release, supervise, monitor and evaluate all MTD loans or grants concerning individual businesses, community based businesses and associations of all women belonging to accredited cooperatives and associations, women entrepreneurs and qualified beneficiaries; SECTION 5. REPORTORIAL REQUIREMENTS. This shall include Business Profile, Members’ Profile and Monthly Status Report of Income and Expenses of the businesses of all women members, entrepreneurs and qualified beneficiaries of the MTD Program to be submitted to the MTD Implementing Office every month until the end of the Loan or Grant Agreement. SECTION 6. DOCUMENTARY REQUIRMENTS. This shall include valid documents, but it shall not be limited to the following: 1. Certificate of Residency, 2. Barangay Clearance, 3. Community Tax Certificate, 4. Government Issued Identification Cards, 5. Financial Literacy Certificates, 6. Certificate of No Current Record of Availment of MTD Program, 7. Department of Trade and Industry (DTI) Registration, 8. Securities and Exchange Commission’s (SEC) Registration; and 9. City Government Business Licenses of all applicant women members, entrepreneurs and qualified beneficiaries, which may be applicable and required by the MTD Implementing Office to qualify for the availment of the MTD Program. SECTION 7. PROHIBITION ON DOUBLE AVAILMENT OF BENEFITS. Duplication of availment of benefit, either through loan or grant, individually or through group, of the same MTD Program under different MTD Implementing Offices and other partner government agencies shall be strictly not allowed. All applicants for the MTD Program shall secure a Certificate of No Current Record of Availment of MTD Program from other MTD Implementing Offices to ensure compliance of this provision. This prohibition shall be applicable only during the duration of the MTD Loan or Grant. Renewal of MTD Loan or Grant upon expiration of its term, is however, allowed. SECTION 8. MTD PROGRAM MANAGEMENT COMMITTEE. Creation Functions, Duties and Responsibilities – There shall be created a Program Management Committee (PMC) composed of: Chairperson : the City Mayor Vice- Chair : the City Administrator Secretary : Members : Head, City Cooperative Development Office : Head, City Veterinarian’s Office : Head, City Agriculturist’s Office : Head, City Social Welfare and Development Office : Head, Integrated Gender & Development Division The Program Management Committee (PMC) shall perform the following functions: o Responsible for the processing of accreditation of the applicant of the MTD Program and the issuance of the resulting Certificate of Accreditation; o Supervise the overall operation, implementation and evaluation of the MTD Program; o Responsible for the formulation of the policies and procedures not covered by the Executive Order issued that prescribes the guidelines, rules and procedures in the implementation of the MTD Program subject to the approval of the City Mayor; o Initiate partnerships with international, national and local government and funding agencies as well as non-government and private sector organizations in support of the program; o Provide alternative access to funds that will help women to start, sustain and expand their socioeconomic enterprises; SECTION 9. MTD INNOVATION HUB CENTER. An innovation hub /center shall be established to showcase products of all MTD accredited women members, entrepreneurs and qualified beneficiaries SECTION 10. APPROPRIATIONS. Funding for the operations, management and administration of the Mag-Negosyo ta, Day! Program shall be sourced from the Annual Development Fund of the City Government of Davao. SECTION 11. REPEALING CLAUSE. All ordinances contrary to or inconsistent with this Ordinance are hereby repealed or modified accordingly. SECTION 12. SEPARABILITY CLAUSE. If any provision or part hereof is held invalid or unconstitutional, the remainder of the law or the provision not otherwise affected shall remain valid and subsisting. SECTION 13. EFFECTIVITY. This Ordinance shall take effect immediately upon approval and after the proper publication in a newspaper of general circulation in Davao City. AN ORDINANCE APPROVING AND ADOPTING THE 2019-2023 LOCAL CLIMATE CHANGE ACTION PLAN (LCCAP) OF THE CITY OF DAVAO AS ENDORSED BY THE CITY PLANNING AND DEVELOPMENT OFFICE Be it ordained by the Sangguniang Panlungsod of Davao City in session assembled, that: SECTION 1. TITLE - This Ordinance shall be known as “AN ORDINANCE APPROVING AND ADOPTING THE 2019-2023 LOCAL CLIMATE CHANGE ACTION PLAN (LCCAP) OF THE CITY OF DAVAO AS ENDORSED BY THE CITY PLANNING AND DEVELOPMENT OFFICE”. SECTION 2. DECLARATION OF POLICY – Pursuant to Section 2 of Republic Act No. 9729 or the “Climate Change Act of 2009” as amended by Republic Act No. 10174, the City Government of Davao hereby declares the following as its policies: 1. The Local Government shall afford full protection and advancement of the right of all Dabawenyos to a healthful ecology in accord with the rhythm and harmony of nature; 2. The Local Government shall enjoin the participation of national and local governments, businesses, non-government organizations, local communities and the public to prevent and reduce the adverse impacts of climate change and, at the same time, maximize the potential benefits of climate change; 3. It shall also be the policy of the Local Government to strengthen, integrate, consolidate and institutionalize government initiatives to achieve coordination in the implementation of plans and programs to address climate change in the context of sustainable development; 4. The Local Government recognizes that climate change and disaster risk reduction and management are closely interrelated and effective. Disaster risk reduction and management will enhance adaptive capacity to climate change. In consonance with this, the Local Government shall integrate disaster risk reduction into climate change programs and initiatives; 5. Finally, the Local Government shall embrace a systematic concept of climate change in various phases of policy formulation, development plans, poverty reduction strategies and other development tools and techniques by all agencies and instrumentalities of the government. SECTION 3. APPROVAL AND ADOPTION – For purposes of this Ordinance, the LOCAL CLIMATE CHANGE ACTION PLAN (2019-2023) endorsed by the City Planning and Development Office of the City of Davao is hereby APPROVED and ADOPTED as the LOCAL CLIMATE CHANGE ACTION PLAN OF THE CITY OF DAVAO for 2019-2023. SECTION 4. LOCAL CLIMATE CHANGE ACTION PLAN INTEGRATION – The LOCAL CLIMATE CHANGE ACTION PLAN OF THE CITY OF DAVAO for 2019-2023 shall be adopted and integrated in the Comprehensive Land Use Plan (CLUP) and Comprehensive Development Plan (CDP) of Davao City. The programs, activities and projects found in the LOCAL CLIMATE CHANGE ACTION PLAN OF THE CITY OF DAVAO (2019-2023) may be included in the Local Development Investment Program (LDIP) and the Annual Investment Program (AIP). SECTION 5. SCOPE AND APPLICATION – This Ordinance shall cover the involvement of the local government, businesses, non-government organizations, local communities and the public within the territorial jurisdiction of the City of Davao and covers the planning period of 2019-2023. SECTION 6. REPEALING CLAUSE – All Ordinances, as well as pertinent rules and regulations inconsistent with this Code, are hereby repealed and amended accordingly. SECTION 7. SEPARABILITY CLAUSE. – If, for any reason, any word, article, sentence, clause or paragraph of this Code is declared invalid for any reason, other provisions thereof shall not be affected by such declaration and shall continue to be in full force and effect. Provided, that they should register their residential address with the City Tourism Operations Office (CTOO) and notify the general public of the change of their address. And provided further, that only online transactions shall be done. Furthermore, the City Tourism Operations Office (CTOO) shall have the authority to require additional documents which it deem necessary to provide the legitimacy of the address.” SECTION 4. PERIOD – The provisions of this Ordinance shall remain effective only until the State of Public Health Emergency is lifted. SECTION 5. SEPARABILITY CLAUSE – The provisions of these rules are hereby declared separable, and in the event that anyone or more of such provisions are declared invalid, the validity of all other provisions shall not be affected thereby. 82 NPA rebel returnees get more aid from govt

total of 82 former members of the communist New People’s Army (NPA) in Davao Oriental have received P20,000 each from the Department of Social Welfare and Development (DSWD)’s Livelihood Settlement Grant Program. The amount was in addition to the assistance earlier given by the agency to the former rebels.The returnees are beneficiaries under the Enhanced Comprehensive Local Integration Program (E-CLIP) in 2016-2020. ayor Sara Duterte-Carpio challenged newly-installed commander of Task Force Davao Col. Darren Comia to continue the implementation of the culture of security in Davao City during the change of command on July 6, 2021. The mayor challenged him that there should be no terrorism incident and to continue the legacy of Col. Consolito Yecla on the Culture of Security program, which is a people-centered campaign that encourages Dabawenyos to adopt vigilance as their way of life. The campaign “May Nakita? Dapat Magsalita!” is an order encouraging Dabawenyos to adopt the Culture of Security as part of their way of life. The Culture of Security was conceptualized and launched by the city government of Davao and Task Force Davao (TFD) on July 1, 2020 to ensure that bombing incidents in Davao City will not happen again. Through the campaign, Dabawenyos are urged to volunteer themselves for inspection and help in the implementation of security measures in the city; report all suspicious persons and activities in their community; remind friends and family of all the security regulations within Davao City; and participate in implementing the culture of security within their workplace, school, purok, subdivision and to be an active part of their community defense system. “Isa lang ang measure sa isa ka Task Force Davao commander dili na kaayo daghan na. Zero tax on selling gold at BSP

old sold to Bangko Sentral ng Pilipinas (BSP) is tax-free. Acting Director Jane Ann Gonzales of BSP Davao encouraged gold miners and traders in Davao de Oro to sell to them their gold produce as it will be exempted from tax, based on Republic Act 11256.

During an interview in the State of the Province radio program over Z Radio on July 5, 2021, Director Gonzales emphasized that the act was enforced last 2019; however, only a few might have known of it. Gonzales said that from 2011 to 2019, two percent excise tax and five percent withholding tax were deducted to

the gold seller’s income. “Mao na katong 2011 to 2019, ninghinay gyud ang pagdala og gold dinhi sa atoa,” she said. (That is why from 2011 to 2019, there is a decline in the selling of gold to us.) Gonzales also bared that the ‘gold’ tax was the biggest factor that caused the gold smuggling in the region.

The BSP director also highlighted that aside from being tax-free, the gold sold to them will be assessed according to the international market price on the day of sale. “And on the same day, makuha pa jud nila ang 99% of the total value of their gold,” she said. (And on the same day, they will get 99% of the total value of their gold.) The one percent, she added, will be paid after the final assessment of BSP in Manila. Gonzales also said that the gold sellers will also be treated fairly at BSP, stating that their weighing scales
